PROPERTY DEVELOPING COUPLE LAUNCH MODERN RENTAL PROPERTIES INTO ABERDEEN PROPERTY MARKET A husband and wife property investor team are set to breathe new life into a tired block of flats in Aberdeen.

Dr Mohammad Namavar and Dr Elahe Radmaneshfar plan to turn 17 serviced apartments into modern rental homes thanks to a £437,500 cash injection from Together, which contributed to purchasing part of the portfolio along with funding from other sources. The specialist lender agreed funding on the three-storey building, which stands next to the art-deco inspired OYO Northern Hotel on Great Northern Road. Steven Clark, regional development director for Scotland at Together, said: “Despite the challenges the Aberdeen property market has faced in recent years, we are keen to support clients in the North East.

I have a great relationship with Mohammad and Elahe, having worked together on several occasions before. They have a reputation in Aberdeen of injecting life back into properties to improve areas of the city and we wish them all the best in their latest project. The short-term bridging loan supported the purchase of the block. Elahe and Mohammad are renovating each flat after noticing a gap in the Aberdeen rental market.

RETIRED TEACHER OPENS THE DOOR ON SHARED OWNERSHIP Of the 600 homes which the council is delivering in the next five years, 20% will be for shared ownership. In the first such scheme run by City of York Council, 17 homes have already been sold and 40 more applicants are in the process of buying a share. A retired York teacher who has bought a half share in city centre flat with the council, tells us how the scheme has worked for him by halving his monthly accommodation costs.

Malcolm Murphy taught generations of children over 35 years and was a teacher with City of York Council for 25 years. After taking early retirement,

a breakdown in his relationship left him struggling through a difficult few years. He rented a flat in Fulford which left him with very little spare every month, even though the 62 year old works at Waitrose to supplement his pension.

The development includes installing new bathrooms, kitchens and modern heating systems, and updating the flooring and décor to create modern yet affordable homes for future tenants. Before starting their property business full-time, Mohammad was working in the oil industry and Elahe was a research scientist. They will rent out each of the apartments individually on long-term contracts, providing five two-bedroom, four one-bedroom and eight studio contemporary homes for the city – each ideally located for the University of Aberdeen and the city centre. The couple have built up a portfolio of nearly 34 properties throughout their career as Scotland-based property investment company, Cito Cimo Properties Ltd, and say the new project will give them “financial security for years to come”. Mohammad said: “We saw potential in this particular building and set out to renovate the apartments to a high standard at an affordable rental price. It has been an exciting project over the last few months and we’re sure that they will be a positive addition to the letting market in Aberdeen. We’re proud to be playing a part in helping ease Aberdeen’s housing shortage. “As our portfolio has grown, we have always had a positive experience working with Together. Steven has, once again, been helpful throughout the process.”

The scheme is eligible to people with a household income of up to £80,000 and a 5% deposit – the full details are at www.york.gov.uk/sharedownership. After working out what mortgage is affordable and getting an offer in principle, apply through the Help to Buy website. Successful applicants can choose to buy a share of a suitable property from the open market or from City of York Council. Earlier this year, the council was marketing four apartments on Cemetery Road for shared ownership. They caught Malcolm’s eye and he arranged a viewing. “As soon as I saw it, I fell in love with this flat. It ticks every box. It’s small, but easy to look after, and it means I can stay near my friends while being closer to work and the city centre,” he said.

CROYDON COUNCIL RESPONDS TO CLIMATE EMERGENCY WITH KENSA CONTRACTING GSHP PILOT SCHEME Croydon Council have commenced a pilot scheme with Kensa Contracting to install a low-carbon fifth generation ground source heat pump system for its residents that will cut the cost to residents and the environment.

overheating of communal areas, whilst the individual heat pump in each flat will provide the tenant with independent control and the freedom to switch fuel suppliers for the cheapest energy tariff.

The ground source heat pumps at the council-owned 10-storey block in New Addington will cut carbon emissions, help improve air quality, and save up to £300 per home per year on more than 40 households’ heating bills.

As well as saving each home between £260 and £300 a year off their bills, the ground source heat pumps will cost less for the council to maintain than storage heaters.

The project comes after Croydon Council declared a climate emergency this summer, and aims to contribute towards a local target of cutting the borough’s carbon emissions by 34% by 2025. Kensa Contracting will be undertaking the ground source heat pump installations, following on from an award-winning tower block retrofit scheme in Enfield, featured in the Mayor’s London Climate Action Week. The 44 flats are the first in Croydon to have ground source heat pumps retrofitted, replacing the existing electric storage heaters. An individual Kensa Shoebox ground source heat pump will be installed in each flat, connected to an ambient shared ground loop array. The ambient nature of the heating distribution system will prevent

The replacement of the tower block’s electric storage heaters with Kensa’s ground source heat pump system cuts lifetime carbon emissions by the equivalent of a 242,317-mile car journey; or driving around the world ten times! The average night storage heater produces approximately 2,001kg of carbon dioxide per year, compared to the new ground source heat pump system that produces around 645kg per year. Kensa expect to complete the works by spring 2020, timed to coincide with an 18-month, £3.2 million refurbishment to the block including new insulation, a replacement roof and windows, landscaping and new parking. The £700,000 heating system will be funded through the council’s ringfenced housing budget and via energy credits from energy regulator Ofgem.

“The day they said I could have this place, I felt like I’d won the Lottery!” Malcolm’s bought a 55% share which has significantly lowered his monthly outgoings. “I was paying £750 a month for my old two-bed flat, but now I’m paying £380 a month.

I’d recommend the scheme because it means I can save, so that hopefully I can pay off my mortgage one day and leave something for my kids.

