There is never funds available for maintenance and the most she has mustered in recent months was a visit to the Letaba Hospital after a doctor was shot by an intruder in July this year. What is her department spending money on? There is a serious shortage of staff and pharmaceutical supplies in the government hospitals and clinics, and the state of the various institutions speak volumes about the last time they were maintained. The Inkatha Freedom Party (IFP) kick started their local government election blitz by visiting Tzaneen on Saturday in an “Outreach Programme” to prepare the party for the 2021 local government elections. After hosting in-house meetings with stakeholders, the entourage hit the Tzaneen taxi rank where people were provided with T-shirts as part of promoting the organisation. The newly elected President Velenkosi Hlabisa, said the IFP since its inception, has membership across the colour line and are determined in their resolution to expand its footprint to take the organisation to all the provinces. “And we had identified the areas where we are going to have structures and branches as we are busy mobilising for the local government elections.” After his election as new president of the party, Hlabisa said that he would revive the good understanding the IFP had with the ANC dating back to 1975. “People told us that the government failed them several times and now they want an alternative. We are here in the province until Sunday and we are going to visit each province twice a year and make our party the voice of reason because we have realised that people want the party. We want to establish trust within the people and make sure we are represented in all spheres of government.” He further stated that during their journey to Sekhukhune they will aim to strengthen the branches that had already been formed. “In the upcoming local election we want to have warm bodies in each and every municipality. It could be in the form of ward or proportional councillors as long as the party is represented, we will be all right.” He said most of the problems they encounter from the people in the province are related to water shortages, corruption, dilapidated infrastructure and sexual violence. All of this while the four who escaped from Hoedspruit two weeks ago, have still not been rearrested. This time, instead of the awaiting trail prisoners escaping through a hole in the ceiling of the exercise yard or a hole in their cells, they “allegedly escaped during their daily activities” police said. SAPS Provincial Commissioner Lt Gen Nneke Ledwaba has assembled a team of investigators led by the Deputy Provincial Commissioner responsible for Crime Detection, Major General Samuel Manala to conduct intensive investigations into a spate of escapes that took place at a number of police stations in Limpopo. The latest awaiting trial prisoners who managed to pull a Houdini on authorities are Christopher Langa (22) who faces a charge of Burglary Residential committed around Tinmyn, Tshurai Fabiano (22) facing a charge of Theft General committed around Naboomspruit, Mahlatsi Lucky Setumula (21) facing two counts of rape committed around Tinmyn, Awanda Goandepi (21) facing a charge of rape commit-
ted around Tinmyn, Victor Dube (31) facing a charge of Contravention of Illegal Immigration Act as well pointing of firearm and assault GBH committed around Tinmyn and Simbarashe Ngwenzi (27) who faces a charge of Contravention of Illegal Immigration Act. Matlala hits back in fight for MM office at GTM ■

