While the Greater Tzaneen Municipality falls over its own feet in attempts to restore power to every inch of its slowly mouldering kingdom, farmers face new challenges daily in their efforts to maintain what has been the country’s bread basket. Most of the bigger farming groups have been able to either loan or purchase generators to keep their pumps and pack houses running, but have yet to discover the means by which to entice a cumulonimbus to open its belly and fertilize the soil. GTM blames outages on load shedding

The Greater Tzaneen Municipality has placed the blame for the prolonged power outages in its area of jurisdiction squarely on the shoulders of load shedding and weather conditions. This despite some areas not having power for three days straight and other areas for 16 hours over the weekend despite there not being any scheduled load shedding in those areas. Upon his appointment, the new Municipal Manager for the GTM, Thapelo Matlala, secured a loan of R90 million through the Development Bank in order to manage the crisis. This loan would be paid out to the municipality over the course of three years at R30 million a year. Earlier this month they received the first instalment of R40 million and according to spokesperson, Neville Ndlala, procurement processes have begun. Exactly what that means is anybody’s guess, but we have heard that a portion of it is to be used to purchase new vehicles for the electrical department technicians to enable them to respond to emergencies on the grid more effectively. R90 million is by no means even in the right

ballpark to rectify the crisis which Bulletin foretold way back in 2016. In May of that year, we received a copy of the audit report on the GTM’s electrical infrastructure and the desperate situation facing the area, by the National Electricity Regulator of SA (Nersa). This report made it strikingly clear that the absolute minimum had been done in the last 20 years to maintain and upgrade or improve the network. This laxness on behalf of the municipality has led to the current crisis which is bringing the bread basket of the country to its knees. The alarming facts are that the replacement value of the GTM network (at the time of the report) was R1.4 billion with at least R600 million needed to uplift the infrastructure. In that report (dated more than two years ago) it was noted that the GTM’s electrical department was in dire need of qualified personnel, vehicles (especially 4x4’s) which were often not available (due to poor maintenance) and that their equipment was insufficient which compromised the safety of personnel and the public. The report also stated that non-compliance

in terms of the GTM’s licence (issued by Nersa) and the Occupational Health and Safety Act could not be allowed to continue. We have on numerous occasions in the past two years questioned the competence of the director of the Electrical Engineering department at the GTM, Sam Lelope, since his appointment in 2017. We have continuously asked to see his qualifications without any success. Attempts to have an interview with him have also been declined even after he called this journalist out for a ‘face-to-face’ meeting. Nevertheless, the consistent area-wide power outages seem to be emissaries of a very dark December for the residents of this region, and an overtime-filled one for the electricians who will undoubtedly be burning the midnight oil trying to restore faults on the lines. Which is ironic considering that the municipality has now blamed the load shedding schedule and the bad weather for the power outages – why then will there be so many faults to attend? — Joe Dreyer joe@bulletin.us.com

A year end function for the employees of the Greater Tzaneen Municipality affiliated to the South African Municipal Workers Union (SAMWU) turned into chaos after a manager was smacked by a junior employee over food parcels which were looted by workers. The junior employee was apparently under the influence of alcohol. The engineering services manager who could not be named, was part of the committee which was organising the year end gala at the public swimming pool on the corner of Peace and Kew streets in Tzaneen. The manager was supposed to leave the premises after the party in her silver German sedan when she was stopped by a mob of unruly intoxicated workers. Upon the woman being ordered to open the boot of her vehicle, a scuffle ensued when the group started forcefully taking the food parcels

meeting. Food parcels, which included a piece of boerewors, three wings and a portion of beef were distributed among the workers. Employees who were already not happy with the food parcels not accompanying the drinks, had to form queues for beverages. Workers expressed the view that drinks and the food parcels should had been distributed at the same time. A worker who requested anonymity said that it is not the first time there are problems during SAMWU parties. Last year it was reported that two men fought over a piece of meat. Though seemingly there were no arrests in connection with the incidences, there are reports that the policy of the GTM does not allow its employees to drink beer during office hours as well as being involved in physical fights. — Jan Mafetsa

