The Greater Tzaneen Municipality’s unspoken boycott of this newspaper has once again been made apparent by their spokesperson’s refusal to answer questions sent by us in official media enquiries. On Tuesday, Neville Ndlala finally responded to an email enquiry we sent to his office on the 19th of February. We quite literally had to plead with him weekly for a response. The email in question contained many questions directly related to the current electrical crisis Tzaneen and surrounding areas finds itself in. Previous inquiries on the topic were shot down and labelled as personal attacks on the Electrical Department chief, Sam Lelope. We have had to water down our questions as Ndlala previously stated in a telephonic discussion “I don’t understand why you are asking about Lelope’s qualifications or about transformers and re-closers, they have nothing to do with the situation and you should ask questions related to the bigger problem, for us to answer.” This time round we obliged, and instead of asking the technical questions which seem to be a sore point for the GTM’s electrical department (and their communications officer), we asked about the GTM’s plans for a solution to the crippling situation. We wanted to know if there was a five year plan in place, if there were enough funds allocated in the new budget to upgrade and stabilize the grid, and whether Sam Lelope was a qualified electrical engineer. “Please be specific in terms of your questions, you can also refer some to our IDP and Budget
which is available on our website www.greatertzaneen.gov.za,” Ndlala responded. “Sam Lelope meets the minimum criteria set out for the position he occupies, I don’t see the relevance of the question that you are raising. Please make me understand why he needs to be a registered engineer?” Well, how much more specific would like us to be? We asked a very simple, straight forward question regarding the municipality’s plans to restore power to their rate payers. Asking why the head of the Electrical Engineering department should be a qualified and registered engineer is self-explanatory. Is there a five year plan? No comment. Has sufficient funds been allocated for the upgrades and stabilization of the grid? No comment. What is the reason for the current spate of power outages which have become progressively worse? No comment. Is it true that the Tarentaalrand Sub-Station is currently only operating two transformers instead of three as it is required to run? No comment. In the meantime Bulletin has been forced to circumnavigate this spokesperson for our information which we feel the public must have access to. We have found that a third transformer has in fact been installed at Tarentaalrand and is currently being tested to determine whether it is stable. Furthermore we have also established that the power outages experienced by residents in Yamorna, Hamawasha, Agatha and Pompa-
galana, is because all these areas are supplied by the Agatha sub-station. This is because the transformer at Yamorna sub-station has been out of order for close on a year. Apparently this transformer will now be replaced this week. Due to the efforts (unspoken and fervently denied) of the GTM’s communications department to prevent the access of information pertinent to very serious matters, we have not been able to attain any further information regarding the mess we, as citizens of the apathetic municipal management team, have to deal with daily. One glimmer of empty hope does however make its appearance upon this stage of indisposition. In his rather open-ended response to our enquiries, Ndlala stated that residents can lodge complaints for compensation with the GTM in the case of appliances damaged or destroyed by the frequent power outages. “In terms of service disruption we have a redress mechanism in a form of a call centre and technicians on stand-by who attend to complaints from residents. Those who lose equipment or perishable goods due to municipal negligence and have proof of such are welcomed to lodge claims with our finance department,” he said. You can reach the Acting Chief Financial Officer, Andre le Grange, on 015-307-8060 or 082-322-5388. The Electrical Engineering chief, Sam Lelope, can be reached on 015-307-8162 or 083-450-8732. — Joe Dreyer joe@bulletin.us.com

— Joe Dreyer joe@bulletin.us.com Foto deur: Willie & Mariette Source: www.dwa.gov.za Information updated: 2/4/2018

