Braces The Orthodontic process starts with a complete examination of the patient’s mouth. It is very important to detect and treat any decay before we start with braces. It is very difficult to maintain perfect oral hygiene while wearing braces due to food particles getting stuck to the brackets and wires. Therefore, untreated cavities will progress rapidly under braces if not treated beforehand. Once we have a clean template and there is no pathology in the mouth, we are ready to start with the treatment. The first step is to take impressions for study models that are cast in plaster of Paris. We use these as a reference point and also to do space analysis of the patient’s teeth. The second step is to refer the patient for 2 x-rays, a cephalometric and panoramic radiograph. These are used to detect gross pathology in the face and to analyse the relationship of the jaws. The abovementioned data is used to make a final diagnosis.

We are now ready to place the braces which takes 45 – 60 minutes. The complete process takes approximately 12 months. The placement of the braces is completely painless and no injection is needed. The blocks are cemented to the individual teeth and a thin Nickel Titanium crosswire placed and fixed with small elastics. Short, 15-minute follow-up appointments are scheduled every 4 to 6 weeks. During these appointments we replace the wires and the elastics to move the teeth into the correct position. Once we are happy that the teeth are in place and proper retention has been done, we are ready to remove the brackets. The procedure is painless and once all the brackets are removed, the excess cement is removed from the surface of the teeth and impressions are taken to manufacture retention plates. The retention plates are an essential part of the treatment to prevent the teeth from moving back to their original positions. I recommend

that patients wear the retainers 24 hours per day for the first 6 months. My recommendation is that patients continue sleeping with the retainers after the initial 6 months, as there will always be a chance of relapse. We normally recommend starting with braces between the age of 8 and 14 when a child has lost most it’s primary teeth (baby teeth). Benefits of braces 1. Improved Aesthetics and appearance of the patient. 2. Crooked teeth are very difficult to keep clean with flossing and brushing. By straightening the teeth, we make it easier for the patients to maintain proper oral hygiene and therefore prevent Gum Disease. 3. Prevent tooth decay and cavities by making the teeth easier for the patient to clean. 4. If the patient’s teeth are crooked it may be difficult to chew food into small particles. Straight teeth will improve this and help with digestion. 5. Protruding upper teeth are very vulnerable to injury during contact sports. Straight teeth can lessen the chance of upper teeth being damaged during contact sports. 6. They may help a patient’s self-esteem. 7. Braces may help with speech improvement.

Is it a free for all on elephant bulls?

Nine elephants were shot dead in the last month in the area between Phalaborwa and Gravelotte. This sparked outrage among residents of the areas around the Kruger National Park, who have accused the Limpopo Economic Development, Environment and Tourism department (LEDET) of not exhausting all alternatives to the killing of these animals. One long-time resident of Phalaborwa, Barbara Boshoff, said that four elephants were shot by LEDET on their property in Silonque on the outskirts of town. She has lived in town for 22 years and said that these elephants regularly come through their property from the Kruger, and head to a drinking hole on the other side. Every year during Maroela season they make their appearance as well and have become somewhat welcome guests to the locals. These four elephants were shot in the first week of September. “In April these four bulls came through our property and spent the whole day eating Maroela fruit. It was quite comical as we all know

what the fruit does to these animals. I remember saying to my husband that these boys will have some explaining to do when they get back home after their boys day out,” she said with a chuckle. “They don’t bother us and they have been coming here for years, following the same path, and each time, they follow the same path back to the Kruger. Why was it necessary to kill them? I could have organized a helicopter literally within a few minutes to chase them back if that was the problem. This is so sad.” A week prior to the shooting of these four bulls, two other elephants were shot in Molengraaf Street. This is the same street where an elephant bull was filmed attempting to drink water from a swimming pool at one of the homes. (check out that video on our Facebook page). The residents in these streets were just as outraged because according to them there must have been other alternatives. In fact, they were moved by helicopter and ground crew in the past. Two weeks ago another elephant was shot and killed in the Lulekani area just outside Phalaborwa. In most instances the community is

granted permission, or in fact encouraged to cut up the carcass and distribute the meat to everyone in the area. Last week, two more elephants were shot dead by a hunter on a private farm in the Selati Ruins area. It is alleged that the owner of the farm had called a professional hunter (PH) to shoot the elephants after they entered his property. A source alleged that the PH called another hunter to come and shoot the animals, and that this hunter allegedly brought one of his clients along with him. This has not yet been confirmed. On Thursday, the 23rd of September, a 50-year old field guide on the Ndzalama Game Reserve near Gravelotte was trampled to death by an herd of agitated elephants whilst reportedly assisting a Safari group whose vehicle had become stuck somewhere on the property. Bulletin contacted LEDET to find out why the animals were shot, whether other alternatives could have been employed, and if any permits had been issued to anyone, for the shooting of these animals. At the time of going to print we had received no response. This is a developing story.

