AreaB(labeled3onsomemaps),isthemostlogicalexpansionarea.ItisinsideManOWarandhascloseproximitytoNew Circleroad.Thisisimportanttoconsiderbecausewhenourcity’spublictransitsystemsimprovethenewexpansionarewill alreadybelocatedalongmajorroadways.AreasotherthanB/3couldeasilystrainnewpublictransitplansorexponentiatethe cost.

TheremaybehesitationstoselectonlyAreaB/3.Considerthevalueofexpandingtoonlythissmallarea.Comparedtoother areasoftheproposal,expandingonlyinthissmallareamaypreventalargeincreaseinthecostofcityservices,whichwould bepassedontoLexingtonresidents.IfweexpandtoonlyareaB/3anditiszonedfordenserhousingliketownhouse communitiesandapartments,itcouldhousethesamenumberofresidentsasamuchlargerareaszonedonlyforsinglefamily homes.Onasimilarnote,manyofLexington’sresidentsareagingandlookingfornicecommunitiesthatprovidehousing optionswithoutlargeyardstocarefor.ProvidingdenserhousinginareaB/3givesLexingtonresidentsoptions,andsome wouldmoveoutoflargersinglefamilyhomesaroundthecitywhichwouldfreeupsinglefamilyhomesforotherLexington families.

Insummary,pleaseconsideronlyexpandinginareaB/3andzoningitfordensehousing.Thiswouldprovidetheadditional neededunitswhileminimizingcostsincreasesforLexingtonresidents.

a)AffordableHousing.OneofthemainstatedreasonsforexpandingtheUSBisthelackofaffordablehousing.However,I haveseennothingthatindicatesthatanyofthehousingbuiltaspartofthisexpansionwillbeaffordable.Withoutregulations andenforcementfromthecity,developershavenoincentivetodoanythingotherthanbuildnew$400,000homesorluxury apartmentcomplexes.

b)Traffic.Lexingtonseemstohaveapathologicalinabilitytodealwithitstrafficproblem.Thelastthingweneedisanother NicholasvilleRd.,andIfearWinchesterRd.willbeheadinginthatdirectionwiththemassivedevelopmenthappeningthere. Buildingmoreroadswillnothelp-weneedserious,thoughtful,androbustinvestmentsinpublictransportation.IfLexingtonis goingtocontinuetogrow-asitseemsslatedtodo-thetrafficsituationabsolutelyhastobedealtwith.

IhaveconcernsaboutareaB(andtoaslightlylesserdegreeA). First,ParkersMillcannothandleanymoretraffic,especially attheintersectionofParkersMillandVersailles. IftheVersailles/ParkersMillintersectiongotchangedorevenifthetimingof thelightsgotaltereditwouldresultinsignificantbackingupoftrafficonVersailles,potentiallybackinguptotheNewCircle intersection. TurningleftoffVersaillesontoNewCircleisalreadydangerousenoughandresultsintoomanyaccidentsasitis now. Congestingthatareawillonlymakeitworse.

ThereisalreadyalotoftrafficonVersaillesRoadandtodevelopthebeautifulbluegrassfarmlandandtodisrupt thetrafficatKeeneland,oneofthelargesttaxpayertoLexington,shouldbeenoughtonotlistentothedevelopersthatare wantingtodevelopanywheretheycan. First,IwouldliketostatethatanyexpansionoftheUSBisunnecessaryandharmfultoourcitylandscapeaswellastothe healthandwellbeingofitscitizens.However,sinceweareproceedingwiththisexpansionagainstallrecommendations,Ihave somethoughts.I'mnotasfamiliarwithproposedareasAandB.Theyseemlikeagenerallyreasonableoptionexceptthat encroachmentupontheairportispotentiallyproblematic.EandDaremoreproblematicLiberty/Toddsroadisoneofonlythree viableaccesspointstothelargerHamburgarea.Anyadditionaldemandwouldcausesignificantissues.Futureresidentsare alsolikelytobenegativelyimpactedbyproximitytotheinterstateand,ifwe'rehonest,RichmondRdduetonoiseandair pollution.CisextremelyproblematicduetoencroachmentoncriticalfarmlandandthetrafficdemandsofWinchesterRd. Consideringtheseobservations,Imakethefollowingrecommendations:

