There is a certain beauty to be found at the Tzaneen Landfill site and it lays not in what you see when you enter its gates, but what you feel when you spend time among the picking crew. A full report of the audit team’s favourable comments about the landfill site is on p 7. Their comments regarding overgrown power lines in Agatha are also on p 7.

ANC yet again share their bed with Russia, China, Cuba, Venezuela… Media Freedom in South Africa got another kick in the teeth by our government. We acknowledge News 24 and Daily Maverick for this article, which we also publish in the interest of freedom of the media South Africa has joined China and Russia in voting against a United Nations (UN) resolution on the “promotion, protection and enjoyment of human rights on the internet”. On Friday, the UN held a vote on the resolution, which seeks to bring political commitment from member states to protect human rights online such as freedom of expression and privacy. The resolution further seeks to ensure the release of those imprisoned for the “legitimate” freedom of expression online. Other key points of the resolution include investigating attacks against bloggers or other internet users, and refraining from preventing access to information online by, for example, shutting down the internet during key times such as elections or terror attacks. Countries such as Russia and China requested four amendments to the draft resolution to remove, for instance, text on freedom of expression and the shutting down of internet access. However, the amendments weren’t adopted and most countries voted for the human rights resolution, which will be adopted by the UN Human Rights Council (UNHRC).

But the results of the vote have put the spotlight on some nations’ commitment to internet freedoms. “We are disappointed that democracies like South Africa, Indonesia, and India voted in favour of these hostile amendments to weaken protections for freedom of expression online”, said Thomas Hughes, the executive director of global free press organisation ARTICLE 19. The resolution, meanwhile, was written and supported by countries ranging from the likes of Australia, the US, UK, Nigeria, Senegal and Turkey. “A human rights based approach to providing and expanding internet access, based on states’ existing international human rights obligations, is essential to achieving the Agenda 2030 for Sustainable Development, and no state should be seeking to slow this down,” Hughes added. Apart from South Africa, India and Indonesia, other countries that voted in favour of the amendment and against the resolution included the likes of Kenya, Qatar, Russia, China, Cuba, Venezuela and Saudi Arabia. Independent watchdog organisation Free-

dom House rates China and Russia as not having free press environments with censorship being present in both countries. South Africa, though, has joined Russia and China in previous controversial votes at the UN. In November last year, South Africa voted against adopting a resolution that would recognise threats against defenders of human rights. South Africa also forms part of the ‘Brics’ bloc, an economic alliance that includes Brazil, Russia, India and China.

Mr Jay Naidoo, a former Minister of Broadcasting, Post and Telecommunications in the Nelson Mandela cabinet in a recent interview with Melanie Verwoerd, former ANC MP and SA Ambassador to Ireland: What do you think of what is going on in the SABC at the moment? This was his reply: • I think it is a disaster. We can’t even call the SABC a public broadcaster any more. It has been reduced back to its master’s voice, articulating the interests of those who control political power today. I think it is doing us a huge disservice. At the heart of our Constitution is the principle of freedom of speech and the freedom of assembly and of association. They have completely gutted that. I think we should be outraged by it. The SABC does not belong to a political party. What has been happening in the SABC is a sacrilege of what we intended to do when we built a democracy and wrote into the Constitution freedom of speech. And the SABC is supposed to represent that. The fact that we have management playing the role of a censorship board within the SABC is a complete abrogation of the constitutional provisions that we put into place in 1994. We should as citizens be completely outraged by this and demand the removal of people and demand accountability not to the individuals at the management of the SABC, but to the Constitution that ultimately guides our democracy.

