City Finances: Economic Recap

Cit y Reve n u es Si g nal Ch a l l e n g i n g Ti m es Ah ea d The slow economy has affected businesses, families, individuals, and government organizations. With regionwide declines in property values and high unemployment, the City’s primary revenue sources — property tax and sales tax — have significantly decreased over the past year. Property tax has declined nearly five percent ($634,000), and sales tax has declined 26.6 percent ($2.7 million). All other general fund City revenues have declined 10.7 percent ($1.1 million), for a total revenue decline of $4.4 million. The City’s Fiscal Year 2009–10 general fund revenue is at the same level as it was in Fiscal Year 2004–05.

It appears that an economic recovery will be slow and long-term at best, requiring the City to balance its budget based on the expected lower revenue picture, although the City is in better financial shape than many other cities. The City’s general fund is the portion of the budget that is used for discretionary, yet critical, spending. This includes police and fire protection, park maintenance, some street and sidewalk projects, recreation programs, youth and senior services, and community development activities. In order to develop a balanced Fiscal Year 2010–11 budget, the City will be implementing reductions in every area of the organization, with an emphasis on minimizing impacts to the residents and business community. City News: Fire Station

Cit y Co m p l e tes Fi re Station #194 Fire Station #194 opened in May to become the City’s fourth permanent fire station serving the La Habra community. Firefighters had been working out of a temporary building in the parking area of the commercial center at 1401 S. Beach Blvd. The new station facility is a 6,589 sq. ft., two-story building, located at 13540 Beach Boulevard. Yes, the station does include the legendary fire pole to assist firefighters in quickly descending to the apparatus room. Typically left out of newly constructed fire stations, the extreme space constraints of the site mandated the installation of a pole. The station houses four fire personnel and a fire engine. It serves La Habra, La Mirada and unincorporated Los Angeles County. The City embarked on the construction of Fire Station #194 in 2006 , as a requirement of the 2005 agreement between the City and the Los Angeles County Fire Department. continued >>>>

City News: Fire Station, continued The City and the County Fire Department each contributed one-half of the funding to purchase the land, hire an architect and construct the building. As a condition of the agreement with the Fire Department, the City retains 100 percent ownership of the Fire Station in exchange for the guarantee that the Fire Department may use the station for a minimum of 10 years. The total cost of the project was $5.6 million, which includes $1.1 million for the land and $4.5 million for the design and construction of the building. Architect William Loyd Jones was the architect for the facility; he has extensive experience in designing fire stations and many other public buildings.

Where does the number #194 come from? Fire stations served by Los Angeles County each have a distinctive number for identification purposes. La Habra’s stations had the numbers 1, 2, and 3 under the La Habra Fire Department. Upon contracting with Los Angeles County, these were renumbered to 191, 192 and 193, because numbers 1, 2, and 3 already corresponded to other L.A. County stations. With the fourth La Habra station coming online, it naturally became Fire Station #194. These are presently the highest numbered stations in the Los Angeles County Fire Department.

City News: Latest Achievements

The City of La Habra’s mission is to improve the quality of life in our community. Some recent highlights that contributed to this mission are:

The Children’s Museum at La Habra secured additional funding ($148,000) for the Young at Art program to expand the program to include 5th grade students.

The City’s Engineering Division completed construction of Fire Station #194 on Beach Boulevard (see related article on page 6).

The Police Department solved the “cold case” murder of Leland Washington (October 2006).

Mr. Robert Kritz was appointed by the City Council to serve on the Beautification Committee.

Security cameras were installed at various locations and entrances to City Hall to enhance the safety of visitors and City employees.

The City signed up to participate in the E-Verify social security verification system.

Idaho Street, from Imperial Highway to the south City limits was resurfaced, and new traffic loops and striping were also installed.

Lifestyle: Churches Helping Haiti

Although there is nothing positive about a destructive natural disaster, it is heartening to see how people around the world responded so quickly and wholeheartedly to the devastating earthquake in Haiti. La Habra’s “Caring Community” motto was illustrated when local churches added their efforts to the rest of the world’s. Crossroads Community Church set up a fund for Haiti. Mission Presbyterian provided $1,000 to its denomination’s disaster relief agency, PCA (Presbyterian Church of America) Mission to North America disaster relief. Green Hills Baptist Church sent approximately $3,500 in financial aid to relief organizations and several buckets of pantry staples to Buckets of Hope.

Our Lady of Guadalupe’s parishioners contributed $19,715, which was sent to Catholic Relief Services. Students at Our Lady of Guadalupe School collected $1,257, and sent 748 pairs of shoes to Haiti. The Cause Community Church is sending a team of 16 people to help at an orphanage in Haiti this summer. La Habra’s Calvary Chapel pulled together with the group’s other chapels in Orange County and the South Bay area, then connected with churches on the east coast to provide relief, including sending a building-size tent, to provide temporary shelter. La Habra’s church community and residents are to be lauded for demonstrating their caring efforts to those in need.

Public Works: AQMD Grant

L a Habra Receives Gra nt from AQMD La Habra received $75,000 in grant funding for two projects from the South Coast Air Quality Management District (AQMD). La Habra used the grant funds to purchase a customized multi-bed dump truck that can perform the functions of half a dozen different pieces of equipment and is powered by compressed natural gas (CNG), which is a cleaner burning fuel than conventional diesel fuel. The truck can serve as a 10-yard dump truck, a flatbed/tow truck, and a 30-yard bin loader. If needed, other bed options can be added without the need of buying a separate truck for each operation. The second project funds upgrades to our existing compressed natural gas fueling station, which will enable the City to have a storage system with one fast filling dispenser

post to accommodate a small fleet of vehicles that may need to have multiple fill ups each day. Also, this upgrade includes equipment for tracking usage and quantities of fuel. This project is expected to be completed by January 1, 2011.

