E-911 Communications Ballot Issue Adair County voters will be asked whether or not to approve a $1.00 fee per cell number to fund E-911 services in Adair County in the General Municipal Election on Tuesday, April 2, 2019. The E-911 Center serves everyone who lives, works, or travels in or through Adair County. The number of cell phones has increased the call load to the Center, and reduced the number of landlines that fund the Center through a $1.45 landline fee charged to Adair County residents outside the Kirksville city limits. The cost of required technology, equipment, and personnel continues to increase as funds from the landline telephone fees continue to decrease. With existing funding limitations, partners with limited budgets may be forced to reduce services. Since 2001, operational costs have increased 170%, while the amount collected from the landline fee has decreased by 57.4%. Although funding is decreasing, the call load for the E-911 Communications Center has increased by 166% from 2007 to 2018.

Therefore, E-911 has assessed its funding options in an attempt to maintain services. The Adair County E-911 Joint Services Board feels it is important to ask the voters whether or not to approve a $1.00 fee per cell number, as opposed to cutting services or asking for a sales tax.
