The African National Congress (ANC) Dispute Resolution Committee led by its former Deputy President, Kgalema Motlanthe, has resolved to remove the councillors who were wrongly elected by the regional committees and disputed by the communities the councillors were going to serve. This followed after complaints raised by communities shortly after the selection of councillors last year in August. As the disputes over those selected councillors rose throughout the country, a committee was formed to look into the disputes. That committee had since completed its work. Candidates of the ANC, upon being selected, were taken to communities to be interviewed by the residents before they could be endorsed, and their names then submitted to regional offices of the party. In Tzaneen, hundreds of party faithful supported

The residents of Phalaborwa have threatened to boycott the upcoming Marula Festival as the Ba-Phalaborwa Municipality has failed to fulfil their promise of development of road infrastructure. The Marula Festival is an annual mega event held over a period of two weekends, however, due to Covid-19 and after two years of halting the festival, it will only be a four-day festival set to kick off on the 6th of April to the 9th of April this year. The festival is set to start off with the Limpopo Marula SMME exhibition. The programme includes a fun fair, golf day, welcome gala dinner, and an open-air concert that will feature three international artists. However, the residents of the area are not happy

with the provincial or local municipalities for their demand of fixing the potholes, sewerage systems, and cleaning up the town of Phalaborwa which have not been fulfilled. Not only that, but residents are questioning the crowd control, as in the past, revellers would party in front of residents’ gates, and in many instances spend the night sleeping in their driveways. Moreover, the festival over the last couple of years was tipped to be moved from its current venue, Impala Park, to a new venue outside of town in order to accommodate more people and to avoid uncertain situations with residents. However, this has not yet happened. The festival has gained national and international fame and thousands of visitors and tourists from

other parts of the world come to watch the mega event, no wonder the MEC states that the festival injects over R50 Million to Phalaborwa. “The people of Limpopo suffered a lot in the past two years of the pandemic, but now that the pandemic has stabilised, we are ready to re-launch and take the brand back to where it was in 2020,” stated Economic Development and Tourism MEC, Thabo Mokone. Bulletin has sent an enquiry to the department spokesperson, Zaid Kalla, and intended to send an inquiry to the Ba-Phalaborwa Municipality, but given that the spokesperson, Jonas Mahesu seems to have chosen to ignore this publication, we declined. At the time of going to print, we had not yet received a response from Kalla.

After almost an entire week of a standstill at Palabora Copper (PMC), mine workers have now returned to their respective jobs. Albeit with no definite conclusion between the mine and workers, they have however, ironed out the differences and managed to get the workers back to work. Following threats of dismissal, and a labour court interdiction by PMC’s Senior Manager for Human Resource, Dennis Modise, declaring the strike unprotected, all the mine workers of PMC decided to go back to work, and Bulletin is informed that nobody was dismissed. This comes after the workers had embarked on an illegal strike protesting about the dividends that PMC was paying them. PMC board had declared a dividend of R253 million payable to all shareholders according to their shareholder proportion. This amounted to a payment of R25,3 million to the employee

dations had been adopted by the committee. He added that the provincial committees had already submitted their reports to the national office led by Motlanthe, hence the action on the matter. He added that the provincial committees had already informed the municipal managers of the affected municipalities to remove the councillors who were implicated by the report. Following their removal, by-elections will have to take place in the affected areas. However, it could not be established which municipalities or how many councillors might be affected in Mopani. Earlier this year following the recommendations of the dispute resolution committee, there was a change of mayors in the Maruleng Local Municipality where the speaker had to exchange the position of the mayor after the mayor could not be sworn in following disputes by fellow party members. With many councils set to sit soon, there may be many changes facing councillors.

