Kier appointed to deliver School of Digital Arts at Manchester Metropolitan University Kier has been appointed by Manchester Metropolitan University (Manchester Met) to deliver its brand-new £35m School of Digital Arts (SODA): a project jointly funded by and Manchester Metropolitan University and the Greater Manchester Combined Authority.

Amey wins place on key Yorkshire Water framework Leading utility and public services provider Amey has been appointed by Yorkshire Water to join its Minor Civils framework.

The purpose-built 5,200m² school will comprise state-of-the-art teaching facilities over 5 floors. The building will bring creative, digital, technology and business assets together.

The interdisciplinary school will house subjects that span film, animation, User experience design, photography, games, AI and more.

The new facility with be located on the site of the Students Union car park on Higher Chatham Street, Manchester and, once completed, it will have the capacity to teach 1,000 students per year.

The contract, worth up to £20m, will run from 2020 to 2025, with an option to extend a further three years, covering minor civil and building works and specialist activities for waterretaining structures such as pumping stations and tanks.

The project will start on site in winter 2019 and is due for completion in spring 2021. Throughout the build programme, Kier has committed to creating 10 apprenticeship opportunities and engaging with the City of Manchester workforce by hiring 100 local people and engaging with the local supply chain.

The contract award will see Amey build upon its existing relationship with Yorkshire Water, having worked with them for nearly ten years.

The SODA building will give students access to state-of-the-art facilities, enabling them to study an exciting range of subjects under one roof.

“The next investment cycle is expected to raise a variety of issues for the water industry. This includes population growth increasing the demand for water, on infrastructure that needs updating, along with the need for innovative problem solving, as the importance of looking after the environment increases. We look forward to supporting Yorkshire Water over the next five years in tackling these problems whilst delivering an excellent service to customers.”

This latest win for Kier reinforces its position as a leading provider of educational facilities and it has previously completed 6 Great Marlborough Street, a facility to house a number of professional services teams across Manchester Met.

Mark Baker, Head of Programme Delivery at Yorkshire Water, said: “We are excited to see the conclusion of this process and welcome our partners to support our ambitions and challenges over the next five years.

This framework will enable Yorkshire Water’s ‘Programme First’ approach, choosing dynamic, focused and driven partners with self-delivery capabilities.

Amey already has a strong presence in the region through infrastructure services such as delivering street lighting on behalf of Wakefield Council, through the Building Schools for the Future initiative in Bradford and the delivery of Allerton Waste Recovery Park.

Railway Industry Association wins best trade body award at Association Excellence ceremony in London The Railway Industry Association (RIA), the voice of the UK rail supply community, took the top ‘Best Overall Association’ award at the Association Excellence Annual Awards ceremony on Friday 11 October.

The reasons given for RIA winning the award were: • Focusing on delivering for members and on building a bigger and better rail supply industry; • Providing a welcoming environment for staff and members, where new ideas and inventive solutions are encouraged; • Developing as a voice for the rail industry to senior political and stakeholder groups with lobbying campaigns and complementary media engagement; and • Increasing profile – focusing on the railway industry’s issues of the day – to ensure the rail supply chain is heard, at a time when key decisions about the future of the sector are being made.

Darren Caplan, Chief Executive of the Railway Industry Association, said: “It is great that the Railway Industry Association and its members are being recognised by peers in other sectors in this way, and we are excited to win this award for excellence, our third in two years.

“At a time when much reporting on rail focuses on negativity and controversy, the RIA team and its members are working incredibly hard to overcome the challenges – boom and bust in infrastructure and rolling stock investment, lack of an enhancements pipeline, and a political arena dominated by structural change and Brexit – and promote the positives, with the railway industry generating 600,000 jobs, £36bn GVA and fostering rail innovation, for the ultimate benefit of UK plc.

Hardies-built Tynecastle Nursery shortlisted in Education Buildings Scotland Awards Tynecastle Nursery, built by Hardies Property & Construction Consultants for the City of Edinburgh Council, has been shortlisted in the Early Learning and Childcare Category of the Education Buildings Scotland Awards.

The nursery opened last year inside the new main stand at Tynecastle as part of an innovative partnership between Heart of Midlothian Football Club and City of Edinburgh Council.

The old Tynecastle Garden nursery building was demolished as part of works to build the 7,000 capacity terrace in 2017 with the promise that the project would include space for the replacement school.

Derek Ferrier, project manager at Hardies, said: “The nursery has been neighbours of Hearts for nearly 90 years and to be fully integrated into its building is testament to the close partnership between the football club and the Council and the strength of the local community. The nursery includes a large outdoor play area, with flexible learning spaces and play zones for youngsters. A beautiful design of the new nursery school is the use of wood and wood products to create a natural, calming environment for play and learning. The light, open design of our nurseries gives children the opportunity to express themselves and can only help stimulate them in such a fantastic learning environment, helping them on their journey to becoming successful learners, confident individuals, responsible citizens and effective contributors.”

Hardies partner Murray Warner added: “We are delighted with the recognition this shortlisting signifies for Tynecastle Nursery, part of comprehensive £2 million fit out we completed last year at Tynecastle Park for Heart of Midlothian FC. In addition to the nursery, a new supporter’s bar and shop, we altered the police command centre, laid a new pitch with undersoil heating and irrigation systems, improved supporters’ toilet facilities and completed a new TV studio.”

The work was carried out under a construction management contract with Hardies, which also acted as Quantity Surveyor, Principal Contractor and Clerk of Works. The fit out followed Hardies work on the £16 million new main stand at Tynecastle Park.

Project News FUTURE GENERATION COMPLETES ITS FIRST PBSA PROJECT — THE £25MILLION HYTHE MILLS COMPLEX IN COLCHESTER Student accommodation specialist Future Generation has successfully completed its first PBSA scheme — the £25million Hythe Mills project in Colchester, Essex.

The scheme is a model of what top tier student accommodation will offer well into the future, with shared spaces designed to encourage social interaction and healthy lifestyles.

The developer can also reveal today that ‘Hythe Mills’, constructed by Kier, was fully pre-let in February amid intense local competition for high-quality student accommodation.

The complex in Hawkins Road boasts 229 bedrooms, an interactive fitness studio and a riverside networking hub.

The fitness suite is equipped with virtual training programs including Spin, Body Pump and Body Combat, and is delivered in partnership with world-leading group fitness specialist Les Mills.

London-based architect Levitt Bernstein created a mix of en-suite rooms and studios across the scheme’s riverfront setting with landscaped grounds fronting the River Colne in the centre of the town.

Two thirds of the rooms have been let at affordable levels below market rents.

Future Generation — the PBSA arm of developer Southern Grove – delivered the scheme as a joint venture with Tadhamon Capital.

All tenants, most of whom attend the University of Essex, benefit from Future Generation’s partnership with Samsung which sees Samsung digital appliances, TVs and air conditioning installed in every room.

