1. URBAN CONTEXT 1.1 Location
T
he study area is located in the north-eastern boundary of the city of Milano. The Adriano neighborhood lies between Viale Monza and Via Padova, just beside the border with Sesto S. Giovanni on the north.
It is connected to the urban structure through different infrastructures. There are several metro stations in the area: Precotto and Villa San Giovanni on M1 and Crescenzago and Cascina Gobba on M2. Not only the railway station of Greco Pirelli is just nearby, but also the eastern highway and the bus lines 53, 56 and 86.

riginally the area was an agricultural site that was exposed to a sharp transformation in the years of the grand industrial expansion, becoming the heart of the new growing Italian industry.

I
n 1891, Ercole Marelli founded his own company which specialised in the production of electric motors and devices. The headquarters of the company were built in 1905 in this specific area, the rising neighborhood that developed along Via Elio Adriano, which is now mostly residential. The historic production area was dismantled in the early 1980’s.

he problem with redeveloping the former industrial area became a central theme in the Municipal Administration since the 2000’s. First of all, they debated for a long time on the nature of the project. The administration, that was first bent towards a re-industrialization of the area, later-on decided to change the plan. In July 2000 a new general city plan, based on processes of transformations aimed at removing the fences of the industrial buildings. They wanted to built a new city structure within an open, accessible and flexible site. The area, characterised by a high architectural and environmental quality, became perfect for hosting residences, shopping centres and tertiary services.

The two “Programmi Integrati d’Intervento” 2006
F
ive years after the last re-development of the area, two programs, called “Programmi Integrati di Intervento”, specifically thought for the two areas of Adriano-Marelli and AdrianoCascina San Giuseppe, focused once again on the problem of redevelopment. The two programs aimed at the construction of a neighborhood provided with high standards in services, high quality architectures and also extensive green spaces and public services. The crucial point was the design of a new public park that would be integrated with the existing green system. The interventions provided: - Free construction based on municipality agreements;
- The transformation of some areas into public green space; - Squares and parking lots; - Kindergarten and a primary school; - A multifunctional center; - Residence for the elderly (currently, the abandoned building in Elio Adriano street); - Students dorms.
The neighborhood will be characterised by low, medium, and tall buildings along the perimeter of the long park. Among these, there are a sequences of so-called “towers” that will make up the city’s “landmark” of the new neighborhood.

Piano periferie - 2016
I
n the period between 2006 and 2015, many of the public works planned by the P.I.I. (Piani Integrati di Intervento) had not been developed. The project required by the residents of the neighborhood had not been accomplished yet. In 2016 the city of Milan selected the neighbourhood for the call for projects “Piano Periferie”. The first goal of the call for projects is to complete the infrastructural works that have been suspended, under the previous plans and later on to create new connections with the existing surroundings. The Plan includes: - Completion of the P.I.I. Adriano Marelli e Cascina San Giuseppe”; - New school structures; - Extension of the Tram line 7; - Study on the hydrogeological arrangement; - Regeneration of the urban spaces; - Redevelopment of the “ex campo nomadi” of via Idro; - Restructuring of the metro station; - Burial of the high voltage power cable tower. The “Piano Periferie”, proposed in the past, persists in the present and it’s forced, due to bureaucratic problems, to look to the future to see its complete accomplishment.

2. THE BUILDING 2.1 History of the building: birth and abandonment
I
t is in this scenery that the abandoned ‘concrete skeleton’ arises, in the northern part of the district, located on the border with Sesto S. Giovanni. Planned by the P.I.I and legacy of the large ex industrial area, the building has been left unfinished because of the business failures of Giuseppe Pasini, who was the main builder of the district. The goal was to build an elderly health care centre (RSA), but in the last few years the unfinished structure became a theatre of vandalism, violence and abuse. After several unsuccessful hypothesis, the situation (blocked until 2017) was unlocked only a few months ago thanks to the Proges Group project. An agreement was established between the city of Milano and the Proges Group that decided to invest in the developement of the building as a multifunctional residential and servicecare center.

2.2 A possible future: project

uring the 6th Social Politicies Forum (23 February/2 March 2017), promoted by the city of Milano, the ‘Via Adriano’ restoration project was presented. The actors involved are both public and private. The Proges Group will promote the development of the bulding with an investment of 12 million euros. The project aims at the realisation of a polyvalent structure which will manage health and welfare services. ‘Our project will complete the building in Via Adriano, which has been abandoned more than 7 years ago, having important consequences on urban and social degradation’ said Giancarlo Anghinolfi, Proges General Director. ‘The building is located in a critical position: the centre of a district with a high housing density. This project will be a fundamental step in the services system of Adriano District.’ The complex will be a 15.000 square meters, multifunction building, hosting: an elderly and disabled health care centre (RSA, for total of 132 people equipped with a unit for Alzheimer disease), a daily care centre for elderly people, social housing flats for 33 people and medical clinics. The overall future inhabitants of the building are assumed to be around 200: 150 workers, including doctors, nurses, educators, employees and 50 guests. Moreover, the building will host offices, a public auditorium, a cafeteria and expositive spaces. The green space will be redesigned. Via Adriano will become not only a multipurpose centre of personal services, but also a social and recreational space of the neighbourhood.

PROGES Proges is an Italian Social Cooperative providing global and facility management to private companies and public entities in various fields: social assistance, elderly care, education, childcare and healthcare. Proges is the Italian leading provider of social services, covering education and sociohealthcare. Proges' Socio-Health Products Line covers Elderly Care and Healthcare Services. Three main areas are covered by the Elderly Care Services: Nursing Homes, Day Care Centers and Home-care Services. Proges has 3000+ employees and 9000+ people assisted each day.
Typologies A - B - C_ Alzheimer, elderly, disabled
Typologies F_ 3 bedrooms social housing (2 units)
The rooms for all three different typologies are configured in the same way in plan. All the rooms are meant for two people. However, there are two different types: one with the beds facing each other, and another with the beds aligned in parallel. The surfaces are generous, as these people may need wheelchairs or other devices to move. They need around 23-25 sqm for the bedrooms, and 5-7 sqm for the bathrooms. All the living spaces are shared. The living-dining room is always placed near the elevator, so that food arrives in an easier way. There are slight differences among the different typologies in the common spaces. For example, both Alzheimer and Disabled have a bigger nursery than Elderly. Alzheimer’s roooms also have access to a private fenced garden located on the ground floor, and Disabled flats to a roof top garden on the last floor of the building.
These flats have a surface of 92 sqm. All three double rooms are very spacious. Compared to the previous typology, they have one more bathroom, and both of them are bigger.
Typologies D_ Temporary 1 bedroom social housing (18 units) With a surface of approximately 41 sqm, these flats are big enough to host two people. However, the nucleuses probably won’t have the possibility to expand, since these houses are assigned by the municipality to people with economic or social problems for a maximum period of two years. The kitchen and the living room are merged into one room to save space.
Typologies E_ 2 bedrooms social housing (8 units) These flats, unlike the previous ones, are not meant to be temporary. They have a surface of 69 sqm and can host 4 people in a comfortable way. The two double rooms are quite big, of about 17 sqm. However, each flat only has a small bathroom (3,7 m2).
