“We are not in a position currently, to open Jetty 3 as there are a number of logistics we need to deal with, one of which is manpower.” This was the reasoning offered from the Greater Tzaneen Municipality (GTM) on the reasons for the popular Jetty 3 remaining closed to the public. According to the spokesperson for the GTM, Neville Ndlala, the municipality does not currently have enough staff to adequately manage the facilities at Jetty 3. Despite the relaxed lock down Level 1 regulations allowing the opening of public areas such as parks, beaches and dams, the municipality will need to appoint a contractor at the site. “We had a company that managed Jetty 3 whose contract expired and so we are working on a plan to see how we can resolve the challenge. Either we put in a management company or we put in people to manage the place. At this moment though, I cannot reveal when exactly we will be able to open Jetty 3 to the public.” Shockingly, this is the same municipality that has reopened Minitzani Park to the public after approv-

ing the unauthorized erection of a fence and a gate which has taken away the rights of the citizens to access the public park. For all intents and purposes, the municipality would now need to appoint more manpower at the park to control access and ensure the implementation of Covid-19 regulations, which was not the case before the erection of the fence. At Jetty 3 it is not a very difficult system to understand. Anglers and members of anyone of the boating clubs drive into the premises, launch their boats themselves, spend the day on the water, hook up their boats and drive out again. Given that the Jetty 3 grounds have never been maintained to any observable degree by the municipality, before the outbreak of Covid-19 which sparked a sudden upgrading of the entrance gate and ablution facilities, it is puzzling why there is suddenly a need for a management team. The members of the Bassmasters took it upon themselves in years past, to maintain the premises and facilities, and even fill up the many potholes inside the premises at their own costs. They have again offered the same agreement. Just this year, the Tzaneen Neighbourhood Watch proposed to

rent the Jetty 3 site from the municipality and in exchange they would maintain it and ensure the safety and security for those who visit it. Added to this the three or four security guards who spend their days lounging in the guardhouse at the main entrance gate, and the groups of EPWP workers often spotted under a tree or at the ablution facilities. That excludes the regular informal fishermen spotted daily at the edge of the water and the vagrant who currently has an agreement (apparently with the municipality) to live in the abandoned and derelict lookout tower. Bulletin received videos and photographs of the site next to the Police Joint Operations Centre at the Tzaneen Dam wall which has turned into a disgusting nest of drunken debauchery as taxis filled with drunk and disorderly teens occupy the area every weekend. The boat-owners who can no longer launch from Jetty 3 are forced to launch at the same spot. This has resulted in altercations between them and the drunk teens who damage their vehicles and try and prevent the boaters from returning to shore. How then, is the closure of Jetty 3 justified?

Last week Friday, conservationist Eugene Troskie and several of his colleagues from the Phalaborwa Natural Heritage Foundation (PNHF) removed a snare that was stuck on a Nyala. Troskie and his men were on a mission to find and remove snares and other wire traps purposely placed and intended to kill wildlife, around Phalaborwa. He told Bulletin that a snare-sweep was organized last week after they had received calls to assist in removing a snare that had caught a warthog, which was still stuck in the snare attached to a tree. “We did a sweep of the area and the warthog was found. We found nine other cable snares that were already setup by poachers,” he explained. According to him, the PNHF, during the short sweep discovered a spot where an animal was stuck in a snare, but the snare had been snapped off. “Initially we thought the animal was killed by the poachers who set the snares, but upon further investigation we found out it was a female Nyala that broke the snare and was walking around with the horrid wire around her waist,” he continued. Details were that the snare had already cut into the flanks of the animal and subsequently led to constriction and complications with its urination and defecation. Troskie said that the Nyala was spotted again, and a group of volunteers were

