■ Billy Sibuyi The trade union federation, Cosatu, said that an agreement was reached to extend the Covid-19 Temporary Employer-Employee Relief Scheme (TERS) payments to workers and companies affected by the adjusted level 4 lockdown. These companies would include the liquor industry, tourism, and hospitality sectors. Business, labour, and the government have agreed in principle to bring back TERS payments at the National Economic Development and Labour Council (Nedlac). TERS was introduced at the start of hard lockdown in 2020 and was suspended almost a year later in March 2021. While TERS was plagued with administrative problems and fraudulent payments were made, it provided support of R60 billion to over five million workers. Cosatu said an in-principle agreement was reached at Nedlac that TERS will be paid to affected workers during level 4, which started more than a week ago, and in the event of a fourth wave, which is expected in November. Cosatu said there was an agreement that the existing TERS formula would be applied, which meant amounts to be paid will be a percentage of an employee’s salary, according to a sliding scale from 38%, highest earners, to 60% lowest earners. The DA has welcomed the decision, taken in principle, to extend the TERS scheme for workers affected by the Level 4 lockdown regulations. However, they requested that the Minister of Employment and Labour, Thulas Nxesi, shed more light on the ‘nuts and bolts’ of the extension. “The Cabinet, and Minister Nxesi in particular, must move with great speed to finalise and communicate the details,” stated DA member of parliament, Dr Michael Cardo. “The current Level 4 lockdown regulations affect, among others, thousands of workers in the alcohol, restaurant and hospitality industries, as well as the tourism, weddings and conferencing sectors,” he continued. “For as long as the government prevents people from participating in the economy, it has a duty to mitigate the devastating economic impact with financial assistance.”

Three men were sentenced to more than a millennium behind bars for their senseless and brutal attack on mine workers of the Modikwa Platinum Mine along the R37 outside Burgersfort. During the trial in the Polokwane High Court this week, the court heard how Sipho Khumalo (32), Philemon Makwana (37) and Thabo Mogala (31) petrol bombed a bus transporting mine workers at around 02:00 on the morning of the 2nd of April 2018. In total, six mine workers were burnt beyond recognition and 47 of their colleagues were seriously wounded. A forth accused, Kaogelo Moime (30), was con-

victed in 2019 after he pleaded guilty and was sentenced to 25 years imprisonment on six counts of murder and 10 years for forty seven counts of attempted murder. A Task Team consisting of Crime Intelligence, Limpopo Tracking Team, Limpopo PIU and Cluster Detectives was established soon after the incident and the team managed to arrest the suspects and positively linked them to the crimes. The three suspects were each sentenced to six life terms imprisonment and 470 years for 47 counts of attempted murder as well as five years for malicious damage to property. Combined, the three convicted criminals received 1 875 years behind bars.

SA joins the global tax call ■ Roelof de Jonge South Africa has joined 130 other countries in calls to introduce a global tax. In talks held by the Organization for Economic Cooperation and Development (OECD) last week, the countries agreed to a plan to set a minimum corporate tax rate and establish a new regime for sharing the taxes imposed on the profits of multinational firms. The overhaul is aimed at helping countries share the spoils from multinational firms like Facebook and Alphabet’s Google, with implementation targeted for 2023. The rules would curb tax avoidance by making global enterprises pay an effective rate of at least 15%. This could also give some smaller countries room to collect more from foreign firms by taxing business activity within their borders, though other small nations could see tax revenue fall.

In June, the South African finance minister Tito Mboweni joined prominent global figures, including US treasury secretary Janet Yellen and German vice-chancellor Olaf Scholz, in the call to introduce a global minimum tax rate of 15%. In a letter that was published in the Washington Post, the group said that the tax is necessary to help fight global inequality. It cited the fact that wealthy people and corporations are doing much better than those at the bottom of the economic ladder, and that governments desperately need revenue to rebuild their economies and make investments to support small businesses, workers and families in need. The group further stated that for too long, revenue has been drawn too heavily from workers, whose incomes are easy to report and calculate. Their reckoning is that capital income is more difficult to tax because capital is mobile and income more susceptible to sophisticated accounting games.

