In order to speed up service delivery to its residence, the GTM announced some of their strategies going forward. These announcements were made at the State of the Municipal Address (SOMA), held last week. During his address, the GTM Mayor, Maripe Mangena stated that he was delighted that certain media has started seeing the positive within the Municipality and their efforts to restore order in the service delivery areas of the municipality. “The media has now started reporting positively about the municipality. It is not a favour, but instead it was earned. We want to create a dilemma for them to report positively about us. We urge our employees to work hard so the negative reporting cannot continue.” added the mayor. Mangena went on to discuss some of the strategies to be implemented in order to achieve their goals. These included the purchasing of vehicles for the municipal em-

ployees rather than leasing them as has been the case. He added that the Municipality has, for some time, been experiencing problems with legal fees and this has cost them a considerable amount of money. “We have taken a resolution that the lawyers who are doing business with the Municipality be the ones who are given the price tag, instead of them charging the municipality. The price will be determined by the council.” Mangena stated that the Municipality has their finances in order and despite many reports in the media over the course of the last year. “Here at the GTM, we work well with our allocated budget. When we are given money, we use all that money and thereafter wait for more money. We received the sum of R65 million last year for using all the money which was allocated to the Municipality. This year we received the sum of R46 million for using the money that has been forwarded

to the council. This year the GTM was allocated R 92 million.” Mangena said the Department of Housing has allocated them around 300 houses. The housing backlog currently stands at 950. The GTM will do their best to deliver these houses to the people in need. The Municipality has bought land in Letsitele, Phusela and Mmawasha and with it they intend to build low cost houses for the people. In in some areas there will be the construction of RDP houses as well. Addressing the electricity crisis the area has been facing for the past two years (and currently as you read this possibly by candlelight), Mangena shockingly stated that the municipality does not have an issue with the supply of electricity. “All rural villages have now been electrified. We are now left with extensions and they will be attended to soon. We also have Apollo lights at al traditional offices in the council.”

Mopani District Municipality Mayor, Nkakareng Rakgoale, and Limpopo MEC, Jerry Ndou, during the State of the Municipal Address in Tzaneen.

GTM’s Hollywood days are over Maripe Mangena, the Mayor of the Greater Tzaneen Municipality (GTM) has said that the Municipality has finally filled all the senior positions which were filled by acting officials over the last couple of years. The move will help enhance the morale of the municipal workers which was dwindling as a result of the Municipality being operated by these “actors”. Mangena was speaking at the Letaba Show Ground hall, last Friday during the State of the Municipality Address (SOMA). He fur-

ther said that out of all the posts which were filled there is only the Director of Engineering Services position which would be filled at

the beginning of June. He added the Municipality will provide the workers with resources to allow them to render service to the community with ease. The posts which were occupied by “actors” for very long periods within the Municipality, included that of the Acting Head of Communications. This means that for the past decade there has not been an actually appointed spokesperson for the Municipality. Neville Ndlala (long term sparring partner of this publication) has finally been appointed as the spokesperson for the GTM after he acted in this role for the past eight years.

Absolutely disgusting behaviour! The clichéd bemoaning of the state of the roads within the Greater Tzaneen Municipality, nay, the entire Mopani District in fact, does not steal from the impending dangers they present. One much reported on case, involves the evolution of the sinkhole on the Hamawasha road. The reports published in this newspaper about this particular sinkhole are surpassed in number only by the coverage we have extended to the informal trade invasion tightening its grip on the Tzaneen region. Attempts to contact Roads Agency Limpopo (RAL) under whose custodianship this road falls, have failed. Emails remain unanswered and phone calls are as futile as the numerous messages sent to this agency’s social media managers. We have managed to wrestle out of RAL’s communications department only one email response which read: “With reference to your enquiry below, RAL is doing its best, within its means, to prioritise fixing the road in question. We will update you on progress.” This was the response from Maropeng Manyathela, communications manager for RAL, to our official media enquiry which contained a full page of questions marked ‘urgent’. The email was sent in August last year and since then, there have been no updates as promised. Nor has there been any work done. The sinkhole has now grown even larger. A secondary problem has however

