Afsim offers yet another new aid

Test day of a drivers license is one of the most dreaded days of anyone’s driving training. To help learner drivers prepare for this big day, Afsim now have a step by step guide on DVD, that is used in addition to the simulator lessons. The DVD reflects precisely what the learner driver can expect on the day. Its content covers every aspect of the K53 Drivers’ Licence test as stipulated by law. From pre-trip inspection, yard test and road test, the DVD shows how to do it all. The DVD is used as a guideline, especially if a learner is struggling in a particular area he/she can reflect back on the DVD. SAPS mum on new police station The SAPS Media Centre in Pretoria is still mum on information regarding the new police station in Letsitele, where a huge amount of over-expenditure is believed to have occurred over a period of six years, as was reported in the Bulletin four weeks ago. The SAPS Media Centre was approached

for information on the amount for the initial contract, the names of the contractors and the factors which caused delays that led to some R40 million escalation in the cost. The inquiry was passed on to different sections and ended up in the office of an inspectorate involved with new police offices.

Jong model kry SA’s Jeanné-mari de Jonge, ‘n twaalfjarige leerling van die Laerskool Tzaneen, het nasionale kleure in die onlangse Modelcup nasionale kampioenskappe verwerf. Modelwerk word sedert 2005 as ‘n sport erken en het ses afdelings waarin deelnemers kan wedywer. De Jonge het in Oktober Limpopo-kleure in al ses afdelings verwerf en Limpopo toe by die nasionale kampioenskappe gaan verteenwoordig, waar The Letaba’s river bank has become too crowded for new mechanics to work on vehicles (and dump oil and other materials in the river), so they opened a “branch” under the R71 overhead bridge in Agatha Street (next to the Spur). Today’s South Africa is by and large crisis managed, or at the worst not managed at all. The same goes for some of the Greater Tzaneen Municipality’s departments, that is to say the traffic department, the department responsible for promoting tourism in the area, the department responsible for exercising control over the informal trade in Tzaneen town, the department responsible for monitoring damage to street signs, the deterioration of streets and pavements, the neglect of parks and public places etc. Two of the worst non-performers are traffic and whoever is supposed to control the town’s invasion by informal traders. We are not per se against the informal trade (also referred to as hawkers). Not at all. However, the fact that they are not being controlled properly is unacceptable. Add to this that the town does not offer sufficient ablution facilities for informal traders and that basic health regulations are not being applied. The dangers are in the health risk that are being tempted daily, the fact that ill discipline is being promoted by the local authority and finally that formal traders could sooner or later (rather sooner than later) decide that the disgraceful discrimination against the formal trade must be stopped. The spiritless (usually not spirits-less!) social business club — who have the audacity of calling themselves a chamber of commerce — is not in a position to do anything about the abuse by informal traders. And to add insult to injury this apartheid style club is not representative of business in Tzaneen. They thus have no real voice and hardly any influence over the local authority’s policy making elements. Be this as it may. We need to address the lack of vision of the GTM’s traffic department, as well as the lack of law enforcement where and when it really matters. Has the town’s traffic chief not yet thought of the major changes on the R71 resulting from robots being installed where we used to have either nothing, or at the most stop streets? Has he not considered the narrowing of the R71 to cause confusion and possible traffic disorder? Has he taken cognisance of the fact that motorists coming in from the west are no longer allowed to turn in to the right at the Sasol filling station or to turn out to the right from the same filling station? (It is in any event incomprehensible why this has been done before the road works haven’t been finalised and before the new filling station on the opposite side of the road is not operating yet) Does he ever get off his back seat and inspect the poor state of affairs regarding traf-

fic signs and street names in Tzaneen, Limpopo’s second biggest town? Does he ever get off his seat to see what his men and women are doing when they are out to patrol the streets and the roads? Does he ever sit down and think about the traffic chaos caused by huge trucks trying to wind through Tzaneen’s streets, especially the very narrow main street? Has he ever thought of the damage to the streets caused by these huge trucks? Obviously not. We considered asking for an interview with the traffic chief, but since he arrogantly showed us the door— figuratively speaking — at a previous occasion, we decided not to approach him for his views. His attitude is that he does not report to the media, neither to the public (who pay his salary). Suffice it to say that Tzaneen is practically without a sensible traffic plan, and the enforcement of the traffic rules that really matter, is non-existent. It is indeed a sad state of affairs...