Vendor assaulted by store keeper A street seller was allegedly assaulted by a frustrated shopkeeper for doing business on the sidewalk in front of his store. The incident occurred on Thursday last week at the Engen filling station in Danie Joubert Street, Tzaneen. According to witnesses the owner of the Magic 24-7 Café and Superette demanded that Mr Clive Mandhla (38) immediately remove his goods from the pavement in front of his store as according to him, he was interfering in the store’s business. “He shouted at me in a derogatory fashion before shoving me to the ground and hitting me over the back with my armchair,” recalled Mandhla. “I never fought back because I was not raised to handle conflict in that manner

and instead, I laid a charge against him at the Tzaneen police station.” The following morning Mandhla said that he was approached by family members of his assailant who pleaded with him to settle the matter outside of court. “They came to me and asked for my apology saying that their brother was out of line and acted against their belief system. They pleaded that I accept their apology and in turn continue trading at my spot on the pavement.” Mandhla agreed and withdrew the charges.

“It’s not a case of me being too lazy to find work. This was my last resort after months of trying, and failing to find employment. I decided that instead of turning to crime or begging, I would try and do something productive.” The storekeeper, known only as “Ali” was not available for comment at the time of going to print. Bulletin did, however, manage to speak to the manager of the building in which the shop is situated, Mr Imran Patel, who said that he no longer wants Ali on his property. “We as management of this complex will not tolerate aggressive people. We don’t condone his actions and distance ourselves completely from the incident.” • Also read Our Opinion on page 6 — Joe Dreyer joe@bulletin.us.com

Tzaneen could be the only town in South Africa with a political party for the coming municipal elections bearing the town’s name — Tzaneen Freedom Party (TFP). The TFP leader said Greater Tzaneen Municipality must increase salaries of EPWP workers. He also said the Mopani District Municipality should hand over the water authority to the GTM, to serve local communities around 35 wards, with pure water taps, since bore holes are not acceptable. “People must vote for change, not history,” he said.

Former MDM Director back in court — facing a new serious problem The former Director of Water Services at the Mopani District Municipality (MDM), Itumeleng Charmaine Ledwaba, was back in the Tzaneen Magistrates’ Court on Tuesday and Wednesday, facing a new problem — maybe more than one. The latest “problem” could seriously jeopardise her case and a local lawyer said that an additional charge or charges could

follow; although he does not represent her in court and his opinion is based on hearsay. On Tuesday Dr Hlengane Maluleke was put on the stand by the State regarding a medical certificate that was submitted by the accused. The certificate stated that the accused was admitted to the MediClinic Tzaneen on 20 April this year and discharged on 29 April. However,

Maluleke testified that he saw Ledwaba the following day, 21 April, because when they communicated telephonically on the 20th he had other commitments and asked that she be admitted, so that he could attend to her the following day. He further testified that he visited and examined her the following morning at about 07:00. He did a few tests and discovered that it was just a severe headache and discharged her around 08:49 on the 21st, when se had to appear in court after a previous postponement. A few days later she called him, requesting a sick note. He told her that he would first have to go through the hospital records to make sure when he saw her. He testified that he discovered that she was admitted on 20 April and discharged on 21 April. According to the note that the accused submitted to the court, Maluleke discharged her on 29 April. Maluleke denied this date during his examination by the prosecutor . Ledwaba joined the MDM in November 2009 when she was

Exemplary honesty A man from the Tzaneen area has shown exemplary honesty when he found someone’s lost wallet in a shop trolley at the Lifestryle Centre. He went to some trouble to trace the daughter of the wallet’s owner, to inform them that he had found the lost item. Ms Elize Botha left her wallet by accident in the trolley and only later realised that she had lost it. She was still contemplating and trying to remember where she could have lost the wallet, when she received a WhatsAp message from Mr Dermas Boloyi, to inform her that he found her wallet and would like to return it to her. His message is shown in the photo herewith. • See page 6: Local Hero

appointed as the project manager and in July 2012 as the Director of Water Services, with an annual salary of more than R2 million. In September that year she was suspended after it was alleged that she might have pro duced fraudulent qualifications when applying for the post. It is now also alleged that Ledwaba have run out of funds and is unable to pay for legal representation — and that she was forced to claim her bail money in order to pay her lawyer. The case has been postponed to 29 July 2016. — Gittel Baloyi gittel@bulletin.us.com

Our Opinion

www.bulletin.us.com

We look back at the past twelve years...

