Prostitution and a lack of maintenance combined to serve up a not-so delectable dish to unwilling recipients, this time in the retirement village of Pioniers along Boundary Street. Bulletin paid a visit to the Pioniers complex where two massive holes were pointed out to us by the residents. The holes were dug by the Greater Tzaneen Municipality, a month before, to repair a stormwater pipe which had ruptured at two separate places causing water to spew into the gardens just beneath it. With the heavy rains this past week, the ruptured pipes, which three weeks later had still not been repaired, delivered their usual buffet of rubbish, dirty water, and plant material. This time however, it also delivered used condoms which pushed through the holes in the stormwater pipe and flooded into the flower beds and walkways of the bachelor flats situated a few metres down a hill from the two open holes. Twenty-five condoms were counted in total, excluding the multitude of condom wrappers also strewn all around the gardens. The origin of these condoms was traced to the privately owned business complex, Elita, bordering Pioniers in Kort Road. The complex is situated across the road from the GTM Municipal building in Agatha Street, and borders an open plot of land also owned by the municipality. Behind Elita, there is a narrow servitude with an access gate which is used by the GTM staff to access one of their electrical transformers situated on the property. It is in this servitude where, hidden from onlookers and bypassing motorists, the local prostitutes

service their clients in the evenings. Witnesses have reported that many men are spotted entering this servitude every night. The used condoms are deposited into the stormwater drainage system through an open drain situated in the corner of the servitude, and over time, these condoms entangled with the plant material and other waste in the pipes to form a blockage which eventually ruptured the pipes. The Ward Councillor for Ward 15, Chrizelle Dreyer, investigated the matter and contacted the chairperson of the Elita complex body corporate, Pieter Human, who confirmed that they were at their wits’ end with the situation. According to him the “business of the night” has become uncontrollable and after many unsuccessful attempts to prevent access to the servitude, the tenants and body corporate have bowed their heads in defeat. Human contacted a private plumbing service who dispatched a team and unblocked the drains which stopped the leakage into Pioniers. Dreyer has in the meantime followed up with the GTM regarding the open waterpipe holes at Pioniers and at the time of going to print, the municipality had dispatched their team back to the site to complete their reparations and cover the dangerous open pits. Regarding the night time business dealings, Dreyer said that she would be communicating with the body corporate and the municipality to device a way to curb the clandestine trading and ensure that the situation is not repeated in future. “I will also be addressing the state of the open plot of land which is clearly in need of some maintenance with the grass now knee-high and unkempt.”

of gunmen. This was in broad daylight in view of at least twenty other people including a security guard at the bank entrance and numerous bystanders as well as car guards. The robbers were so brazen that they committed this crime mere metres from the Tzaneen Police Station. One witness told Bulletin that she was inside the bank when she suddenly heard a gunshot and saw people scattering in all directions. “I thought to myself, my God am I going to be involved in a bank robbery?” Other bystanders told police that four men robbed the victim before fleeing in a white Audi hatchback with false license plates FHJ 165 L. The injured victim was soon tended to by police and emergency services and taken to hospital. No further information on his wounds or his recovery was available at the time of going to print. On the 22nd of November 2021, a little more than two months earlier, another man was shot in the leg by robbers in front of

