If you are registered as unaffiliated/independent, you can choose to vote in the Republican Primary at your polling place (and change your affiliation). Township Committee - We warmly endorse current Committeeman Mike D’Elia and his running mate Mike Berman. Both are longstanding Lakewood activists who understand our community and have served us faithfully in various public service roles. In addition to being a reliable ally on the Township Committee, Mike D’Elia has been a leader in the Lakewood Fire Department for decades, where he has warmly welcomed members of our community into the force. County Freeholder – Joe Vicari has been serving as County Freeholder for over 30 years and has proven himself to be a true friend of the Kehilla. Please note that the County is the primary address for the social services that help needy yechidim and mishpochos (WIC, HUD certification, Food Stamps, HEAP, NJ Family Care). The Freeholders have long demonstrated compassion and sensitivity overseeing the County Medical Examiner’s office and in protecting our Kehilla through the County’s OEM services. State Assembly and Senate – The team of Bob Singer, Sean Kean and David Rible have ably represented us in Trenton on multiple issues. Last year, they were crucial to the implementation of the heavily opposed school bussing deal, which saved bussing for thousands of Lakewood’s Yeshiva and Bais Yaakov students. They have also advocated boldly for increased State funding for the Lakewood School District. Governor – Kim Guadagno, the current Lt. Governor is no stranger to Lakewood. She has visited our Mosdos, participated in our economic development and shares our Kehilla’s family values. She is warm and accessible, a true friend. The Lt. Governor has specifically committed to helping our school district with proper funding and to expand eligibility for state grants to more of our Yeshiva Gedolos – which would significantly alleviate the heavy tuition burden our parents shoulder.

Important Note Concerning the Township Committee Race: It is a lot easier to criticize than to govern. Committeeman Mike D’Elia has a strong and proven record of achieving real positive results, with the best interests of Lakewood in mind. While on the Committee, Mike has helped accomplish an amazing feat by keeping the municipal tax rate flat for several consecutive years, despite Lakewood’s growth and marked improvements in policing, quality of life, trash collection and snow plowing. He and his running mate are committed to prevent any tax hikes during the upcoming term in office as well. Committeeman D’Elia has worked with his colleagues to increase the supply of housing to accommodate our families, while placing an

ever-increasing focus on minimizing the negative aspects of overdevelopment. Mike recognizes the increase of traffic in various locations, and is committed to add and expand roads, and improve traffic patterns, throughout Lakewood. Many of these infrastructure improvement projects are already near completion, while others are in the advanced lobbying and planning stages. Among our greatest assets in the effort to improve infrastructure and reduce traffic are the longstanding positive, trusting relationships that Mike and his running mate enjoy with County and State officials, who have jurisdiction over some of Lakewood’s most congested roads. Experience, goodwill and respect throughout the community are necessary in order to continue making real progress, just as we’ve made progress on other difficult issues that were previously believed to be impossible to achieve. The endorsed team is committed to work incessantly towards that goal. Regrettably, there is a vocal effort by several unqualified candidates to divide the Kehilla – and, by extension, diminish the power of our united bloc vote. They are running a negative and misleading campaign that besmirches both the good intentions and solid records of the Kehilla’s steadfast friends, including Mike D’Elia. We cannot allow this to succeed, as it would diminish our community’s electoral and lobbying clout, and burn bridges with so many officials whose goodwill and assistance we’ve earned.

Mike and Mike have been consistently accessible, helpful and effective – and they look forward to the united support of our Kehilla as they work to advance the interests of our families. Achdus: Why vote in Unison?

The United States is a democracy, where every citizen has the right to vote according to what is in his or her best interest. While that certainly pertains to each individual, it pertains even more so to members of a community with common interests – as any group that votes in common carries far more weight than an individual voting alone.

