A Phalaborwa Police Station Sergeant who was suspended for allegedly supplying liquor and marijuana (dagga) to detainees in the police holding cells in Phalaborwa on New Year’s Eve, returned to work this week. According to the SAPS Limpopo spokesperson, Brig Motlafela Mojapelo, the policeman appeared in departmental hearing, and the case was dismissed due to insufficient evidence and no criminal case was opened against the member. “The allegations that he provided alcohol to the inmates could not be corroborated by anyone or proved and therefor they were found to be baseless,” stated Mojapelo. It was alleged that after the policeman gave the detainees the substances, they became intoxicated and started assaulting and raping the other inmates in the cells. The police said that six counts of assault with intent to do grievous bodily harm (GBH) and two counts of rape were opened. Mojapelo stated that two suspects, Thapelo Malatji (34) and Jeffrey Maphosa (38), one in custody for murder, and the other for robbery, were arrested and charged for rape and assault GBH, appeared in court and their case was postponed to the 4th of April.

A group of residents in Phalaborwa town have banded together to form an organization they hope will act as a catalyst for positive change in their town. This after years of neglect by the Ba-Phalaborwa Municipality and the complaints by residents and rate payers continuously falling on deaf ears. Let’s Change Ba-Phalaborwa (LCBP) is a non-profit, apolitical forum that will aim to provide communication between the community and the council on issues that affect them. Rachel Longster, the interim chairperson of LCBP, told Bulletin that the main aim of the forum is to bring change to the community by providing a platform where residents’ ideas and suggestions could be developed into innovative solutions for the whole of the Ba-Phalaborwa community. “As Henry Ford said, ‘If you always do what you’ve always done, you’ll always get what you’ve always got.’ So, a group of us put our heads together to come up with a new way to approach the traditional residents’ associations, that would be more inclusive of all members of the community,” Longster said. “To get things going, the plan is to start in Phalaborwa town with Wards 11 and 12 and as community participation develops to expand further and further so that within a short space of time the entire community is involved, everyone is in and doing their part.” She said that their first initiative was the establishment of new WhatsApp groups that link residents to the extension in which they live. “In this way we can communicate issues relating to specific areas to the residents who are the most affected. We encourage everyone in these two wards to reach out to their neighbours and friends to encourage them to join the new groups,” Longster said. New Disability centre opens ■ Jeff Jackson The opening of the Maunatlala Disability Stimulation and Protection centre will give residents of Khujwana and the adjacent areas some form of relief as it might help ease the plight of the many people living with disabilities in the village and surrounding rural areas. The centre which is situated in Ntwanano and new Lenyenye was founded in 2020 by community builder, Suzan Nkgapele. During an interview with Bulletin on Wednesday, Nkgapele said she established the centre after she realized that some parents and family members did not understand how to correctly work with and educate people with disabilities in their homes, and in fact many were ashamed of them. The centre has two divisions; one for those under 21 and another for older people. “Since the opening of the centre, the community feels relieved as they do not have to send their children to far away centres in towns and cities. They are brought to the centre, or we collect them ourselves. The younger generations are taught life skills as well as to learn to live with their disability while the older ones are taught life skills such as sewing, growing vegetables and other crafts,” said Nkgapele. According to her, the centre currently has 57 people attending the various programmes. She called on parents of disabled children to come forward, and to stop hiding them in their homes, they miss out on important social interactions. “Though we receive co-operation from the business community, private citizens, and the councillors, our main challenge is when the number of children increases. We therefore appeal to good

