Exasperatingly, the residents of Phalaborwa were left without power for an entire weekend. This was allegedly because of a cable that blew on Saturday morning, the 16th of April. This, coupled with the heavy rains experienced over the weekend, meant that there was no respite for the already downtrodden residents. Those who could, resorted to generators to keep their fridges running. The power was only restored on Monday, the 18th of April, after a lengthy struggle to deal with fuses and overhead cables that blew in one of the substations. These power outages are far from novel, in fact they have become somewhat the norm. The narrative of the modern day local municipality is filled with acceptance of service delivery failures, decaying infrastructure and inept appointments. In no other way does this become more apparent than by taking a walk through the pothole-filled, overgrown pavement-lined streets of Phalaborwa. It is a municipality governed by a mayor that would turn to corporate entities to maintain her infrastructure rather than seek a workable solution to repair the rot within her own council chambers. It is a municipality which cannot function without the assistance of private organizations.

A member of Let’s Change Phalaborwa, Rodger Ferguson, said that they have expressed their concern to the municipality at the decaying state of the water, electricity, road, and sewerage reticulation infrastructure and their incessant failures resulting in a health and environmental catastrophe and are willing to work with the municipality to help fix the town. “There are a lot of people in the community who have a lot of skills such as engineers, accountants, auditors, and the likes so we can put together an advisory committee to consult the municipality to change Ba-Phalaborwa, but they refuse to answer us. We want to help fix the municipality, and we want the politicians to engage us,” stated Ferguson. Moreover, the community is now sick and tired of the bad, reckless, and dysfunctional governance of the municipality that they have said that they will try to re-engage the mayor and if she refuses, they will look at alternative plans such as seeking to place the municipality under section 139 Administration or take the municipality to court to force them to govern responsibly. “Or we will take over the provision of these services as has happened in Makhanda, Harrismith and Koster to name but three municipalities,” he concluded.

With a visit from the Limpopo MEC for Treasury, Seaparo Sekoati, members of the department of education and that of mineral resource, and local stakeholders together with community members, the Palabora Mining Company (PMC) hosted a ground-breaking event at Mashishimale village last week. The event, which was held on Wednesday, the 13th of April, was for Moshibutjana Primary School. Nozipho Zitha, the transformation superintendent at PMC, detailed how the project started. “The traditional authorities represented by Leolo Community Trust approached the business and requested for a partnership to build a primary school in Mashishimale. We then committed to construct 16 classrooms, an admin block, and an addition-

al Enviro-loo Technology ablution facility which is adopted by the Department of Education,” said Zitha. In her speech Zitha thanked her company’s leadership for adopting and owning up to the commitment of seeing the project through. The senior manager for magnetite mining and processing, Sydney Kopong, explained how Leolo Community Trust had already done a lot of work in collaborating with the Department of Education. He talked about how the project was aimed at assisting the local municipality in providing the infrastructure and resources to promote community development. Kopong also indicated that the school would produce future leaders for the local mines and made an example of a few people that are from Ba-Phalaborwa and Limpopo who are leaders at the mine.

In his keynote address, Seaparo Sekoati, acknowledged that his office was aware of the challenges that the local municipality faced such as the executing of various community projects. He thanked PMC for always lending a helping hand to ensure success and development of the local communities. “Do not burn schools and do not destroy your infrastructure. These buildings are an investment for your children’s future. You will need them in future,” he said to the large gathering of community members. Sekoati added that he was grateful for the employment opportunities that this project was providing for the Ba-Phalaborwa communities. The completion of the Moshibutjana school project is anticipated to be on 30th of October 2022, and the handover to the Department of Education is tentatively targeted for November 2022 in preparation for the 2023 academic year.

Still no clarity on the state of the Deerpark Road ■ Joe Dreyer The dastardly state of the Deerpark Road is a topic that has been highlighted by our publication over the last few years in an effort to gain the attention of the relevant authoritative office bearer and have the matter rectified thus preventing potentially large loss of life. In 2020 we managed to capture the attention of the Limpopo Department of Public Works who, through their sub-contracted partner Roads Agency Limpopo (RAL) stepped in and repaired a sinkhole on the Eiland Road. That sinkhole took close on half a year to repair, and not soon after, has again showed signs of disintegrating. During a parliamentary Q&A with the national media in April of 2021, Transport minister Fikile Mbalula indicated that the funding required to sustain the South African road network through pothole repairs is estimated at R700 to R1,500 per square metre. He added however, that completely removing potholes in the country would be an almost impossible task. “It is difficult to eradicate potholes on the road network as the emergence of new potholes depends entirely on the extent and nature of rainfall in that month or year,” he said. “It is important to note that the road maintenance funding allocated from the national fiscus is not sufficient to maintain the road network in the three spheres of government as there are competing needs to

