ARE THE FIRES IN THE PARKS COINCIDENCE? A third fire has destroyed another building, this time a restaurant in one of the SANParks national parks. The Tsitsikamma camp in the scenic Garden Route national Park, suffered the same fate as the Letaba Rest Camp and the Berg en Dal camp in the KNP the past two weeks. According to SANParks spokesperson, Isaac Phaahla, however, the cause of these fires have not yet been established and therefore “we” should not jump to conclusions until the investigations have been completed. ■ Billy Sibuyi “These guys just drove past us with a truck full of rubble and rubbish into the very same place we are cleaning and came out with an empty truck!” These were the words of Neill Kelder, a Phalaborwa resident who is fed up with the state of illegal dumping in Phalaborwa, following a truck which illegally dumped its rubble in the bush near Bollanoto on Saturday, the 19th of September during a cleanup. Bulletin is in possession of the truck’s registration, as we arrived at the scene the truck had already offloaded its rubble, but unfortunately did not catch them in the act. Kelder, in partnership with the Phalaborwa Natural Heritage Foundation (PNHF) had made an urgent call to residents to help cleanup the Tshutsi River and surrounding areas and in that way help prevent more pollution from entering the Kruger National Park. The call came after Kelder decided to start a park run between Phalaborwa and the Kruger gate, but was unable to launch the event which is set to become a regular outing, because of the disgusting sight of heaps of household rubbish that lies scattered near the areas of the Tshutsi River. This includes glass and plastic. “The bush in that area is just too dirty. In some instances there is a lot of glass. It is evidence enough
that people do not care about nature and that is why they continue illegally dumping in that bush,” stated Kelder. “The idea of joining hands between the community and businesses in Phalaborwa came to me as I was planning on doing recycling. I thought it would be great to have different rubbish bins across different areas for plastics, papers, tin and glass. Even garden waste could be collected for recycling,” continued Kelder. “Last week was national recycling week and it was the perfect opportunity to have an initiative to clean our environment,” stated Kelder. Kelder believes that the idea of a recycling team would create job opportunity’s as collected material would need to be sorted and subsequently reduce the amount of rubbish that would go to the landfill site. More than 80 bags, which were donated by Plastics SA, and delivered by LEDET from Polokwane, were full of either paper, bottles, or plastic after the clean-up. “I would like to thank everyone who came to assist in the cleanup. Councillor Jane and PNHF for their assistance. I would also like to thank Marietjie Marè for providing tools to assist us in picking up the litter. A special mention goes to all the people that came to support the initiative,” stated Kelder. The Acting Waste Manager for the BPM, Elmon Banda, who assisted in the cleanup stated that what Kelder
was doing would help keep the town clean. “It is amazing to have people like these in Phalaborwa,” he commented. ***Editor’s Comment: Dear Mr Banda. I wonder whatever happened to the promise of a recycling project that was supposed to have been launched by a company in which Pule Mabe was involved? Remember that story we ran in January 2019? I wonder if the recycling mulchers and compactors stored in Phalaborwa in that warehouse in the industrial area, are still being stored there along with the tuk-tuk tricycles? Perhaps if the Ba-Phalaborwa Municipality
allocated and used their budget for cleaning the town which they are supposed to be managing, citizens like Marietjie Mare and Niel Kelder would not have to step up in your stead. Perhaps if the Ba-Phalaborwa Municipality put in the effort to learn the good practice ropes by travelling to Tzaneen’s award-winning landfill site, it would be a start. Phalaborwa is falling to pieces and the municipality is considered an accomplice. It would be great to have feedback on these questions from your spokesperson, Jonas Mahesu. 23 Crims arrested this week ■ Jeff Jackson Police have been busy in the region the past week. The SAPS Limpopo Highway Patrol and the Provincial Tracking Team made twenty-three arrests of suspects between the ages of 22 and 49-years old. The operation concluded on Wednesday morning. During the operation, 66 motor vehicles were tested, 75 motor vehicles were searched and 102 individuals were stopped and searched. The following items were recovered; cash amount of R127 990, two laptops with chargers, a pair of binoculars, a wrist watch, an iPad, four cell phones, two closed