Samaritans to donate whatever possible to keep this project afloat. And at the same time we thank those who donate to us regularly since we do not have a sponsor.” Nkgapele explained that though the resources were scarce they managed to hire local people to assist in the project and the staff component rose from three, to 11. She was hopeful the number might go up and added that last week, during a parents’ meeting, the councillor was invited to the project and was impressed with the initiative. Merensky auctioned again ■ Billy Sibuyi Hans Merensky Hotel and Spa is up for auction once again. The hotel fell under the hammer on auction a year ago for R24 million in an online auction by a mysterious buyer whose identity is still being withheld. It was speculated that the mystery buyer was in fact the owner of the hotel and spa, controversial businesswoman Shamira Rinderknecht. This could however not be officially confirmed. Van’s Auctioneers handled the previous auction and this week, on Wednesday the 10th of March,

took care of the new round as well. According to Johan van Eyk of Van’s Auctioneers, he is unable to reveal why there had to be another auction as it is a legal matter. He told Bulletin that unfortunately nothing had changed since he last spoke to us in May last year, besides that there was a new auction for the same property. “To be honest I am not so much involved because there are legal issues that the lawyers are busy dealing with and there is a legal process that I am not part of, so I cannot say. I am unable to share any information with you,” he stated.

Ten gold diggers arrested ■ Jeff Jackson The Hawks arrested 10 illegal gold miners in Lulekani outside Phalaborwa on the 1st of March. The ten were arrested by a multi-disciplinary team comprising of the Hawks’ Serious Organised Crime Investigation, Mopani District Task Team, and the Lulekani SAPS following an intelligence driven disruptive operation at Scheiding Farm. According to the police, during the operation, four suspects were found in possession of rough gold whilst the other six were caught in the act of mining. “The team managed to seize three bags containing suspected gold bearing material, one bottle containing unwrought gold, four motor vehicles, and different mining equipment with the value of over R1.1 million,” stated Limpopo Hawks

All the suspects made their first appearances last week Wednesday, the 3rd of March, for contravening the precious metals act and were all remanded in custody until Tuesday, the 8th of March for further police investigations. They appeared again on the 8th, and seven of the 10 were granted bail of R1 000 by the Lulekani Magistrate Court, however, three, Ngirivani Josphat (39), Valoyi Tinyiko (27), and Maluleke Marios (46), were remanded in custody to appear again on Monday, the 14th of March. The suspects were identified as Ngirivani Josphat (39), Valoyi Xandlani (24), Valoyi Tinyiko (27), Ngobeni Richard (49), Ngobeni Ntiyiso (33), Ngobeni Marvin (28), Mahumane David (45), Maluleke Marios (46), Nukeri Ellis (44), and Ngobeni Samuel (53).

State of Disaster could be lifted (finally) ■ Jeff Jackson

If Health Minister Joe Phaahla has his way this week, the President might announces the end of the National State of Disaster when he addresses the nation on Monday evening. This according to a statement released by the Health Department earlier this week. In the statement Phaahla said that his department has been hard at work to formulate new regulations that would replace the country’s current state of disaster which has been continuously extended over the course of the last two years. Phaahla stated that they were ready to present their proposals to the cabinet and the National Coronavirus Command Council (NCCC). The minister did however urge people to continue vaccinating in large numbers on the back of new science that suggests a fifth wave of the Corona virus might be on the horizon and government still needed to reach the target it set for December 2021. He said that he will submit the regulations to the NCCC, but simultaneously warned that vaccination is the only way to open up society. “We hope that these reviewed health regulations along with other regulations from other departments will assist in guiding a reopening, especially in the leisure and tourism industries,” Phaahla said. He added that senior government officials were likely to present policies on vaccine mandates in South Africa during these meetings following consultations with the private sector and the National Economic Development and Labour Council (Nedlac). Phaahla said the NCCC meeting is expected to be held next week. “Despite many different views on this issue, the undisputed fact is that the more people vaccinate, the more we can open up the economy and there can be more social interaction,” he said. South Africa’s state of disaster is currently set to expire on the 15th of

March 2022 which would make it nearly two years since government said that they needed three months to bring the pandemic under control. While the national state of disaster was initially meant to come to an end on the 15th of June 2020, the act provides that it can be extended by the minister of Cooperative Governance and Traditional Affairs for one month at a time before it lapses. The government relied on these regulations to introduce and give effect to lockdown restrictions, which it said it used to curb the spread of the Covid-19 pandemic. In the meantime, this act and government’s implementation thereof faced heavy criticism and even opposition for essentially giving national government almost unlimited power over the lives of its citizens, with little or no oversight from parliament. President Cyril Ramaphosa has indicated to the media that the latest extension would be the last.

