Lowell District looks to adjust board

The Lowell Joint School District is moving forward to change from an “at-large” method of election to a “by-trustee area” method of election. At the January 16 board meeting there will be another opportunity for the public to weigh-in on their thoughts regarding the legally compliant district maps. A representative from National Demographics Corporation, who was hired to create the map options based on regional demographics, will be in attendance to answer any questions. The public is encouraged to provide input to the Board of Trustees as they consider the various options. The change was initiated after the board received a demand letter from Malibu law firm of Shenkman & Hughes.

Last Summer, Lowell Joint School District (and many other public agencies) received a letter from the law firm claiming the school district is violating the California Voting Rights Act (Elec. Code Section 14025-14032) because Trustees are elected at-large rather than by trustee areas. The California Voting Rights Act (CVRA) went into effect on January 1, 2003, and was enacted to prevent the use of an at-large election method where such method impairs the ability of minority voters to either elect a candidate of their choosing or otherwise influence the outcome of elections. An “at-large method of election” under the CVRA is a system where voters of the entire jurisdiction elect the members to the Board of Trustees. Lowell Joint School District has utilized an “atlarge method of election” since 1972. Shenkman has spent the past few

years suing or threatening to sue various California cities councils and public school boards demanding that they change to district elections. In interviews, Shenkman said the effort is to better ensure greater representation for voters. Since receiving the demand letter, the LJSD Board of trustees decided to comply with the demand rather than fight it. Most public entities who fought the demand letter lost and had to pay millions of dollars in costs. Each month since September, the LJSD Board of Trustees has held public hearings regarding moving from an “at-large election” to a “By-Trustee Area election.” September the board went over the summar y of the California Voting Rights Act. In October the criteria was adopted to guide the establishment of trustee areas. See BOARD Page 5

In a split decision Monday night, the La Habra City Council directed city staff to draft a new ordinance that would allow for the development of distribution centers for cannabis. The draft proposal would allow for two permits for distribution businesses that would distribute cannabis products to dispensaries in other cities. “We are entering a phase in the state of California where this is a legal activity,” Mayor Pro Tem Michael Blazey Explained. “The state is taking a measured approach, and we are taking a measured approach.” City personnel and La Habra Police Department officials recently toured an operational cannabis distribution facility in West Sacramento. City personnel expressed that they were surprised with the facility. La Habra Police Lieutenant Dan Henderson described it as being a nondescript building in an industrial area. He explained that it was a high-security area with multiple checks, similar to a courthouse. Henderson added that the business was “like you would see at an Amazon distribution center.” The delivery vehicles were fortified and driven by background-checked and drug-tested Teamsters. The vehicles had GPS tracking and stop activity, which allows them to be stopped remotely if needed. Based on this observation, many viewed that it might be possible to allow a limited number of the facilities in the city. The city officials will be touring a facility in Costa Mesa, which is about to go online, and a facility in Adelanto in January. Distribution is just one of six types of licenses areas that the state is encouraging cities to authorize with the legalization of cannabis on January 1. See CANNABIS Page 5

Retirement: The city of La Habra recognized Lt Mel Ruiz of the La Habra Police Department at his retirement last month after his 30 years of service to his hometown.

LHCSD gets two more doctors on its leadership team

Assistant Superintendent of Educational Services Dr. Sheryl Tecker and Associate Superintendent of Human Resources Dr. Teresa Egan both earned their doctorates in education last week. Their achievement makes five of the eight members of the LHCSD leadership with doctorate degrees. This number marks one of the most at any of district leadership teams in the area.

La Habra Heights resident Jennifer Shedden never thought of awards when she started volunteering with the Puente Hills Habitat Preservation Authority, or Habitat Authority as its most commonly known. However, last month she received the authority's Docent Volunteer of the Year award for her hours of service to helping educate those about the preserve. The Habitat Authority is a local government agency which manages the Puente Hills Preserve, 3,870 acres of hillsides in Whittier, Hacienda Heights and La Habra Heights. According to Andrea Gullo, The Habitat Authority's executive director, the Habitat Authority volunteer program is made up of a group of talented and conscientious individuals that are helping to promote the agency’s mission and stewardship of the Puente Hills Preserve. She added that the Habitat Authority volunteers’ time is extremely valuable in helping us to maintain trails and provide quality outdoor educational programming to the surrounding community. Trail Watch volunteers help with acting as our rangers’ eyes and ears on the trails, alerting us to important information on the trails and much more. Also, our docent volunteers are a critical element in our free community outdoor educational programming. Since the beginning of the docent program, the Habitat Authority has tripled the amount of people it annually reaches. Shedden became a docent September 2016. She has a bachelor’s of science in biology from UC Riverside and is the HA's resident authority on western fence lizards.

