LEADING THE WAY
Private game breeders are fighting the battle against the illegal trade in rhino horn through regular dehorning and active population management. On Friday morning a team of wildlife experts joined hands to dehorn and translocate four rhino bulls on a private reserve outside Gravelotte. The entire operation took less than three hours and no animals were harmed in the process. Read the full story on page 3. Photo: Joe Dreyer

■ Joe Dreyer A fire started in Tzaneen’s new industrial area on Saturday evening when a branch from a palm tree touched overhead electrical wires, causing a short circuit, and setting the tree alight. This caused smouldering plant debris to drop down and land on piles of recycling material in the Letaba Recycling yard which in turn burst into flames seconds later. The strong wind on that evening helped fuel the flames and soon a raging inferno was fiercely making its way through the property. Owner of the business, Raymond Reese, explained that he was preparing a meal at home when a neighbouring business owner called him. “Raymond, I think your property is on fire! I dropped everything and rushed to my business. I was met with a sight one cannot put into words,” he explained. “Ironically, we were at a venue outside of town earlier that day and my wife and I noticed palm trees blowing into the overhead wires and making hissing sounds as it did so. We both commented that a short would cause a serious fire, so we reported it to
Nearly 3 million unemployed in Lim ■ Joe Dreyer Limpopo province shed 252 000 jobs during the period from April to June this year. This is according to the Quarterly Labour Force Survey which was released by Stats SA on Tuesday this week. The finance sector was the biggest loser with 57 000 jobs lost while the manufacturing sector saw 31 000 jobs culled. Quarter-to-quarter losses were also experienced in the mining sector (17 000 job losses), the transport sector (19 000 job losses), the construction sector (46 000 job losses), private households saw 7 000 jobs lost and trade in the province lost 57 000 jobs. “It is clear that most sectors experienced losses, but the911 trading sector, which includes many small 084 4000 072 98 98 911 084 22 00 911

the manager. I could not have known that only hours later I would become a victim of just that.” The Tzaneen Neighbourhood Watch and the Mopani Fire Department were dispatched and started fighting the blaze. Local security companies pitched in to assist and three hours later the fire was finally extinguished. Reese lost some of his recycling stock, three trailers and a portion of the outside shed, but his vehicles and the building itself were saved. Bulletin saw CCTV footage which clearly showed how the fire started and according to Reese, he will be looking into the matter from a legal point of view. One member of the community told Bulletin that the palm trees in question had been a topic of discussion numerous times in the past as they were growing dangerously close to the powerlines. According to this individual, the municipality ignored past requests by previous tenants to remove the trees. The GTM were not reachable for comment on the matter at the time of going to print. The extent of the damage had also not been determined yet.

The year-onyear job losses for Limpopo’s trade sector was 124 000,” said DA Limpopo Provincial Leader, Jacques Smalle. “Year-on-year, the official unemployment rate increased from 20.3% to 21.9%, but more concerning is the expanded unemployment rate which has increased by 5.4% to 46.5%.” This is the second largest increase in the expanded unemployment nationally, with only the Eastern Cape who experienced a higher percentage of 6.3% to 52.8%. Limpopo province now has 2 986 000 unemployed and a mere 1 387 000 employed people. “The agricultural sector is literally keeping the local economy afloat as it managed to create 16 000 new job opportunities during the second

