ow that we’ve all got over the euphoria that comes with the New Year, we can all look forward to the year ahead, although some trepidation still looms large in light of the continued Euro zone crisis. I personally believe that another exciting business year lies ahead. Just as we were going to press, we learned of some promising news. The executive council in the UAE approved a number of new development projects for the emirate of Abu Dhabi, specifically in the areas of social services, housing, health and education, which includes construction, renovation and infrastructure projects and the development of new terminal facilities at Abu Dhabi International Airport. As well as two new major road projects and the construction and maintenance of drainage systems in Abu Dhabi, Al Ain and the Western Region.

News & Events UPC Appoints Development Review and Estidama Director Signifying the importance of integrating Estidama processes and requirements with those of Development Review, the Abu Dhabi Urban Planning Council (UPC) today announced the appointment of Nader Al Awlaqi as the Director of Development Review and Estidama Division.

aving joined in December 2011, Al Awlaqi is responsible for overseeing two of the UPC’s core organisational departments; Development Review, the team in charge of reviewing and approving all large building projects or developer master plans across the Emirate of Abu Dhabi and Estidama, the UPC’s mandatory programme of sustainability. Both of these departments are fundamental to achieving the goals of Vision 2030 and his appointment is instrumental to the integration and efficient and strategic management of these two key functions. Al Awlaqi brings with him a wealth of knowledge and experience having previously held a number of senior positions at Sorouh P.J.S.C. Abu Dhabi, most recently as Commercial Director. Prior to this, Al Awlaqi was the Manager of Projects & Facilities for the General Authority for Health Services, Abu Dhabi. He has also gained certification as an Urban Planner through the UPC.

Efforts to make Dubai green on high pace: DM Dubai Municipality has been trying hard for the past years, to make Dubai a green city by expanding the span of agriculture and forestation and fighting aspects causing desertification in the region. It was opined by Medhat Al Sharif, an expert with Public Parks and Horticulture Department of Dubai Municipality in a program convened on forestation at the Faculty of Media in Aljazeera University.

he program dealt with desertification, its causes and ways to combat it.
“Having been one of the active members of UAE National Committee to Combat Desertification, DM has been very keen to impart awareness in the public sphere against the attitudes and actions leading the region to desertification. DM has had the honour to be awarded with the Organization for Islamic Capitals and Cities Prize for best municipal services and facilities with environment one of the areas of concern” he said. “The efforts made by Public Parks and Horticulture Department with Civic Body, to publish a book on the local environmental plants used in reforestation and beautification projects in Dubai, were taken to consideration for the award.” he added. Municipality has legalized the use of treated wastewater to irrigate plantations and now high tech systems has been implemented for watering the cultivated areas. As the result of DM policies, the span of cultivation area irrigated by processed

sewage water in Dubai was spiked up to 160 million cubic meters in 2010 against 68 million cubic meters recorded in 2001. Having been adopted strategy of greening and gardening, the moves to expand green areas in Dubai has been on a high pace last years. As a part of these steps a special group is assigned with the task of raising the per capita urban green area in the city. As per DM’s strategic decision on conservation of plants having local environmental importance, a special nursery had established in 2005 and has been rendering its services till date at Seih area. Making of a green belt to protect the city from storms and dust, preparation and publishing books, booklets and brochures on agriculture in order to provide guidance to farm owners and who has interest in home gardens, frequent participation of DM specialists in electronic media to spread the green messages, well appreciated and applauded green roofs and green buildings projects are some other efforts from municipality’s side to make Dubai go green.