Botched tender project costs airfield Aerial photographs of the runway at Tzaneen airfield show the damage caused by the shoddy workmanship of a contractor awarded a R1.7m refurbishment tender. Tzaneen airfield’s runway is currently an accident waiting to happen. In August last year, a R1.7 million tender was awarded to a company by the name of Modulaodira Trading, for the refurbishment of the airfield. The project deadline was December 2017. As it currently stands, the work is not completed, the money has allegedly been spent and an established local contractor, Quality Plant Hire, has now been appointed to complete the project. Not only has the work not been completed, but the appointed contractor seemingly failed in the most menial of tasks associated with the rehabilitation project – the installation of concrete curb stones. Our sources have revealed that the curb stones were installed the wrong way around. Meaning that the sharp edges are now facing the tarmac and can cause serious damage to the aircraft landing gear. Because of the shoddy workmanship associated with the rest of the project, the landing strip has now started deteriorating after the recent rainfall. Sand has washed onto the tarmac and the surface beneath is eroding. Pilots and members of the airfield’s aeronautical club are outraged. “Not only was the work done here, not at all on an acceptable standard, but also not what we required in terms of rehabilitation,” explained Neil Marx of the Tzaneen Aeronautical club. “We urgently needed the run-
way to be resealed. In our own capacity we obtained a quote from a reputable contractor who could have done the job for R1.6 million. Now, this contractor was appointed by the GTM for R1.7 million and the most important part of the project has not even been touched, in fact it is now worse than before. And now, Quality Plant Hire has been appointed to help fix this mess at an extra fee.” The entire project needs to be redone and our information alleges that it will be at a fee of R700 000. This means that a project which could have saved the GTM close on R100 000, now effectively costs them in the region of R800 000 more. Coupled to the six months’ time delay, the mismanagement of this project has now cost municipal rate payers dearly. Reportedly, the decision making process of the GTM has seen similar mishaps at the airfield in the past. We received information that in 2016, an amount of R600 000 was allegedly paid to a contractor for refurbishment at the airfield. But, said contractor erected a 600 metre long concrete palisade fencing. The fence is similar to the one erected and now subsequently destroyed, at a cost of R1 million, in the Tzaneen CBD opposite the taxi rank. “We could have used that money to do some seriously needed maintenance to the facilities at this airfield. Instead now we have
this funny looking short piece of concrete fence at the end of the runway which really doesn’t serve any purpose.” In our attempts to track down and speak to Modulaodira Trading, we discovered that there existed no less than five closed corporations trading under that name. Modulaodira Trading and Projects cc, Modulaodira Trading 17cc, Modulaodira Trading 18cc, Modulaodira Trading 22cc and Modulaodira Trading 47cc. On the GTM’s website the awarded bid register only lists the awardee as Modulaodira Trading.
We contacted the first name on the list and spoke to a lady by the name of Gretchen who is based in Gauteng and specialises in catering for birthday parties, weddings and other events. She had no idea of any Tzaneen project which her company could be involved in. The rest of the listed corporations had no contact details. There were no websites for any of these entities either. We once again compiled a list of questions to the spokesperson of the GTM, Neville Ndlala, but considering that we are still waiting for answers media enquiries dating back to February, we do not expect a timeous response from his office. We contacted Quality Plant Hire for their comment, which they have assured us they would provide in due course. At the time of going to print we had received no further usable information. Let us know your thoughts on the awarding of tenders to obviously unskilled contractors when Tzaneen has reputable, well-established companies who should be awarded these types of projects instead.
In daardie voorval is R6 miljoen gebuit. I wanted to spare them heartache “People can judge me and call me hurtful things all they want, but they should then be sure and raise their case with God too.” This was the response by Pastor Kobus van Staden following an incident which caused an uproar over social media this week. On Monday morning Van Staden was captured by CCTV discarding a bag near a dustbin at the entrance gate of a business in Phalaborwa’s industrial area. In the video he can be seen attempting to empty the contents of the bag into a dustbin, before throwing the bag onto the gate of Firemed & Safety Phalaborwa. An employee of this company contacted the SPCA the following morning after they went to inspect the bag and found inside it the remains of a deceased puppy. “We were not sure whether the animal was dead at the time it was discarded here, but this is not the right way to go about disposing of a carcass in any event.”
The SPCA arrived at the scene and removed the carcass in order to dispose of it in the proper way. The video was circulated over social media and within an hour the man had been identified as Pastor Kobus van Staden of El Shaddai Ministries. We gave him a call to hear his side of the story. “We owned two of these puppies and both of them fell ill from tick-bite fever. We managed to nurse one of the pups into good health, but sadly the other one passed away this weekend. My children were visiting us and my grandchildren were away on a church camp. I did not want them to see the dead puppy when they returned and so I decided to dispose of the animal before their return,” Van Staden explained. “I placed the carcass inside a dogfood bag and drove to the nearest dustbin.” According to him, he thought he would save the children from he art-
ache at returning home to find one of their puppies had died. He did not know how to dispose of the animal’s remains and
was running out of time so he felt that the logical thing to do would be to find a dustbin. “I knew that the municipal rubbish truck would come and collect the garbage the following morning and they would then find the animal’s remains and dispose of it correctly. I apologize that this may have upset
certain folk, but it was not my intention. It just made sense at the time.” Unfortunately this action has attracted some hurtful remarks from his community with some citizens calling for his prosecution. The SPCA in Phalaborwa’s Andy Condogianis, explained that though not the desired manner to deal with a dead animal, Van Staden cannot be prosecuted as the animal was already dead. “We paid a visit to the home of Mr Van Staden and we found that all of his other animals were in good health. We reprimanded him for not bringing the carcass to the SPCA and he has vowed never to do this again.” Pastor Van Staden and his family are reported to be very active members of the Phalaborwa community and regularly reach out to the impoverished.“If I was such a heartless barbarian, why would I be dedicating my life to helping the needy on a daily basis? According to certain members of the community, the family does a lot of good within the community and his actions should not be judged so harshly. Let us know what you think by sending an email to joe@bulletin. us.com. The video can be seen on our Facebook page @FarNorthBulletin. — Joe Dreyer joe@bulletin.us.com