all sectors.” Mbalula said that most of the country’s provincial road network has reached its design life of 25 years and were never designed for the current increased traffic volumes and traffic configuration, but, added the caveat that his department ensured that roads are properly maintained through the Provincial Road Maintenance Grant (PRMG). The PRMG is ringfenced for the maintenance of the Provincial Strategic Road Network including rehabilitation, strengthening of paved roads, re-gravelling, gravel road blading and blacktop patching. Mbalula said that the PRMG sets aside just over R12 billion per annum to all provinces. The Deerpark Road is roughly 30 kilometres of tarred road which connects with the R71 at two points; Tarentaalrand four-way and the T-Junction just outside Tzaneen town. The usual standard width of a vehicle lane on South African roads is 2.44m. Taking these measurements as accurate and using the R1500 per square metre cost, one could equate that to completely resurface the Deerpark Road would cost taxpayers in the region of R109 800 000. But the residents, mostly farmers along that route are not expecting that. At the very least all they are pleading for (the situation has evolved – or devolved – to such an extent that expecting service delivery has morphed into begging for it)

is for the sedan-sized potholes to be correctly and permanently filled. By the same calculation then, most of the potholes could be filled at the miniscule cost of R1 500 each. Bulletin attempted to contact the spokesperson for the Limpopo Department of Public Works, Joel Sebea for comment on the state of the road and the department’s plans to mend the situation. We failed to reach him on his personal number and will attempt to follow up in the weeks to come. We still do not know which contractor we encountered at the site when we visited Deerpark on Wednesday morning.

“I think they were poaching lions”-tourist ■ Joe Dreyer A couple from Letsitele were traveling through the Kruger National Park from the Shingwedzi Rest Camp towards the Phalaborwa Gate when they spotted what appeared to be a group of men baiting a lioness next to the side of the road. The husband dialled the anti-poaching number displayed on one of the boards along the side of the road, only to reach an engaged tone. His intent was to report the suspicious behaviour of the men to the Park’s authorities. “On Monday afternoon we were leaving the park after a weekend at one of our favourite rest camps. At roughly 25 kilometres from the Phalaborwa Gate I saw something very suspicious. Three men in civilian clothing driving a Toyota Corolla appeared to have thrown something to a lioness which she ate. The animal appeared drowsy and was following the vehicle as they drove slowly ahead.” The man who wishes to remain anonymous said that he was unable to stop and turn his vehicle around as he was towing a trailer and there was not enough space for him to do so, which is why he immediately attempted to report the matter to park authorities. “After trying numerous times to reach the offices of the anti-poaching unit, I left the situation and continued driving. Once at home I continued to try and get hold of anyone who could help. Eventually I was

given a cell number to call and the person on the other side of the line told me that they had issues with their reporting line because they had run out of data. To me, this is unacceptable as it would seem as though there are people poaching lions in the park in broad daylight without fear of prosecution. It doesn’t help that one cannot reach the emergency number to alert the anti-poaching units to at least investigate either.” On Tuesday the man received a message instructing him to send a voicenote to a WhatsApp number detailing exactly what happened. The message read [verbatim] “Thanks, may you please write a short notes, routes name from where to where and attached the picture of the incident, vehicle details and GPS coordinates, or drop pin. Send to the same WhatsApp no!” The man complied and sent a very detailed message explaining the event again. He included the make and colour of the vehicle, the exact location along Road H14 between Shikumbu and Nandzana and the time he attempted to call authorities. At the time of going to print we had not been able to reach a representative of the Kruger National Park or SANParks for comment and the man said that he had not yet

received any feedback on his information he provided. We will follow up on this developing story.