quarter despite the many challenges the industry faces daily. Our farmers persevere despite droughts, limited government assistance and farm attacks.” Limpopo’s farmers now employ 142 000 farm workers second only to the Western Cape’s agricultural sector which employs 197 000 workers. The DA calls on the Limpopo executive to safeguard the agricultural sector by implementing a workable rural safety plan, not only to ensure further job creation, but also to guarantee food security. “The DA appreciates the Herculean effort of our farmers and will continue to support their right to feel safe and to create opportunities on their farms through our court watching briefs and the monitoring of farm attacks,” concluded Smalle. Legalizing the trade could save the rhino ■ Joe Dreyer Four rhinos were darted and dehorned on a private game reserve outside Gravelotte on Friday morning, the 23rd of September. The team led by experienced wildlife veterinarian, Chris “Bossie” Boshoff and his assistant, Yke Osmers, embarked on their mission just after sunrise to complete the task before midday. With temperatures of 40 degrees Celsius in the forecast, Boshoff and his team needed to be finished before the heat caught up to them and placed the animals in danger. An experienced game helicopter pilot, Jana Meyer, of Hope for Wildlife, joined up with the team shortly after their arrival on the farm. The plan was straight forward; Boshoff would dart the identified animals from the chopper while the ground crew traced and dehorned them. The ground crew consisted of roughly 12 men, including Osmers, on three bakkies. Two young bulls were also darted and translocated to manage the population dynamics on the reserve. Wildlife veteran and local legend, Piet Warren joined the ground crew and dehorned two of the rhinos himself. The day was made possible by Enza Safari, a private travel company providing luxury conservation experiences to national and international guests. Enza Safari covered the costs of the helicopter for day, the dehorning, translocation, and the veterinarian costs. The horns that were removed were bagged and tagged and transported via a security detail off the reserve to an undisclosed location in Gauteng. Rhino horns consist mostly of keratin, which is the same substance that human finger and toenails are made of. Their horns grow back at a rate of one kilogramme per year and the animals feel absolutely no pain during the dehorning process. In fact, the biggest horn removed on Friday, was from a bull that Bossie had dehorned three years ago. This and several other factors have caused a concerted effort by many private rhino breeders to push for the legalization of the rhino horn trade to save the species and stop poaching. Dehorned rhinos are no longer targets for ruthless poachers and legalizing the trade in their horns will illuminate the need for an underground black market. Naysayers often counter the argument with the example of the

ivory trade which was legalized to stop the poaching of elephants. The legalization in this instance was not a success, however, because the demand for ivory rapidly surpassed the supply. Unlike rhino horn, ivory tusks do not grow back, which is at the core of the supply and
demand dilemma. A rhino can deliver horn at a kilogramme a year and the animal does not have to be killed. With current stockpiles in the country, the chances of a supply backlog forcing poachers into the fields in search of rhino horn, is a very unlikely outcome.
“We will rebuild the Info Centre” - GTM ■ Joe Dreyer
On the 17th of October 2017, the Tourism Information Centre at the entrance to Tzaneen burnt to the ground. In its wake it left a few rondawels (chalet) and a pile of rubble that now greets visitors as they enter town or drive past to the restaurant situated behind the site. It has been three years and nothing has been done in the form of developing the land on which the tourism centre once stood, rebuilding the tourism centre, rebuilding an entirely new building or office block, or perhaps even transforming the vacant plot into a free market for the street hawkers. Not a word has been said about this piece of land either. Two weeks ago, Bulletin sent an inquiry about the matter to the spokesperson of the Greater Tzaneen Municipality. We asked the GTM what their plans were for the site, why a security guard is stationed there and why there appears to be people living in the rondawels that were not destroyed by the fire. If the site is just a vacant plot with no development intended for it, why spend taxpayer money to employ security guards to guard it? Neville Ndlala, the spokesperson for the GTM, referred us to
Ntlekeng Kgatle, spokesperson for the Limpopo Economic Development Environment and Tourism department (LEDET). We repeated the process with Kgatle who referred us back to Ndlala as the tourism information centre was run by LEDET but stood on ground owned by the GTM. This week we finally received a response. “The plan is to rebuild the centre. The project is in the GTM’s Integrated Development Plan (IDP). We have also sent a letter of request to the Department of Tourism to assist in the rebuilding. (kindly take note that the land belongs to GTM while the structure to LTA),” Ndlala said. Responding to our inquiry on why the security guards are being paid to guard a vacant site, Ndlala said that two of the Department of Tourism’s officials operate from one of the rondawels near the back of the site to apparently assist with information and to “through their website”. We do not know exactly what is meant by that statement but we have to accept the response as meaning that there are actually two officials sitting in a tiny rondawel on an unmarked plot of land hidden in long grass and building rubble without any visible signage directing travellers to their whereabouts… assisting with
information. We further asked whether the municipality was aware that four people were operating a manufacturing business from the site and that other businesses were being operated there? “Yes, there’s Beads Bazaar container and a chairs manufacturing SMME who was approved by LTA.” And the security company? “Security company is appointed by the LTA. They are not guarding rubble, the container full of stock, material for chairs manufacturing etcetera is not rubble.” Bulletin visited the site last week and we spoke to the people working from there. There is indeed a manufacturing plant, albeit an informal one, base at the rondawels. We saw them working with wood and steel and one of the women who work on the site explained that they mostly weave baskets and garden outdoor furniture which they ship out to outlying areas weekly. No date was offered in the response, nor was a reason given as to why nothing has happened to the site in the last three years. We were also not told whether the SMME or the Beads Bazaar pay rent to run their businesses from the site. We still do not know where they receive their water and electricity from.

