A former coastal Bermuda hayfield provides a large clearing that could be reinvigorated as farm ground or repurposed as a wildlife food plot. A mesa, situated at the back of the property, delivers the chance to climb and enjoy a view that stretches all the way to Enchanted Rock. An old, stacked stone German fence decorates the mesa’s top and bridges the area’s vibrant past and the 21 st century.

CH Ranch has two impoundments. The first lake, which sits at the convergence of two seasonal creeks, encompasses an estimated four to five acres during average rainfall years. The terrain is mostly flat to rolling interrupted on the ranch’s east side of

the ranch by an escarpment that runs from north to south. The elevation change offers opportunities to enjoy stunning sunsets. The soils on the ranch vary from fine sandy brown soils, which reflect the ranch name, Piloncillo, which translates to brown sugar, to deep fine loamy soils. The varying soils support a mixture of South Texas brush species as well as native grasses and beneficial forbs.

The protein provided by the vegetation and rich soil combined with the white-tailed deer genetics in this region provide great hunting opportunities. The ranch participates in an MLD deer management program and leases the hunting via a seasonal hunting lease operation. Javelina, bobwhite quail, scaled quail, mourning dove, white wing dove and feral pigs are present on the ranch as well.

Several small lakes located on the ranch offer fishing opportunities. Some of these lakes have deep water wells adjacent to them which allow the water levels to be maintained.

The improvements to the original ranch include the main ranch house that is set up for entertaining guests. A hunting camp lodge, several employee houses, numerous equipment and livestock barns, and several cattle pens located throughout the ranch. The ranch has a 5,000-foot private asphalt runway on the Northeast side.

Piloncillo Ranch has an extensive road system. Most of the roads were constructed and are maintained as part of the energy company lease that is in place. Portions of the perimeter are high fenced.

Currently the ranch operates a seasonal stocker grazing program from September through May. The number of cattle and length of grazing season are determined each September based on rainfall conditions during the growing season.

The slowdown in sales volume continued with preliminary 2024 sales dropping 10.3 percent from 2023 totals to 3,161 sales. That volume posts a 62 percent retreat from the 8,350 sales reported in 2021 and is well short of the 4,849 sales booked in 2015. However, the number of acres increased to 284,886, a 6.2 percent rise above 2023 totals. Total dollar volume also increased 7.62 percent to $1.35 billion as price continued to increase a meager 1.34 percent to $4,751 per acre. The increases in acreage and total dollar volume suggests that the decline in sales activity may be approaching an end. However, regional trends varied.

Panhandle and South Plains

Prices in this region increased 4.3 percent to $1,751 per acre with the number of acres dropping 18.5 percent to 318 sales totaling 48,875 acres. However, the number of sales faltered, declining 10.4 percent to 318 sales. Total dollar volume also slipped in this region, falling 15.0 percent to $87.7 million. The slow volume and dropping total dollar volume suggests the market remains weak.

Far West Texas

Price increased to $616 per acre, a 5.1 percent increase. The region reported only 10 sales for the fourquarter period, down 35.4 percent. Typical size was 18,002 acres.

West Texas

West Texas prices recovered some momentum, up 4.0 percent to $2,507 per acre. However, sales volume expanded in this region, rising 10.7 percent to 455 sales. Total acreage grew 13.0 percent to 70,809 acres with total dollar volume expanding 17.5 percent to $177.5 million.

Northeast Texas

Prices in this region continued to rise, up 2.1 percent to $8,331 per acre. However, the higher prices continued to depress volume with the 731 sales marking a 33.8 percent drop from 2023. A total of 22,031 acres sold, a decline of 39.8 percent. The drop in volume pushed total dollar volume down 38.5 percent to $183.5 million.

South of San Antonio prices dropped 6.4 percent to $5,815 per acre, but sales volume expanded 2.8 percent to 297 sales. With total acreage climbing 8.4 percent to 23,009, total dollar volume remained nearly steady, rising a mere 1.5 percent to $133.8 million.

Austin-Waco-Hill Country

Prices increased 2.5 percent to $7,310 per acre. The number of sales expanded 2.3 percent to 897 transactions. However, total dollar volume grew by 11.1 percent to $331.2 million. Total acres rose substantially, up 8.4 percent to 45,301 acres. 5

Prices in this region reached a record high at $10,028 per acre, up 4.7 percent. Volume slipped down 4.2 percent to 453 sales. However, total dollar volume inched up 6.4 percent to $183.0 million. Total acreage also rose 1.6 percent to 18,250 acres.

The Future

Despite price increases in six regions and strengthening total dollar volume, statewide prices barely rose. The aftermath of the buying frenzy appears to be settling into a more orderly market. Economic conditions appear to be stabilized with most observers foreseeing a modestly positive year ahead. Land prices appear to have reached a plateau. °

PUTTING BOOTS ON THE GROUND

FOR LANDOWNERS

For 40 years, the Texas Wildlife Association (TWA) has been putting boots on the Capitol grounds on behalf of Texas landowners, land managers and hunters.

