A cigarette butt nearly rid Tzaneen of the festering eyesore that is the derelict Letaba Boulevard building this week. On Tuesday morning a thick cloud bellowed out from the Boulevard steeple, covering the famous Coke bottle in a blanket of brownish smoke. Passing motorists raised the alarm and soon the area was crawling with firefighters and private security officers. The firefighters extinguished the fire before any real damage was caused. Though this may appear an insignificant event, it is what transpired during and after the fact that is cause for extreme concern. So too the history behind this building. Much has been speculated over the future of the Letaba Boulevard. Shamira Rinderknecht, the controversial businesswoman who owns the property, also owns the Hans Merensky Estate in Phalaborwa. She is currently embroiled in a legal battle where she faces a number of charges of contravening the National Environmental Management Waste Act no 59 of 2008 related to irregularities at Hans Merensky Hotel and Leisure. Her co-accused in this matter is her legal advisor, Cornelius Langenhoven. The Letaba Boulevard building just sits there, in the middle of the Greater Tzaneen Municipality’s town, in fact the municipal offices are situated a kilometre further up the road. For the last decade that building has been left to deteriorate to the point where today, it is nothing less than a serious health and safety risk. There were plans in the making for a R50 million revamp and return it to its former glory back in 2016, but those too proved to be nothing but empty promises as construction never started. Rinderknecht appointed Level Heads asset managers out of Gauteng to run the project, but we have since not heard a word from them again after they pulled out - it is speculated that the developers were frightened off when they discovered that their client was under business rescue. During the fire scare this week, Bulletin accompanied the firefighters into the structure and what we saw was both disgusting and absolutely frightening. There are occupants inside the building which include shop owners and business offices and from what we saw, people living in this building most likely illegally. The shop owners allegedly pay rent for their retail space too, and there is a security office on the top floor with two security guards on duty. At the time of the fire none of the occupants were even aware that the building they occupy was on fire. There is no evacuation plan and every firehose on every floor of this building has long since been stolen. Electrical cabling webs criss-cross the ceilings and hang in contravention of the building regulations act between the various levels of the three story building. Most of the office windows are covered in newspapers rather than blinds or curtaining. The elevators are all out of order and plumbing connections which visibly contravene regulations can be seen on every floor. The building reeks of human faeces and urine. There is no visible sanitation service and no cleaners. One would be hard tasked to walk more than a metre without coming across a used condom, empty liquor bottles and a pile of human waste. Ninety percent of the retail space in this building stand vacant and unlocked. Vagrants visibly occupy this structure and evidence of their presence is noticeable through the various sleeping hovels and makeshift toilets scattered all around the first floor. Heaps of rubbish crowd every corner and stairwell and there is not one dustbin in sight anywhere. Who accepts the rent? Nobody knows. At least none of the shop owners who we asked were willing to talk. “We only know that we talk to a guy named Sam,” said one shopkeeper. When I asked her how much rent she paid, she laughed and said she doesn’t know. When I asked her for Sam’s contact details she asked for mine and said she would ask Sam to call me back.

ABOVE AND BELOW: These images show the inside of the Letaba Boulevard building as it has been since the last five years. The damage that you see in these images may appear as though it was caused by the fire, yet this is not the case. This is simply the accepted state of the building. The fire was extinguished before it could cause any damage. Photos: Joe Dreyer
The biggest office in the building is occupied by the Limpopo Department of Agriculture and Rural Development. They have a corner office situated on the third floor of this building. Here too, nobody could tell me who they pay rent to. Inside this office there is a security guard. He does not work for the Department, but is employed by Giyani-based Gunuza Security Trading Enterprise. The office number provided for Gunuza, 015 814 0163, does not exist and we finally managed to contact Cliff Xlungwani on one of the three cell phone numbers on the company’s visitor’s book. Xlungwani told us that his company is contracted to the Department of Agriculture and only looks after their interests, not the entire building. We have contacted the Limpopo Department of Agriculture and Rural Development in the hopes of establishing who it is that they pay their monthly rent to, but at the time of going to print we had not received this information. Health Inspections? According to our knowledge there have been no health inspections conducted at Letaba Boulevard by any of the four inspectors supposedly employed by the GTM. In 2016 Bulletin ran an article on the state of the parking lot at Letaba Boulevard where the hawkers slaughter chickens on the pavement. We asked Neville Ndlala, spokesperson for the GTM, whether regular inspections by their health inspectors were being done here and why the situation was not being rectified. “We have inspectors visiting the area on a regular basis to ensure that there is compliance, I also joined the health inspector there today (11 October 2016) to assess the situation. We have also detected that they slaughter chickens onsite which

