The Employment and Labour Minister, Thulas Nxesi, announced that a new minimum wage will come into effect as of the 1st of March 2021. While the move was welcomed by some labour unions and factions, others have warned that the increase could have major repercussions for South Africa’s already ailing economy.

The Democratic Alliance (DA) believes that the above-inflation minimum wage increases gazetted by the Minister of Employment and Labour last week Monday, will lead to further job losses at a time when unemployment is already rampant and rising.

“In the agricultural sector, research has shown that large, legislated wage increases cause extensive job losses. A double-digit increase in the minimum wage will likely lead to increased mechanization resulting in even greater job losses in the agricultural sector,” said Dr Michael Cardo, DA Member of Parliament.

“The DA supports sustainable wage increases in the agricultural- and domestic service sectors. We do not believe that increases should be forced by way of regulation. Increases should be determined by employers and trade unions entering into negotiations.”

Dr Cardo said that recent history showed that high level of wages paid to unskilled workers, and the pace at which these increases have risen, is one of the key factors fueling unemployment.

The Department of Labour has announced that the national minimum wage will increase by 4.5% from R20,76 to R21,69.

The Labour Department said that among some of the factors considered during the adjustment of the minimum wage was the cost of living, and

the fact that there had been no negative impact on employment since its implementation, despite warnings from some quarters that this would be the case.

In terms of the law, it is illegal and an unfair labour practice for an employer to unilaterally alter hours of work or other conditions of employment in implementing the minimum wage. Minimum wage is the amount payable for the ordinary hours of work and does not include payment of allowances such as transport, tools, food, or accommodation payments in kind (board or lodging), tips, bonuses, and gifts.

The announcement also provides exceptions for several worker groups such as farmworkers who will be entitled to a minimum wage of R21,69 per hour, domestic workers who will be entitled to a minimum wage of R19,09 per hour, workers employed on an Expanded Public Works Programme (EPWP) who will be entitled to a minimum wage of R11,93 per hour, and workers who have concluded learnerships agreements are entitled to allowances as determined by the national qualification’s framework level.

In a statement released on Saturday last week after a meeting held on Friday, the Transvaal Agricultural Union of South Africa (TAU SA) said that they received feedback from a wide range of farmers and other role-players in the value chain which indicates that they will be forced to make amendments to accommodate these changes.

“Unfortunately, most of them have decided to close all labour intensive divisions like growing vegetables to switch to more mechanized ways of producing food,” stated Henry Geldenhuys, the president of TAU SA. Geldenhuys said that the changes would mostly af-

fect unschooled workers and lead to them falling into unemployment as echoed by DR Cardo of the DA. “None of the role players want workers to earn an unreasonable remuneration or to lose their jobs,” continued Geldenhuys.

“We only want the government to realize that farmers cannot afford the increased wages. Any producer must see profitability as a priority to farm sustainably. When it affects profit, a farmer must make adjustments.”

In 2020, the national minimum wage commission said that a national minimum wage should be applicable to all employees across the country and irrespective of sector.

To avoid excessive disruption, however, the Minimum Wage Act established lower minimums for farm and domestic workers, with a process of gradual levelling to the national minimum wage over time.

The commission had recommended that the minimum wages of farmworkers be levelled with the national minimum wage with effect from the date of the overall adjustment in 2021 and that the domestic workers wage be increased to 88% of the national minimum wage in 2021 and to 100% in 2022.

This would mean there would be an increase of about R350 per month for a farmworker and R450 for a domestic worker.

In line with the Basic Conditions of Employment Act, the increase in the minimum wage would mean that wages prescribed in the sectoral determinations that were higher than the minimum wage at its declaration, must be increased proportionally to the adjustment of the national minimum wage. Therefore, the Contract Cleaning; and Wholesale and Retail Sector will also have their wages upwardly adjusted by 4,5 percent.

Minister defends Tourism Equity Fund ■ Jeff Jackson The Minister of Tourism, Mmamoloko Kubayi-Ngubane, held a meeting with two organizations, Solidarity and AfriForum, on Monday, 15th of February, following a letter from their attorneys in which they had threatened legal action against the rollout of the Tourism Equity Fund (TEF).