The gloves came off this week as the battle between the GTM and its Municipal Manager, Thapelo Matlala, enters its third round. In a shocking move, the GTM last week, placed Matlala on provisional suspension pending what it called “an investigation” into the reasons two tenders awarded to a contractor by the name of Tsiamiso, for two roads projects were cancelled. The two tenders were cancelled by Matlala after he discovered that the contractor had misrepresented on the Bill of Quantities which gave it the upper hand in the tendering process and ultimately ensured the awarding of the tender. These misrepresentations were discovered after the contractor insisted on further payment of R38 million in order to complete the Mulati Access Road and Codesa to Hani Street Projects. Acting in his capacity as the Municipal Manager in charge of administration, and after having sought legal advice on the way forward, Matlala gave instructions for a High Court application to be launched on the 19th of August 2019 in the Limpopo Division, Polokwane under case number 5267/2019. In that application, the GTM sought orders against Tshiamiso to declare the awarding of the tenders to be unlawful and to set aside the agreements, and certain consequential relief relating to payments that may be appropriate as most of the work on the projects had already been completed. On the 1st of November 2019 Tshiamiso served its answering affidavit, as well as a notice of counter-application, in the High Court proceedings. In its answering affidavit Tshiamiso admits that there were, what it refers to as “inadvertent casting errors” in the figures entered in its tender bid documents, and that these figures misled the municipality into awarding the tenders. They also further stated that if the correct figures had been entered in their bid, the tenders would not have been awarded to it, and that Tshiamiso “has no defence to the relief that both the Mulati and Codesa tenders be declared constitutionally invalid and are set aside”. It states, however, that it opposes the High Court application only to the extent that it contends that there should be a differently formulated order to the one sought by the municipality in relation to just and equitable relief (essentially relating to
payments) flowing from the declaration of constitutional invalidity. At the time of going to print, the High Court application was still pending and the issue yet to be determined, is what, if any amounts may be payable by the GTM to Tshiamiso for work already completed or payable by Tshiamiso to the municipality for inflation of prices. Thapelo Matlala saved the Greater Tzaneen Municipality and its rate payers R38 427 976.01 by taking himself and the GTM to court to overturn their own decision. Because of this he has been suspended without any rhyme or reason and is now left to fight to get his job back. It is to this end that he lodged an urgent application at the Labour Court in Johannesburg last week to force the GTM to reinstate him with immediate effect. In his application to the court Matlala contends that his suspension was unlawful as it breaches of both his contract of employment and the relevant regulations applicable to precautionary suspension of Municipal Managers. Both his employment contract and the relevant regulations provide that a Municipality may suspend its Municipal Manager where he or she is alleged to have committed a serious offence and the employer believes his or her presence at the workplace might jeopardize any investigation into the alleged misconduct or endanger the wellbeing or safety of any person or Municipal property. “In the present case, the Municipality has not made any such allegation – and has no ground for any such allegation. It has not alleged that I have committed any offence – let alone a serious offence. Nor has it expressed or come to the belief – nor, objectively, does it have reason to believe that my presence at the workplace would have any of the dangerous effects referred to above,” Matlala said. “I have nothing to hide. On the contrary, I am satisfied that I have acted responsibly and correctly in taking the necessary action, including the launching of the High Court application, and stopping exorbitant payments to Tshiamiso and recovery of what may be owing.” Matlala goes on to highlight the urgency of his application to be reinstated and places emphasis on his fears of prejudice by the municipality. “The suspension is highly prejudicial to me. It seriously affects my professional reputation as one who has spent almost my entire career in local

The SAPS in Gilead outside Mahwelereng have in the early hours of the 15th of November at about 02:00 that morning, recovered nine goats suspected to be stolen around the Hlogo ya Nku and Seirapiies villages. The Police were patrolling when they spotted a suspicious white Nissan Santra motor vehicle and immediately gave chase. During the process, two suspects managed to climb out of the vehicle and disappeared into the nearby bushes. Upon further investigations nine goats were found stashed inside the boot. The Police are on the lookout for the suspects and anyone with information that can lead to

The Police in this Province are determined to put a stop in the illegal trading of livestock and the illicit market of selling meat from stock thieves. The stock owners of these recovered goats are unknown at this stage. The goats were impounded at the Mokopane SPCA. Members of the community who have missing livestock are advised to go to Mokopane for identification and should be in possession of proper documentation. Police investigations are still continuing. The question on everyone’s lips is however “how on Earth did they fit nine live goats into a small sedan’s boot?”

I believe that the decision may have been taken to suspend me for ulterior purposes on the part of at least some of the Councillors. I believe that they are too closely aligned to the contractor Tshiamiso and want to protect its interests, rather than those of the Municipality, in relation to the High Court application and generally. This could lead to compromising the Municipality’s claims against that entity, to the serious prejudice of the Municipality, which is facing extremely serious financial difficulties, and in any event is accountable for proper financial administration to protect its interests and assets, and avoid fruitless and wasteful expenditure.
I, as the duly appointed Municipal Manager and Accounting officer for the Municipality, am vested with that responsibility.” **Editor’s comment: In laymen’s terms the municipal manager has been placed on suspension by council after he refused to pay an extra R38 million to the contractor in order to finish projects as per the tenders he was awarded. He was then suspended and in his place, council appointed the Chief Financial Officer, Palesa Makhubela, as acting municipal manager. This is the same woman whose name appears on most of the documents related to investments made by the Makhado Municipality into the VBS bank during her time as CFO there. Now, at the time of writing this article, the GTM have still not offered any clarity into what exactly it is that the MM did wrong to warrant his suspension. Nor have they actually said what exactly it is that they are investigating. The only motivation for the “investigation” is the laughable statement they made in their notice to the MM stating that “Council seek more scientific information”. As usual, the GTM have decided to remain mum.

