After the arrival of the police, members of the BTA sought cover in the mango plantations and when they had passed along with the GTTA taxi convoy, the drivers came out of hiding and started repairing their vehicle tyres after which they drove away. Some taxis had to be towed away by a truck to Lephepane village which is the headquarters of the BTA. Later, a BTA taxi which could not be rescued, caught fire and burnt out. Five men from the BTA were seriously wounded and taken to hospital, seven taxis and one bakkie were damaged, and one taxi was overturned which later caught fire and burnt out. The BTA will be laying charges against the GTTA at the police station, according to one of their taxi owners. The police have in the meantime been accused of siding with the GTTA.
Two people were wounded, several taxis and a bakkie had their tyres deflated during a shooting incident in Khujwana Crossing this past weekend. A taxi was torched and one other overturned as old rivalry seemed to flare up between taxi associations operating in that area once again. The feud that resurfaced between the Greater Tzaneen Taxi Association (GTTA) and the newly emerged Bathlabine Taxi Association (BTA) brought the entire area to a complete standstill on Sunday. The renewed attacks on each is not a new feud between these two associations as it first surfaced in 2003 where several taxi drivers belonging to the then Bakgakga Taxi Association (now the GTTA), were arrested for assaulting members of the Batlabine Taxi Association. Members of the latter were later also arrested for the murder of a taxi boss who was shot at Khopo Village while patrolling taxis during the fracas. This Sunday, commuters woke up to find a new fleet of taxis belonging to BTA, some with Gauteng Province registration plates. While one BTA taxi was loading passengers, others were following closely by as a type of escort after receiving opposition from the GTTA who the unofficial, official users of the road are. When the first taxi reached the Khujwana Crossing it was stopped and the driver assaulted, and his taxi’s keys confiscated. He then called for help. It all started however, when other BTA taxi Dammaged taxis and a private vehicle after an angry mob fired shots at rival taxi drivers. drivers who were rushing to the aid of their colleague, were stopped by three police vehicles manned by six police officers who told them not to approach the taxi rank at the crossing until police backup was called. While it seemed as though the taxi drivers were understanding, a vehicle arrived on scene with what was presumably members of the GTTA and soon an argument between the two groups ensued. The six police officers then attempted to mediate. Suddenly, a crowd emerged from the bridge that crossed the road a few metres down the line, brandishing golf clubs, rocks and sticks, running towards the police and Police attempt mediation between the two rivals shortly before violence broke out. the two arguing groups. Land committee head to PLK ■ Jeff Jackson
The Adhoc committee on the Amendment of section 25 of the Constitution to expropriate land without compensation will head back to Polokwane for the public hearings. The committee sat on Monday to chart the way forward after the hearings which were held last Sunday was cancelled by an ANC Member of Parliament (MP) when members of the red Marxists brigade barricaded the gates. The Adhoc committee had visited the city for hearings on the bill which had been sent to parliament for inputs, deliberations and voting, before it could be signed into law by the president. According to reports when the red overall comrades arrived at the Jack Botes hall and found it filled with members of the ruling party, they took it upon themselves to barricade the entrance which compelled organisers to cancel proceedings. Again, but not surprisingly, no arrests were made. After the public hearings and the written submissions to parliament, 084 4000 911 072 98 98 911 084 22 00 911

the mob was comprised of taxi drivers from the GTTA as they soon started attacking the BTA members. The three police vehicles drove away from the scene, leaving the drama to play itself out as the back-up which had been called more than an hour prior to the scuffle, had not yet arrived. Taxi owners from the GTTA tried in vain to calm down the situation which had already led to two drivers lying unconscious in the road. The BTA taxi drivers rushed to remove their taxis as the mob started attacking the vehicles. One taxi was overturned and shots were being fired at those parked in close proximity. The GTTA drivers and their taxis continued converging at the Khujwana rank until the police POP units arrived in a Nyala. The taxis were escorted into Khujwana before being led to Maake Plaza which is where the offices of GTTA are situated.

