Daggers drawn for the soul of Tzaneen ■ Joe Dreyer There currently rages a war for the soul of Tzaneen as just a few weeks remain until the electioneering campaigns for the 2021 local government elections kick off. It reads like a script with smear campaigns, political appointments and clandestine nightly meetings at lodges and farms under the official guise of “leadership core bush summits.” A source has revealed that a high-ranking official in the local ANC branch has even gone so far as to leak private information containing serious allegations about the mayor, Maripe Mangena, to a national tabloid paper in what is seen as a very clear effort to discredit him in the eyes of the voters. “There is a rift in the municipality among the ANC councillors and managers,” said our source. “They are divided into two factions with one group supporting Ramaphosa and the other supporting Zuma. There are those who want to regain the power of the mayor’s office and will

go to great lengths to achieve this.” It started with the suspension of Thapelo Matlala, the GTM’s fearless municipal manager after he terminated a contract for two roads projects which saved the municipality close on R40 million. It is alleged by reliable sources within the municipality that Matlala was suspended because the money that was to be paid over to the contractor, was allegedly destined for the pockets of members of the opposing faction who were to use these funds to kickstart their own mayoral campaign. The weekend’s news in the tabloids regarding serious allegations of extra marital affairs against the mayor, Mangena, was viewed as another smear campaign to dislodge him from office. This publicity stunt was followed by a leadership core bush summit at a farm in the Letsitele valley where proposals over who should be the top candidate for mayor on the proportional list of the ANC during the upcoming elections were discussed at length. It is however Mangena’s first term in office which means that this faction will likely place him at the top of the list for a second term. At the same time, another leadership core bush summit was held at an undisclosed lo-

cation by members of the opposing faction where it is alleged, they too discussed similar strategies to challenge for the position of mayor. An ANC councillor who will not be returning to the field after having completed two terms of office, said that the entire fight is for position number one on the PR list. “The leadership core’s decision is not final because the numbers come from the branches and it is here that Mangena enjoys more support which means that the opposing faction will have to work very hard to convince the branches to vote against him.” The councillor further explained that if the branches decided who they wanted in the number one spot, the leadership core factions and even listing conferences would have no influence purely because of the numbers. “It would not be possible for any of the factions to manipulate matters since the branches would have decided. The only aspect that could have a negative influence on Mangena’s re-election, could be if the National Executive Committee (NEC) is swayed by the party’s gender policies and opt for a female candidate.”

The councillor also said that there has been some speculation that the faction opposing Mangena is led by either the current GTM Speaker, Dikeledi Mmetle, or the ANC Chief Whip, Chromwell Nhemo. “While Mmetle served as Tzaneen’s mayor before being replaced by Mangena, Nhemo will be aiming for the chair. People have been asking whether Mmetle would really want to return as mayor, but the majority believe this not to be true. One thing is for sure, the fact that the current mayor and the municipal manager are so closely knit, has upset a number of their peers at the White House in Agatha Street.” At the time of going to print we were unable to gain comment on this matter from the GTM’s spokespeople, but when asked about the allegations of infidelity made against the mayor, Vutivi Makhubele stated “I cannot comment on the mayor’s personal life.”

Trek pas for the Orange Overalls ■ Jeff Jackson Hundreds of contract workers under the Empowered Pubic Works Programme (EPWP) at the Greater Tzaneen Municipality (GTM) will no longer be in service of the municipality come the middle of June. This after the municipality served them with letters notifying them that their agreement to work with the municipality will lapse on the 12th of June 2020. The idea behind the move to sack so many of the these employees, is to free up space in the programme to allow others to work. Some of the current EPWP workers have been in service of the GTM for more than a decade, while others have only been employed for two years after their contracts were extended for another year until June this year. An insider told Bulletin that the move was further motivated by the instances of these workers who, when their contract date nears expiration, tend to strike at the municipal offices saying that they have been employed for too long to simply be let go that easily. This despite the terms of the EPWP contracts being clearly understood at the start of their contracts. According to one of the EPWP workers, the let-