News & events UPC Unveils E-Villa Configurator To Edutain Villa Owners on Estidama One Pearl Rating System
Interactive tool to showcase hands-on implementation, compliance and key benefits of mandatory framework for private villas
A
s part of its commitment to providing information to the community and concerned parties in an accessible, user-friendly and interactive manner, the Abu Dhabi Urban Planning Council (UPC) today unveils the ‘E-Villa Configurator’, a bespoke new awareness tool for villa owners and developers aiming to comply with Estidama’s One Pearl Rating System, the mandatory rating for all private villa developments in the Emirate of Abu Dhabi. Configured to operate across multiple platforms and applications such as the Ipad, the internet, and also on DVD, the E-Villa configurator encompasses the six categories of the Estidama One Pearl Rating (PRS), namely: Integrated Design Process (IDP), Natural systems, Livable villas, Precious water, Resourceful energy, and Stewarding materials. By clicking on any of the categories, users will be able to see how its effect will be reflected on the final look and feel of the villa and what benefits will be gained, especially with regards to water and energy. Engineer Nader Al Awlaqi, Director of Estidama and Developments, UPC, said, “Building on the success of the Villa Manual launched by UPC last year, which highlights in detailed steps what villa owners need to do in order to achieve the mandatory
One Pearl villa, we wanted to go the extra mile and provide owners with an interactive tool that visually demonstrates the Pearl Rating System requirements and benefits”. “We are confident that current and potential villa owners and developers will highly appreciate this new tool. The E-Villa configurator will be available on the UPC website and also on a speical DVD free of charge along with the Villa Manual,” he added. Last year, UPC, together with the Municipal System, unveiled the Estidama Pearl Villa Manual, a detailed manual designed to assist villa owners, design consultants, contractors and suppliers in maintaining Estidama standards during the villa construction process. The manual provides an overview of the Estidama Pearl Villa Rating System (PVRS) and step-by-step guidance on the application process for new and existing users of the programme, covering important topics and issues. It also introduces a simplified compliance procedure for product selection and offers advice on how to select materials and suppliers. To help implement PRS for villas, UPC - in collaboration with the Department of Municipal Affairs and the three municipalities hosted several Estidama educational workshops dedicated to villa owners in Abu Dhabi, Al Ain and the Western Region last year. These workshops saw Estidama planners from the UPC helping private individuals, who either own or plan to build their own villa, better understand the requirements of Estidama, the benefits of sustainability, and the steps to apply for the mandatory One Pearl rating for all properties in Abu Dhabi. “Awareness, education and knowledge are the main drivers that empower behavioural change and a change in mindsets of individuals towards sustainability is a core part of ensuring that Estidama gradually and positively impacts our environment,” Al Awlaqi concluded.

Musanada Delivers Phase 1 of Neima Housing Project in Al Ain Project spans over 150 hectares with 493 plots dedicated for National villas

bu Dhabi General Services “Musanada” announced today that it has successfully delivered phase 1 of infrastructure work for the new complex Neima housing in Al Ain. Work on this project which spans over 150 hectares and includes 1080 sq metre 493 plots dedicated for villas for the Nationals, commenced in May 2009. Musanada started handing over the project to the concerned government authorities at the beginning of August this year. Commenting on this important milestone, H.E Mohamed Khalifa Al Fahed Al Mehairi, CEO of Musanada said: “The Neima infrastructure project is one of the most significant projects we have undertaken in Al Ain. The delivery of phase one of infrastructure work on-time and under-budget bears witness to Musanada’s commitment to achieving Abu Dhabi 2030 Vision by providing highly reliable and world-class services to the Abu Dhabi Government.” The infrastructure work for the Neima project encompasses site settlement, a 18 km sewer system that includes 847 manholes ready for house connections, a 15 km of storm water drainage network with 620 discharge slots, in addition to the 27 km of water supply network with 107 valve chambers including several type of valves. Remarking on the National Housing Project in Al Ain,
Abdallah Al Ameri the Chief Executive Officer of Al Ain Municipality stated: “We are proud to announce that through our close collaboration with Musanada we have managed to complete the first phase of the National Housing project in Neima ahead of schedule , showcasing that the Abu Dhabi Vision 2030 of sustainability and development concerns all citizens across the Emirate of Abu Dhabi .” The project also includes a 13 kilometre road network dedicated to asphalt pavements, car parking and pedestrian walkways of interlock tiles and road marking, in addition to a street lighting network encompassing 8-metre height 420 light poles equipped with 150 watt lamps. The project has also seen the establishment of a 37 km electricity network of low and high pressure cables along with 14 substations for future fiber optics cable installation. Commenting on this achievement, Faisal Al Dhaheri, Project Manager at Musanada said: “The design and services provided for this infrastructure project have been approved by the concerned government service departments ensure that the projects is accurately planned and implemented as per its assigned sets of worldclass specifications, instructions, standards and requirements. We look forward to handing over phase 2 on time and with the same remarkable standards”.