08 July 2016

The Greater Tzaneen Municipality almost bench marked (or rather, if you wish: patented) blatant arrogance towards maintaning and promoting law and order and considering the best interests of the community at large. One of the most frustrating situations in Tzaneen evolved around the GTM’s short sighted disregard for the business community — the biggest contributor to the GTM’s coffer, in allowing the informal traders (hawkers) to almost nonchalantly occopy the CBD and other areas. The hawkers could in this instance be called greedy and illegal land grabbers, since in many (most?) cases they started trading without permission, without being licenced and without any consideration for the established formal sector, pavements and the safety of pedestrians, even occupying parking bays in the main street without regard for motorists and the traffic flow. This the GTM allowed without applying their own by-laws and clearly without thinking of the calamitous consequences of their reckless failure to act against illegal activities. The situation has over the past couple of years developed into a ticking time bomb. On page 5 we report about an incident where a shopkeeper lost his patience with an informal trader, and it ended in a skirmish. We foresee an increase in incidents of this nature, unless the GTM gets their act together. We are currently working on the GTM’s disregrad for the by-laws and will report on the shambolic situation quite soon.

Gevaar! Bulletin 9 July 2004: The big news was that foot-and-mouth disease had broken out in the Mopani area. It took up just about all the space on the front page. Another announcement was about a tribe in the Maake area that showed unhappiness about a new shopping centre for the area. The Maake Place was eventually erected and today it is a major asset for the area, making life a lot easier for residents who no longer have to travel to Tzaneen to shop.

Die Boodskap Rev Ron Reiners Anglican Church If one asks the question “why are the churches so empty today?” one would get many different answers. Some of them may be very valid and others will seem like excuses. However, there is a need to listen to all the reasons. Now I know that many churches have had discussions on this point and have tried various ways to get people back into church. Often we have failed dismally. So what is the answer? A new idea has come to mind and that is Mission Shaped Ministry or what is better known as MSM. This is an exciting, innovative way of reaching out to others, those who are not actually affiliated to any specific church. Exciting, because it is not church bound. People always get together in various places to socialize, the need to be with other people is basic human instinct. If we look at Jesus’ ministry it was not church or Synagogue bound, He went out and met with people of all types, He did not differentiate between anyone, all were welcome to come and listen to Him. Unfortunately, today, we have become too church bound thinking this is the only place where we can get teaching and therefore our spiritual leaders are confined in spreading the word. People readily judge the religious leaders if they vary from the norm. If one of them is seen socializing with a group of men/woman who are known to be “different” (alcoholics, gays etc.) those in the church come often to the conclusion that this is wrong. The leader should be in church or in his/her office when dealing with people. It is time for all of us to wake up and realize that everyone needs the Word of God, not only those who come faithfully to church. So how do we overcome this problem? By reaching out to similarly minded people, forming a coffee club or something similar, where people don’t feel threatened, sharing with others our experiences and perhaps as we get to know one another a lot better sharing with them what God has done for us. Often it is here where we can be most effective, all people have needs and questions especially about religion and often the feel that they cannot discuss this in the formality of the church. Innovative, because we are using the talents that God has given us and spreading our love for one another. There will be challenges but it is how we overcome these that will lead to our success. We will just have to find ways of building bridges when it comes to language, ethnicity, prejudices etc. We need to get out there and find the marginalised those on the fringe of society and spread the Word to them, in a new and exciting way. God Bless

Veral in Afrika. Daar is in elk geval bitter min logiese grense in Afrika.

