Texas Has Deployed a Buoy Barrier in the Rio Grande to Deter Migrant Crossings
TEXAS (Telemundo Houston) --- El gobernador de Texas, Greg Abbott, firmó una serie de medidas de seguridad en la frontera y entre ellas anunció que se ha puesto una larga barrera de boyas color anaranjado para dividir el Río Bravo, como se le conoce en México, o Río Grande, para Estados Unidos.

Mr. Abbott said the barrier, a floating border wall made up of four-foot-wide buoys, would be first placed in the water off the city of Eagle Pass, an already heavily fortified section of the border that Texas officials have said is a prime location for migrant crossings.
Though the floating barrier would cover only a small section of the 1,254mile border in Texas, Mr. Abbott said the buoys could be moved to other hot spots and expanded in the future.
The buoy barrier joined other steps taken by Texas in its multibillion-dollar program to deter crossings, including the deployment of National Guard members and state police and the spreading of concertina wire along the banks of the Rio Grande. The Texas Legislature last month approved a two-year budget that included $5.1 billion in spending on border security.

Officials in Eagle Pass, a small city that has struggled to accommodate the large number of arriving migrants, welcomed Mr. Abbott’s efforts.

COREA DEL SUR (AP) --- Una panda gigante dio a luz a dos cachorros gemelos en un parque temático de Corea del Sur.
Ai Bao dio a luz a los cachorros, ambas hembras, en el parque Everland, cerca de Seúl, según indicó en un comunicado el operador del parque, Samsung C&T Resort Group.
Es la primera vez que nacen gemelos de panda en Corea del Sur, según la compañía.

SOUTH KOREA (AP) --- A giant panda has given birth to squirming, squealing healthy twin girls at a South Korean theme park.
Ai Bao gave birth to her cubs at the Everland theme park near Seoul, the park’s operator said.
It released video of the birth and the mother caring for her newborns, as well as veterinarians examining the tiny cubs.
They are the first panda twins born in South Korea, Samsung C&T Resort Group said.
Both Ai Bao and her newborns are in good health, the resort group said in the statement.
Decades of conservation efforts in the wild and study in captivity saved the panda species native to China from extinction, increasing its population from fewer than 1,000 at one time to more than 1,800 in the wild and captivity. The life expectancy of a giant panda in the wild is about 15 years, but in captivity they have lived to be as old as 38.
The South Korean resort group said it will observe the cubs’ health and growth to determine when to unveil them to the public. Meanwhile, the group said it will use social media to show off the cubs.

Porfirio Muñoz Ledo, Mexico’s Veteran Political Chameleon, Has Died MÉXICO (Regeneración) --- El mítico político mexicano Porfirio Muñoz Ledo murió a la edad de 89 años.
A través de redes sociales, se dio a conocer el deceso de uno de los fundadores del Partido de la Revolución Democrática (PRD).
El famoso político mexicano se había convertido en un feroz opositor al gobierno de Andrés Manuel López Obrador. Porfirio Muñoz Ledo cursó la licenciatura en Derecho en la UNAM y realizó estudios de doctorado en Ciencias Políticas y Derecho Constitucional en la Universidad de París
Él fue político, diplomático, politólogo y di- putado federal, como uno de sus últimos cargos públicos y que en el 2018 fue el encargado de poner la banda presidencial al presidente AMLO.
A lo largo de su carrera política ocupó múltiples puestos dentro del Gobierno Federal, durante los sexenios de José López Portillo, Luis Echeverría y Miguel de la Madrid. Asimismo, fue senador por el entonces Distrito Federal, diputado en el Congreso de la Ciudad de México y presidente de la Mesa Directiva de la Cámara de Diputados.

MEXICO (AP) --- Porfirio Muñoz Ledo, Mexico’s veteran political chameleon who played a key role in the country’s democratic reforms, has died at age 89, his family announced.
His relatives did not give a cause of death, but he had been in ill health for some time.
Since entering politics in the 1970s, Muñoz Ledo was never far from the center of power, even if that meant changing parties.
Tributes poured in from most of Mexico’s political parties. He had belonged to most of them at some point. And many of the tributes began with phrases like “despite our differences,” because Muñoz Ledo eventually broke with all of them.
A brilliant strategist, Muñoz Ledo was able to conceive of many possible paths in Mexico’s long transition to democracy. But he was never able to imagine one without himself in a central role.
President Andrés Manuel López Obrador wrote in his Twitter account, “I regret the passing of Porfirio Muñoz Ledo, who I agreed with for a long time. The recent disagreements don’t erase the long, good moments of friendship and comradery.”

