Limpopo Health MEC Dr Phophi Ramathuba is at it again, this time she said that people who did not vaccinate would not be allowed into health facilities as they would infect either other patients or the employees at health centres. This come at the time the government is gearing up to produce a vaccination passport which will enable people to access public places such as stadiums. Limpopo provincial manager for the Human Rights Commission (HRC), Victor Mavhidula, said that people should not be discriminated against for choosing not to vaccinate for Covid-19 but added that people should understand the limitations of their rights. He said employers have an obligation to create safe working environments for their employees adding that the safety of the workers should also be considered. Section 27 of the constitution provides that everyone has access to health care services, including reproductive health care services and no one may be refused emergency medical services. The right to health can however be limited in certain instances depending on the availability of resources. If the suggestion could be implemented the department is in for more legal woes.

Speaking at the provincial “Cataracts must fall” campaign aimed at promoting eye care at Mankweng hospital, Ramathuba said “those who chose not to vaccinate, must know that other people also have rights for health care services and to be protected against Covid 19”. Last week president Cyril Ramaphosa announced that those vaccinated will be issued with vaccination cards to produce where they will be required. This same MEC Ramathuba recently made the news after she called on girls not to give their boyfriends sex if they are not vaccinated.

A woman who was in the company of her boyfriend was raped at Lephepane while another was violently attacked and stabbed at Ntwanano village in the early hours of Monday morning this week after a drinking spree that ended. This came in the wake of government lifting the sale of alcohol and shortening curfew hours from the 23h00 to 04h00 amid concerns that government did not heed scientific advice. **Editor’s Comment: as if the curfew and the lifting of the alcohol sales restrictions really has as much to do with the perpetual violence among poor rural communities that existed before the lockdown, during the lockdown and will continue into the foreseeable future, but again, I digress. In the first incident an 18-year-old woman was returning from a tavern with her boyfriend at Lephepane Village, west of Lenyenye, when they were stopped by four teenagers who began assaulting her boyfriend. In the process, one of the teenagers offered to take the woman home and, on the way, home he allegedly began to rape her after threatening her with a knife. The suspect was arrested. **Editor’s Comment: the question here should be why a girlfriend would leave her boyfriend while he is being assaulted, and go home with one of the attackers in the first place?

In another incident residents of Khujwana, on Monday, woke up to the grusome news that a 21-year old girl was severely stabbed with a knife by a known young man from the village after a quarrel. The incident which allegedly occurred after midnight (during curfew) turned violent when revellers began breaking windows of the tavern they were congregated in and looted the stock while the owner took the stabbed victim for medical help. Meanwhile, scientists said that the shortening of the curfew and the increasing of the number of crowds are not what they advised the government prior to the implementation of Adjusted Alert Level 1. The Ministerial Advisory Council (MAC) said that they had advised the government to stick to a 23:00 curfew and that crowds in any indoor or outdoor venue should be limited to only 50 % capacity. In a memo released by the MAC this week, the scientific advisory group to the National Coronavirus Command Council (NCCC) said that only one of their recommendations being the dropping of the alcohol sales restriction, was implemented. Prior to the announcement by Ramaphosa the group recommended that curfew start at 23:00 and end at 04:00, and that only 250 people be allowed to gather indoors and 500 outdoors, yet the president said 2 000 people were allowed to gather outdoors.
In total (and not at all concerning to the common citizen) the police in Tzaneen and Bolobedu arrested 29 people for various crimes in just the last seven days. Perhaps more shockingly was that the communications officer who issued the figures called them “prisoners”. The arrests included nine for assault with intent to cause grievous bodily harm, six for shoplifting, four for common robbery, four for possession of unlicensed firearms and business robbery, one for intimidation (which we don’t yet know what it was based on), and one more for business robbery. One man was arrested for common robbery and assault, another for burglary at a residential property and one guy was nabbed for violating a restraining order. All of the arrested suspects will have their day in court.