is prohibited and they have been warned to stop and anyone who commit the offence will be issued with a spot fine,” he said at the time. “We have also observed the outlook of the area in general and we will be meeting with relevant internal stakeholders to address the situation, already there are ideas.” This statement by Ndlala three years ago affirms that despite the GTM being fully aware of the state of the property and the building, nothing has been done to sort this out. We again asked the GTM this week, whether inspections are being conducted and at the time of going to print we had received no response. What does the MM say? The municipal manager of the GTM, Thapelo Matlala, contacted Bulletin shortly after the fire on Tuesday morning after having seen the live video of the event on our Facebook page. We met at the site an hour after the incident and took a walk through the property. Matlala was visibly shocked at what we showed him and in fact was reluctant to walk up the stairs to inspect the second and third levels of the structure after what we showed him on the ground floor. He was surprised that the building had electricity supply. “I am going to call an urgent meeting around this place, it cannot be allowed to go on like this.” At the time of going to print we received reliable information that Matlala was entering into a meeting with the owners of the building (or perhaps representatives of the owners of the building) on Wednesday morning (yesterday). We have no detail to confirm this, nor have we received any word on what, if anything, was discussed. Foto deur: Willie & Mariette Source: www.dwa.gov.za Information updated: 19/08/2019

Fire brigade - No fire truck, no equipment, no money
CALLING FOR NOMINATIONS CLOSING DATE: 30 AUGUST 2019
Joe Dreyer
Tzaneen’s fire department currently has no fire truck available to respond to emergencies. The Mopani District Emergency Services (Tzaneen fire station) have been without two of their big tankers since May this year. This is because these trucks were booked in at two service providers for maintenance and repairs, but the bills have not been settled. Perhaps more alarming is the fact that none of the firefighters who operate the Tzaneen Fire Station are equipped with the correct personal protective equipment and lack even the basics such as headlamps and torches. The fire station in Tzaneen can currently not respond to any chemical or hazardous materials fire as they don’t have the protective gear including clothing, to do so. This despite R2 million having been budgeted and approved solely for the purpose of procuring regulatory safety wear and firefighting equipment. Currently the Tzaneen fire station operates seven firefighters and three senior management staff per shift. The only vehicles they have at their disposal is the new fleet of bakkies which the MDM procured last year. These bakkies however, are not equipped to handle large fires as the hoses they carry are not much larger than basic garden hoses. It is nothing new however, as Bulletin has reported on this issue numerous times in the past three years and still it has not been rectified. We also know that firefighters have started a pool among themselves in which they each deposit money for in case of an emergency such as a burst tyre, which they will then have to fix themselves, at their own costs. Bulletin addressed these issues with the acting municipal manager of the Mopani District Municipality (MDM), Quiet Kgatla. In an email he responded by admitting that the two large fire trucks were currently at the service providers and that he would work on having payment made before the end of business on the 21st of August this week. Spokesperson for the MDM, Witness Tiva, said that one of the fire trucks experienced a break down on the 17th of May
this year and was towed to BB Motors in Tzaneen for repairs. According to him a quote was received and an order for the repairs was issued to BB Motors on the 14th of June. “This vehicle has been repaired and we can offer the assurance that payment will be effected by the close of business today (21st of August). This is very strange to us as this is not the usual manner in which these transactions are conducted. It cannot be allowed to happen again and we have launched an internal investigation into this matter,” Tiva stated. The second truck was taken to a service provider, Mercurius Motors, in Polokwane on the 17th of May for scheduled maintenance. Quotations were received from Mercurius on the 16th of July and the MDM submitted the order for the job on the 26th of July. Tiva said that once the work on the vehicle has been concluded, the municipality will make payment. Regarding the appalling situation around the lack of regulation equipment and protective clothing, Tiva stated that the delay in the provision of this equipment was due to the municipality’s centralization of the procurement process. He confirmed the R2 million figure and stated that it has been approved and the procurement process started. Supply to the Tzaneen fire station is set to commence soon. “The delay was on our side, but we have now sorted out the procurement process which will now be managed through our head office. The processes will now be sped up to ensure that the backlog is addressed and we can start delivering the much needed supplies to our emergency services. The MDM is also working closely with our unions and we have engaged them on the matter of the PPE. We have also lodged an internal investigation and we thank the Bulletin for exposing these irregularities through their reportage. We are confident that these matters will be resolved timeously.” Bulletin will stay in touch with the MDM and ensure that the relevant parties are held accountable for this disgusting state of affairs. At the time of going to print on the 21st of August, we had no confirmation that the fire truck had been returned to the Tzaneen fire station.

