A firefighter of the Mopani District Municipality enters the Star Spares shop amid the flaming hell that consumed the entire structure within minutes on the evening of the 2nd of October.

One of Tzaneen town’s landmark buildings was completely raised to the ground on Wednesday evening, the 2nd of October. Bulletin has contacted the owners of the building who agreed to a full interview in next week’s edition once the investigations which are currently underway, have been formalized. In the meantime, we have spoken to the management of the Mopani District Fire Department in Tzaneen, who have issued us with an official statement briefly explaining the events on the night as they unfolded. According to Kobus Visser, Fire Chief of Tzaneen fire station, the first call of the fire came in at 21:33 that evening. The fire team was dispatched and left the station at exactly 21:36 which is within their six minute reactionary time frame. The response to the fire included eight firefighting vehicles and 14 personnel with support from the Modjadjiskloof fire station. The incident commander on the evening was the assistant chief fire officer, Vincent van der Westhuizen. According to the fire department, upon their arrival at the scene, they found that the building had already been fully engulfed. The strategy was then to fight the fire from the flanks of the structure which at the time had not yet been completely involved. “The Mopani District Municipality’s Fire and Rescue Services appreciates the assistance offered by the community of Tzaneen,” the media statement read. “An additional water tanker and other fire-fighting vehicles which offered support were much appreciated. However, the crowding on the scene by members of the public, people tampering with the fire hydrant on scene and people failing to follow the line of command and adhere to requests to move out of the way severely hampered firefighting efforts.” According to Van der Westhuizen, while the concern by the public and willingness to assist, is understandable and appreciated, civilians need to remember that running into a burning structure without the necessary training and protective gear is extremely dangerous. “We wish to advise members of the public that the correct approach is to report to the overall incident commander at the scene and follow

instructions given. This ensures a coordinated approach which supports fire-fighting efforts and prevents lives being placed at risk. Structural fires are extremely dangerous and the approach in dealing with these fires differs from the approach taken in respect of grass fires.” Bulletin was present on the night in question and witnessed hordes of people running into the burning building to evacuate furniture and valuables without a second though to their own safety or the fact that the building could very well collapse on top of them. One lady came running out with a cheesecake. There have been many rumours doing the rounds the last week regarding the cause of the fire and at this stage none of them have been officially confirmed or denied. One source alleged that the fire could have been caused by an intruder who had tried to gain access to the building through the roof. This allegedly caused electrical cabling to set alight near the computer server which set the chain of events into action. Our source based this statement on the allegation that a month before the incident, Star Spares had allegedly reported an attempted break in on the premises. It is further alleged that one of the other businesses bordering the premises also had their alarm set off on the same evening as the fire. However, this has by no means been confirmed yet. The investigations into the cause of the fire are underway and the findings will determine the exact cause. These details will be furnished to the media in due course. In the meantime the Caroto family wants the public to know that they will be conducting their Husqvarna (the forestry side of their business) as usual from a temporary residence at their neighbours, Tzaneen Swaarvoertuie, who have opened their doors to accommodate them. Ruan Caroto has expressed his family’s gratitude towards their neighbours for this gesture and ensured Bulletin that they will soon have their parts section up and running as well. For any business related inquiries contact Star Spares on their new temporary number 015 880 0315 or 076 421 6734. Be sure to get your copy of Far North Bulletin next week for an exclusive interview with the Caroto’s and an in-depth look at the investigation into the fire.

Though investigations are still ongoing, it would appear as though the fire could have started at the back of spares divison.

The following day all that remained of the Star Spares landmark building was a smouldering husk. Photos: Joe Dreyer

Nasionale veiligheidspatrollie wéér ‘n sukses ■

Joe Dreyer

‘Poolgate’ continues ■

Tzaneen’s municipal swimming pool is still closed to the public as the region enters summer. This is an old story which the community has become accustomed to over the years due to the municipality’s apparent ineptitude and inability to manage a facility meant to provide its residents with a welcome reprieve from the scorching bushveld sun. In the last two years Bulletin ran a series of exclusive investigations into the appointment of Vikhram Singh as the new swimming pool boss despite him being fired from the Buffalo City Municipality after it was discovered that he was pocketing the entrance money. In January 2016 we reported on the GTM’s laughable appointment of lifeguards who couldn’t swim and the R20 000 spent to procure training for these lifeguards (including a crash course in swimming) from coaches out of the Ethekwini municipality in Durban. This was despite a local coach having offered to conduct training of lifeguards for free as a service to the GTM – an offer which was declined by current speaker and former

