City of Lacey The City of Lacey is a code city with a Council/Manager form of government. The Lacey City Council consists of seven members elected at large from the City. Members serve four-year staggered terms with municipal elections held in November of odd numbered years. Every two years, the Council selects a Mayor who serves as presiding officer during public meetings and events. The City Council appoints a City Manager and

confirms members to serve on Advisory Boards and Commissions. Other duties of the Council include enacting local legislation, establishing basic policy for the City, and adopting the annual budget. Council members also serve on a variety of intergovernmental Boards and Commissions responsible for regional service delivery, oversight, and policy development.

City Council meetings are held the second and fourth Thursday of each month except for November and December when they are held the first and third Thursday. Meetings are held at 7:00 p.m. at Lacey City Hall, 420 College Street, SE. The public is encouraged to attend. Visit the City's website at www.ci.lacey.wa.us for more information.

City Services Outstanding services and support from the City of Lacey are some of the benefits enjoyed by local businesses and residents. From streamlined building permit services to the Business Roundtable and from the outstanding

parks to the Lacey Senior Center, the City of Lacey is a proactive, service-oriented, cost-conscious local government, and an effective partner with the Lacey Chamber in the growth and development of the Lacey Community. Services available at Lacey City Hall include: animal licensing, building permits, notary public, parks program registration, passports, police reports,

voter registration and water and sewer utilities. City Hall is located at 420 College St. SE. Business hours are Monday through Friday, 8am to 5pm. Customers may deposit checks or money orders for utility bills, assessments, business and occupational tax, or traffic citations at any time in the depository in front of City Hall. Community Services Postal Service The main U.S. post office serving Lacey is located at 5815 Lacey Blvd. SE. Hours are 8am to 6pm Monday through Friday and Saturday 9:30am to 3pm.

Transit Intercity Transit, Thurston County’s public transportation agency, serves Olympia, Lacey, Tumwater and Yelm. Service includes 22 regular bus routes, vanpool and carpool programs, Dial-A-Lift for people with disabilities, trip planning and a free one-on-one travel training to learn how to ride the bus. All buses have bike racks and accessible features.

Intercity Transit also offers express service between Olympia, Lacey, Lakewood, and Tacoma where passengers can connect to Sound Transit for service to Seattle and Sea-Tac Airport. Intercity Transit also links to other neighboring transit systems – Mason Transit, Grays Harbor Transit and Amtrak train service at Centennial Station.

Fire and Safety Lacey Fire District #3 delivers quality fire protection and emergency medical services through a network of five stations to 76,000 people in a service area of over 70 square miles including the City of Lacey. Additionally, the District offers “Seniors Getting There Safely” driving classes, bicycle helmets, school safety education, blood pressure screening, and voter registration. City of Lacey Police The Lacey Police Department prides itself in excellent customer service and Lacey's crime rate being below the state average. This is due in part to the professionalism and tenacious pursuit of criminals by the officers and also by the willingness of citizens to get involved and report criminal activity. In any successful community, the police and citizens work together to ensure safety. This partnership has proven successful many times in the past and continues to be an important piece of the safety and security that we all enjoy. The department attends many community functions and education opportunities, and also offers many programs including volunteer programs to get community members involved. Olympia Regional Airport Service Currently a general aviation facility, the Olympia Regional Airport provides convenient access to South Puget Sound for corporate jets, commuter-size planes, and is capable of accommodating commercial air service. Features include an FAA control tower, full-instrument approach, access via two runways, a modern terminal, ample apron parking, a centralized fuel storage facility, and ground support. Positioned for aviation development, the airport is ideal for industrial, commercial, and corporate

Timberland Library The Lacey library began in a bookmobile in 1966, moved into rented space in Market Square in December 1966, and expanded to 4,800 square feet in the Lacey Village Shopping Center in 1976. Lacey Chamber of Commerce The Lacey Chamber of Commerce was established in 1961, as the Lacey Area Chamber of Commerce before Lacey was incorporated in 1966. The Chamber has worked hard to bring economic success to the community and to ensure an outstanding quality of life. From taxes to school bonds, from sign ordinances to parades, the Lacey Chamber has taken an active role in community life.

Committees and Workshops that Serve Under the Lacey Chamber Ambassadors Committee members attend Lacey Chamber and community events as Chamber representatives. Members will meet and greet members at Chamber events and aid in the recruitment of new members. Fun, active committee!

