Illegal street hawkers return following day

On Wednesday evening this week, members of the Greater Tzaneen Municipality’s Traffic Department conducted a cleanup operation in Tzaneen’s CBD and along the R71 highway, removing the rickety wooden tables and structures erected on the sidewalks. Three truck loads of timber and canvasses were removed from just Danie Joubert Street. The 29 illegal structures along the R71 were all removed. Yesterday (Thursday 25 March), however, they were back. Read on Page 3.

■ Billy Sibuyi The excellent cooperation between Hope for Wildlife Helicopter Services, Tactico Security and Anti-Poaching Unit, and the Gravelotte police saw the arrest of two men suspected of poaching wildlife in the area last week Saturday. Jana Meyer, the director and pilot of Hope for Wildlife Helicopter Services told Bulletin that it was impossible to accurately describe the feeling she had seeing a slaughtered rhino. “I would say I am overwhelmed by a mixture of shame, of corrupt humans, deep sorrow, helplessness, anger, hate, and a strong compulsion to continue to fight for those that are left,” stated Meyer. Meyer shared the sad news on her Facebook page saying that after the Tactico Security rangers heard muffled gunshots, as a silencer was fitted to the rifle, the unit immediately responded and discovered the carcass of a rhino cow. She told Bulletin that another carcass was found later, further away from the cow. “Without wasting any precious time, the Tactico team started the difficult chase through the incredibly dense vegetation. Jurie van Zyl rapidly started to coordinate teams to cover all the boundaries and possible exit routes,” wrote Meyer. According to the spokesperson of the Limpopo Police, Brig Motlafela Mojapelo, a suspicious motor vehicle, a bakkie, with four occupants was then spotted travelling along the Eiland gravel road at around 19:10 and was stopped. He said that the two suspects who were seated on the back of the vehicle jumped off, dropped a rhino horn, and fled into the bushes. The other two were immediately

apprehended. The vehicle was searched, and the silencer was found and confiscated and the vehicle seized. Meyer also said that after receiving the initial news, Lomon Maré called the Hope for Wildlife Helicopter for assistance, which swiftly deployed to their position. “I flew to chase poachers by direction given by the teams on the ground,” she told Bulletin. “Marius and Andri from Atac K9 responded with their K9 assets and made a big impact. After incredible teamwork between all the parties involved, two of the suspects were successfully apprehended, with the severed horn of the cow in their possession.” Meyer explained that it was a tragedy to have lost two more rhinos. “But there is some comfort in the fact that two suspects were caught with rhino blood on their hands. Truly an accomplishment given the circumstances.” According to the latest figures released last month by the Department of Environment, Forestry and Fisheries (DEFF), fewer than 400 rhinos were poached in South Africa last year with 18 being poached in Limpopo. Meyer thanked Pieter Oosthuizen and his team who assisted throughout the whole operation, and also thanked Wild Wonderful World who covered the helicopter flying cost for the successful operation. Fake news sent the residents of Phalaborwa into a panic this week when one “news outlet” reported that a lioness was roaming the town’s streets. The report that was accompanied by a picture of a female lion walking next to a bush claimed that a lioness was spotted around Grosvenor Street roaming freely at about 19:30 on Tuesday evening. This left a great number of residents fearful. The report also mentioned that the lion should not be confronted and that the police had already been notified. While some users understood this to be fake, others believed it to be true. Some of the comments included “If you leave him, he will leave you. Just do not know what the police will do. Would rather phone someone from the Kruger Park who is familiar with animals. Just do not shoot the poor thing”, “That is why I hate Phalaborwa” and “Strange that no one in Phalaborwa knows about this.” The Limpopo Economic Department of Environment and Tourism (Ledet) has since refuted the claims that a lion was roaming around Phalaborwa. The spokesperson, Zaid Kalla, told Bulletin that the reports were nonexistent and that such reports were very sensitive. “We have had our people checking on that side and even the police have not issued a statement and do not know anything about it,” he said. Kalla also mentioned that the spreading of fake news reports were dangerous, however, he reiterated that personnel from the environment affairs and the police were looking into it. Bulletin also spoke to the Phalaborwa Natural Heritage Foundation, an organization which residents normally report sightings of animals in town to, and they also refuted the claim. “We did receive a report of the incident but upon further investigations we could not confirm proof that there was ever a lion in the town,” stated Eugen Troskie. Troskie revealed to Bulletin that the image used on the post shared across social media was an image of a lion which was captured by a wildlife camera a few years ago in a private reserve. “It was an image used in an article in 2019 on the use of camera traps and conservations”. He also said that a few days earlier reports had also emerged on social media about alleged lion tracks which were spotted at Maseke by someone who claimed to have been out in the bush collecting Mopani worms. Troskie said that the prints the resident had seen were not that of some lions but of large dogs. A resident informed Bulletin that he had seen a Rottweiler running around in the area.