Are not all teachers equal? Four years for Nienaber ■ Joe Dreyer Contrary to what was widely reported last week, not all local teachers and support staff were vaccinated. We received information that not all the teachers from our local schools, who wanted their vaccine, were afforded the opportunity to receive them. These teachers were reportedly turned away because they were not employed by the Department of Basic Education (DBE) but were Governing Body (GB) teachers. This seems to be contradictory to the Education Department’s decree that all teachers and support personnel within the public schooling sector would be vaccinated, including teachers who occupy governing body positions. It is also not in line with government’s announcement that no person will be turned away from vaccination stations. The citizen’s rights organization, Solidarity’s, Education Guild threatened the DBE with legal action on the 2nd of July because according to them the exclusion of the GB teachers constituted unfair treatment and discrimination against these individuals. “The Constitution makes it clear that everyone is equal before the law. By rejecting governing body teachers, the state therefore discriminates against these teachers and denies them their right to receive a vaccination. We insist that the DBE immediately stop the withholding of vaccines from governing body teachers and undertake in writing that vaccines should also be administered to governing body teachers who choose to receive them,” said Johan Botha, Deputy General Secretary of the professional sector at Solidarity. Bulletin received a register of vaccinations conducted at schools in the Tzaneen Circuit’s area. The sheet was sent to us by a confidential source

within the department and is titled “Limpopo Department of Education Vaccination Site Control Sheet”. It listed the names of all teachers and staff within the district who received their vaccinations on the day in question. The spreadsheet showed names highlighted in green (received vaccination) and names not highlighted or highlighted in yellow (not vaccinated) with a column next to each of these names for remarks as to why they were not vaccinated on the day. On this list there were 549 names. Bulletin narrowed down the names to include only the list of teachers and supporting staff from Merensky, Ben Vorster, Laerskool Tzaneen Primary and Unicorn Preparatory School. This totalled 273 names. Of these, eight did not receive their jab on the day because they had already been vaccinated. Nine of the names had invalid ID documents and 167 of the people on this register were listed as “not found”. It is important to remember that at no point did any of the schools, or the department, force any of the teachers or staff to take the vaccine, which also contributed to some of the teachers voluntarily not receiving their jab. The vaccination campaign started on the 23rd of June and it is reported that more than 333 000 teachers and support staff have already been vaccinated. The current programme (Phase 1) is set to end today, the 9th of July. The first phase of this programme targeted 300 000 teachers and staff that were to be mass vaccinated within 10 days based on the number of Johnson & Johnson vaccine doses allocated to the education sector. At the time of going to print we had not been able to reach the spokesperson for the Department of Education in order to help us make sense of the data in the spreadsheet, or comment on the allegations of discrimination.

Trucks destroy R40 (again) ■ Joe Dreyer The increase in magnetite prices has once again led to the increase in trucks on the road between Phalaborwa and Hoedspruit. This has added extra wear and tear to an already under-maintained roads infrastructure which has in turn led to the endangering of the lives of motorists who frequently travel along these routes. In 2013 the section of the R40 road that connects Phalaborwa and Namakgale was so bad that even the trucks were traveling next to the road surface to avoid damaging their tyre rims. The situation became so bad that the R40 Concern Group was established which pushed for the complete overhaul of the road surface that had completely disintegrated. This has led to Marie Helm, DA Councillor of the Mopani District Municipality (MDM), to step in to mediate between the mines and the surrounding communities and possibly avert a repeat of 2013. She said that the increase in the price of the magnetite the past year, has again forced the local community surrounding the R40 and other local roads to pay the real price. “It seems as if the Palabora Mining Company (PMC) transports magnetite via road each time the magnetite price increases. This happened in 2013 and 2019 when the price shot up. I cannot understand why the mines do not make use of the rail system. The mines are not willing to engage with us and at least just explain their reasoning.