Clean audit for landfill site Members of AfriForum-Tzaneen and delegates from their head office were blown away by the state of the Greater Tzaneen Municipal landfill site. The organization launched their national dumpsite audit program earlier this month and conducted an unannounced visit to the Tzaneen site on Tuesday morning. “This visit forms part of our nationwide campaign to audit landfill sites in various municipalities and make sure they comply with the minimum requirements set out in the National Environmental Management Waste Act. AfriForum converted these requirements into 25 questions which are used to perform the dumping site audit,” explained Mr Pieter Venter, Chairperson of AfriForum Tzaneen. Following their two hour inspection the team awarded Tzaneen a perfect score after they found not one inconsistency in

the site’s operations. They conducted an intensive interview with Mr Eugene Schutte, the site’s waste management officer who explained every aspect of the site’s operations in great detail and highlighted some of the community involvement projects active at the site. One such project which captured the attention of the visitors was the registering of so-called “Pickers” in order to enable these people to earn an income legally and safely. “If it was possible to award this site with more than a 100% pass mark, we would gladly have done so,” said Mr Stephan Honnibal, AfriForum Environmental Affairs chairperson.

“What we saw here was absolutely unbelievable. We have not visited one other landfill site thus far that compares in any way to the efficiency of the GTM Landfill site. Very, very well done indeed.” The team had visited several other landfill sites in recent weeks and according to them, Tzaneen was an exemplary site and should be used as a model by other municipalities to bring their own operations up to standard. A full report on their audit will be released in due course. * Mr Henk Minnie is die head of the department

ABQ power lines cleared Lack of maintenance by the Greater Tzaneen Municipality (GTM) along the Agatha ABQ road in Tzaneen has led to a local group taking matters into their own hands. On Tuesday afternoon a group of people affiliated to AfriForum Tzaneen, took grass slashers and saws and began work on clearing the shrubbery and trimming large trees growing underneath the power lines along the ABQ road. This movement was led by AfriForum Tzaneen chairperson, Mr Pieter Venter, and his team under the banner of the #doenself campaign.

“Power outages in this area has long been a problem for the residents along this stretch of road in the Agatha area,” said Venter. “The problem began some time ago when the contractor assigned to maintain this area was dismissed by the GTM following protests by Samwu on the issue of outsourcing. Since then the shrubs and trees that grow along the road in close proximity to the power lines, have been the cause of power outages during windy or stormy days, as they blow into the lines and cause arcs which then trip the mains.” In the space of just a few hours, Venter

and the team under guidance of Lizandra Viviers and her father, Anton (both residents on ABQ), managed to clear a significant stretch of the shrubbery which they hope will spark the GTM into action. “This is a two-pronged approach to a problem that affects all of us,” said Venter. “On the one hand we hope that our action here showed the community that they should stop complaining and start taking steps to solve the issues that affect them adversely. “Secondly, we hope that we have placed some pressure on the GTM to step up and improve their maintenance program to see to it that small issues are dealt with before they have the chance to transform into larger, costly problems.”

The AfriForum grass slashers were Anton Viviers, Chanté van Schalkwyk, Chris Boshoff, Pieter Venter, Hein Gonzales, Anna van Rooyen and Lizandra Viviers.

Bowls club’s schools project a great success The final of the Duiwelskloof Bowls Club Inter-Schools League was finally played. Because of timing constraints, the contesting teams played seven ends each and not the usual ten as in the first three rounds. The finals were much more closely contested, with the top two teams of Cricket (Pfunanane) and Hennie (Klofies) battling it out for supremacy. On the sixth end both teams were peeled on five points each, so this had the makings of an exciting but tense last end! Before the last two bowls were played, Pfu-

It was ly Lebea and Thoriso Rabopala-Terwey then Hennie’s turn to play the last wood of the game. He bowled a confident wood but the shot still held for Cricket’s team. The Members of Duiwelskloof Bowls Club, extended their sincere thanks and appreciation to Duiwelskloof Primary School and Pfunannane Academy for supporting the project with a view to getting youngsters, as well as teachers, involved in bowls.

Spele Sewes Rakbietoernooi gaan deelneem bekend gemaak, weereens verdeel in drie (ja, DRIE!) groepe.