Aunt kills toddler ■ Billy Sibuyi

A 5-year-old boy left in the care of his aunt in Lulekani was found dead, inside a bucket, with stab wounds on Sunday, the 21st of March. The boy who, according to the police, had been left in the care of his uncle by his father who had gone to work in Phalaborwa was found dead by the uncle. According to a police report, it is alleged that on Sunday after the boy was dropped off by his father, his uncle also had a trip of his own, to collect Mopani worms in the nearby bushes around the area, leaving the boy in the care of his wife. It is believed that the aunt, 34-yearold Lizzy Malatji, was then left to care for the boy and that avowedly proved too hard for her, as she is accused of having severely stabbed the boy until he died

from his wounds. “It is further alleged that the uncle came back from fetching Mopani worms, and he was surprised when he saw his wife with blood stains on her clothes,” stated the Limpopo Police spokesperson, Brig Motlafela Mojapelo. “When he forcefully entered the house, he then discovered the lifeless body of the boy inside a bucket with several stab wounds.” Mojapelo said that the police and an ambulance were immediately summoned, and the deceased was certified dead on the scene. He also said that a murder case was opened, and the suspect was immediately arrested. The suspect has since appeared in the Lulekani Magistrate court on Tuesday, and she was remanded in custody until next week Tuesday, the 30th of March for further police investigations.

Most wanted arrested ■ Billy Sibuyi

One of the most wanted suspects on the SAPS list, Norman Mokoena (23), was sentenced to three years direct imprisonment after he escaped lawful custody back in 2019. Mokoena, who is widely known as Dallas, became a most wanted criminal in July 2020 after he escaped from the Calcutta Magistrate Court holding cells in November 2019 when the court denied him bail for a series of armed robberies and murder cases. The 23-year-old’s crime spree was committed in Marite, outside Acornhoek, where he is reported to have targeted delivery trucks. According to the Mpumalanga Hawks Spokesperson, Dineo Sekgotodi, Mokoena was on the run from the police since he escaped, until he was rearrested by

members of Mpumalanga Directorate for Priority Crime Investigation, Tactical Response Team and Crime Intelligence in August last year at Bushbuckridge. Sekgotodi said that during the arrest, he was found in possession of unlicensed firearms and ammunition. Mokoena appeared in the Mhala Magistrate Court on several occasions for a chain of armed robberies and for escaping from police custody. He pleaded guilty on the charge of unlawfully escaping from lawful custody on the 10th of March 2021, and he was subsequently sentenced a few days later. The accused still has a case of murder and that of an unlawful possession of an unlicensed firearm pending in court against him, which is scheduled for trial at the Mbombela High Court between the 31st of May and the 11th of June 2021.

Illegal R71 hawkers finally removed

On Wednesday evening, the 24th of March, members of the Greater Tzaneen Municipality (GTM) Traffic Department embarked on a cleanup operation to rid the streets of the town of the hundreds of illegal street hawkers. In 2019 new bylaws were gazetted and a permit system implemented by the GTM which limited the informal street trade to certain designated sectors on sidewalks in the CBD. A meeting was called at the council chamber which was attended by representatives of the Tzaneen Hawkers Association, the Municipal Manager and various other parties from the community. In this meeting, the ground rules for the new system was explained and agreed to by all parties. In fact, representatives of the Hawkers Association even committed to self-police their members to ensure that illegal traders were rooted out. The consequences of not adhering to the rules were clearly explained. Three truckloads of pallets, canvas sheeting, plastic sheeting and timber were hauled out of the CBD along Danie Joubert Street and taken to a secluded area along the R71 where it was piled up to be burned. Before the large pile was set alight, the convoy repeated their operation down the entire length of the R71 where 29 of these illegal structures had been erected. Some of the structures were hanging into the roadway and causing a danger to motorists. One of the structures was even fastened to a “no-hawking” road sign in what can only be seen as the ultimate act of defiance. All went well from the traffic lights at Lifestyle Centre all along the route up until just past the bridge that crosses Adshade Road. When the convoy reached this spot, they were met by a group of men who were living in a makeshift shack next to their stall. The men became aggressive and refused to allow the TLB to demolish their structure. One man jumped onto the machine’s front loader bucket and started cursing at the driver. Soon a group of men joined in the aggressive display and Bulletin contacted the SAPS and sent out a distress call on the local security groups who immediately dispatched members to the scene to assist the GTM. Large Security, Northern Security, Tzaneen Neighbourhood Watch and the NCA arrived along with police reinforcements. The situation was quickly contained and the demolitions continued.

During the operation, three vehicles which are known to the local police and the security companies as being regularly involved in the theft of avocados from farms in the nearby area, were spotted moving up and down the route, watching the proceedings. A woman was seen in the crowd at every one of the stalls. She looked inconspicuous as she walked slowly by in the background. A source told Bulletin that she was one of the links between the theft of produce from the farms, and the distribution of the stolen produce among the street sellers – specifically along the R71. There was however not enough physical evidence to arrest her. The police did arrest one man later that evening after he became threatening towards one of their members. At the time of going to print we could not reach the spokesperson for the GTM, Neville Ndlala, for official comment on the operation, but we will publish a follow up in the next edition. It is estimated that approximately 60 hawkers operate along the R71 and have done so for many years. It is alleged that a former employee of the municipality has family members who own most of the stalls and that this is the reason why they have been allowed to operate without permits and illegally along the R71 route.