Jennifer Shedden was awarded the Docent Volunteer of the Year by the Habitat Authority.

Shedden started out visiting the Preserve as a girl scout, and another Habitat Authority volunteer, Tracy Wittman, recommended her highly as a docent. According to Gullo, Shedden's outgoing personality and enthusiasm shine in all she does. In addition to her many internships and volunteering, she still finds time to train her dog, Badger, and has made leaps and bounds with him since his paws hit the trails a year ago. Gullo explained that this year Shedden has been a big help in leading many of our programs, especially their Girl Scout programs, Hills Alive and Dog Pack hikes. Well, this is it. If you’ve read the commentaries prior to this one then you know that this issue of the La Habra Journal that you are holding in your hand is the last print issue and everything will be online. Some of you might be confused because I said in the last commentary that “as of Jan 1,” and, well, it’s January 4. The reason for the extension, if you will, is because the week between Christmas and New Years is typically pretty quiet with the city offices and schools closed. So, out of fairness to our loyal advertisers who have supported us over the years, we pushed it a week to have a larger distribution. So, I would ask that you do take a look in this final print issue at the advertisers of all these great local businesses. In talking with many of you after the word of our transition to online became public, I was pleased to hear many of you understand that change. However, most of you said you would miss the print newspaper. Further, I know that there are many of you reading this that will not follow us online, for various reasons. I understand and I sincerely appreciate all of the support you've given the La Habra Journal over the years. As I have said and shared with many, I too will miss the print newspaper. As a somewhat young journalism student, I started with print newspapers by writing for the Los Angeles Times. But change is inevitable. As Dennis Laherty says in his final Inspirational Corner “If there is no change the world would be a stagnant place.” An example I give is how I miss the La Habra Drive In Theater. I used to go there with my family and friends to watch movies. I have friends that worked there and it was a great way to see a movie. However, it’s gone, but that didn’t stop me from seeing movies. I just see movies with family and friends in a different way. The print version of the La Habra Journal is going away, but you will still be able to get information and features about the community. It will just be in a different way. The news and stories will come out as they happen rather than wait for the twice-monthly print issue. We will also send out a weekly email newsletter that will pull all the news and

information that week. It can be sent to your email inbox. You’ll see the subscription from on the homepage of the website lahabrajournal.com. We will also utilize our social media to help share the community news and features with you all. Studies continue to show that we consume information from social media at a great rate. Our social media efforts will share the information we put together on our site, just as we would our print issue. We will continue to utilize interns to help capture and share all the stories in the community. If you have been to the La Habra Journal website, you may have noticed that it’s changed a bit. It will still change as I make some adjustments to it, but the news and information is available, along with the archive of our content over the last five and a half years. The adjustments will be to accommodate our multimedia content from our YouTube channel and photos from our Flickr account. If you’re not familiar with these, don’t worry. You’ll be able to click on them straight from the homepage. During the transition to an online-only publication, I ask for your patience. It might be a little “clunky” at first, but will eventually smooth out. We hope that it continues to be a source for information about this community of ours. For my entire family, who have labored to put this paper together for you over the last few years I thank you for your continued interest and support. Endings are important in life. In fact, you can’t have life without them. Religions of the world understand this idea. Hindu, Buddhist, Islam, Judaism or Christianity have an understanding that until there is an ending, there cannot be a beginning. Several religions compare this idea to the annual growth cycle of plants. Seeds are planted in the early spring, they grow and produce their respective fruit, they begin to wither and then they die. But in the coming spring, even when unattended, plants will again come to life and repeat the cycle. Another year is ending. These offerings of Inspirational Corner are coming to an end with this edition. The La Habra Journal is ending its way of doing things for several years. But are these real endings? Might there be new life coming our way in the foreseeable future? It’s true that the new life may be different from the past. The new life, however it expresses itself, might require people to adjust to the changes that occur. Yet without the changes new life cannot take place. If there is no change the world would be a stagnant place. New ideas could not surface. New directions would not occur. In fact, the word “new” could disappear from our vocabulary and no one would realize it. For our purpose today, let us simply look at another year ending. It’s only a date on a calendar but it does have its significance. It means for everyone that the old life is behind us and the new life is within our reach. It means that we’re entering another growing season when new ideas and directions for our lives present an exciting time as we see the development take place during the coming year. We can look to the new year with hope because we have seen many old years vanish, and in doing so, presenting new opportunities, new direction, new spirit, a new way of doing things, again, new life. May the new year bring us all new life, growth and happiness.

