Two TVET college girls who were sleeping in their room on Wednesday morning in Namakgale were burgled by two men wearing face masks and later raped. The Police in Namakgale have since launched a manhunt for the suspects who allegedly broke into the rented rooms in which the TVET College students were sleeping and robbed them at gun point. The students, aged 23 and 27, were reportedly asleep in one room at about 00:30 when they were allegedly awoken by the sound of the burglar-proofed door being breached. According to the police, the two men wearing face masks suddenly gained access to the room and demanded money and cellphones at gun point. After taking a cellphone, the suspects then ordered the victims to accompany them to the nearest bushes where they were assaulted. The suspects demanded more money, and more cellphones before one of the sus-
pects went back to the room to search for and steal more items. Both suspects allegedly raped the 27-yearold victim, tied them both up and fled the scene. The police revealed that the victims managed to untie themselves and upon arrival in their room, found some of the valuables missing. Two cellphones, cash, an iron, an identity document, a Nike sports bag, a red sports bag, a jersey, and blankets were stolen. The Provincial Commissioner of Police in Limpopo, Lieutenant General Thembi Hadebe, has urged community members to assist the police in tracking down the suspects. Cases of housebreaking, house robbery, assault, and rape were opened and police investigations are continuing. Anyone with information that could assist the police in tracing and arresting the suspects is requested to contact Lieutenant Colonel Lilian Mahlathi at 0824691240, police toll-free number 08600 10111 or the nearest police station.
■ Billy Sibuyi The police in Lulekani are investigating an inquest docket following the recovery of a 59-year-old man who was found dead in the bush of Matsheba next to Selwane. It is alleged that on the 11th of May at about 18:20 the police were busy with their official routine when they received information about a man who was found dead in the bush. They then drove to meet with the informant who took them to the scene. According to the police, upon their arrival they found the man naked with just his identity document next to him, but with no visible injuries. An emergency response team was summoned and the man was certified dead. His body was taken to Maphuta Malatjie government mortuary by Forensic Pathologists where an autopsy will be conducted to determine the cause of his death. He was identified as Elias Madlinkosi Mnisi and the police are looking for assistance in finding his family. Anyone with information or who may assist in locating the deceased’s family may contact detective sergeant, Vivian Maake at 082 319 9713 or 015 783 5000.

Bangladesh foreign national, Akter Hosain (36), who is accused of forcing himself onto an unsuspecting 10-year-old girl was remanded in custody to appear again a month from today. This is after his case was first remanded by the Namakgale Magistrate Court on the 9th of May to appear on Tuesday, 17th of May, to allow him ample time to get a Bangladeshi interpreter. An enraged crowd gathered outside the courthouse and demanded that members of the community stop buying from Bangladeshi nationals until the case is resolved. Not only is Akter Hosain appearing on charges related to rape but was also found to have entered into South Africa illegally, in-

creasing the calls by residents that he should not be given any bail because he might abscond. However, his defense attorney, Advocate Mokgalaka, stated that his client was persistent in that he obtained his asylum papers legitimately. Hosain was arrested on the 8th of May after he allegedly raped a 10-year-old in Namakgale when she was sent to purchase something at his spaza shop. The matter has since been postponed to the 20th of June to allow the prosecution time to confirm his documents with the Department of Home Affairs. Political parties such as the ANC, EFF, Cope, and the DA came in numbers to show their support to victims of gender-based violence. This has since led community members to decide that next week Fri-
day, on the 27th of May, they will do a shutdown and march from Namakgale to Chelang gate entrance and back to Namakgale police station to hand over a memorandum of demands. Community activist Edmond Mbetse told Bulletin that the rape case against Hosain just laid bare the truth of what is really going on in the background. “We now learn that this guy entered the country illegally and he then does this to our child. It shows that Home Affairs is not doing their job well, so if they are not going to do their job, we will,” said Mbetse. He further appealed to foreign shop owners to close their shops next week as according to him, criminals might take advantage and attack foreigners whilst posing as community members.

Another Palabora Copper (PMC) miner was electrocuted at one of the sub-stations on the mine on Wednesday morning, the 18th of May. The details surrounding the death of the miner are still sketchy, however, the mine has confirmed that one of their own was electrocuted whilst on duty. Bulletin received information that the National Union of Mineworkers management were called to the mine on Wednesday morning. Upon their arrival they were met with members of the concentrator management, Community Engagement and an Emergency Response team. The union said that they were informed of a fatality which had occurred at approximately 04:00 that morning at the concentrator’s electrical workshop. According to them, the deceased was found unconsciously kneeling next to an electrical panel and was later declared dead. The union said that after the meeting a delegation was dispatched to inform the deceased’s next of kin of his passing. Following the discovery of the deceased electrician the night shift was suspended and the Department of Mineral Resources (DMR) lead an investigation into the unfortunate death. Bulletin has sent an enquiry to the mine and at the time of going to print, we were awaiting their response. This is a developing story, which Bulletin will update accordingly.

