Heavy protests erupted outside of Phalaborwa this week when protestors took to the streets against the Palabora Mining Company’s apparent reluctance to sack its Community Liaison Officer. According to the strikers, the officer in question was failing to engage them on issues related to employment on the mine. The communities from Namakgale, Lulekani and Mashishimale barricaded the entrances to town from Mica (R40) and Gravelotte (R71) by scattering rocks, large logs and burning tyres across the road surface. Members of the Phalaborwa Community Policing Forum responded to the prostest along with members of the SAPS. The protest turned violent during Monday night when two trucks were set alight and a number of passing vehicles were stoned. One road user underway from Tzaneen to Phalaborwa sustained serious injuries to his arm and elbow when a rock was flung through the passenger window of his Toyota Fortuner. He received stitches and medical attention. Another motorist’s vehicle sustained serious damage because of the obstructions in the road and will likely be scrapped. When protestors turned violent towards the police and CPF members, the Public Order Policing team from Tzaneen was dispatched to the area. Rubber bullets were fired at the rioters to disperse them. The police, CPF members and the
Public Order units are still deployed in the area and motorists are warned to be cautious when using the route. In the meantime, the police’s Lt Col Moatshe Ngoepe, stated that cases of public violence and malicious damage to property have been opened. “The estimated damage to property caused by these protests is around R2 million. The suspects are still unknown and no arrests have yet been made but, our investigations are underway.” The Provincial Commissioner LT. General Nneke Ledwaba has in the meantime strongly condemned this type of behaviour and has labelled it irresponsible and reckless. He also warned the culprits responsible for the outbreak of violence that the police will leave no stone unturned until they have been arrested for their actions. “At the moment the situation here is quite calm and we haven’t had any confrontations with the protestors,” said Gert Coetzee, Secretary of the Phalaborwa CPF. “We are thankful to the Phalaborwa and Namakgale SAPS members who have been working closely with us to monitor the situation
and help keep our residents safe. We would also like to extend our gratitude towards the POP members from Tzaneen who joined us this past week.” Coetzee said that they do not expect any new eruptions of violence, although they will be keeping a close eye on the area as the weekend approaches. Smoking pot is not yet legal It is still not legal to smoke or be caught in possession of marijuana, despite what social media will have you believe. Although the ruling was made in the Western Cape High court last week, which found it legal for adults to use and be in possession of the controversial herb within their own private homes, the matter still needs to be heard in the Constitutional court. In the 24 months before that happens, you will still be liable for prosecution in accordance with the country’s laws. After the Constitutional court confirms the High Court ruling, it will be referred to the National Assembly. The application to decriminalise the drug was brought to the courts by the Dagga Party and lawyer Gareth Prince. “Although the Western Cape High Court made the finding today, our law requires that this finding will still have to be confirmed by the Constitutional Court,” said Prince in an interview with Eyewitness News on Friday. “So obviously, we would have to go back to the Constitutional Court for a confirmation hear-
ing. But we believe that it’s a slam dunk, it was a unanimous decision made here at the Western Cape court. Three judges declared the law to be unconstitutional.” The reason for the lengthy process in legalizing the use of marijuana is because certain sections of the country’s constitution will have to be amended to make provisions for this ruling. What are the implications for locals? “Well in all honesty, I believe that this is a great ruling for all of us. It will now force the police to focus their efforts on serious crimes rather than apprehending dagga-users and grow-
ers,” said one Tzaneen resident. “Smoking pot has never hurt anyone as much as the abuse of alcohol has. Hooray for freedom of expression in South Africa!” Not everyone shares the positive sentiment. “How on earth can we be celebrating this judgement? Dagga is nothing more than a gateway drug and it will lead to other drugs which will cause damage to the fabric of our society. Dagga crackdown continues
Police in the province have arrested 27 individuals for possession of dagga during raids by various specialist units this past week. In Louis Trichardt six people between the ages of 22 and 34 were arrested and an estimated R15 000 worth of dagga seized. In Mokopane 9 individuals were arrested and R8 700

worth of dagga was confiscated. In the Groblersdal Cluster, two suspects aged 31 and 43 years old were arrested for possession of dagga and 16 kilos of dagga with a street value of around R52 000 was recovered. Eight individuals were arrested in the

