Council extends marijuana ban, future is open By Jay Seidel La Habra Journal

The La Habra City Council voted to extend the moratorium on marijuana operations for its final year. However, the members directed city staff to look into the benefits of lifting the ban on some licenses and allowing some cannabis businesses to operate within the city limits. The moratorium, which was set to expire in November, was extended for its final year. While the decision to extend the ban was unanimous, Councilman Tom Beamish expressed his interest in finding out positives and negatives of allowing permits for testing, distribution and manufacturing to be conducted within the city limits. Councilman Michael Blazey and Mayor Pro-Tem Tim Shaw expressed that it was worth exploring the benefits of allowing the testing and distribution permits. While all council members pointed out their reservations on allowing retail shops to be allowed in the city, Beamish added he'd like to weigh the options of allowing medicinal dispensaries in the city. Currently, Santa Ana is the only city in Orange County that permits medical dispensaries. Costa Mesa voted to allow testing, distribution, processing and manufacturing, but no retail of marijuana. Voters in La Habra voted to approve medicinal marijuana in 1996 by a 52-to 48-percent margin. Voters in La Habra approved recreational marijuana last year by 43 votes. The council directed city staff to come back with a report in 60-90 days with information about permitting the specified operations. At that time, the Council can act to approve the permits while prohibiting sales. Recreational use of marijuana by adults will become permissible in California January 1, 2018.

LH Art Gallery opens new exhibit with local artists

An Arts Charity Exhibit organized by Alan Liang, Art Director of ArtStudio123 of La Habra Heights will open Friday, October 6 at the La Habra Art Association Art Gallery, 151 W. La Habra Boulevard. The exhibit will feature the art works of Tony Meng and Lingyu Chen, students of ArtStudio123 and are pursuing higher art education. All proceeds from the exhibit will be donated to the La Habra City School District for the promotion of arts education program in the schools. The La Habra Art Association has been in existence since 1955 and has been promoting arts and serving the La Habra Community by providing free/low-cost art classes, workshops, and exhibits.

LH Woman's Club looks to provide coats to children

The La Habra Woman's Club is launching Operation Warm that will help provide coats for children. The campaign is to provide brand-

new colorful coats to children who might not be able to buy new coats this winter. Their mission is to "give a child a gift that will keep them warm and help boost their self-esteem all winter." For every $20, the LH Woman's Club will be able to provide a brand new coat to a child in La Habra. For more information you can go to: give.operationwarm.org.

Residents and businesses can sponsor a customized engraved paver to celebrate a family, honor a loved one, remember a special occasion, or highlight a business or organization. There are two options when ordering a paver: 12 x 12 inch paver for $300 and an 8 x 8 inch paver for $200. Let's make a better future for all of us

Willets J. Hole was a prom i n e nt f i g u re i n L a Habr a’s e ar ly development, and was responsible for many of the early land sales in the La Habra Valley. Hole arrived in Southern California from Indiana in December of 1893 looking to take advantage of the many opportunities in property investment. He qu i ck ly e s t abl i s h e d himself in Whittier as a successful businessman before setting his sights on the neighboring La Habra Valley lands. Hole purchased a 100 acre tract in the La Habra Valley north of Whittier Blvd. between present day Citrus and Walnut Streets. Hole had his acreage set to citrus and began seeking reliable sources of water. He began construction on his ranch in 1895. The $10,000 Hole mansion was completed in September 1896. Due to its distinctive style and el e g ant f u r n ish i ng s , t he Hol e house was a landmark within La Habra and a hub of Southern California social activity. In 1897, Hole was named resident agent of the Stearns Ranchos Company. After this appointment he became permanently based in Los Angeles and he established an office in Fullerton where he continued to add to his extensive land holdings in Orange County. In 1899, Hole purchased all the unsold portions of R ancho L a Habra and sold parcels directly to settlers. Land values increased sharply during this period because of the completion of the East Whit-