The objective of the meeting was to engage the two organizations to listen and establish the basis of their opposition to the fund. The fund was established and launched by the Department of Tourism in partnership with the Small Enterprise Finance Agency (SEFA), as a new financial support mechanism to stimulate investment and transformation in the tourism sector.

The minister has emphasized the importance of the TEF as part of the government’s intervention to build an inclusive tourism economy. It is this controversial plan that will enable black entrepreneurs to open their own restaurants through funding by government who will essentially become partners in the business.

“It is crucial to re-emphasize that this is not a relief fund, as we are finding this to be a source of confusion. The fund will provide a combination of debt finance and grant funding to facilitate equity acquisition as well as new project development, to broaden participation by all South Africans and not just a few dominant players,” she stated.

The fund was set up as public/private partnership, with commercial banks, to crowd-in investments in the tourism sector to increase diversification and the broadening of ownership of tourism attractions in South Africa.

The organizations, Solidarity and AfriForum, questioned the legality, morality, and transformative outcome of the qualification criteria for the fund, suggesting that it deviates from the provisions of the Broad-Based Black Economic Empowerment (B-BBEE) Act. “We have a responsibility to engage with as many stakeholders and role players in the tourism sector as possible, so that we can clarify the thinking behind government’s policy decisions. We believe

that those who know and understand the history of this country, need little convincing that redress is a necessary mechanism towards building a nonracial society, as mandated by the Constitution.

Our goal as government, is to ensure that we successfully implement our vision of building a rapidly and inclusively growing tourism economy that is innovative and leverages on our heritage,” said Minister Kubayi-Ngubane.

The meeting was also an opportunity to engage and appreciate their concerns and views on the state of tourism in the country, in the context of the fund objectives and goals. The two organizations expressed their strong disagreement with the establishment and implementation of the Tourism Equity Fund.

They also expressed their fundamental disagreement with the B-BBEE policy as adopted by the government and indicated that the policy should be scrapped. “We communicated to Solidarity and AfriForum that the TEF is a necessary intervention for creating an inclusive tourism economy, in which previously disadvantaged individuals, youth and women, are represented and can actively participate in ownership and control,” continued the minister.

“This fund will support our collective efforts towards economic recovery and reconstruction so that we can move firmly towards the eradication of the legacy of colonialism and apartheid,” added the Minister.

The application process is open and accessible to all qualifying entrepreneurs. Enterprises are encouraged to seize the opportunity and seek support from the fund through the SEFA. The Democratic

Alliance (DA) has since requested that the list of beneficiaries of the TEF be made public over fears of political abuse.

“More concerning is that although there are multiple requirements to qualify to obtain funding and assistance from the fund understanding or having experience within the tourism sector is not a requirement,” said DA member of Parliament, Manny de Freitas.

According to de Freitas with these criteria lacking, this may be used by some to create personal wealth, as with little or no interest or knowledge in tourism, the chance is high that the sector would enjoy little development from such individuals. ***Editor’s Comment: The Minister appears to believe and support the ideas of socialism. Judging by her responses to the issue, clearly the South African government will stop at nothing to enforce their idea that black South Africans are not capable of competing in the business arena without a helping hand from the already over-looted government coffers (by default the taxpaying public’s hard-earned money). It is sad to think that government still feels the need, after 26 years, to treat their own citizenry with such disdain.

Sadder still is that we live in a country where the majority are told that they still need an unfair handout in order to perform on par with the minority who are not afforded the same opportunities.

Follow up: Eiland Road sinkhole finally tended to ■ Joe Dreyer

It has been a week since Bulletin first reported on the sinkhole that formed on the P43/3 “Eiland” Road in Letsitele and still the Roads and Infrastructure Department at the Mopani District Municipality remain mum on the way forward.

In the meantime, private citizens and farmers from that area have taken it upon themselves to literally circumvent the problem by creating a detour route and even going as far as painting the affected section of the road surface with bright yellow road marking paint to warn unsuspecting motorists of the danger ahead.

Manager of the ATKV Eiland Resort and Spa, Wimpie Boshoff, and his colleagues again stepped in and painted the sinkhole to make it visible to approaching motorists, and Komati Citrus’ team from the Mabete farm, bordering the Eiland Road, cleared a path and constructed a bridge over the ravine to allow motorists to use their property as a detour during the roadworks.