In 2017, Future Generation embarked on an ambitious mission to build 10,000 student beds in five years, while simultaneously raising the quality of affordable student homes. To date, the firm has a pipeline of approximately 5,000 student beds.

Andrew Southern, Chairman of Southern Grove and Future Generation, commented: “I’m incredibly proud of this development. It’s the first of a number of student developments we are working on and it’s also the first project we’ve done with Samsung. The quality of the accommodation offered is second to none and we’re leaving clear water between us and the competition. We absolutely refuse to create schemes that aren’t design led, and Hythe Mills is a thing of beauty. We are determined that we are not going to end up among the ranks of developers whose buildings are pointed out in 30 years’ time as examples of hasty mistakes created by accountants. Global News FIDIC signs contract training collaboration agreement with Philippines Department of Trade and Industry International engineering federation FIDIC (the International Federation of Consulting Engineers) has signed a memorandum of understanding (MoU) with the Philippines Department of Trade and Industry (DTI) to train government engineers and other construction professionals in the use of FIDIC contracts.

The two-year MoU was signed following detailed discussions between FIDIC and DTI and has been ratified by the Construction Industry Authority of the Philippines (CIAP), the policy making body for construction in the country. The agreement will assist in the implementation of the Philippine Construction Industry Roadmap 20202030, which aims to improve the quality of construction services and promote integrity, professionalism and innovation across the supply chain.

Under the terms of the MoU, the DTI will conduct a national awareness campaign on FIDIC contracts amongst construction industry stakeholders and include the contracts in its regular training programmes.

They will also provide training on FIDIC contract modules for government engineers and other professionals involved in the procurement, contract drafting and administration of contracts for government infrastructure contracts.

Balfour Beatty joint venture awarded HK$4.75 billion (c. £490 million) manufacturing facility contract in Hong Kong Commenting on the signing of the MoU, FIDIC chief executive Dr Nelson Ogunshakin said: “We are delighted to have signed this agreement with the Philippines DTI and to be working in collaboration with them on delivering a FIDIC contract training programme for their staff over the next two years. This is excellent news for FIDIC and also the construction sector in the Philippines and we look forward to working closely with stakeholders there over the coming months and years.”

Rowel Barba, undersecretary at the Philippines DTI, said:

The MoU will pave the way for greater understanding and easier adoption of FIDIC contracts among Filipino engineers, particularly in the government agencies that implement Official Development Assistance international competitive bidding and public private partnership projects. We hope that this will lead to progress as we continue into the Golden Age of Infrastructure in the Philippines.

FIDIC president Alain Bentéjac said: “I look forward to FIDIC building a strong working relationship in partnership with the DTI and the Construction Industry Authority of the Philippines as we collaborate to raise the awareness and use of FIDIC contracts. I am confident that this MoU will help in promoting mutual understanding and enhanced cooperation across the entire construction sector in the Philippines, thereby improving the quality, sustainability and delivery of services in the sector.”

Balfour Beatty today announces that its 50:50 joint venture, Gammon Construction, has been awarded a HK$4.75 billion (c. £490 million) contract to deliver an Advanced Manufacturing Centre (AMC) on behalf of the Hong Kong Science & Technology Parks Corporation.

The contract will see Gammon deliver the 108,000m² AMC facility, including a seawater district cooling system. This system, which will be used to cool the entire AMC building, is a cost-effective and environmental friendly solution for building cooling. The works will include all mechanical, electrical and plumbing services, the building façade and a significant amount of steelworks.

To ensure the project’s safe and efficient delivery, Gammon will deploy a wide range of innovative technologies and methods including BIM, modularisation and off-site manufacturing techniques to improve safety and quality and contribute to a significant reduction in the duration of the works programme.

Thomas Ho, Chief Executive of Gammon, said: “This impressive and complex facility for one of Gammon’s long-term customers is designed to meet the increasing need for high-end on demand manufacturing in the region. This latest success is testament to our proven experience in constructing complex buildings and our market leading engineering and technical capability.”

Early works commenced in Summer 2019 with completion expected in 2021.

At construction peak, the project will employ a workforce of around 1,800.

Global News DYNAMIC INFRASTRUCTURE IMPLEMENTS DEEP AI TECHNOLOGY TO PREVENT BRIDGES AND TUNNELS FROM COLLAPSING The New York and Tel Aviv based startup Dynamic Infrastructure is implementing the world’s first deep-learning solution which allows bridge and tunnel owners and operators to obtain visual diagnosis of the assets they manage. The system provides live, cloud-based, 3D views of the bridge or tunnel and automatically alerts when changes are detected in maintenance and operation conditions - before the issues evolve into large-scale failures.

With huge Opex and Capex positive impact, Dynamic Infrastructure is already conducting projects in the U.S., Germany, Switzerland, Greece and Israel with different transportation infrastructure stakeholders.

The company’s clients operate a total of 30,000 assets, ranging from Departments of Transportation to Public-Private Partnerships (PPPs) and private companies.

Dynamic Infrastructure quickly creates “medical records” for every bridge, tunnel and elevated highway, based on existing images taken through periodical condition inspections along the years, including images from smartphones, drones and laser scanning. The proprietary technology compares old and archived images to new ones, detecting maintenance and operation issues, defects and anomalies.

Like MRI for humans , the 3D “medical records” serve as the basis for the alerts on changes in maintenance conditions. The diagnostics can be easily accessed through a simple browser and can be instantly shared with peers and contractors to speed maintenance workflows and increase return on investment.

Dynamic Infrastructure, which operates from New York, Berlin and in Israel, was founded in 2018 by Saar Dickman and Amichay Cohen. Dickman and Cohen collaborated with a group of industry experts in the US and Europe who share the same vision – creating visual medical records for mega infrastructure elements, focusing on the challenging conditions of bridges and tunnels. Prior to Dynamic Infrastructure, Dickman served as VP Automotive Cyber Security at Harman, a Samsung-owned company, following the successful acquisition of TowerSec, his previous company, by Harman. Amichay Cohen served as the CEO of Carmel Tunnels and is currently acting as the COO of D.E Highways Management, where he is responsible for an annual revenue of $350 millions, operating toll-roads and toll tunnels.

Atkins selected for up to $20 million US Georgia Department of Transportation contract for Safety Design Services Atkins was once again selected as prime consultant under an up to $20 million USD, three-year contract with two oneyear optional extensions to provide oncall regional safety design services to the Georgia Department of Transportation’s (GDOT) Office of Traffic Operations.

Atkins has partnered with GDOT since 2003 to deliver projects for the safety program in multiple districts through five consecutive on-call contracts.

Continuing that support, the team of traffic and roadway engineers, environmental experts and surveyors will complete traffic engineering (TE) studies, road safety audits (RSAs), concept reports, designing and surveying. We are bringing the data revolution to the decision-making process of bridges and tunnel maintenance based on our cutting-edge imagery analysis.”

In total, there are more than 616,000 bridges in America. Of those, more than

47,000 are structurally deficient and need urgent repairs, according to a report issued earlier this year by the American Road & Transportation Builders Association (ARTBA).