Horror crash claims 9 Hikers, taxis or hawkers? ■ Joe Dreyer
Taxi drivers in Tzaneen have taken the law into their own hands and absolutely nothing is being done by the Greater Tzaneen Municipality’s Traffic Department. The taxi drivers have started a terror campaign in the streets leading to the exits of town which has now spread to the R71 highway. It is reported that the drivers have taken up position on the corner of the R71 and Danie Joubert Street from where they keep a vigil over the area for the purposes of deterring hitchhikers. According to a source within the local taxi industry, the taxi drivers intimidate the hitch hikers and attack any motorist who dares stop to offer them a lift. According to the source, these drivers feel that they are losing an income to the hitchhikers who would rather pay a stranger in a vehicle to drop them off at home than use available public transport. “Why don’t they pay us to take them to where they want to go? We are taxi drivers and we know the areas and the routes. These people don’t know who it is that stops to give them a lift in the afternoons.” Bulletin has sent an inquiry to the Provincial
■ Joe Dreyer The nine people who died in a motor vehicle accident outside Hoedspruit along the R531 road towards Swadini on Saturday afternoon, have been positively identified as follows: Constance Makhubele (46), Tumisho Maebe (28), Moses Ngwako Kgohloane (23), Magagula Mandla (31), Prudence Mahowa (23), Lesley Thete (30), Release Sandile Mathebula (23), Anthel Mathebula (24) and Samuel Manyama (32). They were from Acornhoek, Nelspruit and Lenyenye. The SAPS in Hoedspruit outside Phalaborwa are still investigating a case of culpable homicide in which these nine people died following a head on collision involving two motor vehicles along the R531 road towards Swadini. The accident happened on the 16th of November at around 16:00.
It is alleged that a Toyota bakkie 4x4 single cab travelling from Swadini collided head-on with a Toyota Avanza travelling from the direction of Hoespruit. During this collision, eight people died instantly, two were transported to hospital for medical treatment. One of them later succumbed to the injuries. Members of the Endangered Species Unit of the SAPS were also summoned to the scene after the discovery of a consignment of buckets full of snake skins, dried star fish, dried crabs and a lot other marine dead animals. They were apparently carried in the back of the bakkie. Investigations into their origin are unfolding. At the time of going to print it was not clear what caused the accident or where the endangerd creatures were coming from or being transported to. It is also not known in which vehicle they were being transported.