A gruesome accident on the infamous R71 just outside Phalaborwa claimed the lives of three people on the 15th of May. The accident occurred near Cast Crete and the Schietoch junction on Sunday. According to the police’s preliminary investigation, a bakkie was driving from Phalaborwa town heading in the direction of Namakgale and the driver apparently lost control of the vehicle and it veered off the road, struck a tree, and overturned. Two passengers were declared dead on the scene and the driver who is a member of the South African National Defense Force (SANDF) sustained serious injuries and was transported to One Mil Hospital in Pretoria where he is recuperating. According to reports, it was later discovered that the vehicle had four occupants, three passengers and a driver, at the time of the accident. A search was later conducted and another body was found. The cause of the accident is still not known as the police investigation is underway. The deceased were identified as Perry Malesa of Makhushane Kanana village, Moses Shai of Tsube village GA-Mashishimale, and Joko Phillip Malatji of Makhushane Kanana village.

Phala crisis because of millions owed ■ Billy Sibuyi
Once again the residents of Phalaborwa were forced to upend their daily routines and join in a march to their municipal buildings in an effort to garner the attention of those officials supposedly appointed to serve them. The Ba-Phalaborwa Municipality was once again without water, and in some areas there had not been any water, or inconsistent water supply, for more than two weeks. This was because the Mopani District Municipality (MDM) had failed to pay their accounts. This in turn left the Phalaborwa residents scrambling for water for almost two weeks as only 20% of the water was being supplied to the residents. It was only after this massive protest action which mirrored the mass march of 2018 (which was over the exact same issue) that Mopani decided to pay a portion of their outstanding account to their water service provider, Lepelle Northern Water. At the time of the 2018 march, Pule Shayi was mayor of Phalaborwa. He was redeployed to take up the position of mayor in the Mopani District Municipality and shockingly replaced with Merriam Malatji. Neither of these two politicians decided to show up and address the protestors. Instead, they sent a delegation led by Maloko Masilo who filled in for Shayi. This delegation faced the consequences of their failure to pay their bulk water supplier in the region of R50 million for the term, as the water board turned off the water supply. As Maloko took to the podium to respond to the memorandum of demands by residents of Phalaborwa, members of the public began to disperse stating that they would not listen to him. It was then that Maloko promised the residents that water would be restored with immediate effect, albeit two weeks later, as the district municipality had made a payment of R12.5 million to the water board. The DA had previously requested the MDM as the water authority, to urgently communicate reasons for defaulting on payments to Phalaborwa residents. In their memorandum of demands and grievances, the community led by Let’s Change Ba-Phalaborwa (LCBP) demanded the immediate restoration of bulk water supply, that all role-players including the Priemer of Limpopo meet and find a way forward on the monies owed to the water board. “We demand an investigation into the Phalaborwa Water Supply Scheme and immediate provincial and national intervention into the scheme. We also demand that the municipality be placed under administration,” stated a LCBP committee member, Andrew Molyonaux. “We demand to see a credible plan, with actions and timelines as to how this sad and sorry state of a municipality and the ills that we face in respect of service delivery will be turned around and we demand to be consulted in this regard,” stated Molyonaux. Maloko promised that the MDM would meet with the members of the town, however, he never stated a date and residents are demanding a response in the next 48 hours or face a possible total shutdown. ***Editor’s Comment: It should be apparent when one looks at the history of this municipality, that political games and cadre deployment over the last decade is at the root of the downfall of a once immaculate town. Purely by observation alone, one can deduce that when the bills were not paid and the residents suffered in 2018, Pule Shayi was in charge. Now, in 2022 when the same situation occurs, Pule Shayi is in charge. It is also clear that a mayor is nothing more than a political talking head wielding very little, if not any power at all and that the deciding factor in any municipality is the Municipal Manager (accounting officer). Given that Phalaborwa still does not have a permanently employed Municipal Manager, a head of communications that refuses to speak to the media, and a mayor that either is unbelievably not aware of the collapse within her municipality or is adopting the ostrich-approach to facing difficult issues, it really is not surprising at all that property values have declined and businesses are moving out of town in search of revenue elsewhere. A complete overhaul of the entire executive council within the BPM is needed to bore out the tumour affecting every rate payer in that municipality. Cancer can be beaten, but only through surgical intervention.