Zama-zama’s return to Harmony ■ Joe Dreyer Poverty and a lack of jobs for illegal immigrants have been blamed for the illegal sand mining activities on the banks of the Letsitele and Letaba rivers in the Mopani District. The sand is mined by the operators before being sold to truck owners, who in turn sell the product to builders at high prices. Locals of the region refer to this as the “Marikana project”. Though the mining project attracted criticism from the local community at Dan and Petanenge villages, the illegal mining processes continue unabated, motivated by the intervention of the traditional leaders who want a share of the profits. A headman told Bulletin that it is the law within the traditional authorities that money be paid for minerals extracted from the area. He however said that they demand money from the owners of the trucks with whom they have agreements regarding the fee for the time the trucks would be allowed to load sand. According to him, it is not the traditional leaders who mine the sand, and the owners of the trucks who load the sand must take responsibility for their workers. Donald Machona, one of the miners at a site near Tzaneen, said that they are forced to work in teams to fill the trucks. According to him, after filling a truck they are paid R400 by the driver which they must share among themselves. Donald and the rest of the miners risk their lives by digging tunnels approximately 100 metres underground and mining the sand with buckets. A truck driver spoke to Bulletin anonymously and explained that they use the sand miners for reasons mainly financial. “These guys are cheaper than the operators who use TLBs and other machinery, and they can also mine in places near
the wetlands where the large machines cannot enter.” In the meantime, farming and mining operations in the Gravelotte, Harmony and Ofcolaco areas have continuously expressed their concerns over the illegal mining operations which they have to deal with in their areas without any support from the Department of Mining Resources and Energy (DMRE). Some of the farmers who have raised their concerns, have even received death threats from the parties involved in the illegal sand mining. An email was sent to the DMRE requesting clarity on the legality of the mining, after they were told that the DMRE had amended their regulations and issued permits to the trucking companies and the sand miners, allowing them to operate at the river basin. The concerned farmer, Willie Smit, expressed anxiety over the impact to the environment and the safety of the illegal sand miners and requested from the department, letters of consent from various stakeholders which they allegedly sent to the trucking companies. He also threatened to take legal action against the department if the matter is not resolved. “We see illegal sand mining has started again in the Harmony block,” Smit said in his email. “A man claims that your department has amended the mining license to the river basin. I would like the department to respond ASAP on all surveys that have been done and require the consent letter or report from Disaster Management Limpopo, DMI survey report that allows the new amendment, a consent letter from all farmers that have agreed on this mining project, a consent letter from Water Affairs MP (cause the water rights fall under Loskop (Olifants) management
plan, that have agreed on this mining project, a consent letter from KNP that have agreed to this mining project, a consent letter from the Department of Transport, and a consent letter from Environmental Affairs that have agreed on this mining project. As you know, we gave all info and have been against this problem.” In response to Smit’s email, the spokesperson for the DMRE, Rudzani Mabogo, said that the