Americans cross these deficient bridges 178 million times a day.

The average age of a structurally deficient bridge is 62 years. More than 235,000 (38%) of U.S. bridges have identified repair needs. ARTBA estimates the cost to make the identified repairs for all 235,000 bridges is nearly $171 billion. The pace of repair in 2018 slowed in comparison to 2017, and therefore ARTBA warns that at this pace, it will take 80 years to make significant repairs in America’s bridges.

Tunnels are no different. According to the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), more than 350 highway tunnels have been identified in the United States. About 40% percent of these tunnels are now more than 50 years old; and approximately 5 percent of these tunnels already exceed 100 years of service. Therefore, according to Dynamic Infrastructure, a system of the type offered by the company is vital for maintaining and operating tunnels in America.

NETWORK RAIL’S LEAF-BUSTING MACHINES READY TO TACKLE AUTUMNAL DELUGE As the cold mornings draw in and the leaves start to brown, Network Rail is busily preparing its 61 leaf-busting trains to keep passengers moving safely over autumn.

Passengers expect and deserve a reliable, punctual train service, which is why this autumn, Network Rail and its train operating colleagues will be working flat out – preparing specialist equipment and undertaking specialist driver training – to better cope with the annual blight of ‘leaves on the line’ – the railway’s equivalent of black ice on the roads.

Nick King, network services director at Network Rail, said: “Leaves on the line is a well-known issue on railways across the world. Our leaf-busting trains and highlytrained frontline teams will be working around the clock over the next few months to keep the tracks clear and rail services running. Even with these plans in place, on some particularly autumnal days it will be a challenge to operate the railway as punctually as we would want to. I would like to thank passengers for their patience and understanding while our staff work to keep them moving safely and reliably this autumn.”

A unique infrastructure cost and market forecast tool will help contractors and clients assess the risk of inflation on infrastructure schemes and benchmark the cost of their built projects to ensure they make the bestinformed and competitive investment and budgeting decisions.

The RICS’ Building Cost Information Service (BCIS) – which is the leading provider of cost and price information to the construction industry - has launched the new online service, known as BCIS Civil Engineering Trends and Forecasts. It offers over 30 insightful market intelligence resources to help those in the infrastructure sector better understand and prepare for inflationary pressures on their business and built projects.

Resources include market demand reports, five-year sector forecasts, tender price studies, wage agreements and information around construction output, new orders and state of trade surveys, along with cost and price indices for civil engineering.

Joe Martin, BCIS Lead Consultant, RICS Data Product Management said: “In uncertain times the need for a consistent analysis of the factors that drive project costs is becoming increasingly

CONSTRUCTION COURSE HELPS TRANSFORM MAIDENHEAD MAN’S LIFE Wates and Biosite Systems Ltd join forces to support previously unemployed trainee following free construction course A jobseeker has turned his life around thanks to Wates Construction, the contractor building the new Braywick Leisure Centre in Maidenhead, securing his first ever job following a free training scheme for the long-term unemployed.

Upon completion of Wates’ accredited Building Futures programme, in which candidates aged 19+ are provided with two weeks’ construction training, Breaze Roberts (26) was one of two participants invited to work with Wates full time, thanks to support from workforce management partner, Biosite Systems Ltd. Prior to taking part in the course, Breaze had yet to find a job, having spent his late teens and early twenties getting into trouble with the police. A lack of confidence had proved a barrier to meeting people and learning new skills but after meeting course organisers, Ixion at the local JobCentre, Breaze decided it was time for a fresh start.

Now employed through workforce management and security specialists,

Biosite Systems Ltd, on Wates’ Braywick Leisure Centre project as a gate supervisor.

His main role is to manage vehicles coming in and out of the site, helping to ensure the site runs efficiently and safely.

Wates Construction’s Community Investment Advisor, Sally Kinchin, explains: “From the outset of the course, Breaze stood out and during the interviews, he really shone.

Everyone was impressed by the amount of research he had done to prepare, as well as his enthusiasm.

We were extremely keen to find a permanent position for him on site upon completion of the Building Futures training and were grateful that our partners, Biosite, also saw his potential and agreed to employ and train him.”

Breaze comments: “I was very apprehensive about starting the course and the first day was tough but my advice to anyone starting out on the Building Futures programme is to stick it out – it has definitely changed my life for the better.

“I’m able to plan for the future now. I’m saving to learn to drive and hope to progress to become a crane operator in the future. I wouldn’t have known this job existed before

I came here and this industry has a lot of different roles, so you never know where you might end up. It’s exciting.”

Building Futures is an award-winning twoweek pre-employability programme for anybody not in employment, education or training aged 19+. Candidates are offered taster sessions in the likes of multi skills and carpentry as well as employability support and interviews with employers.

At the end of the Building Futures programme, participants receive a BTEC Level 1 Certificate in Construction, which is accredited by the qualifications and credit framework (QCF), as well as the opportunity to sit their CSCS (Construction Skills Certification Scheme) test, which is beneficial for employment within the industry.

Over 1500 people have taken part in over 100 Building Futures programmes since its launch and Wates has supported more than 67% into employment or further learning either with Wates, its supply chain or other employers and training providers.

When we heard about Building Futures, we were keen to get involved, as helping young people enter employment and investing in the next generation of talent is crucial.

Once complete, the new Braywick Leisure Centre will include a 10-lane swimming pool, larger training and splash pools, a 200-station gym, four squash courts, a larger sports hall, improved accessibility for disabled users and sports teams. While the services offered will be improved and expanded, the centre’s eco-friendly approach will see it use 70% less energy than the previous building.

First phase of the new A6 dual carriageway between M22 and Toome is complete GRAHAM Farrans Joint Venture has completed a four-mile stretch of dual carriageway between Belfast and Londonderry ahead of schedule.

The first phase of the £185 million, ninemile dualling, of the A6 North Western Transport Corridor between Randalstown and Castledawson went live to traffic on

Sunday, August 4th – with M22 J3 grade separated Junction and associated side roads now complete.

An estimated 20,000 vehicles a day will benefit from the opened upgrade between Randalstown and Castledawson. The first phase of the scheme includes the construction of 10 major structures: • Four overbridges carrying side roads and accommodation access roads over the new A6 mainline.

• One compact grade separated junction constructed online at the M22 J3.

• Four accommodation underpasses to service local landowners.

• A pedestrian footbridge constructed to link the village of Toome to the new Park and Ride facility at Drumderg Roundabout.

Next phase The second phase will see the construction of a 4.5 miles dual carriageway between Toome and Castledawson. It starts east of Creagh roundabout and continues part offline and part online to the Castledawson roundabout.

The existing single carriageway, Hillhead Road between The Creagh and the western end of the Castledawson Bypass will be retained to provide local access.

The second phase is due to be completed in 2021.

Importance of work The whole project will upgrade over nine miles of the A6 North Western Transport Corridor between Randalstown and

Castledawson. It is a route used by 20,000 vehicles each day and often experiences congestion at key times.