Nothing to Singh about The GTM has chosen not to comment on the appointment of Vikramjith “Vicky” Singh (60) as the new Tzaneen Municipal Swimming pool chief. Their silence follows our front page article on the new appointee in last week’s Bulletin. According to our investigations, Singh, was employed as the swimming pool boss at the Joan Harrison swimming complex in the Buffalo City Municipality (BCM) in East London. He was first suspended on allegations of systematic fraud and then later fired on charges of gross misconduct after the Hawks raided his offices in 2014. The details of the “misconduct” were not made clear although it was alleged by the Daily Dispatch newspaper that gate takings and
other revenue was not properly accounted for and sums of unrecorded cash were discovered in envelopes in Singh’s office, during the raid. It is believed that Singh reported daily takings at the entrance to the pool amounting to only R100, when in fact the number was significantly higher. During investigations it was discovered that he owned two beachfront apartments in Elizabeth Court which he bought for R750 000 each in 2011. The BCM also brought forward reports that Singh had instructed a junior official to perform private work at his private property using council tools, vehicle and while on council time. Lelope is new Electrical boss The GTM announced the appointment of a new Director for their Electrical Engineering Department at the start of the month. Moswatse “Sam” Lelope, who was acting chief of this department since the resignation of Mr Pierre van den Heever in July last year, was appointed into his new role on the 31st of March. Lelope was previously employed at the GTM as the Operations and Maintenance Manager. He occupied this position for 17 years. Prior to joining the GTM, he worked at the Palabora Mining Company (PMC) in Phalaborwa from 1992 as an Anode and Reverb Attendant, until 2000 as an Electrical Specialist. His qualifications include a Bachelor of Technology (B.Tech) Electrical Engineering which he obtained from the University of Johannesburg in 1994. Lelope has been at the centre of the
current electrical crisis in the Tzaneen and Letsitele areas over the last few months and his appointment has raised some eyebrows among certain groups within the agricultural fraternity. It is not entirely clear at this stage whether other candidates for the position were interviewed, or what their qualifications were. Nor is it clear whether Lelope possesses all the necessary documentation in compliance to the Health and Safety Act, to warrant his new position. Will he be the man to spearhead a complete overhaul of the ailing infrastructure and finally restore power to the community? Bulletin has asked the GTM for an interview with Mr Lelope, but at the time of going to print we have had no feedback from them. — Joe Dreyer joe@bulletin.us.com

Mathebula new acting MM
Benjamin Mathebula
No reason was given for the resignation of current Tzaneen Municipal Manager, Republic Monakedi, other than him taking up his post as MM at the Mopani District Municipality. The man who will be acting on his behalf over the next three months is Benjamin Mathebula, who was appointed on Friday. Mathebula is no stranger to the local political arena as he has been serving at the GTM as the Director of Planning and Economic Development since 2015. Before that, he served a five-year stint as
the Director for Economic Development, Human Settlements and Spatial Planning at the Ba-Phalaborwa Municipality. The role of the Municipal Manager is an important one and is defined as being the link between the council and the administration, of which he is the head. Mathebula will have to account for the municipality’s income and expenditure, assets and other obligations such as proper adherence to all legislation applicable to municipalities. Subject to the municipal council’s policy directions, the Municipal Manager has to ensure that an economically viable, effective, efficient and accountable administration is established and developed. Will Mathebula bring about a paradigm shift in the way that the community of Tzaneen sees their local government? Will he improve the communications between the
GTM and the public when he takes over the reigns come April 13th? Who will be appointed as the MM at the end of July and what can the community expect from their new acting MM in the meantime especially concerning service delivery? Bulletin received no notice of the appointments, no comments, and no further information on the new appointees from the GTM’s communications department who still refuse to respond to our media enquiries. — Joe Dreyer joe@bulletin.us.com

Potholes remain a problem the areas around the speedbump near Northern Personnel, very dangerous. The massive crater at the entrance to the Van Velden Hospital was filled with sand and gravel two weeks ago, and has now once again opened up after the recent rains. Motorists are damaging their vehicles and pedestrians often have to leap out of the way of oncoming cars as they swerve to avoid the area. The two life-threatening sinkholes along Agatha Street coming from Coach House down through the new industrial area towards Tzaneen town, have still received no attention. Not a word has been said about the dangers highlighted in an enquiry to the GTM and no effort has been done to make
the areas more visible to motorists at night. “The very least they could have done in the meantime is to cordon the areas off with reflective tape or chevrons, or something. When you travel at night you cannot see these holes which are busy swallowing up the road. If you are not a local here, this could be very dangerous,” said an Agatha resident who commutes the route daily. A year ago, no attention was paid to warnings by the media of impending disaster in Georges Valley. The end result was a project that ran into the millions to repair the section of road which had collapsed after a sinkhole formed because of aged corrugated culverts installed decades ago. Will the GTM wait for the same to happen to the Agatha Road before they take any action? Motorists are cautioned to drive with care when traveling along this route and to avoid driving too close to the boundary line until the situation is remedied. — Joe Dreyer joe@bulletin.us.com