a blue paper was produced and had to be taken to the people for inputs, deliberations, arguments and votes before the law could be enacted. The abandoned meeting in Polokwane was initially scheduled for 11:00, and was postponed to 14:00 when the lawless red-clad disruptors demanded the meeting be attended by more than 250 people which was in contravention of Covid-19 regulations. Chairperson of the Adhoc Committee, Mathole Motshekga, said the challenges they faced at the previous meeting will be resolved politically. Motshekga said that they engaged with AgriSA at the hearings in the Northern Cape and found them fully cooperative and suggested that they also head back to the Waterberg region. However, ANC members during the meetings did not support the Waterberg visit arguing that the National Council of Provinces will have a public participation process in which people who felt they were left out could take part.
The hundreds of community members in the Greater Tzaneen Municipality (GTM) who are employed under the Empowered Public Works Programme (EPWP) will finally be working for the last time in December after serving for two years. This follows complaints from communities regarding their working conditions. Mayor Maripe Mangena promised to take action. Letters of the termination of their services were received last week Wednesday and Thursday which thanked them for the services rendered during their stay at the GTM. The letters stipulated that their contracts would come to an end on the 31st of December. Many of these part time employees were left in shock and disbelief as they will now be left jobless. The EPWP project is a poverty alleviation project launched by former President Thabo Mbeki in 2005 aimed at alleviating poverty while creating job intensive mechanisms. Later it was diversified to other departments where municipalities also joined the fray. Though many were hired from their respective communities, there

is small number who remained when the contractors they were working for, left. It is a bittersweet symphony in the halls of the municipality as though some workers are bitter to be moving forward, others feel relieved as they alleged they were tired of complaints from community members that their terms were always extended, which was in contravention of the rules stipulated by Mbeki which stated that the employment of these casual workers should be rotational. During a radio interview after the State of the Municipality (SOMA) last year, Mayor Mangena received inquiries from various community members about the role of the EPWP considering that the municipality itself has cleaning and maintenance crews which were meant to do the job of the EPWP. The EPWP workers were paid R150 per day depending on the number of days they worked. While some were directly employed under the municipality, others were employed by other government departments. During a question and answer session in parliament, President Cyril Ramaphosa said EPWP is a poverty alleviation project and will not be covered by the minimum wage.

RAL has no money to fix their roads
The Eiland Road (R529) is so badly decayed as a direct result of the inability by Roads Agency Limpopo (RAL) to regularly maintain their infrastructure, that locals from the area prefer to drive along the gravel shoulder of the road to preserve their vehicles. Photos: Joe Dreyer