New Police chief for Lim

The Department of Safety, Security and Liaison in Limpopo has welcomed the new provincial police commissioner, Lieutenant-General Thabethe Simon Mpembe. He succeeds Lt-Gen Amon Mashigo. During his short spell in Limpopo, Mashigo managed to maintain the status of Limpopo as the province of least crime. Mpembe was appointment in 1978 as a constable in his native Free State province. He rose through the ranks until he was promoted to the rank of Major-General in 2000. In 2009 he was appointed Gauteng deputy provincial commissioner responsible for policing, a position he held until his appointed as commissioner for Limpopo. On Tuesday MEC Phadagi met with Mpembe, to discuss the general crime trends and challenges in the province and how these can be brought under control.

Nuwe winkelpromenade open met ’n knal Tzaneen se nuwe spoggerige winkelpromenade “op die bult”, die Tzaneen Lifestyle Centre, se eerste winkels het Woensdag met ‘n knal geopen. ‘n Hele paar duisend mense het die sentrum “bestorm” en winkels soos Checkers, Fish Aways en King Pie moes spook om voor te bly om klante te bedien. Van die wegneemete-plekke kon nie soos beplan om 19:00 sluit nie en was nog tot lank na 20:00 oop. Die gerieflike toegange (verkeersligte by die hoofingang na die dorp en by die ingange na die sentrum beheer die verkeersvloei) en die lekker parkering, gaan die nuwe sentrum beslis baie gewild maak.

Some R40 million wasteful expenditure, five building contractors and six years later Letsitele’s new police palace is now said to be officially opened within the next few months. However, the SA Police could not confirm this. The initial cost of the project was almost R50 million, but due to delays and changes of building contractors this amount escalated to well over R86 million. Earlier this year it was announced that the complex would

be completed by August this year, but serious delays with construction were experienced and the project will soon enter 2012. A sewerage system for the complex has to be completed before the new facility could be operational. A total of five different contractors have so far been involved over a period of six years and at one stage construction was halted for nearly two years, due to “several technical problems”. Our extensive efforts to get more detail on the project from and to verify our information with the SAPS Media Centre in Pretoria, were unsuccessful. An inquiry was sent to Col

Sebola at the Media Centre, who passed it on to Capt Dennis Adriao, who in turn referred it to a divisional commissioner entrusted with new police buildings. We also contacted the site manager of the current contractor, Mr Choga Tapiwa of Zimbabwe, but he was not prepared to release any information on the project, other than to say that “construction has reached the final stage”. It is alleged that favouritism and tenderpreneurship contributed to the long delay and the waste of R40m of rate payers’ money. The department of public works is not involved in the project, and the SA Police is driving it.

The new Fruit & Veg and new Wimpy restaurant will both open next week and a seafood restaurant is said to open early in the new year. So far the new shopping centre is a big hit and shop owners are optimistic that it will continue to draw the crowds. It is especially the huge and very upmarket Checkers that is obviously going to be very popular. The huge variety offered, the cleanliness, the wide aisles, the warm atmosphere of the store and the many new things offered, such as the cheese section offering a variety that has not been seen in Tzaneen before, will no doubt be popular. It is expected that Fruit & Veg will be the other main draw card of the Lifestyle Centre.

Pre-paid electricity meters boasting the very latest technology will become available in Tzaneen in January — the first town in South Africa to obtain the very latest state-of-theart technology. The Greater Tzaneen Municipality will make the meters available for a pilot project in Flora Park first. The GTM’s director of electro-technical ser-

vices, Mr Pierre van den Heever, confirmed the new development on Wednesday. He also confirmed that the new technology makes the meters tamper resistant and that the meters will be monitored from the GTM’s offices — where an alarm will go off the moment somebody tries to tamper with a meter! Pre-paid meters will in the long run cause a dramatic improve-

ment in the GTM’s cash flow, since electricity will not be paid for two months after consumption, Van den Heever said. Pre-paid meters will be ideal in specific circumstances, for example in granny flats. Van den Heever warned that people shouldn’t think the unit cost of electricity is cheaper for pe-paid meters. “Consumers will be able to monitor their usage better and

easier, but the unit cost will be exactly the same as for consumers not using pre-paid meters,” he said. Van den Heever added that Tzaneen has waited for a long time to introduce pre-paid meters, due to the fact that the GTM was not prepared to give the green light for technology that allowed for tampering with meters — inevitably resulting in losses in revenue. • Eskom’s alleged 20% loss is said to be largely as a result of pre-paid meters that are not tamperfree and being side-passed.

