“I am not shy to say that I am a hero, because I know that the poacher, before he shoots at the rhino, is going to shoot at me first”. These were once the words of the recently slain 49-year-old Timbavati Nature Reserve Head Ranger, Anton Mzimba, who was murdered last week Tuesday, 26th of July. He was gunned down near his home in Thulamahashe, Bushbuckridge. Mzimba was shot several times by suspects who entered his home around 19:00 and asked for water to refill their vehicle’s radiator. The police reported that as a child was busy assisting them, the men abruptly approached Mzimba who at that time was busy in his own vehicle and allegedly shot him several times. When his wife screamed after witnessing the ordeal, she too was shot by the suspects, the police said. She is currently fighting for her life in hospital. The murder stirred anger from across the globe, with many calls being made, even by the Duke of Cambridge, Prince William, for the assailants to be brought to book. The Duke met Mzimba via Zoom a year ago when they learnt about a new device to combat ivory smugglers. In South Africa, a rhino is killed each day, and over the last six months an average of 43 rhino were poached per month, said SANParks in a statement this week. Of the total of 259 rhino that were poached in the country in the first six months of this year alone, 82 rhinos were poached just in the Kruger National Park. According to the Minister of Forestry, Fisheries and the Environment, Barbara Creecy, the number of rhinos poached between January and June 2022 is 10 more than the 249 poached countrywide over the same period last year. “Recent trends in rhino poaching show a move away from the Kruger National Park to private reserves and KwaZulu-Natal where the majority of rhinos have been killed this year. This makes it important for the national government to shift its focus to supporting provincial authorities and private reserves in the war on rhino poaching,” said Creecy. From January to the end of June 2022, poaching statistics show a loss of 210 rhino on state properties and 49 in privately-owned parks. The hardest hit during this period being KwaZulu-Natal which recorded a loss of 133 rhino. This is more than triple the 33-rhino killed in the first six months of 2021. During this time, only 69 people were arrested in connection with rhino poaching and rhino horn trafficking. Of these, 13 alleged poachers were arrested in the Kruger National Park. Creecy said that the demand for rhino horn remained a constant threat to the rhino populations as crime syndicates continued to operate within the borders. Four alleged rhino horn traffickers were also

arrested during the first six months for trying to smuggle 56 pieces of rhino horn out of the country. In one instance, a cooperation between the Hawks, Malaysia and Qatar authorities led to the arrest of another rhino horn trafficker and his haul of rhino horn pieces at Doha Airport in Qatar. This arrest according to Creecy demonstrated the success of country-to-country cooperation to combat wildlife trafficking at an international level. The Hawks have also arrested one suspect and confiscated 29 rhino horn during an operation at a storage and packing facilities in Bedfordview, where the rhino horns are prepared and packed for the illegal markets in Southeast Asia. Two suspects, one an ex-Ezemvelo-KZN Parks ranger, were arrested earlier this month after their vehicle was searched and two fresh rhino horn were seized. One of the accused had previously been arrested for possession of rhino horn in the Kruger National Park. A multi-dimensional team led by the Hawks, with the support of the Kruger National Park, and Stock Theft and Endangered Species in Skukuza was assembled on the 23rd of April and premises in Limpopo and Mpumalanga were searched during the operation. Three suspects were arrested during the operation, which included two Kruger National Park field rangers. One of the rangers was later dismissed during the departmental hearing on the 21st of July 2022. Whilst the other ranger’s departmental hearing is ongoing pending the outcome of the court process. According to Creecy, a total of 51 cases in which 51 people were convicted were finalized, with the heaviest sentence handed down being 34 years imprisonment.

Scammer appears in court again ■ Jeff Jackson A 31-year-old who has terrorized the communities of Hoedspruit, Tzaneen, and Phalaborwa is expected to appear in the Hoedspruit Magistrate’s Court on Monday, the 15th of August, after he was released on bail. Godfrey Rabali who is connected to 10 cases of theft across these three towns, was arrested for allegedly stealing and scamming at least eight shops from both Hoedspruit and Phalaborwa, two schools in Tzaneen, and King Fisher school in Phalaborwa. According to reports, he broke into five different shops in Hoedspruit, with three being at the Hoedspruit Kamogelo Tourism Centre. One of the victims of the theft in Hoedspruit reported the scammer after seeing a social media post from another victim based in Phalaborwa, who was scammed by the same suspect dressed in similar clothes. Reportedly, Rabali’s modus operandi was to masquerade as a school parent after school hours when he entered the schools of Kingfisher Private School and Tzaneen Primary School. When Rabali was arrested last week Friday, 29th of July, before being released the Monday, some of his alleged victims flocked the station in Hoedspruit to identify him, however an official line up to identify and link him to the other cases was never conducted. The Hoedspruit police have however stated that, they were still investigating the case.

