MCLACHLAN FAMILY RE-UNION In October this year members of the McLachlan family are gathering in Christchurch and at Leeston to mark the 150th anniversary of their forebears’ arrival in New Zealand. Margaret (nee Gibb) McLachlan and her nine children made the trip to New Zealand singly and in groups during the 1860s following the death of her husband John in Buteshire, Scotland, at the age of 47 years. The boys of the family emigrating to New Zealand, who later married and had families, were Archibald, John (later a Member of
Parliament) and Alexander. All owned and farmed property in the Leeston area including the properties “Bogside”, “Grotholm” and “Strathlachlan”. Archibald married Catherine Clephane, John married Jessie Robb and Alexander married Elizabeth Rothery. Their sisters were Margaret (married James Cowan), Elizabeth (married James Lambie), Agnes (married William Moorhead) and Janet who came to New Zealand as a widow and later married James Hepburn. All lived in the Selwyn district except Janet who lived in Christchurch.

QUIZ NIGHT!! The Ellesmere College PTA is having its annual Quiz Night, to be held on Friday 23rd August starting at 7pm at the school gymnasium. This night has always been extremely popular in the past and very well supported by the community with funds raised from the evening going to wards the ongoing lease of the COW’s

Nurses all around the country are taking time out over the next couple of weeks to attend one of over 80 meetings to discuss what they can do about proposed employment law changes. NZNO industrial adviser, Lesley Harry says, “The stop work meetings will be held at every DHB in the country. We have around 26000 members working in hospitals and they are very concerned about the changes the Government is proposing.” “The Government wants to make collective bargaining much harder for employers and employees and they also want to allow employers to opt out of multi-employer collective bargaining. Both those changes will impact the nursing profession greatly.” “Currently all 20 district health boards (DHBs) negotiate a multi-employer collective agreement with unions. The agreement ensures workers throughout the country receive the same pay and conditions and DHBs receive the benefits and efficiencies of working together.” “The DHB multi-employer collective agreement makes it possible for the nursing team to provide safe, quality and consistent care throughout the country. New Zealand’s health system relies on a nationwide approach to providing care. Allowing the fragmentation of employees’ terms and conditions will result in a fragmented and stressed health system,” Harry says. “Nurses will be discussing what the changes will mean for them and their practice. They will also be letting their DHB employers know how much they appreciate working within the partnership of a multiemployer collective agreement.”