Fish breeding to boost food security in poor communities The unemployed youth of N’wamitwa will benefit greatly from a fish breeding project being facilitated by two Israeli specialists. The specialists are from the Israel Agency for International Development (Mashav). They are working in conjunction with Etafeni Trust which are training young people of N’wamitwa to work for food security. According to a spokesperson for the Israeli embassy, Ms Hila Stern, the two specialists, Messrs Lior Misgav and Roy Grunbaum, will stay for ten days training young people to breed Tilapia fish. Tilapia is small low fat fish that can be farmed and produced for mass consumption because it grows big in almost no time. It is said to be the most important aquaculture fish in the world because of their fast breeding. “Israel is known worldwide for its innovation and expertise in many different aspects of life, one of which is breeding Tilapia fish,” explained Stern. She said Israel was committed to building an integrated aquaculture and agricultural model that would help the

community to promote food security. According to Mr Patrick Kilroe of SA Aquaculture and Fisheries, who represented the Etafeni Trust, this is a model that has worked well in other countries – producing sufficient food in Asia for many generations. “With the recent dramatic failure of so many large-scale agricultural projects, we believe that along with the help of international experts, sustainable agriculture is the way to go for many communities,” he said. Kilroe said fifteen young people would be

trained in fish farming and other agricultural farming activities, with an aim of imparting knowledge that would help them make a living. “Students will be able to build their own fish ponds and start fish farming for a living after the training,” he explained, adding this would boost food sustainability in their families. The fifteen students have already been trained in the theory of fish farming. What is now left is the practical part of the training. ‘n Wipplank-effek deur vraag en aanbod, asook die wisselkoers, het Suid-Afrika se produsente van uitvoersitrus halfpad deur die seisoen effens in die knyp gehad, maar die markte het dermate herstel dat alle kartonne in die buiteland verkoop is. In ‘n kort oorsig oor die jaar se uitvoere sê Capespan dat verskeie faktore verantwoordelik was vir aanvanklike verliese en later gunstige toestande, waarin die verliese vergoed kon word. Mnr Dylan Chilcott, rekeningbestuurder by Capespan in Tzaneen, sê die seisoen het goed begin met sagte sitrus en suurlemoene. Dit was normale oeste en is goed deur die oorsese markte ontvang, teen ‘n laer wisselkoers. Pomelo’s het ‘n hoër opbrengs gelewer, maar die vrugte was kleiner as in vorige jare. Sekere afsetpunte in Europa het onsekerheid getoon en Japan is deur ‘n tsoenami getref, wat verkope saam met ‘n swakker wisselkoers nadelig beinvloed het. Vroeë pomelo’s in die eerste twee weke van die seisoen het goed gevaar, maar is daarna weens ‘n ooraanbod onder groot druk geplaas. Hoewel die SA uitvoer met tussen 10-15% gestyg het, was die pryse laer. Die produsent het nagenoeg ‘n gemiddeld van R40 per karton uitgekry, teenoor die gemiddeld van R50/karton in die vorige seisoen.

Wat lemoene betref, was die vroeë nawels uit veral die OosKaap onder druk weens verrotting en dit het verbruikersweerstand ontlok. Toe die Turkey-valencias van Limpopo op die mark verskyn, het produsente klaar die druk gevoel. Dit is gevolg deur die Egiptiese politieke krisis en ‘n ongekende ooraanbod in Rusland wat baie

produsente laat skade ly het en die druk op ander markte vergroot het. Die verrotting onder die nawels het ook ‘n insinking in die Midde Oosterse mark meegebring, terwyl die Europese somervakansie ook ‘n nadelige invloed op die markpryse gehad het.. Met die koms van die latere valencias het die markte verbeter, al was die lemoen-oes kleiner as verwag. Van Week 34 (September) was pryse gemiddeld sowat R75/karton vergeleke met die normale R40 tot R50/karton. Chilcott sê die vooruitsigte vir 2012 is nog nie duidelik nie, maar suurlemoene sal nie veel van vanjaar se opbrengs verskil nie. Groter pomelo’s word verwag, maar die opbrengs sal nagenoeg tien persent laer wees as die afgelope seisoen. Die vooruitskatting vir lemoene sal eers teen Februarie volgende jaar betroubaar gedoen kan word. Minder bloeisels is waargeneem en tydens vrugset kan heelwat vrugval weens voortdurende hittetoestande ondervind word. Dit is veral pitlose lemoene wat baie gevoelig vir dié soort klimaatstoestande is.

