Democratic Alliance takes on GTM Council Two ward councillors of the DA in Tzaneen have taken the municipality to task over the complete lack of service delivery. The councillors also want the money paid by rate payers in their wards, to be spent on maintenance and upkeep in those wards before the funds are allocated elsewhere. Page 3

“These people need to think about us, we are everywhere on these corners trying to make a living and the little we are making goes a long way.” These were the words of Jabulani Ubisi who lost an entire two-room shack when over 30 shacks toppled to the ground in a Phalaborwa informal settlement, east of Hi-Q and across Hollywood Bets, last week. The municipality had over the previous week obtained a court order to remove the illegal settlements, however, only destroyed the settlement and did not relocate it. The same people whose shacks were destroyed are now rebuilding those shacks and Ubisi believes the municipality was unfair to single them out, as there are a lot more hawkers across town. Being hopeful, Ubisi and other informal businesspeople have already started to rebuild their business stalls, using some of the damaged materials. Ubisi, a father of three, said that the municipality should build for them stalls to sell their goods from if they do not want them to be selling across Hollywood bets. Yvonne Sithole said that she had no problem moving, however, the municipality should dedicate
A hippo cow with a snare around its mouth was spotted in Phalaborwa several times and the Phalaborwa Natural Heritage Foundation (PNHF) has warned residents to be on the lookout for the hippo roaming around with its calf. PNHF said it had received numerous reports of sightings of the mother and calf duo, and will be deploying a team to dart them soon. The animal is extremely dangerous as the snare around its mouth is prohibiting it from feeding properly. The foundation warned that to date, the hippo and its calf have not caused any damage nor posed a threat to any human or animal lives. It is believed that the hippo originates from the municipal dam and that if left in peace, it will not harm anybody. Eugene Troskie told Bulletin, that these hippos did not escape from anywhere as they have been living in town for a very long time. “They live at the municipal dam and have been living there for quite some time,” he said. “We needed confirmation that there was a snare around her mouth before we could intervene. Hippos are notoriously difficult to immobilize and can easily die during such a procedure. We do not want to risk that unless it is necessary. On Tuesday evening it was confirmed, and we will attempt to dart her as soon as possible.” He said that people need to stop looking for the animals and leave

a place for them to trade from. “They must give us a place because we are starving, and we want to work. Even if they were to allocate us stalls, we will move to the allocated place and try to put something on our tables,” stated Sithole. Ward Councillor Sybrandt de Beer said that he felt the operation was a fruitless expenditure. He expressed that the municipality should have had a truck there to collect the debris, but they did not. “They did not do follow-ups, and that is why even after a court order they failed to execute what they had intended to execute,” stated de Beer. ***Editor’s Comment: an unlawful act remains an unlawful act regardless of the motivation. If you illegally erect a shop on the front lawn of your neighbour, he has the right to remove your shack without having to offer his motivation. I have long said that local municipalities would benefit tremendously from a dedicated

safe zone in the centre of the CBD from where all the informal traders could safely sell their wares to tourists and locals without breaking the law and without having to worry about their income. The area behind the old Selati Mall resembles the Gaza Strip and could be revamped and transformed into a decent open informal traders’ market.