VINTAGE TREASURES: FASHION SHOW Fashion is a simple and flippantly used term generally referring to the clothing we like to wear, however fashion is so much more. Fashion is one of the strongest cultural markers of civilisation, it is the confluence of social norms, personal expression and available income that tells the story of each garment. It is also influenced by ethnic factors, climate, age, vocation, recreation, personal beliefs and of course good old commerce. The most striking thing is that fashion changes considerably over time and to look back on fashion tends is to open a time capsule full of memories of the way we were and how far we have come, or slipped in some cases. It is for no reason the Great Grandma is wearing a large white gown in an old family photo or Mum is wearing a paisley ‘Mod’ dress whereas less thought probably went into Dads awful tan stubbies and roman sandals. The point is that there is a story and a memory behind almost every garment. A tremendous amount of planning has gone into obtaining a multitude of gar-
ments from the 1950’s, 60’s and 70’s to be worn by local models including 4 male models and 1 guest appearance by a teacher, as they strut with you down memory lane. Come along for the spectacle by all means but don’t just be an observer, feel free to dive into the darkest reaches of your closet and find your own retro attire to be eligible for any number of best dressed prizes on offer. REST HOME SUBSIDIES As the sands of time start to run out many of us turn our minds to preserving our assets for the next generation and often beyond them. The earlier we commence the estate planning process the better. Succession plans are based on the law at the time they are made and it is always difficult to foresee what rules will be introduced by the various governments in future years. As old age creeps up on us, some will require medical care which will necessitate moving into a rest home or hospital. Until a few years ago, anybody needing care of that kind had to use up nearly all of their assets before they would be eligible for a rest home subsidy. Some years ago the government of the day raised the amount of assets an applicant could keep and still qualify for a subsidy. That threshold was to increase by $10,000.00 per annum, but a subsequent government altered the increase to reflect the rate of inflation for the previous year. From 1 July 2013 a single applicant or an applicant with a partner who is also in care must have combined assets valued at $215,132.00 or less to qualify for the subsidy. If an applicant has a partner who is not in care they can choose either a threshold of $117,811 (house and car are exempt) or $215,132 (house and car not exempt). As might be expected assets include cash investments, life insurances, loans, vehicles, investments properties and home and car (sometimes). An Applicant and spouse / partner may also have up to $10,000.00 each in a pre-paid funeral arrangement but it must be in a recognised funeral plan. With the increase in the value of homes the threshold is now quite low and the
question which arises is how to put a plan in place which will protect the assets for the family. Many people over the years sold their homes to a Family Trust and made annual gifts of $27,000.00 each until the debt to them was either totally or partially forgiven. Prior to the sale many created life-time leases giving themselves the right to remain in the home for the future. WINZ policies have changed over the past few years and are likely to continue to change. For some time now WINZ has regarded the lifetime lease as an asset of any applicant for a rest home subsidy and with some homes it can be a quite valuable asset. So for those who still have such a lifetime lease, the surrender of that lifetime lease is now recommended in order to help protect that “asset” as well. WINZ also now makes a very thorough search of an applicant’s means before granting a subsidy and is looking very carefully to see whether an applicant has deprived herself / himself of assets to fall within the threshold for a subsidy. A policy which WINZ adopted some years back was that if a Trust’s only asset was the family home they did not look too hard at the history of the Trust but if an applicant had transferred a lot of assets to a Trust they had a closer look at the applicant’s activities especially if income producing assets were transferred to the Trust such as a rental property, shares which produced dividends, etc. Recently the Social Security Appeal Authority upheld a WINZ decision on the deprivation aspect of an applicant who, with her husband, had set up a Trust, transferred assets to the Trust and then wrote off $27,000.00 each annually until the debt was
fully paid off. The Social Security Appeal Authority’s decision was that the applicant and her husband had deliberately deprived themselves of assets by gifting $54,000.00 in total annually. Of greater concern is that the Authority has held that even though the husband did not require care or seek a subsidy, his annual gifting was also included in the amount WINZ assessed the applicant had gifted. This decision was upheld by the High Court and it has now been appealed to the Court of Appeal. Until the Court of Appeal decision is known there is some uncertainty about how much should be forgiven each year by way of a gifting programme. With the recent abolition of gift duty, some very substantial gifts have been made, at times in excess of a million dollars. While every care must be taken when undertaking an estate planning exercise, it is difficult to tell what the future may hold insofar as changes to government policy go. Crystal ball gazing is not desirable when it comes it estate planning whereas being able to plan with certainty is highly desirable. It used to be that nothing was more certain than death and taxes. We now seem to be advancing steadily towards a third certainty – being asset and income tested on our after tax savings. It seems like a punishment for being frugal for all those years. It is not unreasonable for people to try to protect such savings for the benefit of future generations in the hope that they may lighten the future financial burden for their family and to help provide them with opportunities that were merely dreams 65 or so years ago. AMY ADAMS MP FOR SELWYN Selwyn District Council is one of 29 councils throughout New Zealand to benefit from the Youth Development Partnership Fund totalling $889,000, announced by the Government recently. “It is important that as a Government we commit resources to ensure young people are engaged in their communities and succeeding in whatever they set out to accomplish,” said Selwyn MP Amy Adams. “I understand that the Council proposes to use the funding to assist in running “have a go activities”, a youth market and youth carnival, as well as holding a youth forum,” said Ms Adams. “I look forward to seeing these projects come to fruition and to seeing local young people taking advantage of these opportunities to participate at a community level,” said Ms Adams. The Youth Development Partnership Fund provides one-off partial funding assistance to territorial authorities for projects that support young people aged 12 to 24 to develop skills, knowledge, and experience to participate confidently in their communities.