In the democratic system, elected officials put their constant effort into trying to pleasing voters who support them, or whose support they believe they can later win. Since its impractical for those running for public office to reach and convince individual supporters one by one, they work extremely hard to reach out to groups of voters who share a common set of interests and who they can appeal to as a group. From the federal level on down to the state and local levels, groups like the NRA, AARP, labor unions, Evangelicals, environmentalists, etc., carry disproportionate political clout - for one reason, because these groups are organized, and because they vote in unison. This is true in every race- in competitive races this is even more true voters organized into such groups can more than sway the election result. While these large organized groups always have their own internal differences between individuals and even between subchapters they still vote in unison. They don’t want to lose the political benefits that voting in unison brings. This is often referred to as “coalition politics.” Elected officials know this well, they see over and over that ignoring a major coalition can cost them their political career. Coalition politics continue well past election time, to the nuts and bolts of governing - advocacy, legislation, regulation and funding. Coalition politics is most important for minority groups, it can ensure that their needs don’t get lost amongst those of the majority population. This is true for voters in regions that are dwarfed by higher populated regions. For example, in N.J. the bulk of political power rests in the North Jersey counties of Essex and Union, which include major population centers like Jersey City, Hoboken, Union, and Newark. Officials in state government pay less attention to Central and South Jersey, and only do so when Central and South Jersey are part of large cohesive groups.

Unity is Especially Crucial for Lakewood The dynamics of Lakewood circa 2017 are exceptionally unique, especially for a region like Ocean County, New Jersey. The frum community, in particular, is booming, bli ayin hora. The dynamics of Lakewood’s Torah community, with 30,000 children in private schools, with needs related to infrastructure, the challenges of growth, traffic, taxes, education funding, transportation, cultural sensitivity, social services, Shabbos and Yom Tov accommodations, etc., are unlike those dealt with by other New Jersey municipalities. As imperfect as it is at times, our municipal, county and state governments have become attuned to the needs of the Lakewood community. Our neighborhoods, Shuls, mosdos haTorah, shopping centers, and business sectors are booming and state of the art. The reason Lakewood and surrounding towns are able to accommodate our families is because with Siyata D’shmaya we

spoke strongly with one voice- and the officials hear that voice – making our communities recognized around the world as being beautiful, hospitable and affordable places to raise a frum family according to the highest Torah ideals. This cannot be taken for granted, nor is it guaranteed to stay this. Try contrasting that with what happens in Ocean Township, Toms River or Jackson when you want to open even one Shul or school, versus Lakewood, which has 150 Mosdos that are founded and run with no government hassle. The same goes for Mikvahs, Shuls, Succahs, special ed, busing, and every area of communal life. We are blessed with a strong police-community relationship; with special Public Works accommodations before Pesach; with schools able to expand to educate our children; with Hatzalah as the only volunteer service in the state licensed to have paramedics; with agencies like the LRRC and LCSC as resources for social services; CHEMED for quality, affordable healthcare; the LSCW, and much more. We speak loudly for tax relief, calling for low property tax rates for the municipal portion of taxes; and we have created a one-of-a-kind solution to the nonpublic school busing crisis –when almost no frum community in the United States receives busing. We are bentched to have witnessed thousands of cases where our many askanim have effectively communicated and advocated on behalf of individual community members who faced difficulties in dealing with various government entities –because we speak with integrity and care – as one.This is all the direct result of tens of thousands of hours of Klal work and relationship building by Vaad members and affiliated askanim over the past quarter century. More than time and technical effort, government officials and agencies trust in The Vaad’s integrity and the knowledge that it cares for the interests of the Lakewood community as a whole.

The Work Continues – Let’s Do It Together! No one, let alone The Lakewood Vaad members, believes that our advocacy work is done. On the contrary, with so much growth and success, there is so much more to do – and there is an increased motivation to make more strides. There is work to do to alleviate heavy traffic in various points in town. Over the past 5 years The Vaad members intensified their efforts with the municipal, county and state governments to open new roads, widen existing ones and add turning lanes, etc., so that residents spend as little time as possible in traffic. Many of these projects are already underway, others in the advance stages of lobbying or preparation. Many new sidewalks have been built and streetlights have been repaired and strengthened in neighborhoods throughout Lakewood. The Vaad and many affiliated askanim recognize the need for strong focus on making any growth smart, so that we combine a high quality of life with our needs. Anyone who has recently been at a Zoning Board or Planning Board hearing can attest that the rules have tightened and that more care is being given to how future development will take place. Lots of work remains to be done to solve the school funding crisis in the Lakewood School District. Our District is grossly underfunded; students and teachers are suffering; and the frum community is unfairly targeted for blame in the media. The Vaad has worked aggressively to voice our community’s support for quality public education in the media and governmental quarters. The Vaad also intensified its efforts to fix the broken State school funding formula, which is the root of the crisis, at all levels – government advocacy, legal litigation and explanation to the media.


