“Changing traffic laws relating to drunk driving is meaningless and will be ineffective if the current laws that regulate alcohol and driving are not properly implemented and enforced first.” This is the view of the Automobile Association (AA) following the announcement on Tuesday evening the 25th of August by the Transport Minister, Fikile Mbalula, on the proposed changes to the legal Blood Alcohol Concentration (BAC) limit for drivers to be reduced to zero percent. Drinking and driving can be more effectively combated by reducing the allowable alcohol limits for drivers, and that the courts should impose tougher sentences on offenders. The current enforcement of drunk drivers will not stop those who regularly exceed the limits because there are simply no consequences for their actions. The AA says a zero BAC limit is not going to change this behaviour. Although South Africa’s current Blood Alcohol Concentration (BAC) limit of 0.05% is not out of line with world standards, the crisis on South Africa’s roads demands a tougher approach. The AA proposed that the 0.05% limit be reduced to 0.02% which is in place in many countries. The proposed move to reduce the legal limit to zero does not take into consideration the fact that some medications such as cough syrups may contain alcohol. In these cases, drivers may find themselves with criminal records for taking one dose of this medication when it will have no material effect on their driving ability. Reducing the blood alcohol limit to zero will not solve the problem of road deaths in South Africa if it is not supported by a thorough, scientific diagnosis of the problem of drunk driving with proper statistics which back such a move. Behavioural change is needed to solve this problem and that requires proper enforcement of existing laws, and more intensive education of the dangers of drunk driving, both of which do not currently occur. The current analyses of drunk driving in South Africa are fragmented and disparate, with no conclusive

is being done to deal with this problem. Road safety requires a total approach which deals with vehicle safety, pedestrian safety, and more education on road safety. The organization stands by its support of the wide-ranging proposals by the Traffic Law Enforcement Review Committee last year to improve traffic law enforcement in the country. It says implementing these recommendations and not focusing on one element of road safety such as drunk driving is needed to deal more effectively with the country’s annual road fatalities which it says amount to a national disaster every year. There are practical, workable plans on the table to improve traffic law enforcement which were compiled by experts and traffic officers themselves. Yet there are those who seem intent on focusing on one aspect of road safety, drunk driving, as a solution to end road fatalities. “It is, in effect, putting a band aid on a gaping wound with the hope that it will stop the flow of blood. It won’t,” the AA concluded.

findings besides those which call for greater research on the matter, a move which the AA supports. It is unacceptable to have a situation where the government is guessing to what extent alcohol is a contributor of road deaths with no actual plan to deal with the road safety crisis in South Africa as a whole other than to amend the law. This approach amounts to dealing with the issue of drunk driving without first addressing the issue of current enforcement and lack of education. The AA’s view on people who drink and drive will not alter their behaviour because there are no consequences so they’re willing to take that gamble of being caught. Ensuring proper law enforcement should be the first step before amending laws. If law enforcement doesn’t change how it operates now, how will changing the law make a difference? The AA said apart from these concerns, the overall safety of roads in South Africa should enjoy priority before amendments such as these are made. Pedestrian safety remains a huge concern, but little
sale in the area as all of their furniture sets were stolen the night before. According to the post, the suspects who stole the patio dining sets allegedly knew where the cameras were as they smashed them before stealing the dining sets. The criminals did not take into account the power of social media or the closeness of the broader Phalaborwa community. With the help of social media platforms, including Facebook and WhatsApp the post was shared more than 150 times, which led to the recovery of some of the furniture, on Wednesday the 26th of August. The furniture was spotted by a community member in Namakgale who recognized the tables and chairs as the same ones from the post and alerted local SAPS detectives. The Co-owner of the restaurant, Leon Schmidt, said although the furniture was recovered, they were nevertheless missing a full dining set which
comprises of four chairs and a table. According to the police, the stolen furniture which they recovered could have formed part of a combined R200 000 loot confiscated through the arrest of nine criminals on Tuesday in the Phalaborwa policing precinct. According to police reports the suspects were arrested at different locations during a special crime intelligence driven operation that was conducted by detectives following a spate of burglaries in the area. Items such as a vacuum cleaner, hosepipes, compressor, dishwasher, lawn mower, laptop, spotlight, air conditioners, and four-plate electric stoves were confiscated by the police. The suspects who were aged between 35 and 57 will be profiled to link them with other crimes committed in the area or elsewhere and will soon appear in the Phalaborwa Magistrate’s Court for Possession of suspected stolen properties as investigations are ongoing.

