The war over Hans Merensky Hotel and Spa Golf Course and Estate could be close to its end as the new owners won a court interdict on Monday, the 28th of November, which allowed them access into their property.
This is after the former owner, controversial businesswoman, Shamira Rinderknecht, turned to the courts in attempt to prolong the handing over of the hotel to its new owners, Indalo Hotels and Leisure, who are also the owners of the Skukuza Golf Club.
Shamira had on several occassions used the courts to attempt to halt the sale of the hotel which was auctioned a year ago in November 2021, by Vans Auctioneers for R14 million after completion of a liquidation process.
Earlier last week the new owners blocked off the road leading into the hotel, leading some homeowners in the estate believing it to be an attempt by the new owners to prohibit Shamira and her employees access.
“We have to stop at the miniature roadblock on the road leading to the estate’s main gate and produce our details before we are allowed entry. I feel it is a good thing because then the previous owner will eventually fold, something we are all looking forward to,” said a homeowner on the estate who wished to remain anonymous.
Another homeowner, who operates a lodge within the estate, told Bulletin that the constant back and forth has a negative impact on her business.
“I bought a property in here because of its location, but now with the liquidation and selling of the property and not handing over of title deeds, it is crippling my establishment.”

Now the community of Ba-Phalaborwa will have to wait another year for a refurbished hotel which could create jobs for about 200 people, this is of course if the new owners manage to take full control over their facility without any further stalling.

***Editor’s comment: Rinderknecht is also the owner of the dilapidated Letaba Boulevard building in Tzaneen which has been a public health risk and an eyesore for more than a decade despite her continued promises to this newspaper of revamps and rehabilitations. In 2016 Bulletin published her plan for a R50 million revamp of the site which she later said she halted because of bad publicity. In the meantime, we have learnt that Rinderknecht owes a signi cant amount in rates and taxes to the Greater Tzaneen Municipality and that two prominent property developers from Tzaneen have tabled plans to purchase the property and redevelop the site. Our attempts to meet Rinderknecht in person even after telephonic arrangements for a meeting with her at the site have never materialized. Rinderknecht also owns the drug and prostitution infested property next to Kruger Spar in Phalaborwa which was once a bustling restaurant and pool hall known as Ivory Gardens. Her plans to turn that property into a hotel fell apart when she was refused permission after it was established that the building would pose a danger to aircraft landing at the airport positioned in line with the proposed new building. This saga has been ongoing for years and has seen Rinderknecht in and out of court facing charges of contravention of environmental acts and the possibility of prison time or a large ne. The court battle over Hans Merensky has left the homeowners and the Phalaborwa residents frustrated and angered and has not bode well for the local economy which is largely based on tourism given its proximity to the KNP. Why the Ba-Phalaborwa Municipality has not stepped in and forced her to maintain the health risk at Spar, is unclear.
Hoedspruit remains waterless for 40 days Another R40 vehicle accident

It has been over 40 days since the Hoedspruit Air Force base commander told the residents that they were struggling to raise the reservoir levels which meant that the water crisis would reach a critical point.This took place on the 19th and 20th of October with the reservoir levels being at 0% and 5% respectively.
The commander had then said that the austerity measures would continue to the following week which would imply a shutdown of water between 22:00 and 04:00 every evening. He also said that the situation was further affected by the throttling of the water supply at certain times from the Blyde dam water management.
A statement by Mark Lotwis, one of the residents of Hoedspruit, questioned this. “If the reservoir is at 80%, why is the town water supply at 5%? Clearly load shedding alone is not the problem, as electricity to run pumps is on 75% to 92% of the time depending on whether power is off for two, four or six hours per day. Why would the dam management restrict water flow into the town deliberately? Is it because of lack of payment?”
This has prompted others to request the town’s authority to explain how they were planning to address the crisis resulting from low water levels at the reservoir located at the Air Force Base.