them alone as PNHF together with other stakeholders need to find the hippo and dart it to remove the snare. “Currently people are chasing them away by driving right up to them. The worst thing is the hippo has a snare. So, we need to try and dart that animal and people are causing problems because they are climbing right on top of them and she is going to get agitated because of that snare,” stated Troskie. This is not the first time the foundation has had to intervene with hippos, as last year October, a young hippo bull which patrolled the streets of Phalaborwa for a few weeks was darted and relocated. “The plan was dart, immobilize, and move him to the Olifants river where he would be in an open system where he can go freely into the Kruger, the property of PMC, Klaserie, or even the water board.” Troskie believed that where the hippo was released to is freer and carries more ecological value, so the chances of it returning was very slim as it was moved far away from town into a reserve.
A 39-year-old Mozambican with a South African citizenship was sentenced to 53 years in prison by the ‘Rhino Court’ in Skukuza last week Friday, the 25th of March. The convict, Mike Nyathi, was convicted on 12 counts associated with poaching after he faced 14 charges related to two separate cases of rhino poaching. The poacher was first arrested on the 17th of September 2017 by Rangers in the Kingfisherspruit Section of the Kruger National Park after a limping rhino, which had been shot by the accused and later died from its injuries, was found by Rangers following the spoor of the accused and his accomplice. At that time both Nyathi and his co-accused were found hiding not far from the injured rhino when they were arrested and given bail, but both failed to appear in court and absconded. According to the police Nyathi’s co-accused is still at large. It was two years later, on the 13th of May 2019, that the rangers from Satara noticed tracks of suspected poachers which they followed and found Nyathi again hiding nearby. He was detained and handed over to the South African Police Services for processing. During the police investigations it was found that he was wanted in connection with the 2017 incident and both cases were combined for trial. The court found him guilty on 12 of the 14 charges he was facing and sentenced him to 53 years imprisonment in total, but he is only to serve 23 years as some of the sentences will run concurrently as per the judgement.
New MM for GTM ■ Joe Dreyer The Greater Tzaneen Municipality has finally appointed a new Municipal Manager to replace the man who brought change to the region, Thapelo Matlala. The new appointee will take up office on the 1st of April (today) and will hopefully remain for the duration of his term unlike his predecessor who resigned in September last year following an attempt on his life and the workers’ union SAMWU who clearly had their knives out for him after labelling him “too bossy”. Benjamin Mathabula was acting Municipal manager in the interim before a special council sitting held on Tuesday, the 29 March appointed Donald Mhangwana as the new Municipal Manager. At the time of going to print the GTM had not made any more details regarding his qualifications or background available, but we have sent an official inquiry to their spokesperson.

within their wards. Pohl stated that the ratepayers are fed up with having to fund the municipality and reaping no rewards for it. The DA took a stand on behalf of the municipality’s ratepayers against “We tabled this motion after we sent a list of questions to council the current poor service delivery and overspending in Council on which was supposed to be answered in writing, and received very the 29th of March. The DA demanded that the residents of the vari- vague answers on some questions, while others were ignored comous wards be informed of the goings on within the council, as well as pletely. The absolute lack of service delivery by this municipality is the plans for the reparations to many serious issues within their own unconstitutional and we have had enough. We also note the abuse of overtime in direct contravention of the overtime policy.” Pohl further said that these failures could lead to litigation. “Therefore, we understand that there are different sources of income for the GTM. Residents and ratepayers are entitled to know how their money is spent. All municipalities must do its business in an open and transparent manner. We addressed and motivated this when we rejected the draft Budget.” The DA rejected the draft Budget because according to the February 2022 Monthly Financial report on budget performances, employee salaries exceeded the budget with 8%, overtime exceeded the budget with 89.5%, corporate services exceeded the amount with 296,21%. They therefore requested an answer as to whether encashment of salaries and litigation was included. DA Caucus Leader Rene Pohl. Ward Councillor Chrizelle Dreyer “Engineering Services exceeded the amount with
28.62% and Community Services exceeded the amount with 2.01%. This is a clear indication of where most money is spent. Ratepayers must keep on feeding the municipality and yet huge amounts are spent on overtime, encashment of salaries and litigation. The DA also rejected the Draft IDP. The Executive Committee received a list of 2 017 community issues raised. Resurfacing of the road to the Haenertsburg cemetery is on this list, yet it is not included in the Draft Budget. The Draft IDP and the Draft Budget must link, they do not and therefore the DA rejected both. The DA will continue to serve and represent the community in Council and with the ratepayers and community behind us we will enforce consequent management and continue fighting maladministration, corruption and will not tolerate intimidation or be undermined.” Councillor Dreyer seconded the motion and motivated it by stating that it was unacceptable that basic service delivery came to a grinding halt in all wards within the municipality which the ratepayers have found unacceptable. “We are here to serve the people and this municipality is failing the ratepayers in all wards,” she said. “They [ratepayers] are paying rates and taxes for a reason, but still the money goes elsewhere. Yes, we need to develop the whole of Greater Tzaneen Municipality, but we must maintain the existing structures first. I have a list with me of people who suffered losses due to power surges, and the cause was not load shedding. This list was supplied to me by a single appliance service and repair workshop and on it, there are 31 people who have claimed from their insurance to have their appliances repaired.” In conclusion Dreyer stated that the council is failing the people who put them in power. “We as councillors must remember that without the people, we would not be here. We need to start ensuring they get what they paid for and what they deserve.” ***Editor’s Comment: I asked the GTM spokesperson why Mgama was suspended and the reply was “Mr Mgama Mathye, the Manager for Town Planning has been suspended and is currently going through the disciplinary processes. We are not at liberty to divulge details of his suspension as this might compromise the fairness of the process and unfairly prejudice him. The outcome of the process will be communicated if it’s determined to be at the best interest of the public.” Mgama has been suspended since last year.