by community members, gathered at the regional offices in Second Avenue to protest about the list of candidates which was sent to the head office for selection as councillors before the elections could take place. However, the party called on the communities to participate in the elections and that the disputes would be resolved later. The disgruntled complainants were bussed in from all the subregions of Mopani. Their complaints ranged from accusations that the names submitted by the communities were later changed at the regional offices, to girlfriends of former councillors being elected as the new councillors and even that some of the candidates were found to not possess the required credentials. All the complaints were referred to head office. Spokesperson for the ANC, Dakota Legoete, said that the committee had completed its task and the report had been submitted to the National Executive Committee (NEC) last week and its recommen-

trust which translates to R8 900 per employee, and this made workers believe that it was not enough money as they had hoped for a lot more. In a conversation with Bulletin, one worker, who wished to remain anonymous stated that they were supposed to have been paid this money back in 2018, but due to the mine allegedly needing to pay off some other things, they were told that it would be released this year instead. “So, an extra three years of our money in the trust did not make it gain interest, that is what we are being told to believe,” said the worker. A meeting was held last week Thursday, the 17th of March, between the mine and the leadership of the different unions, however, according to the General Manager Stakeholder Relations and Communication, Abby Ledwaba, there was no agreement reached between the parties and that any chances for another meeting were very slim.

“After the many years of the hotel lying idle without business, we believe that this will bring back business.” These were the words of a homeowner in the estate at the Hans Merensky Hotel and Spa in Phalaborwa which was recently auctioned (once again) for R14 Million. The hotel had previously been auctioned off for R24 Million (February 2021) and according to a source, it is alleged that the winning R24 Million bid was made by the controversial businesswoman, Shamira Rinderknecht herself. However, according to this reliable source, the deal fell through as it was challenged legally in court and the liquidators decided to re-auction the hotel again this year between the 9th and 10th of March. According to information available from the auctioneers, the hotel was now bought by a reputable hotel group for R10 Million less than last year’s bid. The liquidators and auctioneers are currently in the process of finalising the conveyancing and transferring of the title deeds as they had allowed a two-week

cooling off period, that would allow for a counteroffer and as it stands nobody has made another bid. A homeowner, who spoke to Bulletin in anonymity, said “hopefully this will create jobs, and opportunities, and will bring back tourists to Phalaborwa.” Moreover, the homeowner told Bulletin that some of the hotel rooms and the golf course will be rented out for the Marula Festival, which is set to begin on the 6th of April. According to some sources it is being reported that a golf course management company is being engaged to upgrade and manage the golf course. “We believe that this is a very encouraging and positive step that will bring back life to businesses in Phalaborwa,” said another homeowner in the estate.

Health Department investigated again ■ Jeff Jackson The Limpopo Department of Health is facing another investigation into corruption and maladministration by the Special Investigations Unit (SIU). The probe is focussing on the issuing of tenders for waste management services. This after an order by President Cyril Ramaphosa in line with proclamation 55 of 2022 which covers offences committed between the 1st of January 2010 and the 18th of March 2022. It was after it emerged that tenders were given to friends of politicians and companies outside the province. The probe fingers the Head of the Department, Thokozane Mhlongo, and the Chief Financial Officer, Justice Mudau, who SIU had already laid charges against after a damning report on the investigations into the R125 million Personal Protective Equipment (PPE) tenders during the Covid19 pandemic. SIU spokesperson, Kaizer Kganyago said the investigations would focus on contracting for waste management services in the province and it will look at contracts for the removal, treatment, transportation, collection and the disposal of health risk waste.

He said that they will refer any evidence that pointed to criminal conduct uncovered, to the National Prosecuting Authority (NPA) for prosecutions. “Furthermore, the SIU will probe payments which were made in a manner that was not fair, equitable, transparent, competitive, or cost effective or contrary to applicable legislation, or circulars or instructions issued by the National Treasury or the relevant provincial treasury.” Waste management services at hospitals and clinics involves the collection of bandages, expired medication as well as the needles that had been used. Though there were concerns that the companies that were tendering for the services were not from the province, it had never emerged that there might be irregularities in the allocation of the tenders. Limpopo provincial spokesperson, Ndavhe Ramakuela said that the provincial government will act on the matter after the report had been sent to the office of the premier, Stanley Mathabatha.

