sworn in during the sitting which was held at the Municipal Sports Hall in Phalaborwa. In her acceptance speech she expressed her gratitude towards ANC for having faith in her leadership abilities and trusting her to steer up (or down) the municipality again. Malatji said she planned to improve road infrastructure (***Editor’s Note: which she promised more than once before, but which was eventually taken care of by the A-Team under the leadership of private volunteer Matomi Manyama without the support of the council and the esteemed mayor) in Ba-Phalaborwa as she believes that they need to do away with the patching of potholes and start looking into reworking the road infrastructure. Malatji said that she was planning to partner with local mines, businesses, and factories in the creation of jobs. In her acceptance speech she also said that the municipality was planning to officially open two stadiums it had built for the community of Mashishimale and Selwane. The aim is to revive sports in rural areas for the youth and to improve relations with

The chairperson of the South African Municipal Workers Union (SAMWU), Moses Malatji, was suspended a week ago after he allegedly threatened a female manager at the municipality during an altercation at work. It is reported that the woman who had just been hired in the municipality escalated the matter to the acting municipal manager, Aleck Nkuna, who suspended him. Malatji is said to be on suspension for three months pending internal investigations by the municipality. Malatji is the second leader of the union to be suspended. Two years ago, the then secretary of the union, Patrick Maake, was suspended by municipal manager Thapelo Matlala, after the money he was working with as the cashier could not be accounted for. He had since resigned. The union had seemingly always had an issue with the municipal managers as they were up in arms over the appointment of Matlala because he had
cut overtime and put an end to the redemption of leave days. When Matlala was attacked in the council chambers, and had to appoint a service provider for his security, the union opened a case against him and the mayor, for the money paid to the security provider. It could not be established if the manager who was allegedly threatened by Malatji had opened a case with the police. This happened just days before the start of the 16 days of activism against violence against women and children. Workers were divided about the matter as some sympathised with the victim whilst others theorized that it was a deliberate act so that when strategic appointments were made by council, the union would be too weak to appeal. At the time of going to print Bulletin had not received any follow up news on the SAMWU leaders who were arrested earlier this year following violent riots at the GTM offices which shut down the entire town’s water supply for more than a week.
stakeholders such as local chiefs. The mayor also mentioned that the bursary scheme of the municipality was still open and matric pupils aiming for tertiary education next year were encouraged to apply for it. She encouraged youth to visit the municipality’s website for information about training and learnership opportunities. She has also vowed to handle the suggestion box to speed up the process of service delivery. The municipality is planning to bring back Imbizos as according to them is an opportunity for the mayor and her team to engage the residents of the municipality. The Political Management Team (PMT) consists of the Mayor Merriam Malatji, Speaker Oliver Mabunda, and the Chief Whip Didodo Rapatsa. The Executive Committee Members (Exco) are Denise Bayana, Victor Rapatsa, Thompson Nkuna, Sybrant de Beer, Pontsho Mashumu, and Richard Makasela. The Council has also elected Cllr Petrus Mukharhi to be the Chairperson of Municipal Public Account Committee (MPAC). Lucky Mohlala, Modiegi Mathebula, and Sinah Shayi will represent the Ba-Phalaborwa Municipality at the District Municipality.
Lights still not fixed
■ Billy Sibuyi
There are three things that are most certain in South Africa, riots, load-shedding, and a lack of interest by the Ba-Phalaborwa Municipality to tend to any service delivery issues. One might be tasked to wonder how much electricity is wasted due to the streetlights that have been reported dozens of times by various residents to the municipality, only to be ignored. Bulletin has on numerous occasions reported on the absurdity of these newly installed streetlights which was a tender awarded to an out-of-town contractor amid much controversy, which have in some areas never worked. In other parts of town the streetlights were installed upside down and now, some parts of town report that the lights are never switched off. An official within the municipality blamed this on the internet service providers who are busy installing fibre optic cables across town. “The
problem started when contractors began installing their fibre lines and they messed up the lighting system for the municipality,” said the official. Sybrandt de Beer, a DA Ward Councilor said however, that the reason the lights have not been fixed yet was because the municipality has no TLB to dig and repair and that is due to lack of budget. “We have sent in our cherry picker, which is the one that needs to be used to fix the lights, to get fixed by a local mechanic and it has been three months now,” stated de Beer. “I have spoken to the engineer about the lights in town and he claimed that we do not have a budget.” ***Editor’s Comment: Jonas Mahesu, the spokesperson for the municipality, was sent an enquiry by Bulletin and at the time of going to print, we had not received a response. This is however not surprising as this particular spokesperson has revealed his bias towards the independent media strikingly clear in the past. We are still awaiting answers to emails we sent him more than a year ago.
