Firstly, The Dimensions of Applying Total Quality in Our Schools Praise be to God who says: “And you will surely be questioned about what you used to do. 16:93.� Prophet Mohammad PBUH Said : "Allah will be pleased with those who try to do their work in a perfect way "
Our world today is witnessing many challenges and changes, Most notable is the local and national development of quick transmissions and great competition that has attacked the educational process. For instance, the means of communication, the revolution of information technology and the increase of beneficiary's levels of expectations towards the provided educational service.
It became obligatory for educational institutions to adapt new methods and concepts to deal with those challenges actively and efficiently. Furthermore, it became obligatory to get the best results that will satisfy the local and national beneficiaries. In order to reach these noble goals, it demands total assessment for all the school's process and an active contribution between all the concerned parties of the educational process ( student, teacher, school administration, and the parents) to determine the actual reality for quality in schools.
Truthfully, mutual assessment program for quality in schools created by the teamwork of King Fahad ibn Abdulaziz center and supervised by his Excellency Arabian Quality Makers (AQM) General Manager Mr. Hassan Subhi Hamwi - is considered a distinctive style that helps schools to recognize improvement and development opportunities according to the total quality requirements. Moreover, it has done benchmarking with peer schools. It has also achieved the required educational quality in schools by recognizing the needs and requirements of the four partners in attaining the educational quality.

Introduction, Success Partners Due to the fact that humanity has entered the information era, it has become obligatory for education system to enhance its steps, methods, and goals to improve the student's efficiency. Moreover, it aims at graduating individuals who can enter labor market with high performance skills, which are perfectly suitable for the market's renewable need. Nevertheless, education must be able to graduate people who can lead, make changes in the society, create jobs opportunities, be self-learners and finally people who keep on learning.
In order to attain these goals, it requires a newer vision of all what is happening inside schools. Therefore, total quality system provides schools certain mechanisms for searching for enhancing opportunities within. It also helps schools to gain flexibility in order to make continuous changes that fit the scientific, economic, cultural, and social developments in the society. Then schools will be the basic of an informational society that learns and develops continuously. However, to achieve success, student, teacher, school's administration and the parents have to be partner (the four partners of education quality.) Mutual assessment program for quality is a new vision on actual schoolwork. It aims at fulfilling the needs of the student- the primary beneficiary -for education progress through knowing the school’s reality from the four partners of education quality perspective.
Mutual assessment program for school's quality in its first and second edition is a great effort of King Fahad bin Abdulaziz Quality Center teamwork under the supervision of Arabian Quality Makers (AQM) General Manager Mr. Hassan Subhi Hamwi. Since human work does not reach complete perfection and it has to be enhanced continuously, so any suggestions and comments of those who are in the education field are gratefully welcomed.

School, as a social and cultural production institution, and a pivotal role in the constant change and improvement process. Thus, after humans involvement in in the information era and in the challenge of the renewable cognitive and informative revolution, school is required to improve its performance constantly through upgrading its external and internal sufficiency faced with these societal demands . How can the mutual assessment program supports the changing process towards improvement? The school, by using the mutual assessments’ questionnaire, is capable of observing their position. Possible Chances of improvement will become clear after the results, which require the school to put operational plans and programs to support the continuous improvement cycle. Observing school state according to the questionnaire results will allow the following: First: regarding the student (the main beneficiary according to the total quality) - Students true partnership in the education process is most important resource for the support of continuous improvement. It is faulty to attempt to improve our position without concerning student's point of views continuously; starting from the received knowledge, methods, techniques of learning and all elements of the learning environment at school. When we work on satisfying our students, then we are by that supporting creating a better future by the real skills and knowledge growing in their minds now, because students are basically satisfied from the learning process. Applying mutual assessment according to the student helps in: 1- recognizing students' needs for proportionate knowledge and their tendencies, abilities, the best way absorb and comprehend these concepts, is the first step towards quality learning, without it learning would be force in schools. 2- Recognizing the student's demands to be provided within schools environment of equipment's and multi-tasked learning tools and Everything covered by school building. 3- Discovering strong and weak points in communication among students, teachers and school administration, and continuously communicating and listening to students’ demands is what helps directing the education process inside schools. 4- Support students’ opportunities to participate in the learning process. The child has the right to express freely and to request, receive and impart knowledge without any regards to the limits verbally, written, typed or any other mean a child chooses as long as the child respects others rights and reputation and protect the national security and the public orders and morals . Second: The Teacher 1: recognize teachers' suggestions to improve educational processes in the school. 2: support teachers' participation opportunities in decision making. 3: Allow communication between teachers and all school staff. 4: Overcome the fear of administration. 5: Been growing among teachers true feelings of belonging to the school and they have strengthened the spirit of cooperation and initiative Note: Teachers are usually criticized as they are considered the operators of the learning process in schools; they are also required to improve their performance inside school class. In fact, some face punishments and threats if they do not improve. For better school quality: Whenever we find a problem in a teacher's performance, we do not criticize the teacher himself, but instead we criticize the process: A teacher's cognition, performance and competence are, in fact, the output of his preparednessdeveloping teachers' competences is the core of his continuous practice during his service. Hence, we are now looking on processes, preparation and practice, as a key problem for the teacher's poor performance. Let us always keep in mind: The problem is within the system not the person, as it has been set by quality pioneers: 95% is in the process and 5% is in the person. Note: Quality status in our education There is a number of evidence on the decreasing inner efficiency in the Arab world that appear in the increasing number failings and leads to spending longer periods of time in various learning levels. However, there is a more serious problem which lies in how well is our education. Despite of the few available education, there are always many complaints about the degradation of the education quality in Arab countries. The few available studies have assured the predominance of three key features of the results of education in Arab countries: -The degradation of cognitive achievements. - Weak analytical and innovative abilities - Constant decadence