Editor’s Note: Vote we shall On Thursday (yesterday) the formerly formidable workers’ union COSATU called on all its members to embark on nationwide protest action. The reasoning behind their call was to push government and private sector into action to fix the economic turmoil the country faces and to take seriously the issues that affect South African workers in general. There is no mention of how staying away from work and thus adding to the negative economical impact on the public sector was going to sway the odds in favour of the workers. Because logically, not coming to work is the only way to force your employer to pay you more. The National Employers’ Association of South Africa (NEASA) took note of the planned action. NEASA’s Chief Executive, Gerhard Papenfus, said that he found it incredulous that COSATU, now only a marginalised worker representative body for government employees, which has clearly run out of ideas, embarked on this pointless, self-serving endeavour. “Their ability to impact the national discourse, has vanished entirely. They are yearning for previous glory, but through this clumsy endeavour, they will merely confirm their irrelevance”, he said. NEASA will be conducting a survey to determine the impact of the protest action on businesses.
Greater Tzaneen Municipality’s workers were not at their posts on Thursday either, as the union membership card obligated them to either join the nationwide protest or stay home. So, they did. Whether the citizenry noticed their absence remained debatable as the streets in all major town centres within the GTM’s jurisdiction continue their not-so-gradual decent into potholed wilderness trails. A decent which will likely be justified by the spokesperson of the powers that be with statements blaming the collapse of infrastructure on seasonal rains. The same seasonal rains incidentally, that have been falling annually for the last 30 years and for which some forward-thinking manager of this department would likely be able to device an effective contingency plan for. But I digress. Speaking of things taxpayers pay for but cannot use, like that back massager you got on Father’s Day which is still in the box at the bottom of your shoe cupboard, why is the Tzaneen Municipal Swimming Pool still not open to the public? Or Jetty 3 for that matter? And who owns that gated playground or why are rate payers still receiving incorrect billing amounts despite the new accounting system? Perhaps it’s all just a poster face.

It’s too late now Mboweni

Prominent Tzaneen resident and former Finance Minister, Tito Mboweni, described those who took advantage of the Covid-19 pandemic to loot and steal, as “rats and mice”. Mboweni said the same people did not take the public`s lack of trust seriously for they found themselves looting the resources in pursuit of wealth instead of serving the people they promised to serve. He was delivering the 7th Thabo Makgoba Annual Lecture on Value Based Leadership on Monday this week, and seized the opportunity to speak out against corruption in the ranks of government from which he had just recused himself a few months ago. Mboweni said that he felt like a war veteran after he led the fight to protect resources from abuse and waste, which he added was not an easy task. He also slammed business owners who work with politicians to steal from the public purse and said that had created lack of trust among the public. He also lambasted those, who when caught stealing, resorted to dangerous and populist rhetoric. “The virus taught us that greed is rife. The rich sought to accumulate and hoard the vaccines for themselves and starve off the poor and developing countries from gaining access to these. In most countries, the greedy and corrupt saw an opportunity to enrich themselves through various schemes of looting. But there are good men and women in this world, committed to making this a better world,” he said. “I grew up in the AFM in Tzaneen. From an early age at Sunday School the ten commandments were drummed into our heads. ‘Do not steal’ should constantly ring in the head of anyone in the position of leadership. If anyone is a leader in the national, provincial, or local government and uses that position to steal, they contribute to the erosion of our society” Mboweni added that there was no excusable corruption because corruption is corruption and it is imperative that perpetrators are pursued. “Greed and corruption have a credibility crisis in government. The pursuit of wealth, rather than a commitment to serving the people has created a very bad culture in our so-
ciety that is becoming more and more difficult to undo. Efforts to save lives and support livelihoods were undermined by shameful and exploitative acts of corruption. Sadly there are many people in positions of leadership and power who do not realise the importance of condoning corruption. In South Africa it is more prevalent in municipalities.” ***Editor’s comment: Whilst it is laudable for a former minister and member of parliament to speak out against the corruption every member of our society is very well-aware exists, it does beg the question as to why these ministers said nothing publicly whilst in office. Certainly, the former minister is in possession of the names and other information of these “business owners who work with politicians” he felt the need to lambaste? Give us the names of these people, sir, and we can start the movement to end their corrupt ties. Talking in riddles from a podium when you really have no more say than those in the audience listening to your oration, will not change a thing. It is about as effective as a pig-tailed Swedish child screaming obscenities at the world’s business elite and expecting them to shake in their socks.

