The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road. Town Entrance Signs. IPA worked for many years to procure the 2 Entrance Signs (Hamilton Highway East and West) welcoming travellers to our town.

The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept the Historical Society in mind as they sorted through their own collections. We undertake many interesting projects and have enjoyable meetings, which you are welcome to attend.

Peter’s Editorial

A very busy month coming up with lots happening around the district. I have had to expand this issue to 52 pages to fit it all in. Please enjoy the read. Important to note the Lions Club have a special activity coming up 21 & 22 January next year. They are hosting a Skin Screening Service, run by professionals. Bookings can be made from December 16th, so shout yourself a Christmas Gift with a difference. With lock downs finished, you will all be planning for a special Christmas break. Plan carefully and enjoy the time, hopefully with family and friends and stay safe. I'll be back with a December issue and then will have a break over Christmas and January. The first edition of the Leigh News in the new year will be February. So, as at today (27th October) there are 60 days till Christmas. Enjoy every one of them and all that is beyond. Inverleigh Youth Precinct Update

We are at a fantastic point with the Inverleigh Youth Precinct proposal due to the combined efforts of the local community, the Inverleigh Progress Association (IPA) and the Golden Plains Shire Council (GPSC).

The work undertaken to support the development of the Youth Precinct so far has been: •The development of the Inverleigh Youth and Support Group Facebook page to provide a voice for youth and the supporting community. •Undertake to develop the Inverleigh Community Youth Survey. •Attend a meeting with GPSC Officers to discuss the survey and the process for community-initiated projects. •In February 2021, publish the Inverleigh Community Youth Survey with 193 people respondents. •Undertake to analyse the survey data and publish the results and identified priorities. •Establish IPA support for further project development of the top priorities. •The IPA assisted the Golden Plains Shire Council Youth Team run the highly successful ‘Pop-Up Youth Space’. Which was held at the Inverleigh Public Hall during Term 2 with 35 – 45 local youth attending weekly. We also undertook further consultation with local youth on ideas for the Inverleigh Youth Precinct. •The IPA members have had ongoing community conversations with all ages about the survey results. •An IPA member attended the Council Community project development and management sessions. •The Inverleigh Youth Precinct Proposal was developed on behalf of the Inverleigh Progress Association, and was endorsed by them. •The Inverleigh Youth Precinct Proposal was published and shared with the community. •The proposal was submitted to the Golden Plains Shire Council and received positively. •There has been parallel advocacy by the IPA and Council with the Federal Candidates for Corangamite Electorate, to attract interest in and funding for the Inverleigh Youth Precinct. •Lobbying by the Inverleigh Community has resulted in our youth and families meeting with the Federal Candidates to discuss the Inverleigh Youth Precinct and how important it is. The Youth Precinct has been well received by the Candidates and the Community has been praised for its proactive approach to supporting local youth. Moving forward, the Inverleigh Community are encouraged to continue contacting the Federal Candidates to discuss the need for the Inverleigh Youth Precinct and to seek a funding commitment. With the community having raised the profile of this project, the Shire is now best placed to progress it. There are many variables to receiving federal funding and fingers crossed, these line up for the Inverleigh youth precinct. 1850’s Transformations

The collage of five Shelford cottages in the Inverleigh Historical Society calendar for November 2021 show two living homes from the 1850’s, and their owners have supplied their renovation stories. Unfortunately, the three neighbouring abandoned cottages can only reflect their time and place. Photographer was Andrea Bolton. ‘Cedar Cottage’: Owned by Brendan & Melissa Gillett now operates as a Bed & Breakfast. The cottage didn’t always look like it does today! It was about 1997 we undertook the restoration process, we took out all the ceilings and replaced the plaster with lining boards, we had the power, water & septic connected. We rendered some of the walls and left some walls exposed, the bricks are the old soft reds and mortar made out of crushed bones & horses’ hair. All windows were replaced, and we renovated the cedar cupboards either side of the fireplace and the mantle, thankfully they were all intact. All internal doors are made of cedar also and that’s how we came about the name ‘Cedar Cottage’. Once we got the property to a stage that we could do no more we then had a kitchen built, bathroom installed, and new verandah put on the front of the house. We moved into the Cottage in August 2000 where we lived until November 2006. The history of the house is that Alfred Denham came from just outside London to Australia in 1848. He got a job as an overseer at Golf Hill and he married one of the maids who also worked at Golf Hill, Catherine Farnan in 1852. He purchased the property for 500 pounds from Mr George Russell, paying only a small deposit for the property in 1853. Mr Denham was also the Pound keeper for the district and that is how it came about being referred to as the “The Pound”. Unfortunately, he died young in 1860 leaving a balance of 157 pounds 9 shillings owing on the property. Catherine was left with 3 children and stayed on the place but was unable to repay anything on the loan. However, Mr Russell decided in 1867, to release her from the loan balance and virtually gave her the property and she was listed on the title as the owner. How the property came into our possession was that it was previously owned by Brendan’s grandmother