to water pumps which is beyond municipal control. However, he said that what most residents wanted to know was what the short-, medium-, and long-term contingency plans to supply water to the town were, and how the major building and road projects in Hoedspruit would be supplied with water for their operations, and how this would impact the supply of drinking water to residents.
The problem in Hoedspruit is rumored to be with the reservoir supplying the base with water as the pipes are said to be too wide, thus allowing more water out, which leads to the water levels decreasing at a more rapid rate than what it flows into the reservoir.
The Mopani District Municipality spokesperson, Odas Ngobeni, told Bulletin that the district municipality has been waiting for the functions of the water treatment works to be handed over to them as it is currently being managed by the Department of Public Works.
“It is the only water treatment works in the entire district that is managed by them and we have been trying to transfer that function to us. The department of public works must hand over the function to us and we have raised this with the deputy minister,” stated Ngobeni. He did however, mention that he would send a team to the site to assess whether the plant was functioning optimally or not, and if it was, they would then look at the issue of how the reticulation system was coping.
Five college youths were injured in a vehicle accident just after 17:00 on Wednesday, the 30th of November, on the R40 road between Hoedspruit and Phalaborwa. The two bakkies which were both travelling from Hoedspruit along the R40 road towards Phalaborwa collided with each other, both on the opposite lane.
One eyewitness told Bulletin that one of the two vehicles was turning right towards the Grietjie Nature Reserve, and the vehicle behind it was overtaking at the same time causing the two cars to collide.
The one bakkie, which was overtaking, was carrying five students, three from Acornhoek and two from Hoedspruit, on the back. Infront sat two occupants, the driver and the passenger, who was holding a toddler belonging to one of the students on the back of the vehicle.
Paramedics who were on the scene said that one person, the mother of the toddler, was critically injured and needed urgent lifesaving intervention and that another patient required significant intervention within two to four hours.
Five other people were classified as walking-wounded, which meant their injuries were not critical, whilst two other occupants refused treatment. Anton Kellerman from the CPF was the first responder to the scene followed by Kaygee EMS who transported three patients to Maphuta Malatji hospital for treatment.
One of the people who was near the scene of the accident told Bulletin that he took the luggage that fell off the one vehicle to a safe location in Lulekani and that the families of the injured people should contact him to make arrangements on his cellphone 062 261 3927.

Stone throwing on R40 ends strike More drownings

“The meeting with the mayor was not what we expected.” These were the words of angry community members who were outsmarted when they were convinced earlier last week to stop their protest in exchange for a meeting with the mayor of Ba-Phalaborwa Municipality, Merriam Malatji.
With the hope of finally having their grievances heard by the highest sitting member of the municipality, the community members who had put a temporary halt to the operations of the R40 quickly removed the barricades they had lined up on the busy road, when they heard of the meeting.
However, they now believed they were outsmarted as the meeting they wanted to have, did not go according to their expectations and thus decided to block both the R71, from Gravelotte, and R40, from Hoedspruit, on Friday, the 25th of November.
People who had to catch airplane flights from Johannesburg that day had to make alternative arrangements, nurses couldn’t get to hospitals, neither could the police members who were in their personal vehicles get through this blockade.
***Editor’s comment: Really? Police vehicles could not get through a blockade on a provincial road? The police? The actual law enforcers were unable to enforce the law and bring to a halt the illegal closure of the road? I digress.
This did not last long though, as they decided to eventually let the police members through, a decision they later came to regret when the police members returned armed, and in state vehicles. This also gave encouragement to the working class who had to get to work on that fateful ‘Black Friday’
morning as they decided to take a stand against the disgruntled community members who had barricaded the roads.
The working-class who outnumbered the protestors, marched forward and started throwing stones at the protestors which resulted in return fire from the opposing protestors. The protestors eventually started a slow retreat and the police decided to shoot rubber bullets at them. Two protestors were apprehended and then released on Monday, the 28th of November on a warning.
The disbanding of the strike action is a kin to an action the disgruntled protestors would have see happen to the Ba-Phalaborwa Community Forum (BCF), whom they believe to be corrupt. The BCF is a non-profit organization which is meant to assist unemployed residents with job opportunities in Phalaborwa through a working relationship with different stakeholders and employers.
Moreover, the Ba-Phalaborwa Concerned Group as the community members now call themselves, say that the protests are far from over as they would stop at nothing until their grievances are dealt with.
One of the members of the BCF, told Bulletin that they were not concerned about the allegations levelled against them, however, were challenging the community to bring concrete proof. “The people doing these things just want to be like us but are going at it the wrong way by causing havoc and not attending the weekly meetings which are held every Thursday.”
The member also explained that in the past they had to suspend one of their members who was being accused of corruption, however, no proof was presented by the accuser, so they had to reinstate the member.
Gift Mitchel, a grade 12 pupil, who was meant to be attending a study session at his school to prepare for the final exams was swept away by the Olifants River waters and his body discovered more than 40km away, last week Saturday, the 26th of November.
Mitchel is one of more than 20 people who have drowned in rivers and dams across Limpopo since October this year alone, and this has raised an alarm to the police.
The Limpopo SAPS Spokesperson, Brig Motlafela Mojapelo, believed that the number of victims were more than the incidents. “Our members of the SAPS Search and Rescue team have had their hands full attending to the numerous calls of drownings in all five districts of the province,” he said.
A 12-year-old boy, Thabiso Madire, from Prakti-
seer in Burgersfort drowned when he reportedly jumped into the Tubatse River last week Wednesday, the 23rd of November and his lifeless body was retrieved by the Search and Rescue team several kilometers from where he had drowned.
Mitchel’s body was found 48 kilometers from where he was reportedly swimming with his friends by the same team which had found the body of Madire. In Venda, the team retrieved a decomposed body without both its hands believed to be that of a missing eleven-year-old girl after matching the clothes she was wearing to a description given to them by her family.
The provincial commissioner of police in Limpopo, Lt Gen Thembi Hadebe, has called on communities to be careful when swimming or crossing rivers and dams. “Our members attached to the Search and Rescue team are currently stretched to the limit as reports of drownings are received almost every day.”