Tzaneen’s multi-million pool remains closed ■ Joe Dreyer Tzaneen’s Public swimming pool remains closed. There also does not appear to be any lifeguards appointed, nor is there any indication of an access control system or a cashier at the complex. This swimming pool has been at the centre of many controversies (which Bulletin labelled “Poolgate”) in the last six years including the appointment of lifeguards who could not swim, the advertising of a cashier position at the entrance gate for a monthly remuneration of close on R30 000, and the appointment of a swimming pool supervisor who was fired from the very same position at another municipality for stealing the entrance money and buying property with it. In fact, Vicky Singh was appointed by the GTM while his court case with the Buffalo City Municipality (BCM) was still ongoing. At the time when Bulletin investigated the matter, our source in the BCM when asked for comment on Singh’s appointment here in Tzaneen, simply replied with “good luck”. The GTM at the time claimed that it was unaware of Singh’s past, but later changed their tune when confronted with irrefutable facts and said that he was the best candidate for the position despite the ongoing court case. Singh was removed from his position less than a year later. In October 2015, Tzaneen’s public swimming pool was renovated at a cost of R11 million and was to be officially opened, but due to a socalled leak in the pool, it needed to be refurbished at a further cost of more than R7 million. Since then, this Olympic size pool has never been fully operational or even accessible to the public. It has however been used on numerous occasions for political gatherings by the elite

for whom rules do not apply. When we asked Neville Ndlala, the GTM spokesperson, for an update on the swimming pool and whether it would be open to the public this summer, he said that he was not aware of any lifeguards that were appointed nor that the pool would be open to the public. He was going to find out and revert, but at the time of going to print this had not come to pass.

No more permits needed for informal trade SHOCKING

■ Joe Dreyer

In a move that has been labelled as a desperate plea by the ANC to retain power in the municipalities they have lost their foot-holding in, President Cyril Ramaphosa declared that informal street traders will no longer require permits to do business. This will come into effect in 2022. This announcement was made by the President during the national launch of the ANC’s local government election manifesto in Pretoria on Monday. Ramaphosa, who was in high spirits during the event, said that the permits issued by the municipalities which have to be paid by street traders in order to allow them to trade, eat away all the profits these hawkers might make during the month, and as a result they are left with nothing to take home. He said that after the local government elections, by-laws will be changed, and this will enable informal traders to do their work without problems. The president’s statement seems to be in contradiction to the rates for hawkers as published on the Greater Tzaneen Municipality’s website. According to that list, published and updated in 2020, hawkers are charged R11 per day for a “Market Stall” which includes selling fruit and vegetables, food and soft drinks, appliances, jewellery, clothing, and hairdressing. Selling on the pavement, which is what most of these traders do, specifically along Danie Joubert Street, will “eat away” only R5.50 per day. That equates to roughly R160 a month for a street seller. At the same time these informal traders setup shop right in front of major retailers resulting in the loss of business for that store. These retailers pay rent, often up to R10 000 per month excluding monthly electricity and water bills, staff costs, security, VAT, PAYE,

tax, and compliance to health and safety acts. Often these hawkers will sell food at a fraction of the cost of the formal business. They do not comply to any of the health and safety laws and there is no mention of any Covid-19 compliance. They earn cash daily, and do not pay income tax, VAT or even rental. They take up all the sidewalks in the CBD and regular altercations in the past often leads to aggressive interactions with law enforcement. Last year Bulletin reported that all the expensive shade netting was stolen off the carports at a doctor’s practice in Agatha Street, so that the hawkers could cover their food stalls. On many occasions these hawkers have been arrested for selling stolen produce, especially avocadoes and oranges. Last year the only real municipal manager to be appointed at the GTM in ten years, Thapelo Matlala, relooked and amended the bylaws to include a permit system for street traders in order to control the industry. In a statement released by the spokesperson for the municipality earlier this year, the municipality made it clear that 70 permits were issued and 100 hawkers were on a waiting list. In addition, Matlala and his municipality demarcated free trade zones and established a hawkers association. Bulletin was at that meeting where representatives of the various hawkers organizations agreed on the tariffs and the demarcation zones. The GTM promised that raids on illegal trading stalls would continue until they had achieved a “zero illegal hawker” target in the CBD. Matlala resigned with immediate effect this month, not completing his tenure, and it would appear that there is no person left at the GTM willing or able to continue the work he started. Currently as Tzaneen approaches the municipal elections, there is an acting municipal manager occupying the accounting officer’s seat.