In the meantime the debate over social media has heated up with many members of the Tzaneen, Lenyenye and Nkowankowa areas, expressing their concern over the manner in which the taxi drivers conduct their business. “These guys are arrogant and they think they can do whatever they like,” said one commentator. “If you are going to throw stones at my car, I will stop and point you with a firearm while I smash all the windows on your taxi,” said another. Others feel divided on the matter as the hitchhikers on the R71 have also become a nuisance and somewhat of a safety risk, especially in the afternoons when the sheer number of hikers prevents adequate visibility to motoriste entering the R71 from Voortrekker Road. LIMPOPO PROVINCE, MOPANI DISTRICT, GREATER LETABA MUNICIPALITY The South African National Road Agency SOC Ltd (SANRAL) advises travellers and residents in and around the Ga-Sekgopo area, the surrounding farms and road users travelling along the Road R81 Section 1 between Polokwane and Giyani or passing to and from Modjadjiskloof towards Polokwane of the roadworks now underway for a period of 18 Months starting in August 2019 until February 2021. Residents and Road users are advised that: • The above-mentioned completion date may change due to unforeseen circumstances. • Two-way traffic flow will be maintained throughout this construction duration between Kilometre mark (Km) 61.2 and Km 66.2, and between Km 67.4 and Km 71. 2, hence motorists urged to drive with caution along these sections of the road. • One-way traffic flow with 24 hour STOP/GO traffic control will however be encountered between Km 66.20 and Km 67.4 due to the improvements to an existing bridge and the half width construction of a new bridge across the Middle Letaba River respectively. As a result of this, speed limits of up to 30km/hr will be implemented along this particular section of the road. This will lead to travel time delays within that section of the road both during the day and at night. Travellers are advised to be patient and exercise extreme caution when travelling along this particular section of the road. This isa work zone area and there are workers present whose safety is of paramount importance. • Appropriate signage will be in place and all road users are requested and advised to take note of the signage displayed over this period. • Blasting works are also scheduled to take place along the mountain pass section of the road. During blasting, the road will be closed for a duration of time due to safety implications. Granny’s Grumbles - THE GREATERMANS INCIDENT
The story I am about to tell is, in all probability, not believable. Ex Rhodesians will find it easier to believe as Rhodesian government officials did not even look like world leaders. Most of them were farmers or very average Joes. The reason I am telling you this is because we have become used to our local politicians not
moving without a contingent of bodyguards. Even the Phalaborwa mayor felt constrained to have four armed policeman flanking him when he received a letter of complaint from some protest marchers who were mainly housewives and pensioners. Anyway, I digress. The year was 1962 and Winston Field was then the Prime Minister of Rhodesia. My (first) husband and I had just moved to Sinoia and were having a problem finding accommodation. Since I was eight months pregnant at the time it was decided that I should go and stay with my mother who lived in Salisbury until after the birth – my husband would come from Sinoia at weekends to see me. As luck would have it I went into labour in the early hours of a Saturday morning while my husband was there and we left for the Lady Chancellor Nursing Home. Now my husband did not know Salisbury at all and this nursing home was actually quite difficult to find for anybody not familiar with the avenues so I had to explain exactly how to get there. The baby was born just before visiting hours in the afternoon and my mother and husband came to visit. Evening visits were for husbands only and my mother assured me that she would make sure that my better half did not celebrate too much when they returned home. This was due to the fact that numerous friends and rela-
tives had already been “wetting the baby’s head” as it was known in those days. The evening visiting hour came and went – no sign of my husband. I was furious No cell phones then – no chance of me sending a scathing message and I stewed over what I was going to say to him when he eventually arrived the following afternoon with my mother. I did not get a chance to say a word – my mother said she had an amazing story to tell me. In a nutshell it was as follows:Upon arriving home after the afternoon visiting hour, the entire family had started a rather merry party, but remembering her promise my mother poured more than a few cups of black coffee down my husband’s throat before sending him on his way for the evening visit. My dear husband realised that he had been sent off well in advance of seven o’clock so when he got close to what he assumed was his destination and saw a beer garden which he knew was frequented by a lot of out-of-town famers he decided (in his own words) to just pop in and see if any of his acquaintances were there so he could share his news with them. I never did find out whether any acquaintances were there but he realised (when he was already nine sheets to the wind) that he was supposed to be visiting me. He had forgotten how to get to the Lady Chancellor, but after travelling aimlessly through the avenues for some time suddenly saw an entrance pillar with
Chancellor House emblazoned on it. There was a security guard standing next to the boom so hapless hubby asked him to lift the boom as his wife was inside. The guard obligingly lifted the boom and in goes hubby and bangs on the door, which is opened by Winston Field who realises that his visitor does not know where he is and is more than a little inebriated. After a lengthy discussion the Prime Minister tells hubby that visiting hours are long over and since he is slightly inebriated he himself will drive him home. However, he felt he should phone my mother to let her know where her errant son-if-law was. In my mother’s words “The phone rings – I pick it up – and a voice says “This is Winston Field - your son-in-law got lost and arrived here. Since I don’t think he should be driving I am bringing home – should be there shortly’. My mother presumes this is some wag pretending to be the Prime minister and says ‘Well – I’m the Duchess of Hatfield and I’m so glad that somebody is looking after him”. With that she puts down the phone. Sometime later our dilapidated old Zephyr Mark1 arrives driven by Winston Field followed by his wife in the Daimler My mother was speechless (for the first time in her life) and apologised profusely. Fortunately for all concerned the man himself had a sense of humour and said that any man who had just become a father was entitled to celebrate.