GTM still defends Malatji Diesel price down
It appears nothing will come of the actions by Greater Tzaneen Municipality’s Traffic Manager, Johannes Malatji. This despite Bulletin having discovered that he owned at least one water tanker used to illegally draw water from Tzaneen’s fire hydrants and reselling this water in the rural areas. This also despite Bulletin uncovering that Malatji was declared unfit for work and had allegedly not been reporting for duty since the onset of Covid-19 but still earns his full salary. This also despite further allegations that he runs a business of hiring out VIP toilets to the department of education.
We sent an inquiry to both the director of communications and the spokesperson of the GTM, Neville Ndlala and Vutivi Makhubele, on the 9th of November following a meeting held at the council chambers where a resolution was passed forcing all water tanker operators to only draw water from one hydrant, and to apply for a permit.
In that inquiry we wanted to know whether Malatji attended the meeting, whether he would be granted a permit and whether any disciplinary actions would be taken against him considering his failure to declare his involvement in the lucrative water reselling industry.
According to the Department of Public Service and Administration and in terms of Regulation 18 of the Public Service Regulations,
2016, all senior management service (SMS) members are required to disclose their financial interests to their relevant head of department not later than the 30th of April of each year. It is required of SMS and other categories to disclose their interests so that heads of departments, the Public Service Commission (PSC) and DPSA will be able to detect and manage conflicts of interest at an early stage.
Regulation 19 requires of Public Service employees to disclose, among others, shares, loan accounts or any other form of equity in a registered private or public company and other corporate entities recognised by law, and to declare income-generating assets, trusts, remunerated work outside the employee’s employment in her or his department, consultancies and retainerships as well as a description (make and model), registration number, purchase price and even outstanding amount of any vehicles he or she owns.
However, according to the municipality, what Malatji did was not illegal. In their response they said that “it is not illegal to sell water, not declaring interest is not illegal. The idea behind the declaration of interest is to prevent conflict of interest, not to punish employees.”
We asked the GTM if they did not consider it to be a conflict of interest for a senior manager at the very department tasked with policing the water tankers, to not only own water tankers and earn money from illegally draw-
ing water, but to just not declare this interest.
“Conflict of interest only applies when an employee is doing business with government, and in this case it is not conflict of interest because he is not doing business with GTM,” Makhubele replied.
Does this mean that Malatji was illegally drawing water considering he was not working for the government (in other words government did not grant him permission to draw water).
“Please refer to my statement, I never said that he is illegally drawing water because I don’t have that evidence, I said it was illegal for “water tankers” to do so,” came the response.
This statement raises a few questions, which we have not yet received clarity on at the time of going to print. One of those questions is simple; if a manager at the GTM owns a water tanker which has been drawing water from hydrants, and water tankers are not legally allowed to draw water from the hydrants, does this exonerate the manager from any wrongdoing and disciplinary action?
Or will the municipality simply “make” the manager’s actions legal so as to safeguard his fast approaching pension? If the Greater Tzaneen Municipality does issue Malatji with a permit to allow him to legally draw water from their hydrants, this would mean a conflict of interest as he would then be doing business with government. We will continue to closely monitor the situation.
According to the month-end data from the Central Energy Fund (CEF), it showed continued price drops in global oil. A stronger Rand is more likely to translate to an even bigger drop in diesel prices next week, while the petrol price hikes are expected to be much lower.
Diesel prices are expected to come down by around R1.55 a litre, while petrol prices are expected to increase by 30 cents per litre, rather than the R1.00 projected at the middle of October. The prices for illuminating paraffin have also reversed, from an expected hike in December, to a drop of almost 50 cents per litre.
The fuel price adjustments for December will take effect from Wednesday, the 7th of December, with an announcement on the official changes expected from the Department of Mineral Resources and Energy any time soon. This turn in fortunes for motorists is mainly due to much lower oil prices.
After a sharp rise this year in energy prices, the Brent crude oil price has dropped over November, from US$98 a barrel to US$83 a barrel earlier this week, on concerns over a slowing global demand. This in effect has reduced the petrol price increase that was building up for December.
Rising energy costs has been one of the biggest contributors to high levels of inflation in South Africa and around the world. Prices shot up due to the ongoing war between Russia and Ukraine, which also impacted international food prices.
While headline inflation in South Africa is still likely to end the year at a still-elevated level of 6.8%, oil prices could fall further. This is due to the slowdown in China, which has already weakened prices, amid renewed concerns about the severity of the likely global recession.
This could, however, spur oil-producing nations and cartels into action, putting a risk on prices for January. Aside from oil, the projected fuel price changes for December are also being supported by a stronger Rand, which strengthened to under R17 to the dollar again this week.