New Peacemed Health Centre officially launched ■ Roelof de Jonge The official launch of the impressive new Peacemed Health Centre on Friday and Saturday, the 1st and 2nd of October, welcomed clients, patients, and suppliers to a carnival atmosphere in Messer Street just across the way from the doctors’ rooms. For Dr Ig van Rensburg of Peacemed General Practitioners as well as the associated health practitioners from the new Peacemed Health Centre, this launch was the realization of a dream, years in the making. The mindset from the start was to establish a health centre which offers a multitude of health care providers, conveniently grouped under one roof. The onset of the worldwide pandemic however, severely disrupted the plan to complete construction by the end of August last year. The difficulties regarding supplies and materials which accompanied the pandemic brought birthed the decision to postpone the launch date by a year. “We are all excited and proud of our new health care facility. A big thank you to the public and patients for all your support, as well as all our suppliers who came out in support of our official launch,” said Dr van Rensburg. He added that most of the practitioners within the new health care centre were already well established in Tzaneen, the only change being that they have now relocated and can be found in one place. “This new centre will be especially suited to persons using public transport. These patients, many of whom are elderly persons, now have a wide selection of health care facilities at just one stop, and that is a major convenience to them.” The Local Choice (TLC) Pharmacy Peacemed is one of the facilities to be found here. As the pharmacy continued to expand and serve more of the community more often, the need soon arose for an increase in the size of their proverbial tent space, hence the move to the bigger, better premises. Its personnel and suppliers welcomed residents to the official launch over the weekend with a host of special deals and free giveaways. Clients received a free boerewors roll and hampers to
choose from with every purchase they made. There was also plenty on offer for the children who accompanied their parents. Sweets hampers, a jumping castle and face painting entertained the little one’s whilst their parents were shopping for special launch deals. Pharmacist and owner of The Local Choice Pharmacy Peacemed, André Venter, said this launch was very successful which proved that the move was the right one to make at the right time. “It was really pleasing to see so many people, and new clients, who came out to not only come and visit our new facility, but also to support our business. I am really happy that more people are becoming aware of our new establishment as it will greatly help us, help them.” The Peacemed General Practitioners are still located at 34 Peace Street, just across the road. This in itself makes the entire process of a doctor’s visit and filling of the accompanying prescription a lot easier as you no longer need to navigate the labyrinth of local parking lots. First awards ceremony held at Houers Academy
■ Joe Dreyer It was a good-news week for 46 Houers Academy graduates who received their certificates during a graduation ceremony held on Saturday the 2nd of October in Letsitele. At the ceremony it was announced that Houers Academy was awarded full accreditation by the MICT SETA to provide a wider range of computer skills and that there were exciting plans in the pipeline for even more courses to be offered right there at the facility in Letsitele. The event was attended by the CEO of Houers, Mr Wimpie Mostert, Me Ansie Nagel from FPMSETA, management and staff of Houers Academy and the local press. Houers also received a reward for their long term support and commitment to the Skills Unlimited programme. In addition to the computer literacy courses on offer at the academy, the institution is now able to offer agricultural qualifications such as animal husbandry and plant production as well as statutory training course in firefighting, first aid level 1 - 2 and Operational Health and Safety course known
in the industry as the SHE Rep training course. In August 2020 the Houers Academy received accreditation for their Packaging and Printing learnerships which is a national qualification and is not limited to Houers only, but will allow the successful student to seek employment at any packaging and printing company. But the academy is involved in much more than simply empowering their employees. Since its inception last year, the academy has been involved in the computer skills training of two groups of students from the Mahwhawa Secondary School and as you are reading this piece, that programme was extended to include computer literacy training for 100 matriculants of this school. The plan is to offer the course to 15 school principals from the area in the year to come. The Rescue Pups and the wandering hippo bull ■ Billy Sibuyi It has been seven weeks since Bulletin reported on an extreme case of animal neglection around Hoedspruit. Ten puppies were abandoned by their owner alongside the R40 road on the 15th of August and was spotted by a Protrack ranger. The puppies were collected by the Rhino Task Team rangers and taken to Janine Meufells, a vet in Hoedspruit, who with three other ladies and the generous donations from Bulletin readers, has been taking care of these pups. “They have turned into such amazing, well-behaved, affectionate and intelligent little dogs and are definitely a Rhodesian ridgeback-shepherd cross. Some will soon be heading to their new homes,” stated Meufells. She said that it was the greatest experience to raise them, and she and her team, Simoné from Kilo9 Kennels and Debbie from Provet Animal Hospital, were lucky enough to have had a female dog who treated the puppies like her very own. “If you have unwanted puppies and you struggle, instead of dumping them on the side of the
road, contact any of the local institutions or feel free to contact me for help. Thanks for the kind donations towards the raising costs,” she stated. They also mentioned that this was another reason why people should neuter or spay their pets. According to them, the puppies could have likely died from either starvation, the cold, or eaten by predators had they not found them on time. In an unrelated animal matter from Phalaborwa, a few hippos were spotted several times across town. The Phalaborwa Natural Heritage Foundation (PNHF) appealed to the community not to approach these animals as they are not domesticated and could attack instinctively. One young bull was spotted several times on President Kruger and Batavier Streets, and David Vun, a local resident, told Bulletin that the young bull even chased him when he encountered it, whilst walking during the evening. The PNHF has said that they were planning on attempting to capture and relocate the young bull which has since scared several residents. “Do not approach them, don’t try and chase them, and remain vigilant at night, and if you spot them move away from them,” stated Eugene Troskie from the PNHF.