We need to continue to work on holding the line on property taxes for our overburdened homeowners. This includes continuing our successful multi-year streak of not raising the municipal tax rate; but also to ensure maximum efficiency in government spending in education, fire, county and all other expenditures covered by property tax revenue. The Lakewood Vaad is Here for You The Lakewood Vaad stands at the forefront of community advocacy in Lakewood, as well as surrounding townships, as we have for the past quarter century. The Vaad, covering Rabbinic, schools, social services and business worlds, works closely with the Igud Hamosdos who represent the Mosdos which educate our children, with business owners, taxpayer groups, with Agudath Israel of New Jersey, and with elected officials from throughout our region. Individual community members can have legitimate disagreements with some decisions that are made at the community or governmental levels. The Vaad not only respects that, but encourages feedback and dialogue. They constantly re-evaluate and re-calibrate their askanus based on the evolving needs of the community, as expressed to them at the grassroots level. With election season once again upon us, it is crucial to bear in mind that diminishing the unity of community and its vote - and by extension harming the power of advocacy - will never solve any particular issue. On the contrary, it makes it more difficult for those in government to listen to anyone. We all lose. Let’s keep on winning the battle of building a Torah Kehilla that is L’shem U’Litifrees. Let’s keep on serving every yachid and the Klal, with total integrity and ehrlichkeit and under the full direction of Daas Torah – as was the custom in Klal Yisroel for all generations. To do that we need you! The time for achdus is now!

Sidebar: Vaad members at a glance: The Vaad continues under the spiritual guidance of the Roshei Yeshiva shlit”a, according to the vision set forth by Moreinu HaRav Aharon zt”l and Moreinu HaRav Shneur zt”l – which is to faithfully serve every member of the Lakewood community. The Vaad is comprised of a group of men of various ages and backgrounds, including professionals and local business owners. They are (in alphabetical order): • R’ Yossi Atlas, of Anchor Auto Leasing. Much of his day is spent on School Placements, the rest on Chesed and a bit of the remaining time on his business. • Rav Shmuel Blech shlit”a, Talmid of Rav Aharon Zatzal, long time Rav of Anshei S’fard, which is the first shul in Lakewood that was built for Baalei Batim, back when Lakewood had only a handful of families. Rav Blech is the senior Daas Torah within the Vaad and its Chairman. He represents a careful Hashkafah that carefully follows the dictates of Chazal in how the Jewish people are meant to advocate and work with the nations of the world while in Galus. In this role he is the Vaad’s Senior Representative for all events with Public Officials. • Dr. Jonathan Cohen, who runs the largest internal medicine practice in Lakewood, and who advise the Vaad on all Medical matters. Dr. Cohen has close relationships with many in the Senior communities and his voice carries their input to the Vaad and back. He is also the Vaad designee who helped create Chemed, which