Auction Committee Committee members help plan and prepare the Chambers biggest fundraiser of the year, the Annual Auction! This committee coordinates all aspects of this event from budget proposal, advertising and procuring of items. Fun! Fun! Fun!

Business & Economic Development Roundtable The purpose of these monthly roundtable meetings is to provide up-to-date information about issues and topics impacting the Thurston County economy. Hear from local and regional experts on topics that are relevant to you and your business.

Education Committee This committee consists of professionals who care about the education of our youth and beyond. From K-12 through higher learning, their focus is helping define what businesses need and to help better connect potential employees with potential employers. Good schools create good business!

Goal Cultivator Workshop This workshop will lay the groundwork for you to become a goal cultivator. You’ll be encouraged to commit to a lifetime activity of planting, growing, and harvesting successes. There is a one-time $10 charge for materials.

Golf Committee Committee members help plan and prepare the Chamber Golf Tournament! This committee coordinates all aspects of this fundraising event from budget proposal, advertising and procuring of items.

Government Affairs Committee members evaluate and make recommendations to the Board of Directors regarding local interests and assists in endorsements of possible political candidates.

Kidwiler Scholarship Foundation

This is the Scholarship awarding arm of the Lacey Chamber. The committee helps choose which North Thurston high school seniors receive the annual scholarship from funds collected all year at our various events.

The golf tournament is a fun event each year and an opportunity for chamber members to get to know one another.

Chamber members can showcase their products and services at the Costco Business Expo. A portion of the proceeds from the Expo go to the Children's Miracle Network.

Each year our organization coordinates a fundraising auction, which helps us to meet our budgetary goals, and also allows us to fund our “Ray Kidwiler Scholarship Foundation”. Last year proceeds exceeded $7000! This money goes towards the college education of our future leaders.

Providence St. Peter Hospital was founded in 1887 and is the largest private employer in Thurston County, as well as, the largest hospital in the region. A 390-bed not-for-profit facility with 450 physicians, St. Peter Hospital provides

Education North Thurston Public Schools has had a continued “commitment to excellence” for more than 50 years, with the mission to provide . Lacey Chamber Partners Evergreen State College is ranked one of the best colleges in the west by the Princeton Review (2008), and U.S. News & World Report’s 2008 college guide also recognizes its innovative interdisciplinary learning communities, outstanding firstyear experience, and undergraduate research opportunities. Military facilities to the north have a major influence on Lacey's growth and economic success. Fort Lewis Army Post and McChord Air Force are located 15 miles north of Lacey on the I-5 corridor. Lacey is a prime location for off-base housing for military families and Lacey businesses to provide many services to the military community.

Fort Lewis is one of the U.S. Army’s largest installations and its only Westcoast Power Projection Platform. Fort Lewis can deploy one or more high priority active component brigades; mobilize and deploy high priority Army Reserve and Guard component units. Since 2001, more than 77,000 soldiers from 900 units have mobilized and deployed through Fort Lewis to support Global War on Terrorism, Noble Eagle, Enduring Freedom, Iraqi Freedom, and other operations worldwide.

Principle Units – I Corps (pronounced “First Corps) conducts Theater Security Cooperation activities within the Pacific Command Area of Responsibility to accomplish US regional security objectives. I Corps generates trained and ready expeditionary forces for full spectrum employment. Its resident units include three Stryker Brigade Combat Teams, plus separate brigades of artillery, military police, medical, intelligence, engineer, and sustainment.

Although Fort Lewis is not a city, its large military and civilian work force gives it the economic and infrastructure characteristics of a city. Approximately 31,000 Soldiers, 46,800 family members and 11,400 civilians live or work here. The fort’s military and civilian workforce has an annual payroll of $1.753 Billion. Fort Lewis also has an extensive infrastructure, which includes five schools, three hotels, two libraries, one airport, one hospital, one prison, one landfill, six boiler plants, one wastewater treatment plant, 12 drinking water wells, 1,300 miles of roads, and 34 miles of railroad tracks. tucked within Fort Lewis’ approximately 86,000 acres. Unlike a city, however, Fort Lewis’ assigned population does not exclusively live on post. In fact, only about 30 percent of its Soldiers and military family members actually live on post. Most Fort Lewis Soldiers, civilian employees and family members, live off-post. More than 35,000 Fort Lewis people live in Pierce County, while more than 14,000 Soldiers and civilians live in Thurston County. More than 6,500 Soldiers, family members and civilian employees live in Lacey.