AGS familie wedren bring hernude hoop ■ Billy Sibuyi
Op Saterdag, die 2de Oktober, het die gemeenskap van Phalaborwa by die AGS Kerk saamgetrek vir ‘n byeenkoms met so bietjie van ‘n verskil. Die befaamde Familie Wedren, wat gemik is om fondse in te samel vir die aankoop van voedsel-benodighede om te versprei tussen die dorp se behoeftiges, het hope pret vir almal opgedien.
Pastoor Sampie Cronjè het almal wat betrokke was by hierdie suksesvolle geleentheid bedank vir hul toewyding en goedhartigheid. “Ek is dankbaar vir die gemeenskap wat so mildelik bygedra het om die geleentheid suksesvol te laat geskied. Ons beplan om die wedren ‘n jaarlikse instelling te maak, en weet sommer dat die gemeenskap hierby sal baat,” het die pastoor gesê. Die kerk het tydens die strawwe inperkings aan die begin van die pandemie reeds begin om voedselpakkies onder die minder bevoorregtes te versprei, en geleenthede soos hierdie sal volgens dié gemeente broodnodig wees. “Dit was baie lekker om weer bietjie uit te kom. Ek woon al jare lank in Phalaborwa en het nou eers uitgevind dat daar nóg ‘n prokureer in die dorp woonagtig is! Hierdie familie wedren hou jou besig en dit is lekker om dit te doen,” het Lindy Haasbroek aan Bulletin gesê.
Three-way partnership continues to grow ■ Jeff Jackson Tzaneen’s waste and recycling busters, Protonka Recycling and Waste Management, in partnership with the Greater Tzaneen Municipality’s landfill site, continued its monthly incentive to reward waste collectors with another prize handover this week. These prizes, sponsored generously by Protonka, were rewarded to the contractors who collected and separated the most waste. In exchange for these sought-after incentives which include various electronics appliances, the contributions of these contractors assists Tzaneen’s landfill site to reach its weekly target of sorting, collecting and recycling waste which in turn helps to maintain the site. This month it was Selina Mathebula who collected the most plastic waste and she was rewarded with a brand-new laptop for her efforts. There was also a prize for the contractor who collected the most PET plastic, most commonly referred to as polyester. Oupa Shilanga was declared the winner and the recipient of a brand-new cellphone. The waste collectors are independent contractors and are not employed by the municipality or Protonka, but are registered as such. They earn a
living through selecting and collecting as much of the recyclable material as they can gather. The collected material is then taken to the Protonka Buyback Centre where it is weighed, and the contractor paid accordingly. Residents can also benefit through Protonka Recycling’s Buy Back Centre. Eugene Schutte, Regional Waste Management Officer of the Tzaneen Landfill Site, explained. “People can simply bring their waste like plastic, glass and cardboard, to Tzaneen’s Landfill Site where it is weighed, and the amount for the collected waste will then be paid over into the person’s bank account.” The incentive scheme was brought about by Protonka Recycling through its owner Mike Zervogiannis. On Tuesday this week, Protonka Recycling’s manager, Jurie Vorster, was present to hand over the prizes to the elated winners.