A Billion Rand for digitizing records? ■ Joe Dreyer The Limpopo Health Department has hit back against the Democratic Alliance’s claims that they “wasted millions more” in their appointment of a company to digitize their filing systems. This latest project, now labelled as the “Veritas Digital Scandal” has seen the Limpopo Health Department pay more than R516 million to a contractor since its appointment in 2020, for the scanning and archiving of medical records. It is estimated that a further R600 million is still to be paid to Veritas Digital to complete the project in the remaining contract period. Veritas Digital was appointed in March 2020 and is scheduled to conclude its work in 60 months. This means that the Department will be forking out more than R18 million a month for this project. “The contract is only for the scanning, archiving and storing of medical records – a process which should have been completed a long time ago, and at a fraction of the cost,” said the DA’s Limpopo spokesperson for Health, Risham Maharaj. “The DA is in possession of documents that prove these exorbitant amounts. This was obtained after we wrote to the Chairperson of the Portfolio Committee of Health, requesting that the MEC of Health in Limpopo, Phophi Ramathuba, provide all relevant details around the awarding of the contract, and it culminated in the committee conducting a site visit to Veritas Digital.” According to the documents, Veritas Digital has already scanned a total of 487 753 573 pages from 41 facilities in the province which equates to 65% of the work completed for inactive records 35% remaining. For the remainder of the work, the department estimates that R280 million will be needed to complete the scanning of outstanding inactive records and a further R320 million for active medical records. By the end of the contract, the department will have spent R1 billion for this project. “The department utilises about 70% of its budget on compensating employees and leaves very little resources for services. This expenditure on digitising files is unacceptably excessive. Every cent must be used wisely to prevent the province’s ailing health system from collapsing,” Maharaj further said. In his response he accused the DA of seeking sensationalism through unwarranted and unnecessary labelling. “There is nothing about that contract that points towards scandalous,” Shikwambana said. “There has not been any finding from the relevant authorities that there is something untoward about the contract that would make it scandalous, and labelling it as such borders on sensationalism.” According to him, the R600 million is the estimated amount for the remainder of the work, not necessarily the remainder of the contract, as the contract is structured in such a way that the service provider is paid according to work done. Furthermore, Shikwambana said that it made no sense to claim that the work should have been done earlier at a cheaper rate. “What informs that view, because the contractor was only appointed in 2020 for a period of five years? When is this long time ago? On the issue of costs, the tender went through processes which evaluated issues of costs.” Shikwambana justified the costs by pointing to the many billions his department would save by moving to a digitized system. He said that currently the department is facing contingency liability for medico legal of up to R14 billion and filing has been identified as one of the key contributors to this bill. So by solving the filing system, the department believes that it would not only be solving their current storage problems (physical storage of physical files and folders), but it would directly solve the medico legal costs issues. “It must be considered that the big chunk of our files which are congesting our storage space are medical records, and by law you can’t dispose of medical records unless you have digitized them,” Shikwambana explained. “Considering that some of our hospitals and facilities are over 50 years old and they have been filing physically since then, where will we get physical space to store all those files if we don’t digitize and embark on the process of disposing in line with the relevant legislations? Building new storage areas would still run into hundreds of millions of Rands and the prob-

lem will persist, or grow, as new files are created daily.” ***Editor’s Comment: Whenever one receives press statements from the opposition containing serious claims accompanied by promises of investigations, I for one am left with the question of “why”. Why did the DA not propose the digitizing of these files “a long time ago” and start the process of ensuring it was done by a more affordable contractor? Why? Why was a company appointed at a seemingly exorbitant cost, when the opposition was meant to stand as watchdog and prevent it? Was the watchdog sleeping during the procurement process or was the process handled covertly? It appears, to those of us on the outside of the political game, that reacting to the wasting of unnecessary funds is easier than preventing it. No investigation and questioning will stop this, what we need is proactive opposition. We as taxpayers pay for it after all.