FNB in the same street. In that instance the modus operandi of the attackers was nearly identical. They targeted the man as he was about to enter the bank, pulled out a gun, forced him into an alley, shot him in the leg and stole a bag of money he was carrying. Bulletin has received reports of three other such instances in Morgan Street and Danie Joubert Street which both border the Tzaneen Police Station. In all of these instances the robbers fled in a white sedan, though the make differed. In both instances the victims were transported to hospital and no arrests were made. One of the victims of one of these broad daylight robberies, told Bulletin that a few days prior to the attack, he was told by the car guards in the area that he is being watched and should be careful as he will be robbed. The Tzaneen Police have opened their investigation into the matter and appealed to the public to contact investigating officer Lt Col Ngwenya on 082 469 0931 with any information that could help them apprehend the suspects. Could this be goodbye to our uncle Sam? ■ Joe Dreyer Sam Lelope’s employment contract with the Greater Tzaneen Municipality comes to an end on the 31st of March 2022. The ever-absent chief of the embattled electrical services department at the GTM, was appointed in 2017 and ever since has become notorious for his unwillingness to engage consumers and rate payers on the abhorrent state of the electrical infrastructure on any platform, including the media. During his time in office the area has been plagued by frequent and prolonged outages which in some cases lasted for up to a week. Numerous WhatsApp groups were established to make reporting faults in the various areas manageable and to streamline the repair process, but on not one of these groups, Lelope is a member, because each time he is added to a group, he removes himself. When Bulletin asked to interview him on the issues and his plans going forward, way back in 2017, we were denied an interview allegedly because of our supposed bad publicity we offered him and his department. Since that time, consumers were kept in the dark; literally. With the arrival of Thapelo Matlala who became the first permanently employed Municipal Manager at the GTM in ten years, things started looking up as he implemented plans to upgrade the electrical infrastructure. Matlala replaced the outdated transformers at Tzaneen power station with brand new transformers and structured a five-year plan for a complete overhaul of the entire grid, using money from a R90 million loan he secured with the Development Bank and other funds generated through various other avenues at his disposal. Last year (July 2021) the power crisis reached a head when AgriLetaba pushed their concerns in the form of a petition, into the sights of a parliamentary committee where the crux of their complaints rested squarely in the lap of the non-communicating electrical department.

A hearing was called by the parliamentary committee which was attended by Lelope, Maripe Mangena, the former mayor, and Matlala. The hearing was held over Zoom and broadcast over Youtube. (Read that story on our website www.farnorthbulletin.co.za with the search keywords “Letsitele Electrical Crisis”) We asked the spokesperson for the GTM, Vutivi Makhubele, to confirm that Sam Lelope’s contract was ending and that the position would be advertised in local media and on their website. She confirmed that Lelope’s contract would end on the 31st of March 2022 and said that the position would be advertised within 14 days after Council sitting which was held on the 28th of January. “As per regulation on appointments of senior management, the following is required; Bachelor of science degree/Btech Engineering or equivalent, 5 years’ experience in middle management level, or as programme / project manager, 3 to 4 years at professional / management level, Engineering management experience is an added advantage and a certificate of competency as required in terms of the General Machinery Regulations, 1988 or Registration with a recognised, relevant engineering

Right in your face

professional,” Makhubele explained. According to the GTM, Lelope possesses the relevant qualifications. It is also not a certainty that Lelope will be replaced, as he is able to re-apply for the position.

■ Joe Dreyer A common sight around the Greater Tzaneen Municipality is the lack of maintenance of its infrastructure. In a time when the frustration of residence has reached the point where individuals would take it upon themselves to trespass and accost municipal employees at the power station, it infuriates residents when open electrical boxes near schools go unchecked for weeks on end. This particular electrical box in Kort Street (image) is situated a stone’s throw (literally) from the municipal offices in Agatha Street. It was only after a pensioner brought it to the attention of his ward councillor that the situation was reported and rectified. It is unacceptable, and points to an electrical department head that has no investment in the needs of his community.

How Bizarre Bulletin has received shocking reports from businesses in Nkowankowa of a group of men from the area conducting regular “visits” to their premises and threatening to kill all foreigners employed by them. The group threatens the business owners and demands to see the paperwork of the foreigners to determine whether they are legally employed. This despite these men not being affiliated to the either the Department of Labour, SARS, or the Immigrations Department. Despite the business owners providing proof that the foreigners have the legal permits required to be employed, the group claims the documents are fraudulent. The police have not arrested anyone in connection with this ongoing situation which will force these businesses to close their doors and cause even more unemployment. How bizarre.

