The women’s and men’s rowing teams, or #OrangeArmy as they are known, from the University of Johannesburg, are currently busy training on the Tzaneen Dam. They are planning their stay and training until this Sunday the 15th of August. Bulletin spoke to the head coach of the team, Sizwe Ndlovu, who himself is a national rower and Olympic Games gold medalist when he was part of the South African team that won the men’s rowing event in 2014. According to Ndlovu, the team plans to train in the mornings and afternoons and are busy preparing for the upcoming university and national rowing championships. Private water tanker operators have become increasingly active in the residential areas of Tzaneen and Letsitele. In King Edward Drive just this past weekend, a resident took the matter into his own hands and chased a trucker away after he was the fourth operator to stop at the hydrant near Sugarloaf and fill his JoJo tank. In November 2020, Bulletin reported that between 20 and 30 water trucks were stopping at a fire hydrant in Industrial Street to fill up their JoJo tanks at least twice a day. One of these vehicles is a Greater Tzaneen Municipality (GTM) truck. The rest are not, and belong to outside contractors, who have been collectively named the Group of Private Water Tankers (GPWT) which the municipality said were appointed to help them deliver water to the outlying communities. The problem, however, was that Bulletin received numerous reports from

community members in those outlying areas who alleged that the water is not being distributed but is being sold at R350 per 200 litres. We calculated that one truck with a 5 000-litre tank would pocket roughly R8 750 per trip. We know that some of these trucks return to the fire hydrant to refill their tanks up to three times a day. Do the calculations and you suddenly have a very profitable, tax-free business that easily nets close to a quarter of a million a month. That is if you work on an average of twenty days in a month and two truckloads a day. At the time, the GTM’s defense of these truckers was that they were helping the municipality deliver much needed water to the township areas which were experiencing “challenges” with running water. This would be a fair argument if the water was not being sold by these privateers at a significant profit considering that they did not pay for their supply. Then the GTM changed their mind and decided that an agreement should be drawn up between themselves and the GPWT to limit them to only one distribution point and charge them a fee of R16.50 per kilolitre. Again, a fair agreement – provided that the situation was precisely monitored

and the agreement stipulations honoured. A year later has proven that both prerequisites were not, and still are not being met. The GTM has no way to accurately measure and therefore bill the truckers for the water they draw, and the truckers are simply ignoring the agreement stipulations that they draw only from the Koedoe Street hydrant. This week the spokesperson for the GTM said that the municipality was systematically locking the hydrants in some areas as they are informed of the illegal activities of these truckers. “We are closing fire hydrants where we see serious problems and more operators are coming through, we are engaging them. We can’t close all hydrants because when there is fire those hydrants are needed.” So again, in cases where the initial plan is deviated from, instead of a reprimand, the transgressors just move on to another spot and the law-abiding public is punished. Should a house fire occur at a home near one of the locked hydrants, would the fire department be capable of assisting in time? And what of those hydrants left open by these truckers – or worse yet, damaged by them? Who fits the bill? You and I, the public.

Tzaneen is no closer to an actual answer on the mystery that surrounds the Jetty 3 facilities. According to the latest responses from the spokesperson for the GTM, Neville Ndlala, the Jetty 3 facilities are closed to the public, but open to anglers and boaters who have obtained a permit to enter the grounds from the Planning and Economic Development offices. We asked Ndlala for a progress report on the proposal submitted by Muis Joubert and a group of local businessmen to lease the grounds and take over the maintenance at their own costs, but at the time of going to print he could not provide us with a detailed response. “I must state however that we don’t allow people to use Jetty 3 to launch their boats and for fishing but they must get a permit from our Planning and Economic Development Department (Land and Human Settlement Division). This permit is free and must be produced at the gate, without it, entry will be denied. Please note that those who use Jetty 3 do so at their own risk and that the GTM will not be liable for any loss, damage, or injury,” said Ndlala. In Lulekani just outside Phalaborwa, a 24-year-old woman was arrested for brutally stabbing her boyfriend to death with a broken beer bottle. She appeared in court on Tuesday and her case was postponed. The incident occurred on the 7th of August in Majeje village in the township of Lulekani. It is alleged that the suspect who is from the village, was informed that her boyfriend was with another woman near a liquor outlet in the area, and she reportedly rushed to the outlet where she found him with an unidentified woman. An argument ensued and it is reported that the suspect stabbed the boyfriend with a beer bottle. The victim, aged 36, was certified dead by paramedics on the spot. The suspect later handed herself over to the police at Namakgale. The suspect will face a charge of murder. In a separate incident in the Bolobedu area outside Tzaneen, a 47-year old taxi owner and a female companion aged 42 were shot dead by unknown assailants on the 10th of August. The incident occurred at a filling station in Mohlabaneng Cross near Bellevue. The deceased allegedly arrived at a filling station at around 19:20 driving in a white vehicle. He entered the shop to buy something while his female companion remained inside the vehicle. Two suspects emerged and one entered the shop and suddenly started firing shots at the taxi owner while the other assailant shot at the woman sitting inside the vehicle. The unknown gunmen then disappeared. The police have reportedly launched a manhunt for the suspects but have very little leads to work with. Police have opened two counts of murder. The motive for the killing is unknown at this stage but taxi violence cannot be ruled out. The victims were identified as Fourie Maphayi (47) from Ga-Matswi village and Deborah Moila (42) from Bellevue village. They were both certified dead on the scene.