Finland’s most beautiful building may also be the smartest That beautiful houses are widely appreciated is probably no news to most people. Yet how about broadening our horizons and consider the benefits of buildings being as smart as they are beautiful? The City of Helsinki has set the target to become the most functional city in the world and becoming completely C02 neutral as early as 2035. As part of their efforts, the city has now connected over 1,700 public buildings to a smart building platform. They can now measure and control, amongst other things, their building’s energy consumption and air quality. One such building is the new city library Oodi. Hundreds of data points relating to energy consumption and over a thousand process- and indoor air sensors can be read in real time. This constant flow of data paves the way for analysis and fine-tuning processes. The result is optimized energy consumption, cleaner air for library users whilst at the same time reducing CO2 emissions from the building. “Oodi is not only a beautiful building. It’s probably also one of the most energy efficient buildings in Helsinki”, says Olli Parkkonen at Nuuka Solutions.

“Through real time data collected by our smart building management platform we can monitor Oodi’s CO2 emission and energy consumption as well as indoor climate and HVAC processes.Resulting in that the City of Helsinki can guarantee good indoor air quality with optimal energy efficiency in the building at all the times”. Buildings are responsible for 39% of all global CO2 emissions A report from World Green Building Council states that CO2 emissions from buildings is responsible for 39% of the global CO2 emissions. Connecting and controlling the building data and the energy consumption of commercial and public buildings could have a massive impact in reducing the world’s energy consumption and emissions.

It is also an important step towards achieving the climate targets set by the Paris Agreement. Helsinki’s digitization project, started in 2018, and the city has calculated that total building related energy consumption is going to be reduced by a minimum of 10-20%. This is certainly no small feat, with the added bonus of providing clean air in Finland’s most beautiful building!

GREENLIGHT FOR £80 MILLION SKYLINER DEVELOPMENT IN LEITH, EDINBURGH A planning application by S1 Developments for the ‘Skyliner’ site in Leith has been granted, subject to conditions, by City of Edinburgh Council Development Management Sub-Committee. The committee voted in favour of a 338 apartment Build-to-Rent (BTR) scheme on a brownfield site at Ocean Drive on the edge of Albert Dock in Leith. The amended proposals comprise four blocks of seven to thirteen storeys with 25% ‘tenure blind’ affordable housing. A previous application for 245 units was approved by councillors in December 2018. The site is allocated for residential development in the Local Development Plan. For elective renters, the Skyliner development is well located for transportation links around Edinburgh, including the anticipated phase II tram line. Provision for 71 on-site car parking spaces has also been made, including 6 accessible spaces, 12 electric charge points and 2 city car club spaces. Cycle parking provision has been increased to 708 spaces. Subject to conditions, the scheme will be funded by Legal & General, as the company’s first Build to Rent development in Edinburgh and its second in Scotland. Build to Rent is an emerging, fast-growing

market in the United Kingdom offering high quality and wellmanaged homes with ancillary services for elective renters. Legal & General is a major investor within the Build to Rent sector with 15 schemes, delivering over 5,000 homes, currently in operation or development across the UK. S1 Developments, an Edinburgh family-owned developer who owns the site, will deliver the development for Legal & General. Scarlett Land and Development has been representing Legal & General and working with S1 Developments in the formation of the proposals. It is estimated that the scheme will be completed in 2022. Luke McClelland, Project Manager at S1 Developments, said: “I’m delighted with the decision taken today by councillors. As an Edinburgh-based family company, we are thrilled to see this exciting project given the green light and look forward to breathing new life into a long-neglected area of Leith. A key element of the scheme is delivery of a new public boardwalk, served by established cycle routes and the new tram connection, which will provide the local area with a fantastic new amenity space. “We look forward to getting these proposals underway and to continue working with council officials and the local community to deliver them.”

QUALITY CONTRACTOR STARTS TO BUILD HOMES FOR YORK Building on the city’s history of pioneering beautiful homes and thriving communities, City of York Council has contracted Wates Group to build 140, and local residents are invited to meet them ahead of construction starting next month. Wates will build the 140 high-quality homes on Lowfield Green for current and future generations of residents. This is the first of eight sites included in City of York Council’s biggest house-building programme since the 1970s. Neighbours of the site have been warmly invited to meet the Wates team who will be happy to answer questions on the site, timelines, hours of working and will be available to answer questions throughout the build. Residents have been invited to dropin on 22 October and again on 19 November at Acomb Parish Hall, Front Street from 3:30-7pm. The landscaped site will have over an acre of open, public space for people to enjoy and meet their neighbours. Around it will be built starter and family homes, wheelchair-accessible bungalows and apartments for over55s. 40% of the homes will be affordable – over twice the minimum planning requirement. Half will be council housing and the other half will be for shared ownership. In addition, the site includes six self-build plots with services provided and a community build by YorSpace providing 19 households the chance to have their own home.


Key research project offers hope for increased use of timber in the built environment George Barnsdale is continuing its involvement in a three year pan-European research project led by the BRE, which it hopes will encourage architects to specify more sustainable timber products in construction. ClickDesign aims to develop a performance based specification protocol to enable a software tool for architects and specifiers to use to embed service life performance specification for timber. The studies will help to increase market confidence with users for selecting wood as a reliable product and enhance an optimised performance of timber in the built environment. The stated aims of the research are: • Robust forecasting of aesthetic changes on surfaces developing the kinetic and/or intensity of variation in such changes due to location, microclimate, architectural design and materials used for construction. • Studying spatial distribution of fungal decay and its interaction with moisture transport and resulting gradients in buildings. • Development of a termite/insect performance measure for the first time in Europe.

CEILINGS HELP IN THE FIGHT AGAINST HOSPITAL INFECTION By Cathal McGuinness, Director at SAS International Ireland When you consider that 8.9 million healthcare associated infections (HCAI) occur each year in European hospitals and longterm care facilities1, a clean and safe environment is absolutely vital, with infection prevention and control a key consideration. It’s why metal ceiling systems can play a crucial role in minimising the risk of infection and need to be specified in accordance with stringent cleaning procedures and be maintainable for the client.

The first priority for healthcare facilities will always be patients’ well-being. However, healthcare facilities must be safe, accessible and inviting for all, including doctors, staff and visitors. Flooring, walls and ceilings play a crucial role in minimising the risk of transmission of infection.