If you want change join your ward committee ■ Joe Dreyer It has been three months since the inauguration of the Greater Tzaneen Municipality’s new councillors took place and not a single ward within the municipality has yet established a ward committee. According to the Local Government: Municipal Structures Act, 1998, it is required that that municipalities develop mechanisms in the form of ward committees to consult communities and community organisations in performing their functions and exercising its powers. Ward committees are crucial in the local government system as they are the link between the councillor and the community. Newly elected Ward Councillors are afforded only 90 days after their election to office, to select representatives from their ward to serve on, and establish the committee. In the GTM however, this process has not been completed, in fact, it has not even started. The previous ward committees were all dispatched following the elections.

There are specific requirements that candidates for ward committee members need to fulfil in order to be eligible for selection and a quorum of at least 100 qualifying community members must be present to vote. The ward councillor and Community Participation and Action Support Unit must ensure that the meetings are a fair representation of all recognised sectors identified by the municipality. Ward committees are extremely important as it promotes the idea of “the people shall govern” and is the only real avenue for business people and private citizens to have an actual say in the governing of their neighbourhood. The committee is chaired by the Ward Councillor who will host regular committee meetings and convey any ideas, proposals or grievances from the residents, though the committee, to the town council and follow up on the progress. According to the spokesperson for the GTM, Vutivi Makhubele, the ward committee establishment process usually happens after the appointment of new ward councillors in all the 35 wards respectively.

“Each ward nominates and appoints 10 ward committee members to represent the ward and assist the ward councillors to serve the communities. The process unfolds in the presence of the community, ward councillors, and community development facilitators,” she said. “The programme for this year’s ward committee establishment is currently being consolidated and will be published as soon as it is finalised.” ***Editor’s Comment: If there was a ward committee in place in Ward 15 for the period from 2016 to 2021, for example, there would not have been such a massive public outcry about the fencing off of Minitzani Park, which was not done with permission from council, nor consent from the residents of this ward through public participation and a vote by the committee. This is why it is vital that you as a business owner and resident of your ward, attend the ward committee selection, and even put your name up for selection, so that you have an actual say in the governing of your town. Residents speaking in ONE VOICE is far more effective than a single man storming into a power station.

Mboweni leaves parliament New Mayor for Maruleng ■ Jeff Jackson Tzaneen resident and former Finance Minister, Tito Mboweni, has this Monday resigned as a member of parliament. This just six months after he asked to be relieved as minister following differences with labour and some ministers and comrades in relation to his fiscal policy. He has since re-joined the Accelerate property group as chairman; a position he held before appointed Financial Minister in 2018. The company owns 50 percent of Fourways mall and some smaller malls in Johannesburg and Cape Town. He was appointed with immediate effect on Monday after he underwent an interview. Mboweni who resides in Makgoebaskloof attracted many friends on social media by posting about the picturesque area and the meals he cooked himself. Born in Julesburg in the Muhlava area, he once exiled himself in Lesotho where he otained his tertiary education. After the 1994 elections he was appointed labour minister under Nelson Mandela until 1998. He then worked as the Governor of the Reserve Bank under Thabo Mbeki from 1999 to 2009 when Jacob Zuma came in. Mboweni left government for the private sector where he served as the chairman of Nampak, SacOil, Anglo Gold Ashanti, and

later Accelerate. He was a director at Discovery and PPC while serving as the advisor to Goldman Sachs International. Later he bought a plot at the kloof and enjoyed the place so much, he named himself the Duke of the Kloof. During his stay in government after been appointed as the minister of finance was short-lived due to posts on social media most of which attracted criticism from his own comrades. He had since implemented a “no increase of salaries of public servants” thus causing disharmony among comrades.