LIVING ON A KNIFE EDGE. (CONT.) PART 2. BY JO EDEN The next morning over breakfast Dora said,”Do you think you could get rid of that shrub by the letterbox for me. It’s always being walked over, and I think it’s had enough.” “Really?” Stanley looked a little disconcerted. “Yes, I think you’re the culprit. Never mind, just put it out of it’s misery for me, will you.” Stanley wasted no time leaving the table, and making his way to the tool shed for his spade. “Dora, I don’t think I can do it, it’s roots are too deep for me.” Stanley was struggling. “Oh dear, I’ll have to get our new neighbour. He said if I needed anything dealt to, just let him know. I told him you’re not up to much now you’re retired.” Stanley gulped. He wanted to protest, but he didn’t know what to say. “I’ll go over and ask him now.” Dora was off before he could say another word. Stanley felt he was having “an out of body experience.” Feeling dizzy, he sat down on the step. His hands were trembling, and his throat was dry. “Hello Stanley,” Jake’s voice was deep and husky. He had a large sharp, glistening axe by his side. Stanley stiffened, then slowly got up and started backing towards the door. “Your wife said I’d find you here. She’s over with the missus.” “Oh,” squeaked Stanley. “Now where’s that shrub your wife wanted put out of its misery? Sorry about the voice. I’ve got a rotten virus.” “Oh re...really?” gibbered Stanley, straightening up, ”It’s up here by the letterbox.” Stanley stood well back, while Jake made short work of the offending shrub. “What line of work were
you in Stan?” inquired Jake, as he gathered up bits of shrubbery. “Oh just the railways.” Stanley’s voice was still a bit strained. “How about you?” “I’m a bouncer at a night club in town,” Jake replied standing up. “Oh I thought you were a butcher,” vertured Stanley. “That’s my brother, Kel. He was here the other day helping us move our stuff in. That’s the reason why the mobile abattoir was outside our place. It’s his.” “Oh, really.” Stanley felt his body relax. He felt like someone on death row, who at the final hour had been given a reprieve. That night as Dora was preparing dinner, Stanley asked, “Dora, would you like a dishwasher?” “Oh Stanley, I don’t know what’s got into you lately. That would be marvellous,” and she smiled to herself as she selected a sharp knife from the drawer, and began chopping up the vegetables for dinner.
FAREWELL TO THE WILLOW
Southbridge Playcentre children say farewell to the Willow tree. Many Southbridge children will fondly remember hours of fun in the giant willow tree in the Playcentre grounds. Unfortunately, due to rotting limbs and safety concerns, the old willow tree had to come down in the holidays. The tree didn’t yield easily, with the chainsaw hitting numerous nails during the felling - a legacy of many hours of hammering practice. Plans are to replace the tree, and possibly make a dirt bike mound over the stump. In the meantime the stump (pictured) is making a fantastic stage and picnic table.
Term three sees parents and children eagerly awaiting the arrival of new toys and equipment, and a comfy couch, all made possible from a generous Pub Charity grant. And, as winter draws to a close, the much anticipated and highly entertaining Housie night is approaching. Mark your calendars for Friday September 13 at the Southbridge Town Hall. Hopefully it will be lucky for some.
ABBEYFIELD ELLESMERE The Abbeyfield Ellesmere Committee are thrilled with the progress that is being made. The Survey Pegs are in the ground and we have been pouring over plans for a suitable home for our residents. Abbeyfield is often referred to as flatting for the elderly. Abbeyfield Ellesmere will be a purpose built facility, occupied on a rental basis only. Residents will have their own room with ensuite. The house will have shared dinning facilities. There will be two meals provided daily and residents will help themselves to breakfast at their leisure. In May 2008 a large enthusiastic meeting was held in the Community Rooms at Leeston where the Abbeyfield concept was adopted. There have been many hours of discussions, meetings and investigations to get us to this point. This is a district project and your support is vital. We invite and encourage you to come to our AGM in the Community Rooms, Leeston on Wednesday, August 21st at 7.30, to hear a short overview of the journey this far. Peruse and discuss our building plans and support our committee as we strive to provide a great community asset enabling us to keep our elderly in Ellesmere.