safes, six pairs of tekkies, two pairs of sandals and four duvet sets. The suspects were arrested for various offences ranging from business robberies, murder, armed robberies, possession of unlicensed firearms and ammunition, possession of drugs, possession of dagga, dealing in drugs including possession of suspected stolen properties. In the Polokwane Policing area, the team received information about the suspect who was dealing in drugs at Fauna Park. They arrested two suspects aged 36 and 38 for possession of ammunition without a license and dealing in dagga. In the process, five buckets full of dagga, 49 rounds of live ammunition, 15 cartons of illicit cigarettes and
cash amounting to R102 707 were confiscated. Meanwhile, in the Malebogo Policing area, four suspects aged between 26 and 49 which include the branch manager of the local Post Office and a security guard attached to one of the security companies operating in the area, were arrested. These suspects are linked to a series of armed robberies which they allegedly committed in the Maleboho and Seshego areas during the past few weeks. In the Lebowakgomo Policing area, a 42-year old man was arrested for dealing in dagga and Police recovered one refuse bag containing 20 sachets of dagga, 17 match boxes containing dagga, cartons of illicit
cigarettes and R1 605 in cash. In the Zebediela Policing area, three suspects aged between 27 and 39 were arrested at GaMogotlane and Moletlane villages for possession of drugs. The police searched the suspects’ house and confiscated a plastic bag containing 2 886 sachets of Nyaope and R3 270 in cash. On Tuesday evening in the Tzaneen Policing area, 300 cartons of illicit cigarettes and 60 loose boxes of Pacific blue illicit cigarettes were recovered during a sting operation comprised of members of the Crime Intelligence Unit and the Saps Tzaneen Tracking Team. In this instance, however, there were no arrests.

SANParks hit by a third fire ■ Billy Sibuyi and Joe Dreyer
“As to whether it’s an inside job, we don’t want to speculate,” these were the words of the South African national Parks (SANParks) spokesperson, Isaac Phaahla, following yet another fire in one of their national parks. This time however, a shop in the Tsitsikamma Section in the Garden Route National Park (GRNP), was gutted by a fire on Tuesday, the 22nd of September. This is the third fire in three consecutive weeks. All three of these fires occurred in shops within camps inside the parks which has led to widespread speculation that staff may very well be involved. According to Nandi Mgwadlamba, the Regional Communications Manager for SANParks Garden Route National Park, the fire was reportedly noticed in the temporary shop structure in the park just after 17:00. As in the case of the previous two fires, the first one being at Letaba rest camp in the Kruger National Park and the second at the Berg en Dal camp also in the Kruger just a week later, nobody apparently knows who or what started the fire. The investigations into the first two fires have not even been finalised. One would assume it to be a priority given the influx of tourists expected as international travel is reopened. When asked whether the three fires were related, or merely a

coincidence, Phaahla dismissed the notion of foul play immediately. Bulletin required an explanation as to the curious case of shops spontaneously combusting within SANParks operated parks. “In the Tsitsikama fire, the insurers have engaged a forensic investigator who will start his work today (Wednesday),” Phaahla said. “In the KNP, Berg en Dal is the only place where the fire was in the restaurant , the other one was in a shop, and we will have to wait for the final conclusion by the investigators.” Apparently, all the staffers who were living in the luxurious tourist accommodation within the KNP during the hard lockdown, have now returned to their staff quarters in compliance with the Covid-19 regulations. This was according to Phaahla. The GRNP General Manager Vuyiswa Thabethe in the meantime said that the fire at the Tsitsikama was extinguished by staff members and the fire and rescue teams from the Mountain to Ocean Company and Koukamma Municipality. Though the fire was reportedly extinguished with great haste, the shop could not be saved. “We are grateful that no life was lost and no staff nor visitors sustained any injuries. We also extend our gratitude to the staff and emergency services team who contained the fire and prevented it from spreading to other structures,” concluded Thabethe. ***Editor’s Comment: When three fires suddenly flare up in the space of three weeks and consume three of your buildings, investigations should be prioritized. Surely, the cause of the fire could be determined in three weeks? The cause of the Great Kloof fire in Magoebaskloof in 2019 was established and published a day after the fire was brought under control. So too, was the cause of the fire that destroyed a small shopping complex in Tzaneen earlier this year, while the roof trusses were still smouldering. We urge SANParks to offer us, their visitors, peace of mind and prioritize their investigations as a matter of urgency.