Mopani District Municipality (MDM) said this week that they would take over the detour’s construction from Komati, to ensure that the route met their standards. They also said that they would insert three more asbestos pipes to ensure that the detour too, does not wash away. On Tuesday this week however, no work had yet commenced on the actual sinkhole, but the Roads and Infrastructure team had been to the site to take the necessary measurements.

What the way forward is regarding this sinkhole remains a mystery as we have not been able to make any contact with the spokesperson for this department, Joel Seabi. Last week we left a message that he should contact us regarding the plan for the road. We called his phone numerous times and received a message back that he was in a meeting and would call back soonest – that was a week ago.

On Wednesday, 17th of February, we contacted him again and his phone first went to voicemail before being completely turned off a few hours later. We eventually contacted the Head of the MDM’s Roads and Infrastructure Department, Catherin Maluleke, again.

She did not want to comment and said that she would try and find a person who can.

“It would be illegal for someone other than our spokesperson to speak to you on the record. We would be in trouble from our superiors, but considering that you are not getting any feedback, I will see what I can do and get back to you.”

Chris Burger, Production Manager at Komati Group’s Mabete farm, said that they were worried

about the safety of the motorists along that road which is why they immediately offered the portion of their farm road as a detour. “We constructed the bridge and cleared the road to make it safe for vehicles to pass as best we could. The roads inspector from Mopani told us this week that they appreciate the assistance, but they would be taking over the project to ensure it meets their standards. I must add that

the painting of that sinkhole has been a tremendous help as the vehicles all slow down in their approach now, and we have not had any near-misses there, this week.”

At the time of going to print of Thursday, 18th of February, we had still received no feedback from the Mopani District Municipality. All we wanted to establish was the time frame for this project so as to warn visitors to that area of the impending danger.

Ras het geen van ons vrae verder beantwoord nie.

The Skukuza ‘poachers’ court in the KNP will again hear cases following its lengthy and frustrating battle to reopen since it was closed in August 2019. The court was closed by the Mpumalanga Regional Court President, Noami Engelbrecht, in 2019 who wanted the court to be moved to Mhala Court, outside Acornhoek.

Among the reasons offered for this decision were the claims that the court’s building had not been proclaimed a legitimate court. After the closure of the court, a battle ensued between Engelbrecht and the Mpumalanga High Court Judge President, Francis Legodi, Engelbrecht’s superior, as he instructed her to reverse her decision, but she did not.

Both Legodi and the National Director of Public Prosecutions, advocate Shamila Batohi, were against the decision to move the court to Thulamahashe, which is more than 87km away and would make it difficult for poach-

ing witnesses to attend the cases.

The court’s location in Skukuza is believed to be crucial as it is close to the vicinity of the crimes and boasted a 100% success rate in opposing bail applications by suspected poachers.

Engelbrecht’s decision was declared invalid by the Constitutional Court at the beginning of February 2021.

SANParks welcomed the decision by the Constitutional Court to dismiss the application for leave to appeal a High Court decision allowing for the Skukuza Regional Court to continue operating inside the KNP. The application for leave to appeal was brought by the Mpumalanga Regional Court President, Naomi Annette Engelbrecht. Managing executive of the Kruger National Park, Gareth Coleman, said that SANParks was happy with the decision, and looked forward to operations resuming at the court and added that the court had undergone refurbishment, and that cases, especially related to rhino poaching, will be heard soon.

High-performance Audi R8 updated ■ Roelof de Jonge No other Audi is as closer to motor racing as the Audi R8. The revised version of this high-performance sports car as a Coupé and Spyder hosts an even sharper design.

VIP customer deliveries of the Audi R8 V10 performance quattro have officially begun in South Africa as part of a pre-launch strategy ahead of the performance sports car’s official retail launch this year from the 1st of April.

Instant response, lightning-fast high-revving and a unique sound, the V10 naturally aspirated engine is the heart of the Audi R8. The 5.2 FSI in the Audi R8 V10 performance quattro continues to produce 449kW, with a peak torque of 560Nm. The Coupé sprints from 0 to 100km/h in 3.2 seconds, and the Spyder takes 3.3 seconds. The propulsive power ends at 331km/h (Coupé) and 329km/h (Spyder). The V10 naturally aspirated engines with 5.2 litres of displacement come standard with the R8 sports exhaust system. The ceramic brakes as well as red calipers are a standard feature. The stabilizer at the front axle is optionally made from carbon fibre-reinforced polymer (CFRP) and aluminium, which cuts weight at the front axle by around two kilograms.