This has led to the rumours of political ties and some politicians receiving kickbacks from trucking companies and even the mines themselves. If we cannot meet with the mines to discuss these issues, the people will continue to believe these rumours,” she said. Helm said that she arranged a meeting with PMC’s Zulu Shikati for Friday, the 7th of May but it was cancelled on short notice. On the 14th of May she sent an email message to Nozipho Zitha, Transformation Superintendent – Human Resources, at PMC, with a request for a meeting to discuss suitable solutions to combat the impact of the heavy trucks on the communities next to the R40 provincial road. “We would further like to understand the use of heavy vehicles as well as the use of the railway system. They prefer that the communities rely on rumours such as that politicians are “silent” partners of the owners of these trucking companies which is why there is no political will to do the right thing and get the trucks off the road,” she said. “The solution to the destruction, inconvenience and danger to motorists is really very simple. That is why Transnet is there. But after 25 years of ANC rule, Transnet is just a shadow of its former glory – and a perfect excuse for corrupt politicians and officials. The question we would like to ask PMC is why don’t they consider buying their own trains and “rent” the railway track from Transnet?” Bulletin has forwarded Helm’s statements to PMC’s communications team, but at the time of going to print we had received no feedback.

Toy Nienaber

A local man, Toy Nienaber (54) was sentenced to four years in prison with two years suspended for five years on charges of sexual assault. This after his girlfriend at the time, laid charges against him in 2020 when she reportedly walked in on him and her 13-year old daughter locked in an inappropriate embrace in the garage of the home they shared. “On the 14th of August 2020, the complainant alleged that she woke up early in the morning and found her boyfriend was already awake. She got up out of bed and walked to the dining room to see if he was there, he was not there. Then she proceeded to the daughter’s bedroom and found that she too was not there. She then proceeded to the garage and found her daughter and her boyfriend kissing and he was touching her all over,” said Brig Motlafela Mojapelo, provincial SAPS spokesperson. Nienaber had been in custody since his arrest and the time already spent behind bars will not be deducted from his sentence.

■ Roelof de Jonge The animals kenneled at the Letaba SPCA received a handsome helping of nutrition and a side serving of comfort this week thanks to the local DA representatives. The Democratic Alliance (DA) is resolute in its mandate to change South Africa for the better by not just improving the welfare of its citizens, but animals too. Through an initiative by DA member of parliament, Desireé van Walt, assisted by DA candidate Chrizelle Dreyer, blankets and pet food were delivered to the SPCA on Wednesday morning. Bets Stols is the administrator at the small office on the grounds of the Letaba SPCA, and along with voluntary worker Cara Prinsloo, welcomed the visitors from the DA. “We will always have a need for help, whether through voluntary work or donations, because the well-being of animals is a continuous circle. We currently looking at expanding our storage facilities

which is basically cargo containers. The containers are however very handy as it keeps moisture and pests like rats at bay”, said Stols. She emphasized however that they do have a need currently for building material to complete the shelves of these storage rooms. Anyone willing to donate items can contact Letaba SPCA on 015 307 2611 (office hours). The Letaba SPCA in Tzaneen relies on the support from the community and businesses for donations to help keep them afloat, as well as the help from voluntary workers at the shelter. They also have a secondhand bookshop currently situated in the Oasis shopping centre where they sell the books received three years ago in the very shipping containers, they now wish to convert into storage space. Ouma Hester Rautenbach is in 1927 op Louis Trichardt gebore. Toe die strate nog stof was en almal mekaar vriendelik in die verbygaan gegroet het. Sy het hierdie week, op die 6de Julie, haar 94ste verjaarsdag saam met haar kinders en skoonkinders in Tzaneen gevier. Bulletin het bietjie met haar gaan gesels om te leer hoe die wêreld verander het en wat dit vat om nege en ‘n half dekades oud te word. Haar pa, Danie Pienaar Burger, was ‘n boer, haar ma, Maria, ‘n boervrou in die mees tradisionele sin. Ouma Hester het saam met haar twee sussies, Rochelle en Gerta op Louis Trichardt skool gegaan waar hulle aan hokkie en korfbal deelgeneem het. “Ek kon baie vêr spring ook!” het Ouma Hester bygelas. Nadat sy standerd 8 voltooi het, is Ouma Hester uit die skool uit en het sy later as vrugte inspekteur op Letaba Landgoed gewerk. “Dit was vir my een van die lekkerste tye in my lewe gewees, die landbou is definitief in ons familie se bloed. In daardie tyd was die veld nog baie wild gewees en daar was gereeld swart-witpense en ander soortgelyke wild langs die plaaspad te