News & events Irish Sports Surfaces Company Announces US$18million Expansion into Middle East and Africa

ports Surfaces Company, Support in Sport (SIS) Group Ltd. has announced a US$18million expansion into the Middle East and Africa. The expansion includes major building contracts in Iraq and Angola and is set to grow the company’s turnover by over 30 per cent from €25 million last year to €37 million in 2012. SIS Group is an Irish-owned company providing sports and utility surfaces across the world with a high-profile client database and events that include; the FIFA World Cup Finals, African Cup of Nations, UEFA European Champions League and the IRB Six Nations Rugby. Real Madrid, Manchester United and Juventus are among some of the world’s leading football clubs to which SIS Group provides natural surfaces. The company has offices in the UK, Netherlands, Turkey and Angola and UAE is the latest regional headquarters to be established by the company. In Iraq, SIS Group Ltd. is working with the newly-formed government to build six sports fields and a 20,000m2 nursery at the new Basra Sports City complex where this contract is estimated to be worth US$4.2 million. SIS Group will construct the pitch at the new 65,000 seat stadium, a second pitch for a smaller stadium, and four training pitches. The pitches at the Sports City will be used in the 2013 Gulf Cup of Nations which will be held in Iraq. The company supplies all the construction and maintenance equipment on all projects and as with all SIS projects, the local staff will be trained in the maintenance techniques to ensure that the pitches perform over the coming years.

DM issues circular for consultancy and contracting companies As part of ensuring the safety of construction projects , the Building Department at Dubai Municipality issued a circular to all consultancy offices and contracting companies operating in Dubai asking to ensure that their suppliers and manufactures have obtained the registrations certificates and Conformity Mark issued by Dubai Central Laboratory for entire steel products used in concrete reinforcement.

he circular reminds about the importance of confirming that the suppliers of all iron and steel products including not limited ; steel bars/coils, PC steel wires and stands, couples…etc, which are imported to the work sites, have registered and obtained the Conformity Mark from DCL. The circular also stipulates to confirm the validity of certificates and marks as per the approved standard specifications by Dubai Municipality and lab requirements as published on the DCL website: www. dcl.ae According to the circular, the supervising consultant and the contractor of the project will be completely responsible for all steel products used in concrete reinforcement for constructions projects. The penalties mentioned in Article 28 of Order 3 of 1999 will be applicable in the event of noncompliance with the content of this circular.

New Products Tiffany lamps were first created in 1895 in New York City and originally were handmade lamps made up of many different coloured, leaded glass pieces. They were considered part of the Art Noveau movement and there are many famous designs such as Dragonfly, Peony, Wistern and Daffodil. Louis Tiffany was credited to creating the Tiffany lamps but in 2007 it was discovered that Clara Driscoll who worked for the Tiffany studios for over 20 years had been the designer and crafter of the Tiffany lamps produced by the Company. he landscape project develops the outdoor and indoor spaces of a heart surgery clinic in Nicosia, Cyprus. The project covers different aspects, some realized for the outdoor spaces - like the parking area with tree coverage, the cafeteria outdoor space under the cork oaks trees, a path in the wood on the edge of the property, and some others inside the

clinic - such as the green hall or the chapel- a place of worship open to different confessions. The design uses typical elements of Cyprus’ territory that, with a process of decontextualization, transforms into main themes of peculiar spots such as a hill of olive trees, in front of the patient rooms of the clinic, a wide water basin and a garden of old clay vessels, formerly used

to store wine. Onlly few different kinds of plant species were selected to transmit the simplicity of the surrounded landscapes. Bßrgi use the Morus for the car parking, very appropriate thanks to it’s easy maintenance, its fresh, green colour of leaves. The flowerbeds underneath are covered with Myrthus planted as a regular surface to create a thick, evergreen volume. The outside space for the cafeteria is animated with an important group of cork oaks, placed in an effort to create a sense of deepness with contorted trunks and bark. In the axis, a hundred year old olive tree is placed to catch a perspective glimpse. On one side of this space a triple lined long hedge of Pittosporum tobira encloses the perimeter of the area, which is intended to be a place of rest.

An new plantation along the banked boundary connects with an already existing, voluminous tree population of evergreen and conifers: Eucalyptus camaldulensis, Araucaria heterophylla, Pinus halepensis, Grevillea robusta have been planted forming a small woods, this green corridor not only provides fauna but also provides patients with an opportunity to walk under the trees.

In the evening from the inside windows patients can see the distant lights of the city while the cacti, thanks to the upward projecting lights, are reflected on the swimming pool’s water, on the glass windows, on the slabs of the court’s pavement and the sculptural.

