Vliegversteuring?

Illegal to shoot or kill them

Hierdie hele ding veroorsaak by Vlieg ‘n baie soorgelyke siekte, ‘n ambivalensieversteuring! Is hy reg, is hy verkeerd? Is dit ‘n siekte, is dit nie ‘n siekte nie? In die mode, uit die mode? Chicken or beef? En natuurlik vir more… rooi of blou?

Protect our precious vervet monkeys Susan Ettmayr Children in Haenertsburg were reprimanded for trying to stone the village vervet monkey troop. Last week Kagiso residents outside Pretoria stoned and burnt a vervet monkey to death, because they believed it was witchcraft. The myths, ignorance and misconceptions surrounding vervet monkeys led to an intensive two-day course at Silke Von Eynern’s Vervet Monkey Rehabilitation Centre outside Bela Bela, called Bambelela. She started the centre seven years ago. The problem began in the 1930’s when a SA minister declared vervets as vermin as he thought a vervet had bitten his grandson. This resulted in a free for all shooting spree that left the vervet monkey population frightened and depleted. The ruling was overturned and vervets are now protected species. Shooting vervets without a permit carries a R20, 000 fine. Vervets have the same immune system as humans, have distinct facial features, are intelligent and imitate humans. A Bambelela volunteer said that her baby orphan charge started chewing its fingernails because she did. Vervets have more than 36 different calls and sixty known gestures. There’s a particular alarm call for snakes as vervets are a favourite python dish. Vervets will not bite unless cornered and they will never bite a baby. When their tails are up it means they’re confused, when horizontal they know what to do. Babies use their tails as a fifth limb. Vervets are extremely clean and groom each other and their human minders to show affection. They scratch themselves either because they’re confused or thinking. They display the same emotions as humans, just without the greed factor. Vervets warn humans with their eyes and when they do push-ups in front of you, it’s time to show them who is boss. Stare defiantly back and do not turn your back on them, as they will chase you. Vervet monkeys are opportunists and if they’re let into

one home they’ll try other homes. Keep windows closed, hide your edibles and consider fly screens if the problem persists. They enjoy swimming and can dive to a depth of 1,2 meters, swim breaststroke and keep their eyes open under water. Their diet consists of 80% fruit, vegetables and seeds and 20% insects. Their ecological importance is enormous. As they are messy eaters they leave scraps for other wildlife. They are also fussy eaters and will discard over or under ripe fruit. They break branches as they sleep in trees or jump from tree to tree. This in turn feeds buck and warthogs. Only vervets can germinate certain bushes and they play a major role in pollination, with pollen adhering to their fur. There are more than two hundred vervet monkeys at Bambelela, each with it’s own name, and all are there due to human cruelty or ignorance. The kindergarten has some thirty orphans and five surrogate mothers. Two human minders are in the kindergarten from morning ‘til evening, doing hourly shifts to bottle feed, watch for signs of illness and to play with them and love them.

GTM takes action to equip Info Centre

Beaunice Machitela The Greater Tzaneen Municipality has forwarded a complaint to Limpopo Tourism in connection with the sad state of affairs at the Tourism Information centre in Tzaneen. This was done after Bulletin recently exposed the sorry state of the building and surroundings. According to the GTM’s spokesperson, Mr Thulani Twala, the centre is not under its control which is why the complaints were sent to province. Twala added that renovations have been done but he was uncertain if any further met chemikalieë gemeng word, om ‘n skuim te work would be done to the building. The GTM has also pushed for updated techvorm wat die brande gouer blus.

tourism centre, said Twala. In the mean time the GTM has also decided to tighten up the control over illegal advertising posters and sign boards in Tzaneen. . According to Twala the new council is due to approve a new policy that is aimed at better control of all outdoor advertising. In a stern warning to all the illegal advertisers putting up posters and all sorts of signs, Twala said the situation will be monitored and action will soon follow. This action is to be welcomed by residents of Tzaneen, since in the last couple of years people have in a free-for-all and undisclipined manner abused lamp posts, traffic signs, walls and buildings for illegal advertising.