KNP prepares R230 Million for refurbishment ■ Billy Sibuyi The Mpumalanga Tourism and Parks Agency (MTPA) in partnership with SANParks on Wednesday, the 11th of May, captured and relocated five of eleven elephants that were roaming in the Nkomazi region the past two weeks. The elephants had entered South Africa from Swaziland after having moved from Mozambique before they were captured and released in the Shingwedzi Section North of the Kruger National Park. This operation was successfully conducted with the assistance of the SANParks Veterinary Wildlife Services operations team and Ranger Services using the provision of their Fixed Wing and Helicopter for Air Wing Support, game capture trucks, loading ramps, and all the other necessary resources required to ensure a safe and successful game capture operation. “We are grateful for the assistance received from the SANParks management and the KNP Ranger Services. We are delighted that the elephants are safe and have been captured and relocated safely. Our Wildlife Management team will continue to monitor the situation on the ground and look out for the remaining elephants that are believed to be with the breeding herds,” said Mduduzi Vilakazi, Acting CEO of the MTPA. The Managing Executive of the KNP, Gareth Coleman, also commended those who were involved in the difficult and stressful operation. “We urge communities to alert officials when they observe animals outside the protected areas, to stay away from these animals, and to allow conservation authorities the space to carry out their duties unhindered for the safety of both animals and humans,” concluded Coleman. SANParks has also launched a R370 million upgrading and refurbishment infrastructure programme in the Kruger National Park over the next three years. According to SANParks, the funds for the upgrade are predominant-
ly from an Infrastructure Development Programme (IDP) allocated to SANParks by the Department of Forestry, Fisheries and Environment but it also includes payments from insurers, and contributions from the National Department of Tourism. Coleman indicated that the first phase of the programme will provide the important driving force of upgrading infrastructure and improving the visitor experience. He also said that the decline in tourist revenues under Covid-19 has impacted revenue but the need to maintain and upgrade infrastructure was ever-present. “We are currently finalizing contracts and work packages with successful contractors for civil and building works and this should be completed by the end of May 2022. Contractors will move onsite during May and June 2022 and we will start seeing the results of these investments in the second half of this year,” stated Coleman. The tourism facilities prioritized for launch in 2022 include the rebuilding of the burnt down Letaba Shop and Lower Sabie Petrol Station which was also destroyed by fire. It also includes the construction of the Shingwedzi main building roof which was removed due to termite infestation, repair and upgrade of the viewing deck at Skukuza camp, restaurant viewing deck, and handrails at Olifants
camp which were impacted by termites. Funds have also been allocated to the upgrading of selected staff accommodation, the resurfacing of identified tar roads, and the re-gravelling of selected gravel roads as further projects will be launched in 2023. “We will do our utmost to minimize the impact on visitor experiences and request patience and understanding from our clients during the refurbishment period for any inconvenience caused. We would also like to urge visitors to take note of additional signage placed in the affected locations and note the advice from our staff members,” concluded Coleman.

Home away from Roodeplaat home
■ Roelof de Jonge
A total of 23 rowing teams contested this year’s national selection regatta (a regatta is the term used to describe the series of races that comprise a rowing competition) which took place on the 6th and 7th of May in Tzaneen. The regatta was hosted by the Rowing South Africa International Commission lead by Warren Boltler. The regatta was held in Tzaneen due to the ongoing rebuilding of the Alan Francis Rowing Course at Roodeplaat Dam, the home of the RMB National Squad. According to Grant Dodds, the performance manager of the RMB National Squad, the rowers assembled a week before, to prepare and build the course. “This was also a rare opportunity for junior provincial coaches from Gauteng, Western Cape and Eastern Cape to collaborate with senior and U/23 coaches in the buildup. This further reinforced the important foundations which were laid at the RMB National Squad’s coaches conference held in November 2021.” “The week was filled with collaboration, team work, education and ultimately racing. I was encouraged by all of it. Rowing in South Africa is in a good space.” said RMB National Squad Head Coach Tiago Loureiro. A token of appreciation went to Western Cape Rowing and CourierIT for their assistance in getting part of the rowing course up from Cape Town so that four crews could race at once in buoyed lanes down the 2000m course. Tzaneen Search and Rescue provided medical support throughout the regatta. “The selection regatta was an absolute highlight and showed the resilience of all involved from coaches and organizes to athletes. The quality was exceptionally high and it was encouraging to see so many women athletes participating. The depth of the junior hopefuls was particularly encouraging,” said Sean Kerr, President of Rowing South Africa. There were rowers and para-rowers competing for selection to the Junior, U/23 and Senior World Championships as well as the USSAR World Student Games Team who were participating as part of their preparations for the now subsequently delayed World Student Games due to take place in Chengdu, China later this year. Near perfect conditions met the rowers on each day across their three races. The rowers in different boat classes and combinations, raced against the clock which is then compared to the corresponding boat class’s world best time. The Junior and u/23 teams will travel to Varese, Italy in July.

Vossies sal Tuks aanvat
“Dit het my veral beëindruk.