mayor, Dikeledi Mmetle. In the meantime, Singh has left the employ of the GTM – without the municipality announcing a single word about his departure or his replacement. The problem now, according to GTM spokesperson Neville Ndlala, is payment to enter the facility. “We are dealing with new ticket sales arrangements, our risk unit has raised a concern about the manner in which tickets are sold,” he said. “People can in the meantime buy tickets at the Civic Centre and they can swim, the pool is not closed to the public, it’s closed on Mondays and Tuesdays for maintenance purposes. And yes, we do have a lifeguard.” For reasons unbeknown to this writer, the departure of Singh was never announced, nor the appointment of George Pitso Moruledi on the 1st of October 2018. At the time of going to print we had received no information on who this person is, where he comes from or what his qualifications are. We have issued a more specific inquiry to Ndlala and we hope to have more information in next week’s edition.

Your area’s crime stats 2018 vs 2019

Haenertsburg

Total Crime

Total Crime

The national crime statistics were released by the SAPS in cooperation with Stats SA in September. There were some changes in the reporting however, which could be cause for confusion. Of the 21 crime categories which make up the statistics, 17 are crimes reported by community members and four are a result of direct police activity (investigations, roadblocks, raids etc).

to note the high rise in rape crime in specifically Tzaneen’s sector. Following the release of the National Crime Statistics on Thursday 12 September 2019 in Cape Town, the Provincial SAPS Commissioner of Limpopo, Lt Gen Nneke Ledwaba on Tuesday, the 8th of October, presented the 2018/2019 Provincial Crime Statistics. The event was held at Seshego Police station. Contact crimes (crimes against people) have illustrated an increase of 0.3%, sexual offences have increased by 5.1%, assault with the intent to inflict grievous bodily harm (GBH) with 0.9% and common robbery with 2.4 %. This is despite the decrease of 5.7% in attempted murder, 1.2 % in common assault and 0.6% in robbery with aggravating circumstances. Rape, Contact Sexual Offence, Attempted Sexual Offence and Contact Sexual Offences remain a concern in the province which have illustrated an increases of 6.1%, 12.7 %, 05 % and 5.1% respectively. Sexual assaults have showed a decrease of 3.6 %. The commissioner said that the statistics have shown a “satisfactory decrease in property related crimes” with a 6.0% decrease in burglary at non-residential premises, 15.9% in theft of motor vehicle and motorcycle, 4.2 % in theft out or from motor vehicle and a 0.9% decrease in stock theft. He said that there is still a “challenge” in other categories which showed an increase of 9.6 % in theft out of motor vehicle and 2.0 % and in burglary at residential premises. Responding to the media after the presentation, the Commissioner declared that the police in this province have already commenced with the implementation of plans to reverse the upward trends in identified crime categories. The General urged stock owners to comply with the existing trend and brand their livestock.

A total of 2.01 million crimes were recorded in 2019 which is a drop down from the 2.09 million recorded last year. This points to a significant decline of 22% in the number of crimes detected as a result of police action. The police claim that the reason for the major drop in the number of crimes detected through police action was due to the country’s new position on the private use of cannabis, which resulted in far fewer arrests in this category. When one looks at the crimes which showed significant increases, it becomes apparent that the average dagga user was a softer target (easier to arrest and up those positive numbers) than a rapist, hijacker, armed robber or arsonist. In total, commercial crime was up 14%, Arson up 5.5%, Sexual offences up 4.6%, attempted murder up 4.1%, common assault up 3.7% and murder up 3.4% nationwide. On the bright side, cash in transit heists were down by 23.1% and drug-related crime down 28.1% allegedly. As is the case every year, Bulletin has taken a look at the crimes for the Haenertsburg, Tzaneen, Letsitele and Phalaborwa areas and compared these to the last year’s statistics. It is absolutely shocking

Renowned scrapbook tutors attract many fans ■ Roelof de Jonge

Local scrapbooking enthusiasts and a far as Polokwane, Hoedspruit and White River gathered for a rare occasion on Saturday the 5th of October. Aside from the national scrapbook gatherings once a year in February, Saturday’s scrapbooking course is held about every second year. After many hours of pleading and organising, the organisers managed to lure scrapbooking tutors Erin Bruton from Port Elizabeth and Jenny Heaslip, a world renowned scrap booker from Australia, to present a course on the latest trends and trades to the local scrap bookers. All the pleading and persistence paid off as the organisers managed to attract just over 50 persons to attend the scrapbook course.