Kommissaris sê hy het ‘n skoothondjie waarvoor hy baie lief is, maar hy kan ongelukkig nie op die hondjie se skoot sit nie. Toe sê Weyers; “So van honde gepraat. Die storie dat honde kan praat is natuurlik die grootste klomp bog onder die son. So, as enige hond vir jou sê dat honde wel kan praat, lieg hy.”
“My buurman het ‘n waghond. Uitstekende waghond.........enige vreemde geluid, dan wag hy dat iemand hom wakker maak om te blaf.”
Terwyl ons sit en gesels om die vuur by Dawid se huis, wat nie ‘n voorstander van honde is nie, kom druk sy worshondjie kort-kort sy neus in ons sake. Dawid verdra maar, want dis sy ma se hondjie. Weyers streel die hondjie af en toe, want dit is mev Dawid se hondjie en Kommissaris kan nie op die hondjie se skoot sit nie.
“Het julle in die nuus gelees van die ou wat ‘n Amerikaanse Pitbull met ‘n Chinese Poodle gekruis het?”
“Wat?”, vra ek ewe belangstellend.
“Ja, sê Weyers, dis naar maar dis waar. Hierdie kruisings wat die mens beproef gaan nog lelike dinge tot gevolg hê. Weet julle wat was die kruising?”
Almal se oë is vol verwagting op Weyers gevestig. Toe kom dit.