The honed character of the new R8 models also becomes clear visually. The Singleframe radiator grille is even wider and flatter. In combination with the dimmed headlights and adjoining design elements, the R8 looks even sharper than before.

The new front splitter is now wider, underscoring the sporty look. The air inlet grille spans the entire width of the rear end. The diffuser is even more dominant and frames the new oval exhaust tailpipes. The air filter is situated in the engine compartment under a new three-part cover. It is available in a choice of plastic or carbon fibre.

Audi R8 customers can enjoy the standard highgloss black styling package as a sporty exterior look to their sports car. The front splitter, the sill trims and diffuser are all finished off in black accents, with an option to upgrade the exterior look to the gloss carbon RS exterior parts which creates an aggressively sportier look.

The new look extends to the interior of the Audi R8 with its driver focus orientation. New options here include the R8 sports seat with fine Nappa leather and diamond stitching as standard. Customers can select between the upholstery colours of red, white or black.

Meet the real Paw Patrol

Limpopo province’s police force currently boasts five search and rescue dogs in their K9 unit. This week the, now controversial, Jetty 3 at Tzaneen dam in Aquapark hosted the annual evaluation assessment course for these valuable members of the force. The national Visible Policing K9 Monitoring and Evaluation team accompanied by the Provincial Police Emergency Services Commander, Col Marlize Potgieter, took the dogs through their paces on Thursday the 18th of February.

Jetty 3 se Toringbewoner ■ Joe Dreyer ‘n Blanke hawelose man het in die uitkyktoring langs die oewer van die Tzaneendam by Jetty 3 vir homself gaan nes skrop. Volgens dié man het hy by die stadsraad toestemming verkry om in die uitkyktoring te plak totdat hy “weer op sy voete kan kom.”

Hy het aan Bulletin verduidelik dat hy die badkamers en stortgeriewe op die perseel benuttig en sy kos op die vuur langs die toring voorberei.

Daar is egter geen deure of vensters in sy slaapplek nie en daar is geen elektriese aansluiting na die geboutjie toe nie. Ons het by die munisipaliteit probeer uitvind of hulle vir dié jongman werklik toestemming gegee het

om op publieke grond te plak, maar weereens het ons geen terugvoer vanaf hul segsman ontvang voor druktyd gister (18de Februarie) nie.

Ons het van verskeie betroubare bronne inligting ontvang dat die man en sy broer so paar maande gelede deur lede van die Tzaneen Buurtwag en plaaslike sekerheidslui in die bosse langs Jetty 3 aangekeer, en later deur die polisie inhegtenis geneem is. Die broer is tans in die tronk. Ons bron het verwys na ‘n insident in September verlede jaar waar die broer op klagtes van diefstal inhegtenis geneem is. Die broer was teen daai tyd werksaam by een van die groot vervoermaatskappye in die area en sy werksgewer het ‘n saak van diefstal teen hom by die

“We have 11 different K9-units in our force of which the five dogs you see here today, are from the Search and Rescue unit,” explained Potgieter. “Search and Rescue dogs are trained to seek and locate human bodies and remains. They can pick up the scent of a human body under water and in the event of drownings or the likes, these dogs will take our crew on the boats directly to the area where the body is, even if submerged.”

According to Potgieter the dogs in the Search and Rescue unit are placid and playful, as opposed to the dogs used for crowd control which are more aggressive and intimidating. She explained that the dogs must undergo annual evaluations to ensure that they remain at the top of their game.

“The use of these dogs is not limited to water only. We often get called in to help search

for missing mountaineers or hikers in forests and wilderness areas. They are trained to find humans whether deceased or alive, and they are extremely effective.”

During the evaluation, examiners will setup scenarios for the dogs and their handler which they will have to successfully complete to pass the evaluation. The dogs are required to sniff out a “body” in the water, find a missing person in the bush and retrieve objects from next to the bank of the dam which they must first seek out.