The R528 that connects Tzaneen and Haenertsburg through Georges Valley, is another blinding example of the failings of an organization appointed by a provincial department to manage its infrastructure. The Roads Agency Limpopo (RAL) is contracted by the Department of Public Works in Limpopo to manage the roads infrastructure throughout the province. RAL receives an annual budget from the provincial department to allow them to fulfil their duties as per their mandate. It would appear however, that RAL is failing dismally in its efforts. The proof is in the Georges Valley, Eiland, and Deerpark Roads-pudding. On Wednesday this week, Bulletin’s editor took a drive up to Haenertsburg from Tzaneen along the R528 through Georges Valley. At the top, he made a U-turn and drove back down the same route. The purpose of this trip was to count the potholes along the 38 kilometre stretch of road. By the time he arrived back in Tzaneen his tally was at 234 potholes (and he may have missed a few as he swerved to avoid the sedan-sized holes in his lane, and the vehicles approaching from the opposite direction also swerving to avoid the massive craters). Following his harrowing trip up and down the mountain, he travelled to the Eiland Road just a few kilomtres from Letsitele town. It is along this route that some of the biggest farmers in the Southern hemisphere produce valuable exports. Also situated on this route is the very popular ATKV Eiland Spa and Resort which attracts thousands of
visitors right through the year. The Eiland Road is so decayed that farmers who live and work along it, choose to travel on the gravel next to it, rather than on the road itself, in order to preserve their vehicles. Visitors to the Eiland resort have reported damaged tyres and rims in the past and even locals have said that they have lost count of the number of tyre and shocks repairs they have had to undergo on their fleet in the past few years. Counting the potholes on this road would be futile as there is only one pothole there – along the entire road. Not only does this pose a very serious danger to the lives of the motorists who have to travel along it for business, but it creates a deterrent to visitors. At night, or during heavy rains, the potholes are impossible to see, which creates other safety concerns such as police and emergency services response times in cases of emergency. In an attempt to gain a bit more insight into the matter, we attempted to contact RAL spokesperson, Maropeng Manyathela. His phone remained unanswered even after numerous attempts over the course of three days. We sent him WhatsApp message with an inquiry on the state of the roads. We are still awaiting his response, despite the message indicating that it has been delivered and read. Next, we contacted the spokesperson for the Limpopo Department of Public Works, Joel Seabi, who immediately approached the relevant departments within his organization, as well as that of RAL, for answers. “In the current financial year which ends in March
A very dangerous section of the R528 Road that connects Tzaneen with Haenertsburg. This section of the road surface has completely disintegrated and is virtually impossible to detect while driving due to it’s position on a blind bend.
2021, there are no funds available to repair the R528. That road needs more than just a few patch jobs, that road needs a complete overhaul. There is just not enough money right now, but we will be allocating funds towards Georges Valley for the next fiscal year which starts in April 2021,” he said. “In the meantime we will be looking to a temporary solution that will include a team from our department doing temporary pothole plugging until the funds for a complete overhaul are made available.” We asked about the Eiland Road and Seabi said that he was not familiar with the area on the other side of Letsitele. “I must be honest and ask for some time for me to investigate and speak to the relevant parties so that I can provide you with some proper information. Now that you have explained the importance of that road to our local economy, I am going to try and escalate the Eiland Road as a matter of urgency.” Earlier in the week, Bulletin received a phone call from two distraught farmers along the Mieliekloof gravel road, who explained that the department’s grader had not been in their area to grade the road for a long time. This has caused the road to become almost as impassable as the roads mentioned above. At the time of go-
One of the most frequented roads in the area, the R528 through Georges Valley.
ing to print however, Seabi was unable to get any information from the roads department but has promised to revert in the days to come. Bulletin requests our readers to send us your photographs along with a pin location of any potholes anywhere along the major routes between Mooketsi, Giyani, Tzaneen, Phalaborwa and Hoedspruit, so that we may compile a list to send to Public Works. Send your photos to joe@bulletin.us.com.