■ Roelof de Jonge Die eerste rugbyspan van die Hoërskool Ben Vorster het gedurende die afgelope paasnaweek, vanaf die 14de tot die 18de April, aan die KES (King Edward School VII) Paas Rugbyfees in Johannesburg deelgeneem. Die 15-tal van Ben Vorster het die eerste dag op ‘n wennoot begin. Hulle het die span van die Hoërskool Centurion met 22-12 geklop. Die span se breier, Reinhard Gerber, was vol lof oor die span se vertoning na die wedstryd. Dit ten spyte dat hul met ‘n half gekweste span die KES Fees aangedurf het vanweë ‘n aantal spelers wie tans op die krukkelys is en nog van hul beserings moet herstel. Dit het egter nie die Swart Buffels gekeer om drie drieë in te ryg nie. Die drieë is deur Jan Dippenaar, Meyer Jacobs en Shaun Matthysen gedruk. Die eerste ligawedstryde van die 2022 wintersport seisoen het verlede week op die velde van Plasieland afgespeel toe Piet Potgieter teen Merensky kom kragte meet het. Die kragtige Bloues was slaggereed vir die besoekers se aanslag en het al hul hokkiewedstryde op die dag gewen. Die O/14- en Eerste hokkiespanne het die besoekers ‘n allemintige hokkieles geleer. Beide hierdie spanne het met 20-0 oorwinnings van die veld gestap. Die O/16-meisies het hul wedstryd met 13-0 gewen. Asof die loesings op die hokkiebane nie genoeg was nie, het die Plasie-spanne hul rugbywedstryde teen Piet Pot geheel en al oorheers om die besoekers as te ware druipstert terug Mokopane toe te stuur. Die Eerstespan het die spiere gebult in hul stryd om met ‘n 50-0 telling te spog. Waldi Haasbroek het in die derde minuut ‘n drie gedruk wat deur Neil van Vuuren verdoel was. Met Haasbroek wat die wal gebreek het, het ‘n vloed van drieë die besoekers se weg gekom wat hul net nie kon stuit nie. Die Plasies se kaptein, Carl Dohse, en die onderkaptein, Johan van den Heever, het elk vir twee drieë gesorg. Ruan Huyseman het ook ‘n drie ge-

druk en die stelskopper, Neil van Vuuren, het ook ’n drie bygevoeg en het verder met drie doelskoppe pale toe geslaag. Reese Coetzee het ook een van die drieë verdoel. Die O/14A-span wen met 55-3 en die O/15A-span oorheers met ‘n wen totaal van 64-0. Die O/16Aspan het seker gedink hulle speel krieket om met ‘n reuse telling van 101-0 te seëvier. Die derdespan wen 58-0 en die tweedespan het met ‘n telling van 17-0 van die veld af gestap. Met beide die plaaslike hoërskole wat die laaste week so goed op die sportvelde vertoon het is dit dalk tyd om die verlede in die verlede te laat en weer vir die plaaslike sportliefhebbers te gee waarvoor hulle vra? Daniel Rossouw

We’ve all heard the adage “walking in my father’s shoes” and for Daniel Rossouw this became literal two weeks ago in a boxing ring, in Malamulele. Rossouw is one of the promising young boxers from Tzaneen-based Champs Boxing Academy under the experienced eyes of coach Gerhard “Soutie” Rossouw – Daniel’s dad. Because the sport is relatively new to “modern” Tzaneen, obtaining gear for fighters is often a bit of a daunting task as there are no local suppliers of boxing gear in the province. It is for this reason that Daniel donned the well-worn boxing boots his father wore more than two decades ago during his own professional boxing career. Bulletin reported on the tournament which saw young Daniel cause one of the biggest upsets of the season when he won his match (his second fight of his career) against the then-undefeated Limpopo middle-weight champion, Rasalanavho Mulweri from the University of Venda Boxing Club. The dust of the old boy’s boots contained within it some magic after all. “These were the exact same Puma boots my dad, mentor and trainer, wore in his last pro-fight in 1999. Since then, they were gathering dust behind the bar where they served as conversation starters,” said Daniel proudly. “I said to my dad since I did not have proper boxing shoes, that I want to use his boots for the fight. So, I took the pair to a local store to get them patched up. Even though it was one of the most difficult fights I had ever en-

dured, it made me tremendously proud to be able to wear my dad’s boxing boots.” The boots, whilst having been sewn up neatly, still had very old soles and halfway through the third round of the bout, the entire sole of the right foot came loose. Still the young Daniel fought on and despite being hampered by faulty footwear managed to stop the champ. “It was like a young Gerhard was stepping into the ring again, like it was back in time. Daniel’s style is quite similar to mine in my boxing days,” Soutie reminisced proudly. “Look, these boots have lots of memories for me. When Daniel came to me and said, he wants to fight in them I said sure, let those boots come to life again, and they did!” Even grandmother Sarah Rossouw is brimming with pride at her grandson’s achievements so far. “I am very proud of Daniel, and he reminds me so much of my son when he was boxing. I will surely be there on Saturday to support him, although it is still quite nerve wrecking to see how much punishment they endure in the ring, it remains as exciting as it did when Gerhard was fighting.” Bulletin has sponsored Daniel a brandnew pair of boxing boots which are scheduled to be delivered this weekend.