Should we fence off Tzaneen’s post offi ce? ■ Joe Dreyer

The post office used to be a sanctuary to communications. In recent years it has become an empty husk of what used to be service delivery and efficiency. The argument could be tabled that this is because of the advances in technology such as emails and messenger platforms that have replaced the three-week waiting period for communication between two parties. But while that could be a contributing factor it does not excuse the fact that the premises of post offices in most small municipalities have become disgusting, urine stained, litter-filled breeding grounds for disease and criminality. Tzaneen and Phalaborwa post offices are prime examples of this. Polystyrene containers, plastic shopping bags, pamphlets, discarded milk cartons and even liquor bottles form an ankle-height sea of filth down corridors, around the entrances and even inside the building at the post boxes sections. Cleaning of the post office premises is not the responsibility of any municipality either, and rests solely on the organization’s in-house cleaners – whether they are appointed contractors or an employee

specifically assigned to ensuring the cleanliness of the facilities. A visit to the post office in Tzaneen or Phalaborwa will quickly demonstrate that cleaning is not a priority. On the 18th of January this year, the Greater Tzaneen Municipality however, took it upon themselves to thoroughly clean the post office in Morgan Street. Every piece of litter was picked up and the entire premises outside was rinsed with high pressure washes in an effort to remove the stench of urine from the building. They were applauded for their efforts. Two months later however, the premises resembled the same mess as before. In Phalaborwa, Marietjie Mareé and her volunteer cleanup crew regularly clean around the post office premises, only to return the following week to notice that the rubbish was back again. Bulletin contacted the post office in Tzaneen and asked the manager who it was who cleaned the premises. “The cleaner” was the response. When we asked for more details we were referred to the area manager, Johan Kruger. The lady was not willing to give us his phone number, but provided an email address. We sent Johan a message

asking for a contact number with which to contact him. He contacted us regarding the matter. “This is an extremely difficult situation for us. I am situated in Pretoria and so I do not often have my finger on the pulse of what goes on in Tzaneen, but what I do know is that we have a massive problem in most of our post office locations regarding vagrants who sleep on the premises and often urinate into the post boxes,” he explained. The problem according to Kruger, is that the police do remove the vagrants, only to find them back inside the premises less than an hour later. This has caused some post offices to erect palisade fencing around their buildings and provide their postbox holders with access keys. “I have escalated this matter to the regional manager as a matter of urgency and we will deliberate on the best way forward. Perhaps we should follow suit and erect the fence so that we can control access to the premises.” This is a developing story and Bulletin will keep our readers informed on any new developments.

Students protest over “delayed payments” ■ Billy Sibuyi Students in and around Phalaborwa protested outside the Mopani South East TVET College because they had not yet received their National Student Financial Aid Scheme (NSFAS) money and were being evicted from their residences. The evictions were due to the students not being able to pay their monthly rent. Some students have been forced to sleep outside at campus gates. While the belongings of a Mopani College Student, Reginald Mathebula, were taken outside his room on instruction from his landlord, Nkhensani Ubisi, a final year college student was evicted from her room in Namakgale. “Our college administration is delaying us and are failing to give us answers as to why our NSFAS money is not yet in, whilst some other people received their money,” said a homeless student who was evicted from his room for failing to pay rent. Mopani South East TVET College students led by the EFF Student Command in Phalaborwa have, for the greater part of this week, not attended any lectures as they demanded that the college release their National Student Financial Aid Scheme (NSFAS) money, a South African government student financial aid scheme which provides financial aid to poor undergraduate students to help pay for the cost of their tertiary education, for them to pay their rents. The college, however, has denied any responsibility in disbursing the money to its respective recipients stating that it was not the college that had to release the money, but the financial aid scheme. “Our job is to mediate between the scheme and the students. We collect the information, and we send it through to the scheme which in turn pays the students into their respective accounts,” stated the spokesperson of the college, Given Sebashe. Despite having been informed of the facts, Mfundane Pilane, the Chairperson of the EFF Student Command, told Bulletin that the college was facing maladministration as he believes they are the ones who should distribute the money to the students. Pilane was addressing students at the Phalaborwa Campus where they followed the narrative of burning pallets outside the gate to show their frustration. “How can they tell us that the students who did not receive their monies will get it on Friday, if they are not the ones who disburse the money. They are misleading the students and we are told there is no money. They delay in sending our applications to NSFAS by telling learners they should pay 50% of the registration fees,” stated Pilane. “Some students who have applied for transport money are receiving money for food, and those who applied for food are receiving money for transport. The money which we get is little and we are unable to even buy food or pay for rent.” The College spokesperson has refuted claims that the college was delaying in sending applications to the aid scheme and told Bulletin that the bursary office which liaises with NSFAS had sent through all the applications. Another student, Forget Mathebula, told Bulletin that he had nowhere to sleep until the money was

paid into his landlord’s account. “I come from a very poor family and they are looking to me to make a difference back home. They do not have anything at home, so that it is why I am here at school to change the future of my family. I want to come here and finish my schooling in record time and hopefully get a job sooner, so that my family can eat,” he stated. The student command had submitted a mem-

orandum to the campus manager stating that all historical debts should be cancelled, students should register for free, no financial and educational exclusions, and that all students should be provided with laptops and data. However, the college stated that this protest was in support of the national shutdown of the higher learning institutions and that the demands raised by the students should be addressed by the minister. Sebashe told Bulletin that the college management did not have the power to address the learners.

Despite the college having explained in detail to the students that they were not tasked with making the payments to them, the group continued to strike with members of the red overalls’“Youth Command” egging them on.