Dalk is daar ‘n maklik verklaarbare rede?
— Joe Dreyer joe@bulletin.us.com

Tired of casual labour
“I have been employed as a casual labourer for 24 years here at Checkers.” Another striking Checkers Tzaneen employee has a similar situation, working as a casual for 12 years. A group of these employees have embarked on a legal strike this week and though reports at the time suggested that Phalaborwa protestors assaulted shoppers of this national retailer, the strike action at Lifestyle centre was peaceful. At the very least, it dissipated possibly due to the scorching sun and the demarcated area the strikers were afforded to hold their picketing in being situated in the middle of the parking area. The picketing at both Checkers in Lifestyle Centre and Shoprite in the Tzaneng Mall was arranged with both centre managers and the unions. The South African Commercial, Catering and Allied Workers Union (SACCAWU) provided Shoprite Checkers with a 48-hour formal notice of a limited duration country-wide protected strike. The
strike action was scheduled from Wednesday the 28th of March, to Friday, the 30th of march. Both stores were operating at full capacity and shoppers commented over social media that in many cases they felt the service at the tills had substantially improved. “We do not want to disrupt anyone or cause damages to property. That is not our aim. We will however remain at the entrance to the centres and let our voices be heard. All we want is what is due to us, including some of these people who have worked for the company their entire lives and have never received full time employment.” The national retailer has for the most part remained mum on the strike action and the allegations of poor employment conditions for their workers. At the time of going to print it was business as usual at the Tzaneen stores. — Joe Dreyer joe@bulletin.us.com

The Message
Granny’s Grumbles – April Fool’s Day
Many years ago, I made an appointment to see my doctor. Upon arrival I was told that he had become ill but I could see his partner. Now I am fully aware that doctors are not fond of patients who self-diagnose, but I had a history of bladder problems so suggested tentatively that that could be the problem. He didn’t argue but suggested that I have a malaria check anyway. After the necessary investigations had taken place he agreed with my diagnosis and said he would write me out a prescription. While he was scribbling away on his pad he said that it often helped if one also
douched with spirits. The only spirits that I could think of were methylated, but surely he couldn’t mean that! So I asked - he said yes and carried on writing. To say I was dumbstruck was no exaggeration. Eventually after a long and pregnant pause I managed to ask if he didn’t think it would burn. “Yes – probably – but not on April fool’s Day”. I laughed so much I nearly cried and he looked happy. He said he had woken up at 4 am and hadn’t been able to go back to sleep so had spent his time trying to figure out a couple of jokes for the day and the first one had backfired. He had suggested to his first patient (who obviously had no sense of humour) that she have a couple of double whiskies prior to settling down for the night. Before he had a chance to let her know it was a joke she had slammed out of his office with a few parting shots about reporting him to the Medical Council since she had never touched alcohol in her life. Some years later I was caught by a young computer boffin at work, who obviously realised that I was the least qualified computer user in the division. I had just started up my computer when it started making gurgling sounds that sounded like water running down a plughole and a sign flashed across the screen “FATAL ERROR”. I rushed off to find the young computer whiz-kid who
looked very worried and asked if I had ever dropped a cup of coffee on to the monitor – I assured him I hadn’t, but he insisted somebody had dropped liquid on the computer – why else would there be a gurgling sound. After a lot of fiddling around, he said he had to go, but suggested I switch off everything – wait for ten minutes and then restart. If it still wasn’t working I could contact him. I did as suggested and in large letters across the screen came the words ‘APRIL FOOL’. Very often April fool jokes backfire and a classic example of this was the day a crowd of artisans decided to take the mickey out of James who was the newest member of the team. He was told to look out for a troop of baboons which regularly visited the division during the afternoon. When they arrived he was to phone the Administration Manager and tell him that the baboons had arrived. Since he was an avid photographer he had asked that he should be informed the next time they were there. James dutifully phoned the said manager with the news that the baboons had arrived and he had been told by the artisans that the Administration Manager was keen to photograph them. Smelling a rat, the manager arrived, complete with camera, lined up all the artisans, snapped a few shots and called them the baboon troop in the next issue of the Mining Magazine.