Woman murdered for cellphones and handbag ■ Billy Sibuyi A woman was murdered on Saturday evening, 20th of November, outside her boyfriend’s flat in Phalaborwa. This is the second time in a week that a woman was killed in the area and the public has raised their concerns saying there should be more policing visibility. Lufuno Mulaudzi (27), who had recently started interning at one of the local mines in Phalaborwa, died after she was shot in the head by an unknown suspect(s) after returning from a night out with her boyfriend. Details surrounding the murder are still sketchy

She was full of life and as a college student I was looking up to her. How safe are we if somebody can walk out right now and never return? New Mayor, Speaker and Whip for Tzaneen ■ Joe Dreyer On Monday this week, the new council for the Greater Tzaneen Municipality was inaugurated amongst much pomp and ceremony at the Ivory Tusk Lodge conference hall. The event was hosted at this venue as the council chambers was too small to hold the more than 150 attendees which included members of the public and the media. Shortly before the proceedings commenced, two councillors from the ANC, Sonia Ngobeni who served as manager in the office of the mayor, and Cassius Machimana who served in the council for three consecutive terms, resigned from their positions amongst much speculation. Maripe Mangena was replaced as Mayor by the man from Bolobedu, Gerson Molapisane whilst Dikgaledi Mmetle was thankfully replaced as Speaker by Sanie Tiba. The new Whip of Council (formerly known as Chief Whip) is Given Malatji. The Executive Committee which consists of 8 ANC members, one DA and one EFF member was announced as Gerson Molapisane, Constance Ramothwala, Thabo Maunatlala, Sophy Raganya, Maggy Makwala, Maria Mmola, Richard Shingange, Renny Mabuza, Clifford Letsoalo and René Pohl. To explain, the Mayor is the political head and the Municipal Manager the administrative head of the municipality. The Council Whip was created to maintain discipline among all political parties (within
the governing party as well as those outside the ruling party). He is “proportional representation”. In this system the political party nomiexpected to build cordial relationships with all political parties. The nates its candidates on the party list. The ANC currently has 51 of those seats, the EFF has 9, the DA All municipalities except for District municipalities are divided into wards. Within every local municipal council there are 5, the FF+ has 1, APC has 1 and the AFP has 1. There are 35 Ward seats (35 wards within the municipality which each need a two types of councillors namely Ward Councillors and Ward Councillor) and of these, the ANC has 32 seats, the DA Proportional Representative (PR) Councillors. A Ward has 2 and an independent candidate from Nkowankowa has Councillor represents a specific ward on the municipal 1 seat. Within these same wards, there were candidates from council and is elected through the “first past the post system” in which the candidate that receives the most other parties who did not win enough votes to win the ward but garnered enough votes for their party to insure a seat on votes wins. Ward Councillors are the chairpersons of their ward committees and must give special attention the PR Council. There are 34 PR seats in the municipality of which ANC has 19, the EFF has 9, the DA has 3 and the FF+, to their wards. Nkuna retains MM seat despite SAMWU appeals
■ Jeff Jackson
The title song of the local South African Municipal Workers Union (SAMWU) choir was muted mid-chorus this week when the acting municipal manager of the Greater Tzaneen Municipality’s term was extended for another three months. The union proclaimed earlier this month that Alec Nkuna would only be appointed municipal manager on their death beds. Much to their disappointment his term was extended during a special council sitting at the Lenyenye Community Hall on Wednesday afternoon. SAMWU could not be reached for comment. It was during the last meeting of the SAMWU workers that their chairperson told the leadership of the ANC in Tzaneen, led by the current mayor Gerson Molapisane, that they do want Alec Nkuna retained. It was during this address that Molapisane’s car was stolen and later found in Lenyenye. Nkuna, who worked for the Greater Letaba Municipality (GLM) and served as a member of security arrangements in the ANC through the now defunct Mkhondo We Sizwe, entered the GTM in 2018 where various diAlec Nkuna rectors were