and then purchased by her son Max Gillett, Brendan’s father, back in the 1960’s. ‘Carrah’: David & Rhonda Trevaskis have lived in the house some 29 years this coming December. House renovation was started in 1987 as an ongoing project. We now laugh at early years of having no normal W.C and showering in the shed for almost two years. The front lounge room is the earliest building, followed by our front bedroom (formally a small hut of Matthew Farrer on the front west side of our property) which was joined at some time with evidence it was dragged on skids with old timbers from an earlier Shelford Bridge fitted under the wall plate. The second two rooms fitted after that (being 24cm out of parallel with the front rooms), and finally the centre roof was added joining the front and rear of the house together. This also incorporated the large baker’s oven (formally outside) under cover and part of the centre living area with a large open fireplace. Rhonda and I have heard numerous stories and information about the history of our home , some true some proven false due to the evidence found when a home is almost completely disassembled and clues are found. The front two rooms of the house originally had cobble stone flooring which had to be removed to build a timber framed floor. Many old tokens, coins and marbles were found amongst the cobblestones.


Leigh News 5 A history of the house was undertaken, and this is the report: From material evidence alone, the building is seen to date from between the mid-1840’s to 1855. This evidence is confirmed by the Rate Book analysis and the analysis of other written evidence, such as ‘Clyde Company Papers’ and maps of the period. This building was an important store for the Golf Hill estate and for the route on which it stood. It was owned by the substantial merchant Henry Lake, with the land on which it stood being owned by George Russell of Golf Hill. The land and store were sold in July 1858 to William Watts, a Land agent, and immediately resold to Robert Rice. The Rice family retained the building and land until 1985, in itself a remarkable example of continuity of ownership (127 years) and a fact which aids historical research in relation to authenticity and presentation of the building. The

building and its associated outbuildings and features such as baker’s oven represent a remarkable complete and original ensemble of early settler tase and technology. I am grateful to the two families for suppling the houses history and additional photos which will become part of a display for the society including some showing floodwaters forming a moat around Cedar Cottage. We are so excited to finally have all students back on site here at Inverleigh Primary School! The last couple of months have tested the resilience and resolve of our students (and parents!) at times, but it has continued to reinforce the all-important lesson of self-belief; knowing that we are capable of overcoming many of life’s challenges and obstacles. The kids at IPS have been encouraged to just enjoy being back at school amongst their peers. The emphasis has been on FUN! Open-ended activities have allowed students to spend time outdoors, soaking in the Spring sunshine. Social interaction and group collaboration are important parts of each school day and it has been fantastic to have our playgrounds filled with laughter and smiling, happy faces! Our Grade Prep to 2’s are currently immersed in our annual swimming program, which serves as a timely reminder of the importance of learning valuable water safety skills. The term ahead will see us aiming to see out the year with

our Grade 6 Graduation ceremony, a Grade 3-5 camp, the introduction of our new Prep students for 2021 and hopefully an excursion or two along the way! 6 Leigh News Inverleigh Community Plan 2022 One of the tasks that the Inverleigh Progress Association (IPA) are currently working towards, is developing a new Inverleigh Community Plan for 2022. The last published version of the plan was 2013 - 2015. The first step in developing a new plan, is conducting a thorough survey of the Inverleigh Community about a range of local matters.

Have your say on the renewal of trees in lnverleigh. Council is developing a 10-year lnverleigh Tree Succession Plan, detailing the approach Council will take to removing and replacing Monterey Cypress trees in lnverleigh, as the health and structure of these trees deteriorates over time.