Public hearings on new amendment bill ■ Jeff Jackson

The Lenyenye community hall outside Tzaneen, was the chosen venue for the Mopani District leg of public hearings on the Electoral Laws Second Amendment Bill. The hearings were attended by more than 200 people. The bill was tabled by MP Mosiuoa Lekota as the Private Members Bill, way back in December of 2020, and was referred to as the Electoral Laws Second Amendment Bill held by the Portfolio Committee on Home Affairs. This is subsequent to a Constitutional Court ruling early in 2020 which found that the Electoral Act was unconstitutional in that it did not permit independent candidates to be elected to Provincial legislators, or the National Assembly. Therefore, Parliament was ordered by the Constitutional Court to rectify the error before the 10th of June 2022. This new amendment, if passed will give independent candidates (those not affiliated to any political party) the opportunity to contest elections. Though the event aimed at seeking input from members of the public in relation to the bill tabled, political parties stood in the fore by bussing in their members from all the subregions of Mopani includ-

ing Maruleng, Phalaborwa, Modjadjiskloof, Giyani and Tzaneen. Most were dressed in the colours of the ruling party and the red overall wearers. Party leaders disguised as regular community members offered their comments on the issue and reporters who attended the event complained of a lack of transparency on this matter as they were barred from asking questions. The committee is expected to finish all the regions of the province this week. Motsoaledi formed the Ministerial Advisory Committee (MAC) which held public consultations in March 2021. The MAC tabled two options to cabinet, the minimalist (Parliament will modify the current system to accommodate Independent candidates) and the multi-member proportional option. Cabinet opted for the minimalist path which was seen as the easier of the two. Given that there is no provision for by-elections, members of the portfolio committee and ministers questioned what would happen if the elected independent vacated their seat or passed away. How would the need of the people in the constituency be addressed during the remaining five year term? The Department responded that parliament would deal with that by allocating two constituencies to one MP.

The second monthly Bulletin Quiz Night was a resounding success with close on 60 brainiacs packing the restaurant at Tzaneen Bowls Club to capacity on Thursday evening, the 3rd of March. It was a close one this time round after the organizers of the event made the necessary tweaks to their programme on the suggestion of the teams who took part in the first round held last month. The rules were simple. Five rounds, ten questions per round and a bonus question to level the playing field. Each answer was worth a point with the bonus question poten-

Master 4x4-driving ■ Roelof de Jonge Theuns Viljoen, owner of, and instructor at the Dynamic Driving Academy in Tzaneen has added yet another advanced driving course to its range of offerings. “With the 4x4 industry, bakkies and SUV vehicles alike, which has grown over the years and with more people venturing on off-road trips, I found there was a need to add the off-road driving course to my advanced driving line-up,” said Viljoen. This new off-road addition covers most of the basics in driving a 4x4 vehicle which will take participants across a sand obstacle and a muddy uphill section. Another uphill section will teach drivers how to drive up and reverse their way back safely down the hill again. Because most 4x4-vehicles tend to have a large turning circle, Dynamic Driving Academy focuses on precision driving by taking participants through a narrow course with twists and turns. The aim is not to cut the corners going through the course. This 4x4-course emphasizes recovery driving, in other

words; what to do when your vehicle is stuck and if the vehicle is fitted with one, how to safely use a winch to help recover a vehicle. “We live in a rural area with vast strips of landscapes with off-road trails that beckon discovery. I think motor dealers especially can benefit by offering their clients an off-road course as part of the deal, or as an optional extra”. This day-long course is offered on Saturdays, simply because people have more time available. Viljoen also wants participants to have fun and so he has converted the course into a time trial run where the drivers have to complete the course in a set time. If you drive too slowly you will lose points, if you drive too fast, you also lose points. The aim is to get as close as possible to the set time. After all the concentration and trying to remain calm through the course, the attendees will be spoiled by Viljoen with a proper lunch. Riaan Barnard, Regional Accounts Executive at Far North Bulletin wore the Quiz Master’s mantel whilst Mia Wiid, Birgitte Mac Gregor, Tessa Thompson and Roelof de Jonge kept their eyes peeled to spot cheaters and award penalties. Bulletin’s editor, Joe Dreyer, took on the role of chief bribery and corruption liaison officer. Meals were provided by Bertie Nel from Meet and Greet who just recently stepped up to take over the management of the Bowls Club restaurant facilities, and a cash bar kept the grey matter sufficiently lubricated. Round two of “The Quiz Night” saw some new combatants enter the Cranium Colosseum to take on the reining champions, Somnium Quadrigis who annihilated the competition the previous round. This time however,