The game is afoot As we end off another tumultuous year filled with the usual corruption, mismanagement, murder, theft and cash heists, 2019 does not promise a smoother sail as the country readies itself for the elections in March. There were some positives this year however, arguably the most mentionable being the appointment of Thapelo Matlala as our Municipal Manager which brought an end to the Hollywood legacy at the GTM. This paper coined the descriptive term ‘Hollywood’ due to the number of ‘acting’ that was taking place as councillors took turns in the accounting officer chair. In his time at the GTM’s Whitehouse since June this year, Matlala has faced hefty opposition from within his organization as he tried to bring about noticeable change to the community which he swore to serve. He had survived SAMWU uprising and allegations of paying bribes to other officials in order to secure his position – which was dis-

proven. We can only hope that he survives further onslaught and is given support needed to fix the electrical crisis, rid our streets of the illegal hawkers and rectify the current tendency of late payment to suppliers. There are still loose ends to deal with including the progress in the investigations of the eight burglaries on one farm in two months at Mapietskop, the investigations into copper theft at the GTM by the GTM employees, the completion of the R800m project to raise the level of the Tzaneen dam wall and removal of directors at the municipality who by all accounts have not yet proven fit for their positions they occupy. But we have not forgotten and we will continue to probe and supply our readers with the answers. Thank you for your support through a difficult 2018. The year-end gala which is organised annually started with workers gathering at the swimming pool after they were given time off as of midday. After they kept themselves busy with drinks from their own pockets, workers were called to be given food and cold drinks. They were thereafter told not to leave as drinks were enroute - which was the root of the problem. When a 2 ton truck loaded with ice cubes and drinks arrived a short while later, problems emerged. A heated meeting between the committee took place which ended with some of the committee members walking out of the

Mayors chopped - PEC bosses resign over VBS Seven out of the ten municipalities which invested over a billion Rand with the now defunct Venda Building Society (VBS) were ordered by the African National Congress (ANC) in Limpopo to resign from their positions. This followed the release of the forensic report by the provincial Treasury on Tuesday, which found transgressions of policies when money was invested with VBS. Shortly before the release of the report, the Mayor of the Vhembe District Municipality (VDM) and deputy of the ANC in the province, Florence Radzilana, stepped down still arguing that she was not involved with the investment of monies by her municipality with VBS. Ironically, after the release of the report by Premier Stanley Mathabatha, ANC treasurer Danny

Msiza, also resigned. The two were barred from attending the listing conference of the party. The municipalities whose mayors were asked to leave are Greater Giyani, Lepelle Nkumpi, Ephraim Mogale, Collins Chabane, Fetakgomo Tubatse, Vhembe and Makhado. While Radzilana was the first to step down, the other mayors are still to resign formally and the ANC said that they do not expect them to put up a fight. All the municipalities are facing collapse after the act. Premier Mathabatha said that the provincial investigations started in June to determine whether the correct processes were followed when investing money with the bank and in all the municipalities disciplinary actions should be taken against those involved. It was also

recommended that disciplinary action be taken against the Chief Financial Officers (CFO`s). Three municipalities were spared from the reshuffle including Capricorn, Polokwane, and Elias Motsoaledi. Just after the release of the report, court papers were filed at the High Court confirming allegations that ANC treasurer Danny Msiza received R1,5 million from the bank through a company he and his wife are directors of, from a middleman, Kabelo Matsepe, who allegedly facilitated unlawful municipal deposits into VBS. The court papers detailed that the Matsepe company assisted in servicing the R10 million bond that Danny Msiza received from the VBS. Radzilana and Msiza leave their offices at the time the integrity committee of the ANC recom-

mended to the National Executive Committee (NEC) and the National Working Committee (NWC) that members of the ANC implicated in the VBS saga be relieved from their activities within the party. Radzilana said that she is leaving with the conscience that she was vindicated by two forensic reports. ANC Limpopo secretary Soviet Lekganyane, said that he did not expect members of the ANC to fight the decision of the organisation. “I do not recall any member refusing when called to become a mayor. So we do not anticipate any difficulty.” He said the party established its own task team to investigate circumstances which led to the municipalities investing money with the VBS. — Jan Mafetsa