Baby refused entry without a mask ■ Roelof de Jonge and Joe Dreyer
A grandmother and her two grandchildren were reportedly refused entry into a major clothing and food retailer in Phalaborwa by the security guard at the door – because the eight-month-old baby was not wearing a face mask. We spoke to the lady in question who explained that she accompanied her daughter and two grandchildren to the shops on Friday, the 18th of September. The eldest of the two children is three-years old while the baby is just shy of nine months. “My daughter, with her two children and I entered Woolworths in Phalaborwa. Upon approaching the entrance, the security guard bluntly refused us entry unless the baby wore a face mask,” said the shocked grandmother. “Obviously, an argument ensued and after a completely useless debate, we decided that I would take the baby and go and wait in the car outside in the parking lot while my daughter and her eldest entered the store and did their shopping.” At this store, there is no shade or undercover parking and so the grandmother and baby were sat in the heat while her daughter conducted her business. Bulletin contacted the store’s management who claimed that they were not aware of the Covid-19 rules for children, specifically for five years and under. The manager promised to inform his staff and security about the correct procedures and did not wish for customers to feel unwelcome at this store. According to the World Health Organisation, in general, children aged five years and under
should not be required to wear masks. This advice is based on the safety and overall interest of the child and the capacity to appropriately use a mask with minimal assistance. There may be local requirements for children aged five years and under to wear masks, or specific needs in some settings, such as being physically close to someone who is ill. In these circumstances, if the child wears a mask, a parent or guardian should be within direct line of sight to supervise the safe use of the mask as it could become a choking hazard to babies and toddlers. The grandmother raised her concern with Bulletin, without wanting to start a smear campaign against the specific store, but rather with the mindset to use their experience as an example for other people to stand their ground in such incidents and also to know what the correct procedures are. According to Side-by-Side, a national campaign for pregnant women and caregivers of children younger than five years of age, children over the age of two should wear a face mask when outside of the home. But they should also still keep about two metres away from other people. That is about the length of a bed. The site also states that a child should not wear a mask if they cannot breathe properly through the mask, if it makes them fiddle with the mask and touch their face more often, they cannot take off the mask on their own because of a disability, or they are under two years of age. Bulletin was unable to gain exact clarity on the issue of babies and masks on the South African government’s department of Health website.

Bail for soldier Toilet for your house, mammie ■ Jeff Jackson
The member of the South African National Defence (SANDF) in Limpopo who was arrested last week for attempted murder charges after he allegedly shot a young man at Mogwadi, was granted R5 000 bail by the Morebeng magistrate court on Monday. The soldier allegedly shot the young man for refusing to put his face mask on. The arrest of the SANDF member is subsequent to an incident last week where, during a patrol by soldiers to ensure compliance with the Covid-19 regulations, they allegedly met a group of people who were not wearing masks. When the soldiers demanded that masks be put on, an argument ensued between the group and the soldiers during which a man was shot. Henry Ngomane (29) faces charges of attempted murder after he shot the 27-year old who was admitted to a local hospital. The matter was postponed to the 28th of November for further investigations. Though it was not the first time that soldiers harassed members of the community, and mostly get away with it, this time appears to be different. National Prosecuting Authority (NPA) spokesperson, Mashudu Malabi Dzangi confirmed and condemned the incident.
■ Jeff Jackson Though the four-roomed government-built houses known as RDP`s had provided relief for many families who previously had no roof over their heads, for one family of five, this was not the case. Rebecca Sekgobela still shares her mud shack with her five children, because though her house has long since been approved, only a toilet was constructed for her. The local Greater Tzaneen Municipality said the number of houses allocated are limited. According to the 46-year old mother of five, her problem started five years ago when houses were built in her village but hers was nowhere to be found. She said when she asked the local councillor Margareth Letsoalo, when her house would be constructed, she was told that her name had not been released by the housing department. She added that when she persisted with her demand it was then that she received a toilet. “When I saw that people were receiving houses but in my stand they skipped, I went to the home of the councillor to ask what might be the problem, the councillor said that when the next round of RDP construction approached, she would ensure that my name was submitted. Later, I was told that the house for me had been approved,
but it was not built on my stand and only a slab was poured as foundation for the house.” Sekgobela said she had gone from office to office seeking assistance and each time returned with many new promises which never materialised. However, she said that the slab which was constructed at her homestead always kept her hopeful that one day someone will come to assist her with her problem. The municipality however offered the rather generic response that “it is aware of the problem and they are attending to it.” “I do not know what should I do to get the attention of the councillors at the municipality, so like others I could have a house of my own. Even if they could just come and finish the slab that they had started I would be relieved. Every time there is a housing project, I get hopeful and ask myself when mine would be built on my stand,” said Sekgobela. Greater Tzaneen Municipality (GTM), spokesperson, Neville Ndlala said the municipality is aware of the problem and they are working hard to have the crisis resolved. He said though the matter had been raised with the council, the municipality had not yet received more houses to be built as they rely on the allocated number per municipality by the province. He added the matter would be prioritised.