The A6 is a strategically important transport corridor, which strengthens links between Belfast, Derry/Londonderry and the wider North West. The £185 million project is being delivered by the Department for Infrastructure and will bring the long-term benefits to road users and the local community of reduced journey times and improved road safety.

Once completed it will bring social and economic benefit to the local area, most notably reduced journey times and improved road safety. The ongoing work is also benefitting the local construction industry delivering local jobs and investment. It’s estimated there is £2.30 of benefit to the local economy for every £1 of capital investment and during the whole construction period 15-20 new paid employment and training opportunities have been created.

Impact of first phase Prior to the completion of phase one, the existing road between Randalstown and Toome was a rural single carriageway trunk road, starting at the M22 Junction 3 west of Randalstown and continuing west for about 7 kilometres to the Drumderg Roundabout east of Toome.

Parts of the route had been improved over the last four decades. This included the bends at Derryhollagh being reconstructed in the 1960s, the existing road at Clonboy and Drumberg both being widened and strengthened in the 1970s. Improvements to the remainder of the road had been limited to minor junction improvements and routine maintenance surfacing.

Poor alignment combined with an increase in traffic volumes had reduced the number of safe overtaking opportunities, leading to increased journey times and an increased risk of frustrated drivers attempting to overtake in unsafe circumstances.

The new dual carriageway has been designed to reduce, as far as possible, damage to the environment, whilst taking account of factors such as road safety, engineering design and cost.

The results of the first phase of the scheme: • It provides a high-standard dual carriageway between the M22 at Randalstown and the A6 Toome Bypass dual carriageway.

• Enables the removal of strategic traffic

ARE YOU READY FOR IR35?

Construction firms depend on armies of contractors and suppliers – but with reforms to IR35 due to come into force in April 2020, finance teams must prepare for change.

While there is every chance your business is not guilty of employing ‘disguised workers’, a responsible financial controller will need to demonstrate compliance. Here, Steve Berridge, finance technology specialist at The Access Group, explains why the time is now to prepare for IR35.

Five months to go It’s been about a year since then Chancellor, Philip Hammond, announced reforms to IR35 would be coming into force in the private sector in April 2020. But there are still some businesses that are yet to prepare for the changes.

The reforms are being made to IR35 to level the playing field between employees and contractors who broadly do the same roles at a business but don’t necessarily make the same national insurance and income tax contributions – because of their differing employment statuses.

The government is also making these changes to IR35 to bring the private sector in line with the public sector where £550 million was raised in income tax and national insurance in the first year since its inception (it was introduced in the public sector in 2017).

For industries like construction that depend on contractors, the legislation is going to have a significant impact and with under six months to go, the time is now for finance teams to act – if they haven’t already done so.

Confusion As an industry we have had a year to digest

the news, but you won’t be alone if you still haven’t quite managed to get your head around the complexities of the reforms to IR35.

As providers of services, contractors are responsible for their own tax payments, sick pay, holiday pay, pensions and more. They may work in the office with the rest of the team, have a desk at the organisation, be invited along to social events, but they are not classed as employees. This is where the government is determined to root out the ‘disguised workers’ – yet the lines are extremely blurred.

This is demonstrated by quantity surveyor Mark Daniels’ IR35 tax appeal win against HMRC earlier this year. The court found that he was ‘not’ treated as an employee

by Structure Tone Ltd, after he claimed that ‘despite being expected to work in shift patterns set by STL, this did not constitute control, as all construction sites are run in this way ’. The case revealed the real complexity of defining who is and who isn’t a disguised worker in construction.

In the governments’ eyes, some contractors are using their position to pay less income tax, as they can pay a lower rate of tax through their company. The government wants to clamp down on those who are for all intents and purposes, an employee.

Unlike the public sector, in the private sector it will be up to you as a business to determine and demonstrate IR35 status of your contractors. If you can’t, you could be hit with a significant fine.

So before the legislation comes in, it’s important that the finance and HR departments of construction businesses put polices in place that ensure they know the IR35 status of each of its contractors.

The departments have to work together, otherwise it could mean contractor fees, salaries or other key quantitative metrics are worked out inaccurately across the business, which could lead to wasted time at best and fines for non-compliance at worst.

Put a data system in place One of the best ways to ensure data is accurate cross departments, is to have a strong data system in place that allows information to be shared seamlessly.

It’s important to choose a system that offers full visibility of employee, supplier and financial data, with functions such as ‘off payroll’ that allows you to accurately assess what your employees’ national insurance contributions might look like. Investing in a data-backed finance software package isn’t just a short-sighted investment only applicable for IR35. Over the coming years, HMRC is going to insist that corporation tax returns are submitted via accounting software that integrates with the government’s APIs, as tax moves digital.

A system where figures are automatically calculated, without any room for error, means that the organisation is more likely to be compliant and hence reduce the risk of fines for incorrect or incomplete information.

A centralised data dashboard that can be accessed by everyone from marketing to product development, means finance staff won’t have to respond to constant requests for information, so they can work more efficiently and productively.

Ultimately, it’s not just IR35 compliance requirements that might lead an organisation to choose a data-oriented finance solution: it’s about avoiding waste and paying taxes properly as well. If you don’t feel ready for IR35, now is the time to act.

Scottish property developer launches new training programme with the Caribbean Scottish property developer FM Group has launched a major training and skills programme with the Caribbean.

The programme aims to upskill participants from the Caribbean in different sectors such as construction, agriculture and hospitality, by bringing them to Scotland.

The objective is to exchange knowledge, work practices and provide participants with new skills in a variety of environments, which are transferable to different workplaces and will help improve their expertise, both in the Caribbean and in Scotland.

Individual programmes will last for 6 weeks at a time.

First participant to come across from the Caribbean has been Randolph Hackshaw (39). Originally from St. Vincent and the Grenadines and with over 20 years of experience as a joiner, he currently lives on the Grenadine island of Bequia with his family of four and works as a joiner for FM Group.

In light of his vast experience and recent appointment as maintenance manager for the FM Group luxury resort ‘The Liming’ in Bequia, Hawkshaw has undertaken this programme to not only improve his expertise but also help train his Scottish colleagues.

The scheme is also being supported by Liming JV investor K-Group and the intent is to expand this throughout the Caribbean.

Randolph has taken part on large construction sites with a value of £35 million involving over 130 flats which has given him experience in steel frame construction, cranes and pre-fabricated construction through supply chain partners.

He is currently working in two of FM Group’s flagship projects: the former Scottish Power Cathcart House (Glasgow) and the historic Dalnair Castle and Estate (Croftamie near Drymen); both being refurbished into luxury residential developments.

Through the Caribbean Training Programme, the company aims to establish a closer relationship initially with the community of St Vincent and the Grenadines but reaching out to the Eastern Caribbean in general.

Randolph’s experience in Scotland will be used to encourage other Caribbean workers to take advantage of this unique opportunity.