“In 1985, a small group of Texas landowners and wildlife biologists founded TWA to be the voice for Texas’ wild places, wild things and the people who care for them,” said TWA president Jonathan Letz, a sixth generation Texan who manages his family’s ranching operation in Kerr County. “As an organization, it is our honor and responsibility to advocate for our critical natural resources and private landowners who steward those resources for every Texan.”

Despite 94 percent of Texas being privately owned and stewarded, landowners make up a very small percentage of the state’s ever-growing population. According to the most recent Texas Landowner Survey released by the Texas A&M Natural Resources Institute, landowners comprise one percent of the state’s residents.

And yet, the impact of private land stewards is tremendous. For instance, TWA counts 7,500 landowner, land managers and hunters on its membership rolls; collectively these members own/manage 35 million acres of working land across the state.

TWA CEO Justin Dreibelbis said, “While our numbers are relatively small, landowners play a disproportionate role in safeguarding the state’s natural infrastructure that supports its economy and quality of life. TWA brings landowners, land managers and hunters together and amplifies their voice, so it can be heard over the clamor of urban and suburban interests.”

And perhaps, there has never been a more important time

for Texas landowners to be heard. The state’s growth, which has been on an unprecedented increase since the 1990s, has pushed the Lone Star State’s population to more than 30 million, most of whom live in cities and suburbs. In the process, it has created a voracious demand for water, building materials, energy and land for sprawling infrastructure.

“Ironically, our working lands and all the valuable ecosystem services they provide are under siege at the moment in history when we need them the most,” Dreibelbis said.

In fact, Texas holds the unenviable distinction of losing open space working lands—nature’s factories for clean air, plentiful water and biodiversity—faster than any other state in the nation. According to the Texas Agricultural Land Trust, Texas is losing this vital land at a rate of 42.6 acres per hour or more than 1,000 acres per day.

Letz said, “Because the vast majority of the state’s population is so far removed from land and the natural world, there is a big misconception and lack of understanding about the connection and inter-relationship between our natural resources and the urban and suburban areas of the state. Not only does this make our advocacy more challenging, but this reality also makes it more crucial.”

In 2023, the Kinder Institute for Urban Research at Rice University reported that Texas was 83.7 percent urban. This demographic reality is reflected in the political landscape as well as the geographic one. In the aftermath of federal redistricting in 2021, Texas’ representation was even more decidedly urban. Out of the 31 Texas Senate seats and 150 Texas House seats, only three are now considered rural districts, or districts where most counties have a population of less than 100,000 people.

As result, TWA’s advocacy is education forward. To supplement its outstanding duo of lobbyists, Joey Park and Mignon McGarry, and the organization’s staff, the officer team and members are regular fixtures during the biennial session. The most notable presence is the biennial “Boots on the Ground” gathering where members from across the state congregate in Austin during early February to meet with their legislators. This year’s event was held on February 4-5.

“Nothing is more effective than legislators and their staff members hearing their constituents’ experiences and concerns first-hand,” Dreibelbis said. “Connecting names, faces and stories to an issue, transforms it from theoretical to personal because then it matters to real people in the real world.”

Through the years, TWA’s signature mix of educational advocacy has delivered big wins for Texas landowners. The organization’s greatest hits for land, water and wildlife include expanding agricultural and forestry tax valuation to include wildlife management, strengthening landowner liability protection, codifying land stewardship as a recognized water management tool in the state’s water plan, and helping create the Texas Farm and Ranch Land’s Conservation Program among many others.

Letz said, “From the beginning, TWA and its members have walked the walk while talking the talk on behalf of wildlife, habitat, landowners, private property rights and hunters. Our state leaders know that we combine sciencebased information with a commitment to doing what is right for wild things and wild places.

Texas Brigades

In Texas, landowners comprise just one percent of the state’s population, yet their hands-on stewardship provides ecological benefits including wildlife habitat, clean air and water that benefit everyone who lives here. With so few people caring for wild and working lands, there is a growing disconnect between the natural world and most of the 30 million people who call Texas home.

For more than 30 years, Texas Brigades has been helping to bridge that gap by striving to “develop conservation leaders in every community.” The non-profit organization accomplishes this through several programs. Its most popular offerings are 10 intensive conservation leadership summer camps— nine in Texas and one in North Dakota. The camps are held in June and July.

The camps use the habitat needs of different focus species, ranging from white-tailed deer, bobwhite quail and waterfowl to cattle and saltwater fish, to instill the principles of natural resources management and stewardship in youth ages 13-17. The five-day immersive, hands-on experiences are taught by leading conservation professionals from agencies and universities as well as respected private practitioners.

The camps host between 24 and 30 students, and the ratio of adult instructors to students is almost 2:1. The experience is intimate by design, so real connections and networks are built easily.

The curriculum, designed so each activity prepares students for the next, is a balanced mix of classroom lecture, hands-on field work, communications training, friendly competition, team building and leadership exercises. Planned activities start before daylight and generally end around 11 p.m.

When students return home, they are challenged to keep learning and spreading the conservation message in their hometowns by speaking, putting up scientific posters and conducting media interviews as well completing hands-on land-based activities. To incentivize them, the students can complete activity books and submit them the following spring to earn a chance to be a peer mentor and scholarships for college or trade schools.