At the start of August the provincial police started weekly intensified operations to curb crime in the province. The police arrested 1 538 suspects aged between 20-years and 50-years during these intensified weekly joint operations which included 199 arrests for Contravention of the Regulations under the Disaster Management Act. The operations were conducted through roadblocks, stop and searches, tracing of wanted suspects as well as raids and these suspects were arrested for crimes that include murder, robberies, possession of unlawful firearms and ammunition, assaults, possession of suspected stolen properties and possession of drugs and illicit cigarettes. On the 4th of August the SAPS Tzaneen Crime Intelligence Unit received a tip-off about a business robbery at Setone village and activated the Highway Patrol Team. Two suspects aged 48 and 49 were arrested. They were found in possession of suspected stolen airtime vouchers and the getaway bakkie was confiscated. Three days later on the 7th of August, SAPS Phalaborwa Crime Intelligence Unit, Mopani District Task Team and Namakgale Crime Prevention arrested of a 31-year-old suspect for possession of copper cables and theft at his home in Namakgale. A day later, a foreign national was apprehended after he was found in possession of a Pangolin at his farm house under Lephalale policing area.

Update: Perhaps its 14th time lucky? ■ Joe Dreyer The highly controversial Moshupatsela Farm has once again come under the Mopani District Municipality’s “try and fix what we broke twelve years ago” spotlight. On the 30th of April this year, the project – titled “Moshupatsela Farm Development Project through Agricultural Graduates Development” – came under discussion at an ordinary council meeting. During this meeting several resolutions were made regarding the future of the farm, but to summarize; the Mopani District Municipality (MDM) will be leasing the 158-hectare formerly successful and now completely destroyed mango farm to Agricultural Graduates (what it described as a “suitable lessee”) on a long-term lease agreement. But before this lessee starts work on the farm, the municipality will repair the perimeter fence and boreholes on the property. But the history of this property puts into perspective the lack of faith in its success among the local agricultural community. The MDM first bought the farm for R2.9 million from the Land Bank in 2007. A very long list of promises and captivating plans were unveiled by the then-Mayor Humphrey Mokgobi. The man boldly proclaimed his plans for the planting of orchards, production of vegetables, juice and dried-fruit and even mango achar which his municipality would spearhead as part of their initiative to drive the empowerment of youth agricultural cooperatives. They even employed 16 people as part of their orchard management project and promised “hundreds more jobs” to come. The European Union donated R800 000 towards the expansion of the project which included plans for a fresh produce

market in Nkowankowa. It never happened. The bigger problem facing the project, somehow conveniently overlooked, was the 81 families who lived and worked on the farm when it was still a valuable cog in the local agriculture machine. They lost their jobs when the farm was sold and refused to vacate the property. The municipality tried to remove them in the past by demolishing their shacks, but they rebuilt and continued on. To this day they live on the farm, still in shacks. The DA at one stage donated tents to these families of which there is no sign today. In 2008 or 2009 sometime, a contractor was appointed to erect a palisade fence around the entire farm at a yet unconfirmed amount allegedly touching R18 million. The amount is unconfirmed because not one spokesperson from the MDM has been forthcoming on any details related to this farm. In November 2014 a man by the name of Essau Ramaketse Nzutha (33) was arrested for stealing portions of the palisade fence estimated at around R224 000. Then came September 2018 and the erection of a shiny new signboard at the entrance to the farm was erected to break the silence. The signboard read “Mosupatshela Agri-Hub”. This sign lasted a year before it was accidentally bulldozed by a municipal worker doing bush clearing. It lay flat on the ground for another year before it disappeared. It remains to be seen whether this

next round of attempts to save face by the MDM will result to anything more than political word-play. In the notes Bulletin received, the Mopani District council approved the commitment by the Limpopo Department of Agriculture and Rural Development (LDARD) to assist the new lessee – Agricultural Graduates – in an advisory role for a period of five years.