Prevention and control As part of the infection prevention requirements within the Code of Practice from The Health and Social Care Act 2008, healthcare providers must demonstrate they are providing and maintaining a clean and appropriate environment which facilitates the prevention and control of healthcare-associated infections (HCAI). This is also one of the main themes with the Department of Health’s HBN:00-10 guidance. In the healthcare environment, the majority of people have weakened immune systems and other afflictions which make them susceptible to infections, therefore it is the NHS’ responsibility to minimise the potential risk of patients acquiring a healthcare associated infection. The design and maintenance of a healthcare facility’s internal environment is therefore essential to long term performance. Floors, walls and ceilings must be carefully designed to enable effective

cleaning, and all coatings and finishes chosen with this in mind. Metal ceilings With their easy-clean polyester paint coatings and guarantees of 25 years, metal ceilings are ideally not damaged by routine and efficient cleaning with normal chemical cleaners. Moreover, the ability to control or inhibit the growth of bacteria has led to the development of anti-bacterial and anti-fungal coatings which are available for different building products across a variety of sectors, particularly healthcare. Hygienic coatings are preferred as part of a controlled approach to cleaner facilities. Easy-clean coatings that are not damaged by routine and efficient disinfecting chemicals exist, but coatings with active antibacterial properties provide extra protection for ceiling finishes. It should be recognised that a ceiling with an anti-bacterial coating has totally different performance criteria to the anti-fungal support claims made by some ceiling manufacturers. As part of an existing cleaning procedure, anti-bacterial coating

effectively inhibits the spread and growth of microorganisms. It’s important to note that when a product has an anti-bacterial coating it will not kill the bacteria, rather prevent the spread of bacteria over the surface of the product. Minimising the risk With cleaning programmes in hospitals being reviewed and developed continuously, metal ceilings are already proven to be the most efficient ceiling surface to clean. These surfaces have to be extremely robust and durable, and claims made by some suppliers on the suitability of their products and technical composition of the ceiling for cleaning are varied. A metal ceiling with an anti-bacterial coating installed in accordance with a ceiling manufacturer’s recommendations can be cleaned regularly to the same standard as a stainless steel worktop. No component in a concealed grid ceiling can be dislodged using normal methods or pressurised cleaning equipment. Anti-bacterial coatings applied during manufacture effectively prevent the growth of microorganisms and control potential

risk when used in conjunction with routine cleaning procedures. Ease of cleaning is an important factor in the control of infection. Other non-metal ceiling systems that claim to be cleanable are in fact permeable barriers, which in turn filter the air and its contents such as dirt. If cleaning is attempted the contents of the tile are extracted to the surface. Accessibility It is widely recognised that hospitals require seven times more mechanical and electrical services than office buildings. Metal ceiling systems allow services to be housed in the ceiling void; offering a range of different access options ceiling tiles can be easily and frequently removed without damage. It’s important to remember that a concealed grid ceiling system allows for upward cleaning pressure without dislodging or displacing tiles. When you push against a lay-in tile metal or mineral ceiling system the tiles will lift. A concealed grid ceiling system that offers a downward demountable solution with a hinge and slide facility to retain the tile within the ceiling

plane is a preferred solution within healthcare facilities. The main benefit is that ceiling tiles are not required to be physically removed from the supporting grid and are therefore less susceptible to damage during cleaning and maintenance work. Maintaining a public space and restricting the spread of numerous infections can be challenging. Healthcare-associated infections are a hidden enemy and a serious risk to patients, staff and visitors, which is why the specification of appropriate products is of paramount importance. Metal ceiling systems provide specifiers with the quality, finishes and fittings that enable thorough access, cleaning, disinfection and maintenance to take place and play their part in helping to inhibit the potential invisible risk, one of the key priorities within the NHS.

LANCING COLLEGE CHAPEL TO BE FINALLY COMPLETED AFTER MORE THAN 150 YEARS Lancing College and the Friends of Lancing Chapel have recently launched a fundraising campaign to complete the West End of Lancing Chapel. With 70% of the target already raised, the campaign seeks to raise the remaining £350,000 to complete the work in 2020. It is just over 40 years since the Chapel’s west wall and rose window were dedicated by the Archbishop of Canterbury in the presence of HRH The Prince of Wales. The final touch to this gothic masterpiece will be an elegant three-arched porch for the west front which will provide shelter for new glazed doors at the entrance to this Grade 1 listed national monument. Work will start on the project in October this year and will be completed by the end of 2020 with a service of dedication planned for the summer of 2021. Lancing Chapel is known for being the largest school chapel in the world and the fourth tallest ecclesiastical building in the British Isles. It houses both the biggest rose window built in modern times and the last great tapestries woven on the William Morris looms. For every visitor the Chapel will have its own special meaning because it is a place of enrichment, nurture,

As well as serving an international community, it is used as a performance venue for broadcasting globally and is open daily to the public. The architect Michael Drury’s imaginative new design has been received with wide acclaim and can be seen in the attached images. The stonework will be carried out by local experts and stonemasons Chichester Stoneworks, who have also carried out previous work on the Chapel.

Riverside Leisure Centre comprises: a 25m, 10-lane swimming pool with a moveable floor; a toddlerfriendly sensory splash zone and fun pool with flume; a 130-station gym; health and fitness studios; an Ofstedregistered creche; soft play facility; fully accessible changing rooms; a spacious reception foyer; and an airy cafe with terrace overlooking the River Chelmer. It also has space for 80 bicycles, in a bid to encourage greener methods of travel to the centre. Independent property, construction and infrastructure consultancy Pick Everard delivered all of the design and costing services for the flagship scheme. The original 1960s building has been completely redeveloped and is now both cost and energy efficient – having been awarded a ‘very good’ BREEAM sustainability rating.

WILLMOTT DIXON TO DELIVER IMPROVEMENTS AT FORESTRY ENGLAND’S DELAMERE FOREST Willmott Dixon’s track-record for creating sustainable space for people to enjoy will be further enhanced by a £9m contract to improve one of the most popular forests in England. The company has been appointed by Forestry England to create a new wooden-framed visitor welcome hub at Delamere Forest in Cheshire, which each year welcomes over 750,000 visitors to run, walk, bike, horse ride, listen to live music or take part in a sports event.