Joint Base Lewis-McChord – In recognition of their national defense value, the 2005 Defense Base Closure and Realignment Commission directed that Fort Lewis and the neighboring McChord AFB would become a Joint Base Lewis-McChord. This new joint installation will be operational beginning January 2010 and fully operational by October 2010. Joint Base Lewis-McChord’s primary goal is to preserve or enhance the warfighting missions already in place at Fort Lewis and McChord AFB. The new joint base’s mission will support these missions and the military members, their family members and civilians who work at this installation.

Military Partners Once operational, Joint Base LewisMcChord will have an Army commander and an Air Force deputy commander. Units and personnel will remain part of their current services and their operational missions will continue to be managed as separate missions.

Madigan Army Medical Center With a military beneficiary population encompassing a six-state region, Madigan Army Medical Center is one of the busiest hospitals in the Pacific Northwest. Occupying more than 120 acres of land, this four-building structure is located at Fort Lewis, Washington. Approximately 160,000 Soldiers, family members and military retirees live in Madigan’s 40-mile catchment area. Madigan’s health care mission is executed by nearly 4,000 staff members, which include hundreds of civilian and military doctors, nurses, residents, interns and fellows. Madigan also boasts a robust internal American Red Cross program, which is supported by approximately 200 volunteers who donate thousands of hours of free service monthly.

As one of the Army’s most state-of-the-art and technically advanced medical centers, Madigan is one of only three designated level-two trauma centers throughout the U.S. Medical Command (MEDCOM). Recently, Madigan’s Andersen Simulation Center, which helps train thousands of doctors, nurses and medics each year, received a three-year accreditation from the American College of Surgeons, becoming the only Defense Department medical educational institution to attain that status. Madigan’s simulation center is one of only 21 surgical simulation centers in the United States to achieve a level one status, the highest for a center of surgical education excellence.

McChord Air Force Base McChord is home to the 62nd Airlift Wing, 446th Airlift Wing (Air Force Reserve) and Western Air Defense Sector (Washington Air National Guard). Both airlift wings fly the nation’s newest strategic airlifter, the C-17 Globemaster III. The Western Air Defense Sector maintains responsibility for the air sovereignty of the western United

States -- about 63 percent of the continental United States. McChord AFB’s mission requirements range from supplying humanitarian airlift relief to victims of disasters, to airdropping troops and supplies into the heart of contingency operations in hostile areas, to ensuring homeland security. The 62nd Airlift Wing, part of the Air Mobility Command, is the host unit at McChord. The 62nd AW, with 3,483 active-duty Airmen, provides the Department of Defense a fast, flexible and responsive airlift capability. The 62nd Airlift Wing, together with its Reserve associate wing, the 466th AW, provides a large part of Air Mobility Command’s Global Reach airlift capability. The 446th AW is Washington State’s only Air Force Reserve flying unit and is headquartered at McChord. The mission of the wing is to provide citizen warriors and maintain equipment to meet America’s global airlift requirements. Reservists in the 446th AW support the Air Mobility Command mission at McChord and around the world on a daily basis, performing about 25 percent of the mission of the base annually. The 2,400 strong 446th AW is nearly a mirror image of the active-duty host wing and blends seamlessly into active-duty operations when called upon. This rapid, flexible and responsive air mobility promotes stabiltiy in regions by keeping America’s capability and character highly visible. The Western Air Defense Sector - a unit of the Washington Air National Guard - is responsible for the air sovereignty of the United States from the Red River Valley of North Dakota/Minnesota south to the Rio Grande and all points west. The Sector works in conjunction with elements of the regular U.S. Air Force, the Canadian Air Force, the U.S. Army and the U.S. Navy to provide the earliest possible attack warning to the North American Aerospace Defense Command (NORAD) and our nations’s leaders. WADS’ peace-time mission includes assisting drug enforcement agencies by detecting, identifying and monitoring aircraft suspected of transporting drugs. They also provide training, equipment and personnel to meet the dynamic challenge of defense in the 21st century.