Tzaneen Buiteklub se Luan Steenkamp is tans in puik vorm en het die afgelope naweek van die 2de en 3de Oktober, in die Limpopo gholfkampioenskap, genaamd die Toshiba Beker, wééreens stof in sy mededingers se oë geskop. Dit na hy as algehele wenner uit die stryd om die Chroom Ope Toernooi op Steelpoort getree het. Die toernooi was by die Chroom Gholfklub beslis. Hierdie is Steenkamp se derde agtereenvolgende sege en sy vyfde oorwinning vir dié seisoen. “Dit was my eerste besoek aan hierdie baan, maar wat ‘n lieflike baan. Sondag was egter die moeilikste weens ‘n baie sterk wind wat ons spelers gehinder het. ‘n Mens kon net nie bekostig om aanvallende gholf te speel nie. Ek is nietemin baie
dankbaar en gelukkig met my eerste plek.” Steenkamp het die eerste rondte ‘n aantal van 71 houe gespeel. Sy naaste teenstander op die Toshiba Beker rangleer, Thinus Labuschagne wie juis van die Chroom Gholfklub afkomstig is, was net twee houe agter na sy eerste rondte spel. Steenkamp en Labuschagne het die beste in die winderige omstandighede gespeel om beide met 72 houe die tweede rondte af te sluit. Steenkamp se aantal houe oor die twee rondtes was 143, teenoor die 145 van Labuschagne. Hy het daarin geslaag om sy skrale voorsprong van twee houe oor die plaaslike gunsteling te behou om sodoende die sege te beklink. Volgende op die Toshiba Beker kampioenskap se bepalings is die Bielie van die Bosveld op Thabazimbi op die 30ste en 31ste Oktober, wat Steenkamp sê hy ongelukkig gaan moet misloop. Hy is egter van voornemens om sy spelpeil vir hierdie 2021 seisoen in die eindrondte voort te sit.
Die Polokwane Ope sal weer vanjaar die eindrondte aanbied. Hierdie Tzaneen Buiteklubspeler sal graag by dié eindrondte ‘n goeie uitslag wil behaal, om soedoende ‘n aanspraak om die kroon vir die Toshiba Beker te wil maak. Die Polokwane Ope Toernooi gaan op die 26ste en 27ste November by die Polokwane Gholfklub gespeel word. As huidige voorlooper op die rangleer, is Steenkamp seersekerlik een van die gunstelinge om hierdie gholftitel in te palm. Nog ‘n speler van Tzaneen Buiteklub wie goeie rekening van homself in hierdie toernooi gegee het, is James Vorster. Hy het met sy totaal van 151 houe in die vierdeplek geëindig, twee houe agter die speler in die derdeplek, naamlik TJ Bekker van die Kameeldoring Gholfklub.

■ Roelof de Jonge The first round for the second group of teams playing in the Tzaneen Bowls Club’s Business League commenced on Thursday the 30th of September. A total of 28 teams are currently competing for top honours. After last Thursday’s matches, the team from Tzaneen Tennis Club took the lead amongst the second group on 11 points. Next in line on 10 points respectively are the teams of Lannie Motors and Wile E Coyoties. The points for the positions from fourth to sixth was also quite a tight affair, with three teams sharing
these spots on 9 points apiece. With a best total point aggregate of 5, the team of Bisset Real Estate 1 is currently fourth, followed by the players of Lowveld Labels in the fifth and BB Nissan in sixth position. This week, the second round of the Business Bowls League took place. The scores for this week’s matches on Tuesday the 5th and Thursday the 7th of October will be published in next week’s edition. The management of Tzaneen Bowls Club encourages participants of the Business League to support the catering and bar facilities at their newly revamped clubhouse which has recently been outsourced to a local restaurateur. And it is not only the
club’s players or the current competitors of the Business League who are welcome to make use of these facilities, any person is welcome to come and support this service, which offers a wide variety of food and drinks.