Municipality’s actions raise some eyebrows ■ Billy Sibuyi A woman broke down in tears as she helplessly watched the Ba-Phalaborwa Municipality Tractor-Loader-Backhoe (TLB) demolish her shack on Human Rights Day, 21st of March, in Phalaborwa. Getrude Maholobela, who used her shack as a kitchen, was packing up for the end of business day, when a TLB accompanied by two police officials and the municipality’s legal advisor arrived and charged at her shack. “I do not know what we have done, because this is where we get our money to feed our families from. We sell food to these same police officers that came here, and it is the same black people who come and destroy us,” said Maholobela. In a convoy of police vans, a small group of officials arrived at the informal settlement just behind HI-Q, across Hollywood Bets, accompanied by a TLB that destroyed the shacks with whatever particulars contained within. Maholobela was planning to extend her shack to accommodate diners when it was destroyed, and she claimed that she was paying for her daughter’s tuition fees with the money she was making at the shack. “I am unemployed. I arrived here more than five years ago, and what is worse is that they did not give us a notice before they destroyed our pots and chairs,” she stated. Maholobela claimed that she had just spent over R2 000 on her stock. “What will I do with the amount of food I bought to sell here. I am heartbroken by the actions of the municipality,” she concluded. Jabulani Ubisi also watched helplessly as his newly built shack was destroyed with everything in it. Like Maholobela, Ubisi erected a shack and was using it as a shop where he would sell bags and other things.

“I tried explaining to them about my situation, I have been here for 11 years, but they replied that they had been instructed to destroy the shacks. If only I had strength like Samson in the Bible, I would have fought them off,” said Ubisi. “We are not even told who the complainant is, I have been selling here since 2011 and they always saw me, but they never said anything about it.” Nikiwe Khosa begged the police to not destroy the shacks as there were important items inside the structures, however, she claimed that they did not listen. Bulletin spoke to the Ward Councillor, Sybrandt de Beer, and he revealed that the municipality’s legal advisor, had received a court order to take down the shacks, however, he was not aware of the full information surrounding it, as it was never shared with him. Bulletin has sent an enquiry to the Municipality and at the time of going to print, we had not received a response from them. **Editor’s comment: The Ba-Phalaborwa Municipality must shoulder all the blame. It is precisely because of their inability to run a municipality and ensure service delivery to all their residents, that drastic measures such as these need to be implemented. If the municipality had clear and policed bylaws which were regularly enforced, this would never have happened. Whilst unemployment is rife and these street traders are merely trying to make a living, what they are doing and where they are trading remains illegal. A responsible municipality would have secured a safe area for these street traders to conduct business in which would not interfere or negatively impact the environment or the formal businesses in the CBD. But, the mayor has clearly shown that publicity stunts and festivals enjoy top priority – at least until the next election.

Child killer jailed

■ Jeff Jackson

A 43-year old menace to society was sentenced to an effective 30 years behind bars for the rape of two children this week in the Limpopo Division of the High Court in Polokwane. The convicted rapist was first arrested in April of 2008 after he violently raped an innocent six year old girl whom he met along the road as she was walking home from school in Kambaku village just outside Tzaneen. According to police the rapist grabbed and throttled the young child before he dragged her into the yard of a local church where he raped her. Afterwards, he released the victim who managed to run to a nearby house to seek assistance. The accused was immediately chased down and caught by the members of the community who handed him over to the local Police. The accused was shockingly granted bail after numerous court appearances in that same year which afforded him the opportunity to continue his heinous acts which resulted in him raping another child in 2016. This child was aged 10 and the incident occurred at Mohlaba Cross under the Ritavi policing precinct. This time however, he murdered the child after he raped her. Sergeant Sithole attached to the Tzaneen Family Violence and Child Protection unit (FCS) was tasked to investigate the incident and due to her determination and hard work she ensured that the accused was apprehended a few days later and was never granted bail until his lengthy incarceration. The accused was sentenced to (Count 1 – Murder) 25 years imprisonment of which five years was wholly suspended for five years on conditions that the accused is not convicted of murder during the suspension period, (Count 2 – Rape) he received 20 years imprisonment, and (Count 3 – Rape) 20 years imprisonment of which 10 years were wholly suspended for five years. The sentence imposed in Count 2 shall run concurrently with Count 1. The accused will therefore serve effective 30 years direct imprisonment. “These sentences are indicative of the fact that violence perpetrated against the vulnerable members of the society will not be tolerated, especially women and children. The meticulous investigation conducted by Sergeant Sithole of the FCS in Tzaneen is highly commendable,” said Major General Scheepers.

Tzaneen’s Nessie?