developed. It is unfathomable that any individual in his right state of mind, would even think this to be acceptable. Piles of household rubbish including old motor vehicle tyres, large black bags full of plastics and general waste and even a few used sex toys, have been dumped down the side of the road at this site. Climbing down the slope, this reporter witnessed the levels to which seemingly civilised people can stoop, in order to save a few pennies. It is disgusting to say the very least and these people should be absolutely ashamed of themselves. Whilst climbing down the side of the sinkhole in an effort to investigate the soil erosion beneath the tarmac, we discovered a number of account statements and invoices among the rubbish.

The invoices and statements contained the names, surnames and contact details of individuals who dumped their waste there. Yesterday afternoon we phoned some of them and requested they return to the site and collect and remove their rubbish. One man claimed that he had no idea how his personal garbage came to land there, and that he would return to collect it. We urge the rest of the people whom we have contacted about this issue to go and collect their refuse and dispose of it in the right manner by Monday morning after date of this publication. Failure to do so will result in you being named and shamed over social media. — Joe Dreyer joe@bulletin.us.com

R10 million for Tzaneen CBD renewal

The sum of R10 million will be spent on the refurbishment of the dilapidated husk that now resembles a once thriving Tzaneen business district. Maripe Mangena, the mayor of the Greater Tzaneen Municipality (GTM) said that his municipality has set aside the sum of R10 million to refurbish the Tzaneen CBD, Haenertnesburg and Letsitele town. This move is to ensure that some of the complaints people from these areas have, are dealt with urgently. Mangena said this during the State of the Municipality (SOMA) last week at the Letaba Show Grounds. Complaints include the current difficulty motorists and commuters experience regarding inaccessibility of many of the streets within the CBD which are cluttered with street traders and taxis. The streets he specifically mentioned were Claude Wheatley Street and Voortrekker Street. He emphasized that the refurbishments would in the interest of the people and not the councillors. During the address he did not elaborate extensively into the exact plans that would be implemented but we can only hope that these would include an end to the taxi debacle in Claude Wheatley and the eventual implementation of a workable and sustainable solution to the informal trade. There has still been no word on the possible solution (removal) of the informal trad-

ers who are rapidly swallowing up the area next to the R71 highway. These traders have no resorted to stealing shade netting off carports at nearby business complexes to cover up their shanty

exist not in the areas they so eagerly occupy. Along the R71 there are currently eight trade stalls each manned by between two and four (suspected illegal immigrant) traders. Where do these people, a group totalling 20 adults, do their ‘business’ when nature calls? And what of the homeowners whose properties border the R71 who have to deal with this stench? Will a portion of the R10 million be invested into the auditing of these stalls and the prosecution of the municipal officials who have a hand in the

issuing of illegal trading permits to these traders? And will the rumour be investigated that some of these traders have family ties to certain top ranking municipal employees? Though it seems that the SOMA was full of promise, and that funds will finally be invested into the areas intended for, it remains to be seen whether or not the eloquent speech delivered by the equally eloquent Mangena, will be more than lip service intended to pacify.

stalls and protect their (suspected stolen produce) they sell to unsuspecting motorists. Another issue that needs to be dealt with very urgently is the health risk these hawkers pose for the entire community. Basic needs such as ablution facilities

Granny’s Grumbles - Holidays

At the tender age of seventeen I left to go to England on a working holiday. This was fairly ambitious for me – unlike today where teenagers are jettng all over the place, in 1959 young ladies only left home to further their education or to get married. Up till that time I had only ever spent a couple of nights away from home. My mother (who originated from England but hadn’t been back for years) went to great pains to explain to me prior to my departure that people overseas didn’t always bath every day. But no problem – my grandmother – that I would be with for the first couple of weeks was obviously in tune