Shopping, Dining and Lodging Lacey Business District & Bell Towne Center The central business district of Lacey reaches from Lilly Road to Carpenter Road and from College Street to Pacific Avenue. The retail heart is the two shopping centers that face each other across Sleater-Kinney Road, South Sound Center and Market Square. South Sound Center opened in 1966 as one of the Northwest’s first ever “indoor malls” and was billed as the

With a mile of frontage on Interstate 5, Lacey Gateway Town Center is part of a strategically located 1,000-acre master planned community, featuring a highly visible, mixed-use commercial downtown flanking the heavily traveled Interstate 5 Highway, which connects Seattle to Portland and points beyond. Parks and Recreation City Parks Lake Lois Park and Habitat Preserve 6020 7th Avenue SE Shoreline paths around a small, picturesque lake fed by Woodland Creek is the setting for this 35-acre natural habitat park. Features a Âź mileinterpretive nature trail. A picnic table and drinking water are available.

Long Lake Park 2790 Carpenter Road Adjacent to the Thurston County Fairgrounds, Long Lake Park features one of the finest swimming beaches in Thurston County, as well as sandvolleyball and barbeque facilities. The 285 feet of beach frontage and swimming area stands in contrast to the ten heavilywooded acres that provide an evergreen entrance to the park site. The upland area has picnic facilities and pedestrian trails through the woods.

Rainier Vista Community Park 5475 45th Ave SE (Corner of 45th and Ruddell) This 46-acre park is a high activity site with 3 soccer fields, 3 baseball/softball fields, tennis courts, sand volleyball, basketball, walkways, picnic facilities, restrooms, and a local access skate park for the beginner and intermediate participant.

Rainier Vista Park offers fun for all ages. With soccer fields, skateboard park, plenty of open fields and equipment for the younger crowd, this is a favorite park for many residents of the South Sound area.

Regional Athletic Complex (RAC) 8345 Steilacoom Rd SE (corner of Steilacoom & Marvin Rd) This 100-acre park, complete with spectacular views of Mt. Rainier, is jointly-owned by the City of Lacey and Thurston County. The Golf Club at Hawks Prairie consists of two distinct, public 18-hole golf courses: The Woodlands and The Links. Opened in 1995, The Woodlands spans 415 acres with narrow fairways meandering through dense forest, and is consistently ranked in the top 10 most challenging courses in the state.

Woodard Bay Natural Resources Conservation Area 678 acres of state-protected forestland and estuaries with over 4 miles of shoreline, providing habitat for harbor seals, river otters, bald eagles, and one of the most significant heron rookeries in the state. Also features two hiking trails. Located just northeast of Lacey via Sleater-Kinney and Woodard Bay Roads, or by bicycle via the Chehalis-Western Trail. Trails Chehalis Western Trail This paved pedestrian and bicycle trail runs along Lacey’s western border, and

stretches north 6.5 miles to the Woodard Bay Natural Resources Conservation Area and south 16 miles to the rural town of Rainier. The trail features access to Puget Sound, Chambers Lake, the Deschutes River, wetlands, forests, farm land, creeks, prairies and other habitats. There are numerous trailheads. Lacey Woodland Trail This paved pedestrian and bicycle trail parallels Pacific Avenue for 1.5 miles through the center of downtown Lacey. Phase II expansion will connect Woodland Creek Community Park to the east and the Chehalis-Western and Olympia Woodland Trails to the west.

I-5 Trail A 3-mile paved urban trail for pedestrians and bicyclists connecting the Lacey Capitol Campus to the main Capitol Campus in neighboring Olympia. Trail parking available at the Lacey City Hall/Lacey Library complex, 420 College Street SE.

William Ives Trail A 1.5-mile forested walking trail through a nature preserve with fairway views of the Woodlands Golf Course at the Golf Club at Hawks Prairie. Trailhead located on Willamette Drive ¼ mile south of Campus Drive NE.

Other Trails Walking and hiking trails are also provided at the Lake Lois Park and Habitat Preserve, Wonderwood Park, Wanschers Community Park, Woodland Creek Community Park, Tolmie State Park, Woodard Bay Natural Resources Conservation Area, and the Nisqually National Wildlife Refuge (please see parks listings on page 31).

Public Boat Launches Public boat launches provide access to all of our freshwater lakes as well as Puget Sound. There are also several public and private marinas in the area. All lakes are stocked with trout and contain bass as well as other local species.