LET’S TALK REAL ESTATE I lost my Title Deed. What now? A title deed is the only proof any homeowner has that he/she legally owns a specific property. When selling your home the original title deed is needed in order for registration to take place into the name of the new buyer. A title deed is either held by the financial institution, in the case of the owner still having a bond registered over the property. At an attorney’s office, in the case the attorney cancelled the bond on behalf of the owner. Or with the owner, should he/she received and signed it out with the attorneys for safe keeping. Unfortunately sometimes a title deed may get lost or misplaced. So what happens in this case? The deeds office needs to issue a certified copy of the deed. This procedure would require that an affidavit in terms of the application for a lost deed
is made, this should be signed in front of a commissioner of oaths ,and the notice of one’s intention to apply for a certified copy has to be advertised in a public newspaper that is circulated in the area the property is situated. In order to do this, a procedure must be followed. A lost deed application consists of three steps: Transferring attorneys have to order a copy of the deed from the Deeds Office. An advertisement has to be placed in a newspaper distributed locally, stating that the deed is missing and that the owner intends to apply for the registration of a replacement deed. Once the advertisement has appeared, the transferring attorneys have to submit the formal application with an original advertisement to the Deeds Office. It then must be open for inspection
at the Deeds Office for a period of two weeks. Once the two weeks has expired, the transfer can be lodged. The above procedure is prescribed by the Deeds Office Regulations and has to be strictly adhered to. There are also unfortunately costs involved in this process which a seller or homeowner need to be prepared for. These costs are calculated as follows: R2 500-00 Attorney fee plus VAT R700-00 Advertising fee for newspaper R435-00 Deeds office fee Meaning a seller shall be prepared for an out of pocket amount of R4 035-00 We therefore advice any potential seller to make sure that their original Deed is in safe keeping to avoid any delays on a future sale.

Mayor scared of facing crowd ■ Billy Sibuyi The Unemployment Insurance Fund (UIF) has assured South Africans that it has introduced smarter technology to prevent the circumvention of its systems in its Covid-19 Temporary Employment Relief Fund Scheme. The UIF resumed payments on Monday, the 21st of September after the scheme was suspended in August due to defects being identified in its controls. Since the resumption of payments was announced, EPWP workers in the Ba-Phalaborwa Municipality marched to the municipal offices to demand money which they say is owed to them. According to Facebook activist, Speakout
Phalaborwa’s Edmond Mbetse, the workers came to him for assistance and that is when he engaged the municipality. “Some people were paid and a lot more people were not paid. Merriam Malatjie, the mayor, then said we should come to the municipality on Tuesday so that she can give us feedback on the money,” Mbetse told Bulletin. “These people are being paid below minimum wage and are even robbed of their UIF money, we as Speakout will not tolerate that.” One of the workers told Bulletin that their pay slip shows that UIF is being deducted but when they go to the Department of Labour they are not registered. “Not only do we think that the pay slips are fraudulent, but we believe that we are under paid. Our pay slips do not even show the rate we are working at or any overtime,” said one of the workers. “We are going to open a case of fraud at the police against the municipality. The workers sang and chanted at the municipal parking lot whilst waiting for the Ba-Phalaborwa Mayor, Merriam Malatjie, to address them, even though she was the one
who invited them there, she did not address them. Different ward councilors came to the parking lot to try and break up the group and speak to ‘their wards’ privately after having meetings inside, but the workers were not having none of it as they demanded to be addressed as a collective. Not long after that attempt, an entourage from the municipality came outside the building but quickly went back inside as they decided against addressing the workers outside in the parking lot, like it is normally done with a crowd of that magnitude. Moreover, seeing that did not work, the director of community services, Harold Zungu, kept pacing in and out of the building and only spoke to a police officer to try and a get five delegates from the workers to go inside and talk to them. Mbetse led three delegates into the municipal offices and stated that he was told that they would not speak to him but rather to the employees separately, and that is when he and the other delegates decided to walk out of the offices as they demanded that the Mayor should address everyone outside.