tier water lines in 1902 and the presence of reliable water supplies in the valley. In 1906, Hole became general manager of Stearns Rancho Company, and he continued to purchase and subdivide large tracts of land throughout Southern California including Brea, Riverside County, and Balboa Bay. Hole and his family never resumed residenc y in L a Habra. The Hole house was sold to Judge A.L. Roach for $60,000 in 1902, but Hole resumed ownership in 1904 when Roach could not make payments. The ranch was sold once again in 1910 to John Scott for $150,000. While Hole no longer called La Habra his home, he would still visit La Habra where according to Esther Cramer he was often credited to be the “father” of the La Habra community. pened, but also give him some hope for the future. I struggle because I am looking for the exact same answer to help me understand and to give me hope too. I look into his face and think what would I have wanted to hear at that age. What explanation would I want? There's no easy definition, nor are there any magic words that will make it as if it never happened. However, we can use and connect with other "magic" words as we move forward. Those words are love, compassion and understanding. We need more of each of those as we look to continue to build a peaceful life for our children and our future generations. We don't want to leave them with a world built on evil, hate and intolerance. The shooting in Las Vegas is another reminder that we need to draw closer to each other. We need to close the gaps that divide us. We need to be more gracious, more friendly and more neighborly. There's a passage in the Bible that says "Hatred stirs up conflict, but love covers over all wrongs." Life is too precious and too short to fill it with anger and hate. Let's keep this concept of a Caring Community and strengthen it with our actions. Let's start growing and building a better future.

I write this a day after the largest mass shooting in American history. The tragedy in Las Vegas reminded us how important life is and how we need to just appreciate each other and love each other a little more. The shooting follows devastating hurricanes that hit Houston, Florida and Puerto Rico. Where again we saw how valuable life is and how we need to come together as human to help other humans. It also followed divisive national discussion on kneeling, patriotism and racial inequalities. Lately, we have had a lot of anger in our country. Political and racial tensions are high. A perceived "usagainst-them" mentality (no matter who you see as "us" and "them") permeates this country. This needs to stop. We need to rely on each other and be there for one another as Americans. We don't need any more hate or anger. The events in Las Vegas reminded us of that. I look at my children, the oldest just became a teenager, and I wonder what the world will be for them. I struggle as I tell my youngest about what happened when he comes in while I'm watching the news and asks "did someone get shot in Las Vegas?" I look at the innocence of his face and try to find an answer that softens the harsh realities of this evil event. I look for something to say to him that will explain what hap-

Sacred Scriptures use the idea of wilderness in a number of ways. It can represent a desolate place. It can convey a wasteland. It can be a place where if you enter you’ll never get out. Often times the idea of wilderness can represent those times in a person’s life when a situation is devastating and there’s no end in sight. The life situation feels like the person is entering a wilderness with all of its negative characteristics. But we are Southern Californians. I offer a replacement for the concept of wilderness. The replacement is the brush fire. A brush fire can start from a spark and grow to incredible size in a very short time. When a brush fire starts it is out of control. If there happens to be a Santa Ana wind condition at the time the fire ignites, not only will it be out of control but it can quickly become devastating for the surrounding area. It can explode with flame and heat. A brush fire is a more useful idea than wilderness for describing challenging times that can arise in a person’s life. A brush fire does not exist on its own. There are very quickly firefighters, helicopters and fixed-wing aircraft to address the potential devastation. In fact, usually, brushfires are extinguished before they can do major damage. Today we can be thankful for the firefighters in our lives. Those are the friends, relatives, or even acquaintances who serve as firefighters when a brushfire ignites in our life. We might be taken by surprise. We might fear devastation in our life. We may feel that the brushfire in our life is out of control. But there are those around us who reassure us that there is help and support around us. If you’ve encountered a brushfire in your life, you know what I mean. Remember to be thankful for the firefighters in your life. And remember, sometime you can help someone else with the brushfire in their life as well. Daddy/Daughter Luau Dance Planned The Community Services Department’s Daddy/Daughter Dance will return in October, this year with a luau theme. Red Ribbon Week “Your future is key, so stay drug free” is the theme for this year’s Red Ribbon Week, hosted by the City of La Habra. On Saturday, October 14th, the La Habra Police Department will open its doors to the public for its annual Open House. From 10:00 a.m. to 2:00 p.m., area residents are invited to sign up for tours of the station, visit with officers and interact with other police personnel. A variety of displays and special K-9 and motorcycle demonstrations that everyone should enjoy are scheduled throughout the day’s event. Gourmet Guys Fundraiser The Children’s Museum at La Habra will host its annual Gourmet Guys Raise “Bread” for Kids fundraiser at the La Habra Community Center, 101 W. LH Rotary honors local hard-working student leaders By Jane Williams La Habra Journal