serves our community with Pediatric Care, Primary Care, Women’s Health, Dental, Behavioral Health, Lab, Radiology, Pharmacy and more. He has invested many years in upgrading the local medical infrastructure of Lakewood, helping recruit physicians and many medical practices to our Kehilla. • R’ Binyomin Heinemann, owner of BP Print Group and longtime downtown business owner, he has a particular focus keeping our downtown healthy and strong. He is a Board member and the Treasurer of Chemed, which sees 150,000 patients a year at low or no cost, and of the Lakewood Resource and Referral Center (LRRC) which help individuals in our Kehilla 30,000 times each year with social service matters, such as HUD, WIC, NJ Family Care, The Affordable Care Act (“Obamacare”), HEAP and more – making life affordable and practical for our families. • Rabbi Aaron Kotler, President of Beth Medrash Govoha and the Roshei Yeshiva’s personal voice on the Vaad. • Rabbi Mordechai Levi, long time Gabbai to the Mashgiach, Maran Harav Matisyahu Salamon Shlita, and the Mashgiach’s eyes and ears and voice for the community. • R’ Avrohom Moshe Muller, Long time Captain and Board Member in Hatzalah, R’ Avrohom Moshe is the Founder of Hatzalah’s Paramedic Program, which has saved hundreds of lives in our community. He is the Chairman of Chemed Health, the LRRC and the Township’s Lakewood Development Corp (the LDC) which has brought thousands of jobs to Lakewood. He is the owner of Kosher West, and is active in helping many of the local Lakewood businesses grow. • Rabbi Mendel Rabinowitz, Talmid of Rav Shneur Zatzal, and Founder of Yeshiva Ketana Boys School, with well over 1,000 Talmidim, and of its Mesivta, Rav Mendel built these prized Mosdos in Lakewood and he loyally keeps them growing and developing. He is also a member of the Igud Hamosdos. • Rabbi Yitzchok Asher Rozsansky, Talmid of Rav Shneur Zatzal, and Founder of Tiferes Bais Yaakov Girls’ School in Lakewood. He is the liaison of the Vaad for Social Services and to the Ocean County Board of Health and to the County Freeholders. He helps individuals in this capacity and has also had a careful voice in helping assure policies by all facets of government that is friendly to the Lakewood Kehilla. • Rabbi Yisroel Schenkolewski, Talmid and then Personal Representative of Rav Shneur Zatzal, he was appointed by Rav Shneur to represent the Kehilla more than 40 years ago and he has done so loyally and with integrity to this day. His voice is most precious to us as carrying Rav Aharon and Rav Shneur’s vision of Lakewood as a Makom Torah forward. He is the Founder of Bais Kaila Girls’ High School, which was the first Girls’ High School in Lakewood. He is the Vaad’s liaison to Hatzalah, to Emergency Management, to the Police Department, to the Chevra Kadisha, and to the County Government. He is also a member of the Igud Hamosdos. • Rabbi Moshe Zev Weisberg, Talmid of Rav Shneur Zatzal and longtime representative of the Rav Shneur and of the current Roshei Yeshiva Shlita to the Federal Government. He is the Founder of Higher Education Management, which helps the Yeshiva Gedolah’s of America with Accreditation, compliance and funding. He is the Founder on behalf of the Vaad and the President of the Lakewood Community Services Corp, which provides countless social services to the Kehilla and which has over 40 therapists helping families in the Community. He also served as Chairman, and is currently the Treasurer, of the Township’s Lakewood Development Corporation Agency, which has brought thousands of jobs to Lakewood and helped fund hundreds of businesses. He is the Vaad Spokesman.

PROMISES, PROMISES, PROMISES

Over seven years ago, many of us stood up to the status quo in Lakewood and pushed out a politician that had been in charge of doing favors for individuals that hurt taxpayers and was eroding our quality of life. Since then we tried to take control of the Township Committee to do what is best for the Klal, but with only one member willing to do what was right, it was an uphill battle.

Our failure is visibly clear. Over the last seven years an unbridled building boom has been responsible for unheard of TAX INCREASES, a lack of basic SERVICES, unprecedented TRAFFIC, and an embarrassing IMAGE PROBLEM for our community at large. We cannot cry over all the damage that was done to Lakewood. We can still save it, but we need to act now. We cannot just bury our head in the sand. The promises of the incumbent candidates are just that, empty promises. They have proven time and time again that they do not care about the needs of the taxpayers, the seniors, the yungeleit, or our children. We also cannot waste our votes on new candidates that seek to make a career out of serving on the Township Committee. We need people that are willing to do what is needed IMMEDIATELY to help stop any further erosion of our quality of life.