Service delivery issues discussed at CPF meeting

Yvonne Ndlovu Services delivery issues affecting the communities and ways and means to find solutions to overcome these problems were discussed in detail during a Community Police Forum (CPF) meeting in the SAPS’s Joint Operational Centre (JOC) in Tzaneen. Crime related to liquor consumption in taverns topped the list of problems. More focus will be placed on Sector 1, especially at Motupa Village in Bolopedi South. Capt Simon Shikwabane from the SAPS in Tzaneen said the police are determined to act strongly against the abuse of liquor and crime that flows from it. He said tavern owners do not comply with the Liquor Act. “Some of the tavern owners say that we are threatening their business and we torture them. But we are not doing that, we are simply building safer communities for all”, said Shikwabane. He explained that some of the tavern owners are not willing to cooperate with the police and they don’t adhere to the Liquor Act — they allow teenagers to buy and drink booze on their

premises, they don’t close their taverns on time and some don’t even have a liquor licence. Shikwabane added that tavern owners don’t control their customers. “We have even experienced tavern owners who allowed their customers to stone police vehicles on patrol. Some taverns don’t even have walls. This lead to their drunk customers to be found blocking the street. There is also the problem of noise pollution. Closing their taverns late at night often leads to cases of assault, house breaking, robbery, culpable homicide and other crimes, because thugs hide in taverns until late.” Members of the community close to Bosveld Lapa at the Lushof small holdings outside Tzaneen recently complained about loud music. The police were called and when they arrived at the bar/tavern they found reason to arrest eleven people. The police said they will not show mercy and will continue to give tavern owners fines. They will be arrested if they fail to adhere to the Liquor Act.

High Court punch lands square on GTM’s nose Informal traders have to be controlled

Thursday last week was an ordinary day in Tzaneen, until two motorists simultaneously decided to overtake another vehicle and collided head on — and then slid into two other vehicles. A VW Polo was going from Tzaneen to Nkowankowa and an Isuzu LDV was coming from the opposite direction. They both overtook vehicles and collided. The Polo then collided with a Toyota Corolla that was heading towards Nkowankowa, and the Isuzu collided with a Toyota Yaris that was coming to Tzaneen. One person who has been identified as Jamela Charlotte Shiluvani (25) from Dan Village died on the scene. Two people sustained serious injuries and others sustained minor injuries. They were brought to Van Velden Hospital. The photos show three of the vehicles that were involved in the freak accident. — Beaunice Machitela

Francois Aucamp The Greater Tzaneen Municipality will have to get their act together regarding informal traders who do as they like — and are allowed to ignore the Tzaneen Town Planning Scheme — or face a series of court cases and costs that could run into hundreds of thousands of Rand. The North Gauteng High Court has cleared the way for many frustrated business owners in Tzaneen, to take on the GTM for its continued indecision to act against illegal informal traders who settle on pavements and just about in the entrances to shops and offices. The owners of three prime properties in Tzaneen — Orion Properties 120 (Pty) Ltd, Gypsy Queen Properties 12 (Pty) Ltd and Moleane Business Financial Solutions CC, all three of them situated east of Boundary Road and south of Loop Street — warned the GTM in August last year in writing to cease all illegal, unlawful and nuisance causing activities from being conducted on Erf 197, Tzaneen Extension 4, better known as the parking area at the law offices of attorneys Joubert & May, the auditor’s offices of D’Arcy Hermann and the offices of the Small Enterprise Foundation. The owners of the properties warned the GTM that the property was being used for informal trade purposes, for the erection of containers, for the sale of food stuffs and for the preparation of food stuffs. These activities violated various Acts and Ordinances and the GTM as custodian was warned that especially one Ordinance criminalises the contravention of the provisions of cer-

tain legislation. The GTM did not act within fourteen days to have the lady and or her employer (one M H Seoka and one B C Mashele) who had erected a structure (illegally) from which they were (illegally) running a “restaurant”, evicted. The owners of the three properties then decided to approach the High Court and the GTM decided to oppose the application (wasting tax payers’ money). Now Judge Msimeke of the Gauteng North High Court has ordered: • That the GTM be interdicted from allowing their property to be used for informal trade or any other use that is not permitted by the Tzaneen Town Planning Scheme; • That Seoka and Mashele and all other persons who through them or on their own conduct informal trade on or from the GTMs’ property be interdicted from doing so; • That the Sheriff be authorised to immediately remove all structures which have been erected on the property for purposes of conducting informal trade on the GTM’s property; • Costs against the GTM! The structure has since been removed and no trade is taking place in the parking lot. But there are a number of other places, also next to the R71, where informal traders occupy premises/land illegally. The question now is: Will the GTM start cleaning up, or will they continue to waste tax payers’ money on unwinnable court cases?