Keith Prendergast, director at Pick Everard, said:

Riverside Leisure Centre represents Chelmsford City Council’s biggest ever single investment for a project for the community. It has created a real gateway to the city centre; and one which delivers real social value. The centre has already seen its admissions increase by approximately 25% since it opened in June – and is on track for one million visits in its first operational year. Justin Ashworth, associate at Pick Everard, said: “The design of the new Riverside Leisure Centre seamlessly connects the new building to the city centre and enhances the existing riverside walk – which is a one-anda-half or two-and-a-half-mile route along the River Chelmer. The spin studio looks out over the riverside walk and acts as an impressive canopy to the entrance. This is a really strong focal point.” Keith added: “LED bulbs have been used throughout, which turn off automatically when they’re not in use. They’re also controlled by sensors to illuminate the complex depending on the daylight hours. The project will improve the visitor experience with a new café featuring upgraded facilities including more indoor and outdoor seating, along with key accessibility improvements and a new car park with extra capacity and enhanced vehicle access to cater for busy days and popular events, like Forest Live concerts. Procured via Major Works England and Northern Ireland, a part of the Scape National Construction framework, Willmott Dixon will start work later this month and finish the main phase of works by summer 2020. Sustainability is a key element with solar panels, a ground source heat pump, a sustainable drainage design and rainwater harvesting all incorporated. As part of the project, Forestry England’s long-term partner, Forest Holidays, has also started to create a new cabin location so people will have the opportunity to stay

overnight in a cabin in the heart of Delamere Forest. Paddy Harrop, Forest Management Director for Central District including Delamere, says: “The new visitor hub is the most significant investment for Forestry England this year and shows how important Delamere Forest is as a visitor destination. It’s an important green space for people living in nearby cities and towns to come and enjoy and these new facilities will really improve their experience. Best Practice or Best Value? Recent public sector tender for asbestos services: Scored 100% on price, 0% on quality Is there room for best practice anymore? And what does best value mean when it comes to Asbestos? Graham Warren of ACAD explores how these two positions aren’t polar opposites but can be two sides of the same coin offering a positive route forward for everyone. Anybody following any news outlets over the past decade knows we have less money to spend meaning procurement decisions have to be carefully considered. This, perhaps understandably, has led to an increased focus on cost reduction and therefore an increased weighting to prices submitted by contractors at the expense of other measures. The mindset being if all Asbestos removal contractors have a 3 year Licence from HSE and all surveying or air monitoring consultancies you appoint are UKAS accredited, then surely you can just rely on those measures and opt for the cheapest? Unfortunately, this isn’t the case. The Asbestos Licensing Unit of the HSE will be amongst the first to tell you that you shouldn’t just rely upon a Licence term to vet a potential Asbestos removal contractor and now as we move to fixed 3 year licence terms for all other than new licence applicants this clearly doesn’t work. My previous role was within an ALMO, everybody at the time wanted a best practice approach to asbestos management and I was taken on to deliver this. The trouble was that even with an extensive knowledge and career within the Asbestos industry, I wasn’t sure where to find the elusive best practice instruction manual (Spoiler: the manual doesn’t exist!). Sure, they had all the relevant H&S Guidance from HSE that was being closely followed and they enjoyed access to a range of external organisations who could offer advice but even then, they realised they were behind the times and needed to improve. Any that’s where my journey in search of best practice began. Asbestos management is a broad church of which large scale housing stock Asbestos management is a discipline in its own right. Those of you in this or a similar role will instantly recognise this, as a minimum you typically need a blend of Asbestos, PR and IT competence to manage the range of issues, people and huge amounts of Asbestos data involved. I soon realised though that my first step in finding best practice was to look around at similar organisations to see what they did to identify their best practice.

As soon as I made contact with my peers in other organisations I found myself sharing ideas, this rapidly grew into a regional best practice group that enjoyed input from local HSE inspectors alongside housing organisations with headquarters spanning from Northumberland down towards Hull, across to Manchester & Merseyside then up through Cumbria. This is when I realised that best practice isn’t something static or owned by a person or


organisation but is in fact the knowledge and ideas that are continually developed at the forefront of an industry. This learning curve is forever moving forwards, driven by ideas from those stepping up and getting involved in the conversation. These new ideas weren’t about adding cost and complexity, they were about identifying efficiencies and smarter ways of working. By doing a little more, by doing a little better, by doing a little bit smarter and yes sometimes by spending a little more the overall outcome was increased significantly. And this is where best value was born in that particular arena.

Best practice in Asbestos control

To adhere to the evolving expectations of HSE and ensure issues encountered by others are not repeated, we found it’s no good simply to rely on published guidance. That path leads to complacency and ultimately to falling behind your peers or competitors allowing a gap to open. The model I developed at the ALMO is also taking place on a broader stage through ACAD. ACAD is a trade association for Licensed Asbestos Removal contractors and organisations associated with the asbestos industry. Examples of where the ACAD model continues to thrive are numerous, probably the best recent example of this has been the shift in HSE expectations around soffit removal. The concept of partial enclosures was introduced back in 2012 and in a very simple nutshell stated that bungalow soffits required full enclosures and second storey and above soffits can be removed via the partial enclosure. The soffit guidance was updated and dramatically simplified in 2017 that summarised a page of words into a simple and straight forward flowchart. This flowchart confirmed full enclosures are now required where AIB is nailed OR where it is in poor condition OR likely to break up during removal. With HSE enforcing on this latest guidance, clients and contractors are risking enforcing action if they still rely on the old outdated guidance. This is where best value and best practice coincide. ACAD members have access to this information and are therefore able to apply it in their work to ensure they, and you their clients, adhere to this evolving guidance and best practice. ACAD members are invited to feed in to developing guidance like this to help shape it, and also to give them advance knowledge of what will be coming out next. Other Licence Holders might pick up on this eventually, but with the publishing problems that have restricted HSE publishing in recent times, there’s no guarantee which results in a risk to their clients and themselves. So how does a client with asbestos responsibilities keep in touch with evolving best practice? In addition to ensuring your contractors are ACAD members, it’s ideal for you too to have access to these new thoughts and ideas and, where possible but by no means essential, contribute your own ideas into the mix to help drive continual improvement. ACAD provides this information and, through the interactive model we operate, ACAD provides this opportunity. The Place to Be Woodscape recently had the pleasure of working with Macgregor Smith Landscape Architects, who headed up an incredible public realm enhancement project in the centre of the World Heritage City of Bath, which completed in June 2019. The central plaza within the SouthGate Centre, along with Brunel Square outside the main train station, were identified as places that could be more effectively utilised for both the everyday, and for the many events that take place in Bath throughout the year. The necessary flexibility of the spaces required planter seats that were movable to allow reworking of the area for the various events. The key circular seat design with offset tree void was made up from a combination of timber slats and intricate bronze fretwork from Inspired Metal, with Woodscape bringing the necessary technical experience required to manufacture the seats in such a way that they could be relocated as needed, working alongside the team to ensure the perfect solution.