Mnr Dries Enslin, voorsitter van Agri-Letaba, skryf: Die jaar 2011 het met ‘n spoed verbygegaan. Die jaar is ook gekenmerk deur groot onsekerhede. Veral tov die globale ekonomie. Dit was ook ‘n jaar waar ons gebied geseën was met baie goeie reenval. Die wêreld is egter gekenmerk deur drastiese veranderinge. Noord Afrika en Midde Ooste met sy politieke opstande teen diktatorskappe en onderdrukking. Die Europese lande is vasgeval in ‘n skuld krisis. Wie sou ooit kon dink dat die groot kapitalistiese Europa in so ‘n posisie sou beland. In Suid Afrika staan ons op die rand van hierdie gebeure en wonder oor hoe dit ons gaan raak. Binne Landbou word ons gekonfronteer met die nuwe groenskrif tov grondhervorming. Maar ons het ook twee belangrike hofsake gewen wat eiendomsreg en die verhandeling van eiendom weereens bevestig

het. Ons beleef ook die laagste rentekoerse in baie jare. Die vraag is nou wat hou die jaar 2012 vir ons in? En die antwoord is – “Ons weet nie”. En dit maak ook nie saak nie. Ons weet egter dat ons lewens in die hand van ons Hemelse Vader en sy Seun Jesus Christus lê. Desember is dan ook die maand wat ons die geboorte van Jesus Christus vier. Ons kindskap aan Jesus en ons geloof is eintlik al wat saak maak. Die sekerheid wat almal so graag wil bekom lê hierin gesetel. Vir die mense wat ver reis wens ons ‘n voorspoedige reis toe en ‘n veilige terugkeer. Januarie lê voor die deur en ons vertrou dat almal terug sal wees met nuwe moed en energie om die uitdagings van die jaar te kan hanteer. Vanaf Agri-Letaba wil ons die gemeenskap van Tzaneen en omgewing ‘n geseende Kersfees toewens. Dit is ‘n tyd vir saamwees en bou van familieen vriendskapbande maar veel meer ‘n bou van ons geloof in Jesus Christus.

Tzaneen se lietsjie-oes is dié seisoen laat in die meeste gevalle, met net enkele produsente wat vroeë varieteite kan lewer. In die meeste gevalle lyk die drag beter as verlede jaar en die vrugte is kerngesond. ‘n Woordvoerder van Subtrop in Tzaneen, mnr Tshifhiwa Radzilani, sê dit is in dié stadium moeilik om verwagte produksie vir elke streek te verskaf, maar die bedryf sien uit na ‘n bogemiddelde opbrengs van 1,4 miljoen kartonne wat vir die uitvoermark bestem sal wees. AgriSA het dié week hulde gebring aan die regterpresident van die Grondeisehof, regter Fikile Bam (74), wat Sondag in die Park Lanekliniek in Johannesburg dood is. Mnr Johannes Moller, president van AgriSA, sê Bam was ‘n man van integriteit wat altyd waardig en beginselvas opgetree het. “Hy was besonder geinteresseerd in die sensitiewe grond-debat en het ‘n reusebydrae gemaak deur sy insette, begrip en die uitsprake wat hy gelewer het. Hy was baie toeganklik en sal gemis word.”

Veeboere gemaan teen slenkdalkoors Voorspellings dat La Nina-toestande swaar reënbuie van September tot laat in Februarie kan voortbring, wek die vrees dat slenkdalkoors sy kop in Limpopo kan uitsteek. Die Rooivleisprodusente-organisasie (RPO) in die provinsie het ‘n ernstige vermaning aan veeboere gerig om hul vee betyds in te ent en sodoende ‘n uitbraak van die siekte te voorkom, na ‘n mediaberig wat deur die departement van landbou in dié verband uitgereik is. Slenkdalkoors het die afgelope twee jaar baie aandag geniet, hoewel die laaste groot uitbraak in 1974/75 voorgekom het. Dit gaan gepaard met buitenge-

wone hoë reënval en ‘n toename in besmette muskiete wat die siekte aan diere oordra.. Verlede jaar het 8 800 diere daaraan gevrek, terwyl 3 600 diere tot einde Augustus vanjaar in die slag gebly het. Skape, bokke en beeste is veral vatbaar vir slenkdalkoors, maar dis ook ‘n bedreiging vir mense. Verlede jaar is 238 gevalle aangemeld, waarvan 26 noodlottig was. Vanjaar is 37 gevalle by mense aangemeld, maar geen sterftes nie. Dit is volgens wet ‘n aanmeldbare siekte en mense word verplig om die naaste veearts oor die voorkoms daarvan in te lig.