1.Prohibitactivatingtheexpansionareasuntilspecific,measurablecriteriaaremet.ThiscouldincludedensityinexistingUSB (GrossUnits/Acre),amountof(re)developablelandtoincludeconsiderationsforinfillfallsbelowacertainthreshold(Gross Acres)

2.Onlydesignatetheabsoluteminimumareaoflandrequiredbyyourmandate.Thecircumstancesofthisexpansionare peculiarandunethical.Bykeepingtheexpansiontoaminimum,theinflictedharmwillalsobeminimized.

3.Phasetheexpansionspatiallysothatproximalareasarefullydevelopedpriortomoredistantones.Phasesshouldhave objective,measurablecriteriaforopeningbasedonthestatusofthecurrentphase.Thiswillprevent"leap-frog"development byopportunisticdeveloperswhichleavesawkwardgaps.Sincethosegapsaredifficulttofill,developerswillsoonbeclamoring formoreexpansiondespiteincompleteuseofthepreviousexpansionarea(seeourcurrentsituation).

IamheretostatepubliclythatwesupportandencouragetheinclusionofAreaAintheurbanserviceareaandarepreparedtoactivelyworkwithour communitytocreateaplaceweareproudtocallLexington.Ofthisacreagewecurrentlyfarmabouthalfofit.

Weareinthecity.WesurroundDunbarHighSchoolandcountPalomarsubdivisionandManOWarboulevardasourneighbors.Wearewithinamileof multiplegrocerystores,includingthefirstPublixunderconstruction,parksbothcurrentandplanned,elementaryandhighschools.Whenthecity’sbike-ped masterplaniscompleted,wewillhavededicatedbike/pedconnectivityviaManOWarandthecity.IcanclearlyseetheBigBluebuildingfromtheland.

Whenexaminedfromanobjective,data-drivenanalysis,AreaAscoredthesecondhighestpointsonthecommittee’sscoringsystem.Thescoringsystemwas developedtodifferentiatelandbasedonthestatedprioritiesofthecommittee,notoncircumstance.Thisdata-drivenscoringsystemservesasthefoundation forinformingthedecisionmaking.

WesurroundtheMintLanePumpstation,oneoftwopumpstationsthatmustbeimprovedpertheEPAconsentdecreeanditcannotbedoneinsidethe existingboundaryaccordingtoMr.Martin.

AssuggestedbytheSewerabilityStudy,theinvestmentinabandoningtheMintLanePumpstationandcreatinganewBowmanMillStationwillnotonlycreate infrastructureintheexpansionarea,butalsoimprovetheexistinginfrastructureinoururbanservicearea.AsMr.Martinhasshared,theSouthElkhornpump stationisundersignificantpressureduringwetweatherevents.WithnowheretoexpandtheSouthElkhornstation,thenewBowmanMillstationisasignificant opportunitytoinvestinourcity’sinfrastructure.

Thecommitteeshouldalsounderstandthatourfamilywouldbegreatpartners.Webelieveindensityandneighborhooddevelopmentcalledforinour ComprehensivePlan.Additionally,Iamnotonlyafarmer.Ihavebeeninvolvedincitydevelopmentthroughoutmycareer.TheDevelopmentcompanyIcofounded,recentlywonthehighestawardinresidentialdesign,bytheAmericanAssociationofLandscapearchitects,foraprojectcompletedonthe900blockof NorthLimestone.I’malsoaco-ownerofalongtimelargeaffordablehousingcomplex.

Ourfamilyalsobelievesinthebalanceofneighborhooddevelopmentandenvironmentalsensitivitiestoouruniquesoilsandhistory.Tothatpoint,wehave beenworkingwiththeStateofKentuckyonaWetlandsRestorationprojectthatwouldpermanentlyprotecttheuniquewetlandenvironmentidentifiedasthe floodplainonthismap.

Importantly,weareabletoworkwiththecityefficiently.InareaAthereareonly9parcels,weown7ofthem.Ourcousinsownthetenthandwespeakasa consolidatedvoice.