Op die kunsfront sprei Lize-Mari Jooste haar vlerke oorsee en word vervang deur Karin van Rooyen in die kunsafdeling. Mari Weber, wat nege jaar aan die hoof gestaan het van die nou baie suksesvolle kunsteskool, het die leisels oorgegee aan die bekwame Anriette van Wyk wat die afgelope drie jaar saam met Weber die hartklop van die MDDK leer ken en waardeer het. ■ Merensky The new Gr.8 learners of Merensky High School for 2020 arrived as one on Saturday the 16th of November to become a prospective proud Plasie. Early that morning the excited new Gr.8 learners and their parents gathered at Plasiepark, with one mindset and that was to become the class of 2024. Upon arrival, the skivvies established in which of the four schoolhouses they will be in for the next final five years of their school career. After introducing the newcomers to the sports organizers and U/14 coaches, the approximately 400 visiting parents were
escorted to the Appetito restaurant where they were treated to coffee and snacks prior to an all-in-one briefing in the school hall. During an informal session, the unique characteristics of Merensky High School were amongst the topics that came under discussion. The skivvies went through two sessions in their respective house groups, a sports talent identification programme in the new Sports Centre of Plasiepark, as well as a personality test in one of the three wellequipped computer centres. During lunch in the Beehive, the parents and the new Gr.8 learners were satisfied with the information and knowledge that was gathered throughout the morning to still the fear of the great unknown of attending high school. “Merensky High School is looking forward to a record number of Gr.8 learners that will call Plasieland their home from 2020 onwards”, said Louis du Preez, marketing manager of Merensky High School.

The legendary race returns to ‘My Home’ ■ Roelof de Jonge South Africa’s premier race track, the Kyalami Grand Prix circuit, will see a return of international motorsport when the famous and legendary 9 Hour Endurance Race will return this weekend, from the 21st until the 23rd of November, with a host of local and international race drivers vying for top honours. This race was last held in 1982 when it was still the Castrol 9 Hour Race. A total of 84 drivers from various international manufacture teams will race at Kyalami which has been extensively upgraded. Not only has the circuit been revamped, but venues like the new conference centre amongst others are also of international standard. The Kyalami 9 Hour Race is the first African round and the last round of the Intercontinental GT Challenge. This championship forms part of the only GT3 championship. With 30 cars already committed and competing from around the world, including South African drivers Jordan Pepper and Kelvin van der Linde, this race returns home after 37 years. After all, Kyalami means My Home. Alongside the Kyalami 9 Hour Endurance Race, is an extensive festival programme filled with entertainment for the whole family. A main stage featuring some of the greatest South African bands and DJ’s including Black Coffee, Prime Circle, Culoe da Song, MiCasa, Shakina and Julian Gomez amongst others will provide ample entertainment. I am proud to say that all the hard word and efforts has paid off. Kyalami is now the only race track in Africa with a Grade 2 FIA (International Governing Body of Motorsport) certification”, Venter said. He added that a few minor adjustments, although very expensive, stands between
Kyalami getting a Grade 1 FIA certification which will enable the track to host a Formula One Grand Prix. Venter said the barriers for example which currently consists of tyres is one of the features that prohibits Kyalami to get an Grade 1 certification. According to Venter special barriers which are very expensive is subscribed by the FIA to be installed in order to get a Grade 1 certification. “These Formula One barriers can only be used once. If a car crashes into them, they have to be replaced which is very costly. For the races at Kyalami including the 9 Hour Endurance Race the current tyre barriers is sufficient to use. The dire South African economy is another factor withholding the track to host a Formula One Grand Prix. But it is in our vision to get the right investors and sponsors to be able to host a F1 Grand Prix in the foreseeable future”, Venter said. Most recently, Audi Sport drivers Kelvin van der Linde (from South Africa), Dries Vanthoor and Frédéric Vervisch in an Audi R8 LMS celebrated a dominant victory at Suzuka. Like in Japan, this trio will be racing with Audi Sport Team WRT in South Africa. Their fellow Audi Sport drivers Christopher Haase, Christopher Mies and Markus Winkelhock will be sharing a cockpit in Audi Sport Team Land. Five features that define the iconic Defender