Residents block maintenance No update on theft

Residents of Pharare in Bokgaga took to the streets last week to prevent the contractor from refurbishing a tarred road which was severely tattered with potholes. The protests on the local road ended with a march to the offices of the municipality where a letter of grievances was handed to the management of the GTM in the absence of the mayor, Maripe Mangena, who is said to be in Durban. According to a source, matters came to a head when the refurbishment team working on the tarred road linking the villages of Burgersdorp, Pharare, Solani, Bodweni, Rhulani, to the Maake Plaza reached the Burghersdorp and Pharare crossing. Residents of these villages were upset that the road passing their villages was tarred, while the roads in the villages themselves were still all dirt roads. Residents led by opposition parties mobilised each other and closed the road with stones thus blocking traffic to the area. Protests which ran for

a number of days were given a boost when during a meeting in the village, it was resolved that a memorandum should be addressed to the municipality. The march to the offices of the GTM took place on Monday. Reports are that residents were transported to the offices of the GTM by bakkies and taxis and the memorandum was accepted by the municipal manger, Thapelo Matlala. Our source said after the memorandum was delivered, the leadership of the municipality said that they will wait for the return of the mayor to attend to their problems. A community leader of the area who could not be named as he was not allowed to address the media, told Bulletin that matters came to a head when the municipality began to renovate the Julesburg road (D3897) also known as Makapane road (Makapane is the name of the contractor of the road). He said that residents wanted to know

why the road was budgeted for while theirs was left out. “The Road Agency Limpopo (RAL) has budgeted the sum of R16 million for the refurbishment of the road and these residents would not take it lying down. They demanded that their own local roads be attended to before the old road because they feared it will never be built if they keep quiet. Though they did not find the mayor when they protested to the municipality they are planning another march.” By the time of going to the press the situation had been normalised in the area. There are concerns though that the protests are led by the opposition parties in view of the election set to take place in May next year. GTM spokesperson Neville Ndlala could not be reached for comment by the time of going to the press. There are still no updates on the investigation into the five GTM electricians who were allegedly arrested for involvement in copper theft on the premises of the municipality. Bulletin also does not know whether they were arrested and if so, spent time behind bars or not. All we know for sure is that a case number has been registered with the Tzaneen Police. Attempts to gain clarity on the progress of the case against the now suspended (with pay) employees, also unearthed nought. The provincial police spokesperson Col Moatshe Ngoepe has not commented on the matter and referred this journalist to Brigadier Motlefela Mojapelo. Today marks exactly a month

since the five employees were caught by GTM security personnel where they had allegedly hidden a bunch of copper cables at a location near the GTM power station. It is also believed that they were using one of the municipality’s vehicles to transport the cables and the extracted copper, to and from the power station. The DA Constituency Head for Tzaneen, Desiree van der Walt had also lodged complaints about the matter in Parliament and is currently following the matter on behalf of the opposition. Illegal fisherman destroying local fauna “In ten years that we have been fishing here, we have not once laid eyes upon any ranger from the Department of Environmental Affairs,” said one resident near the Tzaneen Dam. This after yet another spate of illegal fishing and theft at the dam, near the Department of Water and Sanitation residences, have forced the inhabitants to take matters into their own hands. Over the weekend a group of illegal fishermen hit the area behind Visagie Sawmills and stole two canoes off the trailers of visitors from Gauteng who were camping next to the dam. Thanks to the help of own of the local men who had also been camping next to the edge of the dam, the canoes were retrieved from a hideout the following day. Bulletin accompanied two men who stay in the DWS residences on an excursion into the bushes that line either side of Tzaneen Dam on Tuesday afternoon. What we discovered were literally hundreds of empty 2lt plastic soda bottles used as floats for the homemade fishing nets these groups of illegal fishers were casting all over the dam. Because of the low levels currently, it easy to spot the nesting areas of the carp and bass colonies which the dam is known for. The nets are then strategically placed near these nests and hundreds of kilograms of fish are netted. This is causing their population to dwindle. One local provincial angler told Bulletin that it is becoming a hassle for sports anglers to try and

find a bite at Tzaneen Dam which is causing an exodus locally to more suitable hunting grounds at other dams. The illegal fishermen are said to come from Nkowankowa and Modjadji areas and use the bush paths to enter the Tzaneen Dam area undetected. We stumbled upon a hideout in among thick shrubbery where a group of people are visibly living. The area is very well cleaned and all manner implements and material used in the manufacturing of nets and floats, were discovered here. Used condoms and empty beer cans and bottles were also found lining the bushes around the encampment. Various footpaths led out of the enclosure toward the main road and the compound at the sawmills. “There will be some commentators making noise as they have already done over Facebook