Knowing that applications for this year’s summer camps are open through March 15, I sat down with Texas Brigades Board President Jeff Petter and Texas Brigades Program Manager Elizabeth Palarski to discuss the life-changing program. Both Petter, 44, and Palarski, 25, participated in the program when they were teens.

What is the essence of Texas Brigades?

EP: Texas Brigades was founded in 1993 by Dr. Dale Rollins with the launch of a single summer camp, the Bobwhite Brigade. The summer camp program, targeted to students 13-17, is our most popular, but we also have W.I.L.D., a one-year conservation leadership program for college-age students and Brigades Experiences, which are one-day programs for students aged 9-17.

At their core, all these programs exist to create conservation leaders in every community. To do that we give students knowledge in land, wildlife, fisheries and livestock and pair that with leadership and communication

skills to empower them to go back into their communities and spread the conservation message.

We are an intensive leadership program that uses animals to deliver important information in a fun and engaging way. We host 10 total camps: two Buckskin Brigades focusing on white-tailed deer, two Bobwhite Brigades focusing on bobwhite quail, two Waterfowl Brigades (one of which is debuting this year in North Dakota) focusing on waterfowl, one Bass Brigade focusing on freshwater fisheries, one Coastal Brigade focused on saltwater fisheries and two Ranch Brigades focusing on cattle and land stewardship.

What sets Texas Brigades apart from all the other camp and leadership experiences out there?

EP: From my perspective, it’s the connections. To this day, one of my best friends is a person who was in my covey (small group) at Bobwhite Brigade when I was 13.

And you make so many amazing mentor connections as well. When it came time for me to go to college and I needed letters of recommendation and introductions, my Brigades adult network was ready to do whatever I needed done. The same thing happened as I started looking for jobs. The community that exists around Brigades is incredible.

On top of that, Brigades pushes students to go beyond their comfort zones and grow. As a 13-year-old girl, I didn’t recognize how valuable that was—and is. These experiences are intense and rigorous, but it inspires and allows to students to do things they might never try and accomplish in their everyday lives. A lot of growth and confidence happens when we discover that we can survive being uncomfortable—and if we do it enough, meeting challenges gets to be normal and comfortable. JP: Plus, we have high expectations at Brigades. Unlike a lot of the rest of the world currently, we don’t lower the bar. Our experience has taught us that people rise—or fall—to expectations. We help young people rise by equipping them with the skills they need to achieve goals at camp and in life.

Of course, it’s one thing to have high expectations. It’s a completely different thing to have high expectations and then create a

safe space filled with experienced, enthusiastic adult volunteers who donate a lot of time and energy just to see young people soar. We specialize in helping young people find their wings—and use them.

Knowing that each camp is unique within the shared program model, describe a typical day at a Texas Brigades camp. EP: Each camp is different, but they all operate under a shared program model where every minute is accounted for, and the students are busy. Generally, everyone is up at sunrise or before and most days start with the small groups marching to cadences. While marching may sound like a strange choice, it builds teamwork in a way that not many things can.

To understand the model and the experience, it helps to know our motto: “Tell me, and I forget. Show me, and I remember. Involve me, and I understand.”

The days are built around hands-on activities that reinforce everything the students are learning in the classroom. For instance, if there’s a session on plant phenology or plant identification, it’ll be followed up with field work such as making a plant collection. As another example, we teach students to understand the animal species inside and out by having experts do necropsies, which are essentially dissections. Students put their hands on things all day long.

In between, there are competitions, leadership activities, journaling, photography, public speaking and projects like creating scientific posters or PowerPoints.

I tell parents and students that there is something for everyone, and if you don’t like one activity just wait 30 minutes because you’ll be up to your elbows in something different.

JP: Frankly, camp is a misnomer for what Brigades offers, it’s more like a college minimester rolled into a fun internship. I prefer to call them life experiences.

Every day is pretty much the same. It’s a lot of pulses of high energy throughout the day that are followed by lower the energy pulses for classroom sessions or workshops, and then it’s another pulse of high energy.

There’s a method to the madness. First, these energy pulses keep everyone engaged. At South Texas Ranch Brigade, where I volunteer, we have ranch competitions. We’ll go out and practice roping, fence building, goat sorting and ranch chores which gets the students’ blood pumping, works up a sweat, releases the fidgets and clears everyone’s brains. When we come back into the classroom for a lecture, they’re ready to be still, focus and listen.

Plus, keeping teenagers busy and tired means they don’t get into trouble. When it’s time for lights out at midnight, they’re ready to be in bed sleeping.

How do people apply?

EP: It’s easy. Go to our website Texasbrigades.org/applications and fill out an application. Select your top three choices for camps. Camps are open to students ages 13–17. While most of our participants are from Texas, students do not have to be a Texas resident— or in the case of our new North Dakota camp North Dakotans.

The cost is $500 per cadet. Tuition assistance is available, so don’t let the fee deter anyone from applying.

Applications are due March 15, 2025. People will be notified of camp placement by April 15, 2025, for the camps which are held in June and July.

BW Ranch