Third: The Parents 1- Parent's suggestions must be a primary support source for continuous improvements. 2- Guardians must feel the impact of the service that the school provides it for their children. 3- Build ongoing communication bridges between school and student's homes. Mutual asses’ questionnaires are one of the crucial bridges. 4- The more guardians are involved in the education process the more they would care about activating and supporting the education process for their children. Note: -Studies have shown that the most common nurturing techniques in Arab families are the overprotective, overruling and unbalanced techniques which all affect the growth of independence, selfconfidence and social competence negatively. -these techniques also lead to increase negativity and weaken decision-taking skills not merely on behaviors but also on the way of thinking, as a child is being accustomed since a young age to curb his wonders and discoveries and initiatives.

How can Mutual evaluation program depends on the facts in making the decision?
The center provides a database to facilitate the process to meet and exchange information and knowledge for the purpose of benchmarking, which allow a discussion on the most important problems facing the schools and the possibility of correcting.
First, the school administration signed a protocol with King Fahd bin Abdul Aziz Quality center includes a pledge to abide the application program.
Second, the center provides the school with a copy of the report of the results whenever applied mutual evaluation program.
Third: The Center keeps the reports that was received from the public schools includes the results of the application of the program in schools and the problems faced by the public with some of the proposals and possible solutions.
Fourth, at the end of the school year the center honoring the first ten schools within the honoring ceremony where awards center giving in the field of mutual assessment.

Defining the Program terminologies.
First: Quality linguistically. In Arabic language, quality came in Lisān al-ʿArab dictionary " "معجم لسان العرب البن منظورas “good”. Good is the opposite form of “bad”. So Quality means doing well and mastering talk and action.
In English, New World Dictionary defined quality as a characteristic or feature that something has, and a high level of excellence for a particular product.
Second: Quality idiomatically. Tenner and his collogue Detoro defined quality as “ An essential work strategy that contributes in providing services and goods that satisfy internal and external customers. Satisfying them by meeting their implied and explicit expectations.”
Edward Sallies, on the other hand, defined quality by its absolute concept as an excellence. While the relative concept is not to consider quality as an adjective for a product or service, but as a thing we relate to it.

Third: Total Quality Management: It is a philosophy that shows the missions and goals for any institution, by using continuous quality improvement tools and techniques as a method to achieve mutual satisfaction for all participants.
Total Quality Management is “ a Management style that ensures providing a value to eternal and external customers, by improving the administrative process. That is done accurately by improving it form the first time and every time, depending on the customer’s needs and demands.” (Dr.Abdulrahman ALmedaires,1420H).
Forth: Evaluation. It is an organized process to judge a specific educational phenomenon. Evaluation includes: performing systematic steps to collect information, following a particular plan to analyze that information, extracting its result to reach knowledge of a specific phenomenon and finally judging its educational values.
Fifth: Mutual evaluation program. Is a set of goals , methods and assessment tools ( questionnaires ) , which aims to assess the satisfaction of all ( The student - the teacher - the school administration - parents ) in order to stand on the strengths and weaknesses of the school for the continuous improvement of the educational process . Sixth: quality partners in the school : They are the student, parents, teacher and school administration.