Although some potholes were fixed during the course of the last three weeks – albeit only after extensive publication on the matter – there are still some areas of concern that have not been addressed. These roads include the nearly completely eroded section of Boundary Street which runs along Tzaneen Primary school all the way down to the intersection with Agatha Street. Some of the holes were plugged with an instant tar mix which has somewhat alleviated the problem. But the portion of the road that runs past the offices of the Letaba Herald and Tzaneen Pharmacy is deteriorating rapidly. Larges sections of the road surface have been washed away and have made
the R71. This guy decided he would show his disregard of the law and erect a stall right beside this clearly visible sign making hawking illegal in this area. Do GTM officials and traffic officers travel along the same streets we do?

Gravelotte ‘Whitefoot’ spotted
erday, they “I saw them yest Stars,” were all-white All A number of motorists travelling from Tzaneen to Phalaborwa along the R71 through Gravelotte, have reported seeing strange white shoes running into the road in front of their vehicle. “Just the shoes, with nobody in them,” said Phalaborwa resident, Henri Bierman. “My wife and I were driving back to Phalaborwa from Tzaneen on the evening of 11 February this year when we saw these white shoes jump into the road in front of our vehicle. I slammed on brakes in order to avoid hitting the person but then we both realized the shoes were empty. As we slowed down, the shoes spread open – in the way a person would do if they were about to do a split – and then the back shoe took a step forward!” The encounter happened at around 22:30 on his way back from fixing a point of sale (POS) system for a client in Maake. Bierman and his wife, Clarissa, went to the
Gravelotte police station to report the matter. “The officer on duty started laughing and told us that we were the third couple that evening to have reported the white tekkies walking in the road. He said that they investigated the scene after each of the reports and each time they found nothing, not even shoes.” Perturbed by the events of their trip, Bierman went onto social media and asked the community if they too had experienced the strange white shoes at Gravelotte. Sure enough, two other people responded with similar stories. “I saw them yesterday, they were all-white All Stars,” said Prof Makhaenke Pilusa on February 13th over Facebook. “I will take you there tomorrow, in the late hours, and you will see it if you want.” Another man from the area, Shylock Khut-

We didn’t even look back as we were too terrified.” Bulletin contacted the officer that was on-duty on the night of the Bierman’s encounter, W/O Mathebula, who confirmed the reports and shed some light on the matter. “It is no laughing matter this,” he said, “the couple was visibly frightened when they came into the charge office that night, and they were not the first. We went to investigate and we found nothing on several occasions. It is very