BPM play their blame game ■ Billy Sibuyi
President Kruger Street
President Brand Street
During the day when many areas in Phalaborwa town are facing drinking water shortage, thousands of liters of potable water goes to waste from a municipal waterpipe that has been leaking nonstop for four months. The water has been flowing in Pres Brand Street adjoining HOWI Church for the last couple of months, but no municipal official has cared to stop this wastage of water. ‘‘Use water wisely’’ slogans remain on paper only, whether the municipality get up and check this wastage or will they continue to ignore the woes of the ratepaying residents is something that remains to be seen. In Phalaborwa, the closest the residents come to receiving services they pay dearly for, is from the lips of the spokesperson that guards the office of the municipal manager and mayor. Just in Pres Brand street alone, a total of four water pipe bursts were recorded in the last month - four which have never been fixed. The whole of Phalaborwa suffers burst water pipes at least three times a week- leaving residents without water for hours on end. The burst pipe has completely washed away the road at Pres Brand Street. In the nineties, residents of this neighbourhood would remember the annual flooding of Pres Brand Street during the rainy season, especially at the dip in the road where the stream that runs past Beverly Hills, crosses under the road surface. Never once did the road wash away, and never once were there potholes left to grow to the size of an average sedan. It simply cannot be blamed on the torrential rains anymore and the BPM must stand accountable for their continuous failings. It has been more than a week since DA Ward Councilor, Jane Williamson, promised residents that the spares to fix Pres Brand Street were expected on Wednesday afternoon, 28th of October, and residents had to “stock pile drinking water and water for toilets”. However, residents believe that there were never spares that arrived as the
councilor has now urged ratepayers to rather send their residential details to a WhatsApp hotline number. Cassie Carstens, a long-time resident, believes that according to their calculations, a minimum of 10 liters of potable water is wasted every five seconds thus resulting in 122 liters of water being wasted per minute. If these calculations are accurate, 58 775 liters of water is wasted every 8 hours. The amount of water going to waste each day could supply 453 households of four per day. “I took a bucket and marked it at a 10 liters capacity and used a stopwatch. It took 4.9 seconds to reach the 10-liter mark when the consumption was extremely high. During a hot day when the consumption is high the leakage will be less, however, from 19:00 when the consumption drops then the leakage increases,” Carstens explained. “I have worked on the waterboard for 27 years. I was the superintended and to see that amount of potable of water going down the drain breaks my heart. If the municipality could have captured that water then they would generated income,” Cassie Carstens. According to Ba-Phalaborwa Municipal Spokesperson, Jonas Mahesu, the continuous burst water pipes were due to the ageing infrastructure and was the duty of the district municipality to repair. The district municipality has also not had a part of it, as they say that it is the duty of the local municipality to repair the system as they no longer collect revenue from them.
***Editor’s comment: It is a sorry state of affairs when the municipality shrugs its shoulders at the troubles of the ratepayers whom they were elected to serve. Blame shifting is at the order of the day. To help you with this fight, we have decided that the people responsible for the current state of decay in Phalaborwa, should be held accountable by you, the public. Here are the contact details of the public servants appointed to ensure service delivery to the people of Phalaborwa. The municipal manager, Maite Moakamela, can be contacted on 078 851 5731, the mayor, Meriam Malatji, can be contacted on 073 144 6937 and their spokesperson, Jonas Mahesu can be contacted on 078 099 2830.

First cancer virtual walk for Phalaborwa
The Transformation, Stakeholder Engagement, and Internal Communications Department, together with PMC Athletics Club joined the Walkathon event in support of breast cancer awareness.
■
Billy Sibuyi
Ba-Phalaborwa took part in the annual iThemba Walkathon that was hosted in Namakgale for the first time since its inception 15 years ago. Thousands of participants across the country had the opportunity to take part in the virtual race on Saturday, the 31st of October, to raise funds for breast cancer awareness and education. The co-organiser for the Phalaborwa Walkathon, Truccia Mohambi, told Bulletin that she has always had a dream of helping people with cancer. “The dream came true after I met a Godsent lady by the
name of Virgia Moloto,” explained Mohambi. “Her experience with a family member who suffered from breast cancer, was the common ground for our partnership.” Mohambi said that their vision is education and encouragement, more than just awareness. This weekend they aimed at promoting regular screenings and testing for women of all ages. “When we started, we never thought people will respond in numbers and after the walk we received phone calls, texts from the community saying we did not tell them as they also wanted to be part of this. We want to thank the community at large for your support, it really meant a lot to us and for the survivors as well. We believe that next year it’s going to be bigger than this year,” concluded Mohambi. October is breast cancer awareness month, which aims to educate men and women on breast cancer, its detection, treatment, and stigma linked to it. Palabora Mining Company saw an opportunity to rally its employees to join the awareness campaign. The Transformation, Stakeholder Engagement, and Internal Communications Department, together with PMC Athletics Club joined the Walkathon event in support of breast cancer awareness. PMC stated that it cared about the health and wellbeing of its employees and always encouraged them to live a healthy lifestyle and make informed choices. Through their individual participation, the employees managed to contribute R7 500 towards the course. “On short notice we have reached our objective, which was to create awareness and encourage our women to go for early breast examination and empower them to do self-examination. We are also looking forward in participating on an annual basis going forward,” stated Nametsegang Matthews, PMC Superintendent, Internal Communications.