The school year has begun and La Habra Rotary resumes celebrating the accomplishments of outstanding students at the three La Habra high schools. The celebration always begins with the three high schools' Associated Student Body presidents. Fabian Lopez is La Habra High School's ASB leader. As such he spent much of his summer at the school planning what to do this school year so every student in the school would know there is a place that is a home for every one at the school. In elementary school he began playing the violin with the Los Angeles Youth Orchestra. While at Imperial Middle School he performed at the Walt Disney Concert Hall with Gustavo Dudamel conducting. At La Habra High School he joined Future Farmers of America and made $50 raising chickens. He was recognized by the Fullerton Joint Union High School District's Board for outstanding service as Sophomore Class President and was named Most Dedicated and MVP in ASB. He went on to be elected Junior

Class President, and put lessons learned in MBA to break all records for Prom ticket sales. Once again the school board recognized him at the district meeting for outstanding service. He volunteers at Our Lady of Guadalupe Church as a Leading In Faith Together Team Leader. He guided and interacted with Chinese Foreign Exchange students visiting La Habra for 3 years during the summers. He plans to apply to Los Angeles Film School to study the business side of the entertainment industry. He plans to apply to Loyola Marymount University to major in Theology. His future career would include working at Universal Pictures. Sonora Principal Adam Bailey introduced Skylar Christie as the "Voice of Sonora" as she, and some other students, read the morning announcements. Carrying a 4.09, Christie hopes to study criminology at UC Irvine. She is one of the stalwarts of Sonora's Best Buds group, which pairs special education students with those in the typical curriculum. She also has helped with organizing the annual food drive every year. The senior is also in her second year as captain of the Cheer Squad.

Evanne Subia leads Whittier Christian's student body. She sees herself as an elected official who partners with student leaders to insure that the needs, wants, and opinions of students are upheld. Last year she was the liaison between her junior class and the ASB Cabinet. She played volleyball as a freshman and sophomore before concentrating on swimming. For two years in a row, she was named MVP and Scholar Athlete. In swimming she shines at the 50 yard freestyle individual race and the 200 relay in the same stroke, qualifying for Olympic League and CIF Finals in both events.

Subia solicits donations from vendors to provide music for terminally ill pediatric patients at Children's Hospital of LA and also volunteers at benefits. She also helps out at the Interfaith Food Center. She is applying for Early Decision acceptance at Barnard College which is part of New York City's Columbia University. Subia seems to be determined to go east as she is also applying atTufts, NYU, Brown, Georgetown and American University. She wants to study international relations with an emphasis on human rights.

Community comes out to love LH By Jared Hardy La Habra Journal

Hundreds of citizens of La Habra and neighboring cities united and gave their Saturday morning to care for their community in the 3rd annual “Love La Habra” event, on Sept. 23. The event is made possible through a partnership between the city and non-profit or faith-based organizations. The event this year was once again organized primarily by La Habra Police Chief Jerry Price and Kurt Fuller, lead pastor of The Warehouse Foursquare Church in La Habra. “The city knows what the needs of the city are, but don't necessarily have the people resources, and the faith based organizations have the people resources but don't know where the needs are,” Price explained. For the event, volunteers were given tasks around the city. Some of the projects included touching up paint at local schools, fixing up and landscaping Ernie Gonzales/La Habra Journal

around a house for a resident, planting flowers in public properties, and doing maintenance on the La Habra Children's Museum. “In speaking with the community, we learn about different things that are going on,” said David DeLeon, recreation manager for La Habra, “Either its building on an existing project or finding someone who is in need of some service, and we decide whether or not it fits the model.” De Leon explained that the city continues to work to reach out to the community. “We have so many platforms that we work with to learn about potential projects," he added. One family participating in the event was the LaCountes. Kevin LaCountes, the father, and his three energetic kids, Joshua, Hannah, and Sarah were on hand to help out. “It's just about coming together to make the community a nicer place,” Kevin LaCountes said. The LaCounte family was tasked with making holiday cards for the elderly and those in the military and designing holiday place mats for the