Ek was oortuig dat my huis vanaand my kis sou word.” Students in shock after bus crash

A bus overturned on the R36 between Tzaneen and Nkowankowa late Monday afternoon this week. The bus was transporting students from the Tzaneng Combined School to Mokgolobotho village when the driver lost control of the vehicle and it overturned as it rounded a bend in the road near the old MacDonald’s road stall. On board the bus were 50 students of the school which is situated on the property of Westfalia in Modjadjiskloof. Of these students, 21 were injured, though none serious. The bus driver was also injured in the accident and is still in hospital. Bulletin arrived onsite roughly 10 minutes before the first ambulances and noticed children were climbing out of the overturned vehicle. First responders to the scene were tending to the injured and all around could be heard the sounds of agony as the visibly shocked students cried in pain. “I don’t know why this happened but I am so very scared,” cried one of the learners on scene. “I was still talking with my friends and the next moment we were falling around as the bus overturned.” The critical bus driver and injured children were transported to Van Velden and Letaba hospitals. It is not certain what has caused the accident. It was confirmed however that there were no other vehicles involved, nor were there any fatalities. The bus belongs to Mr Ramotwala who owns PJ Twala’s Bus Services. When we spoke to him on Wednesday morning he explained that the cause of the accident is still unknown as the driver was unable to explain what exactly happened. “My driver is still in hospital and I am visiting him again today. He was very confused when we spoke so I do not know at this stage exactly what caused this vehicle to overturn. I am just so very thankful that none of these young children were seriously injured in the process.” Afternoon traffic heading from Tzaneen towards Nkowankowa was redirected by traffic personnel whilst the accident scene was cleared. The Limpopo SAPS have confirmed that the police are investigating a case of reckless and negligent driving.

Matthys Roets vermaak plaaslike aanhangers ■
As ek buite die kar is dink mense ek wil inklim, of as ek reeds in die kar is wil mense graag