ters were received on Thursday last week (30th of January) notifying them of the termination of their contracts with effect 12 of June 2020. He said that since they were informed of the decision last year, it would be hard this time to oppose the decision as they are not affiliated to any workers unions. Last year when ANC President Cyril Ramaphosa was asked in parliament whether the R3 500 minimum wage will affect the EPWP contract workers, he said the EPWP programme is not employment, but a poverty alleviation project aimed at helping those in communities who are not employable. He said the people hired on the projects should be rotated to ensure that others in need also have a chance to work. The GTM mayor, Maripe Mangena, in one of the interviews on an SABC radio station said that he received many complaints from residents that most of the time, EPWP workers are found asleep next to the roads where they are supposed to be cutting grass.

Stand van Damme Dam Levels

A councillor who spoke to Bulletin on condition of anonymity, said that the issue of this termination of the EPWP contracts, was deliberated in council and it was resolved that the workers should be given an extra year so that they could look for jobs elsewhere. The contract workers who are to be replaced by the new group were earning about R150 per day thus totalling R3 000 which was increased on annual basis.

What’s the latest damn story at the wall? ■

Joe Dreyer

The deadline for the start of the second phase construction to raise the spillway and wall of the Tzaneen dam has come and gone – again. This is third time that the department’s empty promises have let the citizens of this district in a darkness second only to that of the nationwide loadshedding. The project to raise the Tzaneen Dam Wall was started in 2017. In 2018 Blackhead construction finished their contract to lower the wall. In December 2018 a meeting was called at the showgrounds in Tzaneen. At this meeting it was said that R20.6 million (according to Chief Engineer at the DID and project manager for the raising of the wall, Thabo Hloele) had already been paid to the contractor who did demolitions on the wall and that R209 million had been budgeted for the 2019/2020 fiscal year to complete the project. He also said that a further R800 million was expected to be spent to complete this project which will now no longer be worked on by private contractors but will be completed by the DWS Construction North Team. He stated firmly that the project would have commenced in March or April that year. Not surprisingly, that never happened.

In July 2019 (almost a year later) another meeting was called at the showgrounds. At this meeting the chief director of infrastructure development at the DWS, Steven Arumugam, said that construction will officially start in January 2020. Well, January, was last week according to the calendar by which the entire population of planet Earth except for those working in government, plan their lives. And the story keeps changing as the blame keeps shifting. Following weeks of trying in vain to reach the spokesperson for the Department of Water Affairs and Sanitation (DWS), Sputnik Ratau, we finally managed to get hold of him telephonically a few minutes before our deadline yesterday (Wednesday, 5th of February). We asked him why the January deadline had been missed and his answer appeared to point to a misinformed spokesperson. “The reason for the delay was because we were waiting for the designs to come from Lepelle Northern Water which the construction team at DWS Construction North has now finally received. By all accounts we feel that the project to raise the dam wall will still be completed within the 2020/2021 financial year,” he said. We pointed to the fact that the original plans for this particular dam which was constructed in the 70’s, made provision for the raising of

the wall and spillway and that in light of this we wanted to understand why any new designs were needed and why, if these designs had not yet been delivered and approved, had the first phase to lower the wall in 2017 even kicked off. “You must understand that those initial plans were drawn up very long ago and we had to reassess them and determine whether that design was still relevant. The construction will start the moment the DWS Construction North team is on site, so at this stage I have no definite date for you.” In the meantime, we tried to gain insight from other high-rankers involved in the project but not one of them wanted to speak on the record. We then turned to some of our most trusted and reliable sources. “Sputnik Ratau is very obviously not informed because Lepelle Northern Water has nothing to do with this project. They were involved in the initial stages to break down the wall, and then it was only as the facilitator who appointed the contractor, Blackhead Construction, to break down the wall. Furthermore, the project would not have started had all the necessary permits and designs and plans not been received and approved.” And so, with an open ended deadline, Tzaneen waits.