Land Rover has defined all-terrain capability and toughness from the conception of its very first 4x4. The Defender and Series models before it, have gone above and beyond for decades, securing iconic status for their ability to help people make more of their world.
Though its distinctive overall silhouette makes the New Defender as instantly recognisable as the original, there are a number of iconic features which have been passed on through generations of Series Land Rovers and Defenders since the original appeared at the Amsterdam Motor Show in 1948. Land Rover have took these much loved charac-
teristics and re-imagined them for the 21st century. Here’s a list of five features which contributed to the Defender’s iconic status, and all of them can be found on the latest version. Alpine windows: A defining feature of all Defenders, Alpine windows in the upper-rear roof area are specially designed to let light into the cabin. The Alpine name
also alludes to their original purpose - offering scenic views when touring mountain ranges. Side–hinged tailgate: A tailgate that swings open like a conventional door has been a trademark of all Defenders, right through to today. The design helps give the New Defender its unique rear profile, while also allowing a mounting place for the spare wheel. Featuring a strong four-layer design, the Defender tailgate’s hinge and strike plate have been subjected to 30 000 test slam cycles in temperatures from -30 to +80 degrees Celsius. Externally mounted spare Whether fixed to the bonnet in the early days or on the tailgate later on, the iconic Land Rover’s spare wheel has always been handily mounted externally. Apart from being a visual Defender trademark, this mounting position helps achieve a short rear overhang, and therefore steep departure angle. The Defender’s spare is secured with heavy duty locking wheel nuts. Rugged steel wheels Though alloy wheels are far more commonplace today, rugged steel rims are a requisite option on all Defenders. The New Defender comes with optional 18inch pressed steel wheels in Gloss White and off-road tyres with an outside rolling diameter of 815mm, the largest across the entire Land Rover family. Pale green hue Right from the very first Series 1 Rovers, when colour choice was dictated by surplus aircraft paint, the iconic 4x4 has come with pale green body panels. More recently the Heritage Edition Defender was finished in a throwback Grasmere green. The New Defender is available with the latest iteration of the historic colour, namely Pangea Green. The New Defender 110 is scheduled for its South African launch in the first half of 2020 with a short wheelbase 90 derivative set to follow later in 2020.

Estelle Oberholzer, ‘n leerkrag van die Hoërskool Ben Vorster, was onlangs deur die Skoleondersteuningsentrum (SOS) gekies om die Vereniging vir Afrikaanse Wiskunde (VAW) se onderwysers te vergesel na ‘n internasionale wiskunde onderwyskongres in 2020. Oberholzer sal saam met ander wiskunde kollegas teen einde Maart volgende jaar na Chicago vertrek. Dit is vir die SOS ‘n eer dat Oberholzer dié kongres kan bywoon en ook as ‘n ambassadeur die Hoërskool Ben Vorster sal verteenwoordig.

‘n Aantal leerders van die Laerskool Duiwelskloof het op die 2de November aan die Insect Science Classic bergfietswedren in die omgewing van Stanford Lake College deelgeneem en presteer. Anke Rood het ‘n tweede plek behaal in die 35km-wedren. Sy het in die Sub Junior afdeling gery. Met die prestasie het Rood Limpopo kleure verwerf.
Luandie Marx was eerste in die 10km Sprog afdeling vir meisies en het die derde plek in die vroue afdeling ingeneem. Chantene van Wyngaardt het die tweede plek vir die 20km afdeling vir vroue ingeneem. Anita Stoltz het vierde gekom in die 40km Sub-Junior afdeling. Joubert Fleischmann het op die 1ste en 2de November aan die nasionale Kegelskietkampioenskap ‘n eerste plek verwerf in die Pee Wee afdeling.

Semi-professional batsman and team member of the Limpopo Impalas, Lefa Thaba, is the opening batsman for Nkowankowa. Dadswell’s innings eventually helped Pukke to won by 387 runs against the side of Potchefstroom Dorp Cricket Club. The match was played at the Witrand Oval in Potchefstroom. Dadswell’s quadruple came from just 151 deliveries with 27 fours and an incredible 57 sixes. He scored 253 runs through the off-side and 237 on the leg-side. The previous highest score in a 50-overs match was 486 runs achieved by Sankruth Sriram of India. This record overshadows Thaba’s feat somewhat, but this was nonetheless a ruthless exhibition of batting skills that will surely be remembered by the winning side as well as the bowlers and fielders of the Eagles team.