Some years ago I asked a friend of mine to give me a definition of a “grudge” and he said “It is a place where Portuguese people park their cars” The dictionary defines it as “a strong feeling of ill will, anger, or resentment”. If we have been wronged we often do not forgive that easily. Sometimes it is easy to forgive as it may have been an oversight in judgement, other times we can forgive and yet we do not forget. Then later on when the same person does something wrong we drudge up the past and remind them of the wrong they had done the last time. This breaks down relationships and often leads to continuous ill feelings. One always accusing the other of bringing up the past. Forgiveness is a gift from God and we should use it at all times even when we feel that somehow we can not. I wonder what would have happened all those years ago when Christ was crucified if He did not forgive those who did this to Him. How many times do we break His commandments, then ask for forgiveness and He readily forgives us and most important of all He forgets. In today’s world we are always looking at something someone has done and often we paint the whole community as guilty. Whites tend to use the phrase “those people” and the blacks refer to the whites as “those boere”. Thus we will never forgive as Jesus forgave if we do not see beyond one or two who do not live up the norms of society. The continuous harping on what happened in the past that was bad does not help us in our endeavour to build a new society, one where peace and harmony are paramount. My pray this week is that each and everyone of us re-evaluate our hearts and minds and try to follow Jesus’ example of forgiveness. Or am I living in wonderland? God Bless You All

Bank needed John from Tzaneen District writes: I have read in the news that Agri-SA had a meeting of black farmers last week to discuss their “frustrations and aspirations”. There should be no doubt about it; financing is the biggest stumbling block in the way to transformation in agriculture. Black farmers do not have access to financing, and without financing there is no farming. The best thing Agri-SA can do for black farmers is to assist with the creation of a new agri-bank, a special institution which is tailor made for land and agricultural production financing. We cannot go forward without a bank, similar to the Land and

Agricultural Bank of Namibia, which has a clear understanding of the primary production sector, and is staffed with skilled people with knowledge and expertise on agriculture. I suspect that Land Bank once had the same function and has rendered a similar service to commercial agriculture long ago, but I have never met a black farmer in our district who got some constructive assistance from them. Myself, I have applied three or four times for various forms of financing from Land Bank, but by the time they send a valuer, the farm has already been sold to someone else. Twice, while they were questioning the asking price because they “felt” that it was too expensive, successful commercial farmers next door bought at that price. Land Bank will never be able to play a constructive role in transformation in South Africa! We need a new bank.

Vra ek: Polisie of Verkeerspolisie? “Nee, oom, POLISIE.” Of probeer iemand in die SAPD iets bewys?

• There are many ways to skin a cat... and there are many ways to get to the truth

Caught out! How the GTM lied to us Francois Aucamp Why would an agreement between a local business and a Cape Town supplier of digital speed camera equipment to the Greater Tzaneen Municipality have a clause that stipulates that “none of the parties shall issue any public statement or make any press releases relating to this MOU (Memorandum Of Understanding) without obtaining the prior approval of the other”? It could be that there are people or parties who have something to hide. Let us see if it could be the case: The MOU between Valanga CC and TMT Services and Supplies (Pty) Ltd was signed on 9 and 5 March respectively. The origin of the MOU seems to be a transaction between TMT and the GTM “in respect of a project relating to the provision of digital camera equipment and related services”. According to the MOU Valanga “has provided support services to TMT in the bid process and undertakes to continue providing support services in the event of the GTM should award the tender for the project tot TMT”. Another strange clause in the MOU states that “the parties record that due to time constraints, TMT has entered into this MOU without having followed a due diligence process in respect of Valanga.” Obviously the parties were in a hurry to finalise