■ Jeff Jackson The deep rural and incredibly impoverished Maruleng Local Municipality in which the tourist destination, Hoedspruit is situated, has finally been appointed a new mayor after a directive was issued by the National Executive Committee of the ANC during the weekend. This after the appointment of Tsheko Musoloa as the mayor was disputed by the community and the matter was escalated to the national office of the party. The ANC provincial secretary, Soviet Lekganyane, said the decision to appoint Musoloa and other mayor’s was taken by the National Dispute Resolution Committee (NDRC) and it also recommended that the appointment of the mayors of Vhembe and Makhado be reviewed by the PEC. Lekganyane added that the mayor’s will be appointed in 14 days after they were nominated by their respective councils. The other mayors are Julia Mathebe for the executive mayor of Sekhukhune, Given Moimane for Ephraim Mogale

Local Municipality, and Aaron Mokgathe for Lephalale Municipality. He further said that a directive was also issued that the appointment of mayors at Vhembe and Makhadzi be relooked. The regional committee will submit the names of the new mayoral candidates to the PEC to kick-start the process for the appointment of mayors in the affected councils. “The same process that will be implemented in Vhembe should be applicable to Makhadzi local municipality.” The appointment of the VBS accused Florence Radzilane as the mayor was criticised by communities and disputed. Sekhukhune mayor, Julia Mathebe is no exception as she was the Treasurer at the Limpopo South African Local Government Association (SALGA) when the VBS scandal broke. Lekganyane said following the recent local government elections the new PEC to be elected in June will also nominate people to serve on the national executive committee of SALGA.

Roaming R71 lion recaptured A snout under the toilet seat ■ Billy Sibuyi A large lion that was roaming around the R71, not far from Phalaborwa, on Wednesday morning was eventually captured. The large male believed to be about four years old was darted hours after he was spotted by motorists and videos of him went viral. He was returned safely to the Abelana reserve, where he is currently being kept in a boma. According to Eugene Troskie, from the Phalaborwa Natural Heritage Foundation, the young male had found an opening under the fence of the local game reserve, possibly caused by water eroding the soil away after the recent rains. “He clearly had signs of being in a fight recently after he had conflict with two older males that entered Abelana Game Reserve from a neighboring property. This caused him to try and move away from the area,” Troskie told Bulletin. He said that the incident was reported to the authorities which led to Abelana Game Reserve and Ledet responding quickly to take charge of the scene and to ensure the safety of both the public and the animal.

The assistance of a wildlife veterinarian Dr Rita Piso, from Mangata Veterinary Services, was required to assist with the darting and immobilization of the lion. “The situation was quite hazardous due to speeding motorists refusing the attempts by authorities on the scene to try and get them to slow down, putting themselves, the people on the scene, and the animal’s lives unnecessarily at risk” stated Troskie. The Limpopo Economic Development, Environment and Tourism (Ledet) spokesperson, Zaid Kalla, confirmed to Bulletin that the lion was darted and relocated to the reserve, however, no official statement was released by the department.

A golfer at Hans Merensky Golf Course received the fright of her life whilst answering the call of nature at one of the restrooms. As she approached the pearly throne in one of the cubicles in the ladies’ she noticed movement in the bowl. Lifting the toilet seat revealed a Snouted Cobra coiled inside the bowl. The golfer initially thought that the previous

user had not flushed the toilet properly but that quickly changed as she soon saw the venomous snake moving inside the toilet bowl. Realizing that there was nothing that could be done, she soon informed the authorities who then contacted Jaco Gericke, a qualified snake handler, and Fanie Strydom to assist. The Snouted Cobra is venomous and a single strike could be fatal, but these snakes are known for being notoriously shy and avoiding human contact. Gericke and Strydom battled to get the snake out of the toilet, to the extent that eventually, they had to dismantle the entire toilet to set the scaly occupant free. It was established that the snake entered through a broken sewerage pipe, and Gericke said it was not uncommon for snakes to find their way into the sewage pipes, but people should stay calm and call a professional. “We urge members of the public to remain calm in such situations and give the creature space and time for it to come out as it will be difficult to extricate it. In all instances regarding snakes or other reptiles, always call a professional to come and remove the threat,” stated Gericke. He also mentioned that two types of cobra can be found in South Africa, the Snouted Cobra and Mozambican Spitting Cobra. “Fortunately, we do not have the King Cobra here, the longest venomous snake in the world which can grow up to four metres in length.