Wow! Easter has come and has gone! In today’s life Easter has for many lost its true meaning, it has become just another long weekend. A time to take a break away from the normal humdrum of life. Then we get people rushing to get to their holiday destination, giving little thought to the speed they travel and we have mayhem on the roads. Often people have little, if any, consideration for their fellow travellers. Many die over this weekend because of the way they, or others act. Are we all guilty in one way or the other? For Christians, this is a time to contemplate, to pray and to celebrate the death of our Saviour. However, we often forget the true meaning behind this celebration. One of the main concerns is do we actually believe that Christ died for us? Or are doing this because we have been told it is the right thing to do? A great deal of emphasis is placed on Christ’s death on the cross, but often it is not the main reason for celebration, the fact that He rose again is g of utmost importance. Jesus rose again because He had conquered death and death was no longer to be feared. We too should not be afraid of death, if we have accepted Christ as our Saviour, we know that although our earthly life has ended our eternal life will continue. When at last we stand in front of Jesus and He asks why He should allow us to continue on our journey, we should not try to justify it by our good deeds, but rather to admit that we are sinners and that we are repentant. Jesus is fully aware of what we did on earth and He needs to know that we love Him and him alone. As we move along after this Holy time, let us all re-examine our faith and see where we can improve on things that are wrong in our life. Remember, that you are not alone in your struggles, there is always someone out there who will be there for you and you can always rely on our Heavenly Father for the support you need. Be of good faith, be blest and trust in Him who loves. Remember He chose you.

War over Month-end cited in Easter deaths open land in Khujwan There is a silent dispute over land in the Khujwan area where settling in the area remains uncertain. This follows after stands which were offered by the Nkuna Traditional Authority headmen, were demolished by the Batlhabine ba Mogoboya headmen arguing they should be paid money for the stands because the land belongs to them legally. As a result of the problem over the ownership of the land, members of the community who are buying stands find themselves in trouble because they are not compensated when they had lost property in such incidents. A complainant told Bulletin that he bought a stand from the Khujwana headmen for R3 000 but was confused when another headman came to him and demanded to be paid money for the stand allocated to him. The man said that when he approached the headman who sold him the stand, he was told that they could not help him because the person who allocated the stand was not around. “When I failed to convince the headman that I would pay them money for the stand, I was shocked to find that the fence of my yard had been removed and thrown away. When we report to the police no action was taken.” said the complainant. According to a community member from Khujwana who is involved in the allocation of stands in the area, the matter came to a head after the cemetery in Lenyenye became full and land was slotted from the traditional leaders nearby. That sparked a dispute as to who actually owned the land between Moime and Khujwana village. He said a meeting was held at the Muhlaba headkraal where it was reported to all headmen that the area on the Eastern side of the Khujwana tar road belonged to the Bathlabine community. Thereafter a village was established to separate the two areas. Subsequently, sites were allocated to members of the public at a fee, but when they arrived at Khujwana, a dispute arose as the headmen from those areas could not tolerate the annexation of their area. The walls which were built to announce that stands were on sale and that only who those who could build houses were allowed to purchase there, were demolished. This was followed by the destruction of structures found in stands allocated by the Khujwana headmen. According to an eye witness, the fences and some structures were demolished during the day and owners of the stands were alerted in time so they could remove their furniture before demolishing could take place. He said the headmen who claimed to have been sent by the Bathlabine traditional authority said they are planning to call a meeting to announce the new developments. However, comment could not be obtained from the two warring parties as each refused to speak to us using own name. This came in the wake of the government resolving to take the land from the control of the traditional leaders, so it could be better used for the development of own communities. The municipality could not be reached for comment. — Jan Mafetsa jan@bulletin.us.com
The Limpopo Department of Transport has blamed the month-end fever as one of the factors that contributed to the high number of accidents in Limpopo. It is reported that most of the accidents did not happen on the main roads, but on the roads and streets inside villages and townships. Most fatalities were caused by fatigue, and reckless driving emanating from drinking and driving. Head of Department, Jan Mulaudzi, said the first accident involved a head on collision at Hoedspruit where an overtaking motorist hit another vehicle and two people died instantly. During a patrol he was part of on Saturday, 36 fatalities were reported including two deaths of passengers and a pedestrian who was knocked over by a motorist. He attributed the fatalities to fatigue caused by long-time driving, reckless drivers
who just got on the road without checking due the influence of alcohol, and pedestrians who cross the major roads either intoxicated, or after exiting public transport. He said given that it was month-end weekend and most people had money, people would just hit the road either as pedestrians or drivers intoxicated. Mulaudzi added that the numbers were small compared to last year, but urged the public to remain conscious on the road. He further said that about 200 people were arrested for drinking and driving and were due to appear in court soon. However, MEC for Transport, Makoma Makhurupetsi has described the high number of deaths occurring when a taxi in involved in an accident as a death too many. Makhurupetsi said that by Monday, the number of people who died in Limpopo
stood at 57. She said these included 17 drivers, 29 passengers and twelve pedestrians. She described the most gruesome accident as the one involving a pedestrian who was knocked by a bus on the R17 on Monday. She said the bus was knocked at the back by a taxi and it knocked a pedestrian and the taxi driver died instantly. The MEC who is accused by the Economic Freedom Fighters (EFF) for misusing state money to buy promotional airtime, also blamed the state of the roads throughout the province, arguing they are small and incapable of accommodating all the vehicles on the road. She added that she would contact the office of the premier and ask for more funds so the state of the provincial roads could get a new face. — Jan Mafetsa jan@bulletin.us.com