New Dutch waterline to act as main defence line By Okra Landscape Architects
The main defence line (also know as the main resistance line), is part of a system that forms the new Dutch waterline. The line, which is scattered with a sequel of citadels, sluices and casemates, in combination with the inundation fields form a large 19th century, defence system. A large number of cuttings, made in embankments although not directly visible are an essential part of the inundation system. The line has several intensively and extensively defended zones 26

he main defence line in its purest shape forms the border between wet and dry and is closely connected to the underlying landscape: during the construction, existing embankments and natural depressed areas were used as much as possible. Because of irregularities in the relief and higher lying accesses in the form of infrastructure and waterways, the inundation fields could not form a continuous water plain. One of these weak spots was the citadels, however inundation works and the connecting concentration of bunkers and casemates come together. The spatial image that arises consists of intensively defended accesses surrounded by a high density of objects, succeeded with parts of several kilometres long, without any apparent defence. Interesting about the main defence line is that it passes several landscapes and takes on several forms of appearance. It’s a line that can be experienced at certain times but can’t be seen in other instances. At this moment we live in a time in which the landscape from the past changes along the main defence line. On a higher level, there already is a focus on a densification West of the main defence line and a larger openness at the Eastside of the line. Bicycle routes passing by the fortifications are merged into a

cycle route that physically connects the fortifications. The route will be physically pointed out by boundary marks. Except for the cyclist who travels 85 kilometres – and probably that same distance back- the person who doesn´t follow the complete line, but only part of it would also get the ´perspective of memory´ of the entire line.

The cutting as an intervention
An intervention of the line is critical. Opposite to the rationalism of the military engineering art is the magic of the waterline – and with that, the line that is part of it. A landscape of which we literally cannot imagine the boundary and that has formed a threat that now, in an era of fast transport by land and
by air is also hard to imagine can now be flooded. It´s a secret landscape that is not visible but does need to become experienceable again, without loosing the magic of the secret. For this reason, the decision has been made to make ´cuts´ at crucial places that have the character of disguising and revealing the secret. They contribute to the ´story telling´ by means of a series of spots, each with their own cut, different of type, size and story but characterized by the same design and use of material. These limited procedures add continuity along the cycle route and offer an insight into each part of the fascinating system that is the new Dutch waterline.

works at the North-side of the Lek, as part of the new Dutch waterline. The project of the covered community road near Tull en ´t Waal is interesting because it is part of a pretty neat ensemble, the former gantry of Honswijk, of which the Lunet at the Snel and Fort Honswijk are also part of. The water, the roads and the embankments have a hidden purpose, which is put back on stage within the scope of the recreational development of the waterline. Besides reconstruction of the buildings, re-profiling the earthen bank and making a viewpoint, partial recreational use can be enhanced by improving cycle and foot paths. Because of the reconstruction of the defence work and the added hiding places in the adjoining bank, it’s easy to get a feeling of how movements could take place without the enemy noticing. is not a damming embankment, but a defence embankment. The main defence line as a system calls for particularization and explanation, much more then concrete lining. By adding the ´cut´ through the embankment, the defensive character of the embankment has been made experiencable and a short walk is made possible. The water lying behind becomes accessible by an entrance through the cut in the ground. Southwards, a series of stepping-stones form a staircase over the embankment, making the defence work accessible.

defence line is based on making intervention producing a readable landscape, by which the line does become special despite not always being seen. Just like the secret writing with invisible ink becomes visible when it’s lighted by fluorescent light. Private landscapes of agricultural production
T
he Casablanca Valley is a valley in the midst of a wine producing valley in Chile. Located very close to Santiago, Chile´s capital city, this valley belongs to the Cordillera de la Costa, or Coastal Mountain Range, part of the Andes Mountains, and extends west-east for 24 kilometers. The close proximity of the Pacific Ocean means that there is a strong marine influence that materializes in the area as morning fogs and high thermal differences between day and night, all of which contribute to ensuring great conditions for the slow maturation process of the grapes. The Ruta del Vino, or Wine Route, is one of the most 34

attractive tours of the valley for visitors. A large residential project in Casablanca, designed by Chilean landscape designer Teresa Moller, covers an area of 26 hectares most of which are for industrial production and part, about a 15% of the land, is destined for the private use of the owners. This smaller piece of land, positioned on the west side of the lot, is reserved for some kinds of grapes varieties and also olive oil and lavender production, a decision entirely made by Moller in response to the local characteristics of the valley and to the owner´s request of an agricultural production-oriented garden and land.