Two rhinos in two nights ■ Billy Sibuyi In what appears to have been the work of a poaching syndicate operating among game farms in the area around Phalaborwa, two rhino were killed on two separate occasions in the Selwane area just outside of town this past week. The police in Lulekani said that they were on the hunt for the poachers who shot and killed two on the 24th and 25th of August respectively. According to the provincial police spokesperson, Brig Motlafela Mojapelo, the farm workers were patrolling the area on the 24th of August around 15:00 when they came across a rhino carcass with its horn still attached. “It seems the poachers were disturbed and as a result, they failed to remove the horns from this animal,” stated Mojapelo. The following day the police were called to the same farm once more. Upon their arrival they discovered another carcass, but this time the horns had been removed. Mojapelo said that the suspects in both incidents are not known to the police, but that a “manhunt” was underway. At the time of going to print, the whereabouts of the first rhino and its horn were not divulged. In response to the two poaching incidents, Limpopo’s department of Economic Development, En-
vironment and Tourism (LEDET) spokesperson, Zaid Kalla, condemned the brutal killings. He also said that the department has qualified rangers in all provincial reserves as environmental management inspectors and that surveillance was being conducted in and around nature reserves. (**Editor’s comment: despite this, poachers still managed to strike one farm twice in two days and kill two animals. Seems that the security system needs to be relooked?) Kalla also mentioned that the department was looking into installing high tech cameras in all provincial nature reserves. “We do admit that poaching attracts negative sentiments to tourists and clients within the province. Nadat hy sy diploma in narkose verwerf het, het hy voltyds sy passie vir narkose uitgeleef en gereeld nuwe kursusse voltooi om nuwe tegnieke en tegnologie te leer wat hom die bekwame
narkotiseerder gemaak het waarvoor hy vir altyd onthou sal word. Guide killed by elephant Tributes have poured in for a safari field guide who died after being attacked by an elephant in a private game reserve near Hoedspruit. The brutal incident took place at Thornybush River Lodge, adjacent to Kruger National Park last week Tuesday. According to reports, 27-year-old field guide, Sheldon Hooper, and his colleague were doing a routine fence patrol when a female elephant which had managed to get through the electric fence attacked him. The elephant was allegedly a part of a herd of eight others, including six adolescents and two other female elephants. According to reports by other publications, Hooper could have got too close to a six-month old calf. The reserve’s CEO, Trevor Jordan said that the elephant tusked Hooper on the knee and just above his heart and left two big holes which were bleeding profusely. According to further reports the other colleague ran to get assistance and within 20 minutes Hooper succumbed to the wounds. The matriarch cow is said to have attacked Hooper from the back and rammed both its tusks through him, only after he managed to run about a few meters. Sheldon a qualified first aider, had only been at the lodge for 18 months and was said to have known elephants very well. After the attack Jordan consulted wildlife experts
and when they found the elephant it showed no signs of aggression and it was deciding that it will not be euthanized. Thornybush posted a statement on their Facebook last week stating: “As a guest or a friend of Sheldon’s, you would have had the pleasure of experiencing his incredible kindness, infectious smile and love of the bush. His repertoire of knock-knock jokes couldn’t help but make you chuckle, no matter how you were feeling, and the adaptation of his signature fist-bump or high-five greeting, to a foot bump during Covid-19, would have been seen all over Waterside Lodge, which is where he was stationed.” “His keen eye behind the camera was also noted early on, as was his willingness to share his knowledge with guests of all ages, as well as his team members. Sheldon was also a gifted writer, contributing to our Thornybush blog. Sheldon’s life was a celebration of his passions and he is sorely missed by all,” said Thornybush. Tributes poured in from guests who had the pleasure of being with Hooper in the bush, friends, and colleagues. Carryn Malan wrote: “We were privileged to be the last family Sheldon guided in Thornybush. He really was an incredible and knowledgeable young man. He has touched the lives of myself and my husband as well as our three boys especially my eldest. Sheldon, in the space of seven days, you shared so much with us and will forever have a place in our hearts. RIP.” Natasha Zapata wrote: “So very saddened to hear this. May he travel well on his next great adventure. Sending all those who loved him healing heart energy. I never met him but went on my very safaris at Thornybush. Madeleine Redelinghys wrote: As you’ve written, his corny jokes, great stories, pranks, passion for the bush and keen eye behind the camera were all apparent even after a brief encounter. Die Roux gesin het hul bestaan in Tzaneen gemaak deur staalwerk en die vervaardiging van tuinornamente op hul plaas buite Lushof wat hul aan kliente in die stede verskaf het. Die egpaartjie het dus elke naweek die afleweringstog stad toe en terug gemaak. Die tante met die stomp bril en skerp geheue was ‘n besonderse spesiale persoon in my lewe. Daar het nie een oggend verby gegaan sonder ‘n boodskap van haar af nie. Ons het saam oor die toekoms van ons land en ons mensdom bespiegel en gereeld boekresensies met mekaar gedeel. Ons het ‘n ooreenkoms gehad, ek en my gunstelling tante. Daardie ooreenkoms sal ek eer, want sy sal my bly herhinner.

