Moffat County High School Mechanical Upgrades Craig, CO Project Description MEP Engineering was selected by Moffat County School District to create a series of energy conservation measures that the school could implement based on site observations and existing system analysis. Based on MEP’s assessment, the building’s heating boilers were replaced, the hot water distribution pumps upgraded and a new makeup air unit was added to provide proper ventilation to the classroom wing. The existing two boiler system was replaced with five new-technology boilers allowing for higher efficiencies, greater turndown, and increased control and operational capabilities.

Responses to Questions

Responses to Questions Describe how your firm manages the design process to ensure the owner’s published standards are fully incorporated in the project, including work done by sub-consultants. MEP Engineering maintains Building Information Files (BIF) and Client Information Files (CIF) for various clients we work with on a regular basis. Since MEP Engineering has worked with Denver Public Schools on over 54 facilities, we have a deep ‘CIF’ for DPS. This includes updates to our specs and details shown on our drawings to meet current DPS standards. This enables our team to start with a large amount of information to work from; these files contain the following:

• Current and past versions of standards from the district. • Specifications and details for drawings to meet DPS Standards. • Finalized drawings of past projects we’ve designed. • Contact information for district personnel.

Our team is aware that Denver Public Schools recently updated their project standards. Therefore, at the beginning of each project, we review the published owner’s standards by doing the following: Step 1: Step 2: Step 3: Step 4: Step 5: Step 6: Step 7:

Compare current standards with the previous version we are familiar with. Come prepared with questions to the kickoff meeting. Walk through each school with the project manager, facility manager, and district quality control team. Maintain and update a list of questions by the project leader prior to each meeting. After each meeting, update list with decisions made and additional items discussed during the meeting. Coordinate with other disciplines during design and quality control to ensure all crossover standards are met. Review each design package with DPS project manager, facility manager, and district quality control team to ensure DPS standards are met. We are happy to share that Michael Rogers, PE (previously with ME Group) is now a key part of the MEP Engineering team. Michael assisted DPS with the most recent update to their standards and we are happy to have is intimate knowledge of these updates on our team. Michael will provide quality control for the electrical discipline to ensure the continuity of our sub-consultants and to draw on his intimate knowledge of Denver Public Schools standards.

Swigert International School

MEP Engineering puts the users of the school – principal, staff, and students at the top of the list; therefore, we include input from all players that can speak on their behalf, including the principal, staff, project manager, facilities manager, and district quality control team to ensure the best outcome. Responses to Questions Describe how your firm manages the design process to ensure the owner’s published standards are fully incorporated in the project, including work done by sub-consultants. Sub-consultants

Our goal is that our client deals with only one contact, Travis Butler, the project lead. All subconsultants will work directly for the project lead to streamline communication and coordination, eliminating misunderstandings. MEP Engineering will first solicit information for DPS’s existing subconsultant relationships. They will provide similar project experience and resume information to allow the School District to understand the qualifications of our team members. If meetings are required where direct communications between a sub-consultant and the School District are required, the project lead will also be present. This method ensures a clear line of communication between all parties throughout design and construction.

Our quality control process contains these elements: • • • • •

Internal kickoff and brainstorming meetings. Design review at critical phases. Use of internal standards and owner standards. Weekly milestone tracking reports. Field (construction administration) engineers to review designs for cost and buildability.

Swigert International School Our team will work diligently with the School District throughout the various evaluation, design and construction phases. Each team member works toward providing engineering solutions that meet the School District’s needs and are within budget parameters. Our approach has proven to be a formula for success, capitalizing on learned experiences and providing up to date system design approaches that will benefit Denver Public Schools. Our goal is your success.

Responses to Questions Describe your firm’s approach to scope validation prior to starting design. There are many critical components to validating scope prior to starting design. We’ve outlined our process below: Step 1: Gather information from Denver Public Schools’ archive Step 2: Review RFP and formulate our own preliminary budget from industry standards. Step 3: Perform detailed site survey to validate scope with district personnel. Step 4: Kickoff project with Denver Public Schools. This process includes discussing the District’s specific goals with the facility manager and principal, understanding how the budget was established with DPS project manager and knowing how the District’s quality control team implements at the school level. Step 5: Tracking of decisions and information from point of kickoff throughout design, accomplished through the following: Meeting minutes; An action Item matrix, including responsible team members and expected completion date; Any outstanding items are tracked with status indicators and final resolution comments.

Describe your experience developing cost estimates and creating bid alternates that provide DPS flexibility at bid time to reduce scope to meet budget. Our team works closely with manufacturing representatives, local contractors and other districts. Our wide variety of experience within the K-12 market enables our team members to have several individuals to call on to double check our own internal cost estimates. MEP wants to provide the best quality of service by doing the following: • • • •

Create realistic cost estimates based on market conditions and prevailing wage rates. Collaborate across our disciplines to ensure the most cost effective system is selected and designed. Provide alternates for each discipline to provide a variety of paths for bidders and DPS to come in at or below budget. Provide value engineering to ensure the district has the flexibility to hit the critical requirements.

Recent Value Engineering Example

On a recent project, lighting was one of the targets of the value engineering effort. By working with the contractor and the local lighting representatives, we were able to determine unit prices for each luminaire on the project. We then evaluated the specification, placement, and necessity of each luminaire shown on the drawings. We changed the specification and reduced the quantity of luminaires. The total cost savings to the project was over $200,000 and due to the very deliberate nature of the value engineering process, the overall design did not suffer.

Responses to Questions What is your firm’s typical turnaround time for RFIs from the Contractor? We strive for no more than (3) days or as necessary to maintain the project schedule. We will work closely with the contractor on items that need an expedited response. Our response time is typically accelerated if the contractor poses the RFI with an identified solution.

What is your firm’s position on considering Contractor proposed substitutions? We are open to looking at alternates proposed by a contractor. We always take the time to consider each one fully. The items below outline this process: Step 1: Review the alternate to ensure it meets the districts requirements. Understand value to project – how Step 2: Review the alternates with the contractor. does it impact schedule, cost, and Step 3: Discuss with the owner the pros and cons of the alternate compared to constructability, and how it meets the original design intent. design requirements. Step 4: Allow the owner to provide the final decision.