IN THE CHAIR WITH DR RUAN RADEMEYER

Dental Implants Dental Implants were invented by a Swedish surgeon, Per-Ingvar Branemark and are considered the standard to replace missing teeth in Dentistry. A Dental Implant is a Titanium fixture that is placed into the jawbone and allowed to integrate with the bone over a span of a few months. It acts as a replacement for the root of a missing tooth. It mimics a natural tooth as it stands on its own without affecting the adjacent teeth and has good stability. The Titanium from which the Implant is manufactured, allows the Implant to integrate without being recognized as a foreign object by the body. Lately, the technology and science behind Implants have greatly improved the outcomes of Dental Implants, with the success rate being close to 98%. When it comes to replacing missing teeth, we have 2 more options: Dentures - they are by far the most affordable option, but can be uncomfortable to wear and are not fixed in the mouth, but removable.

Dental bridge - before Implants this was the preferred method for replacing teeth, but depend on existing teeth for support of the bridge, whereas Implants are only supported by bone and do not affect the natural teeth. Patients who receive Dental Implants can expect an improvement in their appearance and aesthetics, improved speech and eating capabilities as well as improved oral health. Patients who had removable dentures can also expect improved comfort. There are however some risks to implant surgery and these include the following: • Infection at the Implant site. • Injury to the surrounding structures. • Nerve damage and sinus problems. The following patients also have a higher risk for failure of dental implants when compared to other patients: • Heavy smokers. • People suffering from uncontrolled chronic disorders such as diabetes or heart disease. • Patients who have received radiation therapy in the head and neck area. In the following paragraph I will lay out the

A 1 000 arrested ■ Jeff Jackson

The joint operations conducted across Limpopo province during the month of January led to the arrest of 1 053 suspects aged between 19 and 64 for various offences and the recovery of items including firearms. The charges include murder, possession of unlicensed firearms and ammunition, dealing in drugs, theft, kidnapping, contravention of Immigration Act, rape, robberies, assaults and smuggling of illicit cigarettes. On Friday, the 28th of January, four suspects aged between 25 and 40 were arrested in the Mara policing area for allegedly smuggling illicit cigarettes worth over R1 million. The suspects were arrested during a joint operation by Limpopo Highway Patrol and Tracking Team. A total of 120 boxes worth R1 560 000, two Toyota Quantums and a Nissan NP200 were confiscated. On that same day, a father was arrested for allegedly raping his 11-year-old daughter between 27 and 28 January at Rotterdam village in the Hlanganani policing area. The victim reported the incident to her teacher who informed the Police. In Giyani, two suspects aged 27 and 35 were arrested for separate cases of business robbery and common robbery that occurred around Giyani policing area during August and October 2021. The duo was also positively linked to Ivory Park cases of possession of ammunition and dangerous weapons. Police recovered five rounds of ammunition, one toy gun and two tazers. Three suspects aged between 29 and 46 were arrested for possession of unlicensed firearms and ammunition in Lebowakgomo by members of the Limpopo Highway Patrol on the 30th of January at around 06:30. The police were patrolling on the R37 road when they spotted a suspicious white Fortuner driving at a high speed. The recovered items during these operations included 13 firearms, 2 331 sticks of counterfeit cigarettes, 25 dangerous weapons, 18 645 grams dagga, 26 dagga plants, 16 grams Crystal Meth, four grams Nyaope, 25 knives, 1 141 605ml liquor, and three stolen vehicles. A total of 894 fines were issued.

protocol that is followed: 1. Removal of damaged tooth, wait for 3 to 6 months for bone to heal. 2. Bone grafting at Implant site if the bone is not sufficient. 3. Dental Implant placement. 4. Bone growth and healing. 5. Abutment placement. 6. Artificial tooth or crown placement. What can I expect after the procedure? • Swelling of gums and tissues surrounding implant site • Bruising of skin and gums • Minor pain at Implant site. Implants are a safe and efficient way to replace missing teeth and improve the status of your teeth. Dr Ruan Rademeyer

Treatment for soil + root health with complex organic acids Reclaim soil health with Humic, Fulvic and Amino acid components

With increasing fertilizer and operational costs, the farmer has to content with soil compaction, sodic conditions, weeds, soil ph conditions, nutritional elements locked up or leached out of the root zone. Changing environmental conditions that influence crop quality and production.