sien.” Dit was nie te lank voor die liefde Ouma Hester se oog in die vorm van ‘n aantreklike jongman by name Tom Rautenbach gevang het nie. In 1949 is die tweetjies getroud en kort daarna is hul eerste kind, ‘n dogtertjie, Ria, gebore. Die egpaar het vier kinders, Ria, Pieter, Amanda en Deon gehad. Hulle het op die plaas Rooistêr op Deeside langs die Eilandpad hulself as een van die streek se vernaamste boergesinne gevestig waar die kinders steeds vandag met sitrus, groente en Macadamia neute boer. Ria het sowat agt jaar gelede haar geveg teen borskanker verloor. Pieter het met Amanda Coetzee getrou en sy jonger broer, Deon, se aandele in Rooistêr uitgekoop. Deon en sy gesin het hulself op ‘n wildsplaas op Waterpoort gaan vestig. Kleinsus, Amanda, het later met Kallie Erasmus getrou en boer tans op Laborie ook met sitrus, Macadamia neute, groente en advokados. Oom Tom is in Maart 2007 oorlede waarna Ouma Hester na die Macadamia aftree-oord langs Jetty 3 verhuis het en steeds vandag woon. Sy spog met nege kleinkinders en 10 agterkleinkinders.

■ Roelof de Jonge Op Saterdag die 26ste Junie het die ATKV Eiland Spa Rolbalklub sy weeklikse geborgde kompetisie aangebied, met die gewilde vakansie-oord wat hierdie keer self as borg vir die geleentheid ingetree het. Daar was groot opgewondenheid wat geheers het onder die bestuur van die rolbalklub vir die vooruitsig na die volgende rondte se rolbalspel vir die volgende naweek. Maar toe steek die land se president, Cyril Ramaphosa, ‘n stokkie voor die idees van enige samekomste, sportbyeenkomste inkluis, met die aankondiging van die nuwe vlak inperkingsmaatreëls. Dit is omrede die Gautengers oorval was met ‘n vlaag van Covid-19 infeksies. Vir tyd en wyle sal daar weens hierdie nuwe inperkingsregulasies geen rolbal plaasvind nie. Volgens Karen Kruger, skakelbeampte van die ATKV Eiland Rolbalklub, het elke speler hierdie keer

‘n prys vir hulle deelname ontvang, of hul span gewen het of nie. Die wenners van hierdie geleentheid was met duursame rolbalsakke beloon waarop die handelsmerk van die borg op die sakke verskyn. “Daar was kontant pryse vir die spelers van die tweede- en derdeplek se spanne. Daarna het elke deelnemende rolbalspeler ‘n geleentheid gekry om self vanaf die tafel met pryse ‘n item uit te soek.” Kruger het die bestuur van hierdie vakansie-oord bedank vir hulle lojale ondersteuning en vir die toestemming dat lede en vakansiegangers, rolbal kan beoefen, veral in hierdie epidemie tydperk. Bennie Steenkamp, die ATKV Eiland Spa se oordbestuurder, het die gelukwensing en prysuitdeling behartig. Hierdie gemengde parespel was deur die span, bestaande uit Peter Cars, Nelia de Beer en Pieta Visser, gewen. Die span in die tweedeplek se spelers was Naas Gouws, Jaco Bester en Pat Strachan. Die span wat die derdeplek se prys ontvang het, was Tulli de Beer, Linda Pieters en Daan Swart.