saying that we should leave these ‘poor’ people to fish and feed their families. The reality is that these guys are driving to this area from Nkowankowa, catching many kilograms of fish without a permit, and then selling the fish back in their villages. They are ruining our local fauna.” As we inspected the area we found a 12kg Carp lying in the dirt. The illegals had caught plenty of them and this one was left here to die. “What a waste of a beautiful specimen which takes around six years to reach that size. As

permitted anglers and avid sports fishermen, we practice catch and release. This is very sad and has to stop before we have no more fish in this dam.” Bulletin reported on the issue two weeks ago and during that time we contacted the Department of Nature Conservation who said that they have a group of rangers patrolling the dam daily. But these rangers are unfathomably stationed only at the Merensky side of the dam. They also alleged that three illegal fishermen were arrested last week. During our visit to the dam yesterday, we were being watched by three of these fishermen who scattered into the bushes upon our approaching their position. To date we have not heard any news from the Department of Nature Conservation who very obviously do not regard the fauna and flora at Tzaneen dam as worthy of protection. — Joe Dreyer joe@bulletin.us.com

Granny’s Grumbles - The arrogance of youth My husband and my twin brothers were in the Rhodesian Army for many years and I worked in a mining environment for 13 years after relocating to South Africa. After a few years I was struck by the similarities in the rank structure and the rather odd and amusing things that took place when young and inexperienced men were suddenly thrust into the tough world of mining or military.

I do not wish to generalise but in both environments you were likely to get a young man straight out of Officers Training School or just arrived from the London School of Mines and a very large percentage of them did not realise that they were about to start working with older (and far wiser) men with loads of experience. Being smart and educated does not necessarily mean that you have much common sense – and many of these young men were arrogant enough to think they were going to change things. One incident that immediately springs to mind with regard to the mining community was two young engineers – straight from mining school who had just finished their first four weeks of training at the mine and were asked to write a couple of pages about how things had progressed and how they felt about the way things were run. They both handed me their hand-written pages which I was to type for them – I could hardly believe what I was reading - according to them nothing was right – the instructors were stupid, the foremen not up to scratch and even management came in for criticism. I found them in their office and suggested that they have a rethink on their reports since every person that they had mentioned would actually read them. It was fairly obvious that as a lowly secretary I should not have had the audacity to question what they wanted to write, so I was basically told to get on with it, so I did. I should mention here that the mine in question was the largest open-cast copper mine in Africa and was considered the jewel of the Rio Tinto group. Anyway, it was fairly obvious that after the reports were read, their popularity rating (which had not been high to begin with) took a definite knock. An Operations General Foreman could make life very difficult for a brand-new engineer and they found that out the hard way. The one engineer did not even last one year let alone the two years that they had signed for – he had to pay his own way back to the other side of the world. His compatriot only just made his two years but most certainly didn’t enjoy it. Now in the army there are even more awful ways of getting punished if you are arrogant and big-headed as

As the troop moved through the valley the sergeant noticed a large patch of buffalo beans and indicated to the troop that they should split into two sections to avoid them. The fearless young leader – unaware of the danger – decided to take the direct route and went straight into the bushes. Within minutes he was scratching furiously – nobody said a word about the fact that the itch could be transferred and it was only when he eventually asked the sergeant what he could do to control the itch that had spread over his entire body that he was told to find the nearest water, immerse himself and then scrape his body with coarse river sand. The troop virtually ignored this officer – It was a fact that he needed them a lot more than they needed him but it took him a long time to understand that experience comes from learning and treating others with respect. He did eventually get it right and ultimately became a well-respected officer.