Masterplanningisonlythefirststepanditisimportanttohavelandownersthatareenthusiasticaboutworkingwiththecitygoingforward.Wearehereto publiclystatethatwewillcontinuetheprocessofincrementally,intentionally,andthoughtfullyincorporatingtheappropriatelandintoourcommunity.

1. How,when,andwherewillaffordablehousingdevelop?Withoutintentionalpolicies,suchasrequiringdeveloperstosetasideportionsofprojectsfor low-incomecitizens,willwegethousingofthetypepeopleneed,andinthetimeframesandlocationsthatservethepeopleinneed?

2. Havethebestsolutionstoaffordablehousingandhousingaffordabilitybeenfullyexplored? Havenewmodelsrelatedurbandesign,zoning,building design,andfinancingmechanismsbeenadequatelyexplored?

3. Haveweaccuratelyestimatedhowmodernmodelsofcompact,mixed-usedevelopment,intheinitialexpansionarea,andwithinthecurrentboundary, willaddresshousingneeds?

4.Arewetakingadvantageofthethousandsofacresofvacantpropertyinsidethecurrentboundary? (Justwithinthemilesurrounding,andtothe detrimentof,myneighborhood,Icountmultiplepropertiesthathavebeenvacantforyears). Let’sputthesepropertiestowiseusebeforerushingintooutdated, andpotentiallyfalsesolutions.

B. Beforeexpandingfurther,Iaskthecounciltorecognizethathousingaffordabilityisnotjustaboutthecostofahomeitself. Italsoincludesutility, transportation,andcarownershipcosts. Sprawldoesnotleadtoenergyefficientbuildingdesign. Andexpansionmeansmorecartravel,withallits accompanyingexpenses,forpeopleinsideandoutsidethecurrentboundary. Housingandtransitareinseparable. Whatarethetransportationneedsofthe peoplewhoneedaffordablehousing?Howmanycitizenscanaffordadditionalcarownershipandfuelcosts? Areweconsideringthetransportationneedsof childrenandtheircaregivers,thegrowingelderlypopulation,andpeoplewithdisabilities? Whatmasstransitoptionswillbeavailableintheexpansionareas?

C. IaskthecommitteetocalculatethecostsofincreasedairpollutionandGHGemissionsthatwillresultfromnewinfrastructureandincreaseddriving. Theseconsequencesareexpensive–pollutionincreaseshealthcarecosts,andallsummer,wehaveseenthehumanandfinancialcostsofextremeweather andpoisonedair.

D. Finally,wecannotaffordtodestroyourlimitedsupplyofprimefarmlandwithnewdevelopment. Ourregionofthecountyhasuniquelyvaluablesoilthatis lostforeverwhenreplacedbybuildingandroads.Preservingagriculturalpotentialiscrucial,especiallyinlightoftheeffectsofchangingweatherpatternson foodproductioninKentuckyandnationwide.

Iurgeyoutofullyconsiderthesemattersandaskwho,beyonddevelopers,willtrulybenefitfromfurtherexpansion? Developerswhoarecoveringimmediate costsofnewdevelopmentsaythereis“nocost”tothecity. Thatclaimisbasedonaverynarrowdefinitionofcosts. Therearecertainlycoststomepersonally asservicesthatwereoncenearmyhomemovefurtherandfurtherouttotheedgesofthecity.(Aginginplaceisbecomingdoubtful).Butallofuswillbearthe bruntofincreasedtransportationcostsandpoorlyplannednewhousingthatfailstomeetcitizens'needs. Andalluswillbearthecostsofmorepollutedair, degradedland,andclimatechange. Theselattercostsappeartobenearlyboundless(SeeSeptember13NewYorkTimes). Itisindeedtimetotakethe blindersoff.

3.CardinalRunSouthParkisaregionalparkwithbaseballfieldsandhasa singleentrancefromParkersMill.

4.CardinalParkNorthParkisunderdevelopmentwithalargewalkingtrail, soccerfields,andadogpark.ParkingforCardinalRunNorthapparentlywill beinCardinalRunSouth,andacrossingfeaturewillbenecessaryfromone parktotheotheracrossParkersMillRoad.