Sixteen top performing pupils from around Ba-Phalaborwa’s schools were awarded for their hard work by the Phalaborwa Mining Company. Thursday, the 11th of March, was a proud moment for many aspiring future leaders of the country as PMC handed over ‘dignity packs’, 6 400 face masks and 16 Acer laptops. The class of 2020 faced a challenging academic year because of the Covid-19 pandemic which resulted in most schools gravitating towards online learning. Those who were fortunate enough to could afford the demands that came with online learning excelled while the less fortunate were left to fend for themselves against the harsh realities of the pandemic. According to PMC, valuable teaching time was cut off in many schools due to the hard lockdown. “Despite these challenges and the mental strain that it had on most learners, the academic yearend results were proof enough that nothing is impossible, if you put your heart into it,” said the communication team of PMC. PMC said that education, amongst many other things, was top on their Socio-Economic Devel-

opment agenda. “We acknowledge the challenges that 2020 brought for most learners across the country and specifically for our town as they were equally hit hard by this pandemic,” said the mine. “I am grateful that I was awarded with a laptop that will help me to further my studies. It is through the grace of God, hard work and dedication that I have made it this far. My plans for 2021 is to do a late application to study towards Bachelor of Education as I aspire to be a Life Sciences teacher,” said a confident Marvelous Ngobeni from Baranuka Secondary School, who obtained a bachelor’s pass with an A symbol in Life Sciences and three B’s in Xitsonga, History and Mathematical Literacy respectively. “We need to stand firm as educators and encourage our learners to never partake in burning schools, clinics and roads infrastructure that they will need tomorrow because by doing so we are destroying our value and own economy as Ba-Phalaborwa. Let us talk about these things and make our communities aware that if you are looking for a clinic you cannot burn a school because those are the resources you will need,” exclaimed Abby Ledwaba, PMC Manager: Transformation,

Stakeholder Engagement and Communication. Tilly Baloyi, the Ba-Phalaborwa Circuit Manager, proudly said that “On behalf of DoE, we appreciate your kind gesture of all donated items. The donation of dignitary packs will go a long way in building our girls confidence. To our 16 laptops recipients, keep up the spirit of hard work and dedication where you are headed and thank you for setting a good example”.

***Editor’s comment: I always question, when a large corporate releases a statement like “schools from within Ba-Phalaborwa” are made, but the awardees seem to always occupy a certain pre-determined demographic. Has the precedent that “Socio-Economic Development agendas” exclude learners from minority groups, really been set? The assumption that “disadvantaged” is synonymous with the adjective “previous” should immediately be dispelled, and shamelessly nailed to notice boards in town squares everywhere for the gross mistruth it is. What about the children from the currently discriminated against demographics who also cannot afford online connectivity or even a laptop in order to attend virtual classes? Is the second law of perceived privilege really a deciding factor?

“They were first time offenders” – BCF Defense ■ Billy Sibuyi

The Sealene Road leading to the Ba-Phalaborwa Magistrate Court was filled with angry community members who had gathered ahead of the appearance of the 14 suspects arrested for the damaging of property at Palabora Copper Mine on the 26th of February. Angry community members who had been coming to court every other day when the suspects would appear were demanding that the court releases the suspects on bail and if not, were threatening complete chaos. The 14 suspects were each granted bail of R500 and their defense attorney, Stanley Malemetja, said cases of this magnitude were very traumatic and emotional given the background and way the state responds to protestors. The BCF’s spokesperson, Vusi Khoza, who according to another publication was falsely accused of being arrested, told Bulletin that the worst was over, “All we wanted was our comrades to be released. They are now out, and we will now take matters from there going forward”. During proceedings, the court heard that R5 million worth of damages were noted at the mine. The court heard that the suspects barricaded the road leading up to the mine prior to proceeding to forcefully push over the first gate of the mine. The investigating officer, Capt David Setati, told the court that after the suspects broke through the first gate at the mine, they proceeded to the second gate where they assaulted the security guards who eventually fled for safety. The court heard that the suspects started breaking and damaging the buildings at the gate before they set fire to the offices and vehicles at

the reception area. The court also heard that catapults were used to break windows and that three of the suspects were arrested on the mine premises whilst the others were later arrested in various areas as they were already identified and were followed from the mine. There were about 300 people at the mine on the night of the riot and it is reported that more people would be arrested. In the bail application, the defense argued that all the suspects should be granted bail as they were all first-time offenders and that, should they be granted bail, they would not intimidate any state witnesses. The defense also argued that the charges brought against the suspects were all the same as all of them led to the damage of property and further told the court that it believed there was no link between the suspects and the burning of the mine as they were arrested in various places across Phalaborwa. In handing down his judgement, the magistrate, Advocate David Shikwambana, said that the state failed to establish that the suspects will commit other offences, would interfere with investigations and witnesses, or that the applicants were a flight risk. The state said that bail should be set at R10 000 each on condition that the suspects should not leave Phalaborwa, should report at the nearest police station once a week, not interfere with any witnesses, and should not go near the mine. Malemetja told Bulletin that these conditions were not too harsh for his clients to adhere. The magistrate stated that the court could deviate from the bail amount set if the bail set is unreachable. The case is scheduled for the 30th of April for further investigations.