elderly as well. Hannah, 8, who also worked on making cards said “It was exciting for me. It felt special.” Another volunteer, Brandon Rivers,16, was attending with Boy Scout Troop 871 to help with projects. “It's a big help for the community, even for the young generation, we're interested in the future. All these people are willing to help out and serve their community,” Brandon said. He currently attends Sonora High School, and some of the projects were being done to help out his school. The volunteers were served breakfast in the morning and lunch, catered by Chick-Fil-A, when they returned at noon. La Habra City Councilmembers were present to spend time with the community they serve as well. When asked about her thoughts on the event, Mayor Rose Espinoza stated, “It's good to have a caring community like La Habra, because the government can't do it all by itself. It needs its people.”

Local high school seniors, families explore college

The changing landscape of college can make for a big obstacle for graduating high school students, occasionally being an obstacle so big that some opt to avoid college altogether. Students have so many questions and concerns that their parents can't answer because of how much college admissions processes change between years. However, the non-profit organization Advance! On to College aims to change that by providing resources and answers to both parents and students who are concerned about the process of enrolling and paying for college. Advance! held its informational workshop called “La Habra Goes to College” at the La Habra Community Center last weekend. The event had colleges that work with “Advance!” at booths, handing out information about their schools. Organizers and counselors held a question and answer session and some demonstrations were presented to involve the students in giving them an idea of what college was like. One of the demonstrations involved having student volunteers line up in order with signs displaying only a GPA from lowest to highest.

On the back of the signs were traits of an imaginary student who had done certain activities in high school that would influence their position in line to a highly competitive college. As the speaker named off activities, students with the high GPA signs started moving downward, and those with average GPA moved upwards, showing how much more influence other credentials have over just what grades a student obtains. Two students and brothers, Jose and Oscar Alcala, were eager to state how “Advance!” helped them with their college dreams. Jose, 19, is also a volunteer worker with the “Advance!” program. He was helped by the organization when he was graduating. “Parents and students come with a lot of questions that I had myself, so I guide them, give them everything they need in order to apply for college,”he explained. “I saw my brother's path, he kind of waited last minute. So I'm trying to get ahead of him and going to start now by going to Advance!,” Oscar, 17, added. Tyrkon Lawson, who has been a teacher for 17 years, shared how helpful Advance! has been with his family. “A lot of times A-G requirements change, financial aid qualifications change, and it helps to just stay up to date and have a place we can go to get

help,” he said. His daughter, Trinity, was at the event prepearing for her step into college. “I've been worried about college since middle school, it's been a scary subject to me," the 17-year-old senior explained. She added that Advance! has helped comfort her as she starts the application process for college. Advance! on to College was founded in 2002 by retired La Habra High School teacher Fred Lentz and a former student. “We found that so many young people, especially kids from Spanish speaking homes who didn't have access to college counseling or didn't know how to start," Lentz explained. "A lot of them have this self image problem that they're not college material or their grades aren't good enough. Those are not good excuses. We'll do whatever we can do to get you

into college.” In the initial year of the program, “Advance!” helped 51 students fill out college applications and FAFSA forms, last year they helped 757 students fill out those forms. To date, Advance! has helped about 3,600 students fill out the forms or get the help they need to achieve their dreams of attending college. Despite being founded in and focused on La Habra, “Advance!” welcomes students from many neighboring cities as well. “Advance!” has its main office located on 501 S. Idaho St., Suite 230. They are open Tuesday-Thursday from 3:30-7:30 p.m. and are able to offer free services and guidance to students and parents wondering about college. LHPD deploys nasal spray to prevent opioid overdoses