Jewellery from snares ■
Billy Sibuyi
Wire and cable snares are illegally set by poachers to indiscriminately kill wildlife. Snaring is a low cost and relatively low risk way of poaching, but it has an immense cost to wildlife and to nature reserves and game farms. According to conservationists, this method of poaching is becoming a bigger problem all over the world and it has escalated during the Covid-19 lockdown period. Rangers have their hands full trying to fight this ever-growing threat to wildlife and over the last 12 months, Phalaborwa Natural Heritage Foundation (PNHF) has removed over 300 such snares in just a 50 kilometre radius around Phalaborwa, saving countless animals and conservation resources. These animals must carry the crude deathtraps around their necks, mouth’s, or even legs whilst also enduring the horrific injuries that costs thousands of Rands to rescue and treat. The PNHF recently donated 114 wire and cable snares to an organization called “Down to the Wire” which has found a way to create the snares into something positive. These snares will be transformed into jewellery and the funds generated from the sales are used to fund conservation operations like the rescue and treatment of many snared wild animals. During 2020 alone, they covered the veterinary fees to treat and rescue many animals ranging from wild dogs, spotted hyena, buffalo, giraffe, zebra, waterbuck, and warthog. Many of which were rescued through the PNHF. “A piece of wire, now worn by the world, to create and spread awareness for the love of wildlife. When holding it in your hand, it is just a piece of wire with a loop here and a knot there, but placing it in the hands of a poacher, it becomes deadly,” said Lilly Otto from Down to the Wire.