a deal of some sort. From documents in Bulletin’s possession it is clear that TMT is no monkey business. Three of their directors are Austrians (Messrs Friedrich Andre Laux, Hannes Schebelle and Peter Schuchlenz). The company’s CEO is Mr Graham Douglas Davey from Newlands, Cape Town, and the other two directors are Ms Ida Kathryn Gough (the company secretary) from Camps Bay, Cape Town, and Mr Ramotheo Moses Mashishi from Ethol, Johannesburg. Valanga’s members are Messrs Gideon Lodick Mkhari, Kleinbooi Sabata Chaka and Bongani Thutekani, all from Dan Village outside Tzaneen. Their registered office is at Stand 272, Dan Village. What is of special interest is that the Registrar of Companies and Close Corporations confirm the status of this CC as “Deregistration Final”. It is also stated clearly in the MOU that TMT undertakes “to make Enterprise Development Contributions to Valanga and for this purpose will pay Valanga a premium for its services....”. One cannot help to wonder about the “enterprise development contributions”. Equally one can wonder about another clause, stating “(TMT) to pay a fee to Valanga for the rendering of the support services in respect of the Project... on the following

But — hold your breath — there is another clause that reads “the parties agree that the fees payable... are at least twice the market rate for similar services rendered in the same circumstances”. The MOU also has a Confidentiality clause which states that “neither party shall without the prior consent of the other disclose, publish or make use for its own or any other purpose any confidential information....” • In February — after we had threatened to take the GTM to court in terms of the Promotion of the Access to Information Act — the GTM denied, in black on white, that a third party was involved in the purchase of any speed camera. So much so for that denial! We will now approach the GTM again, to ask them to explain why Valanga featured in the purchase of the speed camera and why they denied any knowledge of this in February. We will further report on this matter as soon as we have received an explanation from the GTM — and then we might well disclose some further information pertaining to this transaction.

Feed your dog proper food Casandra Mongatane With deadly Aflatoksikose (a liver disease in dogs) having caused the death of many dogs recently, we should pay special attention to what we feed our dogs. There is a wider range of different brands of dog food on the market, and some are not to be trusted. In fact, products like Buddies Complete, Legends and Hi-Pro have recently been banned by the government and hopefully more dogs will now be safe. Bulletin reported last week that at least two dogs have been ‘hospitalised’ in Tzaneen — so locally we have clearly not escaped the potentially deadly results of low quality dog food. Human food is not good for dogs. It does not contain all the nutrients that the dog needs to boost its immune system, and it is also not good for a good skin and coat. Dry diets are advised as they are good for the dog’s teeth. People should look out at the type of nutrients that are found in the food, and also to ensure that the ingredients are of high quality. “The main nutrients that one should look at are proteins (meat), carbohydrates

(heat treated rice or potatoes) and fat (Omega fatty acids). The food of high quality would have meat as a source of protein while the low quality food would have skin and bone,” explains Dr Pieter Cordier, a Tzaneen veterinarian surgeon. Dog food should be stored in a cool and dry place. Cordier says that food that is stored in the sun is exposed to too much heat and that gives the food a horrible taste — while dog food that is stored in a moist environment is most likely to have fungus that may lead to Aflatoksikose. Once you have opened your dog food, it is in the best interest of the dog to store it in a sealed container. “Go for the brand that has been in the industry for years and is recognised. Always read the fine print and buy the best quality food that you can afford for your dog”, says Cor Cordier. Inferior dog food can cause a lot of harm to a dog’s good health. Food of lower qual quality makes it hard for dogs to digest. There are signs that tell if a dog is being fed high or low quality food. The stool of a dog that is fed high quality food should be well formed and with a low volume, while the dog fed low quality food’s stool would be of high volume, loose and watery.

Geniet more!

This week’s fitness tip Ettienne van Wyngaardt (Fitness specialist)

When starting an exercise program there is a few things you must know, especially when working out with weights. Always train the larger muscle groups first, like the legs, chest and back before the smaller muscles in the shoulders and arms. Perform compound exercise movements (more than one movement) first, such as squats, chest press and bent over rowing, before do-

ing isolation movements such as machine leg extensions and leg curls. Save triceps, biceps and abdominal exercise until the end of your workout. Many of the smaller muscles are used as synergists with the larger muscles, so they generally get a workout before you have even started on them. That way you won’t tire so easily.