“Frontliners” supported by their peers ■ Roelof de Jonge Shortly after the start of the level 5 lockdown, Tzaneen resident Ann Botes initiated a support group along with neighbours residing in Roger Mills Street. Botes and her neighbours showed their support to the frontline workers who were on duty amidst the Covid-19 pandemic by praying for them, applauding them, and yielding placards indicating their unrivalled support of these, mostly unsung, heroes. “The idea for this movement was born out of a televised report I saw of people in Cape Town showing their support for the health care workers. My daughter, Nicola Abrahams, who resides in London, sent me footage of groups in the UK who gathered to throw their support behind the frontline workers”. Because of the Level 5 regulations prohibiting movement and the nationwide curfew, the group first started gathering at the front entrances of their homes wielding placards with encouraging messages. Botes was quite surprised how quickly this initiative of goodwill amongst the neighbours esca-
lated from just two people to a rather impressive group within the neighbourhood. As the lockdown levels decreased, people were permitted to move around more freely and this saw the support group grow even bigger with persons and religious leaders from all around town joining in the initiative. “It is so encouraging to see so many people joining in this initiative. I actually met neighbours living down our street who I did not even know existed, which is a surprising add-on of this support group.” As soon as Level 3 was announced, the support group along with various pastors
from different churches in the area and a couple of learners from the King’s Court Christian School from Modjadjiskloof gathered at a deserted spot in the parking area of Tzaneen Mediclinic. Armoured with facemasks and maintaining social distance protocols to keep the Covid-19 virus at bay, the support group walked by the windows of the hospitals wards yielding their frontline workers support placards. The group gathered afterwards to pray together to further show their gratitude towards all the health care workers in Tzaneen. Botes said the group was invited by Tzaneen Mediclinic. LET’S TALK REAL ESTATE As a consumer there are different entities protecting you, the consumer from reckless business dealers. Same goes for when you are buying a property. The Real estate industry is governed by a Regulatory body called, The Estate Agency Affairs Board (EAAB). In order to legally earn commissions, every Real estate agency or Real estate agent, by Law should be registered with the EAAB. The function of the EAAB is to protect the consumer against unscrupulous agents who are not qualified, nor hold a valid Fidelity Fund Certificate. The Estate Agency Affairs Board (EAAB) was established in 1976 in terms of the Estate Agency Affairs Act,
112 of 1976 (“the Act”), with the mandate to regulate the estate agency profession by ensuring that all persons carrying out the activities of an estate agent, as a service to the public, are registered with the EAAB. A fidelity fund certificate, which is renewable yearly, is issued upon receipt of the yearly renewal fee as well as the completion of the CPD learning points. As Real Estate agents, we are obliged to constantly inform ourselves with the ever changing laws and regulations within the property sector. To do so an agent should earn yearly CPD (Continues Professional Development) points through the EAAB. This is done by means of various courses offered by the EEAB to the agent. To operate a legal real estate company, the principal/Owner, should have a Level 5 qualification in real estate. This is the minimum requirement for a member running an agency. Without this qualification, No member is allowed to trade nor hold a trust account. All active agents must be registered under the company holding the FFC but also should hold their own individual FFC’s.

How does this affect the client? Should a client occur a financial loss due to misconduct by an estate agent, that client will be able to put in a claim for compensation at the EAAB. Jaguar ready to pounce with new F-TYPE ■

The new Jaguar F-TYPE has arrived in South Africa with an even more dramatic design, improved dynamics, and increased focus on driver engagement. Since the introduction of the F-TYPE at the 2012 Paris International Motor Show this two-seater sports car have become an instant classic. The F-TYPE was Jaguar’s first two-seater sports car in 50 years since the famous E-Type. About every motoring journalist and avid sports cars enthusiasts has a wish list of cars they dream to own. The F-TYPE would certainly appear on my wish list too. Since its introduction, it was a desirable car to own. Through the years Jaguar have managed to improve the appearance and performance of the F-TYPE which makes it even more desirable to own. The successor to the E-Type gained critical acclaim since its launch in 2012 by winning the World Car of the Year Award. Its inhe -rent desirability was
proven by the fact that 75 percent of the F-TYPE Convertible owners were new to the Jaguar brand. The new F-TYPE is available as a Convertible or a Coupé. The new clamshell bonnet flow down to the grille that retains the proportions of the original F-TYPE but is slightly wider and deeper with a new hexagonal mesh pattern. The fender vents now feature on Ja -guar’s leaping feline motif. The bumpers at the front and back have been updated to offer greater differentiation across the model range, from the F-TYPE R-Dynamic model to the range-topping F-TYPE R. The F-TYPE’s driver-focused interior has been refined with subtle details with emphasis on luxury and sportiness. The cockpit now features a 12.3-inch High Definition TFT instrument display with reconfigurable graphics. Drivers have a choice of display themes, including a full-screen navigation map, but in true sports car fashion the default mode is set to a large central rev-counter. Quality materials such as Windsor leather, Engine Spin metallics
and satin-finish Noble Chrome adds to the luxury associated with Jaguar. These are complemented by
monogram stitch patterns, repeated in the door trims, and Jaguar Leaper or R motifs embossed in the headrests. There are three engine options available for the South African market, starting with the 221kW and 400Nm Ingenium two-litre fourcy -linder P300. This four-pot Jaguar is by no means sluggish with a 0-100km/h acceleration in just 5.7 seconds and a top speed of 250km/h. The supercharged three-litre V6 P380 with 280kW of power and 460Nm torque, can accelerate from 0-100km/h in a mere 4.9 seconds