Die groep het met ‘n onbekende, dog klein bedrag, kontant op die vlug geslaan. Twee weke later op die 22ste Februarie het vermoedelik dieselfde groep mans wéér probeer. Hierdie keer het hulle die kluis by die kassiere se toonbank in die winkel opgeblaas en weer met ‘n klein bedrag kontant gevlug. Dinsdagoggend, die 23ste Maart, omstreeks 01:45 het die groep teruggekeer. Hierdie keer het hulle skote afgevuur om die glasdeur oop te breek en toegang tot die winkel verkry. ‘n Pompjoggie wat aan diens was is deur die mans aangerand en die veiligheidswag is later oorrompel. Die enkele vroulike kassiere is deur die bende rondgestamp. Die kluis is weer opgeblaas en die mans is met geld vort. Die sekuriteitswag asook die petroljoggie het ligte beserings opgedoen. Du Preez vertel dat die skade wat aan sy perseel aangerig is, meer is as die hoevelheid geld wat elke keer gebuit word. “Ek vermoed hierdie ouens het gereken dat die lang naweek sou beteken dat daar meer geld in die winkel se kluise sou wees, en toe weer probeer aangesien die laaste twee progings hulle nie veel in die sak in gebring het nie.” Die feit dat daar nog geen inhegtenisnames gemaak is nie, vererger die frustrasie. “Ek kan nie verstaan hoe die polisie nog nie genoeg leidrade of bewysstukke bymekaar kon maak om hierdie ouens op te spoor nie? Ek het ook gehoor dat nog ‘n vulstasie hierdie naweek gebom is en dat die beskrywing van die bende redelik naby aan dié van

New look Marana adds unique spice to local Sugars ■ Joe Dreyer Two of the town’s longest standing liquor stores have had a change of face – literally. Marana Liquor store, the roommate of Tzaneen’s sweetheart grocer, Sugarhill, has been serving up happy weekends to locals for more than a decade. It’s now older adopted sibling, Marana liquor store next to Sugarloaf, was serving happy customers from a time when the new owners were still asked for their ID books to enter. This store will celebrate its 17th birthday this year. Michael Dreyer (26) an accountant of the firm Dreyer and Associates decided to buy the Marana store next to Sugarhill, about a year ago from the previous owner, Stoffel Albertyn. His childhood

friend, Corrie Large (jnr) who owns Large Workwear, bought into the business nine months later. Not long after that they expanded their business model to include the store next to Sugarloaf which was previously called “Laeveld Bottelstoor” under the ownership of Christiaan Schoeman. “Well, you know, we had a good long look at the pros and cons of the business and made the decision to expand. So far it seems to have been the right decision.

Marana sushi has become wildly popular and appears to be the perfect pairing to the range of wines liqueurs on sale right next door. What a way to organize your last–minute date night, hassle free and convenient enough to make the missus question whether or not you forgot at all. “We have safe and easily accessible parking in front of both stores conveniently situated right next to our beloved Sugarman on both sides of town. This means that we will be able to cater to your requirements, no matter which side of the road you’re on,” said Large with his signature grin. “We invite you all to come in and have a look at our range and our new look and if we do not stock a particular brand, speak to us and we will try and make a plan.” Not everything changed at Marana though. Locals who have been shopping at either of the stores through the years will recognize most of the staff and likely be recognized by them in return, which adds to the welcoming feeling. Rainart Schoonbee, whom most will recognize from Marana Sugarhill, will now be seen towering above the shelves as manager of the Marana outlet at Sugarloaf while the pleasantly friendly Elana Jordaan will remain at her post as manager of the outlet atop Sugarhill. Winny Malungani and her coworker, Melitha Rabohosi, were part of the furniture in the Laeveld Bottelstoor days and will remain on at Marana while the dapper young duo of Terrence Zimdudzana and Inno Nyapfumbi will be assisting you at the Sugarhill outlet.