Steenhuizen:Lift the Health Department state of disaster! corruption exposed ■ Jeff Jackson

The Democratic Alliance has called on President Cyril Ramaphosa to end what remains of the lockdown and lift the state of disaster as it continues to murder the economy. This comes before President Ramaphosa would be addressing the nation this Sunday, on the state of disaster after was again extended by another seven days by Minister Nkosazana Zuma. Party leader John Steenhuisen said the continued lockdown was killing jobs. “There is no justification, neither scientific or moral, to persist with measures that had long since been ignored by parties such as the ANC and the EFF, and only harm the law abiding and job creating citizens who still abide by them out of a sense of patriotic duty and respect for the rule of law,” said Steenhuisen. He said with Covid-19 steadily decreasing across the nine provinces and that every adult citizen by now had ample opportunity to be vaccinated, the time has come to place the livelihoods of the ma-

jority ahead of those who decide not to vaccinate. Steenhuisen further said that in view of the ANC and EFF election rallies the lockdown regulations only apply to those South Africans who willingly obey the rules and respect the laws. He said both rallies had disobeyed the lockdown regulated 500-person limit as well as mask wearing and social distancing. He also differed with the government on when the lockdown will be lifted. “If President Cyril Ramaphosa is the business man that he is often described as, he would know that no business could operate under those unpredictable conditions. Above all else, businesses require certainty for the future if they are to remain viable and able to keep their staff.” The call by the DA and other parties comes at a time the Minister of Corporate Affairs and Traditional Affairs (COGTA) Nkosazana Zuma extended the level 2 lockdown with another week after it had expired last Sunday. Therefore, the National Coronavirus Command Council (NCCC) is in the process of consulting with stakeholders including political parties on the next move.

■ Jeff Jackson Limpopo Premier Stan Mathabatha was visited by the Special Investigating Unit (SIU) last week, to be updated on investigations involving 33 officials of the Department of Health. The matter related to the procurement of Personal Protective Equipment (PPE) for Covid-19. The investigations focused on 60 contracts totalling R486 million and involving 42 service providers. The SIU referred 33 employees of the department to disciplinary hearings while 10 were referred to the National Prosecuting Authority (NPA) to be prosecuted in connection with R193 million tender contracts. The office of the premier was informed by the head of SIU, Andy Mothibi, that the investigations were completed. Mathabatha said he was pleased with the investigations and added that officials who were implicated in the investigations and referred to the disciplinary hearings would face serious consequences. “The progress made so far is pleasing and works very well in making our endeavours of bringing accountable public service to reality.” Allegations of corruption in the procurement of PPE`s in Limpopo surfaced last year where it was alleged that children of members of the PEC were offered tenders despite not qualifying. It was alleged that companies from as far as Kwazulu-Natal were offered tenders for the PPE`s and local companies, with established track records, were overlooked.

In the meantime, when asked by the DA, Mathabatha said the matter had been referred to law enforcement agencies and was still under investigation. The investigations were related to corruption and irregularities in contracts at several municipalities, government departments and allegations of Covid-19 graft. “These investigations are now in the support phase. Essentially, the investigations had been concluded and now we are busy with the civil litigation process. The investigators are supporting that process to ensure that there are recoveries. If we have made referrals for disciplinary action, those matters are receiving attention and if we have made referrals to the NPA those matters are receiving attention as well,” said Mothibi. The SIU further stated that they had also made 12 referrals to the Asset Forfeiture Unit (AFU) to the value of R84 million and requested that 13 companies be blacklisted. It added that they had already completed investigations into irregular contracts at the Roads Agency Limpopo (RAL) which is responsible for the construction of roads and bridges in the province. In the past few weeks, the SIU had been hard at work exposing corruption in Mopani starting with the disappearance of the R500 million Mopani District tender, which is still under investigation. Regarding the housing project at Talana hostel where shacks were built at R63 000 apiece, the SIU applied for the blacklisting of the contractor as well recovering the wasted money.