with our peculiar compulsion for bathing so all should be well. Indeed they had a small gas heater in the bathroom – you put in one shilling and had a nice hot bath. My parents were friendly with a small garage owner who went by the name of Nobby Clark. He had come to Rhodesia directly after the war and had never returned to England but was very keen for me to visit his parents who lived in Nottingham. I think he felt guilty about not having visited his parents since leaving England so if he sent gifts via somebody else it would ease his conscience. He had told his parents via letter that I would be arriving in England and would contact them when I had spent some time with my grandparents, and that was indeed what happened. I don’t know if anybody reading this can remember the Andy Capp cartoons of old – well it looked as though Andy and his wife Florrie were waiting to meet me. Mrs Clark told me in the taxi that she couldn’t wait to get home so Alfie could help her get out of the stays. I wasn’t sure what stays were but found out shortly – in fact the moment we walked into what I assumed was a basement/living room/kitchen affair where every aspect of life with the possible exception of sleeping, took place. The kitchen sink, the gas ring, the TV, the sofa – in fact virtually everything was in this room which I found surprising because the house looked fairly large from the outside. Alfie’s first job was to undo his wife’s dress and then unlace her stays (corset)

whereupon it was like an acre of flesh just appeared. I was left in no doubt that I was the reason for the tightness of the stays – meeting strangers at the station was not something that she took lightly. Alfie was despatched to collect fish and chips and I was then shown my room which was upstairs. We were all going to the pub a little later so I thought maybe a bath would be in order and asked directions to the bathroom. Poor Alfie was given instructions to go and check on the bathroom and clean it up – I couldn’t understand the problem and followed him. The bath obviously hadn’t been used in a long time – spider’s webs and dust was everywhere. I felt embarrassed, especially since Mrs Clark let me know that it would cost one shilling to get the gas heater going. I produced the necessary money!! Off to the local pub where it transpired that the Clarks were well-known and I was introduced to everybody as “the young lady from Africa – Nobby’s friend”. The locals all seemed impressed – I wasn’t sure whether it was because I was from Africa or the fact that Mrs Clark made it appear that I was somehow in a relationship with her son who was actually older than my mother. I spent four days with the Clarks – we ate fish and chips every day twice a day and I saw her being laced into her corsets more than once We also went to the local every day and she told everybody within earshot just before my departure that I bathed every single day, but finished by saying rather piously that Cleanliness is next to Godliness.

“Cleanliness is not next to Godliness nowadays because Cleanliness is made an essential and Godliness is considered an offence” —Gilbert Chesterton

Rev Ron Reiners Anglican Church A man is a man, but can he be a father too. If we look around in today’s world we find many father-less families. Often this is not due to the demise of the father, but often the fact that the “man” does not want to be a father. The responsibility of fatherhood can be seen to be enormous, it was fine when things were going well until the female got pregnant! Often this is where the trouble starts, the man sometimes blames the woman for falling pregnant, but he is just as much as fault as she is, if blame is to be apportioned to anyone. In many cases the man just disappears out of the life of the child, leaving the mother to bear the brunt of raising this child alone. Now I am referring to the extreme cases. There are other cases where the father is present but takes no real interest in the child’s development or general life at all, basically he is just a figurehead. There are also, unfortunately, cases where abuse abounds, both physically and mentally or verbally. In the past the absenteeism could be put down to the laws that were in place where the father had to go and work as a labourer far away from home and stay in single sex hostels. Thus the child was “fatherless” Psycologists have studied this phenomenon and have come up with many reasons and outcomes of the absent father syndrome. The victim of all of this is unfortunately the child, who seeks relief in, often, illegal activities (drugs, alcohol, etc.) Our Father in heaven, however, never abandoned His Son and His Son was obedient even to death. Jesus gave us the right to be called children of God as well, all we had to do is to accept Jesus as our Saviour and believe in Him. God will never abandon His children. What a great promise? In accepting Christ we have an eternal Father, a Father who loves us without judgement, an all-encompassing love. A Father to whom we can talk to at any time, who is always willing to listen. Now He may answer us as we think He should but we often find things fall into place, some call this fate, but I know it is God’s answer to us.