Members of the Phalaborwa police maintained a strong presence outside the court entrance during the hearing.

Merensky sold for R24 million – but to who? ■ Billy Sibuyi Even though the Hans Merensky Hotel went under the hammer on the 23rd of February in an online auction hosted by Van’s Auctioneers, with auctioneer Johan van Eyk, it remains unknown who the new owners might be. The hotel was bought at this auction for little more than R24 Million, a lot less than what it is worth according to some residents. Since being auctioned in February, homeowners at the Hans Merensky Estate and residents alike have remained in limbo as it is unknown who bid the R24 million for the hotel and according to Johan van Eyk they will have to wait a little longer as the process was still ongoing. “Everything is still pending, so I cannot confirm any information at this stage. You can give me a call in a month or two, perhaps then there will be progress that I can share, but at this moment there is nothing I can share with you unfortunately,” said Van Eyk. Bulletin spoke to one of the residents in Hans Merensky Estate who wished to remain anonymous, and he told us that the uncertainty of who the new owners were, was not entirely that big of a deal. However, the bigger deal according to them was how the new owners

would take over the hotel and manage its creditors. “Will the new owners be able to revive this place, that is the question on everybody’s lips right now. The place has the best potential and it’s currently not the best place, if not the worst place”. In a matter unrelated to the auction of the hotel, its most recent owner, Shamira Rinderknecth, appeared in the Phalaborwa Regional Court on charges related to the contravening of the environmental act. Rinderknecht appeared on six charges relating to environmental violations committed over a period of 10 years. Each of the six charges potentially carries sentences of either five years imprisonment or fines of up to R10 million. The State alleged that the accused was guilty of contravening the National Environmental Management Act no 107. This charge is related to the expansion of the Hans Merensky Hotel, allegedly without the necessary environmental authorization. On count two, three and four, Rinderknecht was accused of contravention of Section 49 of the National Environmental Management Act and contravention of the National Environmental Management, Waste Act. These charges

are related to raw sewage being disposed of directly into the environment and nearby water resource, also failing to dispose sewerage in an environmentallyl-friendly manner and thus causing health risks and nuisance through odours respectively. Other charges included the contravening of Section 151 of the National Water Act where she was accused of unlawfully and intentionally, or negligently, committing an act which detrimentally pollutes or is likely to affect a water resource; and contravening the National Environmental Management Act in that Rinderknecht was accused of failing to comply with a compliance notice allegedly issued on April the 28th of April 2002. This is a developing story and Bulletin will provide updated information as and when it becomes available. There is no word on what the future holds for Rinderknecht’s other assets which include the dilapidated Letaba Boulevard building in Tzaneen and the old Ivory Gardens venue in Phalaborwa.

Moo Poo turns newbies into true blue Plasies

■ Roelof de Jonge

Some institutions have the weirdest traditions in saying welcome to people who have joined the fray. The High School Merensky in Tzaneen has its own way of welcoming new learners and personnel with the annual Moo Poo event. The Moo Poo is essentially a cattle dip filled with dirty water. The greenhorns, personnel and other new learners are then baptised in the dip tank. Just to emphasize the welcoming, the school’s leaders add a fair share of cow dung as per tradition on top of the heads of the newcomers. And with the Moo Poo baptise concluded, the newcomers are now officially proud Plasies. This year however, the amount of participants was lessen and no spectators were allowed to keep in line with the Covid-19 social distancing regulations.

Weighed down: Local IBFF athlete, Tracy Petersen, resumes her preparation regime.