The notoriously media-shy Sam Lelope’s contract as head of the Electrical Department came to an end yesterday (31st of March). Lelope has been on leave for the past two weeks. Many residents, particularly the ratepaying public, have breathed a sigh of relief as many put the blame for the near total collapse of the Greater Tzaneen electrical grid, squarely on his shoulders. He was know for avoiding interactions with the public and had on more than one occasion removed himself from the WhatsApp electrical fault reporting groups and blatantly refused to speak to the Bulletin even after numerous attempts to engage him. At the time of going to print Andrew Laubscher was acting in the role of electrical chief until a suitable candidate is appointed. Bulletin has heard from a reliable source that the recruitment process was extended as only three suitable candidates’ resumes were received and a minimum of five is required.
The police in Limpopo shot and killed an unknown man after he allegedly disarmed a police officer and held other police officers hostage at a police station in Jane Furse on Monday this week. This is the second incident in Limpopo in half a year where a police station was held hostage. In November last year police officers at Malamulele were thrown into the back of a police van and the station robbed of guns and ammunition. According to Independent Police Investigative Directorate (IPID), Lizzy Shuping, it is alleged the suspect entered the Jane Furse police station on Monday at 20:00 and grabbed the firearm from the holster of one of the police officers who was busy working at the Community Service Centre. He then held the police officers hostage. Shuping said that the hostage negotiator was called in with members from the police Tactical Response Team (TRT). “The deceased refused to surrender himself following requests from the hostage negotiator. The Tactical Response Team entered the office where upon the deceased fired shots at them, and police members retaliated. The deceased is unknown and was also found to be in possession of nyaope sachets and a syringe.” She said the police opened an inquest docket. Last year, a Malamulele police station was robbed of rifles and ammunition after a group of suspects entered the police station, locked police officers into a van and ransacked the station. The police have arrested 10 suspects in connection with this incident in January this year. Police spokesperson Brig Motlafela Mojapelo said that the men were arrested following an intensive investigation. “Seven men were found in Medingeni village near Ga-Kgapane under Bolobedu policing area outside Tzaneen and the other three were arrested in Dwaarsloop outside Bushbuckridge in Mpumalanga province. This after information was received about these suspects intending to bomb an ATM in Mpumalanga province” The men, according to Mojapelo, have been positively linked to several ATM bombings and armed robberies in Limpopo including the one committed at Capricorn Tollgate along the N1 North.