The latest tool for La Habra PD officers comes in a smallish blue-andyellow pouch. Inside the pouch is a nasal spray that could mean the difference between life and death for someone in the throes of an opioid overdose, whose signs include deep snoring, shallow or slow breathing (less than eight breaths per minute), not breathing at all, pale and moist skin, and no response to verbal or touch stimulation. Joining a growing number of O.C. law enforcement agencies in a program first launched locally by the Orange County Sheriff ’s Department in October 2016, the La Habra PD this summer is training all its officers so they can safely administer Naloxone

on calls where it is deemed appropriate and emergency medical personnel have yet to arrive. Naloxone, which only works with opioids, blocks and reverses their effects. The medication, sold under brand names including Narcan, takes between one and three minutes to kick in, and lasts 30 to 90 minutes. It is not possible to overdose on it. Opioids include heroin, methadone, morphine, opium, codeine, fentanyl, oxycodone and hydrocodone. On a recent Friday evening, Sgt. Rob Diehl, who was one of two instructors tasked with educating agency personnel how to dispense Naloxone and familiarizing them with the LHPD’s policies and procedures regarding the medication, gave a Power Point demonstration. “We’ve all seen (opioid overdoses),

we know what we’re looking for, and this is a very simple tool for us to use,” Diehl told the officers assembled in the briefing room. Afterward, each officer took a quiz to ensure he had been adequately trained. An officer has no legal obligation to administer Naloxone, but those that do are protected from civil and criminal liability if they “act with reasonable care” and “in good faith.” The concept of law enforcement personnel dispensing medication is not new on the East Coast, where many police officers and deputies are cross-trained as paramedics — and hence can dispense medication. But the use of Narcan nasal spray now is spreading to the West Coast. LHPD purchased 16 Naloxone kits (each $75 kit contains two doses, gloves and a mask) that are kept in a secured room at the station and checked out by patrol officers when they start their shift. This quantity in-

sures that there are more than enough kits to cover the maximum eight to 10 LHPD officers who work each patrol shift. The officers don’t keep the kits in their cars 24/7 because the medication is sensitive to extreme heat or cold. Lt. Mel Ruiz, who oversees the LHPD’s Naloxone program, said the entire point is to save lives. Training for all officers who have contact with the public began in July and finished in August. As of Aug. 4, no LHPD officer had administered the nasal spray to a subject. But with opioid misuse seen as a growing epidemic across the country, Ruiz believes it may not be long before an LHPD officer has to do so. LHPD asks that anyone who witnesses a person experiencing an overdose, immediately dial 911. California law provides protection from prosecution of drug possession for persons reporting drug-related overdoses.

Viking fast offense runs through tough Heralds

Marina's ground game proved too much for Whittier Christian Friday as the Heralds lost 54-21 in a non-leage game at Whittier College. Whittier Christian's Quinn Commans continued to show why he is one of the county's leading passers by racking up another 367 yards in the air for three Herald touchdowns.

Noah Sanchez and Ryan Romero continued to be Commans' favorite targets. Sanchez had nine receptions for 159 yards and a touchdown. Romero had 12 receptions for 162 yards and two of Whittier Christian's touchdowns. The Heralds (3-3) have a bye this Friday before they open up Olympic League play on Oct. 13, as they host Heritage Christian.

Lady Raiders sweep La Habra to take Freeway League lead By Jay Seidel La Habra Journal

Seniors Katelyn Popoff and Aija Mines helped lead the Lady Raiders volleyball team to a hard-fought sweep (2520, 28-26, 25-23) over the crosstown rival Highlanders last week. Popoff had 15 kills and Mines had 12 kills for Sonora. Junior Arianna Gonzalez came up big on defense for the Lady Raiders with 11 blocks and five service aces. La Habra battled back to a series of sideouts and pushing the Raiders in the second

game. La Habra's Taylor Richter had a match-high 16 kills. Hannah Alvarado lead the Lady Highlanders with 40 digs. Carly Richter added 17 digs. The win moves the Lady Raiders (18-2, 3-0) into the first-place spot in the Freeway League. The Lady Highlanders (13-9, 2-1) hold on to the second spot. Sonora is on the road for the next four matches against Sunny Hills, Troy, Fullerton and La Habra again. La Habra hosts Buena Park and travels to Fullerton this week.