State of Municipal Address On Friday, 25 May 2018, Mayor Maripe Mangena delivered the state of the municipal address at the Letaba Showground in front of just over a thousand invited guests. On this occasion the council of the Greater Tzaneen Municipality approved the 2018/2019 final budget. This is a summary of the budget. Electricity

Building Maintenance

GTM’s electricity network is in excess of 2200 km of overhead lines. The municipality’s total electricity infrastructure asset value stands at R1.5 billion, however the network has deteriorated over the years due to underinvestment on refurbishment and maintenance, another major challenge is vegetation which often damages electrical lines leading to outages especially during storms. Council has put electricity as its major priority and it has made available an amount of R100 million for the refurbishment of the electricity network over a three year period. R30 million has already been made available for the 2017/2018 financial year, R40 million will be made available for the 2018/2019 financial year and another R30 million for 2019/2020 financial year. A R90 million loan has been secured from the Development Bank of Southern Africa (DBSA) and another R60 million from Standard Bank. The municipality has been a leader in rural electrification and has thus far connected all its settlements with the exception of extensions. In the 2018/2019 at least 20 villages will benefit from the municipality’s rural electrification programme. Through the programme the municipality will connect electricity to 1291 at a cost of R24 million. this funding will be sourced from GTM’s own coffers, ESKOM and the INEPT • • •

R532 000 for entrance streetlights R71 R1.6 million for R71 Deerpark Traffic circle lights SANRAL R300 000 for area lighting at R36 Khujwana turn off

In recent times the municipality has experienced electricity disruptions due to a number of reasons.

R11.8 million has been allocated for the alteration to old fire building to create more office and new roof for Civic Centre building and the installation of a lift as well as the creation of additional parking space. The installation of a lift allow those living with physical disability access while additional parking will help ease the frustration of clients who struggle with parking space whilst at the municipality.

Community Services •

During last year’s Premier Excellence Awards held at the Ranch Hotel GTM has won Gold for the work of its Community Safety Forum (CSF) which has been instrumental in social crime prevention. The committee worked hand in glove with the SAPS to combat gangsterism in Dan Village and Gwambeni High School.

GTM also won the provincial Greenest Municipality competition on 2 February 2018. A competition the municipality has been dominating for over a decade.

Tools & Equipment • •

GTM will spend R13 million to purchase three solid waste trucks, fifteen (15) LDV 4X4 for the electrical department and four (4) Tata tippers. R 200 000 for purchasing of tar cutting machines and small compactors.

Members of the Executive Committee from left to right: Councilor Lettie Hlangwane, Councilor Star Mbhalati, Councilor Sannie Tiba, Councilor Edney Ntimbane and Councilor Cromwell Nhemo (Chief Whip).

The Eatery opens in the Village

Ninia Knott parceling the sourdough bread.

Ninia Knott, who started The Eatery outside Haenertsburg, has now expanded The Eatery into the Village Main Street. In 1946 the building was the Magoebaskloof Service Station. It was converted into a home for many years until it was sold and converted into its present-day look. All the while the turret like structure on the left was retained. The huge expanses of glass, the exterior white paint, unfussy signage in black, and the iconic two palm trees outside are an imposing sight. Once inside, it’s light and airy with more glass features and succulents. There’s seating in armchairs around the fire, there are square and rectangular tables. The one wall is rag rolled, there are striped splashes of décor and the wall decorations are tasteful. The bakery smells are enticing as loaves of sourdough bread are sold, still warm, to customers on Friday mornings. This combined with the aromatic kitchen smells makes The Eatery a definite spot to visit.

On the last Sunday of every month, weather permitting, the knitters will be working, displaying and selling their creative goods outside Greenwoods in Haenertsburg. The colours the knitters are using are vibrant and the wool quality is exceptional. There are gloves, beanies, scarves and bolsters. Fresh catnip is also available to keep your kitties smiling.

kultuurorganiseerders ooit is.

blink