Cheetah killer cuffed ■ Billy Sibuyi

A motorist was arrested near Punda Maria inside the Kruger National Park on Friday, the 24th of September, after the vehicle he was traveling in struck and killed a Cheetah. The Cheetah is an endangered species and it is therefore a criminal offense to kill one. SANParks released a statement the following day, once again urging visitors to follow the speed limits when traveling through their parks. Not so long ago a SANParks employee died in the park in the same region and speeding was not ruled out. According to SANParks, “details are still sketchy at this stage as to what exactly happened, but Vlakteplaas Rangers attended to the scene of the accident and handed over the driver involved to the South

African Police and a case has been opened”. While most reckless drivers are unable to be identified in situations like these, SANParks Vlakteplaas rangers noticed the damage on the suspects’ vehicle as they were driving past the scene, where they eventually discovered the male cheetah’s carcass. The cheetah was one of two brothers who are well known around the Punda Maria section and reportedly a great attraction for tourists in that area. The speed limits in the Kruger Park are 50km/h on tarred roads according to the SANParks permit issued upon entering the park. The death of this animal has caused outrage over social media platforms where many commentators expressed their anger and frustration. Some called for harsher punishments for speeding in the park.

Lulekani-3 arrested ■ Billy Sibuyi

Three suspects who were arrested outside Acornhoek, shortly after committing a house robbery in Lulekani outside Phalaborwa on Saturday, the 25th of September, all appeared in the Lulekani Magistrate’s court on Monday, and were remanded in custody until the 4th of October. Seriel Baloyi (40), William Nkuna (37), and Sam Mongwe(37) were all arrested in the early hours of Saturday morning after the police received a report of a house robbery that had just been committed in the area at around 03:30, where three suspects broke into the house and tied up a man and his wife before robbing

them of a cellphone and a Nissan bakkie at gunpoint. The suspects were spotted on the R40 road by police and a high-speed chase ensued with the assistance of a tracker company and the local Farm Watch. The suspects’ vehicle was eventually stopped a few kilometers away from Acornhoek. “The three suspects were arrested on the spot and one firearm with ammunition, the stolen cellphone and motor vehicle were recovered,” reported Brig Mojapelo Motlafela. The three are facing only charges of house robbery, possession of suspected stolen properties, and possession of unlawful firearm and ammunition, however, they are not charged for discharging a firearm in public.

Mistry dishes up stirred Thai ■ Roelof de Jonge

Khushi Mistry’

Khushi Mistry, a 2019 Merensky High School matriculant, was completely surprised when she received a call-up from Cricket South Africa’s (CSA) Proteas emerging women’s squad. The 16-player squad was finally announced by CSA in Jo’burg on Friday the 30th of August. The team was selected for the inbound tour against Thailand’s Women side, with the first of five ODI’s played on the 5th of September. The tussle for the rest of the series took place in Potchefstroom. Mistry was fielded during the fifth and final ODI to end off the test in victory for the South African lasses over their visitors. Though she did not need to bat in this final decider, her bowling prowess certainly contributed to the well-deserved victory. In her four overs spell she claimed 1/12 which included one maiden over.

It was however in the first of three T20 matches where the cricket fraternity took note of this all-rounder’s off-spin bowling talent. Mistry was on a rampage and took an incredible 5/19 in four overs. This feat also landed her the coveted Player of the Match award. In the second T20 game she conceded 9 runs from the one over she bowled. Her stint with the bat in South Africa’s chase for the target set by the Thai Women team, lasted just six balls with one run on the board. In the end, SA took the ODI series 3-2 after they clawed their way back from a 1-2 pummeling by the visitors. The Thailand Women though, got the better of their hosts in the T20 series. “Bowling is my preferred skill, but I would like to regard myself as an all-rounder. Batting is certainly also one of my strengths, although not as strong as the bowling. For me to be an all-rounder, being able to bowl, bat and field well, places a player in good stead with the selectors.” There is no indication yet as to when the Proteas women’s emerging team will be in action again, but one thing is for certain, Mistry has surely left her mark in the books of the South African selectors for future matches.