“Ja nee”, sug Kommissaris, hier is ‘n lelike kop besig om sy ding uit te steek.”, weerspreek hy hom.
Toe is die ‘worsie’ weer tussen ons en Dawid merk op: “Die een voordeel van ‘n worshondjie is dat meer as een kind hom gelyktydig kan streel.”
Waarop Kommissaris byvoeg: “Die vinnigste honde ter wêreld kom in Siberië voor, want die bome is so vêr van mekaar af.”
In daardie stadium was almal se glase leeg en ek sê toe: “So van bome gepraat. Gee julle glase dan doen ek die hervulling.”
Die blydskap en dankbaarheid was ooglopend want selfs die worshondjie het sy stert gewaai. Op pad na die vulstasie maak Dawid se sienswyse my boos, en maak vir my sin, want ek trap toe op die plek waar ‘worsie’ ‘n aap staan gemaak het.
In die huis gekom merk ek hoe ‘worsie’ heerlik
op mamma Dawid se skoot lê. Onbewus van my ‘voete’ wat ruik. Wonder ek toe waarom daar gepraat word van ‘n hond as ‘n man se beste vriend, aangesien hulle nie kan terugpraat nie.

The Greater Tzaneen Municipality (GTM) Mayoral Agri Golf Fundraising Tournament was held at the Tzaneen Country Club on Friday the 25th of November with over 90 players entering the competition, including GTM mayor Gerson Molapisane.
“I certainly enjoyed the day and appreciate the excellent attendance of players who came to compete in the Agri Golf Day. We would also like to thank all our sponsors which contributed to the success of this event. Regarding my play for the day, I have enjoyed it very much although I would like to spend more time to hone my skills,” remarked Molapisane after the fact.
This individual Stableford competition saw Bruce Mogg with a tally of 40 taking top prize with Willem Reed, also on 40 points on a count out, taking the second place. In third place with a score of 39 was Pieter Tooley.
There were also a number of prizes up for grabs for players who recorded the longest drive and for being closest to the pin. Holes 6 and 13 were earmarked for the closest to the pin prizes and the fairways for holes 5 and 10 were the ones selected for players to show their skills.
Makoti was the player who landed clos-
est to the pin on the 6th hole and Leon Lombard took the prize for being closest to the pin for the 13th.
The longest drive down the 5th was recorded by Shadrack Molangane and Mpho Makena was the player who won the longest drive prize for the 10th hole.
There was a grand prize of R50 000 up for grabs for the player who managed a hole in one for the par-3 18th hole. Once again there were no players who could manage to bag the cash prize. The proceeds of the fundraising gained just under a 100 thousand Rand which will be utilise to support 20 emerging farmers, with amongst other seeds to help them get their ventures started, according to GTM’s communications department.

The Judokas of Tzaneen’s Jukado Judo Club reaped the rewards of their hard work and dedication throughout the year on Saturday the 20th of November. Several senior students from this club finally passed their green belt grading under the watchful eyes of their instructor, Ivan Steyn. These students are Ken de Lange, Isabel Steyn, Dorothy de Lange and Luke Scates.
On Wednesday the 23rd of November the Judokas along with their parents attended the club’s annual awards ceremony. One of the most sought after awards for any of Sensai Steyn’s students is the prestigious James Frank Steyn Cup.
This year this cup was awarded to Ken de Lange. The James Frank Steyn 1976 Grading Cup, so named after the founder of the Jukado Judo Club, is awarded to the student who proved the best progress in his or her grading.

That was if the other front runners in the title chase were not able to finish both of the last two rounds. Joubert and van Heerden took some valuable points though, and kept their championship hopes alive with a strong third place finish.
Especially with the championship leaders, Chris Coertse and Greg Godrich in their Mazda 2, having to throw in the oil rag on Friday’s penultimate round, and without scoring any points. This gave rivals Joubert and van Heerden an outside chance to still contend for the overall crown.
On Saturday’s final round and stage of the rally, Coertse and Godrich kept their noses clean whilst the other teams fell by the wayside in an event that had quite a high attrition rate amongst the competitors.
The Mazda 2 blitzed through the stage not to only win the rally in a last gasp effort, but also clinched the 2023 SA Rally championship in style.
Joubert and van Heerden were one of the teams that suffered damage in their last stage. They had to retire after the Yaris succumbed to a cracked oil sump, but nevertheless finished third overall in the championship standings.

Interesting fact, aside from Coertse and Godrich adding their names to an illustrious list of legendary South African rally drivers and navigators, they also marked the first ever rally championship win for Mazda. Whether it is unique to South Africa is still to be established.