Food protection essential An E-coli outbreak in Europe some months ago which claimed the lives of several people in Germany and Sweden alerted health officials on the importance of good agricultural practices in the production of food. Spain was initially held responsible for the outbreak caused by shipments of cucumbers, as Spain is one of the biggest exporters of cucumbers in the world. A ban was placed on the country’s cucumbers, tomatoes and other vegetables, but after extensive tests and negative results the ban was lifted. The ban nevertheless costs the exporters in the region of 200 million Euros per week. In an article on this outbreak Ms Fransie Rood, technical adviser of FertAgChem, emphasized the importance of protecting the food supply from microbial, chemical and physical

hazards or contamination during all stages of food production. This includes handling, growing, harvesting, processing, transporting, preparing, distributing and storing of food products. FertAgChem is part of Hygrotech, who has a product called Sporekill, which has the ability to contribute to protection of food against microbial hazards. It can be applied pre-harvest as well as post-harvest. The product is used for disinfecting fruit and vegetable surfaces, disinfecting the water that is used and for preventing the build-up of pathogens. It is also used for sanitizing picking bins, conveyor belts, sorting tables, workers’ hands, cold rooms and transporting containers. E-coli is just one of the pathogenic bacteria that is controlled by this product.

in bepaalde gevalle nie aan die voorskrifte van die verwysingsgids voldoen het nie en hul eise is geweier. Om hierby verby te kom, moet ‘n ingewikkelde beswaaren appélprosedure gevolg word voor sulke eise heroorweeg kan word. Mnr Dawie Maree, ekonoom van AgriSA, het gesê boere wat nog nie die SARS se verwysingsgids onder oë gehad het nie, kan dit van die SARS se webwerf bekom. Rekenmeesters, ouditeure en boekhouers wat boere se sake hanteer, moet ook hiervan kennis neem om boere in te lig.

Die ATKV Letaba woel by Eiland Spa Die woelige Letaba-tak van die ATKV het hul aktiwiteite vir die jaar in die Eiland Spa-vakansie-oord van die ATKV afgesluit en die Poppekas was nogmaals ʼn hoogtepunt. Die groepie akteurs het geskitter en is vanuit verskeie oorde genader om die produksie na ander platforms te neem. ’n Sportjaar in oënskou A sport year at a glance 2011 was ook ’n groot jaar op die sportvelde vir Tzaneen. Met twee spog-hoërskole en vier uithaler-laerskole in die dorp, asook Duiwelskloof en Letsitele, kan die gemeenskap nie net trots voel nie, maar ook dankbaar. Tzaneen het bekend geraak as ’n voedingsbron vir provinsiale en nasionale spanne. Our youth simply answered to the call and achieved some memorable fetes. Limpopo surely took note of Tzaneen’s sport stars, many of the provincial trophies came home. Rugbyspelers soos Trevor Nyakane en JJ Breedt, albei van die Hoërskool Ben Vorster, en Justin van Staden van Merensky, ding op provinsiale vlak mee. Die oud-Plasie Dale Steyn, en oud-Vossie Marchant de Lange het onlangs die nuushooftrekke gehaal as Protea-krieketspelers. It’s not only the boys and men that made name, the ladies also reached for the stars. Bronwyn Sumption of Merensky certainly impressed the selectors at the national u.19 girls’ cricket week. Mikayla McDonald and Tarryn Brent of Stanford Lake College also made their marks in horse riding and cycling. Die seniors het ook naam gemaak. Die Limpopo-gholfspan, met Tzaneener Henk Geldenhuys as kaptein, het die interprovinsiale toernooi gewen. Letaba Rugbyklub was weer eens Mopani se kampioen in die driedrukreeks. En die Northern Region Rally Championship spog met nuwe kampioene in Klas S1: Erik de Jager en Pieter Gouws! ’n Wêreldkampioen is ook in ons midde gekroon: boogskutter Johan Wagner van Merensky. Tzaneen was also privileged to host the sixth round of the SA Pleasure Boat Association’s power boat series. The Mountain2Mountain and Magoebaskloof Classic cycling events attracted many competitors from all over SA. We pay tribute to our stars and watch them with great enthusiasm.