Security expenses should be deductible ■ Roelof de Jonge According to the Transvaal Agriculture Union (TLU SA), you can reduce the risk of becoming a victim of violence. Countless South Africans have been subjected to the gravest invasion of their freedom by becoming victims of crime and violence. Section 12(1)(c) of the Constitution requires the state to protect South African citizens from such invasions by restraining criminals and discouraging others from committing criminal acts. However, the state’s utter failure to do so is painfully apparent, just from looking at its own statistics. According to Stats SA, housebreaking or burglary is the number one crime in South Africa. An estimated 1,2 million housebreaking incidents occurred in the 2019/20 statistical year alone, affecting 891 000 households in this country. Like those on farms, South Africans living in remote areas are particularly vulnerable, as they reside far from any form of assistance. Considering the grave danger South Africans face daily, it is absolutely disgraceful that the state does not allow security expenditure incurred by a taxpayer in securing their residence to be deducted from their income tax. Section 23(b) of the Income Tax Act prohibits South Africans from deducting security expenses from their income tax, crippling the efforts to safeguard their homes and households. The following are essential expenses for each household in South Africa and must be 100% tax-deductible: defensive walls, security cameras, burglar alarms, electric fences, razor wire, guard dogs 24-hour monitoring and armed-response services, home insurance, other home security measures and equipment, and expenses pertaining to the upkeep of these items. your loved ones. Section 77 of the Constitution affords only the minister of finance the power to instigate the abovementioned amendment. The safety of homes, the lives of husbands, wives, children, parents, brothers and sisters are in his hands. Saai loots naambordprojek ■ Dr Theo de Jager ’n Naambord op ’n hekpaal by die ingang van ’n familieplaas sal nooit weer dieselfde wees nie. Die ANC se 2017-besluit om die Grondwet te verander om vir onteiening sonder vergoeding voorsiening te maak, het familieboere diep bekommerd gelaat. Vier jaar later is die besluit nog nie deurgevoer nie, maar beleggersonsekerheid, die uitvlug van kapitaal, werkverlies, kredietafgradering en die ineenstorting van die Landbank lê soos modderspore op ’n gepoleerde plaashuisvloer agter die ANC se populistiese grondbeleid. Boere en ander grondeienaars het ook nie net gesit en toekyk nie. Oor die afgelope twee jaar het Saai by drie geleenthede in Rome, Berlyn en New York die sinneloosheid van die ANC se onteieningsbeleid aan die Verenigde Nasies en Europese Unie se besluitnemers verduidelik. Saai skakel ook weekliks met ambassades en buitelandse landbou-unies om seker te maak dat hulle die agenda daaragter begryp. Saai en sy netwerkvennote het honderdduisende rande ingesamel vir ’n epiese stryd in die howe, wat heel waarskynlik ook deur internasionale beregtiging beslis sal word. Die gevegslinies is opgestel. Dit gaan nie so maklik wees om artikel 25(3) van die Grondwet te wysig nie. ’n Veel groter bedreiging teen eiendomsreg is eerder die informele, ongekoördineerde en onbeheerste grondgrype op voetsoolvlak, betredings,

besettings, plakkery en vee wat in boere se landerye of weidings ingejaag word. Die rooi ligte begin veral flikker as die polisie niks daaraan doen nie, die owerheid sy kop wegdraai en die grondeienaar alleen in die konfrontasie staan. Dit is presies hoe dit in Zimbabwe afgespeel het. Dit is presies waarom Saai pas sy plaasnaambordprojek geloods het. Buiten dat Saai as familieboernetwerk Dr Theo de Jager baie sterk voel oor ’n familienaam langs ’n plaasnaam teen ’n hekpaal, het die netwerk ook moeite gedoen om die nuutste tegnologie aan te wend om plase nie net fisies nie maar ook op beleidsvlak ten opsigte van dienslewering teen onwettige besettings te beskerm. Een voorbeeld is volledige regsadvies wat deur regslui opgestel is en aan die grondeienaar of enige ander belanghebbende leiding kan gee oor hoe om grondbesettings te hanteer. ’n Ander QR-kode gee jou toegang tot ’n klagtevorm wat digitaal opgestel, ingevul en ingedien kan word. Dit registreer outomaties ook by Saai, waar ons regspan dit gereeld sal opvolg om te verseker dat die polisie ’n saak oopmaak en iets daarom doen. Change in water use licences ■ Roelof de Jonge Agri SA welcomes the signing into effect of critical delegations to fast-track applications for water use licences. The delegation of power to issue water use licenses from the Department of Water and Sanitation (DWS) head office in Pretoria to its regional offices and to catchment management agencies was signed into effect by the acting Director-General of the DWS, Deborah Mochotlhi, on the 16th of February 2021. This is one of the key strategic measures to achieve revised timeframes to speed up the turnaround time for the finalisation of water use licence applications from 300 to 90 days. The delegation allows for low risk and low volume applications for water use licenses to be finalised in the respective regional offices of the DWS, as opposed to such applications having to be dealt with in Pretoria only. Applications that are of national importance and that pose a high risk to

water resources will continue to be dealt with at the DWS’s head office. In accordance with the Vulindlela Programme established by the presidency and following a critical announcement by the minister of human settlements, water and sanitation in 2020, expedited water use licensing processes was identified as a key reform towards unlocking economic growth in South Africa. The DWS’s delegations were crucial in this regard. “Agri SA welcomes this critical step by the DWS towards the fast-tracking of water use licensing applications,” said Janse Rabie, head of Agri SA’s Natural Resource Centre of Excellence. “We hope that, as the largest user of South Africa’s water resources, the agricultural sector will benefit from this development. We also wish to extend our thanks and congratulations to the South African Association of Water Users’ Associations, in particular Nic Knoetze, for their invaluable work in this regard over the past two years.”