The company intends to write to schools in the Caribbean to attract interest in those looking to work in construction, hospitality and agriculture.

The Liming resort includes a five-star hotel,

hotel, high-end beach cottages and villas with private beach, restaurant, marina and tennis court.

The resort also offers the possibility to buy real estate, which gives buyers the possibility to rent their property to visitors when unoccupied, translating in a return on their investment.

Schöck Combar for major Eurotunnel transformer project ElecLink, a wholly owned subsidiary of Getlink, formerly known as Groupe Eurotunnel, is building an electricity interconnector between the United Kingdom and France. Two direct current cables installed inside the Channel Tunnel will enable the electricity produced on either side of the Channel to circulate between the two countries. It will increase the current transmission capacity between the United Kingdom and France by 50%.

The project, valued at around £580m, is due to become operational in 2020 and a key element is the construction of two converter transformers on either side of the channel.

Their purpose is to convert electricity between High Voltage Alternating Current (HVAC) and High Voltage Direct Current (HVDC). HVAC is used in each country’s transmission systems and HVDC is used for sending electricity along the cable through the Channel Tunnel. By utilising

the existing tunnel any disturbance of the seabed under the English Channel will be avoided and support the country’s environmental commitments. The proposed 51km HVDC cable will stretch between National Grid’s 400kV substation at Sellindge, near Folkestone in Kent and RTE’s Les Mandarins substation at Peuplinques in Nord-Pas de Calais. The cables will be located in the Channel Tunnel’s north rail tunnel and benefit from having primary utilities, including cooling equipment, already installed.

Combar is more effective than steel rebar The transformers weigh in at 318 tonnes, requiring substantial concrete groundbearing base unit slabs. Traditionally steel rebar has been used as the standard reinforcement in concrete construction, but despite its strength, steel is not the ideal solution for reinforcement, especially in electromagnetically sensitive environments.

Transformers operate with high electric currents and inductive currents are generated within the reinforcing steel. If the rebars are located too close to these coils, it can cause them to heat up, resulting in a loss of strength. This is where Schöck Combar comes into its own, a ribbed reinforcing bar made of corrosion resistant glass fibre bound by a vinyl ester resin. Combar was installed within the whole concrete ground bearing base unit slabs, involving a total area of around 416 square metres. The cages involved a combination of prefabricated bent bars, straight bars, tubes and spacers.

Wide range of applications The high quality components and the unique manufacturing process result in an outstanding material that is highly durable, much stronger than steel, corrosion resistant – and not electrically conductive. Therefore, Combar reinforced foundations, can be built near transformer coils; and reactors and the enclosures can be much smaller without hindering the units performance, which significantly reduces construction and operating costs.

Combar is also ideally suited for installations in switchyards; steel mills; aluminium smelters; research and industrial facilities.

Wider application examples include its easy machinability in tunnel construction and complete corrosion resistance when building bridge parapets and barrier walls.

MKC TRAINING My career in the construction industry began in 2005 when I started working as a CAD apprentice for a small building services company. Back then, my main job entailed working alongside engineers to produce construction drawings; these drawings were then used as a guide on site to ensure the services were being installed as per the requirements of the job. I had been recruited by the company along with one other to replace the CAD Manager who had left, who just happened to be female. I never got the chance to meet her, and when I asked about her and why she left, all I was told was that she was crazy.

During the beginning of my career, there was very little representation of females within the construction industry. I remember my first ever site visit; everyone just stopped and stared at me. It was very unnerving as a young apprentice! Luckily, over the last 14 years, this attitude seems to have faded, and now I’m just another person on site. That said, there is still a massive gender imbalance within the industry, I have still never worked for a female employer or manager, and I only ever had one female employee during 7 years of being a Drawing Office Manager.

The military construction and engineering environment, in which I now work, can be particularly unforgiving of those who differ from the perceived traditional norms.

Being the only female in my area can be isolating, I often have to remind myself that I am doing a good thing by promoting change for the future. MKC Training is using events and heavy involvement in STEM to try and address these issues.

Since taking on the role as Draughtsman Instructor with MKC Training at a military construction college, I have noticed more than ever the severe under-representation of females within the construction industry.

As a quick statistic, after three years of working here, I have only ever taught one female compared to 47 males!

My job at the college involves teaching lessons on plumbing, heating, air conditioning and electrical services. I also have to answer many technical questions about building services as well as having to have extensive knowledge of the AutoCAD software and presentation of building services drawings. I am currently the only female in my department and one of only four females within our faculty.

Being the only female in my area can be isolating, I often have to remind myself that I am doing a good thing by promoting change for the future. MKC Training is using events and heavy involvement in STEM to try and address these issues.

With a growing acceptance within the industry to look at how organisations can make changes to welcome more women into the workforce, it is agreed that the power of mentoring or a network for women to be a part of and supported by is an affirmative and effective action to take.

This is something all businesses who have a male-dominated workforce can do to make their organisations more welcoming for women to work for, as well as creating a public statement of their commitment to gender diversity.

The transformation of the hotel’s exterior supports the design and memorabilia collection of the internal design, which has been curated to reflect key aspects of London’s musical heritage. Its 900 rooms have hosted stars including Buddy Holly, Jimi Hendrix, Diana Ross and Stevie Wonder.

The hotel remained open to guests for the duration of the contract period. With approx.

900 rooms, there were significant logistic challenges, being located on the busy Oxford Street with high density commercial and retail use, and an entrance to Marble Arch tube station as part of the building foundation.

Continuous high traffic flow and pedestrian footfall had to be considered when the significant gantry, scaffold and mast climber arrangements had to be coordinated.

PDC had to make suitable assessments of any requirements to liaise with regulators, authorities, building landlord, hotel operator and other main contractors on site, while being keenly aware of any implications on the regular management of the hotel, staying guests and the huge flow of people in this buzzing location. Throughout the project, the rights of way, both pedestrian and vehicular along adjoining roads and pavements, was kept clear for use of the public and surrounding building occupants at all times.

PDC Construction Collaboration, value and delivery The completion on time and on budget of this extensive renovation is a key example of PDC Construction’s commitment to its commercial clients, created from the core strengths of its directors in the fields of construction and commercial fabric maintenance. PDC specialises in project work, commercial refurbishment, hospitality, education and heritage as well as facilities management.

The project portfolio includes a wide range of projects, from offices and public sector buildings to hotels, theatres and schools.

Owners and directors Robert Callander and Harry Wildman’s joint personal efforts ensure that the company provides support, strong management and craftsmanship to its clients.

It is these practices that have resulted in Considerate Constructor Awards in 2017 and 2019, and earned the company its ISO9001/ ISO14001, ConstructionLine, SafeContractor and Considerate Constructors accreditations.

Live environment measures One of the most challenging parts of the project was working in a live environment, alongside other main contractors. As a company, PDC is keenly aware how management procedures, including health and safety, quality and communication relate to the live environment and the mitigation measures required.