Winchelsea and District Bendigo Community Bank supports Inverleigh Project

The new entrance signs on the Hamilton Highway at either end of the town have certainly brightened the look of Inverleigh. The Winchelsea and District Bendigo Community Bank assisted the Inverleigh Progress Association with the original project, providing $5000 toward the project. L to R. HAVE YOUR SAY ON THE DRAFT ANIMAL PLAN Golden Plains Shire Council is now calling for feedback on its Draft Domestic Animal Management Plan 2022-2025. At its meeting last night (Tuesday 26 October), Council endorsed its Draft Domestic Animal Management Plan 20222025 (Draft Plan) for public exhibition from 27 October to 17 November 2021. The Draft Plan outlines the key issues, objectives and management priorities of Council, as well as promotion of responsible pet ownership and the welfare of dogs and cats. It also proposes a number of solutions to protect the community and environment from pet nuisances – in accordance with Victorian Government standards. The Draft Plan has been prepared following extensive community engagement in August and September, with 327 community members completing Council’s survey on animal management services. Golden Plains Shire Mayor Cr Helena Kirby said the community played a key role in the development for the Draft Plan. “With 5,917 registered dogs and 1,336 registered cats in our Shire, Council is dedicated to providing quality animal management services for our residents and their domestic animals. “Council would like to thank the 327 residents who completed the community survey and provided extremely valuable information about animal management services of dogs and cats in Golden Plains. “The input shaped the development of the Draft Animal Management Plan 2022-2025 and we encourage residents to review it and provide feedback to Council of the four-year strategic plan.” The Draft Plan is published on Council’s website and paper copies are available at its Customer Service Centres at 2 Pope Street, Bannockburn and 19 Heales Street, Smythesdale. Community members can make a submission on the Draft Strategy from 27 October to 17 November 2021: •

FREE SKIN CANCER CHECK AND AWARENESS UNIT TO VISIT INVERLEIGH FRIDAY & SATURDAY 21st & 22nd JANUARY 2022 – 9am to 3.30pm This unit will provide a free skin screening service to local people. It is operated by fully trained, certificated, volunteer dermoscopists. The unit will also be a valuable resource for local people to access not only the skin check, but valuable and timely information about skin care and selfchecking techniques. We know early detection of skin lesions potentially saves lives, so this visit will be a timely support and reminder to local people of the need to take care of their skin. Following the skin check, visitors will be issued with a referral to their GP if there are any suspect spots or lesions. The Unit is not a medical clinic, so diagnosis or treatment requirements are not discussed – it simply provides the skin check and alerts the visitor to skin lesions that require further checking and attention: a great first step in ensuring urgent needs are addressed. The airconditioned van has three fully equipped screening rooms and an entry foyer, as well as a disabled lift and entry at the rear. Members of the Lions Club of Inverleigh-Leigh Valley will be responsible for scheduling appointments with the unit.