“Stan you're too soft”- COSATU ■ Jeff Jackson Limpopo Premier, Stan Mathabatha scorned the assertion by COSATU that he is soft on corruption and said that the VBS fiasco was used as a political ball to have him removed as premier. This followed a call by the labour union that Mathabatha should resign as those people involved in the Limpopo PPE tender scandals, were still left unattended. Mathabatha said that where wrongdoing was involved and reported, he would take appropriate
action against those implicated. He was speaking after the meeting of the Provincial Corona Virus Command Council and denied that he was turning a blind eye to the reports of corruption in the public sector as claimed by COSATU. The union said that Mathabatha and the provincial executive committee “have gone A.W.O.L when society in the province needed political leadership in the midst of rampant corruption”. Mathabatha said that mayors and other officials of municipalities which deposited money with VBS Mutual Bank have been dismissed. “As for the criminal investigations, we are informed by police leadership that dockets had been handed to the National Prosecuting Authority (NPA) for decision and action,” said Mathabatha. On investigations by the Hawks into corruption from within his own office, Mathabatha claimed that he was awaiting the outcomes of the investigation by the police unit. This year, the Hawks conducted a raid at the office of the premier after allegations were made related to his international travels. Earlier this year, it was exposed that the office of the provincial Health
department will conduct their investigations into the matter and provide feedback. “The email below has been noted and this Department will conduct some investigations and provide feedback. It must be brought to your attention that the DMRE can only act within its mandate and as for the other matters raised in the email, the relevant government departments can be engaged.”
MEC was embroiled in a scandal where children of ANC politicians and their comrades were offered tenders. Mathabatha stated at that time, that he will take stern action against those implicated especially with regards to irregularities with the procurement of personal protective equipment.
Brothel B&B’s closed ■ Jeff Jackson Eleven women were rescued from a human trafficking syndicate in the North West. Five suspects were arrested during the raids at brothels which operated under the guise of Bed and Breakfast accommodations. According to the Hawks, the women are reportedly from Limpopo, Lesotho and Namibia and were trafficked to work in brothels in Rustenburg and Kuruman in the North West and Northern Cape provinces respectively. Spokesperson for the Hawks, Brig Hangwani Mulaudzi, said the arrests were a culmination of an investigation that lasted more than a year. He said the investigations into the matter commenced in 2019 and since then they were collecting intelligence. He added that the preliminary investigation identified six suspects and one of them died in 2019 with the remaining five arrested during a swoop on Sunday morning. The eleven women were rescued during the operation. The Hawks worked with the Department of Social Development to transport them to a place of safety while the Department of Home Affairs assisted with their immigration status. “The women were trafficked from neighbouring countries and used as sex slaves. The brothels were disguised as B&B`s and the women were made to pay rent while working there. The investigation started in 2019 and since then we have been working on collecting evidence,” stated Mulaudzi. The three women among the victims who are presumably from Limpopo were rescued in Kuruman in the Northern Cape. “The women aged between 20 and 30 were used as prostitutes on the premises after they were lured by the suspects with the promise of employment. An undisclosed amount of money was seized at all the three premises. Receipt books and three vehicles which were used for the commission of the crimes were also confiscated.” The five suspects who are believed to be part of an organised crime group, appeared in court on Monday. Their brothels have since been closed.

Star’s d-day approaches ■ Joe Dreyer Today marks exactly a year since the Caroto family stood helpless, watching their entire life’s work burn to the ground in a single evening. It was just after 21:00 on Wednesday, the 2nd of October, 2019. Within minutes of the fire, hundreds of townsfolk had converged on the site with “bakkie sakkies”, hoses and even a water truck. The response to the fire included eight firefighting vehicles and 14 personnel with support from the Modjadjiskloof fire station. The incident commander on the evening was the assistant chief fire officer, Vincent van der Westhuizen. According to the fire department, upon their arrival at the scene, they found that the building had already been fully engulfed. The strategy was then to fight the fire from the flanks of the structure which at the time had not yet been completely involved. People were seen running into and out of the building carrying furniture and appliances in an effort to salvage what could be saved, but in the end the fire was so devastating that everyone was called away from the site. The fire department and volunteers did what they could to save the structure, but alas, it was not to be. The building housed Husqvarna agricultural
equipment on the one side, motor vehicle spares in the middle with a coffee shop and intimate conferencing venue to the far right. Through the quick response by those at the scene, most of the agricultural stock and the coffee shop was saved, but the spares section and venue were no more. Following much rumour mongering and speculation about the cause of the fire, four independent investigations were conducted. Two concluded that he fire was caused by electrical fault and two concluded arson. Nevertheless. the family sprang into motion and started rebuilding. Today, exactly a year later the Caroto family again stands and watches. This time, they see the construction crew installing the roof trusses, the painters painting new walls and the glazer tending to the new window installations. The new building is nothing short of awe-inspiring and will boast everything the old building had, but with a slightly easier to navigate layout and a more modern appearance. Keep an eye on their Facebook page for developments and specials as they prepare for the big move back from their temporary residence at the Oasis Mall and their neighbours, Tzaneen Swaarvoertuie. Weather permitting, they will reopen in November, or early December this year.