Bruinwater Park inwoners hoogs ontstoke ■

Joe Dreyer

t Bakgaga offices Tzaneen’s new commander closed after coup ■ Jeff Jackson

■ Jeff Jackson The newly renovated offices of the Bakgaga Traditional Authority south of Lenyenye have been closed for a month now after the department of Corporative Governance and Traditional Affairs (Cogta) in Limpopo intervened. Cogta ordered the removal of the new office bearers after they claimed that these were not installed according to proper procedures and called for the old office bearers (who had to stay at home after they were chased out) to return. According to community members, matters came to a head towards the end of last year when during a community meeting, some of the community demanded the abdication of the former council. A new committee was elected and without wasting any time, they occupied the offices of the council. It is reported that the new council had been at work for merely a month before Cogta intervened. “They then demanded the closure of the offices until the matter was resolved. From that day onwards, the former officials stayed at home and received their monthly salaries from government while the self-elected new committee was consulting with Gogta to receive their salaries as well,” said a source. Our reliable source continued, alleging that after the closure of the office the community was informed

that after all logistics were dealt with the old committee as well as the new staff would be reinstated. Since then, however, the offices remain locked with nobody in charge including the cleaners thus turning the offices which were recently renovated into a white elephant. The demands by community for the abdication of the committee which had been in office for many years, emanate from complaints of maladministration. The case in point is based upon allegations that the committee was colluding with members of the Communal Property Association (CPA) to allegedly sell cattle at a communal farm in Letsitele named Rooiwater. Though, when contacted by this newspaper earlier enquiring about these allegations, spokesperson Maboku Maake, denied that they were irregularly helping themselves to the community livestock at the farm. He further said that the removal of the existing committee was the actual collusion. By the time of going to print the offices were not still reopened and residents had to find other means of obtaining services from the offices, including the administration of communal land and letters of proof of residence. The tribal offices were last renovated by Gogta after the community complained about its state of deterioration.

Tzaneen’s police station finally has a new commander. Brigadier Charles Masinamela (47) joined the Danie Joubert Street ranks at the start of January this year from his stint in Polokwane as the head of personnel management. Prior to him joining the Polokwane station in 2016, Brigadier Masinamela was sta-

tioned in Bloemfontein in the Free State. He has expressed his concern over the high number of house and business robberies and has said that these will be his top priorities as he takes the helm. “There really shouldn’t be so much crime in a precinct as beautiful and peaceful as Tzaneen. The house robberies worry me and shows me that my first order of business

should be to get my own officers in order because I will need the right people to bring this crime scourge under control.” Brigadier Masinamela will be working very closely with the CPF chairperson, Uwe Kröh and the various security groups in the area to tighten the net on the criminals who intend on plaguing the residents of Tzaneen.

Phalaborwa welcomes OK Minimarket store ■

Joe Dreyer

Phalaborwa’s favourite refuelling stop, the quite exquisite Total Masorini centre, now brings you more than just a quick snack on the go and a full tank of fuel. Added to the already existing compilation of national chains which include the very popular Steers fast food joint, is an all new OK Minimarket store. The OK Minimarket Masorini replaced the former convenience store segment of the fuelling station and now offers an incredible range of grocery items at equally incredible prices. Not only will motorists and residents of Phalaborwa be able to stock up on essential convenience items, but they will now be able to do their monthly grocery shopping here at prices comparable to the other retailers in town. In fact, OK Minimarket Masorini already boast some rock-bottom opening deals and specials on especially their fast-moving items. But great prices and fantastic service in a clean, well-merchandised and safe environment is not enough for the team at Masorini. Shoppers will be issued with an OK Store card which will earn them serious money back on their purchases inside the store, at the Steers outlet next door, and even at the fuel pumps. That’s right, you will earn cash back on you diesel and petrol purchases each time you swipe your loyalty card. Shoppers will stand regular chances of winning amazing prizes and giveaways including the annual Win-a-bakkie competition. The cashiers will explain the process to you once you stop in to check out the newest retailer in town. The store will coincide with the fuelling station and be open right through the night to maintain the convenience aspect which Phalaborwa has become accustomed to. Because of its prime placement, OK Minimarket Masorini will now cater to even more tourist needs as they enter and exit the Kruger Park during their vacation.