GEELONG LANDCARE NETWORK Platypus search in the Mid Bar won Catchment-

connecting the dots in the largest continuous survey for this iconic species in the state. Around 60 community members in total gathered at 2 COVID safe events at Fyansford Common and Inverleigh on Sunday the 10th October to take part in a survey to detect the presence of the elusive platypus at over 30 sites in our local waterways. Great feedback was received by the enthusiastic participants, of all ages, who dodged a couple of rain showers to learn about platypus, water bugs and the health of our local rivers. The project was initiated by the Friends of the Barwon (FOTB) with funding and support from the Tucker Foun- Josh Griffiths from EnviroDNA explained how a plentiful platypus dation, Bendigo Bank, Barwon Water, population is a good indicator for the overall health of a river system. Surf Coast Shire, Golden Plains Shire, City of Great Geelong, Geelong Landcare Network, Corangamite CMA (CCMA), and Upper Barwon Landcare Network. FOTB are keen to collect data to build a picture of the overall health of the Barwon River system, and identify where improvements can be made. Josh Griffiths from EnviroDNA explained how a plentiful platypus population is a good indicator for the overall health of a river system. After demonstrating the sampling technique volunteers went out to take water samples for eDNA analysis from sites stretching across the mid Barwon river, the Leigh river and the Moorabool as well as some of the smaller tributaries feeding into these river systems. To complement this, Deidre Murphy from the Waterwatch team at the CCMA showed participants the myriad of waterbugs living in our local waterways, which are a food source for platypus and the many other creatures living in the rivers and creeks. EnviroDNA will now analyse the samples collected by our volunteer citizen scientists to detect the presence of platypus in the waterways. Results of the sampling will be communicated back to the community in the form of a report and webinar in the coming months. The data collected will complement surveys already completed in the Upper Barwon Catchment and the Upper reaches of the Moorabool River catchment, giving us an overall picture of distribution of platypus over a large portion of the catchment. “This survey will connect the dots and tell an overall story which will cover the largest continuous area recorded in the state” Josh said. POLICE REPORT FOR NOVEMBER 2021 Hello all, I have had a busy time recently with increasing mental health and family violence tasks in the cluster which can take multiple hours to complete, especially mental health tasks which can require me to accompany a patient to the Geelong hospital and wait there for several hours until assessment. I also recently worked a demonstration in Melbourne which was a very long day. People might not see me about in Inverleigh for a while and assume that I am not working but often I am attending to tasks and activities in other parts of the cluster. For those that don’t know I work in a cluster with the Bannockburn and Meredith Police stations and do regularly attend to tasks in their response zones and they do in mine when I am not rostered. I can always be contacted when I am working on the station phone number 5265 1211 which diverts to the mobile phone I carry. If I am not working the phone will not be answered and will divert to Bacchus Marsh (24 hr station) or the message bank. Jobs can be rung through to 000 for police attendance or the Police assistance line on 131444 for not urgent matters. I am still seeing some youths riding bicycles around town not wearing bicycle helmets and riding in the dark with no lights on their bicycles. The fine for each offence is $227. Tonight (Friday) I spoke to two youths who in the dark were ambling across the Hamilton Highway into Peel Road with no lights on their bicycle. I am still getting motorists coming over that crest into town in the 60 zone doing excessive speeds who would have little chance of seeing the youths coming over the crest. Around the time I detected drivers doing 81, 86, 77 and 75 km/h. On occasions I still get motorists doing around 100 km/h and even more in that area.

Please ensure your children wear their helmets and if they are going to be out in the dark they need lights. The older youths should also be setting an example to the younger children in the town. If the behaviour continues I will start issuing the fines so be warned. The rural areas around the division had been suffering from a spate of thefts of and from vehicles, sheds and residences but detectives from Moorabool Criminal investigation unit processed a male recently after being apprehended fleeing a crime. He has been charged with some of the incidents and the crime spree now appears to have stopped. Please remain vigilant as to suspicious persons and vehicles and report unusual activity to Police. Now COVID restrictions currently require people to be vaccinated to attend certain businesses like the hotel, restaurants etc and the government is getting the businesses to check on customers vaccination status (usually with the government app). Please comply with the regulations and do not give the staff or owners grief about it, they have not made the rules. Some businesses have been through a difficult time without being able to be open and now they are re-opening I am sure they do not need any aggravation from agitated patrons attending without being vaccinated or not wanting to be asked or having to prove the fact. Lets all be really understanding and support the business owners and staff and try to comply with the government regulations and the business requirements for entry as they do not want to be fined themselves for allowing patrons against the regulations. GOLDEN PLAINS HOCKEY CLUB "THE NAVIGATORS"