Custom metal tubular benches were produced to perfectly wrap around a series of artificial grass mounds, mimicking the ‘combes’ that are so reminiscent of the local landscape and bringing colour and life to the space. The existing large Plane tree at the heart of the space is embraced as a centrepiece within the design and encircled by a circular hardwood tree seat with bronze fretwork text exploring what makes the City unique. The space is finished off beautifully with dramatic lighting spilling out from within a striking bronze lantern, composed from intricate typography depicting an A-Z of ‘What Bath Means to Me’.

Four large circular tree seats were produced for Brunel Square, utilising a bronze finish skirt to tie into the existing Bath design aesthetic, and durable hardwood slats with L-shaped backrest, providing considerable seating space for an area with high pedestrian traffic. The impact of the public realm enhancements and new street furniture have already brought about a huge benefit to the area and will remain to do so as they continue to play an important role in the cultural activity at the heart of the City for years to come.

A new term meant more than just new books for pupils at one school Latest stage of long term refurbishment & maintenance programme Southern Maintenance Solutions UK Ltd has continued its relationship with the Gold Rose Trust Academy in Cippenham, by refurbishing both the girls’ and boy’s toilet blocks. The company has been providing comprehensive maintenance services to the academy’s schools for over 20 years. Ruth Mainwaring, Premises Manager, at Gold Rose MAT, explains; “Both washrooms required a complete refurbishment and the summer holiday is the ideal time to schedule projects of this nature.” “This was a straightforward project but we were delighted to maintain our relationship with the Academy;” said Martyn Neves, Operations Manager, SMS. “It is obviously much easier and safer if we can undertake this type of work during the holidays.” Both toilet blocks were stripped of the old fittings, flooring and tiling. These have been replaced with closed couple toilets, double vanity units with non-concussive taps and mirrors above. The boys’ block was also fitted with a 1200mm urinal trough complete with a new cistern and battery operated infrared cistermiser. Old tiles have been replaced with white gloss plastic panelling to a height of 1 meter, which is far easier to keep clean. The final stage of the refurbishment, which

took a month to complete, was to paint the remaining wall and ceiling areas and to fit new LED light fittings. The company also installed a new 120 litre direct unvented cylinder and the necessary pipework to replace an old, inefficient water heater that had been servicing the toilet blocks. Martyn Neves, expands on other recent projects that the company has completed for the Academy; “In 2018 we were involved in the refurbishment of the Foundation stage classrooms, which were being heated with a very inefficient, bottled gas, heater system. At the same time a building on the primary school site, which contained several, still serviceable A/C units, was being demolished. With careful planning, we were able to remove these units and reinstall them in the newly refurbished Foundation classrooms. Not only did this save the school money, but it has ensured a much better environment for early years learning.” Southern Maintenance Solutions UK also undertook the

replacement of the Primary School’s boilers which was financed using Salix funding, the funding programme designed to help schools reduce energy costs through the installation of energy efficiency technologies. With headteachers facing so many demands on their time and budgets, efficient and effective facilities management is a vital, but often unfamiliar area of their remit. Many, including Gold Rose MAT take the decision to give this aspect of school management to another member of the senior management team, who is then able to manage the day to day activity and respond to the inevitable unexpected incidents. “Some of our systems are old and over the years have developed all sorts of problems. I have complete confidence in SMS and their engineers, and never worry about asking for advice or help. Efficient management of the business function and facilities frees up our senior academy team to focus on the learning;” said Ruth Mainwaring.

Sheppard Robson’s vertical landscaped City hotel—which integrates 400,000 plants within its façade—has been submitted for planning The hospitality-led, mixed-use project designed for Dominvs Group is characterised by one of the largest green walls in the world, creating a distinctive architectural addition to a gateway City site, while absorbing eight tonnes of pollution annually and setting the standard for urban greening in London.

Radical plans have been submitted to the City of London to create a 382-key five-star hotel, featuring the vertical landscaping, as well as 40,000ft2 of workspace, a sky-bar on the tenth floor, meeting and events space, spa and ground level restaurant and co-working space. Situated on a prominent site on Holborn Viaduct at the gateway of what will be the City’s “Cultural Mile,” the proposed building creates an opportunity to broadcast fresh ideas about how the built environment can address pertinent issues such as air quality, climate change and air pollution.

The wall will also significantly contribute towards improving local air quality, by trapping approximately 500kg of particulate matter (PM2.5 and PM10) per year. The project engages with the Urban Greening Policy set out in the GLA’s

draft New London Plan, incorporating strategies to encourage more and better urban greening, while adopting measures for an ‘Urban Greening Factor.’ The projected Urban Greening Factor score of 1.37 exceeds requirements by 45 times and has the highest greening score in Greater London. The development also includes new public green space, with the rooftop viewing gallery on the eleventh floor open to the public and featuring incredible views overlooking St. Paul’s Cathedral, the Grade I listed Holy Sepulchre, and over the city beyond. At roof level, the greenery continues to wrap around the building, with spaces designed for threatened native wildflower species to flourish. Dan Burr, Partner at Sheppard Robson, said: “On a site that is so prominent, there was a real drive to inject some fresh perspectives on how to grapple with some on London’s most urgent environmental issues, including air quality and noise and dust pollution. Rather than having an isolated patch of greenery, we felt that an immersive and integrated approach would have the biggest impact on the local environmental conditions and making a better and more liveable city, as well as articulating a clear architectural statement.”