TLU SA lig mening oor voorgestelde minimum lone ■ Roelof de Jonge Bennie van Zyl, die hoofbestuurder van die Transvaalse Landbou Unie van Suid-Afrika (TLU SA), verduidelik waarom die minimum loon vir plaaswerkers ‘n negatiewe invloed op werkverskaffing gaan hê. “Die vraag is nie of landbouers die verhoging in minimum loon wil betaal nie, maar of hulle dit kan bekostig,” het hy gesê. “Dit is belangrik om ‘n holistiese beeld van die landbousektor in sy geheel te hê en so ook die plek wat elke boerdery binne die bedryf volstaan. Elke plaas moet in eie reg as ‘n volhoubare besigheid geag en bestuur word.” Van Zyl reken dat die verantwoordelikheid om alle produksiefaktore en aktiwiteite op so ‘n wyse te bestuur dat die besigheid winsgewend en vooruitstrewend kan wees, op die skouers van die eienaar rus. “Indien sekere faktore nie bydra tot die algehele sukses van die besigheid nie, rus die onus by die bestuur om sekere aanpassings te maak om die volhoubaarheid van die besigheid te verseker.” Na aanleiding van ‘n onlangse studie, deur Professor Koos de la Rey, blyk landbou se opbrengs op kapitaal slegs 3% te wees. Hierdie syfers laat veel te wense na. Suid-Afrika se ekonomie was reeds voor die ingrepe van Covid-19 na rommelstatus afgegradeer. Verdere regulasies tydens die inperkingsperiode het ekonomiese aktiwiteite uiteindelik tot stilstand gedwing en verwoestende nagevolge vir die Suid-Afrikaanse ekonomie ingehou. Verder word die debat rondom minimumloon al hoe meer kompleks. “In ‘n ideale “wêreld” sou ‘n land poog om welvaart op so ‘n skaal te skep dat al sy burgers in diens geneem kon word, vir die hoogste moontlike salaris. Dit is egter vêr van ons land se realiteit, gegewe die huidige ekonomiese klimaat. Dit kan veral nie opgelos word deur ‘n enkele afkondiging in die jaarlikse staatsrede nie,” sê Van Zyl. “Daar bestaan wel ‘n kans vir verbetering indien die volgende areas dringend aandag geniet; daar moet ‘n klimaat geskep word waarbinne entrepreneurs veilig kan voel om winsgewend te boer. Dit beteken

Dit sal slegs moontlik wees met die verkryging van addisionele kapitaal. Die uitdaging is dus om finansiering te bekom wat bekostigbaar en vrylik beskikbaar is. ‘n Tendens van wanbestuur en oneffektiwiteit by sulke instansies (Landbank) vertraag egter die proses. “Ons land benodig ekonomiese groei. Dit blyk egter dat ons regering hierdie stelling slegs aanraak tydens die jaarlikse staats- en begrotingsrede, maar geen werklike oplossing implementeer nie. Hierdie soort van uitkyk kom rolspelers in die ekonomie duur te staan wanneer markkragte foute optel en ons verder afgradeer.” “Die verhoging in die minimum loon sal lei tot die afdanking van menige werkers binne die landbousektor. Die wynbedryf en groenteverbouing wat swaar steun op arbeidsintensiewe bedrywe sal veral swaar getref word. Die sosio-maatskaplike probleme wat reeds deur armoede en werkloosheid geskep word sal vererger en verdere stremming op ons ekonomie plaas. Dit is dus nie net in die belang van die werknemer nie, maar die hele land, dat hierdie beleid heroorweeg word. Dit is TLU SA se oortuiging, gegewe ons huidige ekonomiese werklikheid, dat dit beter is om mense die geleentheid te gee om wel ‘n werk te hê as ‘n beperkte toelaag vanaf die staat.” Gevolglik sou dit veel beter wees indien die mark toegelaat word

■ Roelof de Jonge Shortly after the minister of police, Bheki Cele, announced the crime statistics for the third quarter of the 2020/21 financial year, more police officers were murdered. “Agri SA strongly condemns all murders of South Africans but especially the murder of farmers and police officers who must ensure that citizens have enough food to eat and can live in safety,” said Uys van der Westhuijzen, chairman of the organisation’s centre of excellence for rural Bheki Cele safety. “The statistics indicate, among others, an increase in farm murders in the third quarter from six instances in 2019/’20 to 19 instances in 2020/’21, which represents an increase of 13. According to the latest statistics, five police officers were also murdered in the third quarter.” “The farmers and police officers are of strategic importance for the country, where farmers are responsible for food security and the police for maintaining law and order,” urged Van der Westhuijzen. “For this reason, the murders of farmers and police officers are unacceptable and infringe upon the quality of life of members of these sectors.” Agri SA is aware of the impact that murder has on families and communities and wishes to extend its condolences to the next of

kin. “Two police officers were recently murdered in the Western Cape and according to reports, the murders occurred while they were on duty. The officers were ambushed and shot, after which their official firearms were stolen.” These murders followed after four police officers were murdered in KwaZulu-Natal. This brings the total number of police officers murdered to six in only ten days. “South Africa cannot tolerate these brutal murders of its farmers and police officers. Farmers and police officers are of strategic importance for the country and for maintaining national stability. We call on communities to share crime-related information with the police to enable them to take preventative action.”

TLU SA is disappointed and highly dissatisfied with the minister of agriculture, land reform and rural development, Thoko Didiza’s failure to act against the blatant corruption in her department. Earlier this year, TLU SA wrote to the minister and the acting director-general, Rendani Sadiki, regarding the suspicious expenditure of around 600 000 face masks and 400 000 pieces of soap for R20 million. A simple calculation indicates that someone pocketed R10 million for themselves. TLU SA requested the department to launch an independent forensic audit to investigate these payments. “Up until now, we have not even received an acknowledgement of receipt of the letter,” said Henry Geldenhuys, the TLU SA president. “What should we gather from this reaction? That the department does not care to speak to agricultural unions or that the department approves of corruption?” These discrepancies are probably just the tip of the iceberg regarding the large scale of corruption committed by people of authority in the government during Covid-19. TLU SA wants to request the agricultural department to take the lead in acting against corruption. As the department’s political head, the minister should take responsibility for her staff ’s actions. “The law-abiding citizens of the country will not continue to fund corruption. When the people responsible for governing the country keeps quiet about corruption and takes no action to curb it, the citizens of South Africa should take note. Where is South Africa headed with the ANC’s policies and condoning of corruption? What will be left in the end? It is unacceptable, and there should be immediate action to change the course of direction.”