the tables were turned. A new category, Name the Theme Song, saw the contestants having to name the theme from famous television series after listening to just 3 seconds of the title track. Whilst every team managed to score the Airwolf theme, none managed the bonus point for Orange is the New Black. It came down to a very close call, but in the end, it was Guns and Roses who took the night with a total score of 64 points. In a very close second was The Red Herrings on 61 points and The Red Devils in third place on 57 points. Fourth spot went to last month’s second placers Mensa Rejects on 52 points whilst former champions Somnium Quadrigis (who changed their name this time round to The Thinkers) fell from grace and had to be content with a sixth place just behind The Wild Dogs who took fifth position on 48 points. Entry into the Quiz Night is simple; pay R50 per person to secure a spot for your team, pay at the door or book in advance, grab your welcome drink, pen and paper and take a seat. The Quiz Nights take place every first Thursday evening of every month and is held at the newly refurbished restaurant situated at the Tzaneen Bowls Club. Ditustyle (Pty) Ltd’s Mining Right was acquired in 2019 under the Limpopo Department of Mineral Resources with the file no: LP 30/5/1/2/2/49 MR WATER USE LICENCE APPLICATION PROCESS The proposed Water Use Licence Application (WULA) triggers the following water uses defined in Section 21 of the National Water Act (Act 36 of 1998) (NWA): • Section 21(a): storing of water; • Section 21(b): taking water from a resource; • Section 21(c): impeding or diverting the flow of water in a watercourse; • Section 21(i): altering the bed, banks, course, or characteristics of a watercourse; • Section 21(g): disposing of waste in a manner which may detrimentally impact on a water resource; • Section 21 (j) - removing, discharging or disposing of water found underground if it is necessary for the efficient continuation of an activity or for the safety of people. Ditustyle’s proposed mine is located approximately 9.5 km northwest of Gravelotte, approximately 48 km west of Phalaborwa, and 53 km east of Tzaneen. The proposed mine is the remaining extent of portion 14 of the Farm Rubbervale 784 Lt, portions 1 & 2 of the farm Gravelotte 783 Lt, portion 1 and the remaining extent of the farm Quagga 759 Lt, portion 1 of the farm Mon Desir 782 Lt, portion 3 & 4 of the farm Solomons Mine 762 Lt, the remaining extent of the farm Free State 763 Lt, all portions of the farm Malati 764 Lt and portion of the remaining extent of the farm Sable Ranch 921 Lt (portion 2 of the farm Begin 765 Lt). Ba-Phalaborwa & Tzaneen Magisterial Districts, Limpopo Province. The project is located in the Olifants Water Management Area (WMA), in the B72J quaternary catchment. PUBLIC PARTICIPATION AND COMMENT You are requested to register as an Interested and/or Affected Party (I&AP) and are invited to participate in this WULA process by providing comments and raising any issues of concern that you may have, between 11 March 2022 to 10 April 2022. The public is also invited to review and comment on the Specialist Studies in support of the WUL. The Specialist Studies will be available for review for 30 days calendar period from11 April 2022 to 17 May 2022. Die Hoërskool Brits was Saterdag die 5de Maart gasheer van vier vriendskaplike rugbywedstryde met spanne van die Hoërskool Merensky wat bietjie die litte kom losmaak het voor die skolerugbyseisoen amptelik afskop. Die ondersteuners van beide skole was met aanskoulike hardloop-rugby trakteer. Sommer so met die afskop van die eerstespanne se stryd was dat duidelik dat Brits gereed was vir ‘n fisiese aanslag. Binne enkele minute na die afskop het die gasheerspan vanaf ‘n lynstaan met ‘n dryfmaalbeweging begin om oor die doelgebied te gaan en die eerste drie aan te teken. Die doelskop was egter onsuksesvol. Merensky het egter hul voornemens gewys met hul gladde balhantering wat die span se buitesenter, Reese Coetzee, die geleentheid gegee het om sy span se eerste drie te druk. Die binnesenter en stelskopper van Merensky, Neil van Vuuren, het met twee strafskoppe geslaag in die eerste helfte. Die ligte en donker blou streeptruie van Tzaneen het met 11-5 voorgeloop. In die tweede helfte het van Vuuren nog ‘n strafskop deur die mikke gejaag om die telling na 14-5 te rek. Dit was egter die glibber-