The Golden Plains Hockey Club (also known as the Navigators) is looking for new players. Hockey is a sport for all ages, from juniors through to seniors. We were established in 2013 and currently have a men’s, women’s and junior teams. We are a community, family -orientated club looking to have fun and get some guaranteed fitness as a bonus! Hockey skills can be learned by anyone, so if you’re new to the sport, or thinking about returning after a break we welcome everyone of all skill levels! We are supportive and encourage a friendly, family-orientated culture and you will get to play regardless of your skill level. While we are proud of some of our juniors who have played in the Victorian Junior State Championships we equally encourage and foster players whose skills are still developing. The season proper is played through winter but we have a summer season that is a good way to gain an introduction to the sport, being played mixed teams on half a field with 7 players and no hitting the ball allowed. Behaviour, Consequence and Punishment (Revd Dr Timothy Smith) It was a privilege to be involved in Special Religious Education when it was permitted in the schools. My experience of the role of SRE was to help the students learn life skills; how to live together well. Schools not only teach our young people the academic skills they need, they also teach students to live together well. This was done in partnership with the Church which also shared this vision of being community. A part of being community is to learn that our behaviour has consequences. Unfortunately, a consequence has been equated with punishment for bad behaviour. The result of this, I think, misses the step of working out why a behaviour is right or wrong. Something is declared bad simply because it is against the rules or the law. But why is it a rule or a law deserving punishment? It is consequences of our behaviour that help us determine whether behaviour is good or bad and, in turn, whether it deserves punishment. We all have the right and freedom to choose what we are going to do, think or say. However, to think that my choice does not have an impact on other aspects of my life, other choices I have to make, or the effect on the life others, is naïve. The way I speak to others, for example, whether or not I respect other’s personal boundaries, will have consequences

regarding what others think about me. Their response, the consequence of my behaviour, will determine whether my behaviour is good or bad. If the reaction is positive I will continue to be included in their activities and conversation. If the reaction is negative, then there will be a punishment. It will, of course, not be a fine, but it may simply be exclusion. It is unfortunate that we are living in a world that has been turned up-side down by Covid-19 and this has forced us to make choices about what we are going to do and not do in order to participate fully with others in community. We are free to choose to act however we want about anything and everything. However, the choices we make will result in consequences of inclusion in all aspects of community or loss of the privileges we may normally enjoy. In our consideration of the consequences of our choices we learn that there is a difference between privileges and rights. Recently many of you may have noticed advertising by the UFU (United Firefighters Union) that displayed FRV (Fire Rescue Victoria) incidents and promoting the efforts of their members and how good they are at doing it. The advertisement portrays some firefighters at various incidents such as road accidents and house fires, toxic fires and the like and then states they are ready for anything, as they should be. The lead firefighter then encourages the viewer to check to see if they are protected by these professional firefighters. This is where it gets interesting as you need to get the version of the advertisement that is on the internet and click on a box and enter your postcode. In the case of Inverleigh when our postcode is entered it gives an answer that you are NOT protected. Now this answer is correct in that FRV firefighters do not serve the Inverleigh area unless requested to by the CFA. The really misleading part is that it gives the impression that you are not protected at all,

are based in and Inverleigh. which isWe totally untrue misleading. The local CFA brigades that are all Volunteer staffed, have for many years covered all sorts of incidents without any problems and will continue to do so. We are trained and prepared to FRV requirements. So like the UFU states with their firefighters, they are ready for anything, so are we as the local CFA and if we need support then we call on other local brigades such as Winchelsea or Teesdale. To make this whole matter even worse though, if after discovering your postcode is not protected, there is a button to click on with a preprepared form that you can fill out that goes to the responsible Government minister stating that you are concerned that you’re not protected and would like to see FRV take control of your area and therefore be protected by “professional” firefighters. This is totally misleading, inaccurate and insulting to the many volunteers and the communities that support their CFA local brigades. So as the headline states, don’t be fooled by the misinformation promoted by this UFU advertising campaign. Ewen Peel.

What to do if you find a fledgling bird? Fledgling is the stage in a flying animal's life between hatching or birth and becoming capable of flight. This term is usually applied to birds, but is also used for bats.

Researchers from CSIRO's Australian Centre for Disease Preparedness have identified a further genotype of Hendra virus in samples collected from Australian flying foxes.

With Spring and warmer weather comes the chance you will come across a baby bird on the ground.

This confirms that the Australian flying fox species are the natural host for Hendra viruses.

If you find a fledgling, the best course of action is to leave it alone. They will often hop around on the ground and look awkward, this is a natural stage, and the parents are most always keeping a close eye on them.

Researchers have found the virus in 11 flying foxes, including seven grey headed flying foxes from Victoria. The virus was last week detected in a horse near Newcastle. Hendra can be found in flying foxes broadly across Australia. Flying foxes have never been shown to transmit Hendra virus directly to humans. People can be infected with Hendra virus through contact with infected horses. Though spillover of Hendra virus to horses has not occured in Victoria, these findings remind us that Victoria is not risk free and precautions should be taken. This is of particular importance in regions with horses arriving from interstate or large flying fox populations. Hendra virus can spread from horse to horse with direct contact with infected body fluids, or through indirect contact via equipment contaminated with infectious body fluids.