Corolla Hatch receives a more striking appeal ■ Roelof de Jonge First launched in 2019, the Toyota Corolla Hatch ushered in a new chapter for the Corolla, one where arresting good looks, a dynamic drive and unrivalled refinement featured in the key notes. Enough with the PR marketing gibberish already. As a matter of fact, Toyota Global has in the last couple of years or so ramped up its design division significantly. The results are clearly to be seen with first the rebirth of the iconic Supra, which is a very impressive sports car. A car that has certainly made the car fraternity sit up and take notice off late is the desirable Toyota GR Sport Yaris that was introduced in 2019 to the world. This three-cylinder turbocharged hot hatch with all-wheel drive heralds its origins from the World Rally Championship.
This update also includes a new-generation infotainment system incorporating Android Auto and Apple CarPlay.
Petrol heads in South Africa and specifically staunch Toyota supporters who are yearning to get behind the steer of the GR Sport Yaris, would most probably go down on their knees in order for Toyota South Africa to import a few of these hot hatches over here. Only time will tell whether this pocket rocket will hit South Africa’s shores. The new Corolla Hatch is one of these latest new designs which makes one notice that Toyota certainly have a vision to not only build durable, safe, reliable and environmentally friendly cars, but also cars that are appealing to the eye. The new Corolla Hatch is one such car. Since its launch last year, Toyota has introduced several updates to further enhance its appeal. In March 2020, the Toyota Safety Sense (TSS) active safety suite was added to the flagship Xr model as part of Toyota’s continued TSS rollout strategy. Toyota South-Africa announced further product enhancements which are in line with what the market requests. The ‘street appeal’ of the Corolla Hatch Xr has ‘leveled up’ with the addition of stylish 18-inch alloy wheels. This gives the Corolla Hatch an even sportier stance to elevate its visual appeal. Shod with 225/40/R18 tyres, the handling credentials are further bolstered, offering a fine blend of ride quality and road handling capabilities. Aligned to the 18-inch wheels’ package, is the fitment of a space saver spare wheel, while the Xs models retain the 16-inch alloy wheels with corresponding 205/55/R16 tyres along with full-size spare wheel. This update also includes a new-generation infotainment system incorporating Android Auto and Apple CarPlay. This allows users to mirror applications off their mobile phone for seamless connectivity, while providing enhanced telephony and messaging interfaces on the move. Navigation applications such as Google Maps and Waze are included and being setup for local conditions. Occupants can now also access their music libraries and streaming accounts via apps like Apple Music, JOOX, Spotify and SoundCloud. The wireless telephony system is supported via Bluetooth with a USB input for additional media options. The Xr model is equipped with the Toyota Safe-
ty Sense (TSS) system comprising a whole suite of safety systems including Blind Spot Monitoring. This has been expanded for 2020, with the addition of Rear Cross Traffic Alert (RCTA). RCTA provides audible warnings to the driver in an alley-docking scenario where passing vehicles or obstacles may be out of visual range. The Corolla Hatch is available in both monotone and striking bitone configurations. Graphite Grey and Caribbean Blue have been added to the monotone list while a new iridescent Red (Fierce Red) replaces the Scarlet metallic colour. Four bi-tone colours are on offer, namely Satin Silver, Fierce Red, Caribbean Blue and the newly added Platinum White Pearl, all combined with a black-metallic roof for maximum visual impact. The standard specification level for the Xs-grade is fitted with convenience features such as LED lights with LED daylight running lights, Dual-zone Climate Control, Smart Entry (keyless access), Cruise Control, Power-operated heated exterior mirrors, colour Multi-Information Display (MID), Reverse Camera, one-touch power windows and speed-sensitive door locking. The Xr variant have added sport front seats in a leather and Alcantara combination, power-adjustable driver lumbar support and a seat-heating function for the driver and passenger. The Blind Spot Monitoring (BSM) coupled with RCTA completes the Xr package. An electronic parking brake with integrated Hill-Assist function (HAC) is added along with driver, passenger, side, curtain and driver-knee airbags. The Vehicle Stability Control function is standard with the full suite of electronic aids present, namely ABS, EBD and Brake Assist. ISOFIX attachment points for baby chairs are also supplied. The Corolla Hatch are powered by a 1.2-litre turbocharged four pot engine, producing 85kW of power and 185Nm of torque. The fuel consumption as indicated by Toyota is a mere 6.3 litres per 100km for manual transmission models and 6.4 litres per 100km for the CVT equipped versions. A six-speed manual transmission or 10-speed Shiftmatic CVT driving the front wheels remain the two drivetrain options, depending on the grade selected. All the Corolla Hatch models are sold with a six-services or 90 000km service plan with service intervals recommend for 15 000km or every 12-months. A three-year or 100 000km warranty is also provided. Customers can purchase an additional service plan and warranty extensions from their local Toyota dealer.

Tzn Buurtwag gholf ‘n groot sukses ■ Roelof de Jonge
Mati McCallaghan

Diné Booyse, Liam O’Brien and Tamar de Meyer.
A group of dancers from The Dance Place in Tzaneen under the mentorship of Annemieke Osmers competed at the annual South African Dance School Championship in Centurion. This event was held from the 27th until the 31st of October. The dancers competed in various dance styles, age categories and levels. With more than 40 top dance schools competing, the competitors were judged by a strict panel which makes the recognition even more rewarding. Liam O’Brien, Diné Booyse and Tamar de Meyer performed well in their respective divisions and all returned with accolades for their outstanding performances. In the category for Acrobatics Advanced Solo for dancers 16 to 18 years, O’Brien amazed the judges with his outstanding performances. He did a few solos in acrobatics, contemporary and open cha-
racter, advanced. He received three High Gold medals with a tally of 88%, 87% and 86.5%. Booyse competed in the 11- and 12-years age group. She did a Modern Jazz Novice Solo item and received a High Silver medal after she scored 78%. De Meyer competed in the age group 13 to 15 years. She did a Contemporary Novice Solo item and received a Silver medal with a score of 72.5%. “Although we did not have much time to prepare for this big competition, the dancers held their heads high and performed like super stars. There are a few other competitions coming up, so watch this space,” said Osmers, dance instructor from the Dance Place.