5.TrafficalreadybacksuponParkersMillduringtheeveningrushhouratMan O'WarBoulevard.

6.MovingdevelopmenttothesouthwesternpartofLexingtonwouldputitclose toCalumetFarm,Keeneland,WinterQuarterFarm,andDarleyStudallof whicharecriticallyimportanttoLexington.Theprecedentisverybad.

7.RosaParksElementarySchoolcurrentlyhas709studentsandpreviouslyhas hadtemporaryclassrooms.CoordinationwiththeFayetteCountyPublic SchoolswillbenecessaryshouldtheCommitteechosepartofMillRidge,and astrongpossibilityexiststhatitsdevelopmentwouldleadtotheconstruction ofanewElementarySchool.Careisnecessarytonotdisplacenearby neighborhoodsfromRosaParks.

8.TheentireareaaroundMillRidgehasproblemswithcaveandkarst topography.AchurchatthecornerofFortHarrodsDriveandManO'War BoulevardpartiallycollapsedbecauseofasinkholeandtheKentucky GeologicalSurveyhasfoundsinkholesinthevicinity.Abackyardinthe BeaumontReservecollapsedandhadtoberepaired.Thewalkingpath behindRosaParksistherebecausethelandisundevelopable.Therewasa sinkholefilledinpriortodevelopmentatthecornerofBeaumontCentre CircleandBeaumontCentreParkway.Thestormdrainagesysteminthe residentialpartofBeaumontCentreinitiallyhadproblemswithstorm drainage,andBeaumontCentrerequiresverylargedetentionbasins.Any developmentofMillRidgewillrequiresignificantworkandtimetodealwith sinkholesandstormwaterdrainage.Itwillbeadifficultareatodevelopfrom anengineeringstandpoint.Thereisareasonthenameofthecreekpassing throughtheareaiscallCaveCreek.

9.TheLFUCGshouldrequiresocioeconomic,racial,andethnicdiversityinany newdevelopmentofMillRidge.

10.TheUrbanCountyCouncilhassetguidelinesforexpansionnowbetween 2,700and5,000acres.Advocateforthesmallerexpansionbecausehalfof the1996expansionareaisstillundeveloped.

Therearenorequirementswhatsoeverforanyfuturedevelopmentsintheseareastoservetheneedsofthecityonlysalespitchesmadeinbadfaithtoopenupamoney-makingopportunityforthoseinthedevelopmentcommunity. Any urbanserviceboundaryexpansionneedstocomewithstrictregulationsdesignedtomeettheneedstoLexington-notthe bottomlineofdevelopmentinterests.

ItaughtatJohnsonElementaryon6thstreetwithourTitle1studentsasaspecialeducationteacherformanyyears.Mostofthechildrenwerelivinginthearea thatisnowwhereWilliamWellsBrownElementaryisbuilt.

WhenthefamiliesweremovedtoCentreParkwayinaffordablehousingsurroundingMillcreekElementary&TatesCreekElementary,Imovedwiththemto teachourTitle1students.ItaughtatTatesCreekElementaryfor25ofmy37yearsasaregularclassroomteacher&laterinmycareerasamath&literacy interventionteacher.Iworkedhardtostrengthentheweakskillareasofourstudentssothattheycouldcatchupinliteracy&mathwiththeirsameagepeers. Duringthattime,Iwaspartofhelpingtoputthesupportsystemsinplacewithnecessary funding,hiringstafffortheFamilyResourceCenterthatprovides additionalclothing,schoolsupplies,shoes,etc.forourchildren.SoonitwasobviousthattheHealthDepartmentwastoofarawayforourstudents.Therefore, theTatesCreekHealthyKidsCenterfortheirhealth&medicalneedswascreated.