Birds can appear to be orphaned when in fact they are just learning to fly. Birds can take up to two weeks to learn to fly properly once they have left the nest.

If you find a baby bird that is injured, keep it warm put it in a box and bring it to the clinic. Our Vets will evaluate its injuries, treat the injured bird and then it will be collected by one of our wildlife carers who will rehabilitate and release them. Please never be tempted to keep a native bird as a pet.

What is Cerebellar Hypoplasia? Hi this is Sandy, one of the Vet nurses at the clinic. I adopted Penny one year ago, a kitten with Cerebellar Hypoplasia. She requires special care, but we love her very much. I decided to share with you this condition. Penny was one of a litter of three kittens I fostered. She was the only one to develop this condition. Cerebellar hypoplasia is a developmental condition in which the cerebellum of the brain fails to develop properly. The cerebellum is the portion of the brain that controls fine motor skills such as balance, coordination and is responsible for spatial awareness. Cerebellar hypoplasia most commonly occurs when a pregnant cat becomes infected with feline panleukopenia virus and passes the infection to her unborn kitten or kittens. The condition may only affect one kitten in the litter or may involve all littermates. Signs of cerebellar hypoplasia are generally first detected when the kitten begins walking. This is when I noticed Penny was different to her litter mates.

Cats with cerebellar hypoplasia often bob their heads and appear wobbly when walking, or suffer from intention tremors. Cerebellar hypoplasia is not a painful condition, nor is it contagious. Some of the disorders that are associated with cerebellar hypoplasia are progressive, which means the condition worsens over time. This is happening in Penny's case. Cats with cerebellar hypoplasia can still have happy lives. They should be kept inside as their ability to protect themselves outside is greatly compromised. The condition is caused by a lack of development in the brain so there is no known treatment. This disease can be prevented by vaccination of female cats against panleukopenia (feline distemper) prior to pregnancy.

GIVING KINDER KIDS IN GOLDEN PLAINS SHIRE THE BEST START TO SCHOOL

The Andrews Labor Government is making sure all children in the Golden Plains Shire attending a funded kindergarten program in 2022 have the right support in place to help them transition from early childhood education to the start of their formal school life. Labor Member for Western Victoria, Gayle Tierney today announced 5 early childhood learning centres in the shire Victoria would benefit from almost $95,100 in School Readiness Funding for new programs, supports and extra staffing helping them provide world-class early education and give children the best start in life. Funding recipients include: •Teesdale Preschool •Rokewood Kindergarten •Inverleigh Kindergarten •Bannockburn Kindergarten •Happy Feet Early Learning This funding is among the $53.9 million available in 2022 for more than 2,500 Victorian funded kindergarten services from the Labor Government’s $160 million School Readiness Funding initiative. The Australian-first initiative addresses gaps in educational disadvantage by building the capacity of services, educators and families to support children's learning and development. The program focuses on growing communication, social and emotional wellbeing skills, as well as improving access and inclusion. Services will receive a funding allocation based on the level of need from children in their programs, with support available to all three- and four-year-old children in funded kinder programs including sessional and long day care. The support allows kindergarten services to select the package of resources and programs that best reflects the needs of their children and staff – which can include programs targeting speech, language and literacy, support for culturally and linguistically diverse children and families and tools for parents to support their child's development. Services can also use funding to tap into the expertise of speech and occupational therapists, language and literacy professionals and child psychologists – who can boost the capability of both parents and teachers. School Readiness Funding is part of the Victorian kindergarten funding model to help improve learning and development outcomes – with more than 4,200 services receiving funding, helping over 129,000 children. Making Victoria the Education State starts with the early years, and ensuring no child is disadvantaged as they start their education. The Labor Government is leading the nation in early childhood education, investing almost $5 billion this decade to give three-year-old children access to an additional year of funded kindergarten programs. From 2022, three-year-old children across the state will have access to at least five hours of kindergarten. Services will then scale up their hours to reach the full 15-hour program by 2029.