Bulletin reader Craig Jameson sent in this screengrab off a video he took at the Tzaneen dam which appears to show a very large creature, presumeably a snake. According to Jameson this creature was roughly 10 metres long and surfaced near the middle of the dam, roughly halfway between Jetty 3 and the wall. He believes that this could very well be an as yet undiscovered species of fresh water “monster” like the famed Lochness in Scotland. What do you think? Let us know on joe@farnorthbulletin.co.za

Young elephant bull saved from deadly snare ■ Billy Sibuyi

Members of the PNHF worked on the elephant’s wounds while it was under sedation.

A video showing an injured elephant bull in the Phalaborwa area prompted the Phalaborwa Natural Heritage Foundation (PNHF) to spring into action and attempt to locate, dart, and treat the animal. It was on Sunday morning, the 20th of March, that Eugene Troskie from the PNHF and his team were swamped with phone calls and texts from residents regarding the injured animal. In the video it appeared the bull was having difficulty walking after its right back leg was caught in a snare which cut into the flesh. It was believed that the snare had been around the bull’s leg for close on two weeks. Some of the directors from PNHF were dispatched immediately to find the elephant and when they did, they arranged for a helicopter from Jana Meyer, of Hope for Wildlife Helicopter Services, to be on standby and contacted a wildlife vet, Dr Joel Alves, from Wildscapes Veterinary and Conservation Services in Hoedspruit. With the assistance of Sasha Bornman from PMC,

PNHF members were on the ground monitoring the movement of the elephant as they waited for the chopper to fly through. “After a short search along the Selati River, we managed to locate the elephant and darted him,” Troskie said. According to him, the young bull was around four years old and was way too young to be on its own. “He probably couldn’t keep up with the herd and was left behind, or while he was stuck on the snare the herd left him behind.” The Hoedspruit Veterinarian, Dr Joel Alves, removed the maggot-infested snare, and cleaned up the wound before the elephant was given a reversal drug to counteract the tranquilizer dart and wake it up. “We did all we could, and now the best chance of his survival would be to rejoin his herd. We are asking people in the vicinity of Foskor mine, PMC mine, the water board, and the Olifants River Safaris, to please keep an eye out for this young bull. If spotted report it to PNHF immediately and take as much footage as possible and send it to 082 614 3688.”

After removing the snare and cleaning the wound, the elephant was stitched up and sent on his way. Photos: Eugene Trotskie, PNHF

LET’S TALK REAL ESTATE I’VE BEEN SPLUMA’D SPLUMA Certificate now needed for the transfer of property The SPLUMA Act (Spatial Planning and Land Use Management Act of 2013) came into effect in late 2020. According to the Act, a SPLUMA Certificate is now a requirement for all property transfers. The Certificate must be lodged as part of the lodging documents with the relevant Deeds Office. The SPLUMA Act provides a framework for national, provincial and municipal spheres of government to establish systems and policies around planning and land use management. How SPLUMA is applied, depends on the particular local municipality and may differ from area to area. The objective of the SPLUMA Certificate is to ensure that the zoning of the property matches the land use. Also, that all buildings on the land are compliant with the approved building plans which are lodged with the municipality. The use of the property must also be compliant in terms of the municipal zoning and there should be no encroachment over the building lines and boundaries. Should these plans not be compliant, the seller will need to appoint an architect or draughtsman to prepare the plans for lodgement with the municipality at the time of application for the Certificate. All rates and taxes and any other funds pertaining to the property must also be paid up to date.

What is required? The seller must provide an affidavit with an application wherein the owner states that the relevant plans pertaining to the property are in order, accurate and have been filed with the local municipality. If the plans are not in order, then the updated plans drawn up by an architect or draughtsman must be included. In some instances, approved building plans and an occupational certificate may also be required. Any other documents such as Letters of Authority in the event that the property is registered in a trust. The conveyancer must then file an application with the municipality which would include all the relevant information about the property and sale and related documents. There are usually costs associated with the certificate which will need to be paid by the seller. The issue of the certificate can take up to 21-days, but depends on the particular municipality. An important takeout for sellers is that it is best to ensure that all aspects relating to use, zoning are in order and that correct and updated building plans are lodged with the municipality. All property taxes and municipal costs should also be up to date. This will ensure that there are no delays in the transfer. Happy Selling!