Bridging the visualisation gap – using augmented reality to show the next generation of railway footbridges

Use of AR – a first for Network Rail – puts architects’ designs into passengers’ smartphones. Network Rail has contributed its design data to an app that enables passengers to use augmented reality (AR) to see replacement footbridges at stations. The app will support Network Rail’s engagement with passengers while delivering footbridges across the network throughout Control Period 6 (1 April 2019 – 31 March 2024) and beyond. The app, called ARki and developed by Darf Design, provides 3D visualisations of planned buildings in situ. Thanks to the collaboration with Network Rail and Wood, ARki now incorporates the footbridges, helping passengers and local communities see their future as Network Rail rolls out its new generation of signature footbridges. Available in the Apple app store from 16 October, the app’s cutting edge AR technology gives Network Rail a new level of engagement with rail users. Network Rail has developed three footbridge designs that blend forward-thinking architecture with creative engineering, bringing a new level of quality and a distinctive identity as the current, standard model is replaced in the years ahead. The three designs are: • The Beacon – a fully glazed bridge featuring lantern-topped lift towers and a dynamic articulated engineered structure • The Ribbon – an update of the classic arched footbridge with an elegant floating canopy spanning the track, featuring 30-degree lift and stair rotations • The Frame – a radical expression of minimalism that offers a range of flexible, functional configurations. Winner of the Network Rail and Royal Institute of British Architects (Riba) footbridge design competition of 2018, this design by Gottlieb Paludan Architects of Denmark was judged best among 120 entries from 19 countries.

Gavin Bashar, UK Managing Director of market-leading provider of Connected Care and Health Solutions Tunstall Healthcare, discusses the untapped potential of technology in the housing sector and the crucial role it can play in fire detection and tenant safety. “A recent survey by professional services provider EY found that nearly a quarter (22%) of households now own a voice-controlled digital home assistant, double the number in the previous year1. Technology like this, along with smart thermostats and motion sensors, are becoming commonplace in British homes. “However, not all housing providers and associations understand the role that technology can play in enhancing independence, providing effective support and ensuring tenant safety. This is crucial when considering emergencies, especially when it comes to monitoring and responding to events such as fires and gas leaks. “An update to the British Standard BS 5839- 6:2019 Fire detection and fire alarm systems for buildings code of practice for the design, installation, commissioning and maintenance of fire detection and fire alarm systems in domestic premises has also just been introduced in the UK, recommending an increase to the level of protection provided in homes, including social housing and group living environments, recognising the increased risk of fire for older people., was introduced in May 2019. This follows the amendment of the Housing (Scotland) Act earlier this year, which extended the requirements of the Tolerable Standard Guidance regarding smoke, heat and carbon monoxide alarms. These changes to standards give providers an opportunity to review the ways they are protecting tenants, and consider how smart technology can help them to deliver services more effectively, whilst also enabling tenants to live safely and securely.” Monitoring makes the difference “Connected care such as telecare enables people to easily access help in the event of an incident at home, such as a fall or indeed a fire. There is a range of sensors available to

help manage the risks of fire, such as smoke, heat, carbon monoxide and natural gas detectors. Heat detectors can be used in environments where traditional smoke alarms aren’t suitable, such as kitchens, to provide early warning of emergencies, and carbon monoxide detectors used to raise an alert to faulty boilers or gas fires. Natural gas detectors will automatically notify a carer or monitoring centre if a gas leak is detected, for example if someone tries to use a gas hob and fails to light the ring. Telecare systems are continually monitored, and as well as giving an audible alert will also raise an alert with a monitoring centre or with staff in group living environments if an event is detected. Onsite staff can then quickly respond, and where alerts are directed to a monitoring centre, operators can take appropriate action, such as calling the emergency services. As the next generation of digital telecare systems are introduced, systems are smarter and faster, meaning events can be responded to even more quickly, ensuring tenant safety.” Financial sense “Providing additional protection to tenants may involve initial investment, but makes financial sense for landlords, housing providers and associations. Monitoring systems can help to avoid staff or the emergency services being called out unnecessarily, as operators or care staff can talk to the tenant to establish the nature of the emergency, and determine whether a response is required. Telecare enables events such as fires and gas leaks to responded to quickly, reducing the impact and resulting cost of repairs. Of course, most importantly, technology enables help to be accessed quickly, avoiding potential injury or even loss of life. Telecare systems are often used by people with care needs who may be unable to react to sensors such as smoke alarms being activated, or to evacuate from the building, so monitored systems mean they have 24/7 support in the event of a fire or similar emergency. Risk management

“Although landlords and housing providers legally have to install fire detection systems, ensure there are clear routes to escape from a

fire and prove that furniture they provide meets fire safety standards, this doesn’t take into account every risk that can cause a fire. This would be very costly and time consuming; technology provides effective 24 hour monitoring. “Gas and electrical safety is crucial when fire proofing a home and making sure tenants are secure and safe. Technology can play a huge part in monitoring for any risks and alerting stakeholders early that there is an issue, even if properties are unoccupied. Smoke and natural gas detectors will raise an alarm to the 24 hour monitoring centre if gas is detected, while a flood detector can alert tenants and housing providers to a water leak or bout of heavy rainfall that may cause issues with the electrics.” Connected care and the digital switchover “No matter which technology is introduced into a home to protect against fire risks and ensure tenant safety, it will benefit all stakeholders involved from landlords to tenants. However, it is important to remember that a digital transition has been announced which represents a huge opportunity to make services faster, more efficient and more insightful. Fire detection solutions for healthcare environments: The importance of preventing false alarms By Anja Schäfers, Product Marketing Manager, Fire Detection at Johnson Controls The healthcare industry is a challenging environment when considering fire detection solutions. From hospitals and mental health centers, to small GP practices, healthcare facilities can often be made up of multiple buildings spread across a large complex with patients in varying degrees of dependency. In the event of an alarm, some patients will need assistance to evacuate. For those in critical conditions, evacuation can be extremely challenging - one such situation is when fire occurs in an operating theatre. Treatment disruption in the event of an alarm or false alarm could potentially result in very severe consequences such as personal injury or death. Prevention of false alarms is key The occurrence of a false alarm is detrimental to the operation of any healthcare facility. Such instances lead to disruption of service and impact upon patient care. They can also lead to unnecessary risk to those required to respond to the alarm raised, and in some cases increased costs. Given the severe impact false alarms can have on healthcare premises, it is crucial to minimise their occurrence.