Among the other units in the SAPS K9 stable are narcotics hounds used to sniff out drugs, bloodhounds used to follow blood trails, tracker dogs used to track missing persons over long distances (because of their stamina), currency sniffer dogs, explosives sniffer dogs, carcass sniffer dogs used to locate remains of animals, and aggressive visible policing crowd control dogs.

Inwoners van Aqualaan het die afgelope week heel ontstoke geraak toe daar ‘n konvooi ongemerkte kipper vragmotors, ‘n paar vragte bourommel in die veld langs Jetty 3 begin aflaai het. Hierdie vragmotors het minstens 15 vragte teen Woensdagmiddag reeds op hierdie oop stuk grond afgelaai.

Bulletin het ondersoek gaan instel en vrae aan die munisipale segsman, Neville Ndlala, gerig. Teen Donderdagoggend (gister) het ons steeds geen antwoord van hom af ontvang nie. Ons het na die perseel toe gery en daar aangekom, gemerk hoe een van dieselfde kipper vragmotors besig was om die grond weer vanaf die terrein af weg te ry. Daar was ‘n TLB besig om die hope grond in die trok se bak te laai en ons vra toe vir die drywer waarnatoe die grond verskuif word. “Ons skuif hierdie grond

Bulletin het die vragmotor agtervolg en gemerk hoe die grond op ‘n bouterrein in die Golden Acres landgoed afgelaai word.

Ons vermoed dat die bourommel deur die kontrakteur daar uitgegrou is en op die oop stuk veld langs Macadamia Aftreë-oord gestort is. Nadat daar druk deur die inwoners en media toegepas is, is die kontrakteur waarskynlik ingelig dat dit onwettig is om bourommel of grond op ‘n waterlyn servitiet te stort en is die hope grond en klip weer terug geskuif bouterrein toe. Ons kon niks van hierdie egter bevestig nie, siende dat die hoogs doeltreffende Ndlala homself nie hierdie keer so goed van sy taak kon kwyt nie. Hy het wel hand en tand belowe om terug te kom na ons toe met antwoorde oor die land en sand wat sekerlik teen daardie tyd heeltemal verwyder sal wees. Ons gaan nie ons asems ophou nie.

Rogue elephant shot in Molengraaf Street ■ Joe Dreyer An elephant was killed by members of Limpopo Economic Development Environment and Tourism in Phalaborwa this week because it was “causing damage to infrastructure and posing a threat to residents.” Several attempts to chase away the apparently troublesome elephant which had entered Phalaborwa solely to enjoy the marula fruit growing near the residential areas were unsuccessful which led to the last resort of destroying the animal.

“The department has indeed put down an elephant which kept breaking out of its protected area causing damage to infrastructure and posing danger to residents as well as road users,” Ledet spokesperson, Zaid Kalla, told Bulletin.

He said that the tusks and carcass of the male elephant were removed and were being kept at an undisclosed location. “Prior to the elephant being put down, its breakout and danger causing be-

havior was monitored for a period of almost three weeks inclusive of attempts to chase it back to a secure location.”

“Putting down the elephant was the last measure to the secure safety of both road users and the community. Although putting down such national asset brings great pain to the department, it is important to note that the provincial government will always have the safety and livelihood continuation of its citizen as a priority.”

Speculations that the elephant was shot by licensed international professional hunters who would have paid a fortune to shoot the ‘gentle giant’ were refuted by Kalla as he told Bulletin that wildlife rangers shot it just behind Molengraaf Street in Phalaborwa on the 4th of February. Moreover, Kalla also revealed to Bulletin that the “ownership of the elephant was currently unknown as these animals cover great distances on foot.”

The sight of wild animals in Phalaborwa is nothing new. In fact, it is part of the allure of the town

which attracts property investors from all over the world who wish to purchase their “acre of Africa”.

Elephants, hippos, hyenas, and various species of buck often wander into the streets, which is dangerous to motorists and the reason behind the intermittent wildlife warning signs planted along most of the town’s roadways.

Dis Maandag, die 15de Februarie. Dis ook die dag wat die publieke skole uiteindelik weer ampetelik oopmaak, vir die leerlinge om terug hok toe te gaan, soos die oumense altyd gesê het.