Site project manager Michael Bailey comments, “PDC did not have the benefit of having a completely segregated site from the hotel guests. We had the logistical issues of distributing materials and removing waste from the rooms along corridors with guests within the vicinity.” The rolling programme of guest bookings was paramount, as under no exceptions could the rooms be returned late, as guests were booked in. “Liaison directly with the chief engineer and back of house manager for programming was crucial. We would also have operatives undertaking brick, stone repairs and cleaning externally and guests within the locations would require notification from the hotel. The key to the project was communication so all stakeholders were aware of all activities,” explains Bailey.

“People, delivery and relationships are at the heart of our business - based upon customer satisfaction, collaboration, value for money and reliable delivery. We believe in customer service and in creating lasting, trusting relationships,” says executive director Harry Wildman.

Effective refurbishments, combining resources and activities, are vital to the success of projects. The team is highly experienced in working in occupied buildings and within restricted time frames, allowing clients to remain operational whilst works are carried out. Managing director Robert Callander explains, “Our experience contributes to the delivery of strategic and operational objectives and provides a safe and efficient working environment, which is essential to the performance of our clients.”

Sustainable environmental practices PDC Construction recognises that concern for the environment should be an integral and fundamental part of the business. Callander confirms, “We are aware of the impact of our

day-to-day operations on the environment; our objective is to balance the need to achieve our business aims with an effort towards sustainable environmental improvement, which can be measured and monitored on a regular basis. We implement this through our ISO14001 Environmental Management System.”

Company management have specific responsibility for policy development, coordination and evaluation of performance.

Environmental and sustainable aspects of processes and activities are effectively managed in order to protect the health and safety of employees, customers and the public whilst contributing to the future wellbeing of the environment.

A key aspect of the Hard Rock Hotel works was a dedication to quality of delivery.

PDC’s ISO9001 management system spans all phases of the project life cycle, from initial assessment and analysis, accurate pricing structure, in-depth monitoring of achievement of the project requirements to high quality finishes. Meeting these objectives required a clear understanding of the qualitative and quantitative principles of management, costings, programme and delivery of the project.

The Hard Rock Hotel will still be operated

by GLH, London’s largest hotel owneroperator, which also owns Thistle, Guoman and Amba hotels. PDC is now involved in other extensive works across the GLH Group’s other properties, including events rooms, conversions and other internal refurbishments. Gareth Dearing, GLH Group Property Projects Manager, comments, “The PDC team has been professional, accommodating and responsive, working in strong collaboration with the project team and other contractors.” The works that PDC undertook, external facade clean, brick and stone repairs and window replacement of 650 windows transformed the appearance of the building, and has provided the best possible backdrop for the new Hard Rock Hotel.

Several elevations of the project had the same access arrangements, which was a challenge as all areas were live, with not only the guests but also the general public. The Oxford Street scaffolding in particular presented a challenge, due to load restrictions over Marble Arch tube station. This was overcome by changing the gantry and mast climbers for a lightweight scaffolding system.

Feature Are Your Building’s Windows Protected Against Bomb Blasts & Explosions?

Imagine how many people could potentially be injured should all the glass in this building suddenly shatter, as the result of a bomb blast or explosion?

It’s not hard to conceive the catastrophic impact flying fragmented glass could have on the thousands of employees working inside the structure.

And that’s not to mention the damages that would occur to unsuspecting passers-by below.

UK EXPLOSION INCIDENT DATA: • A gas explosion at a block of flats, in South London, caused extensive damage to the building and left four people injured.

• The world-famous 007 set at London’s Pinewood Studios reportedly went into lockdown after being rocked by explosions.

• A bomb disposal team were attending a hoax threat with a bomb exploded in Fermanagh, close to the border with Ireland.

• The terror attack in May 2017, that happened at Manchester Arena, killed 22 people and injured more than 800.

• A series of bombings in London on 7th July 2005 killed 52 people.

There’s been several bomb and industrial explosions in the UK so far this year.

Only recently, Whirlpool’s UK HQ in Peterborough was engulfed in a huge blaze with explosions heard by nearby residents.

Luckily no deaths or injuries were reported however, the devastating impact on the company’s financials will no doubt come to light in time- as at least 40 trailers containing spare parts were destroyed.

It’s common knowledge that certain buildings are at a much higher risk of a blast occurring, typically public authorities or landmarks such as banks, courts, police stations and shopping centres. However, Government, Defence and Petro-Chemical sectors where manufacturing and engineering takes place, are also at heightened risk.

It’s easy to see the damage or injury that flying and broken glass can cause after an explosion, whether it’s from a deliberate terrorist attack or an accidental explosion.

The responsibility for this will be held by quantity surveyors and estimators in the construction industry; and the main solution for this is ensuring the building’s windows are shatter resistant.

What is shatter mitigation?

As the name suggests, rather than the window breaking into tiny pieces and showering an area with shards or granules of glass, the impact of the blast or explosion is mitigated by holding the broken glazing together.

How do Bomb Blast Mitigation Window Films work?

When installed onto the glass, the strong adhesive bonds to it, creating a barrier.

When smashed or broken, the film holds all the shards together, eliminating the normal hazard.

Anti-blast films are made up of a thicker polyester than standard safety film and have a much more aggressive adhesive system.

Blast mitigation films can be combined with an edge retention system which attaches the film to the window frame for added protection.

Here’s an Example Case Study: Oil Refinery Where: Essar, Stanlow Industry: Oil Refinery When: 2004 and 2016 Installation Size: 3000sq ft Goal: Protect personnel working in the main administration block from injury from broken glass in the event of an explosion.

It’s the nature of explosions that the damage can spread far beyond the immediate site, and far beyond the cost of the glass itself.

Depending on whether the explosion comes from inside or out, it can ruin entire premises, businesses and in the worst-case scenario, lives.

The most difficult task is assessing the perceived level of risk of an explosion or attack, and safeguarding these structures to prevent glass related blast injuries.

Project brief: Because of the very nature of the site and for obvious reasons, safeguards had to be put in place for the unexpected.

A petro-chemical blast can be every bit as devastating as a bomb explosion, so this called for the installation of a specialist Blast Mitigation Film.

Solution: A mixture of 200-micron clear safety film and 200-micron combination solar control window film was installed. A ‘catch bar’ system was also installed involving cleats bolted to the window frames which were connected by strong marine ropes spanning each pane of glass.

Product Analysis: The window film had an effective lifespan of around 10 years and is normally warrantied for that length of time by the film manufacturers. In 2016 the state of the film was assessed via a series of peel tests to determine the effectiveness of the film, should it be called upon to serve its purpose.

Peel tests determine whether the film has become brittle and whether the adhesive system is still sufficient. This is a scientific measurable test where the film is cut into a narrow strip on the window and then has a series of weights attached to it. The length of time it takes for the weighted strip of film to travel down the window determines the condition of the installation.

Once the peel tests were completed it was concluded the film had served its effective life span and needed replacing; so all the existing blast mitigation film was removed and replaced.