Granny’s Grumbles - IT WAS THE WEEK BEFORE CHRSTMAS

It was the week before Christmas. The year was 1956 and I was 15 years of age. At the tender age of 12 my father had decided that I should assist in getting the Christmas decorations and lights from the space between the roof and ceiling. Houses did not have attics as such in Rhodesia so most people – if they had an inordinate amount of decorations and other Christmas baubles- would pack them into a very large trunk which spent its life up there. What started off as me assisting my father had now become my job. I would collect as many decorations as possible and put them into a paper bag, then walk to the trapdoor area and yell for my younger sister to take the bag. I was actually quite proud of the fact that my parents

had entrusted me with the job in spite of the fact that a large colony of bats lived up there. My father had assured me that no bat had ever been known to fly into anybody due to the fact that they used echolocation, etc. My father was extremely well read so if he said that then I took it as gospel. Anyway I digress. My mother and father had both gone off to work and I started off by hauling the ladder underneath the trapdoor and yelling for my sister to ready herself for the first load of decorations. For some unaccountable reason the trunk containing all the decorations was nowhere near the trapdoor, but I had already sent the first load down when I heard a male voice shouting that he had arrived to sort out some electrical problem... Mr Finch – for that was his name – was a tiny little man with a broad cockney accent. He did most of the electrical jobs around our house and was extremely shy. Anyway I was on my third load of decorations when the bats suddenly woke up to the fact that there was somebody in their habitat and with much squeaking they all took off and, contrary to what my father had told me, the echolocation in one of them was obviously not working because it flew into my face. I got such a fright that I overbalanced and fell onto the ceiling board which only had a thin strip of wood holding it up. The thin strip broke

under my weight and I was effectively hanging onto a larger beam by my fingernails whilst screaming for help. Our ceiling was high – I had visions of broking my back in the event that I just fell. My hysterical scrams were heard by Mr Finch who shouted that I must hold on while he got a chair to stand on. I think he was only just getting the chair into position when my fingernails broke and I fell. I must confess that I was a little chubby to say the least when I was fifteen and the broken strip of wood managed to hold me up for a few seconds longer until the flesh around my ribs was effectively scraped clean. Mr Finch had not really anticipated the way I was going to fall and as he grabbed my legs the chair overbalanced and both he and I collapsed on top of it. Although my rib cage and accessories were scraped pretty severely I was in one piece, but poor Mr Finch appeared to have a couple of cracked ribs and was clutching various parts of his body that were all aching. The ceiling was broken (in the hallway of all places) where the guests were welcomed in - the kitchen chair was smashed beyond repair - Mr Finch had a rib problem and the last of the decorations was still upstairs. I was never again asked to collect the Christmas decoration, in spite of the fact that Mr Finch became the local hero for breaking my fall and got a lot of mileage from the story at the local pub.

MOTHS receive valuable WWII regalia donation ■

Joe Dreyer

Tzaneen’s military veterans have found themselves a new vantage point at Fairview Hotel and have dug in adequately. The Longtom Shell Hole will henceforth be homed at the prestigious hotel just on the outskirts of town. Over the weekend the band of former soldiers celebrated the service of three of their longstanding members who received their ties and badges for their dedication to the organization and its various causes. Ron the Run-Around Reverend received his certificate of comradeship and C-Badge for his dedication to the shell hole while Marthinus Ferreira and Johan Cronje each received their long service ties and C-badges for 15 and 40 years of service to the MOTHS respectively. But one of the highlights of the ceremony was the donation of a magnificent collection of WWII regalia to the Longtom Shell Hole by local first responder and fireman, Andrew Kyiley. A bugle, war drum, tapestry and a fantastic display of military cap badges from the Rhodesian armed forces was donated by Kyiley to the MOTHS. He explained that the collection belonged to his father, who served in the Rhodesian African Rifles battalion during the 70’s. The bugle was from the battles fought in Burma