Teresa Moller´s designs are distinguished by a very simple and primal approach that looks for the preservation of the natural conditions of any site, thus highlighting the most original elements and images of any existing landscape. Her particularly intuitive manner gives shape to subtle and natural designs that seem not to have been touched by man. However, her projects usually transform and improve the sites. 36

Moller’s background is deeply connected with the study and comprehension of nature. At the beginning of her career she was a protégé of the well-known Chilean landscape architect Juan Grimm, through whom she started to get in contact with the responsible use of the extensive native flora of Chile and its particular geography. After studying Garden Design at the New York Botanical Gardens she returned to Chile
and set up her own office which is now one of the most prominent in Santiago. In 2005, the British landscape magazine ‘Gardens Illustrated’ chose her, together with nine other landscape architects from different parts of the world, as one of the current most interesting designers. Currently she has ongoing projects not only in Chile but also in Argentina, Australia, Switzerland and China.

The project
Moller started the Casablanca project in 2006, was an uncultivated portion of land only punctuated by large Mayten trees (Maytenus boaria); spread out in a west-east direction, in the same way as the Casablanca Valley, the site´s lowest surface is framed by forested hills that act as natural protecting barriers. The Mayten trees appeared as the only existing elements on the site when it was acquired, as isolated presences or in groups of two or three. “These elegant trees, native to Chile –says Teresa Moller – represent the soul of the project and what outlined the general layout of the cultivated land”; retaining the original position of most of these trees, all of which were the objects of a revitalization process directed by a specialized agricultural engineer, she created a series of small-scale gardens inside the massive plantation of vineyards. Every one of these isolated trees marks an intimate area of lawn, which is outlined by a metallic frame and is kept permanently mowed; Moller calls these areas “stations”: places to sit around and rest immersed in the never-ending lines of the vineyards. These intimate gardens are furnished with rustic tables and benches made from the discarded lumber onsite. From the top of the

adjacent hill, these plots appear as vacant spaces carved out from the large colorful masses of vineyards, providing a visual balance between mass and empty spaces. The same image of mowed lawns is used to outline a number of narrow paths that allow pedestrian connections between the different areas of the plantation; edging and surrounding these tidy looking paths the landscape is left untouched and grows as a wild prairie of grasses, with only some bright yellow poppies that appear here and there. When Moller started to work on the project, the strips of Sauvignon Blanc grapes were already planted but she decided to make significant changes at the entrance road, dividing this plantation into two almost equal parts. The objective was to create a main pathway with a greater view of the winery and also ending in an existing group of the Mayten trees; in this manner, the entire circulation scheme, from the entrance and to the main house, including all pedestrian short connections, is configured around the original position of the trees. Adjoining the central group of Mayten trees an artificial lagoon was created as a water reservoir that follows the geometrical lines of the vineyards. In the Casablanca valley, a region with scarce water resources, dripping systems are the main method for irrigation. 38

When getting closer to the house, a U-shaped one-story building reminiscent of the typical Chilean agricultural constructions, the main road delineates the smaller piece of land where the owners grow other grapes, such as Merlot and Pinot Noir. This square shaped area contains not only the house and the different grapes but also the plantation of olive trees and lavenders. All these elements were intentionally configured by Moller according to matters of scale and seasonal color changes. In the fall, while the Sauvignon Blanc vineyards turn into an infinite yellow and golden expansion growing towards the far east side of the land, the ones that surround the house combine different hues of red, brownish red and orange, creating a vibrant more intimate edge; these grapes, which are hand-picked, grow shorter than the white grapes, picked and harvested with industrial machinery. Right in the middle of the Pinot Noir grapes and aligned with the main axis of the house, Moller built the swimming pool, creating another unique space for relaxation. Behind the house, grey is the dominant color. Silver grey olive trees planted in rows and masses of bluish grey lavenders covering
the ground underneath make a counterpoint to the vivacious landscape of the vineyards and, at the same time, meet one of the main goals of the owners, that of local agricultural production. The olive oil produced in the land is already being commercialized and the lavender will be soon. In this area, the paths are made of wood, which over time start to become grayish too. U-shaped construction, with tall borders of flowering plants. Roses, agapanthus, lilies (Lilium sp), sage (Salvias sp) and astromelias (Lagerstroemia sp) consistently planted in strips make a dynamic image especially appreciated from inside the house. This is the only concession to a land fully dedicated to native and wild local species. 40

What makes this project all the more remarkable is the concept of preservation of the existing landscape combined with a modern design for an agricultural region. The typical geometrical lines of the vineyards, so representative of the geography of the valleys of Chile, is subtly modified to create a more livable environment, where the owners of the land, who clearly love nature and are sensitive to its primordial conditions, can walk around and fully experience the colorful ambience of the grapes and are able to relax and enjoy the great views. The possibility of private and industrial agricultural production appears as an additional gift from the land and for the land.