and can propel the F-TYPE to a top speed of 275km/h. The V6 is offered with a choice of rear- and all-wheel drive and enjoy the benefits from a mechanical limited-slip differential. Available throughout the first year of production is a special First Edition version of the P380 all-wheel drive exclusively. Insect Science Mountain Bike (MTB) rider Keagan Bontekoning had his first taste of racing since lockdown three weekends ago at the @pursuitchallenge that was held at Buffelsdrift near Pretoria. “It was just so great to be on the starting line for the first time since the lockdown started in March. This challenge consisted of an 84km time trial. The route was very challenging. Despite not having raced for months, I felt incredibly good from the start”, said Bontekoning. “The first 30 kilometres was technical and consisted a lot of climbing. I tried to manage my effort to finish strong and I was on route to post a competitive time.” Bad luck struck Bontekoning about 18 kilometres from the finish line when he damaged the sidewall of his tyre on the rear wheel. He had to retire from the race as a result. “I can take many positives from this race, knowing that my form is good, which is reassuring going forward. I am really looking forward to the next race.” The Pursuit Challenge is a series of timed challenges throughout the world. The organisers of this MTB race (time trial) set a date for each course that challengers can take part in. Each challenge can vary from a two-day event up to a 10-day event across the globe. The challengers can decide when they want to compete and how many times they would like to race. The rules are simple to follow whilst making the racing environment interesting and safe . Self-timing is essential, although a panel of judges will be at hand to verify the route and timing afterwards. This will be uploaded onto a leader board where participants can compete for prize money and lucky draw prizes.
the love ■ Roelof de Jonge For Mandela Day last month, the pupils of Stanford Lake College worked in their respective tutor groups to plan small acts of kindness and community service projects. The Head of the Afrikaans Department, Lucas Ludick, and his tutor group decided to organise a clothing drive for those less fortunate. The response to this by the school’s community was overwhelming. Parents and pupils were incredibly generous with their donations and the items collected were enough to fill the loading bay of a bakkie. On Wednesday last week, Ludick and Shirley Jack delivered the donated items to the St Paul’s United Church in Haenertsburg, where they were received by Reverend Jonathan Meintjes. The items will be handed out to communities in the local area alongside the Church’s Covid-19 Relief Initiative that delivers food parcels to those in need. Each household will receive an assortment of clothing items. Stanford Lake College would like to extend a warm thank you to each and every learner and parent who contributed to this drive.

In this regard the community from Modjadjiskloof really supported us well and they still do.” Bulletin spoke to Ruan Vorster, chairperson of the Phoenix Cricket Club, who explained the club’s affiliation with the Duiwelskloof Cricket Club. “We are members of the Duiwelskloof Sport Council which is an independent community entity and not related to the municipality. This council oversees the sport facilities in Modjadjiskloof.” Vorster said the agreement with the sport council is that Phoenix Cricket Club’s management is responsible for maintenance of the cricket facilities. “We have such great plans to improve our facilities, but don’t have the funding to implement such ideas. The current economic climate majorly caused by the Covid-19 pandemic has further placed a hold on any plans to improve the cricket facilities.” Vorster said that the club, with the support from its sponsors, maintains the cricket facilities out of their own budget. In regard with their relationship with the Limpopo Impala Cricket Union (LICU), Vorster said they have a good relationship. They have a development agreement with LICU to allow Nkowankowa Cricket Club to play its matches at the Duiwelskloof’s facility. “We actually have our annual meeting for clubs with LIC in Polokwane this weekend and we are looking forward to building on our good standing with the union. In my opinion the cricket union does an amazing job for our club in regard with the little finances that is allocated to them through Cricket South Africa (CSA).” On Saturday evening from 18:00 until only 20:00 because of the 22:00 lock down curfew, the Long Room will be hosting The Shades live show.