during WWII in the South-East Asian theatres whereas the uniforms and other regalia were from his father’s time in service. The Longtom Shell Hole will be hosting their annual fundraising golf day at Fairview Hotel on the 28th of March. Teams who wish to enter can do so by contact-

ing the Longtom Shell Hole Old Bill, Alan Odendaal on 083 660 2472. The cost per fourball team will be R2000. There will be prizes handed to every golfer on the day and loads more giveaways including a hole in one cash prize which is to be announced closer to the date.

Spare a thought for our brightest Star

A computer generated representation of the proposed front view of what will be the new Star Spares building. Image: Stefan Lombard of Bardi Creativ Architects.

■ Roelof de Jonge Four months after the devastating fire which completely razed Star Spares and its accompanying buildings to the ground, the cleaning up of the rubble and what is left of the building started on Monday the 3rd of February, this week, with the reconstruction to follow. “We are truly excited about what the future holds for us. Currently we feel like our Star Spares family is split-up because of the divisions of our business located at various premises. But we are blessed to be able to continue delivering the same quality of service Tzaneen’s community has become accustomed to,” said Ruan Caroto, director of business management and development at Star Spares. Caroto said the aim is to have the new Star Spares building completed either by October or November this year. And with the new building

also comes an array of changes and expansions that will be beneficial to all existing and potentially new customers of Star Spares. “Our famous coffee shop, Coffee D’Light, will become a center point at the Star Spares and Husqvarna entities. Coffee D’Light will take center stage, literally as it is going to be situated right in the middle of the Star Spares store.” “Customers from either Star Spares or Husqvarna will be able to enjoy quality coffee or something to snack on whilst waiting for parts or repairs to be done, a purchased product to be pre-delivery inspected, having something to eat on the run, or even for farmers and clients to come and have a meeting. We are placing it right in the middle this time around so that our customers cannot the escape the luring smell of our fresh quality coffee”, added Caroto with a satisfied smile. The Husqvarna dealership’s display area will be expanded to offer a greater variety of products.

According to Stefan Lombard of Bardi Creativ Architects this image represents the proposed new look for Star Spares Centre which should be open by the end of October.

The most exciting news on the new Husqvarna store, when it is completed, will be the addition of a fully equipped workshop. At this workshop it is envisioned that customers can bring in their Husqvarna machines for maintenance and repairs, and have their chains of their chainsaws sharpened right on the spot by an automated machine, cutting out the extensive waiting periods. Caroto said regarding Star Spares, the store will be expanded with a larger sales and products department and added that the idea is to make Star Spares unique from any other spares store. “Essentially what we are aiming to achieve with the new Star Spares shop is to have a modernized building which will be unique in its appearance, yet more convenient to all our customers. Not only will the stores be bigger, but also the parking area will be revamped”, he explained excitedly. He said the original parking area did not appeal to the rest of the building and added that added

to the expansion of the parking area, will be the introduction of more greenery through the planting of shrubs, lawns and trees. He says more greenery will certainly improve the appeal of the store as a whole. Regarding Venue D’Light, the original concept of an entertainment area will be done away with. In its place will be a smaller venue which will focus on corporate functions, training events and seminars in order to streamline it more towards business. Local Tzaneen architect Stefan Lombard from Bardi Creativ Architects will be responsible for the design of the new Star Spares building. This is the same architect who brought to life the modernization and rebirth of the Junction after it too suffered a fate similar to that of Star Spares. Watch this space for exciting announcements on the new Star Spares and Husqvarna stores and keep an eye on their Facebook page for daily and weekly progress updates.