appointed including the former municipal manager, Thapelo Matlala. Nkuna was appointed as the director for community services after the departure of Obby Mkhombo. Though it was not made public at the time, Nkuna had run-ins with unions on more than one occasion hence when he was appointed as the acting municipal manager after Matlala resigned in September, SAMWU objected. This is the same union who regularly rioted at the gates of the White House to have Matlala removed – among their objections was that he was “too bossy” and they wanted someone from Tzaneen to be appointed. Ironically, Nkuna is from Tzaneen, and they also do not want him in office. Fortunately, the appointment of the municipal manger is the responsibility of council, and not the unions. In line with the Systems Act, Act 32 of 2000, directors and municipal managers are categorised as section 57 employees and therefore their terms in office expire after five years but can be renewed by council. Wednesday’s special council sitting was not held in the council chambers because Covid-19 regulations made it impossible to abide by social distancing. The newly appointed mayor arrived in his own personal vehicle whilst the newly appointed Speaker of the council, Sanie Tiba, was chauffeured in. She arrived 18 minutes late.

How to safeguard your home during the festive season while on vacation Christmas season is always a season of joy and happiness. Unfortunately it is also a season for oportunists to break in and cause harm to people and property. Help prevent your house from becoming a target with these tips for security during vacation. You’ve packed up your suitcase and booked your trip, but before you board the plane, take the time to protect your home while you’re on vacation. December is the most popular vacation month, and not surprisingly, also the month when home burglaries peak. To fully enjoy your trip, plan appropriate home security and maintenance with this checklist.
Inside the house • Set timers on interior lights. This goes a long way in deterring burglars, who often look for crimes of opportunity. Don’t allow your house to appear as if no one is home. • Power surges. You never know when a power surge may occur, so be prepared. Disconnect the computer, TV, stereo and other electronics, or make sure they are plugged safely into a surge protector. • Don’t make or socialize status updates. Never broadcast your location on social media. Even if you think that it’s only your friends or colleagues viewing your online profiles, it’s safest not to leave any sort of opening for a possible burglar. • Alert your alarm company. If you have an automatic security system in place, call your representative, announcing you’ll be away from home for an extended period of time. Make sure the alarm is set properly when you leave. There are some ways of remote monitoring with your smartphone as well. • Secure valuables. If you don’t already have your jewelry or other valuables in a safe deposit box, now might be the time to do so. Doing this also ensures that you don’t leave out anything valuable in plain sight that a burglar might be able to see from a window.
• Protect your geyser. Make sure to switch of the geyser to avoid a burst geyser from damaging your property and also save you on electricity bill. • Check doors and windows. It might seem obvious, but double-check just to be sure. Lock all doors and windows. Outside the house • Arrange for lawn care. Have your landscaping tended to by a friendly neighbour or local service. Before you leave, trim tree branches that might allow access to a climbing burglar. • Stop newspapers and mail. Stop mail and newspaper deliveries, or have them regularly picked up by a neighbor. Again, you don’t want to easily wise up in a burglar to your absence by the mounting newspapers on your doorstep. • Plan some exterior lighting. Set these lights on timers as well to deter burglars. • Don’t leave spare keys outdoors. Collect any hidden spare keys from around the exterior of your home. Remember, burglars know the most popular hiding places, like beneath mats and in potted plants. • Lock the garage. Even if there is no entrance to your house from the garage, there’s still a chance for numerous things to be stolen. Secure the door and any entrances to the garage.

Joubert Fleischmann was as die Beste Junior Skut benoem.