Concerns registered through this system will automatically be routed to the City staff member responsible for that area of concern, streamlining citizen requests for service. Contact La Habra also has an extensive library of Frequently Asked Questions, from how to obtain building permits to arranging for a new parkway tree. Residents can enter their requests anonymously, or can register their information to make it easier to add multiple issues or future questions. The Contact La Habra link is on the front, left-hand side of the City’s Web site, under Online Services. Online Police Reporting System If you have an emergency, call 911. For other minor crimes, residents may make their report online using the Online Police Reporting System, also located under Online Services on the City’s Web site. In addition, once the report has been submitted, residents will receive a case number and can print a copy of the police report at no charge. AlertOC Help us reach you in an emergency! Register for AlertOC through the City’s Web site. When there is an emergency event requiring community action, authorized City officials

record a voice, email or text message that is then delivered quickly to individuals affected by the event. Users can register multiple devices and even add business addresses or relative’s address in order to be notified about events occurring in other Orange County areas. Crime Reports Access statistics on crimes that occurred in your neighborhood by clicking on the Crime Reports logo under Online Services. Type in an address to see what crimes have been reported. L a Ha b ra to D ri l l Pil o t We ll a t L a Bo ni ta Pa r k At the April 5, 2010 City Council meeting, the City of La Habra awarded a bid in the amount of $204,800 to Bakersfield Well and Pump Company to drill a 1,000 ft. deep pilot well in La Bonita Park. The park location was ideal because it was already owned by the City, eliminating the need to acquire property. Additionally, the location is adjacent to the existing transmission main system on Idaho Street, and the park has adequate open space for equipment and a retention basin for well development. Ultimately, there will be minimal impact to the park and the public’s use. Test well drillin g

The City of La Habra will be holding a General Municipal Election on Tuesday, November 2, 2010, at which time two (2) Councilmembers will be elected to four-year terms. The terms of Mayor Simonian and Mayor Pro Tem Gomez will expire this December. Individuals who are interested in seeking election to the City Council must be residents and registered voters of the City of La Habra at the time nomination papers are issued. Residents of the unincorporated islands are not eligible to run for office. Nomination papers may be obtained beginning Monday, July 12, 2010, in the City Clerk’s Office, which is located in the City Administration Building (City Hall) at 201 E. La Habra Boulevard. Office hours are Monday through Thursday, 7:30 a.m. to 5:30 p.m., and some Fridays, 7:30 a.m. to 4:30 p.m.

Public Information: Landscaping Tip

L a Habra’s Drought Tolerant Plant of the Quar ter Dendromecon Harfordii flower The Dendromecon Harfordii is also known as the Channel Islands Bush Poppy. This variety of poppy is a Dendromecon rigida subspecies and is native to the Channel Islands off the coast of California between Santa Barbara, Ventura, and Los Angeles Counties. It is a large evergreen shrub with large green leaves and yellow flowers. The bloom occurs in the springtime and summer months. It grows best in full sun at lower elevations and, once established, will survive on seasonal rainfall only, requiring no irrigation. The Bush Poppy prefers fast draining soils, so planting in a sandy soil is recommended. The Dendromecon Harfordii is a large plant and can grow up to eight feet tall with a 12 foot wide spread at maturity (3-5 years for shrubs). It is hardy down to 15 degrees Fahrenheit. Although most California native plants can be planted at any time of year, it is best to put them in the ground during the fall and early winter. This gives them time to establish a healthy root system and build the energy for new growth and stunning floral displays in spring and summer.

Summer is the most difficult season to install native plants in the landscape (for best results, wait until fall through early spring). Pre-irrigate the planting hole and allow it to drain. Carefully follow the planting instructions above. Upon completion, apply 2-4 inches of organic mulch around the root zone of each plant (away from the crown). Avoid watering during the heat of the day and avoid overhead watering; prolonged leaf wetting can promote disease. Provide temporary shade to the most sensitive species to reduce the stress of exposure to direct sun. Do not allow the root ball to dry out; water 1-3 times a week by thoroughly soaking the soil. Infrequent, deep soaking is preferable to short, frequent waterings.

The La Habra Spring Citrus Fair provided a family friendly event with entertainment, food, exciting rides, and a variety of exhibits in downtown La Habra, where life in La Habra began. Visitors from neighboring cities brought family and ir Fa e friends to the fair, Nighttime at th enjoying a beautiful spring weekend in Orange County. Produced by the La Habra Chamber of Commerce, the Fair drew an estimated 30,000 plus people, far exceeding the 18,000 to 20,000 expected for this first time event. Roving mascots posed for pictures, while families relaxed on the greens enjoying food, while others visited the home and garden area for useful information on backyard gardening. Our downtown businesses stayed open and welcomed the

additional exposure. There was something for everyone at the Spring Citrus Fair. Expect the Fair to return in the Spring of 2011. CSS Bingo meets Monday through Friday from 12:45 to 1:50 p.m. The cost of playing is 25 cents per card, with a maximum of six cards. Nine games is the usual number played. If you like bingo, come join the fun! All are welcome to participate. FRIDAY AFTERNOON BINGO The La Habra Senior Citizens’ Club hosts bingo each Friday from 1:00 to 5:00 p.m. at the La Habra Clubhouse, 200 W. Greenwood. Admission is 50 cents. Donuts and coffee are served. The group also holds potlucks several times a year. All seniors are welcome to participate. CARDS & DOMINOS If you’d like to join a group of card players, there are several to choose from.