GIRL GUIDES WIN THE SHIELD A shield was presented to Ellesmere guides on Monday the 5th August during a guide meeting. The girls had to attend a camp in November and they had to run their own camp, cook their own food and carry out certain activities, which all gained them points. They had to sort out their own food as well as equipment. The group of four girls made their own name which was Polka Pops that won. They came top out of 8 other groups. This was the first time this shield has been given and we were very proud to receive it. A region guide camp was held up at Hanmer springs on 14th to the 17th August for 76 girls and 12 leaders. Many different challenges were carried out by the girls, which included tree climbing up huge pine trees with a harness on, and community service in the locality. The girls were divided into elements of earth, wind, fire and water so there was a lot of competiveness about who could win certain games and badges. The camp was ended in
the hot pools – a great way to end a camp before the bus journey back home . A Region international day is happening in Templeton on 25th August. This will be giving girls of all ages opportunities to become aware of other countries in Europe. New Leaders Needed Guiding gives girls many different opportunities that they can later use in life, it gives them great leadership skills and potential to make the most out of what is given to them. Guiding needs leaders that can help them to provide this opportunity. Help, training and support is given. OLIVE WEBB FORGOES FOR DRY JULY There’s nothing quite like coming home after a long day to an ice cold… soda water? Such was the circumstance Hororata woman Olive Webb found herself in when, amongst other goals she has set herself for 2013, she boldly committed to the Dry July fundraising campaign to help adults living with cancer. The goal was simple: To go without an alcoholic beverage for the entire month of July and be sponsored by friends and family in support. Olive says: “It (not drinking) wasn’t too bad, actually. I’ve always enjoyed a wind down drink at the end of the day and I was very interested to see how I was going to go without it. What I found is that I had more motivation to come home
and get out on my bike instead of putting my feet up with a wine.” To date Olive has raised $805 for the cause and Canterbury’s total fundraising effort is currently sitting at $176,000 which CDHB chief executive David Meates says will go towards patient comforts such as special receiving chairs for chemotherapy patients and iPads and murals on the ceiling of the radiotherapy rooms in Christchurch Hospital’s oncology department. “It is a fantastic cause and one I felt passionate to support. MOVEMENT TO MUSIC Everyone knows the importance of exercise - use it or loose it - a familiar phrase, often laughed at and sometimes makes one feel slightly uncomfortable … However, this is so true and in Leeston we are fortunate to have activities to counteract this fact. The decision to exercise is very often difficult to make as is often the case with making choices we are unsure about - ie: Will I be able to do it? I don”t want to make a fool of myself! And I like to puddle around in my dressing gown until 10ish. Movement to Music is fun - Gentle aerobics to exercise every part of the body, muscles, heart, breathing etc. The group had its beginnings when Vaunda Maynard was recovering from a heart operation and saw the need to set up a group in the
Leeston area. After an over whelming response to an ad in the local paper the first session started in the Anglican Hall with 17 people. Jan McKay was at that stage the support person, now the roles have reversed. Both ladies have received training in Dunedin and have had on going training in Christchurch. The groups are now held at the Leeston Baden Powell Centre, Leeston Park, in a warm safe environment. All groups are suitable for arthritis suffers with the Wednesday morning group especially focusing on this group of people. AA WELCOMES NEW WoF RULE The AA welcomes the government’s decision to implement changes to the Warrant of Fitness regime which will save motorists at least $160 million a year. Next year the government will introduce changes to the system in two phases that will see light vehicles registered from 1January 2000 requiring an annual WoF check while cars less than three years old will not need a WoF at all. Currently cars, motorcycles, caravans and trailers older than six years require a new Wof every six months but on 1 January 2014 the first phase of the new WoF system will begin which will see cars first registeres anywhere in the world between 2004 and 2008 requiring a WoF every 12 months. Light vehicles first registered between 2000 and 2003 will be eligible for a 12 month WoF from 1st July 2014. Those registered before 1 January 2000 will continue to require a WoF every six months. Following an initial inspection, new cars will not require a WoF for three years. AA Motoring Services general manager Stella Stocks says the AA supports the phased approach to changing the WoF system. “The phasing in of the changes to the WoF system allows the industry to adjust

Cont. from pg 13. and also ensures that motorists will have ample time to understand what it means to them.” Ms Stock says staff at AA Testing Stations and AA Auto Cenres will explain the changes when customers are issued with their next WoF. “ The changes mean if you own a car first registered between 2004 and 2008 and were issued a WoF this July, your next WoF, due in January, will be for a full year. Light vehicles first registered between 1 January 2000 and 1 January 2004 will continue to receive six month WoFs until 1 July 2014 after which it will become annual. AA Motoring Policy principal advisor Mark Stockdale says reducing WoF frequency brings New Zealand closer to international best practice and reflects the desire of most AA members. Motorists are required to maintain road worthy vehicles at all times and if there is any doubt they should take them in for inspection every 6 months if they wish.