Another serious accident on Georges Valley ■ Joe Dreyer A family of four tourists from Belgium was involved in a terrible motor vehicle accident on the infamous Georges Valley Road (R528) this past weekend. According to our source the accident reportedly occurred on Sunday evening, 31st of July, when the family were underway from Tzaneen’s direction towards accommodation they had booked, when the vehicle they were traveling in was hit head-on by a vehicle traveling in the opposite direction from Haenertsburg towards Tzaneen. According to reports the occupants, which included two teenaged children, sustained very serious injuries, and were rushed to Mediclinic Tzaneen where they were treated in theatre. At the time of going to print the family members were all still being treated in hospital but were reportedly stable. This latest accident has highlighted the dangers of this road which is riddled with potholes. And

has been for the cause for concern among the residents of Georges Valley and the surrounding areas for many years. The dastardly condition of this R528 route which is considered as a main artery connecting the Lowveld to Gauteng is blamed mainly on the overloaded trucks traveling this route daily to avoid the weighbridge at Mooketsi. There is no policing by provincial traffic law enforcement to prevent this from happening either. When Bulletin questioned this in 2017, we were told that because of the narrow route, there was no way from stopping trucks entering the route, unless it was done in Polokwane before they entered the Magoebaskloof pass. In 2015 the Georges Valley Association (GVA) wrote a letter of concern to then MEC for Roads and Transport, Jeremiah Ndou, the then acting head of department Mpeleheng Machaba, and the then CEO of SANRAL Zazir Alli, highlighting the urgency of the situation. In their letter, the GVA urged the department

and SANRAL to proactively manage the R528 and prevent further serious accidents and deaths. They listed the ever-increasing potholes, the lack of bush clearing, the lack of law enforcement, the lack of adequate road signs, the complete absence of reflectors (cat’s eyes) as the main reasons for the high number of accidents and deaths annually. There have been too many accidents on the R528 to report on individually in the last few years and attempts to gain access to records and statistics on the number of accidents have proven a near impossible task. The official statistics are held by the Department of Public Works Roads and Transport. Bulletin has in the past attempted to obtain these statistics and have again this week sent an inquiry to their spokesperson, Tidimalo Chaune. At the time of our inquiry, were told that she would send our request to the relevant department for feedback. At the time of going to print we had received none. Following an accident on the R528 in July 2021 we

received statistics from the department for the year 2019 which showed that there were 18 accidents along the R528 road and 91 on the R71 Magoebaskloof route for that year. A total of 17 heavy vehicles, trucks and busses, were involved in these accidents and of these, 11 involved busses. The department did not release the number of deaths or serious injuries because of these accidents. In July 2015 a bus and a bakkie collided in Georges Valley which resulted in 60 injuries and two deaths. The following year, in March of 2016, another bus accident in Georges Valley resulted in the deaths of 10 people. Since then there have been numerous other deaths reported and still the situation has not been tended to. This is a developing story and Bulletin will follow up on the matter as and when the information we requested becomes available. We will also request feedback from the relevant departments on their plan to finally put an end to the nightmare that has become the Georges Valley Road.

Skoonskip vir Rainbow by kaskarresies ■ Roelof de Jonge Heerlike sonskyn tesame met ‘n verskeidenheid van eet- en drinkgoed te koop aangebied het deelnemers Saterdag die 30ste Julie vir vanjaar se NG Kerk Letsitele Kaskar Dag ingewag. Hierdie gewilde geleentheid was soos die tradisie betaam, op die terrein van Laerskool Dr Annecke gehou. Altesame 33 spanne van verskeie kleuter-, laer- en hoërskole het van sovêr as Phalaborwa, Tzaneen en Modjadjiskloof vir hierdie geleentheid ingeskryf. Die eerste wedren vir die laerskole juniorspanne is met ‘n groot gejuig op hul weg om die baan gestuur terwyl ouers en leerkragte die omruilpunte beman het om te verseker dat alles seepglad verloop. Die wedrenspan van Rainbow Combined School het met die louere weggestap. Die span van Laerskool Tzaneen het die tweede meeste rondtes voltooi. In die derdeplek was die span Unity Primary School. Die Geesbeker was aan die span van Laerskool Dr Annecke toegeken. Volgende aan die beurt was die kleuterskole se spanne wat angstig gewag het vir die afsitter om die wedren te begin, maar dalk nie so angstig soos wat hul kleuterskool juffrouens en ouers voorgekom het nie. Volgens Sybrand van Jaarsveld, een van die organiseerders van die Kaskar Dag, word daar nie wenners en verloorders vir hierdie voorskoolse wedren bepaal nie en dit word bloot gehou vir die kinders om te geniet. Hulle is wel met lekkernye agterna bederf vir die geesdrif wat hul aan die dag gelê het. Die hoërskoolspanne het intussen hul kaskarre, wedrenjaers en ‘stootkrag’, want van perdekrag en kilowatt is daar geen sprake hier

