Mark Your Calendar for Election Day! Mark your calendar for the upcoming Municipal Election on Tuesday, April 3, 2018! Four candidates have filed for one position on the City Council: Phillip Biston (incumbent), Glen Moritz, Kevin A. Alm, and Jennifer Jones. Council terms are for three years. Following the election, the Council will hold a special meeting to select the Mayor and the Mayor Pro Tem. Are you registered to vote? If not, the last day to register to vote in the upcoming Municipal Election is Wednesday, March 7, 2018! To register to vote, contact the Adair County Clerk’s Office by calling 660.665.3350, or visiting the second floor of the Adair County Courthouse at 106 W. Washington St. in Kirksville!
February is heart health month! Here are some tips if you suspect someone is having a heart attack:
Ensure the scene is safe. Try to wake the person. Check for a pulse.
Call 911. Find an AED (if possible).
Begin CPR.
Apply the AED ASAP (if possible) and follow the AED prompts.
Continue CPR, following the AED prompts, until EMS arrives.

Winter is here, and we want to take this opportunity to remind you to clean the sidewalks along and in front of your home or business! City ordinance requires either the tenant or owner of a property to remove snow and ice from the sidewalk within 24 hours of the end of a snow event. If you are a tenant, you should have an understanding with your landlord as to who is responsible for snow and ice removal. More and more people are using the sidewalks for exercise, recreation, and going to and from work or school. Please be considerate of your fellow citizens and ensure your sidewalks are clear! Preparation is key: be sure to have a good snow shovel and some ice melt handy. We thank you for your cooperation, and we’re sure your neighbors will thank you as well! Winter Weather Driving Tips Drivers have grappled with their fair share of ice this winter. Here are a few tips to avoid accidents while driving in this winter weather:
Before driving your vehicle, clean snow, ice, or dirt from the windows, the forward sensors, headlights, tail lights, backup camera and other sensors around the vehicle. You can go through a lot of windshield wiper fluid fairly quickly in a single snowstorm, so be prepared for whatever might come your way. Completely fill your vehicle’s reservoir before the first snow hits. Use high-quality “winter” fluid with de-icer and keep extra in your vehicle. Make sure your windshield wipers work; replace worn blades. Carry items in your vehicle to handle common winter driving-related tasks, such as cleaning off your windshield, as well as any supplies you might need in an emergency. Keep the following in your vehicle: Snow shovel, broom, and ice scraper; Abrasive material such as sand or kitty litter, in case your vehicle gets stuck in the snow.; Jumper cables, flashlight, and warning devices such as flares and emergency markers; Blankets for protection from the cold; A cell phone with charger, water, food, and any necessary medicine (for longer trips or when driving in lightly populated areas). Keep your gas tank close to full, even with a hybrid-electric vehicle. If you get stuck in a traffic jam, or in snow, you might need more fuel than you anticipated to get home or to keep warm. The road behind an active snow plow is safer to drive on. If you find yourself behind a snow plow, stay behind it or use caution when passing. To avoid asphyxiation from carbon monoxide poisoning, don’t run your car for long periods of time with the windows up or in an enclosed space. If you must run your vehicle, clear the exhaust pipe of any snow and run it only sporadically — just long enough to stay warm. Never allow a car to run inside a garage, even with the door open. Dangerous levels of Carbon Monoxide may accumulate.
Business License Renewal Reminder If you own or manage a Kirksville business, it’s time to complete your business license for 2018! Business license renewals were mailed on January 3, 2018, on green paper, to valid business license holders. Business license renewals are due back to the City on or before February 28, 2018. When you complete the renewal form, return it along with all required documents and fees, either in person or by mail, to the Finance Department at City Hall. If you have not received your renewal notice, or your business has changed ownership in the last year, please contact the Finance Department at 660.627.1251. Licensed contractors, plumbers, and electricians: here’s an important notice for you! Renewals received after the February 28, 2018 deadline will be considered late and will require the applicant to complete the process over again, including the contractor testing / waiver process!