The Canterbury Primary Schools Cross Country was held on June 26th at Halswell Quarry after being postponed from the week before due to extremely wet conditions. Although the day was fine, conditions were still very challenging and the course was altered slightly because of the wet conditions. Needless to say our runners all came back very muddy, but with big smiles on their faces. Everyone did very well but special congratulations

As these runners were placed in the top twenty, they qualified to race against the Christchurch Intermediate Schools to try and gain a place in the Primary Sports Canterbury Cross Country team to compete in Nelson. On the 3rd July, Sarah, Paris and Iain raced at Roto Kohatu Reserve where they competed very well, but unfortunately did not make the team to go to Nelson. Thank you very much to all of our parents who transported and supported all of the Ellesmere Zone runners on the day. Helping us this year, we had Jonny Sim from Ellesmere College who took on the role of warming up all of the Ellesmere Zone participants. Jonny’s experience was invaluable in helping the children with his advice and expertise. Thank you also to Lisa McClure from Leeston School who was also helping with the organisation and provided a wonderful gazebo that the children all took advantage of.

This small but perfectly formed Netball team played the first round in Grade 5 and while they had some really close games in the round they were relegated to Grade 6 for the second round of the season. In the second round the girls really started to gel and had some good wins. We are now due to start the final round of the Season so are really excited to continue the awesome

ELLESMERE COLLEGE CLAY TARGET SHOOTING This year the college has 9 students competing in clay target shooting ( from 6 shooters last year). Five returning from last year, Andrew Washbourne, Dylan Sanford, Johannes Kloppers, Michael Butler and George Franklin and four new shooters, Alex Fraser, Mark Christie, Lachlan Bensemann and Jessica Iremonger. Jessica is our second female shooter for the school which is great to see and she is loving it. This season changes to the competition include: Seven rounds of competition, up from 5, now involving Darfield, Waihora and Ellesmere gun clubs. Also the inclusion of Skeet shooting, which has been popular as this discipline is competed for at the Island and National levels. Approximately 60 shooters are competing this year. So far 5 rounds of competition have been completed with mixed results. In A grade Dylan and Johannes have had good results and in the B grade new shooters Alex and Mark have won many prizes. Lachlan has had a third place and Jessica has shot off for placing’s also. This bodes well for later in the season when the team heads off to Hamilton for the North Island and New Zealand Championships in late September. Team plac-

ing’s have been more challenging as the team scores have been a little inconsistent but Ellesmere has had two second placing’s with Boys High winning 3 rounds and Lincoln High two rounds. Skeet results are pleasing with Andrew winning three out of the four rounds so far and Skeet has a 2 person team which Andrew and Dylan have won three times as well. The team has also competed at Timaru in the southern section of the school shooting with great results. Andrew winning the skeet, also placing 3rd in the single rise, 2nd points score and winning the High Gun for the day’s top combined score. Dylan won the single rise, Johannes 2nd in the single barrel with Michael 3rd in the same shoot off and Jessica shooting off for 3rd place in the single rise but missing out to a very experienced Craighead ( Timaru ) shooter. The next competition is on the 25th August at Ellesmere Clay Target Club so it would be great to see some locals coming along to give our team some support. Once again Ellesmere College shooting has tremendous sponsorship with CRT Leeston sponsoring the ammunition and Hunting and Fishing Christchurch City for the payment of all entry fees and also a big thanks to the Ellesmere Lions for sponsoring travel to Hamilton for the Nationals. A big thank you to all that are supporting the raffles, sausage sizzles, etc. The students are always busy looking at ways to further fundraise, one such event coming up will be a quiz evening with an Auction at half time so keep an eye out for that one ,It will be a great night out.