Sincethattime&OVERtime,Ihaveseentherentalduplexes,houses&apartmentsinmanyoftheareassurroundingtheMillcreekElementary,Southern Elementary&TatesCreekElementarydeteriorate.IamamemberoftheLeagueofWomenVotersofLexington. Ialsovolunteerfordoortodoorcanvassing forvariouscandidateseveryyear. Ichoosetogointotheserentalareasdoortodoortoencouragethevoterstoupdatetheirvoterregistrationintheserental areas.Walkingfromdoortodoor,Iseehowmuchmanyoftheaffordablehousingareashavedeteriorated. Therefore,LexingtonhasMANYareasthatneedMOREINVESTMENTinaffordablehousingaroundourTitle1schoolsRIGHTNOW. ItisCRITICALthatthis isaddressed.

Afterattendingthepubliccommentsessionlastweek,expandingtheUrbanServiceArea&sayingitisforaffordablehousingisafalsenarrative.IhadNOT plannedtospeakbuthearinghowOBVIOUSitwasthatdevelopers,homebuilders,realestateagents,etc.wereusingthisopportunityasanexcusetoline theirownpocketsinsteadofIMPROVINGthesupports&livingconditionsinsomeofourcommunitiesthatareneededforchildrenrightnowmademeangry. Basically,IwalkedawayfeelinglikeLexingtonjustwantstomoveourchildren&thepovertyconditionstheyarelivinginoutoftowntotheouterboundariesof Lexington.ThisisAWAYfromthesupportsofwhatourchildren&theirfamiliesneed.Afterdedicatingmylifetoeducatingthesechildren,IamDEVESTATED thatthisisthenarrativebeingused.

Inaddition,IamVERYconcernedwithA&BalongParkersMillRoad. ForSOMANYMOREreasons,ENOUGHisENOUGH! PleasedoNOTconsideranymoreofLexingtonlandtobeusedforNEWdevelopment. WeMUST INVESTinwhatwealreadyhaveinareasthatneedattentionforourstrugglingfamilies.

2.ParkersMillRoadtouchingallsegmentsofMillRidgeFarmcannothandlethe resultingtrafficandwouldbeexpensiveandpossiblyimpossibletofix.It passesunderNewCircleRoadandentersaresidentialareaintheBeaumont Parkneighborhood.Theroadcouldnothandlethetrafficcreated.Both segmentsofMillRidgeunderconsiderationforexpansionareonParkersMill Road.

3.CardinalRunSouthParkisaregionalparkwithbaseballfieldsandhasa singleentrancefromParkersMill.

4.CardinalParkNorthParkisunderdevelopmentwithalargewalkingtrail, soccerfields,andadogpark.ParkingforCardinalRunNorthapparentlywill beinCardinalRunSouth,andacrossingfeaturewillbenecessaryfromone parktotheotheracrossParkersMillRoad.

5.TrafficalreadybacksuponParkersMillduringtheeveningrushhouratMan OWarBoulevard.

6.MovingdevelopmenttothesouthwesternpartofLexingtonwouldputitclose toCalumetFarm,Keeneland,WinterQuarterFarm,andDarleyStudallof whicharecriticallyimportanttoLexington.Theprecedentisverybad.

7.RosaParksElementarySchoolcurrentlyhas709studentsandpreviouslyhas hadtemporaryclassrooms.CoordinationwiththeFayetteCountyPublic SchoolswillbenecessaryshouldtheCommitteechosepartofMillRidge,and astrongpossibilityexiststhatitsdevelopmentwouldleadtotheconstruction ofanewElementarySchool.Careisnecessarytonotdisplacenearby neighborhoodsfromRosaParks.

AreasAandBareincloseproximitytodenselypopulatedneighborhoodswhichalreadyexperienceincreasingtraffic congestion.Areasaslargeasthoseunderconsiderationwillimpactnotonlylocaltrafficinfrastructurebutwillsurelyaddto existingtrafficchokepointsaroundtown.Newdevelopmentintheareawilllikelyimpactexistingeducationalfacilitiesaswell. Doesthecityhavepocketsdeepenoughtomitigatetherippleeffectsofaburgeoningpopulationonroads,schools,and medicalfacilities?Theactionstoaddressthepursuitofadditionaldevelopmentshouldbecarefullyweighedagainstthe negativeimpactonthiscity'squalityoflife,thatintangiblespiritthatsomanyofusloveaboutLexington.