Inter-provincial travel to and from Gauteng will again be allowed if you are intending to hunt for food or for culling purposes. This was the final word on the matter from Barbara Creecy, Minister of Forestry and Fisheries and Environmental Affairs after receiving a letter from the South African Agri Initiative (SAAI) earlier this week. SAAI already has traveling permits available for

hunters on their website. This came after President Cyril Ramaphosa annouced the new lock down level four amendments on Sunday the 27th of June, in order to help curb the new spike of infections. Gauteng was placed under an even stricter level 4 lock down than the other provinces, which included the banning of all travel from or to Gauteng. This would have meant that the game farming industry would have suffered tremendously had it not been for the intervention from SAAI. According to the Goverment Gazette of the 5th of July, game parks, zoos, botanical gardens and aquariums are open to the public in the same breath as the lifting of travel restrictions for hunters.

Dentistry is not expensive, neglect is “A mask should be the only reason you find it difficult to smile,” is the credo that underscores the professionalism and absolute dedication to his trade that Dr Ruan Rademeyer has built his reputation on over the last decade. Tzaneen Dental Studio made an impression when it opened its doors in 2013, and as you read this, that impression stills lingers through the windy bends of Douglas Street. As you might have noticed though, the former Afrikaans Hoër Seunsskool student no longer occupies the space on the bend as you turn right off Adshade Street but has made a literal jump next door to a new premises at number 7 Douglas. So literally just few metres from where you used to go to have your teeth professionally seen to. A few other changes were made to the new studio including the addition of Lizélle who joined her husband’s team to manage the running of the practice while he focusses on what all those years at the University of Pretoria taught him to do best. The fairer Rademeyer is no stranger to business management either. She owns and

manages a highly successful tour operator specializing in cycling tours but due to the global pandemic she spends most of her time at the practice. Apart from the local tours, Lizélle also sells tours in Croatia, Greece, and other amazing destinations to the South Africans wanting to expand their horizons. Speaking of specialists and specifics, for those who have not yet had the privilege of a personal visit to the Rademeyer’s at their practice, perhaps a short introduction could convince you. Though originally from the city, Ruan obtained his degree in Dentistry in 2006, completed his one year community service in Hoedspruit and after opening his private practice in 2013, completed further qualifications in Cerec CADCAM Technology, Implantology and Orthodontics. To label him as a dentist only, would be a severe underrating. The man loves what he does and because of this, makes it a part of his lifestyle to stay updated on the latest technology and trends in the industry. The term dental artistry would be a far more accu-

rate description. So, what does a dental artist and his wife enjoy during their weekends away from their practice? ■ Roelof de Jonge Tydrenspanne sowel as die organiseerders van die NTT Motor Group Tydren op Tzaneen, gaan hierdie week in spanning vir Sondagaand, die 11de Julie, wag. Dis nou wanneer president Cyril Ramaphosa die jongste verwikkelinge van die pandemie gaan aankondig. En of die inperkingsmaatreëls verslap gaan word. Luidens gerugte vanuit Gauteng wat tans op vlak 4 van die inperkinge is, is daar sterk twyfel of hierdie inperkings gelig gaan word. Die vlaag van infeksies is volgens die regering nog nie onder beheer na wat verneem word nie, en dit laat ontstaan die moontlikheid dat die inperkinge met ‘n moontlike 21 dae verleng kan word. Indien die inperkinge dus verleng sou word, sal die organiseerders van die tydren nie die geleentheid afstel of kanseleer nie, maar eerder aanpas. Afgesien van die organiseerders is ook ‘n swetterjoel van die spanne vanuit Gauteng afkomstig. Die organiseerders kan op hierdie tydstip geen reëlings bevestig nie totdat hulle gehoor het of die aandklokreël dieselfde gaan bly en of dit moontlik verander gaan word. “Sou die aandklokreël weer 22:00 of later word, sal ons ‘n tradisionele tydren aanbied met nag sneldele. Indien dit 21h00 of vroeër is, sal die tydren slegs in die dag beslis word”, volgens Theuns Viljoen wie een van die organiseerders en roetebeplanners vir die tydren is. Die snelbane Volgens Viljoen is daar vir 12 sneldele beplan vir die NTT Motor Group Tzaneen Tydren wat na 20 en 21 Augustus verskuif is. Die eerste vier sneldele sal die Vrydag op grondpad beslis word met die laaste