Dit was veral ‘n groot verligting vir die ouers en onderwysers na ‘n baie lang en uitgerekte Desember skoolvakansie. Die vakansie is na die 15de Februarie verleng deur die nasionale department van onderwys, om ‘n toename van die sogenaamde derde vlaag van die Covid-19 pandemie te verhoed.

Ouers, leerlinge en die skool se personeel het pligsgetrou die noodgedwonge Covid-19 maatreëls, gemasker, ‘gesanitize’ en sosiale afstande, gehandhaaf.

Dis omtrent ‘n missie vir die kinders, en veral soos dié spesifieke Maandag met die voggehalte oftewel humiditeit wat seersekerlik rondom die 90 persent gedraai het.

Om die vereiste ‘anti’ Covid-19 maskers maatreëls te handhaaf, is dit vir die leerkragte omtrent ‘n gedoende, veral op ‘n dag soos dié wanneer dit so ongemaklik warm is, om kinders te daarvan te weerhou om hul maskers in die klas af te haal.

Die laerskool het ook vandeesweek vier nuwe leerkragte in hul personeelspan verwelkom.

Die nuwe onderwysers is Danka van der Merwe (Larrieland), Marga Smith (Larrieland), Christelle Olivier (Gr.6) en Janeské Mostert by die (Gr.1).

Pfunanane spreads Valentine’s love ■

Frontline workers from Modjadjiskloof and Tzaneen felt a tad more appreciated for the work they do when they received a sweet surprise for Valentine’s Day, Sunday the 14th of February, in the form of chocolates along with some heartfelt messages.

The cards carrying the messages were all made by the creative minds of the gr.7 learners from Pfunanane Academy. The academy’s principle, Viviene du Preez, took on the task to deliver the cards and sweet delight on behalf of the learners.

Frontline workers from Tzaneen Mediclinic, Duiwelskloof Clinic and the Tzaneen and Modjadjiskloof Police Stations were the surprised recipients of these gesture of appreciation.

Local swimmers set new benchmark

The Limpopo Swimming Championship for swimming clubs in this province took place in Polokwane on Saturday the 13th of February with no more than 12 clubs vying for top honours.

Swimmers from Tzaneen’s two established swimming clubs, Shamu Swimming Club and Tzaneen Amateur Swimming Club (TASK), did exceptionally well at this gala championship.

The respective boys and girls team trophies went both to the swimmers of Shamu, resulting that Shamu also walk away with the coveted team title. The Shamu team won the team trophy by a country mile, racking up 3 556 points.

The Senior Victor Ludorum was again awarded this year to Ruan Hanaczek-Kruger, adding another title to the Shamu trophy cabinet.

The team in second place, Limpopo Tuks Swimming Club, took the second spot with a tally of 2 522 points.

In third place on 810 points was the

team of TASK which had quite a tussle with the swimmers of Ellisras Aquatics which finished in fourth spot, a mere two points behind the team of TASK. Ronan Theron, senior swimmer from TASK, claimed an excellent victory in the 50m butterfly item in the age group for boys 16 years and older.

With this sterling performance Theron also set up a new record for this item.

Die Letaba Bosveld Jagters- en Wildbewaringsvereniging se tak (BJV) op Tzaneen het Saterdag, die 13de Februarie, ‘n skietgeleentheid vir sy skuts aangebied.

Dié geleentheid was geoogmerk om jagskuts ondermeer te laat kwalifiseer vir ‘n toegewyde jagter status, ‘n Suid-Afrikaanse Jagterskonfederasie (CHASA) bekwaamheid sertifikaat en vir ‘n toegewyde sportskut status.

Altesaam 25 skuts het vir die bogenoemde jaggeweer sertifiserings hul opwagting gemaak. Skuts kon egter ook op die dag met ander soorte vuurwapens hul bekwaamheid op die proef stel met gekwalifiseerder BJV baanbeamtes teenwoordig om toe te sien dat veiligheid en die skietreëls ordelik geskied.

Sowat 43 skuts het hulle vaardigheid met handwapens beproef en altesaam 35 skuts het hul bekwaamheid vir .22-gewere onder die kollig geplaas. Alwin Fleischmann het beide in die handwapen en .22-geweer afdelings die botoon gevoer deur met die hoogste persentasie syfers te kwalifiseer. ‘n Aantal skuts het ook hul bevoegdheid in kleiduifskiet weergegee.