Phalaborwa: New entrance now complete ■ Billy Sibuyi
Once again, the Palabora Copper mining company (PMC) came to the rescue of the community of a town completely abandoned by the municipality meant to serve them. On Monday, the 28th of March, PMC in the presence of its EXCO members and other stakeholders, handed over the completed roads project to the municipality declaring the road officially open and roadworthy for travel. This was after the road, on the 7th of December 2021, was handed over by PMC and the Ba-Phalaborwa Municipality to Laelo Construction. The scope of rehabilitation started from Kiaat Street and extended up to the R530 junction and 100 meters onto R530. It took Laelo a little over three months to complete the task assigned to them. Potgieter Road rehabilitation is just one of the many projects PMC said to have invested in. According to the municipality, the upgrade of the road will serve the town in multiple ways, including promoting Phalaborwa as a sought- after tourist destination for
its quality infrastructure. “Potgieter Road is the landmark entryway into Phalaborwa Town. I am now pleased that tourists visiting Phalaborwa will have a good first impression of our town,” stated the Ba-Phalaborwa Mayor, Merriam Malatji. In a statement issued by the Palabora Mining Company (PMC) they said that they were committed to giving back to the Ba-Phalaborwa community. They said that through their transformation strategy, they are committed to the development of the Ba- Phalaborwa municipality and the empowerment of local businesses and contractors. ***Editor’s comment: Mayor Malatji evidently has no idea what attracts tourists to Phalaborwa, nor does she appear to have any inkling of the actual state of the rest of the roads in the town she apparently serves. Tourists do not visit Phalaborwa as a destination, they simply travel through the town on their way to the Kruger. Unfortunately, they have to traverse the overgrown sidewalks, the potholed roads and endure the putrid smell of sewerage. One rehabilitated entrance is definitely not going to improve the town’s image.
Steel frames still Massive fish spotted in dam ■ not removed Jeff Jackson
This image was taken yesterday morning, Thursday the 31st of March, from a microlight over the Tzaneen Dam. It paints a beautifully pristine picture of a dam now full after the recent rains, framed by a picturesque sunrise and some fishermen in their boat casting a net. Upon closer inspection however, it reveals another more frightening phenomenon just a few metres to the side of the fishermen. Emerging from the shadows the faint outline of what appears to be a massive tadpole can be decerned. Bulletin has spoken to the department of unnatural conservation who have confirmed that
■ Joe Dreyer On the 13th of October 2021 the Greater Tzaneen Municipality removed the illegal ANC electioneering billboards posted on the side of the bridge over the R71. Bulletin covered the event live and it was said that the whilst the traffic department removed the posters, the heavy steel frames welded onto the bridge railing, would have to be removed by the municipality’s engineering department. It has been more than five months later and still these massive steel structures dangle dangerously over the side of the bridge. We have not been informed how the original erectors of these structures obtained permission to have them installed on the bridge, but we have been told that it is not legal. We sent an inquiry to the GTM spokesperson, Neville Ndlala to find out when exactly the municipality would be removing these frames. At the time of going to print we had received no feedback.
this image likely shows a Beluga Sturgeon which is very uncommon in South African waters. Sturgeon are the largest of the freshwater fish. The beluga sturgeon, usually endemic in Russia is the largest freshwater fish in the world. The white sturgeon is the largest freshwater fish in North America with white sturgeon having been reported to reach lengths of 15-20 feet and weights of nearly one ton. Last week we published a picture sent to us by Craig Jameson from Politsi which showed a strange creature emerging from the depths of the Tzaneen Dam. Mario picks the right chords ■ Joe Dreyer Mario Santa Rita needs very little introduction, but we reckon since he gave us an hour of his time for a chat and a coffee, the least we could do was offer him some exposure. So, the man started his career as a professional and semi-pro musician way back in the 90’s when he jammed on international stages with artists such as Leuba Ramagolo, Steve Kekane and One Fine Day. He toured the international circuit for a number of years as a guitarist and performed in front of large crowds in Botswana, South Africa and has shared the stage with big names in the industry including Prime Circle, Leanie May, Mango Groove, Clint and Company, Matthys Roets, Hugh Masekela, and Elandrè. Tzaneen residents will know him as the talented bass player and vocalist for local rock and contemporary outfit, Framus. Mostly known for his skill on the guitar, Mario’s unique vocals were soon noticed by his fellow artists and it wasn’t long before he added backing vocals to his repertoire. “I love music, but in our country, being a musician is more of a “side-hustle” as the youngsters call it. Well, fortunately for me, I
am now in the advantageous position where I get to make music for a living which means I get to do what I love every day, and we know what they say about loving what you do.” A month ago Mario joined the team at Merensky High School’s distinguished MDDK (music, dance, drama and art academy) where he is the official guitar tutor to young muso’s from the area. “Man, I get excited when I see the level of interest among the youngsters that cross the threshold of the MDDK. Music is not dead and there are some seriously talented kids in our town. It gives me hope when you hear a 16-year-old listening to Queen or the Beatles.” But that’s not all. Mario has just recently upgraded the flatlet on his property in Maritz Street to accommodate his other students who cannot attend his classes at the MDDK. He offers lessons in Bass Guitar, Rhythm Guitar and keyboard and makes a hell of a cup of coffee in between his dad duties. Mario has a few spaces available for anyone interested in learning to play an instrument, or improving their musicianship, and can be contacted on 073 043 6852 via phone call or WhatsApp.