“They told us that it is high risk for the mayor to come outside and address us, but all the employees should rather go inside the municipal chambers and raise their queries there as their site manager was also present,” stated one of the delegates. “Our site manager has never been onsite so why do we have to now talk to him about the site he does not even know? We want to be addressed as a unit and not secluded because the last time that happened people were paid and others were not,” stated the workers. Bulletin contacted the BaPhalaborwa Spokesperson, Jonas Mahesu, and he said he was unaware of the gathering outside the municipality or why the mayor decided to not address the gathered people. Mahesu denied that the mayor had indeed called the workers to come and receive feedback and said it was an illegal march. “It is accusations that the mayor called these people to give them feedback,” stated Mahesu who rather ignored our question as to why then they entertained delegates inside the chambers.

Riders from the Insect Science Mountain Bike (MTB) Team competed well against an array of fierce competitors this past Sunday, in the third round of the 2020 Nissan Trailseeker Series. This event was held at the Van Gaalens Cheese Farm in North West from the 18th to the 20th of September. The three riders, Keagan Bontekoning, Alan Gordon, and CP van Wyk, competed against some of the top MTB riders in South Africa. The race was won by the sub-veteran rider Philip Buys who posted the fastest time of 02:13.24. A total of 358 riders entered for the 60km main race, albeit not all at once off course, to keep in line with the Covid-19 safety regulations. Bontekoning, who participated in the men’s senior division was ninth overall with his time of 02:15.16. Hot on his heels was Gordon in 10th place with a time of 02:18:03. Gordon participated in the Sub-veterans category. Van Wyk also competed in the senior class along with teammate Bontekoning, and
posted the 12th fastest time of 02:19:06. The fourth event in the Nissan Trailseeker Series will be held on Saturday, the 10th of October at one of South Africa’s most popular holiday resorts and private game reserves, the Sondela Nature Reserve in Bela-Bela. There are different race categories which riders can enter to experience the best value available in the industry. Late entry fees apply from Thursday, before the race and on race day. This event will consist of a long race division of 59km with the entry fee of R350. The half-marathon race of 35km costs R280 to enter. For the less serious riders there will be a 20km Fun Race with an entry fee of R200. In accordance with announced Government Regulations, the Nissan Trailseeker Series will be subdivided into five separate events over the weekend. Each event will have a separate start time and will be limited to only 500 participants to ensure that there will never be more than 500 people on the venue at any given time.
Mopani Hunters hit the range ■ Billy Sibuyi After months of no action, the South African Hunters and Game Conservation Association (SAHGCA) Mopani Branch held their second shooting event under COVID-19 regulations over the past weekend. According to the Vice-Chairperson, Gavin Meridith, the event was successfully held despite the additional COVID-19 protocols. “The participants acted responsibly as by this time the infection risk is understood by all, and everyone was elated to be back competing in the sport they so dearly love,” he explained. “The first two shoots went surprisingly well. The people were not as rusted as expected and some good scores were posted.” According to him, members will be required to book prior to the event due to the 40 persons
restriction. Meridith said that for a person to join the branch, a suitable licensed firearm was required and that special attention would be given to any new participant on the range, even though the person had to have passed a competency test prior to obtaining a firearm license. “They may not be familiar with the rules and procedures applied on the range. Range officers apply these rules to ensure safety for all as safety is taken seriously throughout all 81 branches of SA Hunters county wide.” The branch has a program to teach juniors how to shoot and these juniors are required to pay a once-off joining fee which is valid until they turn 18-years old. “They are taught to shoot with air rifles and later progress to .22 rimfire rifles. Safety is a priority with children and coaching and training is done on a one to one basis,” continued Meridith who also mentioned that children
quickly adopted the safety protocol as habit. Juniors shoot with the clubs’ air rifles at no cost. The branch held a shooting event on Saturday, the 19th of September 2020, and as mentioned, some great results were recorded. In the Hunting Bow category it was Christo Visser, Dian Schnettler and Dirk Schnettler who occupied first, second and third spots on the podium respectively. Johann Maritz took first place in the Warthog event with Johan Scheepers and Willie Botha in second and third. The Shotgun Francolin shoot was dominated by Sakkie van Wyk in first, Liam Meredith and Ryno van der Westhuizen who tied for second and Gavin Meredith who took third spot. The SAHGCA Mopani Branch will host their next shooting event on the 3rd of October. The Warthog, Frankolin (shotgun), and the Hunting bow events will be shot.