Conclusion Unfortunately, it often takes a disaster to strike before moves are taken to implement preventative measures such as this, but when something so simple as applying window film can keep the premises, business and staff safe, it makes sense to take action, rather than reaction.

Over 168 new homes for Luton Street Work started this week to deliver 168 new homes on Luton Street, part of the Church Street Regeneration programme.

More than a third of the homes will be affordable and the project and also includes a sports hall and community space.

Cllr Rachael Robathan, Westminster City Council cabinet member for finance, property and regeneration, said: “This is the beginning of an exciting new future for Luton Street and part of our overall commitment to deliver 1,850 new affordable homes across Westminster. We’ve worked with our local residents to make sure we deliver the right scheme for the community.

We believe that the new sports hall and community space will be a good thing for the local area, alongside the much-needed new affordable homes. Luton Street is a major part of the Church Street Masterplan and demonstrates our commitment to supporting the community.”

Westminster City Council is delivering the project alongside property development company Linkcity. Bouygues UK is the main contractor. At present the site is made up of 14 vacant affordable residential dwellings and two vacant community buildings.

Olivier Soulier, Deputy Managing Director of Linkcity, commented: “It is exciting to be working again with Westminster City Council,

helping to turn the borough’s vision for high-quality affordable housing into a reality.

Breaking ground today is a huge milestone in bringing forward this project that will provide much-needed new homes and significant benefits for the local community.”

As part of the Section 106 agreement (designed to provide benefits for the local community) Westminster City Council and Linkcity will engage with local schools and this could include access to the sports facilities.

In total the development will include 109 homes for sale and 59 affordable homes.

40 of these will be for social rent, and 19 will be intermediate. There will be 76 underground car parking spaces, a threecourt sports hall and a community space.

The completion date is expected to be in 2022.

Any additional surplus made from the sale of private homes on site will be reinvested back into more affordable housing and community projects in Westminster.

In addition, a £3 million contribution will be made to infrastructure and public realm funds and £2.4million contributed for work to surrounding residential buildings.

The project is part of the wider Church Street Regeneration programme which is expected to deliver 1,240 new homes, over half of which will be affordable.

Both Luton Street and the overall Church Street programme have been subject to extensive consultation with residents, who have given it their backing.

The council has made a commitment to deliver 1,850 affordable homes across Westminster by 2023.

Foster + Partners reveals its vision for the Le Dôme winery in SaintÉmilion Apple today reopened its landmark Fifth Avenue store, located on the corner of Central Park, one of the greatest public urban spaces in the world. Set against the backdrop of the famous General Motors Building by Edward Durell Stone, the site has a long history; a sunken urban plaza in the 1960s that was filled-in at turn of the Millennium, it was later transformed in 2006 into one of the most photographed attractions in the city with the insertion of the iconic glass cube, Steve Jobs’ defining symbol for Apple Fifth Avenue.

Through the careful peeling back of layers of history and the sensitive restoration of the cube, Apple Fifth Avenue seeks to revive the plaza by making it more accessible from three sides, reinforcing the progressive and innovative spirit that is emblematic of Apple. The project is the result of a close collaboration between the design team at Apple led by chief design officer, Sir Jonathan Ive and the integrated design and engineering teams at Foster + Partners.

a public plaza that celebrates the vibrant nature of New York City. It gifts Manhattan its greatest new urban room, a celebration of city life, diversity and creativity.”

protection, allowing people to use them throughout the year. The mirrored glass floods natural light into the expanded store – double the size of the previous space.

The plaza is the perfect stage for celebrating Apple’s passions: photography, music, art and design, coding, and more.

Wide steps along the edges invite people up into the space, to gather in a bustling epicenter of urban life. Stone seaters shaded by trees and bordered by linear fountains along the edges of both 58th and 59th Streets create a place to rest and a quiet buffer from the busy traffic, alongside two discrete auxiliary entrances that enhance access to the store below.

At the center of the plaza is the distinctive glass cube, signifying the hub of activity and drawing life into the store below.

Visitors descend under the light-flooded glass cube, down a new circular lift and spectacular stainless-steel staircase. Each element from the elevator drum to the stair treads is made with mirrored stainless steel, reflecting the sights and energy from the surrounding area. The carefully chosen materials completely dematerialize the form and the infinite reflections of light and the skyline create an exciting and stimulating experience.

Nine beautiful innovative mirrored ‘Skylenses’ are arranged in a grid either side of the glass cube. These public sculptures allow visitors to interact with the famous New York City skyline in a completely new way. Their seamless curved surfaces create a place to sit while providing a reflected perspective of the city’s architecture. The skylenses feature an innovative circulatory cooling system beneath the top surface, designed to absorb solar energy and offer frost

A grand hall beneath the plaza matches the energy of the public square above, with a backlit, cloud-like ceiling made from a three-dimensional curved fabric innovatively combines artificial and natural light to match the changing tones of daylight through the day – producing an experience that has never been achieved before. Even in low-light conditions, the intensity is higher around the skylights and gradually recedes away from it, giving the impression of natural light flooding the interior. A ring of lights around each skylight contains focus lighting that highlights the products on the display tables. The ventilation system is discreetly integrated within the stone floor and responds intelligently to the levels of occupancy and outdoor weather, optimizing energy usage.

Six high-rise residential towers on the Warwick and Brindley estates, known as the Little Venice Towers, are having the timber from their balconies removed as a safety measure.

While the balconies came up to previous fire safety standards, in the wake of Grenfell new advice was published which the council has moved quickly to adopt. Removing the timber decking panels and replacing them with non-slip easy to clean concrete tiles is costing the council £3m, but resident safety remains the top priority.

The 3,000 square metres of decking is not going to waste, instead some of it is being used in allotments on the estate, and the rest will be recycled through social enterprise Community Wood Recycling.

Cllr Andrew Smith, Westminster City Council cabinet member for housing services, said: “The safety of our residents is our top priority and as a forward thinking council, when it comes to fire safety works, we’re keeping ahead of changing building regulations.

“We’re acting swiftly and safely, doing so in a green and environmentally friendly way.

The timber may be no good for a balcony, but it’s great for an allotment.”

Rap Interiors Begins Work at Maidstone Distillery Commercial design and build company Rap Interiors recently started work on a new gin distillery in Maidstone, Kent. The space will also include a bar and tasting area, making for a unique and exciting addition to the town.

The client, Maidstone Distillery, is restoring the tradition of pioneer Maidstone distiller George Bishop, who created quality and renowned spirits in the 18th and 19th centuries.

Darren Graves, the founder of Maidstone Distillery, has chosen a listed building in the famous Market Buildings (Corn Exchange) for the project. Originally a hairdressing salon, the space is currently undergoing phase one demolition works to remove all fixtures and fittings to make way for the new design.

Phase two will involve getting the distillery up and running to enable Darren and the team to make their gin on site.

Phase three will entail installing the gin tasting area, while phase four will comprise the final fit out works to the bar area as shown in the 3D design render.

