This is favouritism Or isn’t it? Has the Greater Tzaneen Municipality’s previous Municipal Manager enjoyed special treatment? Or why does municipal valuations for (some) of his properties not make sense? The records, amongst others those in the Deeds Office in Pretoria, tell an interesting story about Mr Mabakane Mangena’s extensive property portfolio (extensive for a person who was redeployed from a salaried position in the education sector as a salaried municipal manager).
The records show that Mangena is, or at one stage was, the owner of four properties in Lenyenye valued at R1 million, a farm at Lushof valued at R400 000, two properties in Sharpville valued at R135 000 and a property in Tzaneen (Erf 3086 in Extension 58) which was bought at a price of R1 950 000. The almost R2 million property in Tzaneen is the main reason for questions to be asked. The valuable property was registered on 19 February 2010.
The municipal records show that it has been valuated at only R1 045 000 — almost R1 million (R905 000, to be exact) less than the purchase price. This is unheard of and certainly points to a possible irregularity. • Since it takes five weeks and a lawyer’s letter to obtain straightforward information from the GTM’s communications department (see pages 6 & 9), we will hopefully be able to publish an explanation for this little mystery in the next month or two.

Horrific accident in Kgapane A horrific accident took place between Kgapane and Mokwakwaila on Saturday night. Two people were seriously injured in the accident that involved two cars. We were unable to gather further information from the police at Bolobedu because the spokesperson for the SAPS, Const Shai, said she was out of town and therefore unable to comment on the incident.