Love is the stitching that binds us The prospective new Millennial Rotary Club of Tzaneen is a group of vibrant young people who conceptualized the idea of starting a club to help the existing Rotarians. The idea was birthed out of their observation that a need exists in the community which the existing charity groups just cannot tend to. Under the guidance of some of the members of the existing Rotary body, Tamera-Jane Wepener and Dries Verster and the vice chair-

person for the Letaba SPCA, Tracey van den Dool, these young people set out on a quest to bring some Christmas cheer to the older folks at two of the town’s residences. Their first stop was at God’s Haven Care Centre in Circle Avenue where two of Santa’s little helpers, Taytin-Leigh and Tamera Wepener handed over gifts to the residents while members of the New Millennials enjoyed some good old fashioned conversations with their elders. Rowena Viljoen, Renske Hagg, Ruan Viljoen, Lauren Layzel and Francois van Schalkwyk ensured that every one of the residents’ needs were properly seen to before departing to their next stop at Pioniers Retirement Village in Boundary Street. The look of appreciation on every face,

Santa visits the local crèche Lesedi crèche, next to Thusanang outside Haenertsburg, held its Christmas party for some 35 children last Thursday. Rotarian Stuart Miller donned the traditional red suit with accompanying white moustache and long beard. The children sang to Santa, some

individually and others in duos. Each little one then came forward to get a Christmas gift from Santa. Teachers, workers, Thusanang Head and staff, as well as Haenertsburg Rotarians looked on. The afternoon ended with popcorn and cupcakes for the children.

Unicorns honour their top achievers At Unicorn they believe in celebrating all achievements and honour excellence. The final prize-giving for all pupils who achieved the highest levels in culture and sport was held on Tuesday, the 4th of December. An opportunity exists for a Kitchen Supervisor to join the staff at Stanford Lake College, located in Magoebaskloof, Limpopo. Responsibilities: To control and supervise the running of our kitchen, ensuring that the preparation of the food complies with the required standards and dietary requirements. Overall management of the kitchen and kitchen staff. Responsible for the production of meals and special diets, assisting in the kitchen operations before, during and after the service of meals. Ensure excellent quality standards and maintaining of hygiene and safety practices. Stock control. Requirements: • Catering qualification with proven work experience in the hospitality industry. • Knowledge of volume food production – advantageous. • Knowledge of stock issues and costing. • Good communication skills with the ability to speak, read, write and speak English. • Own reliable transport.

The Bursar position is a full-time position at Stanford Lake College. The position is a Governing Body appointment and reports to the Headmaster and the Governing Body. The successful candidate will be responsible for: • All financial functions of the school including management of the financial affairs and all accounting duties in order to achieve targets, expenditure control and strategic objectives • Management of the bursary and scholarship programmes and investment portfolios • Insurance and risk management • Management of external contracts and on campus project management. • Direction of procedures for purchasing to provide materials, equipment and services needed for the school to function economically but with due regard to quality. • Human resource matters • Supervision, management and development of non-academic staff including the finance staff, estates manager, upkeep of buildings and grounds, transport division, non-academic computing operations and catering services. • Overseeing the financial operation of the school shop. • To oversee and manage the Financial strategic planning in conjunction with the Board of Trustees. The requirements and competencies for this vacancy are: Education and experience: • A minimum of a B.Com Degree or equivalent (3 years study), preferably with a major in Accounting and Financial Management. • At least 10 years’ experience in a financial manager/accountant role, or as a Bursar/Assistant Bursar at an Independent School. • A CA(SA) qualifications would be a distinct advantage Technical competencies: • Knowledge and experience in Pastel Accounting and Payroll will be an advantage. • Excellent knowledge of accounting and financial management principles including financial systems, financial reporting and compliance. • Broad Business competencies. Generic competencies: • A self-starter with strong organisational and administrative skills. • Be a role model of good leadership and build a highly motivated and productive team with the ability to work under pressure, with precision. • Well-developed management, interpersonal and communication skills. • Hands-on person with a high level problem solving and conceptual reasoning skills. The Tzaneen swimming sensation Ruan Hanaczek-Kruger has astonished his supporters, coaches and critics by smashing through the competition at the South African Schools Swimming Championships held in Gauteng at Ellispark. Ruan won a gold medal in the 50m Breaststroke, 100m Breaststroke, the 200m Individual Medley and as part of the relay teams. He will now be preparing mentally for his big event later today (Thursday) which is the 100m Butterfly event. Ruan is the top seed for this event and should he repeat his golden performance would certainly be in the running for the prestigious Victor Ludorum. We spoke to his parents, Heidi and Bossie who are currently in Jeffrey’s Bay. “We are so proud we find it hard to speak without becoming emotional.” Follow us on Facebook for updates on Ruan’s performances.