Eben (an electrician in Mussina), Deidre (a lecturer and missionary’s wife), John (in Australia), Dewald (Ouboet) a draughtsman in Mozamibque, Nic (talented soccer player and scuba trainer until his fatal motor bike accident 2010) and Ronell, the artist and gym instructor all served their part in the community. Oom Dewie and Tannie Daph became a wellknown couple in town and everyone that met them loved this God Fearing family. Oom Dewie was employed at PMC for 28 years and later became well known for installing Temani Salt water chlorinator swimming pool pumps. His sudden death in 2014 on the operation table left tannie Daph shocked, but being the strong woman she is known for, she kept her home-salon and tea garden going with boarders housing with her. Daphne Bodenstein is well known as a master caterer, decorator, cook, hair stylist and soloist/choir singer. Her house was never without confectionary and masterfully baked dishes. She always had something to eat and
share. She owned three hair salons which included two ‘Salon Sharlea’ branches and Dee-Ann’s for 23 years. As she always said: the word ‘pension’ is not mentioned in the Bible. Phalaborwa salutes this 87-year old multi skilled, fun-loving lady and wish her many happy years in Mtunzini, KZN living her dream to preach the gospel to the local community. Phalaborwa will be dull without her but the memory of the good old days will make us all treasure her in our hearts.

Barrel racing riders geared for speed ■ Roelof de Jonge
Horse riders from Tzaneen and surrounding areas along with competitors from as far as Gauteng and Mpumalanga took part in the first show event for the year under the National Barrel Racing Horse Association (NBHA), the governing body for this sport. This event which attracted a total of 49 contestants was hosted by the Thundering Hooves Club at the Dusty Hill Western Venue from Friday the 25th until Sunday the 27th of September. There were a host of activities like barrel racing and pole bending which requires speed and accuracy. These items are especially popular for contenders who have a liking for speed. The event attendees also got to grips with roping by using an imitation of a calf. On the final day there was also a ranchwork presentation which provided for plenty of
entertainment because of the concentration this item requires. The NBHA is mainly focussed on barrel racing, although it is in the early stages of looking into more activities to present at upcoming events. The sport’s origin is from the USA. What makes barrel racing so popular is that it offers cash prizes which motivates the competitors. Persons or rather horse back enthusiasts who are interested in this sport and would like to know more about it, can contact Zonya Beukes (chairperson of Thundering Hooves) at 076 758 8866. More about barrel racing: NBHA South Africa shares a passion and love for its equine friends and Barrel Racing. This organisation has joined forces with the official NBHA in the U.S, which are affiliated in 12 countries, to build and promote Barrel Racing as a sport in South Africa. NBHA SA aims to build and provide its best riders with an opportunity to compete in the NBHA world championships. The National Barrel Horse Association, headquartered in Augusta, Georgia, is
the largest barrel racing organization in the world. In 1992, the NBHA revolutionized the barrel racing industry by pioneering the divisional format, which allows riders of all skill levels a chance to win money and prizes in barrel racing competition. This organisation is busy looking at sponsors to provide members with benefits and help grow this new initiative in South Africa. NBHA also offers clinics throughout the year to help riders train and ride their horses professionally, become better and in turn put South Africa on the map. Dusty Hill is an approved South African Western Mounted Games (SAWMGA) venue which is regarded as the best arena in Limpopo for this kind of sport. Bulletin spoke to the owner of Dusty Hill and chairperson of Thundering Hooves, Zonia Beukes, about this relatively new sport that had found its feet, or rather horseshoes, in South Africa. “Thundering Hooves is a multidiscipline western club which consists out of some great members who shares the same passion for this sport. We at Thundering Hooves are super excited as we to look forward to a very successful NBHA season for 2021.
A host of riders as far as from Gauteng and Mpumalanga joined riders from the Thundering Hooves Club at the Dusty Hill Western Venue in Tzaneen this past weekend for the National Barrel Racing Horse Association’s event.