Imperial Middle School science project is more than just cosmetics By Jay Seidel La Habra Journal

The multipurpose room at Imperial Middle School was filled with people Thursday, December 21 anxiously looking to try out the student produced cosmetic lines and to see their marketing efforts. Each year, science teacher Csilla Koppany leads IMS' 8th grade physical science students in the annual Cosmetic Convention. As part of the school's STEM program, the eighth graders have been using their skills learned in class about

acids and bases to create their own cosmetic line. They got together in teams to design and develop their products, as well as create marketing strategies and materials that will entice consumers. Guests in attendance included many representatives from professional cosmetic companies. According to Koppany, through this process, students demonstrated 21st century learning in the areas of communication, collaboration, creativity and critical thinking. Plans for next year's convention are already underway.

8 LHPD officer deploys lifesaving drug to overdose victim By Elysse James and Greg Hardesty Behind The Badge

La Habra police officers on Dec. 12 saved a man’s life using a drug recently added to the department’s arsenal — a nasal spray that prevents opioid overdoses. The officers received a call of a man down at the Super Store at 500 W. Lambert Road in La Habra at 8:49 p.m. When they arrived, the man who made the call told officers his friend had injected heroin. Officer Muris Lucarevic retrieved the blue-and-yellow pouch given to LHPD officers, and administered the Narcan Naloxone 4-milligram spray to the 22-year-old overdose victim, who

had several prior arrests that included drug-related arrests. “The department issued us these because we’re seeing more and more overdoses,” Lucarevic said. “This is not the first time I’ve come across somebody who overdosed.” Shortly after giving the Naloxone, the victim began breathing and regained consciousness. Naloxone, which blocks and reverses the effects of opioids (including heroin, methadone, morphine, opium, codeine, fentanyl, oxycodone, and hydrocodone). The drug takes one to three minutes to work, and lasts 30 to 90 minutes. Since the program’s implementation, La Habra officers have had four successful saves with the Naloxone/Narcan, of the six applications. “It’s pretty easy to use and it is effective,” Lucarevic said. La Habra is the latest in a growing number of law enforcement agencies to train officers and stock the life-saving drug. The officers can also use the nasal spray if they are exposed to an opioid in powder form. Officers check out one of 16 kits (containing two doses, gloves, and a mask) at the station when they start their patrol shift. The kits cannot be kept in the car all the time because the medication is sensitive to extreme heat and cold, and the department has enough to cover

the eight to 10 officers working each patrol shift. Signs of an opioid overdose can include deep snoring (labored breathing), shallow or slow breathing (less than eight breaths per minute), not breathing at all, pale and moist skin, slow and weak pulse, and no response to verbal or touch stimulation. “In some situations, individuals are high on something else and you can’t administer the Narcan,” Lucarevic said. “A person using cocaine, or meth, or something else, could exhibit different symptoms such as high pulse, agitation, rigid muscles, and hallucinations. In those cases, Narcan is not an option.” La Habra PD asks that anyone who witnesses a person experiencing an overdose immediately dial 911. California law provides protection from prosecution of drug possession for persons reporting drug-related overdoses.

Highlanders and Heralds split By Jay Seidel La Habra Journal

La Habra's boys basketball team got past a visiting Whittier Christian team while the Lady Heralds proved too much for La Habra last week. The La Habra boys won 51-30 Noah Desatoff lead the Highlander boys with 18 points and 9 rebounds. Troy Sorensen picked up 14 points for La Habra. Whittier Christian's Jakob Williams lead the Heralds with 8 points and Quinn Commans picked up 7 points in the loss. Sophomore Joleen Corona lead

the Lady Heralds in the 59-18 win over La Habra. Carona had 20 points while Dashell Vasquez put up 15 points for Whittier Christian. The Highlander boys are currently 12-4 and host California High School Friday at 7 p.m. The Lady Highlanders are 4-11 and travel to Montebello to play Shurr before opening up on the road against Sunny Hills on Jan. 9.