Research into alarms at acute healthcare premises show that cooking is by far the first cause of false alarms, followed by contractor activities, electrical faults, steam, illicit smoking, call point activation, and dust. False alarms from cooking are predominantly exhibited in residences and ward areas, while false alarms generated by contractor activities are reported across all hospital areas with no significant variation between the different areas protected. So how do we prevent these alarms? Effort needs to start from the design stage and throughout the system lifecycle. One efficient way to reduce false alarms is to use multi-sensor detectors which include a smoke, heat and Carbon Monoxide sensor elements. These can be configured to provide a more sensitive or more resilient detection mode, the latter being able to diminish false alarms in some of the most difficult applications. The possibility to set different detection modes and sensitivity

levels for day and night enables to reduce false alarms without decreasing the protection level of the premises. Furthermore, the use of multi-sensor detectors is ideal to increase the flexibility of the building over time. In case of change of occupancy and/or activity in a room or area, the method of fire detection within that room should be reviewed and if the room is protected by a multisensor detector a simple software configuration change will solve the problem without the need of any physical change to the system. Saving lives starts from design Fire detection and alarm systems in healthcare premises are primarily intended to protect life, but they also have a role in protecting property. Early warning of fire can also be of benefit in minimising disruption to the functioning of premises and in ensuring prompt resumption of service. Lastly, in planning a fire alarm system, it is important to establish the design and operational requirements for the system at an early stage. These must take into account the overall fire safety strategy and its specific evacuation procedures. The specifier/designer of the system should therefore consult all those concerned with the design and operation of the system. SWA Group has designed Pacific Plaza, a new public park that transforms the experience of the central business district in downtown Dallas. Pacific Plaza is the first of an ambitious four-park initiative spearheaded by Parks for Downtown Dallas in a publicprivate partnership with the City of Dallas. The 3.74-acre greenspace in

A grade change was introduced to elevate the park, buffering it from the surrounding city streets and orienting visitors to a one-acre+ central lawn that accommodates everything from concerts to soccer games. The park’s connective

element is “The Thread,” a solid, 614-foot-long Indiana limestone seat-bench wall, which gracefully traverses the entire plaza. Nineteen-inches-high and varied in width, its sinuous, sculptural form offers shaded, semi-shaded, and full-sun seating and unifies the park into a cohesive whole.

Anchoring the park’s southwest corner is an iconic 95’ x 135’ elliptical pavilion designed by Heath May of HKS Architects’ Line Studio. This dramatic stainlesssteel structure expresses the site’s railroad history through perforated Morse code signatures for every stop along the Texas and Pacific Railroad between New Orleans and El Paso—resulting in an enchanting play of shaded patterns throughout the day. From under the pavilion, visitors can look upon decades of Dallas’ urban architecture. The park is 100% accessible by pathways and paving. Other design features include a multigenerational play environment featuring custom swings, seesaws and other play equipment; custom-designed “dog intercepts” – irrigated stations of decomposed granite— that are strategically located to welcome dogs and minimize their impact on the park’s horticulture; and native and regionally adapted low-water use vegetation. With complementary park programming through the efforts of Downtown Dallas, Inc., Pacific Plaza represents a significant step in the city’s commitment to providing diverse outdoor experiences that will be encountered from downtown all the way to the Katy Trail.

BAM WINS NEW HEALTH CENTRE CONTRACT BAM Construction has been appointed by hub west Scotland to build Scotland’s biggest health centre in Parkhead, Glasgow.

Bruce Dickson, Regional Director, BAM Construction, said: ‘We are delighted to be part of the team delivering this visionary health hub.

North East Health Centre, located on Salamanca Street, will be delivered on behalf of NHS Greater Glasgow & Clyde and Glasgow Health & Social Care Partnership, and will accommodate 900 staff, bringing together a number of community health services currently located at nine different sites.

‘This is a model example of the future provision of health services moving away from a hospital setting to a community based location which is readily accessible with good transport links.’

The £35 million design and build contract will feature a three storey building, spanning 10,000 sqm of clinical, support and training space and car parking. It will enable Glasgow City Council and NHS Greater Glasgow & Clyde to develop more integrated and efficient ways of delivering critical public services across the North East of Glasgow. The hub will provide GP surgeries, a pharmacy, specialist children’s services, district nursing, health visitors, social work services, older people’s mental health services, learning disability services, sexual health services; addiction services, meeting rooms and a café.

Designed by Hoskins Architects, work will commence on site in summer 2020 and will be delivered in phases with a scheduled for completion early 2025. Iain Marley, Chief Executive, hub West Scotland said: ‘We are very pleased to continue our partnership with BAM Construction and are confident that this very important project will build on past successes. That confidence comes from the quality of collaboration on previous projects and BAM’s experience in the health sector.’ BAM Construction has a track record delivering health care projects and is currently working on delivering Stobhill Hospital’s dedicated mental health campus and Greenock Health Centre.