Tony Cawood, Leo-né Du Preez-Cawood and Gene and Ruan Du Preez at the entrance to the classy new guesthouse in honour of their mother, Isobel Du Preez, who passed away last year.
Isobel remembered A strikingly gorgeous new guesthouse opened its doors in the scenic tourist town of Phalaborwa last week. The classy new establishment offers visitors to the Kruger National Park a welcome reprieve from the hustle of the airports as a reward to a journey much deservedly travelled. The guesthouse is situated at 26 Sperwer Street and bookings can be made telephonically by
contacting Marilize Nel on 082-462-6886 or 015-781-3691. Alternatively one can contact the guesthouse via email at info@isobellavitaguesthouse.co.za. Owners of the guesthouse, Ruan and Gene Du Preez are long-time residents of the sleepy mining town and prominent socialites in many of the local circles. The guesthouse was birthed as a token of appreciation to a woman many in town regarded as a true stalwart of kindness and compassion. Isobel Du Preez passed away late last year after a short sickbed and left a vacancy within the community not easily filled. The guesthouse will stand as memorial to the life and ethics of one of Phalaborwa’s most loved residents.

Vegan lifestyle under the spotlight With all the hysteria surrounding listeria, now is the time to re-evaluate your eating habits and perhaps incorporate a more plantbased lifestyle. About a year ago, the then chef of the Magoebaskloof Hotel left vegan chocolate ice cream in the Pot & Plow fridge for consumption. Locals, who were told it was a vegan ice cream, wrinkled up their noses in disgust and refused to even try the product. Those who weren’t told it was a vegan ice cream absolutely loved the smooth chocolate taste. Made with avos, a product so available in this area, one actually could not tell that this was a plant-based ice cream. The world ‘vegan’ seems to conjure up disgust amongst the meat eating millions. Those in the know are moving away from that
word and now refer to the lifestyle as ‘plant-based living’. By all accounts bacon is what stops many meat eating people from going plant-based. Biltong is also a product most South Africans say they can’t live without. Some people have realised that eating lamb and veal means they’re eating an animal’s baby. A horrendous thought. Common complaints are. I can’t go vegan. It’s too expensive. Unless you hunt for your meat, meat prices are much higher than staple vegan dishes using lentils and a variety of beans. The link between chronic diseases and meat is well documented. What about cow’s milk? Cow’s milk is for calves not humans. There are many substitutes for cow’s milk including soya, almond and rice milk.
From where do I get my protein if I don’t eat meat? First of all, no one needs huge amounts of protein. Provided you follow a balanced vegan lifestyle, you’ll get all the protein you need. Bulletin received a Christmas present - the definitive vegan baking book by famed American baker Gretchen Price. Two staffers decided to bake and video the Fudgy Triple-Chocolate Drip Cake. Eggs were replaced with flax meal, cocoa powder replaced milk-based chocolates and soya milk was used. It was easy peasy and absolutely delicious. Check out the video on the Bulletin youtube channel.

Kayla Smit (HTS Middelburg)
- Joe Dreyer joe@bulletin.us.com