sneldeel van die dag wat op teer gejaag gaan word. Op beide dae sal die teer sneldeel die laaste uitdaging vir die dag wees. Die tweede dag van die tydren sal oor ses grond sneldele beslis word met die laaste trajek oftewel sneldeel wat op teer gejaag sal word. Volgens Viljoen is die beoogde afstande van die sneldele sowat 140km. “Die aard van die sneldele is soos in die verlede met roetes om Tzaneen Dam en ondermeer die gewilde kanaalroete. Ek het egter twee nuwe sneldele in Agatha vir hierdie jaar se tydren bygevoeg wat baie tegnies is”, het Viljoen gesê. “Hierdie nuwe sneldele was sowat 20 jaar gelede gebruik, toe ek nog self aan tydrenne deelgeneem het, en hier glo ek gaan die manne van die seuns geskei word. Die padoppervlaktes is oor die algemeen baie goed.” Van die plaaslike grondeienaars, ondermeer Hans Merensky en Groter Tzaneen Munisipaliteit, het ingestem om die roetes wat gebruik word te skraap. Dit meen die deelnemers gaan op sneldele jaag wat nie te rof is op hulle tydrenmotors nie. Enige geskraapte grondpad skop egter normaalweg meer stof as gewoonlik op, en veral as mens voluit daarop jaag kan dit nogal ‘n uitdaging vir die volgende tydrenspan op die roete wees. Maar ‘n geskraapte grondpad, so aangenaam as wat dit is as dit droog is, kan ‘n heel ander benadering noodsaak indien dit sou reën. Onthou julle nog? Wie sou ooit vergeet hoe die voormalige Suid-Afrikaanse tydrenkampioen, Serge Damseaux en Vito Bonafede, in hul fabrieksingeskrewe Toyota Conquest in ‘n sopnat sneldeel van die Tzaneen-tydren in 2001, toe die tydren nog deel was van die nasionale kampioenskapsreeks, die voortou moes opgee weens ‘n pap band?

Dié Toyota-tydrenspan het inderwaarheid gespartel om die wiel omgeruil te kry aangesien die domkrag bly wegsak het in die modderspul. Die gevolg was dat Damseaux-hulle moes toekyk hoe ‘n byna versekerde oorwinning deur hulle moddervingers glip. Die tydren was toe uiteindelik gewen deur ‘n private-tydrenjaer, naamlik Johnny Gemmel in ‘n Subaru Impreza. Na Damseaux se uittrede uit tydrenne na 2007, was Gemmel die voorste kandidaat om hom te vervang en was hy toe die uiteindelike keuse vir die Toyota Handelaarspan. Maar hy was nie so suksesvol as die uitgetrede Belgiese-gebore Damseaux nie. En wat van toeskouers? Viljoen het gesê weens die huidige Covid-19 toegewings moet toeskouergetalle beperk gehou word, maar het bygevoeg dat niemand ‘n persoon werklik kan keer wat op ‘n sypaadjie in die dorp staan om na die skouspel te loer nie. Of selfs ‘n ‘entjie in die bos gaan stap nie’. Die jongste nuus oor die inskrywings, mits Covid-19 weereens ‘n stokkie daarvoor steek, is dat daar drie internasionale tydrenspanne vanuit Zambia ontvang is, wie almal met Subaru Impreza tydrenmotors gaan deelneem. Die organiseerders het wel gemaan dat veranderings moontlik nog kan plaasvind en die deelnemers sal vroegtydig van die jongste verwikkelinge in kennis gestel word. Bulletin het ook eerstehands Donderdag die 7de Julie die inskrywingslys vir die NTT Motor Group Tzaneen Tydren ontvang. Na wat verneem word, het 32 spanne oftewel tydrenmotors vir die geleentheid ingeskryf. Volgens Viljoen is dit die grootste hoeveelheid inskrywings nog wat vir ‘n tydren van die WOMZA Nasionale Tydrenkampioenskap hierdie jaar ontvang is.