COUNCIL SELECT WESTRIDGE CONSTRUCTION AS INTERIM CONTRACTOR ON BRIGHTON DOME RE-DEVELOPMENT Brighton & Hove City Council has selected Westridge Construction Ltd as the preferred interim contractor to continue essential re-development work on Brighton Dome Corn Exchange and Studio Theatre. The contractor was identified following a procurement process after the previous company, R Durtnell & Sons, ceased trading in July 2019. Further to pre-contract discussions, the company will undertake essential weatherproofing and drainage works to protect and conserve the historic Grade I and Grade II listed buildings, a former riding house and supper room built by the Prince Regent in the early 19th century. Westridge are a privately owned contractor with offices based in Kent, Sussex and Surrey, operating throughout the south east and employing over 190 staff and site technicians. Recently completed projects include Hove Town Hall’s major refurbishment and Hannington Lane in Brighton city centre.

to reaffirm Brighton’s Royal Pavilion Estate as a key cultural destination by equipping it for a sustainable future. The longer-term vision aims to reunite the historic Estate to create a centre for heritage, culture and the performing arts which reflects the unique spirit of Brighton. It is anticipated that the revitalised Royal Pavilion Estate will support 1,241 FTE jobs and have an economic impact of £68m. The redevelopment will improve venue access for visitors, staff and performers, including new accessible toilets, hearing assistance systems and a public lift providing wheelchair access to all levels of the buildings. A new Creative Space will be available for community groups and emerging artists to use for workshops, meetings and rehearsals. £19.13 million of the total project costs has been raised from grant funding from the National Lottery Heritage Fund, Arts Council England, Coast to Capital Local Growth Fund, private trusts, individual donations and contributions from Brighton Dome and Brighton Festival’s own resources.

SHOREHAM BEACHBOX PLANS GET THE GREEN LIGHT Internationally-renowned development company Boxpark has received planning permission to create a landmark seafront dining destination and community cafe on Shoreham Beach.

Speaking at the committee, developers said the coastal setting had inspired the design of the building with the intention of delivering the “best beachfront cafe-restaurant in the UK”.

The Brighton-based firm - who are behind acclaimed casual dining and retail developments in Shoreditch, Croydon and Wembley - received approval to create the Shoreham Beachbox at a meeting of Adur District Council’s Planning Committee.

Councillor Brian Boggis, Adur District Council’s Executive Member for Regeneration, said: “There is no doubt that Beach Green is a special place and, providing this new exciting venue is managed correctly, the Shoreham Beachbox can bring immense benefits to our area. This is Boxpark’s first venture outside of London. Bringing a company with their worldwide reputation for creating exciting places for people to eat and drink is a real vote of confidence in Adur. It shows that people want to invest in our communities to create more vibrant places for people to live, work and relax with their friends and family.”

It will see a run-down toilet block transformed into a contemporary multi-purpose split level cafe-restaurant with a paved outdoor seating area and roof terrace with coastal and countryside views. Public toilets will be retained and upgraded within the building while changing rooms, a centre for water sports and community space for up to 90 people will be made available to local groups.

The Council entered into preferred development agreement with Boxpark for the site in Beach Green in 2017 and

a lease for the land was signed earlier this year. When complete, it is expected that about 25 jobs will be created while developers have made a commitment to use local contractors To accommodate deliveries, the existing bus stop will be extended while the location of a Council-owned surface car park close to the site alleviated parking concerns. Roger Wade, CEO and Founder of Boxpark, said: “Our intention from the start has always been to create the best seafront cafe-restaurant in the UK. With planning approval granted we have now taken a large step forward to achieving that ambition. We now commit to working with the community to make sure we deliver on our promise. I’m confident that our plans will transform this site, turning a run-down block which is a hub for antisocial behaviour into a vibrant destination cafe-restaurant which will put Shoreham Beach on the map.” Councillor Carol Albury, Chairman of Adur District Council’s Planning Committee, said: “While we understand some of the concerns raised by local residents around this proposal, it was agreed the creation of this landmark building would deliver huge benefits while regenerating a dilapidated toilet which has seen better days.” Cllr Abury added that while the new building would bring something special to the area it was important that West Sussex County Council resurfaced the run-down shared pedestrian and cycle route to the south of the development.

Cubex welcomes green light for next phase of Finzels Reach Bristol City Council grants planning consent for local developer’s plans for former fire station headquarters site in Bristol Local developers Cubex have welcomed the decision by Bristol City Council’s planning committee last night to approve their plans for a balanced mixed-use scheme to regenerate the former fire station headquarters site in the heart of the city centre. The plans have been designed to help to meet the pressing need for housing in the city centre, support Bristol’s growing economy and uplift the whole area. They form the next phase of the much-praised Finzels Reach, a new thriving neighbourhood already created out of a derelict, brownfield, city centre site on Bristol’s harbourside. The scheme includes 297 homes, including 231 build-to-rent apartments and over 20% affordable homes, a cutting-edge sustainable office for 1100 staff to support Bristol’s growing economy and £2.4m investment in improvements to the area around the site. These include new landscaping, traffic management, pedestrian and cycle routes which will help make the area more attractive area and foster a strong sense of community. Now the green light has been given by planners, work is set to start this autumn on demolishing the existing vacant buildings, making way for a dramatic £140m transformation of this neglected site.

Cubex has been funded by Palmer Capital on its plans for the next phase of Finzels Reach, following their successful partnership on the first phase. The team that have worked to develop the successful plans for phase two include architects Bush Consultancy and Assael Architecture, engineers Arup and planning consultancy Avison Young. Cubex has already agreed deals with specialist operator Grainger and with housing association Yarlington

Housing Group, to buy and operate the build-to-rent and affordable homes, respectively, on the mixeduse scheme. The Section 106 agreement, which covers additional improvements to infrastructure and the local community facilities to be funded by the development, has been agreed with council planning officers. Funding is in place for the speculative office building from investment partner Palmer Capital and the Bristol based family run company Wring Group have been lined up to start the demolition. Finzels Reach is now home to a mixed, balanced community, with new homes, workspace for the likes of Channel 4, Historic England, Simmons & Simmons, Barclays, EDF and Baftawinning BDH. It is also a fast-emerging social hotspot, with the likes of Left Handed Giant, Mission Pizza, Pacific Yoga, Café Matiriki, Spicer & Cole, and the soon-to-open Bocabar and Le Vignoble, together with the striking new Castle Bridge linking this historic area to Castle Park. By the end of the year, 2,500 people will live or work at Finzels Reach. The plans for phase two of Finzels Reach will increase that total to 3,300 people, with an investment value of £400M in total.