op Letsitele nie, reg begin kry vir hul wedren wat verbind word met hoë spoed. Weens die spoed wat die spanne handhaaf kan ‘n ‘ongeluk’ nie uit reken gelaat word nie. Daar was ‘n paar spanne wie se paaie wel gekruis het en teen die bandeversperrings opgeëindig het, maar sonder enige ernstige gevolge. Die span van Rainbow Combined School (RCS) het die foute van hul teenstanders tot hul voordeel benut. Teen die tyd toe die horlosie halt roep om die wedren te beëindig, was dit die RCS-span wat die voorste plek uiteindelik beklee het. Hulle was deur die span van die Hoërskool Ben Vorster gevolg met die nommer 1 span van die Hoërskool Frans du Toit in die derdeplek. Die Geesbeker was aan die gesamentelike span van die Fransies toegeken. Die laaste wedren op die program was vir die senior laerskoolspanne. Nog was dit einde niet vir Rainbow Combined, wie se inskrywing weereens stof in die ander deelnemers se oë geskop het om sodoende nog ‘n klinkende oorwinning te vier. Die span van Laerskool Duiwelskloof het die tweede meeste rondtes gejaag met Laerskool Dr Annecke se nommer 1 span wat die derdeplek beklee het. Die Geesbeker vir die wedren was aan die Antjies se nommer 2 span oorhandig.

Local dancers continue to impress at LADF ■ Joe Dreyer The Dance Place@Ben Vorster competed in the 6th annual Limpopo Amateur Dance Festival 2022 held in Modimolle over this past weekend. There were nine dance schools, from all over Limpopo province, competing at this year’s competition and dancers were entered according to the various dance styles, levels, and age groups. The two judges were Jeandré Venter and Danelle Muller, both well known voices within the dance community. As usual the Dance Place dancers performed exceptionally well and wowed the judges to earn the highest percentile score on the day. In the solo categories young Tegan Baker scored 84.4% and a third place whilst Aldré van Tonder chalked up 79.6% and a fourth place in the Hip Hop 8-9 years Novice category. Karien Smith took second on 92.8% with MJ Perold in fourth place and 85% for the Hip Hop 10-11 years Novice category. Christine Venter on 85.9% and Ané Thiart on 83.6% shared second place in the Modern Jazz 9-10 years Novice solo competition whilst Diné Booyse took first with 90.5% and Karja Kruger took second place on 86% in the Modern Jazz 13-14 years Advanced solo competition. Lincke de Nysschen achieved 94% in the Acro 7 years beginner solo category to take home first place whilst Karli Human took first on 85.7%, and Kaitlyn Schoeman second place on 85.5% in the Acro 12 years Novice solo. The remarkable Zila Kruger scored an impressive 96.2% to claim first place in the 1st place Contemporary 16 – 17 years Advanced solo category with the equally impressive Tyra du Plessis scoring an incredible 84.6% to take home second. Arguably one of the rising stars from the Dance Place stable, Ansuretha Perold once again scored 96% to secure a first place in the Open 13 years Advanced solo competition. Imke Lewis, another impressive talent, delivered a 93% score to claim first place in the Open 9-10 years Amateur solo competition. The young Contemporary dancer, Lara van Veelen scored 96.1% in her Contemporary 8-9 years Novice solo to take first place while Diné