Adding compost, or kraal manure have limited benefits and nutrient availability. Although a good agricultural practice the nature of problems associated with these amendments can result in even worsened biological conditions and unnecessary imbalance of nutrients. Essential elements (N-P-K + micro elements) are subjected to availability after adding Sodium salts and heavy metals from manures and inferior compost.

Mulder’s Chart Antagonism

Synergism

Decreased availability to the plant of a nutrient due to the action of another nutrient.

Increased availability of a nutrient to the plant due to the increase in the level of another nutrient.

Calcium (Ca) Manganese (Mn)

Potash (K) Iron (Fe)

Copper (Cu)

Phosphate (P)

Magnesium (Mg)

Molybdenum (Mo)

If we go back to basics, we may study the Mulder’s chart and micro elements. Adding carbon sources do have the best commercial value for money spend. Complexed natural organic acids carry the best natural carbon combination made available by nature over 1000;s years. The addition of organic acids, (Humic Fulvic and amino acids) to soils will increase functional properties of soils and limit the burdens of nutritional deficiencies.

Benefits when adding organic acids to the farming nutritional practice. Chemical benefits:

Organic acids have the ability to dissolve calcium bound phosphate complexes in soil from excessive

fertilizer uses. Buffering capacity of soil is increased, higher cation exchange capacity is reached, retains water soluble fertilizer in root zone. (More nutrients available to plant roots). Conversion of insoluble nutrients to available plant nutrients. Eliminate soil limitations on continued applications. Breaking mineral salt fractions. Reduced fertilizer usage when adding complex organic solutions and Reducing Liming limitations by controlling ph levels by regulating acidic or alkaline soil conditions.

Physical Soil and crop benefits:

Brakes clods and crusting of soil, improve soil aeration, increased water holding capacity. Increase soil porosity.

Biological benefits to plants and soil:

Increased photosynthesis with increased BRIX levels. Plant enzymes is stimulated, Proliferation and stimulation of beneficial microorganisms. Increased root growth and root respiration, with increase in plant metabolic functions. Increase production, producing quality food with better taste, higher vitamin levels and longer shelf life The practice of using organic acids will increase soil health with nutrients available to plants. Creating an attractive environment in the soil for beneficial organisms living in synergy with soils and plants in the root boundary layers on your agricultural land. Summary when using organic compounds is to mobilize plant available nutrients for optimum levels in plant growth in every phenological stage. Prasin give’s consultation and feedback on the farm. You are welcome to send soil and leaf analysis to understand your farms limitations.

Racing 92 are giants of French rugby. They are one of the most successful rugby franchises in France and they regularly represent the country in the European Rugby Champions Cup. Trevor Nyakane, loose head prop from the Blue Bulls Rugby Union played his first match for his new club in France, Racing 92, on Saturday the 29th of January when they took on rival French club, Toulouse at the Stade Ernest stadium in Toulouse. This former rugby player from Hoërskool Ben Vorster in Tzaneen played for his new club in the next round of the Top 14 Championship for French clubs. The news on Nyakane moving to the French side broke the 1st of December when Racing 92 Rugby Club confirmed the signing of the Bulls prop, and that he will join the club with immediate effect. The South African international was under contract at the Bulls but the Parisians paid a transfer fee, reported to be in the region of R5 million to bring Nyakane to their side of the fence. Nyakane, who can play on both sides of the scrum, has enjoyed an outstanding year for the Springboks and became a key part of their pack in 2021. He played 82 times for the Bulls and has earned