The economic devastation caused by the global pandemic was not nearly as bad as the impact of the government imposed lockdown instituted in South Africa. This month South Africans will have had their rights and freedoms severely hogtied for 365 days. Though the country has now moved back to the so-called “Level 1” of the lock down, many citizens are still left without employment with many small and medium sized businesses having been forced to close their doors. With the pendulum of another “Third Wave” swinging ominously overhead, many business owners are still fearfully vigilant of a very uncertain future. Locally, restaurants and pubs opened their doors a little more than a month ago and are now starting the slow and painful crawl from the trenches of debilitating debt. Owners have had to severely cut back on their staff contingents. Local musicians and bands have not had it easy either as the lockdown which prohibited live performances and later severely limited crowd size, shoved a red hot poker through

the heart of the entertainment industry. Some bands have not been able to rehearse in months while others have had to throw in the towel completely, as band members migrated cross border in search of employment in other provinces. In the health and fitness industry many athletes struggled to maintain the hours spent moulding their physiques for national and even international fitness and body building competitions, which were cancelled indefinitely, due to the closure of all fitness centres and gyms. Some of these athletes lost thousands in sponsorships and some have lost years worth of gains and months more in preparation. But all is not lost and according to Business Insider, half of the jobs that were lost during the hard lock down, have already been recovered in 2021. “Approximately 2.1 million additional jobs were recorded between June and October 2020, according to latest National Income Dynamics Study Coronavirus Rapid Mobile Survey (NIDS-CRAM) results. The third instalment of this survey, referred to as Wave 3, tracks data delivered by more than 6,000 respondents between 18 and 64 years old.” Photo essay: Joe Dreyer

Educare truly cares about healthcare workers ■ Roelof de Jonge Learners and their teachers at Educare Primary School in Tzaneen held a superhero day on Friday the 12th of March by wearing various kinds of superhero outfits. The Spiderman action hero especially seemed to be the most popular superhero character amongst the children. The purpose of this event was to pay gratitude towards all the health care workers during the Covid-19 pandemic. The learners used their creativeness to make special thank you cards along with a chocolate bar that was distributed by the school’s personnel on behalf of the children to healthcare workers in the area. The principal of Educare Primary School in Tzaneen, Kris Ackerman, are here with some of the learners who dressed up as superheroes on Friday the 12th of March in recognition of the healthcare workers during the Covid-19 pandemic.

Here are the senior learners from Educare Primary School who branded with their superhero outfits.

Even the teachers of Educare Primary School took part in the fun by dressing up as superheroes.

Vorster wins coveted crown

■ Roelof de Jonge

James Vorster kept a level head against some formidable competition to win the men’s A-division of the Tzaneen Country Club championship. With this feat Vorster clinched the overall club championship. The club championship was held on Saturday and Sunday the 13th and 14th of March. A total of 72 players competed in this tournament. After having to settle for second place twice in past club championships, this year Vorster held his nerve to finally add his name to the coveted list of club champions with a gross score of 146. The competition, especially from last year’s winner and defending champion Luan Steenkamp, along with Gerhard Smit and HJ van Jaarsveld kept Vorster on his toes throughout the tournament. Smit eventually finished second, a mere shot behind with a gross score of 147. “In the first round on Saturday I had an exceptionally good round which put me in a good position for the second round. I am very happy to finally win the championship, after having to settle for second place on previous occasions”, said Vorster afterwards. “But it was not an easy feat to achieve with so many quality players on the course. The healthy competition certainly kept me on my toes. I will be competing at the North West Open this coming weekend in Rustenburg and I certainly hope to do well there. I know the course quite well, but I will arrive a day before to play a bit of a practice round before the actual competition begins. There will be some

Evert Bekker

formidable competition, because some of the country’s best players are expected to enter.” With hardly any contenders in the ladies division, it was again plain sailing for the current ladies champ, Megan Bisset, to clinch the club championship crown for the fourth year running. Bisset completed her final round with a gross score of 173. André Fourie, with a gross score of 171, claimed the victory in the men’s B-division category. Fourie was elated with his second shot for the ninth hole in the final round on Sunday afternoon with the ball bouncing right in the hole for an eagle. This magnificent ninth hole shot set Fourie up for a win. Garth Stevens, with a gross score of 169 was the runner-up. The C-division’s championship was won by Nick Human with a score of 77 points with Frank Warne taking the second spot on 72 points.

Megan Bisset and her caddy, Desmond

Jansie le Roux was second in the ladies division with a nett score of 152. In third place with the second-best nett score of 158 for the female players, was Biebie Warren. The men’s overall best nett score of 143 for the tournament went to Leon Pieterse. The best nett score of 67 over the first round’s 18 holes was accomplished by HJ van Jaarsveld. This feat for the next 18 holes in the second round belonged to Louis Erasmus with his nett score of 69.