possible that the shoes belong to the ghost of a young Zimbabwean man who died in a motor vehicle accident on that stretch of the road about a year or so ago. Whether you believe in ghosts or not, is irrelevant. The fact is, this is so far, unexplained.” Since Bierman’s post over social media, more people from the Tzaneen and Phalaborwa areas have come forward with their own stories related to the white shoes. Is this an elaborate prank, or could this be Gravelotte’s very own “spookstorie”? Monakedi addresses media’s concern The struggle between Far North Bulletin and Neville Ndlala, spokesperson for the GTM, is public knowledge. Since the start of 2017 we have had to endure a blatant refusal by this spokesperson to answer our media enquiries into pertinent matters which directly affect the Tzaneen community. We have been accused of having a vendetta against the municipality and the integrity and person of our editor has been attacked on public forums on more than one occasion. Ndlala has made numerous threats of reporting this publication to the Press Ombudsman, but has not done so. This week, the editor of this publication lay a complaint with the Press Ombudsman and with the current Municipal Manager, Mr Republic Monakedi, seeking a way forward. Below is that correspondence. Joe Dreyer, Editor of Far North Bulletin wrote: Dear Mr Monakedi, Attached please find the official media enquiry into the spate of recent farm attacks in the area. I am directing this enquiry to your office as the office of your Communications Department has chosen to ignore me. There will be another enquiry directed to your office, regarding that matter, in due course. I have another pile of enquiries which I have sent to your Communications Department which remain unanswered for more than 3 weeks now. I have been treated with blatant disrespect by your spokesperson on a public platform and nothing has been done from the GTM’s side to rectify his behaviour. Your spokesperson has displayed his obvious bias towards us and has made outright racist and degrading statements towards me personally, without factual basis or fear of being reprimanded. I view these actions to be very serious and request that an apol-
ogy be tabled so that we can attempt to work in unison as our professions dictate. Mr Ndlala has no right to become personally abusive with a member of the media because of questions presented to him which he either does not feel he wants to respond to, does not know how to respond to, or has any personal feelings about. My duty is to investigate, probe and communicate. Mr Ndlala’s duty is to respond in his official capacity (as representative of the Greater Tzaneen Municipality) to the enquiries of the media – whether he likes the particular journalist or not. Labelling me a racist and making derogatory statements insulting my person and attacking my integrity are very serious offences. I don’t think Mr Ndlala understands that a man in his position should not be lashing out at journalists and making accusations which have nothing to do with the issue being discussed. His behaviour has become progressively more unprofessional and has damaged the image of the GTM in the eyes of the rate payers. How am I supposed to report on issues that affect the entire community when their municipality remains silent, or attacks their mouthpiece? I await your response in this matter, an apology from your communications department and a response from the mayor on the attached issue please. Caught in the act A taxi driver in his thirties was arrested by Tzaneen police officers last week for solicitation of prostitution. The man was caught in the act with two prostitutes in his taxi while he was stopped next to the side of the road waiting to collect pupils from a primary school. “The man was very embarrassed because he has a wife and kids and he was collecting school children to transport them back home,” said Sgt Dolly Morgets
of Tzaneen SAPS. The taxi driver appeared in the Tzaneen Magistrate’s court. “We have to reiterate that we will not condone this type of behaviour in the streets of Tzaneen,” Morgets added. “Prostitution is a problem for us as it attracts other forms of criminal elements into our society. If we want to make Tzaneen a better place, all of us need stand together against crime, no matter how big or small that crime may seem.”
Another heist foiled Following information received by the Provincial Tracking Team, the police have foiled another Cash-in-Transit robbery attempt on the outskirts of Mokopane on Saturday. The police reacted to information from members of the public and early on Saturday morning pulled over a white Ford Ranger with an unknown number of occupants. A shootout between police and the suspects in the vehicle ensued resulting in the death of two of the would-be robbers and the hospitalisation of another. The men were heavily armed and police confiscated an R5 assault rifle and two 9mm pistols from the scene. The Ford Ranger was later discovered to have been hijacked in Westernburg. During the botched robbery attempt two suspects managed to evade arrest and police launched a manhunt which led to their capture during the early hours of yesterday morning (Thursday) in Sheshego. During the arrest of the two suspects aged 26 and 31-years respectively, the police confiscated one more illegal 9mm firearm with one magazine and nine live
rounds. A 16 station signal jamming device was also recovered. These men appeared in the Mokopane Magistrate court and were remanded in custody until their next appearance as police investigations continue. The unit responsible for foiling the attempted cash-in-transit heist was comprised of various SAPS units.
Rapist given 11 life terms Tshelani Edwin Risimati (35) will never again set foot outside a prison complex after he was sentenced to 10 life terms for rape, one life term for murder and 15 years for robbery with aggravating circumstances in the Thohoyandou High Court on Thursday (yesterday). Risimati committed these offenses between 2012 and 2015 in Mavunda’, Habengwa ,Tshaulu ,Mashau, Mutale and Dumela areas of the Vhembe district. His targets were women working in the corn fields between the ages of 34 and 86 which he would drag into the plantations and attack, rape and rob them in broad daylight. His lust after violence escalated in May of 2015 when he broke
into the home of Nephawe Rofhiwa Stauley (34) in Habengwa village. There he raped and brutally murdered her. He was later arrested following investigations and a joint effort by the Saps Family Violence, Child Protection and Sexual Offences (FCS) Unit. The Provincial Commissioner, Lt General Nneke Ledwaba, has welcomed this long jail term and commended the detectives for their tireless efforts to bring dangerous criminals to book and remove them from society. The General has assured all the citizens of this Province that the Police are determined to fight all crimes affecting women and children without mercy or compromise.