The key to Letaba Locksmiths’ success ■
Roelof de Jonge
Letaba Locksmiths would like to extend a grateful thank you to Tzaneen as well as surrounding areas for their continuous support. This has led the business to grow from strength to strength with more than 23 years being established in the market. Dale de Lange bought the business in 1996 and with the public’s support Letaba Locksmiths has managed to expand its lock smith service in various areas. These areas range from the sale of locksmith related products through to the specialized locksmith trade like the opening of vehicles or even safes. Furthermore, Letaba Locksmiths offer services in car key programming, repairs to car keys as well as duplicates at very competitive prices. When De Lange took over in 1996, Letaba Locksmiths conducted its business from the boulevard at the Tzaneen Hotel building (now Absa). Letaba Locksmiths later moved to the Sanlam centre (now Tzaneen Crossing). In 2001 Letaba Locksmiths moved its business to 10 Skirving Street (behind Letaba Dry Cleaners) and customers can still find the friendly team there, ready to assist them with their locksmith needs. Letaba Locksmiths is proud to announce that they have after many years finally been able to extend into the number plate market. Number
plates are made on site, and if any doubts may arise as to the legality of it, Letaba Locksmiths will be more than happy to show customers the permits and certificates obtained for issuing and producing number plates. “This is a compatible, capable team of people that carry service delivery very close to heart. Letaba Locksmiths operates with a family atmosphere and this is prevalent in our store as our employees understand what humble beginnings are. The success of the business relies on the commitment of our staff from ground level up to management”, said de Lange. Because of the gratitude Letaba Locksmiths has towards the community of Tzaneen and its surrounding areas, they have decided to supply number plates at a reduced price until the end of 2019, in order to give back to the community. “Not only are we cutting the price if customers purchase number plates from Letaba Lock Smiths, we will fit it for free”, said de Lange. Letaba Locksmiths is situated in 10 Skirving Street in Tzaneen behind Letaba Dry Cleaners. For more information regarding the services offered, customers can contact Letaba Locksmiths at 015 307 5999 or 015 307 4661 for after hour services or at 083 628 9244. Following last year’s event, the organisers brought route designer Hylton Turvey to Magoebaskloof to build two fantastic fast, flowing sections of single track that are available for all cyclists to use, and will be incorporated into this year’s routes. “A key focus for us is on supporting further development in Limpopo cycling. We are making this a reality through sponsorship of skills clinics by pro cyclist, Sarah Hill, as well as full sponsorship of six development riders from Turfloop to participate in this year’s Magoeba Trek”, said race director, Marc None. “We are very grateful to our sponsors, Insect Science, BF Petroleum Group, ZZ2, Miami Canners, Trophy Toyota, Talisman, Enduren Nutrition and Squirt Cycling Products.” The well-known sporting commentator, Gerald de Kok, will be taking on the role as the master of ceremonies. Rooi Fast 5 kampioene ■
Ben Vorster
Dié span was

Hierdie kampioenskap was by Korocreek se golfbaan op Modimolle beslis.

Annual Rojac Speech Competition at Merensky ■
Philip Ludick lewer ‘n bal af.
Dit het lopies gereën ■
Merensky

Merensky High School hosted the first round of the Rojac (Rotary Junior Ambassador’s Competition) English Speech competition on 13 August. The event was attended by five schools who could each enter one Grade 11 contestant to compete for the ultimate first prize: a study bursary sponsored by the Rotary foundation. Nichola Glazer from Merensky, Malaika Mohlaba from Stanford, Patrick Makumbo from Meridian, Thulile Rikhotso from St George’s College and René Thete from Ben Vorster all delivered speeches of a very high standard. The topic for the prepared speech was “Global warming” and the five contestants delivered interesting ideas and positivity about this heated topic. The first step of the very successful evening was a general knowledge test about South Africa, then the contestants had a chance to impress with their prepared speech. The following unprepared
Ann Luther (Rotary Haenertsburg), René Thete (Ben Vorster), Nichola Glazer (Merensky), Malaika Mohlaba (Stanford Lake College), Patrick Makumbo (Meridian College), Thulile Rikhotso (St. George’s College) & Gruschenka Boswell (Rotary Tzaneen).

speech included topics like ‘Fizzy drinks… good or bad?’; ‘My biggest concern for the future is…’ ‘Goals are good for you’ and ‘Who has been the most influential person in your life?’. A personal interview in front of the panel of seven judges (quite intimidating) concluded the competition. Judges Ann Luther (Haenertsburg Rotary), Gruschenka Boswell (Tzaneen Rotary) and one representative from each school reported that the scores were close and the standard of these enthusiastic Grade 11 learners’ speeches was high. The winner of the evening was Malaika Mohlaba from Stanford, who spiced her speeches with her beautiful singing voice. There will be two speakers going on to the next round at Curro Heuwelkruin on the 24th of August and the second contestant winning this opportunity was Nichola Glazer of Merensky High School. Congratulations to all, especially the two winners. The evening was surely a show-case for English speaking prowess!

‘n Senutergende Senter-stryd
Eldoraigne se Waldo Noeth, was.