Champs host Lulekani boxing legend ■ Joe Dreyer Champs Boxing Academy hosted a group of boxers from Lulekani Boxing Club this past weekend during a clinic aimed at honing the skills of the young boxers in the province. The clinic saw the current Limpopo Junior Welterweight champion, Chris Nyathi wield the sparring gloves as he took some of the boxers through their paces. Former professional boxer and 1 Star Amateur International Boxing Association (AIBA) coach, David Maswanganyi, met with the local fighters and put them through some rigorous training routines aimed at improving their speed, coordination, and stamina. Maswanganyi enjoyed a successful amateur career in the early nineties before he moved into the professional arena in 1999 with his first pro bout against Shane Swanepoel at Brixton Palace in Gauteng – which he won on points. His second fight was won by TKO when he wore out Paul Dlamini in the first round in Siyabuswa Community Hall. Maswanganyi would go onto to win two more fights, one by KO and one by TKO before Barend Meyer knocked him out in the third round of their fight in Riverside Mall, Nelspruit. His final fight was in 2000 against Michael Baloyi at the wrestling club in Polokwane which ended in a draw. An injury forced him into early retirement. “Because of my love for boxing and the benefits this sport has among especially young people in rural communities, I hung up my boxing gloves and donned the coaching pads,” explained Maswanganyi. “Currently in my boxing club in Lulekani I have 15 very promising young fighters and of course, the current Limpopo Junior Welterweight champ. Some of the fighters in my club live quite a distance away from the gym, but they run to practice every day and run back

home afterwards. That is dedication, and that makes me glad.” In his quest to keep improving himself and relate those improvements through to his boxers, Maswanganyi enrolled for the coaching courses offered by the Amateur International Boxing Association and worked his way through the levels to attain his 1 Star accreditation. “Having such a remarkable fighter and experienced coach in our gym, working with me as a coach and my fighters, is truly a massive advantage for our academy and we thank David for taking the time to travel here and spend the day with us,” said coach Gerhard Rossouw, owner of Champs Boxing Academy. “My fighters gained some valuable lessons this weekend, and I have learned some better techniques which I will be incorporating into my own training programmes.” This weekend Champs will travel to Malemulele for a series of championship fights. The club’s two heavyweights, Juan Grobler and Juan-Mari Pretorius will each have a fight lined up for them as well which will make for some exciting boxing. Each of the other 15 local fighters will have their turn in the ring too, except for Ruan Hanaczeck-Kruger “Aqualad” who will be competing at the Swimming Nationals this weekend. Champs Boxing Academy is not just for those wanting to step inside the ring. With the Boxercise training programme that has recently swept across gyms internationally, Rossouw hosts Boxercise classes which are non-competitive from Mondays to Thursdays at the gym at the Tzaneen Showgrounds. Classes are from 05:00-06:00, 06:00-07:00, 10:0011:00 in the mornings, 13:15-

14:15, 15:00-16:00, 17:00-18:00, 18:30-19:30 in the afternoons. Those interested in reaping the cross-training benefits of Boxercise, or those interested in competitive boxing as a sport, should call Gerhard Rossouw on 062 873 7252.

Kotze takes another gold ■ Roelof de Jonge

Wouter Kotze, a player from Tzaneen Squash Club, won the men’s Limpopo squash championship on Sunday, the 20th of March in Polokwane. He celebrated a great final match win of three sets to one over the top seeded Shamier Cassim from Polokwane Squash Club. According to Kotze’s mom, Yvonne, who is also the secretary of Tzaneen Squash Club, he has been active in this sport since he was just 15 months old, but that was due to literally growing up next to the squash courts since his parents have always been keen players. It was thus just a matter of time before Kotze would become interested in the sport his parents love so much. His mom was mostly his mentor and coach during his early years, and he gained experience by playing games against the adult players. At the age of 8-years Kotze played in his first competition when he competed in an u/11 tournament in Gauteng. With the squash genes running through his veins, Kotze was elected for the Limpopo Junior Team at the age of nine. Since then, Kotze has qualified every year for selection to the Limpopo team. Kotze along with his mom Yvonne and fellow Tzaneen Squash Club players Don Westcott and Werner Scheepers all represented Tzaneen’s club in Polokwane for the Limpopo championships. Kotze and mother-secretary both qualified for Limpopo colours. They will be touring to George in the Western Cape for this year’s Inter-Provincial Tournament. For more information about Tzaneen Squash Club and how to become a member, contact Yvonne Kotze at 072 443 6799. Tzaneen Squash Club is a privately run club, but anyone is free to join. The membership is based on an annual paid fee.