There is of course much excitement surrounding the project, both amongst the Maidstone locals and the Rap Interiors

team. Julie Anderson, Rap Interiors Design Director, says:

Congrid shortlisted for two construction industry awards in the UK The Finnish construction software company Congrid has received wonderful news: it has been shortlisted for two major construction industry awards in the UK. In the first, the Building Innovation Awards in Manchester on 23rd of October, Congrid is a finalist in the Best Technology Partner category. The awards promote the UK construction industry, highlighting successes and new perspectives on how to develop the sector further. Construction industry pioneers embracing digital transformation in the industry were shortlisted.

The other event, the London Construction Awards, is held on 27th of November and has become established as London’s leading construction awards event. The awards recognise innovations which promote London’s construction industry.

Congrid is competing in the Construction Software of the Year Award category.

In both award events, the judges are UK construction industry professionals, organisations and associations with in-depth knowledge of the industry’s development and growth potential.

Forterra Chief Executive and colleagues conquer Mont Ventoux in charity cycle challenge Staff at Northampton-based building products manufacturer Forterra, including Chief Executive Stephen Harrison, have successfully completed Challenge Adventure Charities’ four-day, 620-mile cycle relay.

The eight team members set off from Ouistreham in France on 2nd October and arrived in Vaison-la-Romaine, at the foot of the notoriously challenging Mont Ventoux Tour de France route, on 4th October. From here on the following day, the contestants rounded off the relay with a taxing 18-mile climb to the mountain’s 1,900m summit.

Accompanying Stephen Harrison in the first team were two Forterra employees – National Sales Manager Neil McLafferty and Land & Planning Manager Tim Darling – as well as FTI Consulting Managing Director Nick Hasell. The second team was made up of Contracts & Logistics Manager Nick Clark, Business Manager for Merchant Buying Groups Jason Drinkwater, Business Support Manager Ian Holmes and Sales Administration Coordinator Marc Taylor.

75% of all funds raised will be donated to the British Heart Foundation, with the remaining 25% going to Cancer Research UK. Both charities were chosen in recognition of several Forterra staff who have been affected by these conditions. Prior to setting off, the teams had already raised over £10,000.

What Exactly is Part B of the Building Regulations?

By Alex Manning, Associate Director Fire & Life Safety, AESG A frequent statement I have heard as a fire engineer is “…this design is not compliant as it does not follow Approved Document B”, which is confusing and incorrect, especially when a fire-engineered design is proposed. Fortunately, it is not as frequent nowadays as it once was, but with the recent changes to the Building Regulations with regards to the fire safety design of building facades, the same confusion is coming up again.

So why is the statement confusing and incorrect? This is because Approved Document B (ADB) is only a guidance document; it is not something that can be “complied with”. What needs to be complied with is the Building Regulations relevant to the UK country in which the building resides. Focusing on the Building Regulations for England and Wales (which have recently been amended), Part B of Schedule 1 is the fundamental requirements that need to be adhered to

with regards to fire safety. Part B is further split into five sections:

However, there are many alternative fire safety documents and routes that can be used instead of ADB, which include:

Part B1: Means of Warning and Escape Part B2: Internal Fire Spread (Linings) Part B3: Internal Fire Spread (Structure) Part B4: External Fire Spread Part B5: Access and Facilities for the Fire Service

Each section provides statements that are the fundamental requirements that need to be complied with, for example: B1. The building shall be designed and constructed so that there are appropriate provisions for the early warning of fire, and appropriate means of escape in case of fire from the building to a place of safety outside the building capable of being safely and effectively used at all material times.

Approved Document B is a guide, provided by the government, with possible designs and recommendations that will achieve

Building Bulletin 100 for schools A risk-based approach using BS 9999 BS 9991 for residential buildings A fully fire-engineered approach (e.g. using the suite of documents in BS 7974, or the SFPE Handbook) with a complete qualitative review of the design using risk assessments, calculations, smoke modelling etc

Following any of these guides/routes means you can achieve compliance with Part B of the Building Regulations. There is also allowance in these guidance documents as well as ADB, to use fireengineering principles to justify deviations from the guidance, provided that compliance with the relevant section of Part B can be demonstrated.

It should be noted that whichever route is chosen, as well as the end design, needs to be discussed and agreed with the Building Control Body, such as an Approved Inspector or the Local Building Control Authority.

At the end of 2018, Regulation 7 of the Building Regulations was amended (for England only) to provide requirements on “relevant buildings” (blocks of flats, student accommodation, schools etc) that are 18m or greater in height. These include the use of Class A2-s1, d0 rated materials (i.e. materials that are practically non-combustible and have very low smoke production and no flaming droplets) or better, in the build-up of the external walls and on balconies.

This change in Regulation has been implemented in the updated 2019 editions of Approved Document B (Volumes 1 and 2), but has yet to make into the other fire safety guides (BS 9991, BS 9999 etc).

However, as this is a Regulation change it supersedes the guidance elsewhere and has to be complied with no matter which fire safety guide or route is taken in the design. This is something that all fire engineers and designers need to be mindful of when designing high rise relevant buildings.

Going back to the original statement, a design can only needs to be compliant with Part B of the Building Regulations, which is not to be confused with the guidance contained within Approved Document B, or any other fire safety guidance document.

CASE STUDY: Regional Water Association (RWA), Connecticut

Radio Frequency Friendly Fibrelite Composite Manhole Covers Solve Remote Meter Reading Issues for Over 200 Sites This case study details a successful pilot of Fibrelite’s new range of Radio Frequency Friendly composite manhole covers, designed for remote underground monitoring systems (in this case monitoring water usage).

The cover design draws on the low signal attenuation (absorption)/reflection of composites in contrast to metal or concrete covers.

Following the success of this pilot, Connecticut’s Regional Water Association (RWA) will be installing several hundred of the covers across Connecticut.

Problem RWA were experiencing remote meter reading problems and so contacted Fibrelite about the possibility of installing automatic water meter readers in or beneath Fibrelite composite covers.

RWA uses the SmartPoint 520M module (a Sensus product) to collect water meter usage data and transmit it to an aboveground receiver allowing for remote, real-time data collection (rather than collecting this information manually).

Many of RWA’s installations are located in roadways or areas that may be trafficked by vehicles and therefore require a load rating which will allow this.

Transmitters were previously installed in heavy cast iron manhole covers which did not transmit radio signal from underground as effectively as they desired and unfortunately exposed the radio antenna at the surface which led to it being damaged by snowplough blades, vehicles and pedestrians.

Mounting the antenna in the recess kept the antenna housing below the top surface of the cover and therefore safe from impact from snowploughs, vehicles and similar.

Fibrelite’s composite access covers are lightweight, durable and very strong. Every Fibrelite cover is manufactured using high-technology resin transfer moulding production methods to create a highly engineered, monolithic composite product.

Even with the 152mm diameter moulded antenna opening in the centre of the cover, the Fibrelite manhole cover still allows for heavy vehicle traffic across its surface.