Increase equals job losses ■ Roelof de Jonge The Transvaal Agriculture Union (TLU SA) bemoans the minister of labour and employment, Thulas Nxesi’s approach and handling of the dispute regarding the increased minimum wage of 16,1% for farmworkers. “We reached out to the minister repeatedly to establish a conversation to come to a sensible agreement and solution,” said Henry Geldenhuys, the president of TLU SA. “It is a bad day when the minister of labour and employment in a country with an unemployment rate of 42% prefers to create job losses instead of looking after the interests of the workers in the production process.” “Who looks after the unemployed?”. TLU SA tried everything to prevent producers from laying off workers to fulfil the production

needs required for profitability. “The unemployed masses who crave the opportunity to work but are prevented from doing so by the ANC’s policies create an unacceptable social welfare problem.” Each producer must now again analyse and evaluate their profitability and productivity. They will have to make operational amendments to stay productive. The South African economy’s state requires that the government do everything in its power to stimulate it to grow. That would include making production factors as affordable as possible for entrepreneurs. “While the president promises to rebuild the economy, the minister promises layoffs and damage to the economy. Maybe the president should consider if Minister Nxesi is indeed the right man for the job.”

Mabuza moet verskoning vra ■ Roelof de Jonge Die ANC is huigelaars wat hulle op die grondwet beroep soos wat dit hulle agenda pas, maar andersins amptelike aankondigings maak soos wat hulle lus het, ongeag die grondwetlikheid daarvan. TLU SA dring daarop aan dat Adjunk President, David Mabuza, sy woorde rondom restitusie terugtrek. Mabuza het tydens ‘n antwoord-sessie in die parlement gesê die regering sal onteiening sonder vergoeding gebruik om restitusie-eise af te handel en dat die onteiening van grond maar een van die stukke gereedskap is om grondhervorming toe te pas. “Hierdie kommentaar bring die ware kleure van die ANC na vore,” sê mnr. Henry Geldenhuys, die president van TLU SA. “Die wyse hoe senior lede van die ANC hulle hoegenaamd nie steur aan die land se grondwet nie en bloot voortstu met populistiese uitsprake om hulle radikale ondersteuningsbasis se guns voor die verkiesing te wen, wys duidelik dat die ANC se voortbestaan vir hulle meer gewig dra as die land en sy mense.” Die adjunk-president het verder gesê dat hulle

nie gaan wag totdat die regsprosesse afgehandel is voordat hulle begin om die land van die wat dit besit oor te dra aan die wat daarop aanspraak maak nie. “In die een asem verwys hy na mense as die eienaars van grond, maar in die volgende asem insinueer hy dat boere die land gesteel het en dit dus sonder vergoeding moet teruggee,” sê mnr. Geldenhuys. “Geen boer het op enige wyse sy of haar grond onregmatig bekom nie. Elke duim daarvan is binne die bestel en op ‘n wettige wyse bekom. “TLU SA het in dié verband reeds etlike jare gelede ‘n beloning van R100 000 aangebied vir enige persoon wat kan bewys dat ‘n TLU SA-lid die grond wat hulle besit, gesteel het. Nodeloos om te sê, lê die geld nog veilig in ons bankrekening.” TLU SA is uiters bekommerd oor waarheen die onverantwoordelike verwagtinge wat die ANC onder hulle ondersteuners skep gaan lei en wat ondeurdagte uitsprake aan beleggersvertroue doen. “Die enigste nalatenskap wat die ANC tot dusver nalaat is een van ‘n regering wat afbreek en die toekoms vernietig,” eindig Geldenhuys.

Tzaneen Amateur Swem Klub het die afgelope naweek in die Hillcrest swembad van die land se top swemmers diep in die oë gestaar tydens die Swem Suid-Afrika (SSA) Level 3 kampioenskap. Die swemmers het nie net in die korter 50m items gemeegeding nie, maar het ook die 100m items aangepak in die hoop om kwalifiserende tye vir die Suid-Afrikaanse Junior Nasionale kampioenskap aan te teken. Swemmers van Tzaneen se oudste swemklub is jare reeds berug vir hul kortafstande vernuf en het dit in die 50m items tentoongestel met die meeste van die swemmers wat podium plekke behaal het. Twee van die senior swemmers, Juan Meintjies (15) en Ronan Theron (18) het in die 50m vlinderslag medaljes huistoe gebring. Meintjies het met ‘n pragtyd van 27.35 die silwer medalje in ‘n naelbyter van ‘n resies gehak, terwyl Theron in 26.61 sekondes die goud in sy item ingepalm het. Theron het in die 100m vlinderslag item ook eerste die wal geraak in ‘n tyd van 1:00:56, maar dit was egter split-sekondes te stadig om te kwalifiseer vir die Junior Nasionale kampioenskappe. Later daardie selfde dag het Theron ‘n silwer medalje in die 50m rugslag in ‘n tyd van 29.46 sekondes verwerf. Deané Toerien (20), die plaaslike hokkie stêr en borsslag spesialis het op haar beurt die kompitisie in die 50m borslag item laat asems snik toe sy in ‘n tyd van 37.51 sekondes die wal eerste geraak het. Toerien het in die 100m borsslag item net-net die kwalifiseerende tyd gemis en ‘n sesde plek ingepalm.