Booyse took second place with a score of 87.3% in the Hip Hop 12-13 years Amateur solo category. The energetic Tyra du Plessis went on to chalk up another great 88% performance in the Hip Hop 16-17 years Amateur solo category to add a first place to her tally for the day. It was the talented young Elrene Knoetze who rounded off the solo performances with a stunning 94.8% to claim another first place for the Dance Place in the Hip Hop 12-13 years Novice solo competition. The girls pulled out all the stops in the Groups competition as well when the combined talents of Ansuretha Perold and Imke Lewis with Burn scored an 89.6% to claim first place in the Open 10-11 years Amateur duo category. Meanwhile, sisters Karja and Zila Kruger with Believer scored a remarkable 90% to take first in the Open 14 years Advanced duo category. Ansuretha Perold, Karja Kruger, Tyra du Plessis and Zila Kruger with a crowd favourite, Jungle Madness scored 91.5% in the Open 14-15 years Advanced Quartet whilst Aldré van Tonder, Ané Thiart, Christine Venter, Maya Vosloo and Tihana Venter chalked up a 95% first place with Al Pacino as Modern Jazz 10 years Novice group. In die O/16-span se kragmeting het hulle teen Hoërskool Randburg te staan gekom. Merensky het hier ook die spiere gebult deur hul besoekers met 40-14 te troef. In die O/14-spanne se kragmeting tussen Merensky en Randburg was dit egter die besoekers wat nouliks met 12-17 as die wenners teruggekeer het. Die O/16-span reis vandag (Vrydag 5 Augustus) na Gauteng waar hulle in die kwarteindstryd teen Pretoria-Noord gaan uitspeel. Die Plasies se eerste- en O/15-spanne gaan op hul tuisfront die volgende dag, Saterdag die 6de Augustus, sake vir hul kwarteindstryde teen die spanne van die Hoërskool Ermelo uitspook.

Buffels se veggees onblusbaar

Die Hoërskool Ben Vorster se rugbyspanne het die afgelope naweek op sy tuisveld in afdeling 1 se Plaatkompetisie van die Noordvaal-ligakampioenskap gespeel. Die wedstryde was Vrydagmiddag die 29ste Julie teen die Hoërskool Nelspruit beslis. Die Buffels se eerstespan, soos dit maar met enige rugbyspan gaan, het heelwat kritiek uitgelok na hul loesing van 21-42 teen die besoekende Nelspruit. Teen halftyd het die besoekers reeds ‘n voorsprong van 7-35 geniet. Sowat drie jaar gelede, net voor die aanvang van die Covid-19 pandemie, het Ben Vorster die golf van sukses vir bykans vyf jaar lank gery, met ‘n rits uitblinker spelers wie die span na roemryke glorie gelei het. Ben Vorster het in hul laaste kragmeting in en teen Nelspruit, op 20 Julie 2019, in die halfeindstryd van die Virsekerbeker Plate-afdeling met ‘n telling van 35-33 gewen. Daardie spelers het intussen aanbeweeg en die huidige spelers het intussen nie veel speeltyd geniet, weens die inperkinge op sport die laaste twee jaar nie. Ben Vorster se breiers rus beslis nie op hul louere nie en daar is verseker ‘n gegons om die Buffels vir aanstaande seisoen, weer terug op die wenpad te kry. Nelspruit opsigself het vanjaar ‘n gedugte, dog geniepsige eenheid wat nie skroom om aanvallende hardlooprugby te speel nie. Dit selfs na een van hul slotte vir vuilspel kort na die begin van die wedstryd met ‘n rooi kaart van die veld gestuur is. Nelspruit het nieteenstaande met 14 spelers steeds die drieë ingeryg met Ben

Vorster se verdediging wat dit gans te maklik vir die besoekers gemaak het om punte aan te teken. Jan Dippenaar, linkerflank van Ben Vorster, het vir die tuisspan se eerste drie gesorg toe hy die bal onderskep het en sierlik oor die doellyn geduik het. Heelagter, Mias Koen, het laat in die tweede helfdte na ‘n losgemaal daarin geslaag om sy weg oor die Nellies se doellyn te beur. Tristan Buglass op losskakel het met een doelskop geslaag en die linkervleuel, Hlulani Mbhalati, het die ander drie gedruk en was deur Joy Ngobeni verdoel. Nelspruit het met hul sege die Buffels uit vanjaar se Noordvaal-kampioenskap geknikker. Die beste vertoning op die dag is deur die O/14 A-span gelewer toe hulle wedstryd met 0-elk gelykop geïndig het. Vanjaar se junior Buffels is volgens die kenners een van die sterkste groepe wat in die laaste paar jaar deur die Vossies se hekke gedraf het. Hul vertoning die afgelope naweek bied hoop vir die toekoms.