How many tenders will be advertised, how many pockets lined and how deep this money pit can be dug before it hits the bottom remains to be seen. We attempted to gain comment on this latest development but at the time of going to print no spokesperson could be reached. We have however sent our inquiries to the MDM and LDARD.

Extremists ready to tear up the skies ■ Joe Dreyer The South African National Aerobatics competition will be held over the skies of Phalaborwa next week which is the reason behind the numerous complaints of noise disturbance from residence living close to the airport. This after the competition was postponed due to Covid. Similarly, last year’s competition was scheduled for June, but ended up being flown in September. The restrictions on international travel forced all the scheduled international aerobatic championships of last year, to be postponed to 2021. Despite being postponed several times from the originally scheduled dates in June, the lockdown restrictions were lifted sufficiently to allow for the South African Nationals to be held at the end of September last year. The event was held in Bloemfontein at Tempe and although 35 pilots registered only 30 competed. This year promises to be a great outing with all the top pilots from around the country readying themselves to tear up the bushveld sky with gut-turning manoeuvres and high-speed vertigo inducing nosedives. Usually there are seven categories which compete in these spectacular events and include Classic, RV Aircraft, Glider, Sportsman / Light Sport Aircraft (LSA), Intermediate / Yak 52, Advanced and Unlimited. One of Phalaborwa’s own extreme pilots, Ingmar Bezuidenhout who

competes in the Sportsman Class, will also be seen in action when the competition kicks off on the 18th of August. Bezuidenhout finished in fourth spot overall during last year’s competition and judging by the number of hours he has been putting into the clouds the last few weeks, he will be a serious contender for the top spot this time round. All residents of Phalaborwa are invited to the Phalaborwa Airport for a few days of extremist fun between the 18th and the 21st of August. Die ongeluksvoël het die afgelope tyd sy nukke losgelaat op spelers van die ATKV Eiland Rolbalklub. Eerste het die klub se skakelbeampte, Karen Kruger, in haar haas oppad na ‘n vroue enkels klubwedstryd geval en ‘n beenbreuk in haar regter voorarm opgedoen en moet nou vir ‘n aantal weke met gips oor die weg kom. Een van Kruger se gedugste teenstanders in dié klub, Sandra Visser, sou dus nou vir wyle ander spelers laat les op sê terwyl Kruger se arm herstel. Enkele dae na Kruger se glips, slaan die noodlot weer toe, dié keer met Visser. ‘n Kind het per ongeluk met ‘n fiets in haar vasgery en die gevolg is dat sy gebreekte bene in haar regterhand opgedoen het. Vir dié spelers wie albei regs is en dus met die regterhand speel, was rolbal vir ‘n wyle buite die kwessie. Maar wat wou, Kruger het egter besluit om instede op die kantlyn te sit en rolbal kyk, eerder vir Visser uit te daag vir ‘n linksom-spel. Dit meen Kruger en Visser sou vir die eerste keer ‘n rolbalspel links oftewel met hul domhande aandurf. “Nouja, ons was regtig oor-

tuig dat rolbal iets van die verlede was vir ons twee, tot ek vir Visser uitgedaag het vir ‘n linksom spel, en was dit nou pret!” “Callie Prigge, een van ons oud-rolbalspelers, het die borgskap vir die dag voorsien en Andy Greenwood, wat die afrigting behartig by die Klub, was die merker vir die kragmeting.” Sosiale spel het dieselfde tyd plaasgevind, maar almal se aandag was veral op die twee spelers met hul gipsverbinde arms en het hulle toegejuig met hulle pogings om linksom te rol. “Ten spyte van ‘n ongemaklike begin, ons voete was verkeerd geplaas, ons het met die verkeerde been vorentoe beweeg en ons het selfs ons balans verloor, het die spel tog met elke ent verbeter.” Visser het voorgeloop met die eerstehelfte, Kruger het as die voorloper in die tweedehelfte geëindig. Die spelers het uiteindelik nog drie ente aangedurf om die wenner te kon bepaal. Na een en twintig ente, was die uiteindeilke telling steeds gelykop. “So, dit is nou bewys dat ATKV Eiland Rolbalklub verseker voorsiening kan maak vir spelers wie moontlik in die toekoms ‘n besering kan opdoen, daar is geen verskoning om nie te kan speel nie!”, het Kruger laggend gesê.