El Salvador’s President Nayib Bukele Is Nominated for Reelection Despite Constitutional Questions

EL SALVADOR (El País) --- No hay prohibición constitucional que cuente para el presidente de El Salvador, Nayib Bukele. El controvertido mandatario ha anunciado que oficializará su candidatura a la reelección, a pesar de que hay candados legales establecidos en la Constitución de su país que le impiden repetir mandato. Desde el partido del presidente, Nuevas Ideas, han justificado la necesidad de que Bukele continúe en el cargo para mantener un modelo político que ha logrado reducir los niveles de inseguridad en el país centroamericano, pero voces críticas advierten de que se trata de un movi- miento para perpetuarse en el poder y critican la deriva autoritaria del político. “No soy un dictador”, se ha defendido Bukele, en el cargo desde el 2019.
La proclamación junto a su vicepresidente, Félix Ulloa, es el fin de un proceso que inició en septiembre del 2021, cuando los magistrados de la Sala Constitucional, impuestos por Bukele y leales al mandatario, hicieron una “interpretación” de la Ley Fundamental en la que establecían que la reelección en períodos continuos es viable, con lo que despejaron el camino del popular presidente para repetir mandato.
EL SALVADOR (AP) --- President Nayib Bukele was officially nominated by his New Ideas party to run for reelection next year, brushing aside objections from legal experts and opposition figures who say El Salvador’s constitution prohibits his candidacy.
New Ideas also announced that current Vice President Felix Ulloa would run for reelection in the ballot scheduled for Feb. 4, 2024.
Bukele is highly popular among Salvadorans because of his harsh crackdown on street gangs, but he is considered controversial internationally. He announced in September that he planned to seek a second five-year term.
That came after the Constitutional Chamber of the Supreme Court, handpicked by his supporters in Congress, ruled in 2021 that his candidacy for reelection was permitted and ordered the electoral court to allow it.
Constitutional lawyers maintain that Bukele’s candidacy would violate at least four articles of the constitution, including Article 154, which states: “The presidential term will be five years and will begin and end on June 1, without the person who has held the presidency being able to continue in their functions even one more day.”

Luiz Inácio Lula da Silva, de Brasil, y Gustavo Petro, de Colombia, se reunieron para impulsar la próxima cumbre regional sobre la selva amazónica y ampliar los esfuerzos para protegerla.
El encuentro tuvo lugar en la localidad colombiana de Leticia, ubicada en la región de la triple frontera amazónica entre Colombia, Brasil y Perú, donde el crimen organizado ha incrementado su presencia.
La reunión busca sentar las bases para la Cumbre Amazónica que el gobierno brasileño organizará el mes entrante en Belem. Asistirán a la cumbre los gobernantes de los países de la Organización del Tratado de Cooperación Amazónica: Bolivia, Brasil, Colombia, Ecuador, Guyana, Perú, Surinam y Venezuela.
Lula pretende que la declaración conjun- ta que surja de la cumbre sea presentada ante la Conferencia de Naciones Unidas sobre el Cambio Climático conocida como COP28 que tendrá lugar en Dubái en noviembre.

BRAZIL (AP) --- Brazil’s President Luiz Inácio Lula da Silva met with his Colombian counterpart Gustavo Petro to build momentum for an upcoming regional summit on the Amazon rainforest and enhance efforts for its protection.
The encounter took place in Colombia’s Leticia, a town in the Amazon’s triple border region between Colombia, Brazil and Peru, where organized crime has recently increased its hold.
The meeting aimed to lay groundwork for the Amazon Summit the Brazilian government is organizing in Belem next month. That summit will be attended by leaders of the countries party to the Amazon Cooperation Treaty Organization, made up of Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname, and Venezuela.
Lula is pushing for a joint declaration from the summit, which would be presented at the United Nation’s climate conference, known as COP28, in Dubai in November.
Petro also stressed the need for a common front to exert pressure on developed countries. “We believed that progress was the destruction of trees. ... Today that is nothing other than the destruction of life,” he said.