Local Champs faced giants... and won ■ Roelof de Jonge Last Saturday, the 26th of March, 12 local boxers from Champs Boxing Academy fought in a club tournament at Malamulele where they faced some seasoned fighters from across the province. Some Limpopo champions were also on the roster and despite this, and their limited experience, the local fighters still managed to hold their own, and even caused some upsets on the day. It was especially the youngster, Daniel Rossouw, who stepped into the ring for just the second fight of his career, who surprised friend and foe and caused one of the most shocking upsets of the season. Rossouw stepped into the ring against Limpopo’s undefeated middle weight champion, Rasalanavho Mulweri from Unvern Club. The champion had seven fight’s under his belt and sported a record of 7 for naught with six wins by way of knock out. The young rookie from Tzaneen however, stepped up to face the champ blow for bewildering blow to eventually win by 2-1 judges decision. A laaitie from Tzaneen gave the champion his first ever loss in his otherwise spotless career. “It was the toughest few minutes of my life, especially the third and last round. He was taller than me and had a better reach than I, but that did not hinder me too much. I really trained hard which makes this win even more noteworthy,” the young Rossouw said after the fight. “He tried to knock me out a couple of times, but I have a strong jaw like my dad, and I was able to withstand his attacks.” Rossouw’s father and trainer, Gerhard ‘Soutie’ Rossouw, brimmed with pride. The rest of the day’s fights saw his boxers all display sterling performances in what was, for some of them, their very first time in the boxing ring. In the final bout of the day, Tzaneen’s heavy weight boxer Juan Grobler knocked his opponent out in the second round with a beautifully executed combination into the opponents corner. David Radue fought in the category for cadet boys, for boxers 14-years and younger, or feather weight division, fought in his first ever fight. His gutsy performance and resilience won him the bout. Juan Mari Pretorius fought in the women’s heavy weight division, but because there were no heavyweight opponents to match with her, she stepped up and took on the South African Super heavyweight champion. Despite boxing “up” against a much more experienced and much bigger opponent, Pretorius showed heart and narrowly lost with a 2/1 decision. “This means that an unranked, novice boxer stepped into the ring against the champion of a heavier weight division, and one out of the three judges gave the fight to her on points!” said an excited coach Rossouw. “That is a job bloody well done.”
The boxers from Champs Boxing Academy along with their trainers are preparing for the next tournament in April.
The club’s Junior boxers all fought for the first time and did exceptionally well after starting to train only in January this year. “To get this far, we look forward watching these boxers grow further for the upcoming bouts that lay ahead. The performance of the Elite boxers serve as fantastic motivation to inspire the Champs Junior fighters,” Rossouw added. The boxers are already hard at work in preparation for their next round of fights scheduled for the 23rd of April in Nkowankowa.
Champs Elite boxers are Juan Grobler, Juan Mari Pretorius, Daniel Rossouw and David Radue.

National rowers love Tzaneen ■ Roelof de Jonge
The RMB National rowing squad has been preparing for their international competition on the Tzaneen dam for the past two weeks. According to the team’s technical performance manager Grant Dodds, the tropical town of Tzaneen provides an idyllic venue for all forms of training during the summer and winter months. The squad departs for Italy this Saturday (tomorrow) the 2nd of April. They will compete at their first international competition at the Memorial Paolo D’Aloja Regatta in Piediulco, Italy. The event will bring together top international teams during their pre-season preparations and will give an early indicator of the crews’ speeds. The event is two regattas (races) in one, which provides great value to the athletes as they can race four times during the weekend. The Italian Rowing Federation also generously supports visiting nations. “This year the team will be joined by the top provincial junior rowers from the South African Schools Rowing Championships, which we are very excited about,” Dodds said. “Our provincial junior rowers and newly appointed Junior Co-Ordinator and Junior Head Coach, Caitlin Dace, will be taking part in the World Rowing Development Camp which will afford them further opportunities to network, train and learn from rowers from other countries, as well as from World Rowing Development coaches.” The logistics behind the scenes just to get to training camps is quite stag-
gering. The RMB National Squad transports an immense amount of equipment to and from training camps. A total of three trailers with boats, oars, lane ropes and coach boats travel with the team. Each squad member has their own Concept2 RowErg and have a pool of Concept2 BikeErgs which are shared amongst the team, as well as a vast amount of weight plates, Olympic bars, squat racks and so forth. The Senior Team rowers for the Memorial Paolo D’Aloja Regatta are Kirsten Macdonald, Sandro Torrente, Jake Green, Luc Daffarn, James Christopher Baxter Mitchell, Thabelo Masutha and Henry Torr. The u/23 Team going to the MemoriKatherine Williams al Paolo D’Aloja Regatta are Katherine and Courtney Westley. Williams, Courtney Westley’ Christopher Baxter and Damien Bonhage-Koen. The coaches who will be going with the teams are Tiago Loureiro, Andrew Grant and Thato Mokoena. The RMB National Squad will be back in Tzaneen on the 29th of August until the 9th of September but could possibly make an earlier return during July. This is because of the hyacinth problem faced in dams at their home-base Sandro Torrente in Pretoria.