Vorster and Steenkamp hoist Champ Trophies ■ Roelof de Jonge

Marnu Jacobs

The BB Motors Tzaneen sponsored Tzaneen Country Club championship was concluded this past weekend, the 19th and 20th of March, and it came as no surprise that local golfing maestro, Luan Steenkamp, once again clinched the title. In the tussle for the A-division crown, Steenkamp continued his love affair with the Tzaneen Country Club course and went on to clinch the A-division championship from defending champion, James Vorster. Still fresh from his recent nine stroke victory in the recent Toshiba round, the Tzaneen Open Championship, Steenkamp added yet another accolade to his trophy cabinet. He claimed the A-division club title with a gross score of 76,71 points from runner-up player, Louis Erasmus, who accumulated a gross total of 72,76. The men’s B-division was won by Jon Hyde with Marnu Jacobs taken the runners-up spot. The C-division title went to Deon Mare with Allan Kenney in second. The women’s division crown this year went to Sumari Vorster. The runner-up was Biebie Warren. Very few female players entered for this year’s club championship and Vorster had not much competition to contend against, making it quite an easy win for her. Jack Stewart was the winner of the Junior A-division competition, and the Junior B-division title went to Reghardt Erasmus. The Junior C-division championship was secured by Reinhardt Geldenhuys.

Reghardt Erasmus Ron Harvey

Jack Stewart Ruben O’Connell

Luan Steenkamp won the A-division, Jon Hyde the B-division, the C-division went to Deon Mare and the women’s club trophy was clinched by Sumari Vorster.

Finally, back in the water ■ Roelof de Jonge

A colder than usual Saturday morning welcomed a decent contingent of open water swimmers to the banks of the Ebenezer dam for the 30th annual Haenertsburg Rotary Club Mile swim. It was two years ago that the last open water swim was held here, due to the lockdown and the 24 months of ridiculousness that followed. What made this year’s event especially special, was the celebration of the event’s 30th anniversary since its inception way back in March of 1992. Through the years it had grown in popularity from just a handful of swimmers, to the nearly 700 competitors and close on 2 000 spectators seen today. The event has since birthed a second, longer race which is determined over 3 000 metres. It was in this event that Bernard Mentz took the gold in the Male Open race in a time of 00:55:30, which was 13 minutes slower than his 00:42:31 time he swam in 2019 where he took second spot just behind Rudolf Naude who won that race in 00:42:12. This year’s second place went to Kuno Venter who finished in 00:59:14 ahead of John Swart in third who finished in 01:02.55. In the Female Open race, it was Linda de Nysschen in 01:01:01 who took gold with Andri Luus second in a time of 01:09:40 and Anri Burger in third in a time of 01:11:16. In the main event, the Ebenezer Mile, it was local heroine Pia Stewart who once again took gold in the Ladies 31+ category in a time of 00:28:19 which was five seconds slower than her 2019 winning time of 00:23:57. Mirroring the 2019 race, Linda de Nysschen finished in second place in 00:30:08 which was also three seconds slower than her previous best of 00:27:06. Trudi Maree took the bronze this year in a time of 00:32:47. Schalk Malan took the gold in the Men 31+ category in a time of 00:25:12 which was enough to beat second placed Kuno Venter who finished in 00:28:23 with Pierre Bassani in third in a time of 00:29:34. In the category for females 14-30 years, it was Adri Ventes who took it in 00:31:15 with Emma Cope in second in a time of 00:31:19 and Gretchen Bekker in third in a time of 00:32:42. Bernard Mentz led the field home in the category for males 14 to 30 years of age. Mentz won in a time of 00:26:02, about three minutes clear of Jason Kok who finished in a time of 00:29:19. In third position with a time of 00:31:05 was Brad Askew.