Om te kwalifiseer vir nasionale swemkampioenskapp moet die swemmers die kwalifiseerende tyd in ‘n 100m item swem. Die rede hiervoor is dat 50m-items nie as Olimpiese kwalifiseerende items geklasifiseer word volgens die “Long-Term Participant Development (LTPD)” program van Swem SA nie. Swemmers kan wel aan die 50m items deelneem, maar moet in die 100m items kwalifiseer. Ander TASK lede wat ook puik vertonings in hul onderskeie ouderdomsgroepe gelewer het was Larike Joubert wat tot die eindrondte van die dogters 15-jaar se 200m borsslag item deur gedring het. Onder geweldige druk het sy ‘n welverdiende tiende plek in haar ouderdomsgroep behaal. Die 12-jarige Schalk Rossouw het aan die SSA Delville Streek Vlak 3 Noord Kampioenskap deelgeneem en op sy beurt ook in die top 10 vir sy ouderdomsgroep in die 200m borsslag geëindig.

Carl Dohse, ‘n gr.11 leerling aan die Hoërskool Merensky, was genooi om van die 19de tot 21ste Maart saam met 115 ander seuns en 45 afrigters van regoor Suid-Afrika deel te neem aan Skole Rugby Suid-Afrika se virtuele elite ontwikkelingskamp. Verskeie bestuurslede van SA Skole, asook al die SA Skole afrigters, het die kamp bygewoon en aangebied. Kwessies soos gebalanseerde voeding, “inside a BOK”, gesonde leefstyl, asook

aspekte van die spel wat aanval, verdediging en posisionele spel was ondermeer deur die loop van die naweek aangeraak. Volgens SA Skole was hierdie ‘n guldige geleentheid vir die genooides om te ondervind wat van hulle verwag gaan word, sou hulle in die toekoms in enige van die nasionale spanne opgeneem word. “Ek gaan nou alles gee en hard werk vir ‘n moontlike plek in die Cravenweekspan, waar ek deur keurders van die nasionale struktuur raakgesien kan word”, het Dohse na afloop van die kamp gesê.

Leandré verbeter Fogwell rekord

Die Laerskool Tzaneen het Woensdag en Donderdag die 24ste en 25ste Maart sy jaarlikse interhuis atletiekbyeenkoms aangebied. Die veld-items is die eerste dag aangebied en die baanatlete het die Donderdag deelgeneem. Tydens Woensdag se deelname vir die veld-items, het Leandré de Lange (12) die rekord vir die hoogspring-item vir meisies o/12 verbeter. Hierdie rekord is 23 jaar terug in 1997 deur Kristi Fogwell opgestel. Wat hierdie gebeurtenis soveel meer besonders gemaak het, is die feit dat Bulletin se joernalis, Roelof de Jonge, 24 jaar gelede as ‘n junior verslaggewer, teenwoordig was toe Fogwell die nuwe rekord opgestel het, en ook die einste oomblik (op film destyds) vasgevang het. Fogwell was toe 12-jaar oud en het op ‘n hoogte van 1,35m oor die lat geseil. De Lange het amper twee-en-‘n-half dekades later daardie poging met 3cm verbeter om die nuwe rekord op 1,38m in die boeke te skryf. Die hoogspring rekord was egter nie die enigste wat De Lange in die slag laat bly het nie. Sy het ook die verspringrekord verbeter wat Wendy Netshiongolwe in 2008 opgestel het. Netshiongolwe se rekord was 4,15m en De Lange het die rekord na 4,56m aangeskuif. Wat ‘n gesig teenoor 2020, voor die Cornona virus sy kop uitgesteek het, toe toeskouers en ouers toegelaat was om hul kinders aan te moedig. Slegs die atlete en baanbeamptes was vanjaar toegelaat. Die pawiljoene was onheilspellend stil omrede geen van die leerlinge toegelaat was om die atlete aan te moedig,

soos wat die tradisie rondom die geesbeker betaam nie. Hopenlik voor die graad 1 leerlinge eendag Graad 7 haal, sal die Koronavirus met al sy onsinnige maatreëls iets van die verlede wees.

On Monday the 8th of March the Plasie swimmers showed their worth at Merensky High School’s interhouse swimming gala. This gala indicated the several new stars who showed their talent. “Plasieland is particularly excited about these newcomers who can make a big contribution during the swimming season”, said Louis du Preez, marketing manager at Merensky High School. Larike Joubert who took part in the category for girls u/15, took the honours of receiving the Junior Victrix Ludorum title for her achievements. Hanré

van den Berg, taking part in the age group for boys u/15, was annouced as the Junior Victor Ludorum swimmer. The siblings, Daniel and Donia Smit, celebrated together as they received the Senior Victor and Victrix Ludorums respectively for their swimming antics. Ronan Theron bagged the Best Performance of the Day with his performance in the 50m butterfly-item for boys u/18. “Although no spectators were allowed at the gala, the swimmers made the best of the day and cheered each other on loudly. Based on their performance, the House Aqua team was crowned as the overall winners for 2021.