ELLESMERE COLLEGE FIRST FIFTEEN Last Wednesday the Ellesmere College First Fifteen played a semi-final against Cashmere High School as part of the Wednesday afternoon rugby competition. The Ellesmere team were first placed after the first round, having won all 6 of their games so far, including a previous 5-0 win over Cashmere as part of College Day earlier in the season. The team started poorly and Cashmere managed to pull away to an early lead due to some well worked tries and slack defence by Ellesmere. At the halftime break all Ellesmere had to show for their efforts were two penalties to first five Cameron Plato. The second half started poorly with Ellesmere conceding another soft try to go behind 18-6. This seemed to rally the team though, and they turned in their best twenty minutes of the season. The forwards found some much needed drive and after several surging runs Number 8 Greg Dunshea crashed over for a try to close the gap to 13-18. Ellesmere continued their resurgence to score again, this time to prop Jarrod Adams, and this levelled the score at 18-18. Cameron Plato added a penalty to put Ellesmere ahead 21-18 for the first
time in the match. Unfortunately with 5 minutes remaining Cashmere scored a well worked try and despite Ellesmere pressing hard they were unable to close the gap. The Cashmere team held on to record a 2521 victory and knock Ellesmere out of the finals. Despite the disappointing finish the team played some excellent games this year, in particular the 49-12 win over Burnside at home. A big thanks Miru McLean and Chris McMillan for helping out with the side and also to Sean van Hoof and Taine Flatman-Williams, who are in their final year with the team in Year 13. The side will retain most of the players from this year and will look to build on their performances in 2014, with some promising young ones being added to the mix next year. Finally a big thanks to the loyal parents who followed us round throughout the season, your support is greatly appreciated.

ELLESMERE SMALLBORE RIFLE SHOOTING ASSOCIATION RESULTS The Annual Closed Championship Shoot was held at the Leeston Range on Tuesday 9th August. Each shooter is required to shoot two single cards. This year four A Grade shooters entered in both the A competition and the Mas-
ter Grade competition. Each of these shooters had to shoot four cards. There were good numbers in the top three Grades with only one C Grader and three D Graders showing up on the night. In a side competition to
the individual closed champs is a team event with four representing their respective clubs. This year the Dunsandel club were too strong for both Leeston and Southbridge.

Ellesmere Water Race Shutdown Glenroy Community Irrigation Co. Ltd are temporarily shutting off the Upper Ellesmere water race intake and scheme to allow for intake maintenance. SELWYN TO STAGE EXCITING YOUTH EVENT Young people in Selwyn will have the opportunity to attend an exciting two day event including a ‘have a go’ day with a carnival and market, a battle of the bands, a concert featuring local talent and a youth forum. The Selwyn Foundation Youth Council (which is facilitated by the Selwyn District Council Youth Advisor) has received $32,000 in funding from the Ministry of Youth Development to stage this event in 2014. The Foundation Youth Council submitted an event plan to the Ministry which included holding a Youth Forum to discuss ideas and develop action plans and a Battle of the Bands event on the first day of the weekend event. The second day will feature ‘have a go’ activities showcasing lots of different
sport and recreation activities young people can try and clubs they can join in Selwyn. The day will end with a concert where local young people can show off their talents and invited artists will also perform. The event will be open to young people from across the district and buses will be arranged to transport people. It will also help young people who are new to Selwyn to find out more about activities they can take part in and get to know new friends. “This is an exciting opportunity to stage an event which young people from across Selwyn will enjoy. The event will build on the work of our Youth Action Groups and shows the enthusiasm our Foundation Youth Council brings to Selwyn,” says Chris Martin, Youth Advisor at Selwyn District Council. We have been lucky to receive a dozen heritage apple trees from Jack Elphick, a private grower in Christchurch, and we will be planting them at local schools over the next month. More planting is planned for spring and the committee is looking for ideas on where trees could be planted to best benefit the community. Members of the committee are also interested in looking at the prospect of a community garden area. For this possibility to eventuate we would need a suitable block of land to be lent or donated.