On Friday, March 31, the Department of Education, Tzaneen Circuit hosted an awards ceremony at Merensky High School. On this occasion, all the schools and teachers from grades 4 to 12, were recognized for their hard work in 2016. Merensky High School is overwhelmed with awards in the academic field. A total of 46 of their teachers received certificates for various achievements. Mss. Bets Claasen (Life Orientation), Danielle Fourie (CAT) and Martha Leeuwner (CAT) and Messrs. Louis Fourie (Agriculture and Civil Technology) and Danie Olivier (Engineering Graphics and Design) were honored as best grade 12 teachers in Limpopo. Merensky High School was named the best Agricultural Management Sciences school in Limpopo. 38 Certificates were handed out to Merensky teachers who have produced the best results in their subjects in the Tzaneen Circuit. A further 56 certificates went to

Dance academy sways judges As a tribute to their outgoing coach, the dancers of the Linda Pienaar Dance Academy at Ben Vorster boasted exceptional performances at the recent dance eisteddfod held last week. Their results ranged from between 90% and 97% Double Gold awards. Marthinus Grobler completed his solo routine with a
score high enough to earn him a 94% Double Gold and a 97% Diamond award. Anika Schmidt, Zoë Jacobs, Zinnia du Plessis, Nicola van Heyningen, Zanel Steenkamp and Lisa Greyling all received a 95% Diamond award in the modern dance category. For their emotionally fuelled duet, Lara Scheepers and Zinnia du Plessis received a Double Gold award while Lara’s duet with Jessica Goody delivered the same result.

Laker-Ladies score 14 wins Treverton Preparatory school and College in Kwa-Zulu Natal hosted its annual Easter Sports Festival for the ninth time, last weekend. Stanford Lake College’s First team Netball girls were invited to attend this year’s instalment of the prestigious meet which was seen as both a chance to showcase the team’s dexterity on the
court and to expose the players to some of the teams they would not usually have the opportunity to play against. On the first day of the festival, the Stanfordian Ladies recorded an impressive 32-2 victory over the mighty Tyger Valley team which was followed by three more victories on the day. SLC penned a 27-8 win against Dainfern, 23-6 against Jabula and a closer 12-7
victory against the better prepared De La Salle to round of their opening performance. Despite the girls having to run in between the Hockey field and Netball court to make it in time for their matches, they seemed to simply accelerate in their performances. One of their toughest matches was against Curro Hillcrest, who were unbeaten in the festival prior to their Stanford encounter which
resulted in their first defeat when the scores reflected a 25-8 win for the Lakers. Another tough match was against Springfield (Cape Town), whose girls towered over the Stanford players; however, this proved to be no barrier, and they finished with another victory 17-11. In the end, the girls won all 14 of their matches convincingly. The team was led exceptionally well by Shikara Janke and every single player on the team did their job and contributed to the outstanding victories over the four days. If their victory run down-under is an indication of what lies ahead for the rest of the season, local netballers can be sure of a very tough 2017. — Joe Dreyer

Raga Bolo 2017 kicks off Few things are regarded as truly South African as soccer. More specifically street soccer, or “Raga Bolo” as it is named in the townships. As T20 is to cricket, so too is Raga Bolo to soccer. It is a five-a-side, high-paced soccer game played on a much smaller playing field, with the road and streetlamps as your stadium. Each game consists of two, ten-minute halves with a two minute resting period in-between. Each team has a goalkeeper and four field players. In 2011 a national tournament was launched which saw taverns and liquor outlets in townships and rural areas across the country enter their own five-man squads into an official championship tournament. Communities nationwide followed
the action with games being played in neighbourhoods everywhere. At the start of 2016, Smirnoff relaunched the popular tournament which saw two of the Northern regional teams (one from Polokwane and one from Nelspruit) make it through to the finals played in Johannesburg at Wanderers. This year the tournament is back, and as the official kick-off games were played in Matsulu (just outside Nelspruit) last weekend, it is sure to provide bountiful excitement to soccer-lovers across the province. The games will culminate in the finals in June this year. The teams compete on a log system with points awarded for wins, draws and
losses. A total of 136 teams have qualified and entered this year’s tournament, so be sure to watch the press for game dates and venues and treat yourself and your family to a weekend of exciting sporting action.