Callie Prigge het aan Visser en Kruger elkeen ‘n prys oorhandig na afloop van die wedstryd en vir die gees wat hulle geopenbaar het. Intussen op Saterdag die 7de Augustus het hierdie klub se rolbalspanne weer mekaar behoorlik die stryd aangesê om in die top drie plekke te eindig vir die Malan geborgde rolbalstryd. Harry en Elize Malan, self spelers van hierdie klub, het na vore getree om die dag se spel te borg. Die wenspelers was met kontantpryse beloon. Die bestuur van die ATKV Eiland Rolbalklub het die Malan-egpaar hartelik bedank vir hulle lojaliteit en jaarlikse ondersteuning. Harry Malan het dan ook die pryse aan die spelers oorhandig. Die eersteplek van die Malan-kompetisie was deur Pieta Visser, Sonja Hartman, Kiewiet Pretorius en Alta Van Dyk ingepalm. In die tweedeplek was die span van Gerald Wise, Tinus van Aarde, Floors Venter en Alida Pretorius. In die derdeplek was die span van Callie Prigge, Marius Serfontein, Cliff Hartman en Marie Van Aarde.

A CHoiCE to help the needy for Mandela Day ■ Roelof de Jonge One of the number one choices in charity work within the Greater Tzaneen area over the past 24 years, the Comprehensive Health Care organization better known as CHoiCE Trust, were at it again when it launched a Mandela Day Donation Drive. CHoiCE Trust warmed the hearts of 67 vulnerable households with much needed food parcels and blankets. The willingness from Tzaneen’s community to support this initiative with much needed donations in dire economic times further enhanced the CHoiCE plight. “The response from the community was amazing and just showed what was possible when we come together like this,” shared Rona McGaffin, Business Development Consultant for CHoiCe. Die eerste gemeenskapsfees, die Manor Fees by die Manor Lodge net buite Tzaneen op die Deerpark-pad, het danksy die denkwyses en spanwerk tussen Dot Bibbie en Elsie Stubbs die lig gesien. Hierdie fees was Maandag die 9de Augustus op nasionale Vrouedag gehou. Bibbie en Stubbs het dit duidelik gemaak dat hierdie fees wat uitsluitlik daarop gemik is vir die publiek, beslis nie die laaste een is wat gehou is nie. Hierdie twee vuurvreter organiseerders het beaam dat hulle reeds die volgende fees beplan en beoog om dit die 24ste en 25ste September te hou. “Ons het meeste van ons blootstelling vooraf op sosiale media en deur middle van Whatsapp boodskappe versprei. Ons was aangenaam verras met die reaksie van die publiek en baie tevrede met die aantal mense wie die eerste Manor Fees besoek het. Van hier kan dit beter, gewilder en groter word”, was die twee organiseerders se mening na afloop van dié fees. Dit het die uitstallers ‘n skamele R100 gekos vanaf die oggend tot ongeveer so 15:30 agtermiddag om hul produkte uit te stal en te verkoop. Die organiseerders het beslis dat hulle nie ingangsgeld vir die besoekers gaan vra nie, maar dat mense eerder die stalletjies ondersteun deur hulle produkte aan te koop. Besoekers aan die fees het ‘n allemintige getal van 46 stalletjies gehad om te besigtig en items aan te koop wat van smulhede tot kunswerke gestrek het. Die pannekoekstalletjie van Alida Duvenhage en Riana de Wet het veral byval by die besoekers gevind en by die organiseerders. Die pannekoekstalletjie was dan ook as die wenners van al die Leyla Human plaaslike uitstallers aangekondig.

The next round of the Limpopo MTB championship saw the riders from team Insect Science dominating proceedings in the 70km race of the famed Akkedis race in Louis Trichardt on Saturday the 7th of August. Alan Gordon led the way home ahead of his teammates, Gunther Katzke and Herman Fourie. Gordon who competed in the category for Sub Veteran Men, claimed outright victory for this race, finishing in a time of 02:56:54.3. Katzke was only 31.3 seconds behind the conquering Gordon. A total of 25 riders entered for the 70km race. Katzke, who took second place, with teammate Fourie hot on his heels, finished in a time of 02:57.25, while Fourie posted a finishing time of 02:57:59.0. The 35km event saw rider Willie Willemse taking the top step on the podium with Merensky High School’s Anke Rood, being the first female rider to cross the line. Rood completed her race in a time of 02:38.17.5. Aiden Bruce was the victor in the 15km race with a time of 57:04.5. Chantelle Gouws was the first female rider over the finish line with a time of 01:01:24.6. The next two events that MTB riders can look out for is the popular Mooketsi MTB Race on the 11th of September. Meanwhile, due to the ongoing Covid-19 restrictions, the organizers of the 2021 Magoeba Trek over two days said that the race was postponed to the 17th of September. The deadline for entries has also been shifted to the 1st of September. MTB riders can enter at www.magoebatrek.co.za