Die o/15-span van Merensky het die oë laat rek met hul kraglopie wat vir ‘n oorwinning van 43-3 gesorg het. Jayden Visser en Luhannn Jansen van Rensburg het elk twee keer agter doellyn van die gashere gaan kuier. Die tweedespan van Merensky oftewel Ratels soos hulle bekend staan, het ook met ‘n magtige oorwinning geseëvier nadat hulle hul teenstanders met 45-19 afgeransel het. Thato Masedi en Mahlatse Semosa het elk ‘n tweekuns van drieë behaal. Die o/16 span het in ‘n klipharde wedstryd met 21-0 die oorhand gekry. Merensky rugby is na hul weghol-oorwinnings die afgelope naweek oorgehaal vir nog vriendskaplike wedstryde hierdie Saterdag die 12de Maart wanneer die hulle die Hoërskool Pietersburg hier verwelkom.

Tougher than the “toughest”

■ Joe Dreyer It took Lutendo Mapoto and Timothy Munzhelele little over two hours and 44 minutes to complete the toughest road race in the province this past weekend. The two Murray & Roberts runners crossed the 42.2 kilometre finish line in first and second place, a massive 17 minutes ahead of the third placed Maroela Running Club runner, Habit Mokgala who crossed the line in 3:02:02. Mapoto’s official finishing time was 2:44:31 with Munzhelele clocking 2:45:05. It was a good day out on the tarmac for Gift Ramabele of the Nedbank Running Club who was the first woman to cross the line in a commendable 4:08:39 which was almost 11 minutes ahead of the second placed Monique Louw, also in the Nedbank colours, who finished her race in 4:19:16 which was 36 minutes ahead of Rose Peter in third position to complete the podium. In the half-marathon race it was Victor Sethowa who recorded a strong finish for the Nedbank squad with his 1:15:55 win ahead of nearest competitor Chris Schutte of the Phalaborwa Road Runners who finished in a time of 1:39:55. Completing the podium for the men was SABC’s Michael Baloi who crossed the line in 1:42:49. The ladies race saw a very tight finish when Joyce Netshifhefhe of the gazelles running club crossed the finish line in 1:52:54 just five seconds ahead of Mariska Bosch who finished in

1:52:59. Taryn-Maie Wille completed the podium with her third-place time of 2:00:12. For the less competitive, yet still above average fitness junkies, the 10 kilometre race was the perfect challenge to get a feel for the Tuffy and perhaps reconsider some of one’s life choices. It was in this event that Modibe Mamabolo secured a first place for the Nedbankers in a time of 0:34:55 with the Murray & Roberts runner, Emmanuel Ramohlale, in second place with a time of 0:35:18 and Hafen Alfeus in third in a time of 0:39:13. The ladies race saw avid kite surfer and trail cyclist, Lizélle Rademeyer, take the win in 0:52:52 with Thea-Marie Venter in second in a time of 0:55:07. Third went to Andri Luus in a time of 0:55:59. The Tuffy is considered the toughest road race in the province and has become a tradition among road runners across the country. This weekend saw around 800 runners converge at the Lombard Spies Avocado packhouse on the Old Coach Road.
